尊敬的各位嘉賓、各位朋友:
大家下午好!
在這收獲碩果、分享喜悅的美好時節(jié)里,我們再次相聚在一起,隆重舉行第六屆兩岸經(jīng)貿(mào)合作與發(fā)展論壇。在此,我謹代表商務(wù)部對論壇的舉辦表示熱烈的祝賀!向各位與會代表,尤其是來自海峽對岸的臺灣嘉賓們表示誠摯的歡迎和親切的問候!
各位嘉賓、各位朋友,在經(jīng)濟全球化和區(qū)域經(jīng)濟一體化不斷發(fā)展的趨勢下,血緣相親、文緣相承、商緣相通的兩岸同胞加強合作、擴大交流,順乎時代潮流,合乎兩岸民意。特別是2008年以來,兩岸關(guān)系出現(xiàn)歷史性機遇,迎來大交流、大合作、大發(fā)展的新局面。2010年6月29日,《海峽兩岸經(jīng)濟合作框架協(xié)議》(ECFA)的簽署,更標志著兩岸經(jīng)濟關(guān)系邁入以制度化合作為特征的新階段。2011年1月1日ECFA實施以來,相關(guān)工作進展順利、開局良好。
首先,ECFA貨物貿(mào)易、服務(wù)貿(mào)易早期收獲計劃成效初顯。貨物貿(mào)易方面,2011年1-7月,大陸自臺灣進口享受ECFA優(yōu)惠關(guān)稅待遇產(chǎn)品15194批次,貨值23.37億美元,關(guān)稅優(yōu)惠4.32億人民幣;臺灣自大陸進口享受ECFA優(yōu)惠關(guān)稅待遇產(chǎn)品7850批次,貨值約5.4億美元,關(guān)稅減讓0.74億人民幣。
服務(wù)貿(mào)易方面,據(jù)大陸統(tǒng)計,截至目前,在金融服務(wù)部門,5家臺灣證券公司獲得了合格境外機構(gòu)投資者資格;臺灣地區(qū)保險公司通過整合或戰(zhàn)略合并在大陸設(shè)立了2家保險公司。在非金融服務(wù)部門,有5家臺灣會計師事務(wù)所申請獲得有效期為1年的《臨時執(zhí)行審計業(yè)務(wù)許可證》;11家臺資企業(yè)獲準獨資經(jīng)營計算機及相關(guān)服務(wù);36家臺資企業(yè)獲準經(jīng)營專業(yè)設(shè)計服務(wù);2家臺資企業(yè)獲準獨資經(jīng)營會議服務(wù);2部臺灣華語電影片經(jīng)核準在大陸發(fā)行放映。
其次,兩岸經(jīng)濟合作委員會(簡稱經(jīng)合會)正式成立并開始有效運作,為兩岸經(jīng)貿(mào)領(lǐng)域的制度化協(xié)商搭建了穩(wěn)定平臺。2011年2月22日,經(jīng)合會在臺灣舉行了第一次例會。會議決定成立經(jīng)合會第一批工作小組,包括貨物貿(mào)易、服務(wù)貿(mào)易、投資、爭端解決、產(chǎn)業(yè)合作、海關(guān)合作6個工作小組,負責相關(guān)協(xié)議 的磋商、推動相關(guān)領(lǐng)域的合作。目前,各工作小組正圍繞相關(guān)領(lǐng)域積極開展工作,取得良好進展。
再次,ECFA后續(xù)四個單項協(xié)議的商簽正在穩(wěn)步推進之中。其中貨物貿(mào)易、服務(wù)貿(mào)易、爭端解決等三個單項協(xié)議雙方已進行了數(shù)次溝通和業(yè)務(wù)磋商,取得積極進展。而臺商關(guān)注較多的兩岸投資保護協(xié)議,雙方也已密集展開了多輪商談,并達成了廣泛共識。雙方均認為,兩岸投資保護協(xié)議將增強規(guī)則透明度,改善投資環(huán)境,提高對投資者的保護水平,同時為促進和保護雙向投資確立更為開放的方向。
各位嘉賓、各位朋友,今年是大陸“十二五”規(guī)劃的開局之年。大陸“十二五”規(guī)劃首次把發(fā)展兩岸關(guān)系單獨成章專門論述,提出通過擴大兩岸貿(mào)易、促進雙向投資、加強新興產(chǎn)業(yè)和金融等現(xiàn)代服務(wù)業(yè)合作等措施全面深化兩岸經(jīng)濟合作。這充分體現(xiàn)了大陸方面進一步發(fā)展兩岸關(guān)系、增進兩岸同胞福祉的真誠愿望。我相信,今后五年間大陸經(jīng)濟的平穩(wěn)較快發(fā)展,工業(yè)化城鎮(zhèn)化的持續(xù)推進,產(chǎn)業(yè)結(jié)構(gòu)和區(qū)域布局的優(yōu)化調(diào)整,綠色、低碳、循環(huán)發(fā)展的實踐,都將給兩岸進一步加強合作創(chuàng)造更好的條件,帶來更多的商機。
下面,我愿結(jié)合大陸“十二五”規(guī)劃和ECFA,就本屆論壇的主題“雙向投資促進和產(chǎn)業(yè)合作”,談三點看法:
一、抓住時機,全面加強兩岸產(chǎn)業(yè)對接與合作。一方面,要充分發(fā)掘兩岸在電子信息制造、石化、機械等傳統(tǒng)行業(yè)的合作潛力,創(chuàng)新合作模式、提升合作水平;另一方面,要努力加強綠色、環(huán)保、低碳、節(jié)能等新興產(chǎn)業(yè)的合作,促進大陸七大戰(zhàn)略新興產(chǎn)業(yè)與臺灣六大新興產(chǎn)業(yè)的對接,拓展兩岸在信息服務(wù)、物流、分銷、醫(yī)療、旅游、金融、電信等服務(wù)業(yè)領(lǐng)域的合作。
二、同心協(xié)力,共同提升兩岸產(chǎn)業(yè)競爭力。要不斷延長兩岸產(chǎn)業(yè)合作的鏈條,從微笑曲線底部的加工制造,向兩端的研發(fā)設(shè)計和市場營銷延伸,增強兩岸產(chǎn)業(yè)參與國際市場競爭的能力;共同打造中華民族的自主品牌,制定共同的產(chǎn)品標準,提高在國際市場的話語權(quán)和影響力;共同構(gòu)建一個更加公平、開放、透明的貿(mào)易與投資環(huán)境,為兩岸企業(yè)的共同發(fā)展創(chuàng)造一個良好的外部條件。
三、順勢而為,進一步健全兩岸投資保護機制。目前,臺商來大陸投資總額已達532億美元,如加上經(jīng)第三地轉(zhuǎn)投資,臺商投資大陸總額約為969.2億美元;大陸企業(yè)赴臺投資也初具規(guī)模,達1.6億美元,兩岸已互為重要的投資伙伴。為了促進兩岸雙向投資更好更快的發(fā)展,我們一是要進一步健全大陸保護臺商投資保護法律法規(guī)體系,切實貫徹《臺灣同胞投資保護法》,做好《臺灣 同胞投資保護法實施細則》修訂的相關(guān)準備。二是要繼續(xù)推進兩岸投資保護協(xié)議的磋商進程,力爭盡早簽署一個令兩岸同胞都能充分受益的高質(zhì)量協(xié)議,從制度上保障兩岸同胞的正當投資權(quán)益。
我們有充分的理由相信,在兩岸同胞的共同努力下,兩岸一定能夠?qū)崿F(xiàn)產(chǎn)業(yè)資源整合與優(yōu)勢互補,共同提升兩岸在全球產(chǎn)業(yè)鏈和全球市場的位階與競爭力,兩岸經(jīng)貿(mào)合作也必將達到一個新的發(fā)展高度和水平。
各位嘉賓、各位朋友,再過幾天,中華民族的傳統(tǒng)節(jié)日--中秋節(jié)就要到了,值此佳節(jié)來臨之際,我代表商務(wù)部祝在座的各位嘉賓身體健康、萬事順意、闔家幸福!

尊敬的李群書記,尊敬的蓋瑞·夏培羅先生,尊敬的各位來賓、女士們、先生們,大家下午好。首先我謹代表中國商務(wù)部對本次消費電子產(chǎn)業(yè)發(fā)展主題峰會的召開,表示祝賀!向出席本次峰會的國內(nèi)外各界專家、學者、企業(yè)家和朋友們,表示熱烈的歡迎!
改革開放以來,中國消費電子產(chǎn)業(yè)取得了快速的發(fā)展,技術(shù)不斷升級換代,產(chǎn)業(yè)實力不斷增強,市場范圍延續(xù)擴大,企業(yè)國際競爭力不斷提升,出現(xiàn)了一批國際競爭力較強的企業(yè)。2010年我國消費電子產(chǎn)業(yè)銷售收進范圍達7.8萬億元,增長29.5%。消費電子產(chǎn)業(yè)作為我國國民經(jīng)濟基礎(chǔ)性、戰(zhàn)略性產(chǎn)業(yè),已成為國民經(jīng)濟的要組成部份。
最近幾年來特別是為應(yīng)金融危機國家推出了家電下鄉(xiāng)、強以換新政策舉措,在國家有關(guān)政策鼓勵下,中國消費電子市場需求延續(xù)旺盛。截至2011年5月,家電下鄉(xiāng)累計及銷售1.6萬臺。我們相信,在此次論壇上來自國內(nèi)外的消費電子業(yè)界的專家、學者、企業(yè)家朋友們在峰會上各抒己見,加強交換,建言獻策,共唱消費電子行業(yè)的健康延續(xù)發(fā)展。

近年來,我國的電子商務(wù)快速發(fā)展,已經(jīng)成為我國重要的社會經(jīng)濟形式,廣泛深入地滲透到生產(chǎn)、流通、消費等各個領(lǐng)域,正在改變著傳統(tǒng)的經(jīng)營管理模式和生產(chǎn)組織形態(tài),電子商務(wù)服務(wù)業(yè)新業(yè)態(tài)正在加速形成,電子商務(wù)在增強國民經(jīng)濟發(fā)展活力,提高資源配置效率,帶動創(chuàng)新就業(yè)等方面,發(fā)揮了不可替代的重要作用。
黨中央、國務(wù)院高度重視電子商務(wù),在《國民經(jīng)濟和社會發(fā)展“十二五”規(guī)劃綱要》中明確提出要積極發(fā)展電子商務(wù),把電子商務(wù)作為產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級、轉(zhuǎn)變經(jīng)濟發(fā)展方式的戰(zhàn)略重點。溫家寶總理在今年政府工作報告中指出“要積極發(fā)展電子商務(wù)、網(wǎng)絡(luò)購物等新興服務(wù)業(yè)態(tài)”。
隨著互聯(lián)網(wǎng)的發(fā)展,電子商務(wù)在我國的發(fā)展已經(jīng)進入了一個迅速發(fā)展的階段。中央各相關(guān)部委都為推動電子商務(wù)的發(fā)展做出的積極的努力,早在2005年國家發(fā)展改革委就牽頭制訂了《加快發(fā)展電子商務(wù)的指導意見》,國家財政部、工業(yè)和信息化部、人民銀行、稅務(wù)總局、工商總局、海關(guān)總署等都相應(yīng)出臺了一系列政策措施,均發(fā)揮了積極作用。商務(wù)部一直高度重視推進電子商務(wù)應(yīng)用與發(fā)展,通過與有關(guān)部門的協(xié)調(diào)配合,在構(gòu)建完善電子商務(wù)政策法制環(huán)境,推進電子商務(wù)誠信體系建設(shè),加大電子商務(wù)應(yīng)用推廣力度,開展電子商務(wù)試點示范,鼓勵電子商務(wù)模式創(chuàng)新,加強電子商務(wù)國際交流合作等方面做出了一些努力。
進入“十二五”以后,我感覺大家對電子商務(wù)的認識發(fā)生了質(zhì)的飛躍。電子商務(wù)已經(jīng)開始進入家庭,隨著八零后、九零后慢慢地作為家庭的主體出現(xiàn)在社會中,可以預計“十二五”電子商務(wù)將會繼續(xù)保持持續(xù)、快速的發(fā)展。
電子商務(wù)的快速發(fā)展帶來很多機遇,同時也帶來了很多新的情況和新的問題,如:安全問題怎么辦、誠信問題怎么辦、標準怎么推進?電子商務(wù)是一個綜合的體系,需要各個部委之間、中央和地方之間共同努力。今年3月,國家發(fā)展改革委、商務(wù)部、人民銀行、國家稅務(wù)總局、國家工商總局五部委決定聯(lián)合開展國家電子商務(wù)示范城市創(chuàng)建活動,力求在部分城市的帶動下,探索出解決我國電子商務(wù)發(fā)展中突出矛盾和問題的新途徑,營造電子商務(wù)發(fā)展的良好環(huán)境,切實推動電子商務(wù)在重點區(qū)域和特色領(lǐng)域的創(chuàng)新應(yīng)用,推廣典型經(jīng)驗,形成示范效應(yīng)。同時,創(chuàng)建國家電子商務(wù)示范城市對實現(xiàn)城市自身的跨越式發(fā)展同樣具有戰(zhàn)略意義。
近兩年來,深圳在改善電子商務(wù)發(fā)展環(huán)境,推進電子商務(wù)普及應(yīng)用方面已經(jīng)取得了很好的經(jīng)驗。這次會議在深圳市召開也有現(xiàn)場經(jīng)驗交流的性質(zhì),推廣深圳市成功的經(jīng)驗和做法,來促進電子商務(wù)在全國的應(yīng)用推廣。
在城市一級開展電子商務(wù)示范應(yīng)用,有利于協(xié)調(diào)各方面的力量形成合力,深圳市的做法已經(jīng)說明了這一點。五個部委推動示范城市的建設(shè),力求在部分城市的帶頭示范下,為解決我國電子商務(wù)發(fā)展應(yīng)用中出現(xiàn)的新情況、新問題,探索新途徑。各位與會代表都是來自電子商務(wù)應(yīng)用比較好的城市,我希望具備基礎(chǔ)條件的城市都能踴躍參與到創(chuàng)建工作中來。
在此,我就做好“示范城市”的創(chuàng)建工作講幾點建議:
第一,領(lǐng)導要高度重視,認真組織落實。要充分認識到創(chuàng)建“示范城市”對于促進區(qū)域經(jīng)濟發(fā)展方式轉(zhuǎn)變、實現(xiàn)產(chǎn)業(yè)升級和結(jié)構(gòu)優(yōu)化、促進社會和諧發(fā)展具有重要戰(zhàn)略意義。中央提出“十二五”期間要擴大內(nèi)需,我們認為發(fā)展電子商務(wù)是一個有效的途徑,商務(wù)部對這項工作高度重視,一定會積極配合國家各有關(guān)部門來推動示范城市的創(chuàng)建。示范創(chuàng)建城市人民政府要設(shè)立專門的領(lǐng)導小組,統(tǒng)一部署,統(tǒng)一指揮,明確牽頭單位和各參與單位職責分工,確保政府各部門形成合力。要整合各部門資源,優(yōu)勢互補,形成合力,領(lǐng)導重視是最關(guān)鍵的。
第二,創(chuàng)建工作方案要具體,要有針對性和可操作性。通過結(jié)合城市經(jīng)濟與社會發(fā)展的實際需求,制定切實可行的工作方案,大力培育電子商務(wù)服務(wù)業(yè),推進電子商務(wù)應(yīng)用,拓展電子商務(wù)應(yīng)用的廣度和深度。電子商務(wù)出現(xiàn)以后,我們不能簡單把它說成是實體的還是虛擬。實際上,電子商務(wù)是虛擬和實體的有機結(jié)合,信息流、資金流、物流必須協(xié)調(diào)發(fā)展,誠信體系的建設(shè)和相關(guān)標準的建設(shè)也是必要的保證。
第三,要突出特色優(yōu)勢,真正發(fā)揮示范效應(yīng)。通過結(jié)合城市自身產(chǎn)業(yè)結(jié)構(gòu)、人文環(huán)境等特點,探索適合本城市電子商務(wù)發(fā)展的途徑,形成具有區(qū)域特色現(xiàn)代產(chǎn)業(yè)集群,塑造展現(xiàn)獨特城市個性的電子商務(wù)城市品牌。發(fā)展電子商務(wù)也要防止重復建設(shè)。
第四,要充分認識到創(chuàng)建工作的長期性和持續(xù)性。“示范城市”的創(chuàng)建是一個系統(tǒng)性工程,涉及面甚廣,各地情況千差萬別,電子商務(wù)新模式、新技術(shù)也不斷涌現(xiàn),因此創(chuàng)建工作不可能一蹴而就,需要持續(xù)性推進和投入,絕不能以得到授牌為最終目標。
第五,要建立工作機制,及時發(fā)現(xiàn)新問題,在探索中不斷總結(jié)提高。創(chuàng)建工作要形成中央、地方兩級協(xié)同的工作機制,通過交流研究創(chuàng)建工作中出現(xiàn)的新問題、新情況,及時提出問題的解決方案。在此基礎(chǔ)上,要定期進行工作總結(jié),大力宣傳和推廣典型經(jīng)驗,提高創(chuàng)建工作的成效。
同志們,本次會議由五個部委聯(lián)合,在我國首個開展“國家電子商務(wù)示范城市”創(chuàng)建活動的城市--深圳市舉辦,充分體現(xiàn)了從中央到地方對電子商務(wù)發(fā)展的高度關(guān)注。希望大家通過這次會議統(tǒng)一思想,找準方向,鼓足干勁,相互學習交流,共同促進提高。
我相信在大家的共同努力下,電子商務(wù)必將不斷克服發(fā)展中出現(xiàn)的問題,為調(diào)整經(jīng)濟結(jié)構(gòu)、轉(zhuǎn)變發(fā)展方式、促進國民經(jīng)濟又好又快發(fā)展做出更大的貢獻!

很高興在我訪美的第一站,有機會出席中美經(jīng)貿(mào)合作論壇,與各位新老朋友一起,探討新形勢下加強和改善中美經(jīng)貿(mào)合作的問題,共同推動兩國企業(yè)合作。首先,我謹向論壇的成功舉辦表示熱烈的祝賀,向與會各界人士致以誠摯的問候和良好的祝愿,對兩國有關(guān)方面為此付出的努力表示衷心的感謝。
I am very happy that in the first leg of my US visit, I have the opportunity to attend the China-US Economic and Trade Forum, meet new and old friends, and, together with them, discuss the question of strengthening and improving China-US economic and trade cooperation under the new situation and jointly promoting cooperation between the two countries' enterprises.First of all, I would like to express my warm congratulations on the successful opening of the forum, my sincere regards and good wishes to personages from various circles, and my heartfelt thanks for the efforts of the two countries' relevant parties in this respect.國際金融危機的蔓延和深化,給中美兩國經(jīng)濟造成重大沖擊,也嚴重影響了中美經(jīng)貿(mào)合作尤其是企業(yè)合作。據(jù)統(tǒng)計,今年1至7月份,中美貿(mào)易額同比下降了16.1%,美在華投資同比下降19.1%。盡快遏制和扭轉(zhuǎn)這一下滑勢頭,實現(xiàn)中美經(jīng)貿(mào)合作的可持續(xù)發(fā)展,是擺在我們面前的共同任務(wù)。在當前困難的形勢下,要完成這一共同任務(wù),首先也是最重要的,就是要提振合作信心。朋友們也許會問,面對困難局面,信心從何而來。我想告訴朋友們的是,雖然世界經(jīng)濟復蘇的跡象還不明顯,國際金融危機的長遠影響也不可忽視,但中美經(jīng)貿(mào)合作前途光明。
The spread and deepening of the international financial crisis have caused major impacts on the two countries' economies and have also seriously affected China-US economic and trade cooperation, particular enterprises'
cooperation.According to statistics, from January to July this year, China-US trade volume decreased by 16.1 per cent as compared to the same period of last year;US investment in China dropped by 19.1 per cent as compared to the same period of last year.Curbing and changing such a decline as soon as possible and bringing about sustainable development in China-US economic and trade cooperation are our common tasks.To accomplish such common tasks in the current difficult situation, the most important is to boost our confidence in cooperation.Our friends here may
ask: In front of such a difficult situation, where does confidence come from? I would like to tell our friends that although the indications for world economic recovery are not prominent yet and the long-term impact of the international financial crisis is not to be overlooked, the prospect of China-US economic and trade cooperation is bright.一是中美經(jīng)貿(mào)合作的大勢不會改變。這里包括兩個方面:一方面中美經(jīng)濟互補優(yōu)勢沒有改變。中國是世界上最大的發(fā)展中國家,發(fā)展是中國的第一要務(wù)。改革開放30年來,中國經(jīng)濟年均增長9.8%,即使今年上半年也實現(xiàn)了7.1%的增長,全年有望實現(xiàn)8%左右的增長目標。中國正處在工業(yè)化、城鎮(zhèn)化加速推進的過程中,有大量的投資需求,還有13億人的消費市場。中國的發(fā)展、中國巨大的市場,為包括美國在內(nèi)的各國經(jīng)濟復蘇與發(fā)展提供不竭的商機與動力。美國是世界上最大的發(fā)達國家,國內(nèi)生產(chǎn)總值占世界總量的18.3%,國民消費占世界消費品市場總額的43%,對外貿(mào)易額居世界首位,尤其是在科技、人才、管理、營銷等方面具有明顯優(yōu)勢。中美經(jīng)濟這種互補優(yōu)勢并沒有因為國際金融危機的影響而改變。另一方面中美經(jīng)貿(mào)合作基礎(chǔ)良好。2008年雙邊貿(mào)易額達3337.4億美元,已互為第二大貿(mào)易伙伴。在過去的5年間,美對華出口年均增長20%,去年中國從美國進口的大豆和棉花,分別占美出口總量的49%和34%。美在華投資項目累計達5.7萬多個,投資額超過610億美元。今年1至7月份,中美簽訂技術(shù)引進合同888項,合同金額達32.6億美元,同比增長41.3%,占中國技術(shù)引進合同總額的25.3%,在中國技術(shù)引進來源地中列第一位。雖然今年上半年中美貿(mào)易額同比下降,但降幅低于中國外貿(mào)總額降幅近7個百分點。這些數(shù)據(jù)足以說明,中美經(jīng)貿(mào)關(guān)系已經(jīng)形成合作共贏的基本格局,這一基本格局沒有因為國際金融危機的影響而改變。
First, the general trend of China-US economic and trade cooperation will not change.This includes two aspects: On the one hand, the complementary nature between China's and US economies has not changed.China is the largest developing country in the world.Development is a task of primary importance for China.In the last 30 years of reform and opening up, China's economy has grown by 9.8 per cent annually on the average.Even in the first half of this year, it registered a 7.1-per cent increase.It is hopeful of reaching an 8-per cent increase or so for the whole year.China is amid industrialization and urbanization acceleration process, which requires large amounts of investment.In addition to this, China has a consumption market of 1.3 billion people.China's development and huge market provide
inexhaustible business opportunities and propelling force for various countries' economic recovery and development, including the United States'.The United States is the largest developed country in the world.Its GDP accounts for 18.3 per cent of the world's total.Its national consumption accounts for 43 per cent of the aggregate amount of the world's consumer products markets.Its foreign trade volume ranks first in the world.It enjoys even more notable advantages in science, technology, talented personnel, operation, and marketing.Such a complementary nature between China's and US economies has not changed because of the international financial crisis.On the other hand, China and the United States have a good foundation in economic and trade cooperation.In 2008, bilateral trade reached $333.74 billion and both became each other's second largest trade partners.In the last five years, US export to China has increased by 20 per cent.Last year China's imports of soybeans and cotton respectively accounted for 49 and 34 per cent of the US total export.There were a total of 57,000 US investment projects in China, with an aggregate investment of over $61 billion.From January to July this year, China and the United States signed 888 technology import contracts, with a total amount reaching $3.26 billion, an increase of 41.3 per cent over the same period of last year, accounting for 25.3 per cent of the total amount of China's technology import contracts, ranking first among places of origin for China's imports.China-US trade volume dropped in the first half of this year as compared to the same period of last year, but the rate of decrease was nearly 7 per cent lower than the rate of decrease in China's total foreign trade volume.These figures fully suggest that China-US trade relations have
presented a basic pattern of cooperation and win-win.And this basic pattern has remained unchanged despite the impact of the international financial crisis.二是中美兩國實施的刺激經(jīng)濟增長計劃帶來新的合作商機。為應(yīng)對國際金融危機的沖擊,保持國民經(jīng)濟平穩(wěn)較快發(fā)展,中國政府實施積極的財政政策和適度寬松的貨幣政策,推出了進一步擴大內(nèi)需、促進經(jīng)濟增長的一攬子計劃,包括大規(guī)模增加政府公共投資和實行結(jié)構(gòu)性減稅,制定和實施產(chǎn)業(yè)調(diào)整振興規(guī)劃,大力拓展國內(nèi)消費市場尤其是農(nóng)村市場,開展重點民生工程建設(shè)和鐵路、電信、水利等基礎(chǔ)設(shè)施建設(shè),大幅度提高社會保障水平,著力改善低收入家庭生活。為擺脫經(jīng)濟危機困擾,美國政府也推出了自上世紀30年代以來力度最大的刺激經(jīng)濟復蘇計劃,涉及金融、房地產(chǎn)、稅收、基礎(chǔ)設(shè)施、汽車、環(huán)保、能源、科技、醫(yī)保改革等眾多領(lǐng)域。中美兩國刺激經(jīng)濟增長計劃的實施,給兩國經(jīng)貿(mào)合作帶來了新的商機。在今天的論壇前,兩國企業(yè)和有關(guān)方面又簽署了41項投資和經(jīng)濟技術(shù)合作協(xié)議與合同,總額達123.8億美元,涉及新能源及原材料、通信、電子、機械、旅游等領(lǐng)域。這再次說明雙方合作的機會很多,只要善于危中覓機,是可以大有作為的。
Second, the implementation of China's and US stimulus economic plans has brought about new business cooperation opportunities for both countries.To counter the impact of the international financial crisis and maintain steady and relatively fast national economic development, the Chinese Government has implemented a proactive financial policy and a moderately relaxed monetary policy and introduced a whole package of plans to further expand domestic
demand and promote economic growth, including increasing government investments in public facilities, carrying out structural tax reductions, formulating and implementing industrial adjustment and invigoration programmes,vigorously expanding domestic markets, particularly rural markets, conducting key livelihood-related construction projects as well as railways, telecommunications, and water conservancy projects, enhancing the level of social security by a wide margin, and making efforts to improve the lives of low-income families.To recover from the economic crisis, the US Government has also introduced the strongest stimulus economic recovery plan since the 1930s, which involves the financial sector, real estate, taxation, infrastructural facilities, automobiles, environmental protection, energy, science, technology, and medical insurance reform.The implementation of China's and US
stimulus economic plans has brought about new business opportunities for economic and trade cooperation between the two countries.At today's forum, enterprises and the relevant departments of the two countries have signed 41 investment and economic and technological cooperation agreements and contracts, with a total amount of $12.38 billion, involving new energy, raw materials, telecommunications, electronics, machinery, and tourism.This has once again proved that both sides have many opportunities for cooperation;as long as both sides are good at seeking opportunities, there is a lot they can do.三是中美兩國經(jīng)濟結(jié)構(gòu)調(diào)整戰(zhàn)略將拓展新的合作領(lǐng)域。雖然中美兩國經(jīng)濟發(fā)展階段不同,但都面臨艱巨的調(diào)整任務(wù)。要看到,即使沒有國際金融危機也面臨經(jīng)濟發(fā)展方式調(diào)整的壓力,只是國際金融危機使調(diào)整任務(wù)變得更加迫切。據(jù)說美國公眾普遍認為,過度依靠超前消費的增長方式是不可持續(xù)的。美國政府提出把應(yīng)對金融危機與解決發(fā)展模式問題結(jié)合起來,以綠色技術(shù)作為促進經(jīng)濟增長、提高國際競爭力和創(chuàng)造就業(yè)的根本。同樣,中國在努力保持經(jīng)濟平穩(wěn)較快發(fā)展的同時,注重把解決當前困難與實現(xiàn)可持續(xù)發(fā)展結(jié)合起來,著力調(diào)整經(jīng)濟結(jié)構(gòu)、促進產(chǎn)業(yè)升級,下大決心擴大國內(nèi)需求特別是消費需求,促進經(jīng)濟發(fā)展方式轉(zhuǎn)變。也就是說,中美兩國經(jīng)濟結(jié)構(gòu)調(diào)整,將使低碳經(jīng)濟、可再生能源和清潔能源、潔凈煤和碳捕捉及封存、智能電網(wǎng)、建筑能效、新能源汽車等方面的合作,成為中美經(jīng)貿(mào)合作尤其是經(jīng)濟技術(shù)合作與企業(yè)合作新的增長點。我們高興地看到,前不久在華盛頓舉行的首輪中美戰(zhàn)略與經(jīng)濟對話,再次重申《中美能源環(huán)境十年合作框架文件》下的各項行動計劃,擬就關(guān)于加強氣候變化、能源和環(huán)境合作的諒解備忘錄,進一步表達了雙方在上述領(lǐng)域加強合作的愿望,預示著兩國經(jīng)貿(mào)合作前景更加廣闊。
Third, China and the United States will explore new spheres of cooperation in strategy for economic structural
adjustments.Although China and the United States have different economic development stages, they are facing an arduous task of adjustments.We should understand that even if there were no international financial crisis, we are also facing the pressure of economic development mode adjustment, only the international financial crisis has made
the task of adjustments even more urgent.As reported, the US public generally believes that a growth mode of hyper-consumption type is not sustainable.The US Government proposed dealing with the financial crisis in combination with resolving the development mode, and using green technology to promote economic growth,improve international competitiveness, and create job opportunities.For the same reason, China, while maintaining steady and relatively fast economic development, is making efforts to adjust the economic structure and promote industrial upgrades and is strongly determined to expand domestic demand, particularly consumption demand, and stimulate the transformation of the economic development mode.In other words, the two countries' economic
structural adjustments will help turn cooperation in low-carbon economy, renewable energy, clean energy, clean coal, carbon capture and storage, smart electricity grids, energy efficiency buildings, and new energy automobiles into China-US economic and trade cooperation, particularly into new growth points in economic and technological
cooperation as well as enterprises' cooperation.We are pleased to see that the first round of China-US strategic and economic dialogue held in Washington not long ago reiterated various action programmes under the China-US 10-Year Energy and Environment Cooperation Framework, drew up a memorandum of understanding on
strengthening cooperation in climate change, energy, and environmental protection, and further expressed both sides' wish to strengthen cooperation it these fields.These indicate that both sides have broader prospects for economic and trade cooperation.女士們,先生們,朋友們:

經(jīng)貿(mào)合作是中美關(guān)系的物質(zhì)基礎(chǔ),也是兩國關(guān)系持續(xù)充滿活力的重要保障。要克服當前困難,把雙方加強和改善經(jīng)貿(mào)合作的愿望轉(zhuǎn)化為現(xiàn)實,很重要的一條是要充分發(fā)揮企業(yè)在經(jīng)貿(mào)合作中的主體作用。希望雙方企業(yè)發(fā)揮各自優(yōu)勢,積極探索合作的新途徑,通過開展聯(lián)合研究、建設(shè)示范工程、共同開發(fā)技術(shù)、擴大相互投資等形式,共同開拓合作的新領(lǐng)域。希望兩國政府及有關(guān)方面把企業(yè)合作作為加強和改善中美經(jīng)貿(mào)合作的優(yōu)先方向,積極為企業(yè)合作牽線搭橋,加強知識產(chǎn)權(quán)保護,努力改善政策和法制環(huán)境,推動雙邊貿(mào)易和投資便利化。在當前情況下,尤其要堅持自由貿(mào)易原則,防止各種形式的貿(mào)易保護主義。應(yīng)充分發(fā)揮中美戰(zhàn)略與經(jīng)濟對話以及商貿(mào)聯(lián)委會等其他相關(guān)機制的作用,從中美經(jīng)貿(mào)合作大局出發(fā),及時妥善解決合作中出現(xiàn)的問題,為兩國經(jīng)貿(mào)合作尤其是企業(yè)合作創(chuàng)造良好的環(huán)境、提供更多的便利。我相信,經(jīng)過中美兩國企業(yè)和有關(guān)方面的共同努力,一定能夠戰(zhàn)勝眼前的困難,迎來中美經(jīng)貿(mào)合作更加美好的明天。Economic and trade cooperation is the material foundation of China-US relations and is also an important guarantee for the two countries' relations to remain full of vitality.We should overcome the current difficulties and turn into reality both sides' wish to strengthen and improve economic and trade cooperation.An important point in this respect is to bring into full play the principal role of enterprises in economic and trade cooperation.We hope that both sides' enterprises will display their respective strong points, actively explore new ways for cooperation, and jointly widen new spheres of cooperation through conducting joint research, building pilot projects, developing technologies, and expanding mutual investments.We hope that the two countries' governments and relevant departments will use enterprises' cooperation as a priority direction in strengthening and improving China-US economic and trade
cooperation, actively build bridges for enterprises' cooperation, strengthen intellectual property rights protection, make efforts to improve policy and legal system environments, and promote the facilitation of bilateral trade and investment.In the current situation, it is particularly necessary to uphold the principle of free trade so as to prevent all forms of trade protectionism.There is a need to bring into full play the role of China-US strategic and economic dialogue, the Joint Commission on Commerce and Trade, and other mechanisms.Proceeding from the overall
situation of China-US economic and trade cooperation, there is a need to promptly and appropriately resolve problems
in cooperation as well as create a good environment and provide more convenience for the two countries' economic and trade cooperation, particularly for cooperation between both sides' enterprises.I believe that with the joint efforts of both sides' enterprises and the relevant departments, we will be able to overcome the current difficulties and usher in a better tomorrow for China-US economic and trade cooperation.最后,祝中美經(jīng)貿(mào)合作論壇取得成功!

今天,由我們中國國際貿(mào)易學會和對外經(jīng)濟貿(mào)易大學在這里共同舉辦“07′中歐經(jīng)貿(mào)合作論壇”,感到非常高興。首先,請允許我代表中國國際貿(mào)易學會,對光臨今天論壇的各位領(lǐng)導、各位嘉賓表示熱烈的歡迎和衷心的感謝!
大家知道,近年來中歐貿(mào)易保持較快增長,歐盟已成為我國最大的貿(mào)易伙伴;同時在相互投資、引進技術(shù)和人員往來等方面的雙邊經(jīng)濟合作也在活躍地開展。中歐經(jīng)濟互補性強,加上雙方政府和經(jīng)貿(mào)界人士的高度重視,中歐經(jīng)貿(mào)合作關(guān)系的發(fā)展前景廣
