      5月8日電國務(wù)院總理李克強當?shù)貢r間8日上午在阿布賈出席第24屆世界經(jīng)濟論壇非洲峰會全會,發(fā)表題為《共同推動非洲發(fā)展邁上新臺階》的特別致辭。

      李克強說,包容性增長已成為世界普遍認同的發(fā)展理念。本屆峰會以“促進包容性增長,創(chuàng)造就業(yè)機會”為主題,現(xiàn)實針對性很強。去年,中國國家主席習(xí)近平訪問非洲,提出中國發(fā)展對非關(guān)系“真、實、親、誠”的理念。我們將秉持這一理念。中國和非洲互利合作,提升23億多人口的福祉,促進世界經(jīng)濟平衡發(fā)展,這本身就是世界上最大的包容性增長。非洲有基礎(chǔ)設(shè)施和產(chǎn)業(yè)發(fā)展的現(xiàn)實需求,中國在這些方面有較強的投資建設(shè)能力和富余產(chǎn)能。中非經(jīng)濟具有很強互補性,雙方發(fā)展互為對方機遇,彼此取長補短,互利合作,必將為中非各自發(fā)展注入更強勁的動力。

      李克強提出,實現(xiàn)包容性增長,交通基礎(chǔ)設(shè)施建設(shè)應(yīng)先行。中方愿與非方合作建設(shè)非洲高速鐵路網(wǎng)絡(luò)、高速公路網(wǎng)絡(luò)和區(qū)域航空網(wǎng)絡(luò),促進非洲大陸互聯(lián)互通,并愿提供金融、人才和技術(shù)支持,毫無保留地與非洲國家分享先進適用技術(shù)和管理經(jīng)驗。中方愿支持合適的勞動密集型產(chǎn)業(yè)優(yōu)先向非洲轉(zhuǎn)移,支持非洲提高糧食產(chǎn)量,推動非洲能源資源產(chǎn)業(yè)向上下游延伸,提高非洲自我發(fā)展能力。加強綠色低碳領(lǐng)域合作,促進非洲可持續(xù)發(fā)展。中國的對非援助將堅持不附加任何政治條件,不干涉非洲國家內(nèi)政,不提強人所難的要求,并在力所能及范圍內(nèi)擴大援助規(guī)模,提高援助質(zhì)量。中方愿與非洲國家一道,以中非友好為“軸承”,經(jīng)貿(mào)和人文兩個“輪子”一起驅(qū)動,推動中非合作步入快車道,走得更穩(wěn)、更遠。

      李克強指出,中國經(jīng)濟總量已居世界第二,但仍是最大發(fā)展中國家。中國經(jīng)濟增速與過去相比有所放緩是客觀正常的,中國仍具備經(jīng)濟增長的堅實基礎(chǔ)。我們更加注重增長的質(zhì)量和效益,使增長更具包容性和可持續(xù)性。今天中國的發(fā)展,立足增加就業(yè),著眼平衡發(fā)展,強調(diào)公平公正,注重改善民生。我們有信心有能力實現(xiàn)全年增長預(yù)期目標,并在相當長時間內(nèi)保持中高速增長。

      李克強最后說,中國愿與非洲國家平等相待,真誠合作,并肩前行,推動非洲發(fā)展邁上新臺階,為世界繁榮進步與持久和平作出更大貢獻。

      新年新起點,孕育新希望。世界經(jīng)濟論壇作為觀察世界經(jīng)濟的風(fēng)向標和“頭腦風(fēng)暴”的重要平臺,在世界經(jīng)濟出現(xiàn)新的積極跡象、又面臨諸多不確定因素的形勢下,當能集思廣益,傳遞信心,貢獻良策。

      中國作為最大的發(fā)展中國家和G20、APEC等一系列多邊經(jīng)濟機制的成員,經(jīng)濟現(xiàn)狀和走向?qū)κ澜缃?jīng)濟有重要影響。當前中國經(jīng)濟穩(wěn)中向好,穩(wěn)中有進,穩(wěn)中提質(zhì)。2013年中國GDP增長率為7.7%,從全球范圍看,繼續(xù)保持了中高速增長。居民消費價格漲幅控制在2.6%,全年城鎮(zhèn)新增就業(yè)人數(shù)超過1300萬,是歷年最多的,城鎮(zhèn)居民人均可支配收入和農(nóng)民人均純收入實際分別增長7%和9.3%。經(jīng)濟整體呈現(xiàn)出增長較快、物價較穩(wěn)、就業(yè)擴大、收入增加的良好態(tài)勢。中國與世界經(jīng)濟的聯(lián)系更加緊密,合作進一步擴大。去年中國的進出口額、利用外資都實現(xiàn)了可觀的增長,其中進口總額接近2萬億美元。中國企業(yè)對外直接投資也超過了900億美元。在國際金融危機余波未平、世界經(jīng)濟尚待復(fù)蘇和中國經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型升級的背景下,這樣一張“成績單”來之不易,再次驗證了中國經(jīng)濟的韌性和活力。

      比數(shù)據(jù)更重要的是,去年,面對世界經(jīng)濟不景氣、國內(nèi)經(jīng)濟下行壓力一度加大甚至國際上有人認為中國經(jīng)濟會“硬著陸”的情況,我們沒有采取短期刺激政策,既不增加赤字,也不放松銀根,而是積極有為,圍繞“增活力、穩(wěn)預(yù)期、促轉(zhuǎn)型”,創(chuàng)新宏觀政策調(diào)控方式,應(yīng)對挑戰(zhàn)。

      一是從改革開放入手,著眼處理好政府與市場的關(guān)系,大力推動簡政放權(quán),釋放改革紅利。通過大量減少各級政府的審批事項、推進貸款利率市場化等金融改革、建立中國上海自由貿(mào)易試驗區(qū)、探索負面清單管理模式、放寬市場準入等舉措,激發(fā)了市場活力和經(jīng)濟發(fā)展內(nèi)生動力,調(diào)動了民間投資的積極性。全年新登記注冊私營企業(yè)達233萬戶,比上年增長30%。

      二是明確經(jīng)濟運行的合理區(qū)間,提出把經(jīng)濟增長7.5%左右、新增城鎮(zhèn)就業(yè)900萬人以上作為下限,把物價上漲不超過3.5%左右作為上限。只要經(jīng)濟處于合理區(qū)間,就保持宏觀政策穩(wěn)定,主要靠結(jié)構(gòu)改革、靠市場力量穩(wěn)增長、促發(fā)展。這大大提振了市場信心,穩(wěn)定了社會預(yù)期。下半年以來,中國PMI指數(shù)在50%的臨界點以上平穩(wěn)抬升。

      三是著力在調(diào)結(jié)構(gòu)上下功夫。抓住市場潛力大、發(fā)展相對滯后的“短板”,著力加快服務(wù)業(yè)發(fā)展,連續(xù)推出促進信息、金融、養(yǎng)老、健康服務(wù)業(yè)等發(fā)展的政策措施,同時著力推進節(jié)能環(huán)保等新興產(chǎn)業(yè)發(fā)展。我們堅持以結(jié)構(gòu)調(diào)整拉動內(nèi)需和改善供給,堅持在擴大開放中擴大內(nèi)需,繼續(xù)發(fā)揮好內(nèi)需的主動力作用。這些措施既利當前,更惠長遠。去年,中國服務(wù)業(yè)占GDP的比重已達46.1%,首次超過第二產(chǎn)業(yè)。單位GDP能耗比上年下降3.7%。

      中國宏觀調(diào)控的創(chuàng)新理念與方式和形成的新經(jīng)驗,有助于中國經(jīng)濟在今后乃至今后一段時期繼續(xù)拿到好成績。而且,在全球經(jīng)濟不確定因素較多、國際市場對主要經(jīng)濟體宏觀政策動向異常敏感的情況下,中國穩(wěn)定財政、貨幣政策,保持合理的流動性,向國際市場發(fā)出了明確的穩(wěn)定預(yù)期的信號,這也是中國對世界經(jīng)濟發(fā)展的負責任之舉。

      今年中國經(jīng)濟政策的基調(diào)是穩(wěn)中求進、改革創(chuàng)新,我認為,這與國際社會對重塑世界經(jīng)濟的期待是吻合的。我們將按照十八屆三中全會的部署,全面深化改革,進一步擴大開放,保持宏觀政策連續(xù)性和穩(wěn)定性,積極擴大內(nèi)需,促進經(jīng)濟平穩(wěn)增長,在推進結(jié)構(gòu)調(diào)整中更加注重提質(zhì)增效升級,更加注重縮小城鄉(xiāng)、區(qū)域這兩大差距,采取更有力的措施擴大就業(yè)、扶貧幫困,促進社會公正,使發(fā)展的成果惠及全體人民。中國經(jīng)濟的持續(xù)健康發(fā)展,也將為世界發(fā)展帶來新機遇、增添新動力。

      2008年國際金融危機的爆發(fā)和近幾年世界經(jīng)濟在困境中復(fù)蘇艱難的狀況,對世界經(jīng)濟體系和格局的調(diào)整完善提出了許多新課題。當前雖然不少經(jīng)濟體復(fù)蘇更加明顯,但變數(shù)猶存,仍有許多不穩(wěn)定因素,需要深度調(diào)整和變革。本次論壇年會以“重塑世界”為主題展開討論,恰逢其時。

      重塑世界經(jīng)濟,重要的是構(gòu)建和完善開放合作、互利共贏的全球經(jīng)貿(mào)體系。國際社會應(yīng)始終以多元、開放、包容、互惠為方向,繼續(xù)維護二戰(zhàn)后形成的國際政治秩序與世界和平環(huán)境,堅持發(fā)揮好以WTO為核心的多邊貿(mào)易框架的積極作用,探索各種形式的區(qū)域貿(mào)易安排,堅決反對貿(mào)易投資保護主義。我們主張,不同發(fā)展水平和階段的經(jīng)濟體,應(yīng)當發(fā)揚同舟共濟的精神,摒棄零和博弈的做法,攜手應(yīng)對共同挑戰(zhàn)。尤其是發(fā)達經(jīng)濟體和新興經(jīng)濟體要發(fā)揮各自優(yōu)勢,形成促進全球經(jīng)濟增長的“雙動力”和互補互利互惠的好局面,塑造合作共贏的經(jīng)濟全球化新格局。

      當前國際形勢總體平穩(wěn),世界和平與發(fā)展既有新的機遇,也面臨許多挑戰(zhàn)。中國作為負責任的大國,將始終不渝走和平發(fā)展道路,為增進人類共同利益作出更多努力,為促進世界和平與發(fā)展的崇高事業(yè)發(fā)揮建設(shè)性作用。

      中國將堅定不移向現(xiàn)代化目標奮進,愿繼續(xù)與世界各國加強合作,推動世界經(jīng)濟早日走出國際金融危機的陰影,踏上強勁、可持續(xù)和平衡增長的康莊大道。世界經(jīng)濟論壇年會在冬天舉辦,這也預(yù)示著春天已經(jīng)不遠。

      尊敬的施瓦布主席,尊敬的喬納森總統(tǒng),尊敬的非洲國家參加會議的各位國家元首、政府首腦,女士們、先生們、朋友們:很高興作為非洲大陸以外的中國政府代表團的朋友們,參加世界經(jīng)濟論壇的非洲峰會。

      感謝施瓦布先生的盛情邀請,也感謝喬納森總統(tǒng)的周到安排。我要代表中國政府,希望向這個峰會的召開表示熱烈歡迎。

      非洲大陸是世界文明的誕生地,在上一個世紀,這個神奇的土地見證了非凡的發(fā)展,非洲人民把自己的命運攥在自己手中。非洲經(jīng)濟展現(xiàn)出了活力,它的平均增長率達到了5%,已經(jīng)維持了十年,并且也經(jīng)歷了國際金融危機的挑戰(zhàn)。非洲總體來說,保持了社會的穩(wěn)定,它的經(jīng)濟也進入了經(jīng)濟增長快速軌道。

      三天之前,當我在非盟總部發(fā)言的時候提到,非洲在三個方面領(lǐng)先于世界。

      首先,非洲有54個國家,他們需要用一種聲音來說話,這已經(jīng)成為國際舞臺上的一支重要力量。

      第二,2013年非洲經(jīng)濟達到了2萬億。十大經(jīng)濟增長最快的國家有7個在非洲,它已經(jīng)成為全球經(jīng)濟增長的重要引擎。

      第三,非洲有1500多個民族,說著2000多種語言,這表明了非洲有一種民族文化多樣性。這是人類文明史上非常多彩的大陸。

      剛剛我們聽到了主持人施瓦布先生的講話,當然我們也聽到了非洲南部和北部不同的語言,我們對這種多樣性非常高興。在社會發(fā)展當中最好有多極,而不是少極,非洲的崛起就是世界的又一極,并且有利于全球和平發(fā)展和進步。

      女士們、先生們,包容性的增長已經(jīng)成為普遍接受的發(fā)展,為了實現(xiàn)更多的就業(yè)以及平衡的發(fā)展,必須要實現(xiàn)包容性的增長,而且要實現(xiàn)各個國家地區(qū)之間的平衡性、包容性的發(fā)展。

      中國與非洲之間互惠的合作是非常顯著的,我們現(xiàn)在加起來一共有20多億人口,我們的合作致力于一個平衡的世界經(jīng)濟的發(fā)展,這本身就是一個最大的包容性發(fā)展了。非洲擁有世界上最多的發(fā)展中國家,很多非洲國家的經(jīng)濟在快速發(fā)展,但仍然面臨著艱巨的挑戰(zhàn),比如基建不好,失業(yè)率高,貧困人口也多。中國是世界上最大的以及人口最多的發(fā)展中國家,我們的經(jīng)濟總量排在世界前列,但是根據(jù)聯(lián)合國人口指數(shù)來說,我們?nèi)匀徊皇欠浅:谩7侵藓椭袊媾R著同樣的問題。

      我們雙方的發(fā)展對于彼此都是機會,中國強力的增長已經(jīng)創(chuàng)造出更多的向非洲的出口,并且支持非洲的增長。非洲的增長潛力也吸引了更多的中國企業(yè)在非洲進行投資和貿(mào)易,這也是擴大了中國經(jīng)濟發(fā)展的空間。

      非洲需要一些基建,也需要工業(yè)的發(fā)展,而中國有額外的能力,特別是在投資、基建等方面的生產(chǎn)能力。我們雙方的經(jīng)濟是互補的,并且互相學(xué)習(xí)對方的優(yōu)點,我們將會為雙方的經(jīng)濟和社會發(fā)展注入新的活力。

      女士們、先生們,金字塔和萬里長城都不是一個人建成的,團結(jié)協(xié)作才能實現(xiàn)共贏。50年前周恩來總理訪問了非洲,他提出了中國與非洲進行交往的五個原則以及中國援助非洲的八大原則。中國履行了這些原則。

      去年中國國家主席習(xí)近平訪問了非洲,他提出了中國與非洲交往的“四字箴言”,即真、實、親、誠。中國將會遵循這些原則,抓住新的歷史機會,在461中非合作框架下同非洲合作。

      我想解釋一下,這四大原則就是堅持平等相待、團結(jié)互信、包容發(fā)展以及創(chuàng)新合作。六大工程包括產(chǎn)業(yè)合作、金融合作、減貧合作、生態(tài)環(huán)保合作、人文交流合作以及和平安全合作。一是完善中非合作論壇這一重要平臺。我們會滿足非洲的意愿,并且會繼續(xù)推動中非合作,將我們的戰(zhàn)略合作伙伴關(guān)系推到一個新高度。

      為了實現(xiàn)這種包容性的增長,基建特別是交通運輸將先行,這是經(jīng)濟起飛的基礎(chǔ),我們會繼續(xù)進行一些基建的開發(fā),這將是中非合作的要務(wù)。我們現(xiàn)在同非盟達成了一個基建合作的平臺,我們將會推動非洲大陸的互聯(lián)互通。在同非洲領(lǐng)導(dǎo)人的討論中,我感到,我們可以在三大網(wǎng)絡(luò)進行合作。

      第一個網(wǎng)絡(luò)就是非洲高鐵網(wǎng)絡(luò)。幾天之前,我同非盟委員會主席討論時說,我們要建立一個高速鐵路網(wǎng)絡(luò)。中國準備好了回應(yīng)非洲的愿景,并且會同非洲一起進行全面合作,比如說在一些工程設(shè)備以及高速網(wǎng)的設(shè)計方面,會設(shè)立高速鐵路研發(fā)中心。

      第二個,我們現(xiàn)在正在開發(fā)高速公路。非洲高速公路占全球比例非常低,這意味著就有更多空間,有些非洲國家已經(jīng)表達了要擴大高速公路合作的意愿。中國支持這些國家的意愿,我們會同非洲國家在這方面加強合作,并且加大這個網(wǎng)絡(luò)的互聯(lián)互通。第三是創(chuàng)造一個非洲區(qū)域航空網(wǎng)絡(luò)。非洲的航空市場有巨大的市場需求,但是它的機場、地區(qū)之間航空接軌能力是非常低的,因此,現(xiàn)在互聯(lián)互通,特別是商務(wù)之間的交流是非常重要的,中國有相關(guān)的經(jīng)驗,也有機場的建設(shè)能力,因此,中國的加入可以滿足非洲的需求。

      中國提出希望能在支線飛機方面加強研究,我們會提供一些民航方面的專業(yè)人才的培訓(xùn)計劃,推動區(qū)域航空工業(yè)的建立。另外,我們也會加強我們同非洲在發(fā)電、通訊以及其他基建方面的合作。

      我們將為非洲提供更多資金、人力以及財政方面的援助,加強在非洲的金融援助,擬將對非洲提供貸款的額度從200億美元提高到300億美元。同時,我們也會利用特別資金、特別貸款等方式,為非洲人力資源開發(fā)提供資助。

      我強調(diào)一點,中國同非洲國家的合作是真誠的,也是公開的,無論是在高科技還是在一些人力開發(fā)上,我們都愿意同非洲分享我們的一些技術(shù),絕對沒有保留。所有這些項目我們都會通過合資公司或同非洲合作的方式展開,中國已準備好同國際機構(gòu)及相關(guān)國家的合作。

      在非洲同意、非洲參與的原則下開始,我們會實施各種包括三方以及多方的形式為非洲開發(fā)提供助力。非洲開發(fā)的關(guān)鍵在于非洲的工業(yè),我們會支持勞動密集型的行業(yè)去非洲進行投資,支持中國企業(yè)在非洲當?shù)亻_工廠,并且在非洲增加更多非農(nóng)業(yè)的崗位,特別是能夠適應(yīng)年輕人的崗位。

      幾天之前我訪問了一個由中國公司投資的項目,在埃塞俄比亞。在當?shù)毓蛡騿T工占所有員工的90%,我們很高興看到這一點,這就是中國政府希望看到的圖景。同時我們也支持非洲提高糧食出口,并且提高糧食加工行業(yè)的標準,我們也準備好了同非洲分享這方面的經(jīng)驗,會提供種子技術(shù),絕對沒有任何保留。

      同時我們也會推動非洲的能源以及資源行業(yè)轉(zhuǎn)型。我們會滿足你們的關(guān)切,這就是中國人處事交往的原則。中國已經(jīng)成為了世界上重要的經(jīng)濟體,但仍然會繼續(xù)盡其所能擴大對非洲的援助,無論是在質(zhì)量還是在數(shù)量上都是如此,我們會把一半以上的外部援助放在非洲。

      我們會關(guān)注非洲最需要的領(lǐng)域,比如說減貧、農(nóng)業(yè)、健康、清潔水源以及環(huán)境污染等,幫助更多的非洲國家和非洲人民,繼續(xù)向非洲派醫(yī)療隊,同當?shù)氐尼t(yī)療衛(wèi)生部門一起工作。我們不會附加任何政治條件,不會提強人所難的要求。

      我們會關(guān)注在綠色及低碳方面的合作,敦促中國企業(yè)履行他們的社會責任,要求這些企業(yè)遵守當?shù)氐沫h(huán)保法律,嚴厲打擊違法行為。中國政府會提供資金援助,保護非洲的野生動物及生態(tài)多樣性,推動非洲的可持續(xù)發(fā)展,這也是為了保護全球的生物多樣性。我們擁有較強的國力,我們準備好了,愿意向我們的好朋友伸出援手。中國的經(jīng)濟總量達到了9萬億每年增長7.5%左右,這將會帶來7000億美元增量。中國仍然具備實際增長的能力,仍然有著堅定的增長基礎(chǔ),城鄉(xiāng)之間具備發(fā)展的趨勢和潛力,中國經(jīng)濟仍然有著巨大的發(fā)展空間和回旋空間。

      過去這些年,中國經(jīng)濟實現(xiàn)了兩位數(shù)的增長,現(xiàn)在正在改變它的增長速度,我們更加關(guān)注的是增長的質(zhì)量,使得我們的增長能夠更加包容、更加可持續(xù),我們會繼續(xù)依靠改革,這也是經(jīng)濟增長的不竭源泉。

      Professor Klaus Schwab, Executive Chairman of the World Economic Forum, Ladies and gentlemen, It gives me great pleasure to come to Davos, Switzerland.Though it is winter, here we feel the spring of the coming economic recovery.This is the 40th annual meeting of the World Economic Forum.And it reminds me of what Confucius, the great ancient Chinese philosopher, once said over 2000 years ago, “when one becomes 40, he will no longer suffer from perplexity,” meaning that when one reaches maturity in age, he will have a broader vision and be more open-minded.It tells us that we should have ample wisdom to better understand and deal with the complicated world as we gather today at this annual meeting to discuss important issues on post-crisis development of the world economy under the theme “Rethink, Redesign, Rebuild.” It embodies the spirit of cooperation and innovation.This meeting is highly relevant as it helps to pool the wisdom and strength of all to “improve the state of the world.” In the past year, facing the severe impact of the international financial crisis, the Chinese Government made the resolute decision and took timely measures to implement a package plan aimed at maintaining steady and fast growth, and our efforts resulted in quick economic rebound and recovery.Growing domestic demand has played a critical role in making it a reality.China's GDP grew by 8.7 percent in 2009, wherein growing domestic demand contributed 12.6 percentage points, making up for the loss of 3.9 percentage points caused by contraction of external demand.Investment and consumption respectively contributed 8 and 4.6 percentage points, showing a strong momentum of home-driven growth in the Chinese economy.Meanwhile, our economic growth is open in nature.China's imports of goods totaled $1,005.6 billion last year and its trade surplus dropped by nearly $100 billion over 2008, making it the world's second largest importer and the largest emerging market.With an increase of $380 billion in GDP, China's contribution to world economic recovery is obvious.To effectively cope with the crisis, we increased public spending by a large margin and carried out structural tax cuts.In 2009, over 720 billion yuan of additional public investment and tax cuts totaling 500 billion yuan added up to 3.6 percent of the GDP.They stimulated market demand and spurred economic growth, while reducing burdens on enterprises and strengthening the vitality of the economy.At the same time, fiscal deficit was kept within a reasonable range of less than 3 percent of the GDP.The focus of public investment was to improve people's wellbeing.In fact, under the two-year investment program totaling 4 trillion yuan, more than half of the government-funded projects were designed to improve people's wellbeing, and they boosted consumer spending.Meanwhile, we significantly increased input in social security, promoted basic medical and health care system for the people as public goods, and advanced “basic medical insurance for all.” While promoting growth, we spared no efforts in readjusting the economic structure.We actively developed new industries of strategic importance, such as new energy, energy conservation and environmental protection, and accelerated the phasing out of outdated production facilities that are energy intensive and heavily polluting.Last year alone, we closed down a total of 26 million kw of coal-fired power generator sets whose single unit capacity was less than 100,000 kw.China's achievements in tackling the crisis are attributable to the government's proper decision-making.More importantly, they have been made possible by all hard working Chinese people.It is the diligence, fortitude and perseverance of the Chinese people that has ensured China's steady and fast economic growth.In the fourth quarter of last year, China's central government revenue, household income and profits of businesses all increased in tandem with GDP growth.The price level turned from negative to positive, and the foundation for economic recovery was consolidated.However, there still remain many uncertainties in domestic and external economic environment, and the road toward China's further economic development this year is beset by extreme complexities.To tackle these problems, we will keep continuity and stability of our macro economic policies, continue to follow a proactive fiscal policy and moderately easy monetary policy and make our policies better targeted and more flexible in response to new circumstances.The key in achieving this goal is to strike a balance among promoting steady and fast growth, readjusting economic structure and properly managing inflation risks.We will endeavor to raise the quality and efficiency of growth and take effective measures to fend off potential risks.It should be stressed that, despite the international financial crisis, the fundamentals and long-term positive trend of China's economic development remain unchanged.Last year, we acted with resolve and confronted challenges head-on, and succeeded in ensuring steady and fast economic growth.As we draw plans for this year, we are confident that we can stay on top of the complicated situation and maintain the steady and fast growth of the Chinese economy.Looking ahead, we are well positioned to achieve long term, fast and steady economic growth.China has a large population and a huge domestic market, and enjoys considerable buffer against setbacks.The process of industrialization and urbanization in China is picking up speed, and the process of modernization is irreversible.However, though China's economic aggregate is among the largest in the world, its per-capita national income is lower than some 100 other countries.Although cities and coastal regions have made progress in their development, people's income is still very low in China's rural areas and central and western regions.It is the strong aspiration of the Chinese people to live a better life and achieve all-round progress.And our efforts to achieve these goals hold out great potentials for development.We are also keenly aware of the many challenges in China's future development.In the post-crisis era, the international economic situation will still be fraught with destabilizing factors, and the problems built up in China's economic development over the years are still outstanding.The economic structure needs to be optimized.The economic growth is not cost-effective, and the pressure on resources and the environment is mounting.China, a big developing country with more than 1 billion people, has to keep working hard and overcome many difficulties before it can realize modernization.As we stand at a new historical juncture, we must change the old way of inefficient growth and transform the current development model that is excessively reliant on investment and export.We need to follow the scientific outlook on development, accelerate transformation of economic growth pattern, intensify strategic adjustment of economic structure, and endeavor to explore new development model.We will focus on boosting domestic demand to drive economic growth.China's domestic market has huge potential.We will strive to expand domestic demand, especially consumer demand.We will make every effort to increase employment, speed up improvement of the social safety net, adjust national income distribution structure, increase income of the low and middle income groups and work to ensure sustained increase in consumer spending.At the same time, we will optimize investment structure and continue to improve investment returns.Over the last decade and more, China's urbanization rate has grown by 1 percentage point annually.Nearly 10 million people moved from the countryside to cities every year.This has not only raised the urbanization rate, but also boosted domestic demand.We need to continue to advance this process in a vigorous and steady manner, so that there will emerge a pattern of balanced development of large, medium, small-sized cities and small towns, and parallel development of city belts along the coast and city clusters in the central and western parts of the country.We will rely on technological innovation, energy conservation and emissions reduction to promote industrial restructuring and upgrading.Adjustments of the world economy and upgrading of China's domestic consumption structure require us to optimize and upgrade our industrial mix.We must adapt to market needs, encourage innovation of enterprises and be supported by technological progress.Efforts need also to be made to protect intellectual property rights.These will improve the quality of manufactured products and raise the level of the manufacturing industry.At the same time, we will further strengthen the foundation of agricultural development and ensure supply of agricultural products.We will speed up development of the service industry in order to create more jobs.We will continue to phase out backward production capacities, foster new industries of strategic importance.Between 1990 and 2005, China's energy consumption per unit of GDP fell by 46 percent.Recently, the Chinese Government announced the target of cutting CO2 emissions per unit of GDP by 40-45 percent by 2020 from the 2005 level and increasing the share of non-fossil energies in primary energy consumption to around 15 percent, including renewable energies and nuclear energy.This clearly represents China's commitment to voluntary energy conservation, emissions reduction and greater restructuring.We need to place more emphasis on saving energy, increasing efficiency and protecting the environment.We will speed up development of green economy, circular economy and low-carbon economy.We will actively tackle climate change and make sure that China's economic growth is resource efficient and environment friendly.We will deepen reform and open wider to the world.Reform and opening-up provides the driving force and effective guarantee of China's long-term, steady and fast economic growth.We need to unswervingly advance institutional innovation and stay committed to market-oriented reform.We will press ahead with reforms in pricing, fiscal, taxation, finance, investment and other areas and allow the market to better play a primary role in allocating resources.We will further shift functions of the government.We will deepen reform of state-owned enterprises, break monopolies and encourage competition.We will promote development of the non-public sector of the economy to strengthen the inherent dynamism of economic growth.Opening up to the world over the last 30 years and more has closely integrated China with the world, enabling it to bring in advanced technologies, managerial expertise and high-caliber talents from all over the world and draw on the fine achievements of other civilizations.It has made it possible for China to realize fast economic growth and contribute its share to the growth of the world economy.Currently, almost 60 percent of China's exports are products made by foreign invested companies in China.And up to 70 percent of China's imports are finished industrial products from across the world.Opening-up has enabled the world to share the benefits of China's development and brought about win-win results.We will remain committed to the win-win strategy of opening up.We will accelerate the change of trade growth pattern, innovate on ways of using foreign investment and making outbound investment and strive to achieve common development with other countries around the world.I want to reiterate here that China is fully committed to peaceful development.Peace is the essence of the 5,000-year-long Chinese culture and an ideal of constant pursuit for the Chinese nation.A generally peaceful environment has made it possible for China to achieve development in the past several decades and to focus entirely on development in the fundamental interests of the Chinese people.And a peaceful world is all the more important for China to concentrate on development in the future.In an era of economic globalization, mutual complementarity of strengths and resources among countries can lead the way to peaceful development.As a responsible big developing country, China will remain steadfast on the path of peaceful development and work with other countries in a joint endeavor to build a harmonious world of enduring peace and common prosperity.Ladies and gentlemen, Over the past year, the international community has worked closely to counter the crisis, and these concerted efforts have produced initial results.The international financial markets have gradually stabilized and the world economy is expected to achieve recovery growth.History is a mirror.The history of mankind reveals that progress is possible if we learn from the past and breakthroughs can be achieved in the course of challenges overcome.We all have stood the test of the international financial crisis, and we all have to rethink and reflect seriously on the philosophy of development, economic models, governance structures and global challenges so that we can draw good plans for the development of the world economy in the post-crisis era.Reviewing international response to the financial crisis underscores the importance of working together in a joint response and it carries forward the spirit of cooperation and inclusiveness.In today's world, the destinies of all countries are closely interlinked.That requires us to go one step further in jointly taking up responsibilities and work in tandem with each other so as to pool strengths for win-win progress in a complex environment.Likewise, the interconnectedness of interests of all countries requires us to step up exchanges and promote inclusiveness.We need to make the pie bigger, seek common ground while recognizing differences and achieve win-win progress in this colorful world.To promote sound recovery and sustained development of the world economy is crucial in the post-crisis era.In this context, I have the following proposals.First, we should continue to work together and prevail over the crisis.The storm has not subsided, and we have to continue working together like passengers on a same boat.In a globalized world, the economies of all countries are interdependent and mutually reinforcing.The policies of one country can well impact those of others.Only when global economic recovery is achieved can the recovery of national economies be secured.The recent joint response by various countries has reduced the severe impact of the international financial crisis and prevented a serious recession that might have otherwise occurred.The international financial crisis is not over yet and the foundation for economic recovery is still weak.Continued cooperation among countries is needed to avoid twists and turns and reduce risks in the course of recovery.The international community should increase coordination and cooperation in macro-economic policies, identify the right direction and priorities of their economic policies, and withdraw stimulus policies at the right time and right pace in order to bring about a full recovery of the world economy at an early date.Second, we should promote more open market.This is the only way forward in our continued response to the crisis.Opening-up can be both bilateral and multilateral.It helps increase cooperation, bolster development and promote prosperity.In this sense, one plus one is, more often than not, bigger than two.Trade protectionist practice will only exacerbate the economic crisis, slow down the recovery process and ultimately harm the interests of the very countries who apply such measures.The lesson we have learned from the Great Depression in the 1930s is a perfect example.In the past year or so, countries have voiced opposition to trade protectionism.However, protectionist practices in various manifestations have kept emerging.This is what the international community should firmly fight against.It is high time for all parties to translate their solemn commitments into real actions, and continue to advance trade and investment liberalization and facilitation.It is important to ensure a more rational and balanced outcome of the Doha Round negotiations at an early date and make the global market more open.Third, we should promote balanced development of the world.The goal of opening-up is to achieve development, and development is what we need in order to improve people's livelihood.We should not forget that 1 billion people on this planet are still suffering from poverty and hunger.Only by helping developing countries out of economic backwardness can we ensure enough food and clothing for their people, achieve the goal of poverty reduction.And only by tapping the potential demand of developing countries can we expand the global market and reduce unemployment around the world.The international community should proceed from the overall and long-term interest of world, actively open up more space for development and promote balanced development.Efforts should be made to strengthen South-South cooperation and North-South cooperation, improve international mechanisms to promote balanced development, scale up assistance to developing countries and realize the United Nations Millennium Development Goals on schedule so as to deliver the benefits of development to people in all countries.Fourth, we should jointly tackle major challenges.This is our urgent task if we want to ensure sound recovery and sustained development of the world economy.No country is immune, nor can it shirk its responsibility from tackling global challenges like climate change, energy and resources security, food security, public health security and major natural disasters.The international community ought to coordinate actions to meet the challenges.In the fight against climate change, countries need to actively follow up on the Copenhagen Accord, act in unison and be forward-looking.It is important to speedily conclude negotiations under the Bali Roadmap according to the principle of common but differentiated responsibilities and promote comprehensive, effective and continued implementation of the United Nations Framework Convention on Climate Change and its Kyoto Protocol.With a strong sense of responsibility, the Chinese Government will continue to play an active and constructive role in international cooperation on climate change.Fifth, we should improve the structure of global governance.If we are to overcome the crisis, open up markets, promote balanced development and address major challenges, we need not only more consensus and actions, but also reliable institutional guarantee.It has become a consensus of all parties to improve current structures and develop a more fair and efficient structure of global governance that reflects changes in the global political and economic landscape.The principle of equal participation and inclusive cooperation should be followed in improving global governance.It is imperative to raise the voice and representation of developing countries.Choice of different development models should be respected.The primary role of the United Nations and relevant agencies and the constructive role of the G20 should be given a better play.In terms of financial governance, we should draw lessons from this financial crisis and learn from our experience in tackling it.We need to reform international financial institutions, tighten global financial regulation, and put in place regional financial assistance mechanisms.Accountability and discipline on the part of global reserve currency issuers should be strengthened.In this way, financial stability and economic development of the world will be achieved.Ladies and gentlemen, The international financial crisis will eventually be over.It should leave for us more than just a memory of our joint response to challenges.More importantly, it should provoke in-depth reflections on world economic development and mankind's future, inspire our innovative thinking on future development, and help us ensure greater development of the world economy in the post-crisis era.I am confident that the world will achieve sound economic recovery and sustained development as we build a common future through cooperation and inclusiveness.Thank you!

      Davos, 21 January 2015 尊敬的施瓦布主席,尊敬的索馬魯加主席,尊敬的各位貴賓,女士們,先生們,朋友們: Professor Klaus Schwab, President Simonetta Sommaruga, Distinguished Guests, Ladies and Gentlemen, Dear Friends, 很高興時隔5年再次來到達沃斯,出席世界經(jīng)濟論壇2015年年會。達沃斯小鎮(zhèn)十分寧靜祥和,但我們所處的世界卻并不平靜,國際社會需要應(yīng)對新局勢。我還聽說,達沃斯曾經(jīng)是治療肺病的療養(yǎng)地,因為盤尼西林的發(fā)明而轉(zhuǎn)型。時至今日,達沃斯已經(jīng)成為“頭腦風(fēng)暴”的智力中心,世界也需要新的“盤尼西林”來應(yīng)對新挑戰(zhàn)。

      It gives me great pleasure to come to Davos again after five years to attend the World Economic Forum Annual Meeting 2015.Davos is a town of peace and serenity, yet the world outside is not tranquil.We need to work together to shape the world in a new global context.I was told that Davos used to be a resort for recuperation from lung diseases, and the later discovery of Penicillin changed that.Now it is a place for people to gather and pool their wisdom for “brain-storm”.Personally, I find this more than relevant, because our world also needs new forms of “Penicillin” to tackle new challenges that have emerged.毋庸諱言,當今世界遠非太平,地區(qū)熱點、局部沖突以及恐怖襲擊等此起彼伏,對人類社會構(gòu)成現(xiàn)實威脅;全球經(jīng)濟又復(fù)蘇乏力,主要經(jīng)濟體走勢分化,大宗商品價格反復(fù)波動,通貨 緊縮跡象更雪上加霜。不少人對世界前景抱有悲觀情緒,認為不僅和平與安寧出了問題,發(fā)展也難見曙光。

      Admittedly, the world today is by no means trouble-free.Regional hotspots, local conflicts and terrorist attacks continue to flare up, posing immediate threats to humanity.Global economic recovery lacks speed and momentum.Major economies are performing unevenly.Commodity prices are going through frequent fluctuations.And signs of deflation have made the situation even worse.In fact, many people are quite pessimistic about the future of the world.They believe that the guarantee of peace is weak, and the prospect of development is elusive.有哲人說過,當問題出現(xiàn)的時候,不能用曾經(jīng)制造問題的辦法去解決它。老問題的解決,不能再從對抗、仇恨、封閉中謀答案;新問題的應(yīng)對,更要在對話、協(xié)商、合作中找出路。我們要吸取歷史經(jīng)驗,運用時代智慧,尋求各方利益的最大公約數(shù)。人類在艱難時刻,總是能激起突破困境的勇氣,迸發(fā)出變革創(chuàng)新的力量。

      A philosopher once observed that we cannot solve problems by using the same kind of thinking we used when we created them.Indeed, old problems can no longer be solved by clinging to the outdated mindset of confrontation, hatred and isolation.Dialogue, consultation and cooperation must be explored to find solutions to new problems.It is important that we draw lessons from history, and pool our collective wisdom to maximize the convergence of interests among countries.Fortunately, in time of hardship and trial, mankind have always been able to find the courage to get out of the predicament and move ahead through change and innovation.面對復(fù)雜的國際局勢,我們主張要堅定維護和平穩(wěn)定。今年是世界反法西斯戰(zhàn)爭勝利70周年。保持世界和平穩(wěn)定,符合各國人民共同利益。二戰(zhàn)后形成的國際秩序和普遍公認的國際關(guān)系準則,必須維護而不能打破,否則繁榮和發(fā)展也就無從談起。國家間應(yīng)擯棄冷戰(zhàn)思維與零和游戲,“贏者通吃”是行不通的。任何地區(qū)熱點和地緣沖突,都應(yīng)堅持通過政治手段、以和平方式尋求解決。我們反對一切形式的恐怖主義。中國將繼續(xù)走和平發(fā)展道路,維護地區(qū)穩(wěn)定,無意與任何國家一爭高下。世界各國都要像愛護自己的眼睛一樣愛護和平,讓文明理性正義之花開遍世界。

      In a world facing complex international situation, we should all work together to uphold peace and stability.This year marks the 70th anniversary of the victory of the world's anti-Fascist war.To uphold peace and stability serves the interests of all people in the world.The world order established after World War II as well as generally recognized norms governing international relations must be maintained, not overturned.Otherwise, prosperity and development could be jeopardized.The Cold War and zero-sum mentalities must be abandoned.The “winner takes all” approach will not work.Regional hotspots and geopolitical conflicts must be resolved peacefully through political means.Terrorism, in all its manifestations, must be opposed.China remains committed to peaceful development and regional stability.And China has no intention to compete with other countries for supremacy.Peace in the world must be cherished the same as we cherish our eyes, so that the achievements and benefits of civilization, including reason and justice, will prevail.面對多元的世界文明,我們主張要共同促進和諧相處。文化多樣性與生物多樣性一樣,是我們這個星球最值得珍視的天然寶藏。人類社會是各種文明都能盛開的百花園,不同文化之間、不同宗教之間,都應(yīng)相互尊重、和睦共處。同可相親,異宜相敬。國際社會應(yīng)以海納百川的胸懷,求同存異、包容互鑒、合作共贏。

      In a world of diverse civilizations, we should all seek to live in harmony.Cultural diversity, like biodiversity, is a most precious treasure endowed to us on this planet.And human society is like a garden where all human civilizations blossom.Different cultures and religions need to respect and live in harmony with each other.While maintaining the natural close ties among those with whom we see eye to eye, we also need to respect those with whom we disagree.Like the vast ocean admitting all rivers that run into it, members of the international community need to work together to expand common ground while accepting differences, and seek win-win progress through inclusive cooperation and mutual learning.面對多變的經(jīng)濟形勢,我們主張要大力推動開放創(chuàng)新。國際金融危機爆發(fā)7年來的實踐證明,唯有同舟共濟,才能渡過難關(guān)。在相互依存的世界里,各國有權(quán)根據(jù)自己的國情制定經(jīng)濟政策,但是也應(yīng)加強同其他國家的宏觀政策協(xié)調(diào),擴大利益匯合點,實現(xiàn)共同發(fā)展。歐洲有諺語講:“面對變革之風(fēng),有人砌圍墻,有人轉(zhuǎn)風(fēng)車?!蔽覀兂珜?dǎo)順勢而為,堅定不移推進自由貿(mào)易,旗幟鮮明反對保護主義,積極擴大區(qū)域經(jīng)濟合作,打造全球價值鏈,迎接新科技革命的到來。宏觀政策固然重要,但結(jié)構(gòu)性改革勢在必行,這是國際社會的共識。盡管難度很大,但也應(yīng)該堅持去做,這樣才能形成全球創(chuàng)新合力,增強世界發(fā)展的新動能。

      In a world facing volatile economic situation, we should all work to promote opening-up and innovation.What has happened since the outbreak of the international financial crisis seven years ago proves that to work in unity is the surest way for countries to get over the difficulties.We are all interdependent in this world.While we each have the right to adopt economic policies in line with national conditions, we need to strengthen macro-policy coordination to expand the convergence of interests and achieve common development.An European proverb says, “when the wind of change blows, some build walls, while others build windmills.” We need to act along the trend of our time, firmly advance free trade, resolutely reject protectionism, and actively expand regional economic cooperation.We need to build global value chains, and seize the opportunity of a new technological revolution.While the international community agree on the importance of macro-policies to the economy, they also recognize the urgency to go ahead with structural reform.Structural reform must be carried through no matter how difficult it is, as it is an effective way to foster conditions conducive to global innovation and bring about new momentum for global development.
