一、背景介紹:
國(guó)家實(shí)行“限塑令”是為了限制和減少塑料袋的使用,遏制“白色污染”。塑料購物袋是日常生活中的易耗品,中國(guó)每年都要消耗大量的塑料購物袋。塑料購物袋在為消費(fèi)者提供便利的同時(shí),由于過量使用及回收處理不到位等原因,也造成了嚴(yán)重的能源、資源浪費(fèi)和環(huán)境污染。特別是超薄塑料購物袋容易破損,大多被隨意丟棄,成為“白色污染”的主要來源。目前越來越多的國(guó)家和地區(qū)已經(jīng)限制塑料購物袋的生產(chǎn)、銷售、使用。為落實(shí)科學(xué)發(fā)展觀,建設(shè)資源節(jié)約型社會(huì)和環(huán)境友好型社會(huì),從源頭上采取有力措施,督促企業(yè)生產(chǎn)耐用、易于回收的塑料購物袋,引導(dǎo)、鼓勵(lì)群眾合理使用塑料購物袋,促進(jìn)資源綜合利用,保護(hù)生態(tài)環(huán)境,進(jìn)一步推進(jìn)節(jié)能減排工作,我國(guó)國(guó)務(wù)院辦公廳于2007年12月31日發(fā)布了關(guān)于限制生產(chǎn)、銷售、使用塑料購物袋的通知,該通知被群眾稱為“限塑令”。根據(jù)該通知的規(guī)定,從2008年6月1日起,在全國(guó)范圍內(nèi)限止生產(chǎn)、銷售、使用厚度小于0.025毫米的塑料購物袋;所有超市、商場(chǎng)、集貿(mào)市場(chǎng)等商品零售場(chǎng)所實(shí)行塑料購物袋有償使用制度,一律不得免費(fèi)提供塑料購物袋。
二、調(diào)查目的:
實(shí)地調(diào)查“限塑令”實(shí)施后對(duì)環(huán)境和人們?nèi)粘I町a(chǎn)生的影響。
三、調(diào)查方法:
實(shí)地走訪商戶、超市、居民,了解“限塑令”實(shí)施前后人們?nèi)粘I钭兓?、產(chǎn)生的問題及各行各業(yè)人們反映的意見和建議。
四、調(diào)查結(jié)果、分析及產(chǎn)生問題:
1、調(diào)查結(jié)果:
a、六成多的被調(diào)查者認(rèn)為“限塑令”實(shí)施一年來效果較明顯。2008年6月1日國(guó)務(wù)院辦公廳“限塑令”正式實(shí)施,在全國(guó)范圍內(nèi)實(shí)行塑料購物袋有償使用制度,并禁止生產(chǎn)、銷售、使用厚度小于0.025毫米的塑料購物袋。應(yīng)該說,這是一件利國(guó)利民的好事,既提高了民眾的環(huán)保意識(shí),又保護(hù)了環(huán)境。調(diào)查結(jié)果顯示,“限塑令”實(shí)施一年來,有28.9%的調(diào)查者認(rèn)為效果“非常明顯”,有37.8%的調(diào)查者認(rèn)為“較明顯”,有33.3%的調(diào)查者認(rèn)為“不明顯”。
b、近七成被調(diào)查者認(rèn)為塑料袋的利用率提高了。調(diào)查結(jié)果顯示,有68.9%的調(diào)查者認(rèn)為實(shí)施“限塑令”一年來塑料袋的利用率明顯提高了,“限塑令”實(shí)施以來,購物時(shí)有28.9%的調(diào)查者選擇‘自備塑料袋’,有24.4%的調(diào)查者選擇‘付錢使用商家提供的塑料袋’,有22.3%的調(diào)查者回答‘用籃子紙袋’等,有24.4%的調(diào)查者選擇‘根據(jù)購買東西多少情況而定’。
c、近八成的被調(diào)查者認(rèn)為“限塑令”實(shí)施一年以來,對(duì)減輕白色污染有一定幫助,并且有必要繼續(xù)實(shí)施下去。近年來,白色污染對(duì)環(huán)境造成的破壞及危害眾所周知,白色污染已成為人類不可忽視的一個(gè)環(huán)保問題。調(diào)查結(jié)果顯示,國(guó)家頒布“限塑令”一年來,有13.3%的調(diào)查者認(rèn)為對(duì)減輕白色污染“非常有幫助”,“有一定幫助”的占64.5%,“幫助不明顯”的占22.2%。
2、綜合分析:
經(jīng)過一段時(shí)間的調(diào)查,發(fā)現(xiàn)經(jīng)過調(diào)查的超市都沒有再繼續(xù)免費(fèi)提供印有超市標(biāo)志的塑料袋。所有要求塑料袋的顧客都進(jìn)行了合理的收費(fèi)。較之以前,塑料袋的供需量已大大減少。一些大型超市還制定了一系列鼓勵(lì)人們少使用塑料袋的措施。如不用賣場(chǎng)塑料袋,從家里帶購物袋可以走快速結(jié)款通道;連續(xù)10次不用塑料袋,免費(fèi)贈(zèng)送環(huán)保購物袋等。少數(shù)大型超市還專門安排了解說員,勸說市民盡量少用塑料袋。盡管不少超市、商場(chǎng)積極配合國(guó)家“限塑令”,但對(duì)于一些針對(duì)大眾消費(fèi)群體的集貿(mào)市場(chǎng)、批發(fā)商場(chǎng),“限塑”難度較大。經(jīng)過調(diào)查發(fā)現(xiàn),許多小型市場(chǎng)仍然向消費(fèi)者提供免費(fèi)的塑料袋。特別是以肉菜為主的商店和菜市場(chǎng)等。而對(duì)于廣大消費(fèi)者,他們對(duì)“限塑令”的意見則是多方面的。調(diào)查中大部分消費(fèi)者都對(duì)國(guó)家實(shí)施限塑令表示支持,許多消費(fèi)者都已經(jīng)開始使用環(huán)保購物袋或自帶可重復(fù)使用的塑料袋。而一些中、下等收入的普通消費(fèi)者則表示對(duì)塑料袋另行收費(fèi)難以接受。盡管意見不同,但調(diào)查中的所有人都表示,較之以前,塑料袋或“白色垃圾”的亂丟、亂棄現(xiàn)象已大有好轉(zhuǎn),周圍的居住環(huán)境較之以前已大有改善。這是所有人所樂于見到的結(jié)果。
3、產(chǎn)生的問題:
小小塑料袋,關(guān)系到的是環(huán)境保護(hù)的大命題。國(guó)務(wù)院辦公廳的這道“限塑令”,無疑值得肯定和支持。國(guó)人日常生活中所耗用的大量塑料袋,被遺棄之后,幾乎都將成為“白色污染”,而“白色污染”所產(chǎn)生的危害極其巨大,已成當(dāng)今環(huán)境污染一大毒瘤。政府部門深刻認(rèn)識(shí)到這一點(diǎn),故針對(duì)污染源進(jìn)行強(qiáng)行遏制。這個(gè)舉措,確會(huì)造福當(dāng)今、功及后人。不過,此“限塑令”既要挑戰(zhàn)民眾的消費(fèi)習(xí)慣、影響到大家的購物方便程度,也因?yàn)闋可嬷黧w眾多,在執(zhí)行上難以得到保證。這方面的問題一是體現(xiàn)在“收費(fèi)”基礎(chǔ)上,一些普通民眾特別是中、下收入階層來說,對(duì)日常生活中經(jīng)?;驘o可避免用到的塑料袋收費(fèi),對(duì)他們的承受能力應(yīng)該要有所考慮,并且許多商家并沒有統(tǒng)一的收費(fèi)標(biāo)準(zhǔn),亂收費(fèi)的現(xiàn)象仍然存在;二是體現(xiàn)在宣傳措施上,“限塑令”的實(shí)施,最主要的目的就是保護(hù)環(huán)境、減少“白色垃圾”的產(chǎn)生。所有的目標(biāo)是要培養(yǎng)廣大民眾的環(huán)保意識(shí)而并不是奔著收費(fèi)而去的,“限塑令”的實(shí)施必須結(jié)合環(huán)保知識(shí)的宣傳,并且應(yīng)該把環(huán)保宣傳擺在第一。要讓“限塑變成自覺禁塑”;三是體現(xiàn)在廣泛上,“限塑”必須要全面、深入、徹底?!跋匏堋辈皇且徊糠秩说南匏?,而是要全民限塑,要提高全民的環(huán)保意識(shí)。
五、對(duì)策建議:
1、公布具體實(shí)施細(xì)則,明確執(zhí)法和監(jiān)管部門。對(duì)商場(chǎng)和超市等經(jīng)營(yíng)人員做到有法必依、執(zhí)法必嚴(yán)、違法必究。
2、盡快出臺(tái)補(bǔ)充規(guī)定,明確限什么、怎么限、特殊問題如何處理。
3、工商部門要對(duì)銷售塑料購物袋的廠商開展全面的集中檢查,重點(diǎn)禁止、嚴(yán)懲超薄袋生產(chǎn)。全力檢查商場(chǎng)、超市、市場(chǎng)及銷售門店提供、使用塑料購物袋情況,重點(diǎn)處罰免費(fèi)供應(yīng)現(xiàn)象。開征污染治理稅。根據(jù)提供塑料的使用量,對(duì)所有涉及提供塑料購物袋的商品銷售企業(yè)開征污染治理稅,使其取之于民,用之于民。同時(shí),加強(qiáng)對(duì)生產(chǎn)不合格塑料袋廠商的清查治理,從源頭上堵住不合格塑料袋的流出渠道,對(duì)市面上仍在銷售的不合格塑料袋進(jìn)行清查。
4、建立塑料袋及塑料制品有償回收機(jī)制。國(guó)家對(duì)從事塑料袋及其制品回收的企業(yè)給于資金和政策的扶持,幫助這類企業(yè)擴(kuò)大處理白色垃圾的能力。
5、廣大媒體進(jìn)一步做好宣傳解釋工作:“限塑令”不是禁塑,而是節(jié)能減排、改善環(huán)境的重大舉措。提高全社會(huì)的環(huán)保意識(shí),改變消費(fèi)者的消費(fèi)習(xí)慣和“不用白不用”的傳統(tǒng)思維,讓全國(guó)人民早日養(yǎng)成節(jié)約使用和盡量不用塑料袋的良好習(xí)慣,借助輿論大力宣傳“限塑令”的意義。
六、實(shí)踐心得:
對(duì)于消費(fèi)者來說,犧牲環(huán)境與一己之便,孰重孰輕,不言自明;對(duì)于商家來說,利用免費(fèi)塑料袋吸引消費(fèi)者的功能,應(yīng)盡快被其他環(huán)保用品替代——這不僅是對(duì)政策的尊重,也是起碼的企業(yè)社會(huì)責(zé)任?!跋匏芰睢敝皇且粋€(gè)開始,另外一層意義是,在這個(gè)環(huán)保壓力日益沉重的時(shí)代,政府部門須從塑料袋污染的控制,盡快延伸到其他污染源的控制。在做好普查工作之后,無論是對(duì)于工業(yè)源、農(nóng)業(yè)源,或是生活源,都應(yīng)推動(dòng)更多政策措施來進(jìn)行遏制。尤其是涉及到大范圍人群或全體公民的污染源,更應(yīng)發(fā)揮全民的作用。當(dāng)然,很多時(shí)候,消滅或遏制污染源是一個(gè)專業(yè)而復(fù)雜的事情,必須采取經(jīng)濟(jì)的、政治的、社會(huì)的多重手段進(jìn)行治理。
