“中非合作論壇—婦女論壇2009”活動期間，中國婦女代表團團長、全國人大常委會副委員長、全國婦聯(lián)主席陳至立10月13日在開羅接受了人民網(wǎng)和新華社記者聯(lián)合采訪。以下為采訪實錄：

In the course of “Forum on China-Africa Cooperation – Women's Forum 2009”, head of Chinese Delegation, Vice-Chairperson of the Standing Committee of National People's Congress and President of All-China Women's Federation(ACWF)Chen Zhili received a joint interview with journalists from People's Daily Online and Xinhua News Agency in Cairo on Oct 13.記者：請您談談此次出席“中非合作論壇—婦女論壇2009”活動的主要目的。

Journalist: Could you please tell us the main objectives of participating in the “Forum on China-Africa Cooperation – Women's Forum 2009”?

答：這次我率中國婦女代表團一行近50人來到埃及首都開羅，主要是出席由中華全國婦女聯(lián)合會和埃及國家婦女委員會舉辦的“中非合作論壇—婦女論壇2009”。本次婦女論壇是即將召開的中非合作論壇第4次部長級會議的配套活動，也是中非婦女首次舉辦的大型多邊交流活動，同時這也是中非婦女交流史上一個新的里程碑。

Answer: This time I led the Chinese women's delegation of about 50 members to Cairo, the capital of Egypt with the main purpose of attending the “Forum on China-Africa Cooperation – Women's Forum 2009” that was hosted by ACWF and Egypt's National Council for Women.The Women's Forum is a supporting activity for the 4th Ministerial Conference of the Forum on China-Africa Cooperation which will commence soon;it is also the first large-scale multilateral exchange that is hosted by Chinese and African women.Meanwhile this forum is a new milestone in the history of exchanges between Chinese and African Women.論壇的主題是“中非婦女攜手應對挑戰(zhàn)、共謀發(fā)展”。我已經(jīng)與埃及總統(tǒng)夫人、埃及國家婦女委員會主席蘇珊·穆巴拉克女士進行了親切友好的會晤，她對此次論壇給予了高度評價。明天我將與肯尼亞總理夫人奧廷加女士以及其他與會國家的代表會面，共同探討新形勢下進一步深化中非婦女友誼與務實合作的新途徑。我們中國代表團的成員（主要來自全國人大女

代表、全國政協(xié)女委員、全國婦聯(lián)及省市婦聯(lián)領導、中央和國家機關的代表、優(yōu)秀女企業(yè)家等）也將與來自近30個國家負責婦女發(fā)展性別平等事務的政府機構和婦女組織負責人，就“婦女參政、婦女與千年發(fā)展目標、婦女應對金融危機”等議題開展討論，分享在性別平等與婦女發(fā)展領域的成果和經(jīng)驗，共商應對全球金融危機、實現(xiàn)聯(lián)合國千年發(fā)展目標的新舉措。大會將簽署《中非合作論壇--婦女論壇2009宣言》，并將其提交給中非合作論壇第四屆部長級會議。

The theme of this forum is that Chinese and African Women work together to face challenges and seek development.I have already had a warm and friendly meeting with the first lady of Egypt, and the president of Egypt's National Council for Women, Ms.Susan Mubarak.She spoke highly of this forum.Tomorrow I'm going to meet wife of the premier of Kenya,Ms.Odinga and other representatives who participate in this forum in order to have a discussion on new approaches to further deepen the friendship between Chinese and African women and cooperate pragmatically under new circumstances.Members of Chinese delegation(mainly consisting of women representatives of National People's Congress, women members of the Chinese People's Political Consultative Conference, leaders of All-China Women's Federation(ACWF)and Women's Federation of provinces and cities, representatives of the central government and national institutions and elite women entrepreneurs etc)will also carry out discussions with leaders of government bodies that are responsible for women's development and gender equality and leaders of women's organizations from nearly 30 countries.They will touch on topics such as women ' s participation in politics,Women and Millennium Development Goal, women facing financial crisis etc.They will share their achievements and experience in the aspect of gender equality and women's development as well as consult together about new measures to deal with global financial crisis and to achieve Millennium Development Goal of the United Nation.Declaration of the Forum on China-Africa Cooperation – Women's Forum 2009 will be signed and submitted to the 4th Ministerial Conference of the Forum on China-Africa Cooperation.記者：2006年中非合作論壇北京峰會后，全國婦聯(lián)開展了一系列對非洲婦女交流活動，請您談談主要有哪些工作？

Journalist: Since the Beijing Summit of the Forum on China-Africa Cooperation 2006, ACWF carried out a series of exchanges that are aimed at African women.Could you tell us what the main exchanges are?

答：全國婦聯(lián)是中國最大的婦女組織，早在上世紀50年代初就開始了對非婦女工作，與非洲國家婦女和婦女組織進行了接觸和交往，形成了婦女民間外交的獨特優(yōu)勢和成果。經(jīng)過多年努力，到目前為止，在56個非洲國家中，全國婦聯(lián)與51個國家的婦女機構和組織建立了聯(lián)系和交往，向45個非洲國家的婦女機構和組織提供了小額物資援助，向4個國家派遣了刺繡、編織技術培訓小組。

Answer: ACWF is the largest women's organization in China.In early 1950s, ACWF started the work that was aimed at African women by getting in touch with women in African countries and African women's organizations;as a result, the unique advantages and achievements of women nongovernmental diplomacy have been formed.Through many years' hard work , so far, ACWF have established contacts with women's institutions and organizations of 51 out of 53 African countries, and it has it has provided small amount material aid to women's institutions and organizations of 45 African countries, and sent training teams of embroidery and sewing to 4 countries.進入新世紀后，特別是2006年中非合作論壇北京峰會首次在《中非合作論壇北京峰會宣言》和《中非合作論壇—北京行動計劃（2007至2009年）》中將婦女交流納入到了中非交流的整體框架內(nèi)，提出了增進中非婦女事務交流與合作的內(nèi)容，為中非婦女交流提供了新平臺。

After entering the new century, the Beijing Summit of the Forum on China-Africa Cooperation 2006 brought women's exchanges into the whole frame of China-Africa exchanges for the first time in Declaration of the Beijing Summit of the Forum on China-Africa Cooperation and Forum on China-Africa Cooperation Beijing Action Plan 2007 to 2009 and proposed to improve exchanges and cooperation on China-Africa women affairs, which offered a new platform for exchanges between women in China and in Africa.北京峰會后，全國婦聯(lián)開展了豐富多彩的對非婦女交流活動。

After the summit, a variety of women's activities in Africa have been undertaken by ACWF.一是中非高層婦女往來頻繁，全國婦聯(lián)分別接待了幾內(nèi)亞、津巴布韋和塞拉利昂總統(tǒng)夫人，先后邀請利比里亞、塞內(nèi)加爾、馬拉維三國婦女部部長訪華，并接待埃及總統(tǒng)夫人等8國總統(tǒng)夫人來全國婦聯(lián)做客；同時，派中國婦女代表團訪問非洲各國，并參加在蘇丹達爾富爾地區(qū)、突尼斯、利比里亞等非洲國家召開的國際會議，積極宣傳中國和中國婦女事業(yè)發(fā)展成就，推動中非婦女友好交流，受到了非洲婦女的熱烈歡迎和熱情接待。

First, High-level women officials of China and Africa are in frequent contacts.ACWF respectively received wives of presidents of Guinea, Zimbabwe and Sierra Leone, and successively invited ministers of Women's Department of Liberia, Senegal and Malawi to visit China as well as received wives of presidents of 8 countries including Egypt at ACWF.Meanwhile, ACWF sent Chinese women delegations to visit African countries and take part in international conferences held in Darfur Sudan, Tunis, Liberia and other countries etc.The delegations energetically propagated China and the achievements of Chinese women's cause and promoted friendly

exchanges between women in China and in Africa.The delegations were warmly welcomed and received by African women.二是開展對非洲婦女干部培訓工作。全國婦聯(lián)與中聯(lián)部分別于2008、2009年合作舉辦了兩屆“婦女參與發(fā)展—非洲政黨與婦女組織干部研修班”，共有來自21個非洲國家的40位女性高官參加了研修班，其中包括四位現(xiàn)任政府婦女部長、兩位婦女部副部長以及多位全國性婦女組織負責人，進一步促進了我與非洲新一代女領導人的友好關系。

Second, to carry out training for African women cadres.ACWF and the International Department, Central Committee of CPC worked together to hold two sessions of “Women Participating in Development – Research Class on African Political Parties and Women's Organizations for Cadres” in 2008 and 2009 respectively.40 female high-level officials from 21 African countries attended the research class.Among them there were 4 ministers of the incumbent government, 2 vice ministers of Women's Department and many heads of women's organizations which were at national levels.The friendly relationship between African women leaders of the new generation and I was further improved.三是有重點、有針對性地向非洲一些國家提供小額物資援助。峰會后至今，全國婦聯(lián)已向剛果、肯尼亞、塞拉利昂、中非等13個非洲國家婦女組織和機構提供小額援助25批，共計658萬元。援助物資主要有：幫助非洲婦女發(fā)展生產(chǎn)、改善生活的農(nóng)機具、培訓設備（縫紉機等）、婦女兒童用品及辦公設備等。

Third, to provide some African countries with small amount material aid with special focus and aims.From the Beijing Summit till present, ACWF has offered 25 batches of small amount aid adding up to 6,580,000 yuan to women's institutions and organizations in 13 African countries such as Congo, Kenya, Sierra Leone and Middle Africa etc.The aid materials mainly include agricultural implements and training equipment(sewing machine etc)that will help African women with production and improve their life, women and children articles, office equipment and so on.四是建立中非婦女培訓與交流中心。全國婦聯(lián)分別與萊索托、吉布提、蘇丹、津巴布韋、毛里求斯等國的婦女組織合作，在上述國家設立了中萊、中吉、中蘇、中津、中毛婦女交流與培訓中心。

Fourth, to set up China-Africa Women Training and Exchanging Centers.ACWF has respectively cooperated with women's organizations in Lesotho, Djibouti, Sudan, Zimbabwe, Mauritius and established China-Lesotho, China-Djibouti, China-Sudan, China-Zimbabwe, and China-Mauritius Women Exchanging and Training Centers in the countries mentioned above.五是進一步開展非洲駐華使節(jié)夫人小組工作。近年來多次組織非洲駐華使節(jié)夫人小組參觀考察中國新農(nóng)村建設情況，重點向她們介紹中國基層婦女組織帶領婦女脫貧致富、改善生活、美化環(huán)境的相關經(jīng)驗。與此同時，非洲駐華使節(jié)夫人小組也積極開展為中國婦女兒童事業(yè)籌集善款活動，已累計捐款27萬元人民幣，用于建設“中非春蕾小學”、婦女脫貧小額貸款、老年公寓、農(nóng)村婦女沼氣等項目。

Fifth, to further carry out the work on the team of wives of African diplomatic envoys to China.In recent years, we organized the team of wives of African diplomatic envoys to China many times to visit new rural areas in China and inspect the new constructions.We focused on introducing experience concerning how women's organizations at the grass root level led women to get rid of poverty and become rich, improve their life and improve the environment.At the same time, the team of wives of African diplomatic envoys to China worked actively to raise money for the cause of Chinese women and children.The accumulated donation amounted to 270,000 yuan, which was used for the construction of “China-Africa Spring Buds Primary School”, small amount loans to help women get rid of poverty, construction of Apartment for the Aged, and Marsh Gas for Rural Women and other projects.記者：為了進一步深化中非婦女間的傳統(tǒng)友誼和友好關系，加強在性別平等與婦女發(fā)展領域的合作，全國婦聯(lián)下一步將推出什么新的舉措？

Journalist: In order to further deepen the traditional friendship and friendly relationship between Chinese women and African women as well as to strengthen the cooperation in the field of gender equality and women's development, what kind of new move will ACWF make?

答：中國和非洲是擁有婦女人數(shù)最多的發(fā)展中國家和地區(qū)。我們愿和非洲各國婦女一道，進一步深化傳統(tǒng)友誼，加強在性別平等與婦女發(fā)展領域的合作，落實《中非合作論壇北京峰會宣言》精神，為中非國家關系發(fā)展和婦女福祉做出積極貢獻。今后幾年里，我們將重點從以下幾方面做出努力：

Answer: China and Africa are the developing country and developing region which have the largest women population.We would like to work with women in all African countries to deepen our traditional friendship further, strengthen the cooperation in the aspect of gender equality and women's development, implement the spirits of Declaration of the Beijing Summit of the Forum on China-Africa Cooperation and make positive contributions to the development of national relationships and women's wellbeing of China and Africa.In the next few years, we are going to do our utmost in the following areas:

第一，促進女領導人、婦女機構和組織負責人的對話，分享性別平等和婦女發(fā)展領域的經(jīng)驗與成果，進一步加強中非高層婦女往來。第二，推動中非婦女的對口交流，加強包括女議員在內(nèi)的女政治家、女教育工作者、女科技工作者、女企業(yè)家等各界人士的交流，進一步深化務實合作。第三，增加非洲來華女留學生比例和數(shù)量，力爭在未來的三年內(nèi)將享受中國政府獎學金的非洲來華女留學生比例由現(xiàn)在的26.54%提高到30%以上。鼓勵非洲大學本科以上學歷的優(yōu)秀女性人才到中國攻讀碩士研究生。繼續(xù)舉辦中非婦女領導人培訓班。舉辦2-3期非洲婦女實用技術、技能培訓班。第四，繼續(xù)支持非洲國家婦女兒童事業(yè)的發(fā)展，盡力向非洲國家的婦女機構和婦女組織提供一定數(shù)量的物資援助。與相關國家婦女機構、組織共同探索創(chuàng)辦中非婦女培訓交流中心。利用已有的婦女培訓中心開展務實的交流與合作。第五，進一步推動中非合作論壇框架下婦女合作機制的建立和完善，推動中非政府各部門、民間團體在政治、經(jīng)濟合作中進一步加強性別意識，使更多婦女從中受益。

First, to promote the dialogue between women leaders, heads of women's institutions and organizations, share experience and achievements in the fields of gender equality and women's development and further strengthen the contacts between Chinese and African high women officials.Second, to promote the one-to-one exchanges of Chinese – African women, strengthen the exchanges of personages of various circles, such as women politicians with women Members of Parliament included, women educational workers, women scientific workers and women entrepreneurs etc and further deepen pragmatic cooperation.Third, to increase the ratio and the total number of female overseas students coming from Africa.Currently, the ratio of African female students who enjoy the scholar granted by the Chinese government is 26.54% and we are going to raise this ratio to over 30% within 3 years.To encourage outstanding African female talents with bachelor degrees to study their master degrees in China.To continue to hold training classes for Chinese and African women leaders.To hold two to three training sessions on practical techniques and skills for African women.Fourth, to continue to support the development of the cause of women and children and try our best to provide certain amount of material aid to women's institutions and organizations in African countries.To work together with related women's institutions and organizations in African countries to explore and set up Chinese – African training and exchanging centers.To carry out pragmatic exchanges and cooperation by making use of the current women training centers.Fifth, to further promote the establishment and improvement of women cooperation mechanism under the frame of Forum on China-Africa Cooperation, enhance the gender awareness of departments and nongovernmental organizations in China and in Africa in the aspect of political and economic cooperation and make more women benefit from it.原文鏈接：

中非合作圓桌會議第二次大會10日在海南省萬寧市開幕

中新社萬寧11月10日電(記者 歐陽開宇)中非合作圓桌會議第二次大會10日在海南省萬寧市開幕。

全國政協(xié)副主席孫家正出席并宣布大會開幕。中國前外交官聯(lián)誼會會長吉佩定在致辭中說，中非友誼歷史深遠、基礎深厚。自2000年中非合作論壇成立11年來，中非友誼得到快速發(fā)展。目前，世界經(jīng)濟復雜多變，全球經(jīng)濟在復蘇當中面臨不少困難，中國和非洲應促進合作，共謀發(fā)展。

來自40余個非洲國家的政要、前政要及駐華大使參加了本次會議。馬里前總理凱塔代表非洲說，中國多年來援助非洲贏得廣泛贊譽。非中雙邊關系豐富堅實，經(jīng)受住了國際風云變幻的考驗。2010年中國已首次成為非洲最大貿(mào)易伙伴。今年仍保持高速增長。希望以后進一步加強非中的經(jīng)貿(mào)往來。

據(jù)介紹，中非合作圓桌會議每年召開一次大會，以推動每三年一次的中非合作論壇部長級會議后續(xù)行動的落實。

中非合作圓桌會議的基本構想是：民間友好、合作平臺；從公共外交的角度宣介中國政府的對非政策；為中國企業(yè)與非洲國家之間的交流互動和中國企業(yè)之間相互學習借鑒提供機會；對中國企業(yè)走向非洲進行必要的政策指引和提供業(yè)務咨詢。

本次會議由中國前外交官聯(lián)誼會、中國人權基金會等幾家機構發(fā)起。主題是“友誼、合作、發(fā)展、共贏”。會議期間，中國企業(yè)之間、中國和非洲企業(yè)之間、中國企業(yè)和非洲駐華使館之間將進行對接交流或者業(yè)務洽談。一些非洲國家的駐華使節(jié)還將介紹本國投資的機會和政策。

中方表示，中非合作圓桌會議機制成立一年來，已經(jīng)在搭建中非交流平臺，促進中非友好合作關系，加強南南合作等方面作出了顯著成效。

敬愛的黨組織：

我成為一名預備黨員（積極分子）已經(jīng)**月了，近段時間以來，我不斷注意提高自身修養(yǎng)，在各方面以一名正式黨員的標準嚴格要求自己，審視自己。成為一名中國共產(chǎn)黨黨員是我人生理想與信念的最大追求。入黨作為我學習、工作和生活的一種志向，作為自己實現(xiàn)人生價值取向與理想信念的目標，是一項無比神圣而光榮的事。下面，我將本季度自己的思想情況向黨組織進行匯報。

近日，習近平在2018年中非合作論壇北京峰會開幕式上發(fā)表了《攜手共命運 同心促發(fā)展》的重要講話，全面闡述了中國發(fā)展中非關系的新理念和新主張，指明了中非關系的發(fā)展方向，著眼中非關系發(fā)展的現(xiàn)實需要，擘畫了在更高水平上實現(xiàn)中非合作共贏、共同發(fā)展的新藍圖，對未來中非關系的深化和發(fā)展有十分重要的意義；學習了習總書記的講話，讓我有深刻的感想，聯(lián)想到平時的思想、工作與生活，感受深刻：

思想上，攜手共命運，同心促發(fā)展，是習主席登高望遠而提出的中非關系的偉大命題，深刻揭示了中非關系現(xiàn)實和歷史發(fā)展的必然邏輯，充分彰顯了合作共贏的中國態(tài)度，鮮明表達了構建人類命運共同體的中國主張，生動詮釋了對實現(xiàn)世界人民對美好生活向往的中國擔當。作為一名入黨積極分子（預備黨員），我認為攜起手來，經(jīng)過一場場共同的洗禮，會更加感受到一個個共同的信念，或許之后你就會發(fā)現(xiàn)不知不覺中大家已在不斷前行，共同進步。作為年輕人，更因該提高自身能力素質(zhì)，做好本職工作，適應新的要求，向他人學習，學習他人的經(jīng)驗；學習他人的智慧；學習他人的教訓；學習他人一切可以借鑒的東西。實踐告訴我們，善借外智，才能思路開闊；善借外力，才能攀上高峰。

今年是中國改革開放四十周年。中國對自身發(fā)展道路與世界發(fā)展大勢有著更清晰明確、堅定自信的認知。我們清醒地認識到，和平與發(fā)展是當今時代的主題和命題，今天世界各國人民的命運緊密相連，需要國際社會以團結、智慧、勇氣，扛起歷史責任，解答時代命題，展現(xiàn)時代擔當。尤其是中非雙方，基于相似遭遇和共同使命，早已結成休戚與共的命運共同體。

在生活中，我關心群眾、熱愛勞動、樂于助人，時刻不忘自己是一名積極分子，需起帶頭表率作用。同時，虛心理解別人對自己的批評，爭取盡快改正不足和缺點，盡可能將自己的長處表現(xiàn)，做一個真實的自己。為人民服務不僅僅僅表現(xiàn)在大事上，更多的是體現(xiàn)在平常的一些細節(jié)上，我們不能不屑于做小事而在家里坐等大事。古人有云：一屋不掃何以掃天下；因此我一向要求自己從小事做起，從身邊做起。在日常生活中，我以一個黨員的標準嚴格要求自己，遵守國家法律法規(guī)，遵守社會公德，發(fā)揮模范帶頭作用。作為在黨的關心和培養(yǎng)下成長起來的工作人員，單有一腔熱血和為人民服務的熱情是遠遠不夠的，還需要有堅實的科學文化知識作為基礎，因此，我在工作之余利用多看書，不斷提高專業(yè)技能，不斷充實自己，加強理論文化知識，從而更好地為人民服務。工作上，我們作為一名青年人，更應該在自己的工作崗位上努力工作，團結互助，共同發(fā)展，在工作中你出這一招，我出那一招，互相學習，取長補短，共同促進，這樣才能有進步、有創(chuàng)新。在社區(qū)工作中，也是如此，要攜手同事，朝著大家共同的目標，共建美好單位，只有與同事一起朝著共同目標前行，才能在以后把我們偉大的祖國建設好，攜手才能更好的謀發(fā)展。

加強同非洲國家團結合作，是中國外交政策重要基石，這一點不會因為中國自身發(fā)展和國際地位提升而變化。中國在對非合作中秉持正確義利觀，注重授人以漁，幫助非方筑巢引鳳，提升非洲國家自我發(fā)展能力，惠及非洲各國人民，真正實現(xiàn)互利共贏，共圓發(fā)展振興之夢。

進入21世紀，維護和平、謀求穩(wěn)定、促進發(fā)展成為各國人民的共同愿望。為進一步加強中非在新形勢下的友好合作，共同應對經(jīng)濟全球化挑戰(zhàn)，促進共同發(fā)展，根據(jù)部分非洲國家的建議，中國政府倡議召開中非合作論壇北京2000年部長級會議，得到了廣大非洲國家的積極響應。

The creation of FOCAC In the 21st century, maintaining peace, seeking stability and promoting development have become a shared aspiration of people of all countries.In order to further strengthen the friendly cooperation between China and Africa under the new circumstances, to jointly meet the challenge of economic globalization and to promote common development, and in light of suggestions of some African countries, the Chinese Government made the proposal on the convocation of the Forum on China-Africa Cooperation---Ministerial Conference Beijing 2000, which was positively responded to by the vast number of African countries.中非合作論壇的特點

【成立日期】為進一步加強中國與非洲國家在新形勢下的友好合作，共同應對經(jīng)濟全球化挑戰(zhàn)，謀求共同發(fā)展，根據(jù)部分非洲國家的建議，中國政府倡議于2000年10月10～12日在北京召開了中非合作論壇—北京2000年部長級會議，中非合作論壇正式成立。

【宗旨】平等磋商、增進了解、擴大共識、加強友誼、促進合作。

【會議機制】中非合作論壇第一屆部長級會議上通過的《中非經(jīng)濟和社會發(fā)展合作綱領》中規(guī)定，中非雙方同意建立后續(xù)機制，定期評估后續(xù)行動的落實情況。2001年7月，中非合作論壇部長級磋商會在贊比亞首都盧薩卡舉行，討論并通過了《中非合作論壇后續(xù)機制程序》。2002年4月，后續(xù)機制程序正式生效。中非合作論壇后續(xù)機制建立在三個級別上：部長級會議每三年舉行一屆；高官級后續(xù)會議及為部長級會議做準備的高官預備會分別在部長級會議前一年及前數(shù)日各舉行一次；非洲駐華使節(jié)與中方后續(xù)行動委員會秘書處每年至少舉行兩次會議。部長級會議及其高官會輪流在中國和非洲國家舉行。中國和會議承辦國分別擔任主席國和共同主席國，共同主持會議并牽頭落實會議成果。部長級會議由外長和負責對外合作或財經(jīng)事務的部長參加，高官會由各國主管部門的司局級或相當級別的官員參加。

2006年，中非領導人在中非合作論壇北京峰會暨第三屆部長級會議上一致同意建立中非外長級定期政治對話機制，在每屆部長級會議次年在聯(lián)合國大會期間舉行。2007年9月26日，中非外長在紐約舉行了首次政治磋商。

【中方后續(xù)行動委員會】 2000年11月，中非合作論壇中方后續(xù)行動委員會成立，目前共有26家成員單位，分別是：外交部、商務部、財政部、中共中央對外聯(lián)絡部、國家發(fā)展改革委員會、教育部、科學技術部、工業(yè)和信息化部、國土資源部、環(huán)境保護部、交通運輸部（國家民用航空局）、農(nóng)業(yè)部、文化部、衛(wèi)生部、中國人民銀行、海關總署、國家稅務總局、國家質(zhì)檢總局、國家廣電總局、國家旅游局、國務院新聞辦公室、共青團中央、中國國際貿(mào)易促進委員會、中國銀行、中國進出口銀行、北京市人民政府。外交部長和商務部長為委員會名譽兩主席，兩部主管部領導為兩主席。委員會下設秘書處，由外交部、商務部和財政部有關司局組成，外交部非洲司司長任秘書長。秘書處辦公室設在外交部非洲司。論壇網(wǎng)址：http://004km.cn

【主要活動】

一、第一屆部長級會議

2000年10月10～12日，中非合作論壇第一屆部長級會議在北京舉行，中國和44個非洲國家的80余名部長、17個國際和地區(qū)組織的代表，及部分中非企業(yè)界人士出席會議。中國國家主席江澤民和國務院總理朱镕基分別出席開幕式和閉幕式并發(fā)表講話；非洲統(tǒng)一組織（非洲聯(lián)盟前身）―三駕馬車‖，即前任主席阿爾及利亞總統(tǒng)布特弗利卡、現(xiàn)任主席多哥總統(tǒng)埃亞德馬、候任主席贊比亞總統(tǒng)奇盧巴以及坦桑尼亞總統(tǒng)姆卡帕出席開幕式并講話；非統(tǒng)秘書長薩利姆在閉幕式上致辭。會議議題是：面向21世紀應如何推動建立國際政治經(jīng)濟新秩序，如何在新形勢下進一步加強中非在經(jīng)貿(mào)領域的合作。會議通過了《中非合作論壇北京宣言》和《中非經(jīng)濟和社會發(fā)展合作綱領》，為中國與非洲國家發(fā)展長期穩(wěn)定、平等互利的新型伙伴關系確定了方向。中國政府宣布將減免非洲重債窮國和最不發(fā)達國家100億元人民幣債務；提供專項資金，支持和鼓勵有實力、有信譽的中國企業(yè)到非洲投資，開展互利合作；設立―非洲人力資源開發(fā)基金‖，幫助非洲國家培訓專業(yè)人才等。會議期間還舉辦了中非投資與貿(mào)易、中國與非洲國家改革經(jīng)驗交流、消除貧困與農(nóng)業(yè)可持續(xù)發(fā)展、科技與衛(wèi)生合作等4個專題研討會。

二、第二屆部長級會議

2003年12月15～16日，中非合作論壇第二屆部長級會議在埃塞俄比亞首都亞的斯亞貝巴舉行，中國和44個非洲國家的70多名部長及部分國際和地區(qū)組織的代表參加會議。中國國務院總理溫家寶和埃塞俄比亞總理梅萊斯，其他非洲國家6位總統(tǒng)、3位副總統(tǒng)、2位總理、1位議長，非洲聯(lián)盟委員會主席科納雷、聯(lián)合國秘書長代表出席開幕式并發(fā)表講話。會議主題為：務實合作、面向行動。會議回顧了第一屆部長級會議后續(xù)行動落實情況，通過了《中非合作論壇—亞的斯亞貝巴行動計劃（2004至2006年）》。中國政府宣布，將在中非合作論壇框架下繼續(xù)增加對非援助；加強中非人力資源開發(fā)合作，3年內(nèi)為非洲培養(yǎng)、培訓1萬名各類人才；開放市場，給予非洲部分最不發(fā)達國家部分輸華商品免關稅待遇；擴大旅游合作，給予埃塞俄比亞、肯尼亞、坦桑尼亞、贊比亞、毛里求斯、塞舌爾、津巴布韋、突尼斯8國為―中國公民自費出國旅游目的地‖地位；加強文化和民間交流，于2004年舉辦中非青年聯(lián)歡節(jié)、以非洲為主賓洲的―相約北京‖國際藝術節(jié)和―中華文化非洲行‖活動。會議期間舉辦了第一屆中非企業(yè)家大會和中非友好合作成果展。

三、北京峰會暨第三屆部長級會議

2006年是新中國同非洲國家開啟外交關系50周年，為進一步提升中非合作水平，中非雙方商定舉行中非合作論壇北京峰會暨第三屆部長級會議。

2006年11月3日，中非合作論壇第三屆部長級會議在北京召開，為北京峰會召開作最后的準備。中國和48個非洲國家的外交部長、負責國際經(jīng)濟合作事務的部長和代表出席了會議，24個國際和地區(qū)組織的代表作為觀察員列席了會議開幕式。會議審議了中方關于論壇第二屆部長級會議后續(xù)行動落實情況的報告，通過了《中非合作論壇北京峰會宣言》草案和《中非合作論壇—北京行動計劃（2007至2009年）》草案。會議還決定2009年在埃及召開論壇第四屆部長級會議。

11月4至5日，中非合作論壇北京峰會隆重舉行，會議主題為：友誼、和平、合作、發(fā)展。中國國家主席胡錦濤和非洲35位國家元首、6位政府首腦、1位副總統(tǒng)、6位高級代表以及非洲聯(lián)盟委員會主席出席。中國國務院總理溫家寶與33位非洲國家領導人共同出席了與中非工商界代表高層對話會。24個國際和地區(qū)組織派觀察員列席峰會有關活動。會議通過了《中非合作論壇北京峰會宣言》和《中非合作論壇－北京行動計劃（2007至2009年）》，決定建立和發(fā)展政治上平等互信、經(jīng)濟上合作共贏、文化上交流互鑒的中非新型戰(zhàn)略伙伴關系。胡錦濤主席代表中國政府宣布了旨在加強中非務實合作、支持非洲國家發(fā)展的8項政策措施。

（一）擴大對非洲援助規(guī)模，到2009年使對非洲國家的援助規(guī)模比2006年增加1倍。

（二）今后3年內(nèi)向非洲國家提供30億美元的優(yōu)惠貸款和20億美元的優(yōu)惠出口買方信貸。

（三）為鼓勵和支持中國企業(yè)到非洲投資，設立中非發(fā)展基金，基金總額逐步達到50億美元。

（四）為支持非洲國家聯(lián)合自強和一體化進程，援助建設非洲聯(lián)盟會議中心。

（五）免除同中國有外交關系的所有非洲重債窮國和最不發(fā)達國家截至2005年底到期的政府無息貸款債務。

（六）進一步向非洲開放市場，把同中國有外交關系的30個非洲最不發(fā)達國家輸華商品零關稅待遇受惠商品由190個稅目擴大到440多個。

（七）今后3年內(nèi)在非洲國家建立3至5個境外經(jīng)濟貿(mào)易合作區(qū)。

（八）今后3年內(nèi)為非洲培訓培養(yǎng)15000名各類人才；向非洲派遣100名高級農(nóng)業(yè)技術專家；在非洲建立10個有特色的農(nóng)業(yè)技術示范中心；為非洲援助30所醫(yī)院，并提供3億元人民幣無償援款幫助非洲防治瘧疾，用于提供青蒿素藥品及設立30個抗瘧中心；向非洲派遣300名青年志愿者；為非洲援助100所農(nóng)村學校；在2009年之前，向非洲留學生提供中國政府獎學金名額由目前的每年2000人次增加到4000人次。

峰會期間舉辦了第二屆中非企業(yè)家大會、中非合作論壇6周年成果展、非洲藝術精品展、非洲國家錢幣和郵票展及峰會紀念郵票首發(fā)式等活動，中國─非洲聯(lián)合工商會宣布成立。

第一、二屆部長級會議成果已全面落實，2006年北京峰會的后續(xù)行動進展順利。

2008年10月18～19日，中非合作論壇第六屆高官會在埃及開羅召開，中非雙方對北京峰會后續(xù)行動落實情況進行了中期評估，并一致同意于2009年第四季度在埃及沙姆沙伊赫舉行中非合作論壇第四屆部長級會議，全面評估北京峰會成果落實情況并對未來三年中非合作進行規(guī)劃。

后續(xù)機制的建立

《中非經(jīng)濟和社會發(fā)展合作綱領》規(guī)定：雙方同意在各個級別上建立聯(lián)合后續(xù)機制，在這一機制下，三年后舉行部長級會議，評估綱領的實施情況；兩年后舉行高官會議；定期舉行駐華使節(jié)會議。高官級會議和部長級會議將在中非合作論壇的框架內(nèi)，在中國和非洲輪流舉行。

第一屆部長級會議后，中方即成立了后續(xù)行動委員會。部分非洲國家也建立了相應后續(xù)機制。

2001年7月，中非雙方在贊比亞首都盧薩卡舉行部長級磋商會，討論了《中非合作論壇后續(xù)機制程序》；2002年4月，《中非合作論壇后續(xù)機制程序》正式生效，論壇機制走向規(guī)范化。2002年11月，雙方在埃塞俄比亞首都亞的斯亞貝巴舉行了論壇第二屆高官會。

非洲國家駐華使團與中方后續(xù)行動委員會秘書處為落實論壇后續(xù)行動開展了富有成效的合作。

Establishment of Follow-up Mechanisms

The “Programme for China-Africa Cooperation in Economic and Social Development” stipulates that the two sides agree to set up joint follow-up mechanisms at various levels.Under these mechanisms, the ministers will meet in three years' time to evaluate progress in the implementation of the Programme, senior officials in two years' time and ambassadors to China on a regular basis.The Senior Officials Meetings and the Ministerial Conferences will be convened alternately in China and Africa within the framework of the Forum on China-Africa Cooperation.Soon after the first Ministerial Conference, the Chinese side established the Follow-up Committee of FOCAC.Some African countries also established corresponding follow-up mechanisms.In July 2001, China and Africa held ministerial consultation in Lusaka, Capital of Zambia, in which the “Procedures of the Follow-up Mechanism of the FOCAC” was discussed.In April 2002, the “Procedures of the Follow-up Mechanism of the FOCAC” formally took effect, which helped standardize the Forum.In November 2002, the second Senior Officials Meeting was held in Addis Ababa, Capital of Ethiopia.The African diplomatic corps in Beijing and the Chinese Follow-up Committee Secretariat have had fruitful collaboration in materializing the follow-up actions.

Both China and Africa are cradles of human civilizations.Our friendship and exchanges can be traced back to the 2nd Century AD.It is worth noting that in the Ming Dynasty, Chinese navigator Zheng He led a fleet to the Western Seas on seven voyages, and, for four times, he reached the east coast of Africa, which are now Somalia and Kenya.Many of his stories are still told today.In the mid 20th Century, after the People's Republic of China was founded and most African countries gained independence, China and African countries established diplomatic relations, opening a new chapter in the annals of our friendship.In the past fifty years and more, China-Africa traditional friendship and practical cooperation have withstood the test of time and changes in the international arena and emerged even stronger.進入21世紀，為了共謀發(fā)展，同迎挑戰(zhàn)，中國和非洲友好國家共創(chuàng)了中非合作論壇，從2000年到今天，已走過了9個春秋。在中非雙方的高度重視和精心培育下，論壇機制日臻完善，作用日益突出，影響不斷擴大。

Under the flag of FOCAC, China-Africa friendship has flourished.At the First Ministerial Conference in 2000, we committed ourselves to a new China-Africa partnership featuring long-term stability, equality and mutual benefit.At the Second Ministerial Conference in 2003, we set out to boost comprehensive cooperation under this new partnership.At the Beijing Summit in 2006, President Hu Jintao announced, on behalf of the Chinese government, eight measures that have been well received by African countries.Chinese and African leaders agreed at the summit to build a new type of China-Africa strategic partnership.FOCAC has acted as a spearhead in the sound and fast growth of China-Africa friendly relations and cooperation.論壇是中非進行集體對話的重要平臺。雙方在論壇框架下建立了部長級會議、外長級政治對話、高官級會議和論壇中方后續(xù)行動委員會與非洲駐華使團磋商等機制。部長會每三年舉行一屆，輪流在中國和非洲國家召開。中非雙方利用論壇這一平臺，就中非關系和共同關心的國際和地區(qū)問題深入交換意見，協(xié)調(diào)雙方立場，加強相互支持。

FOCAC is an important platform for China-Africa collective dialogue.Under it, there are mechanisms including ministerial conference, political dialogue at the foreign ministers' level, senior officials' meeting and consultations between the Secretariat of the Chinese Follow-up Committee of FOCAC and the African diplomatic corps in China.The ministerial conference takes place every three years in China and Africa alternately.FOCAC has brought China and Africa together for in-depth exchange of views on our relations and international and regional issues of common interest, and for better coordination and stronger mutual support.論壇是中非開展務實合作的有效機制。每屆部長會都制定既具指導性又切實可操作的綱領性合作文件，對會后三年雙方各領域合作進行全面規(guī)劃。論壇已成為中非友好合作的一大國際品牌，受到國際社會的廣泛關注，對發(fā)展中國家間加強合作具有示范作用，也帶動了國際社會更加重視非洲并加大對非投入。

In a week's time, the Fourth FOCAC Ministerial Conference will take place in Sharm El Sheikh, Egypt.Chinese Premier Wen Jiabao, together with Egyptian President Hosni Mubarak and some other African leaders, will attend and speak at the opening ceremony.He will announce the Chinese government's new measures for cooperation with Africa.I believe this conference will further promote the growth of China-Africa relations in the new era and become another milestone in the history of China-Africa friendship.朋友們，Dear Friends,中國人民同非洲人民是心心相印的朋友、兄弟。不管是過去、現(xiàn)在，還是將來，中國人民都
