（1）采用科學(xué)的系統(tǒng)的方法滿足用戶需求在全面質(zhì)量管理中“用戶至上”是十分重要的指導(dǎo)思想?！坝脩糁辽稀本褪菢淞⒁杂脩魹橹行模巩a(chǎn)品質(zhì)量和服務(wù)質(zhì)量全面地滿足用戶需求。產(chǎn)品質(zhì)量的好壞最終以用戶的滿意程度為標(biāo)準(zhǔn)。

（2）以預(yù)防為主的事先控制的新時(shí)期預(yù)防性質(zhì)量管理是全面質(zhì)量管理區(qū)別于質(zhì)量管理初級(jí)階段的特點(diǎn)之一。進(jìn)入90年代以后，新的生產(chǎn)模式，包括適時(shí)生產(chǎn)（JIT）、精良生產(chǎn)（LP），敏捷制造（AM）等對(duì)事先控制提出了更高的要求，在產(chǎn)品的生產(chǎn)階段，除了統(tǒng)計(jì)過程控制（SPC）外，新的基于計(jì)算機(jī)的預(yù)報(bào)、診斷技術(shù)及控制技術(shù)受到越來越廣泛的重視，使生產(chǎn)過程的預(yù)防性質(zhì)量管理更為有效，同時(shí)，80%的產(chǎn)品質(zhì)量問題是在產(chǎn)品設(shè)計(jì)階段發(fā)生的。

5、人力資源管理的基本原則

（1）能級(jí)對(duì)應(yīng)原則：合理的人力資源配置應(yīng)使人力資源的整體功能強(qiáng)化，使人的能力與崗位要求相對(duì)應(yīng)。企業(yè)崗位有層次和種類之分，它們占據(jù)著不同的位置，處于不同的能級(jí)水平。每個(gè)人也都具有不同水平的能力，在縱向上處于不同的能級(jí)位置。崗位人員的配置，應(yīng)做到能級(jí)對(duì)應(yīng)，就是說每一個(gè)人所具有的能級(jí)水平與所處的層次和崗位的能級(jí)要求相對(duì)應(yīng)。

（2）優(yōu)勢(shì)定位原則 ：人的發(fā)展受先天素質(zhì)的影響，更受后天實(shí)踐的制約。后天形成的能力不

僅與本人的努力程度有關(guān)，也與實(shí)踐的環(huán)境有關(guān)，因此人的能力的發(fā)展是不平衡的，其個(gè)性也是多樣化的。每個(gè)人都有自己的長(zhǎng)處和短處，有其總體的能級(jí)水準(zhǔn)，同時(shí)也有自己的專業(yè)特長(zhǎng)及工作愛好。優(yōu)勢(shì)定位內(nèi)容有兩個(gè)方面：一是指人自身應(yīng)根據(jù)自己的優(yōu)勢(shì)和崗位的要求，選擇最有利于發(fā)揮自己優(yōu)勢(shì)的崗位；二是指管理者也應(yīng)據(jù)此將人安置到最有利于發(fā)揮其優(yōu)勢(shì)的崗位上。

（3）動(dòng)態(tài)調(diào)節(jié)原則 ：動(dòng)態(tài)原則是指當(dāng) 人員或崗位要求發(fā)生變化的時(shí)候，要適時(shí)地對(duì)人員配備進(jìn)行調(diào)整，以保證始終使合適的人工作在合適的崗位上。崗位或崗位要求是在不斷變化的，人也是在不斷變化的，人對(duì)崗位的適應(yīng)也有一個(gè)實(shí)踐與認(rèn)識(shí)的過程，由于種種原因，使得能級(jí)不對(duì)應(yīng)，用非所長(zhǎng)等情形時(shí)常發(fā)生。因此，如果搞一次定位，一職定終身，既會(huì)影響工作又不利于人的成長(zhǎng)。能級(jí)對(duì)應(yīng)，優(yōu)勢(shì)定位只有在不斷調(diào)整的動(dòng)態(tài)過程中才能實(shí)現(xiàn)。

（4）內(nèi)部為主原則：一般來說，企業(yè)在使用人才，特別是高級(jí)人才時(shí)，總覺得人才不夠，抱怨本單位人才不足。其實(shí)，每個(gè)單位都有自己的人才，問題是“千里馬常有”，而 “伯樂不常有”。因此，關(guān)鍵是要在企業(yè)內(nèi)部建立起人才資源的開發(fā)機(jī)制，使用人才的激勵(lì)機(jī)制。這兩個(gè)機(jī)制都很重要，如果只有人才開發(fā)機(jī)制，而沒有激勵(lì)機(jī)制，那么本企業(yè)的人才就有可能外流。從內(nèi)部培養(yǎng)人才，給有能力的人提供機(jī)會(huì)與挑戰(zhàn)，造成緊張與激勵(lì)氣氛，是促成公司發(fā)展的動(dòng)力。但是，這也并非排斥引入必要的外部人才。當(dāng)確實(shí)需要從外部招聘人才時(shí)，我們就不能“畫地為牢”，死死的扣住企業(yè)內(nèi)部。

6、MRP的含義與基本思想

MRP為Material Requirement Planning的縮寫，中文譯為“物料需求計(jì)劃”。MRP是在定貨點(diǎn)法（order point system）計(jì)劃基礎(chǔ)上發(fā)展形成的一種新的庫存計(jì)劃與控制方法，是建立在計(jì)算機(jī)基礎(chǔ)上的生產(chǎn)計(jì)劃與庫存控制系統(tǒng)。其主要內(nèi)容包括客戶需求管理、產(chǎn)品生產(chǎn)計(jì)劃、原材料計(jì)劃以及庫存紀(jì)錄。其中客戶需求管理包括客戶訂單管理及銷售預(yù)測(cè)，將實(shí)際的客戶訂單數(shù)與科學(xué)的客戶需求預(yù)測(cè)相結(jié)合即能得出客戶需要什么以及需求多少。應(yīng)注意的是，客戶需求預(yù)測(cè)應(yīng)是科學(xué)的預(yù)測(cè)，而不是主觀的猜測(cè)或只是一個(gè)主觀的愿望。產(chǎn)品生產(chǎn)計(jì)劃指的是最終將生產(chǎn)的產(chǎn)品的時(shí)間和數(shù)量，這將成為決定需要多少勞動(dòng)力和設(shè)備以及需要多少原材料和資金的依據(jù)。產(chǎn)品生產(chǎn)計(jì)劃應(yīng)是客戶需求與現(xiàn)有庫存量比較的結(jié)果。產(chǎn)品生產(chǎn)計(jì)劃要求非常精確，因?yàn)椴粶?zhǔn)確的產(chǎn)品生產(chǎn)計(jì)劃有可能導(dǎo)致資源浪費(fèi)或是不能滿足客戶的需求。原材料計(jì)劃是在產(chǎn)品生產(chǎn)計(jì)劃的基礎(chǔ)上制訂的原材料需求計(jì)劃，表示要生產(chǎn)所需要的產(chǎn)品而需要準(zhǔn)備的原材料的具體情況。而在確定購(gòu)買原材料之前，需要檢查現(xiàn)有庫存紀(jì)錄，并通過比較得實(shí)際的購(gòu)買量，因此，保證庫存數(shù)據(jù)的準(zhǔn)確性尤為重要。

四、闡述題

1、分析全面維護(hù)（TPM）的含義與主要內(nèi)容；

（1）英文Total Productive Maintenance的縮略語，中文譯名叫全面生產(chǎn)維護(hù)，又譯為全員生產(chǎn)保全。是以提高設(shè)備綜合效率為目標(biāo)，以全系統(tǒng)的預(yù)防維護(hù)為過程，全體人員參與為基礎(chǔ)的設(shè)備保養(yǎng)和維護(hù)管理體系。

（2）TPM強(qiáng)調(diào)五大要素，即：

（3）——TPM致力于設(shè)備綜合效率最大化的目標(biāo)；

（4）——TPM在設(shè)備一生建立徹底的預(yù)防維修體制；

（5）——TPM由各個(gè)部門共同推行；

（6）——TPM涉及每個(gè)雇員，從最高管理者到現(xiàn)場(chǎng)工人；

2.從意識(shí)改變到使用各種有效的手段，構(gòu)筑能防止所有災(zāi)害、不良、浪費(fèi)的體系，最終構(gòu)成“零”災(zāi)害、“零”不良、“零”浪費(fèi)的體系；

3.從生產(chǎn)部門開始實(shí)施，逐漸發(fā)展到開發(fā)、管理等所有部門；

4.從最高領(lǐng)導(dǎo)到第一線作業(yè)者全員參與。

TPM活動(dòng)由“設(shè)備保全”、“質(zhì)量保全”、“個(gè)別改進(jìn)”、“事務(wù)改進(jìn)”、“環(huán)境保全”、“人才培養(yǎng)”這6個(gè)方面組成，對(duì)企業(yè)進(jìn)行全方位的改進(jìn)。

（9）預(yù)防性維護(hù)是基于時(shí)間和使用計(jì)劃的設(shè)備維護(hù)方法，維護(hù)行動(dòng)在計(jì)劃的時(shí)間/或使用間隔內(nèi)實(shí)施，以防止機(jī)器故障的發(fā)生。

（10）預(yù)測(cè)性維護(hù)是基于狀態(tài)的設(shè)備維護(hù)方法。維護(hù)行動(dòng)在有明顯的信號(hào)時(shí)或采用診斷技術(shù)實(shí)施，以防故障發(fā)生。

2、PDCA的含義與內(nèi)容；

（1）PDCA是全面質(zhì)量管理的過程理論。全面質(zhì)量管理的基本方法可以概況為四句話十八字，即，一個(gè)過程，四個(gè)階段，八個(gè)步驟，數(shù)理統(tǒng)計(jì)方法。

（2）一個(gè)過程，即企業(yè)管理是一個(gè)過程。企業(yè)在不同時(shí)間內(nèi)，應(yīng)完成不同的工作任務(wù)。企業(yè)的每項(xiàng)生產(chǎn)經(jīng)營(yíng)活動(dòng)，都有一個(gè)產(chǎn)四個(gè)階段，根據(jù)管理是一個(gè)過程的理論，美國(guó)的戴明博士把它運(yùn)用到質(zhì)量管理中來，總結(jié)出“計(jì)劃（plan）—執(zhí)行(do)—檢查（check）—處理（act）”四階段的循環(huán)方式，簡(jiǎn)稱PDCA循環(huán)，又稱“戴明循環(huán)”（由美國(guó)管理學(xué)博士戴明提出）。

（3）為了解決和改進(jìn)質(zhì)量問題，PDCA循環(huán)中的四個(gè)階段還可以具體劃分為八個(gè)步驟。1)計(jì)劃階段：分析現(xiàn)狀，找出存在的質(zhì)量問題；分析產(chǎn)生質(zhì)量問題的各種原因或影響因素；找出影響質(zhì)量的主要因素；針對(duì)影響質(zhì)量的主要因素，提出計(jì)劃，制定措施。2)執(zhí)行階段：執(zhí)行計(jì)劃，落實(shí)措施。3)檢查階段：檢查計(jì)劃的實(shí)施情況。4)處理階段：總結(jié)經(jīng)驗(yàn)，鞏固成績(jī)，工作結(jié)果標(biāo)準(zhǔn)化；提出尚未解決的問題，轉(zhuǎn)入下一個(gè)循環(huán)。
