教科研是貫穿、滲透和作用于整個教育事業(yè)的一項全局性、先導(dǎo)性工作。為指導(dǎo)全市 “十二五”期間的教科研工作,推動全市中小學(xué)加強(qiáng)內(nèi)涵建設(shè),提升有效教學(xué)實施水平和教師的專業(yè)素養(yǎng),使教科研更好地為教育決策和教育實踐服務(wù),特制定本意見。
一、明確教科研工作的指導(dǎo)方針和發(fā)展目標(biāo)
1.我市教科研工作的指導(dǎo)方針是:以科學(xué)發(fā)展觀為指導(dǎo),認(rèn)真貫徹國家、省和鹽城市《中長期教育改革和發(fā)展規(guī)劃綱要》的精神,全面落實教科研在教育發(fā)展中的先導(dǎo)地位,為教育決策和教育實踐提供科學(xué)優(yōu)質(zhì)高效的服務(wù),促進(jìn)全市各地、各學(xué)校將提高教育教學(xué)質(zhì)量和辦學(xué)水平真正轉(zhuǎn)移到依靠教科研的正確軌道上來。
2.根據(jù)國家、省和鹽城市《中長期教育改革和發(fā)展規(guī)劃綱要》的精神,我市教科研工作的發(fā)展目標(biāo)是:進(jìn)一步調(diào)動全市廣大教育工作者的教科研積極性,營造濃厚的教科研學(xué)術(shù)氛圍,建立學(xué)科交叉、隊伍整合、資源共享的教科研體系,完善教科研與教學(xué)實踐融為一體的工作制度,創(chuàng)新科研評價和激勵機(jī)制,提高各級各類教科研機(jī)構(gòu)的工作效率,形成一批對全市教育改革和發(fā)展具有重要推動作用的教科研成果。
二、創(chuàng)新教科研工作的管理和運行機(jī)制
3.成立鹽城市教科研規(guī)劃領(lǐng)導(dǎo)小組。統(tǒng)籌規(guī)劃、協(xié)調(diào)管理和分類指導(dǎo)全市各地、各學(xué)校教科研工作,加強(qiáng)地方教育特色和發(fā)
展戰(zhàn)略研究,努力形成具有區(qū)域特征的教科研項目和品牌,加速教科研成果向教育現(xiàn)實生產(chǎn)力的轉(zhuǎn)化,切實提高教育決策的科學(xué)性和管理的有效性。
4.加強(qiáng)縣(市、區(qū))教研室建設(shè)。對照省教育廳頒布的縣(市、區(qū))合格教研室評估驗收條例,縣(市、區(qū))教育行政部門要加大對教科研工作的投入,按規(guī)定配齊、配強(qiáng)教科研人員,充實教科研資料和設(shè)備、設(shè)施,完善各項工作制度,創(chuàng)新教科研方式和途徑,努力提高教科研服務(wù)教育教學(xué)實踐的水平。市教育局將對縣(市、區(qū))創(chuàng)建省合格教研室工作進(jìn)行專項檢查,切實提高創(chuàng)建質(zhì)量。
5.建立教科研工作的校長負(fù)責(zé)制。校長是學(xué)校教科研工作的第一責(zé)任人,要把握學(xué)校教科研工作的方向與思路,努力提高教科研工作的組織化水平。通過整合學(xué)校教導(dǎo)處、科研處、教研組、備課組等力量,建立服務(wù)于教師發(fā)展的、多層次、開放的學(xué)校教科研網(wǎng)絡(luò)。學(xué)校領(lǐng)導(dǎo)班子要經(jīng)常深入教學(xué)研究現(xiàn)場,帶動全體教師參與教科研,發(fā)揮領(lǐng)導(dǎo)和指導(dǎo)作用。校長每周聽課并參與課堂研究不少于1節(jié),每月參加教科研活動不少于1次。分管教科研工作的學(xué)校領(lǐng)導(dǎo)應(yīng)協(xié)助校長抓好日常教科研管理工作,并要深入課堂和教研組、備課組,積極參與并指導(dǎo)教科研活動,定期檢查、研究學(xué)校教科研工作的開展情況。
6.建立培訓(xùn)與科研一體化的校本研訓(xùn)機(jī)制。各學(xué)校要將校本培訓(xùn)與日常的教科研活動、業(yè)務(wù)學(xué)習(xí)結(jié)合起來。要鼓勵、支持教師外出學(xué)習(xí)取經(jīng),并搭建展示專業(yè)成長的舞臺,使各層次教師均

獲得切實有效的幫助與提高。要積極主動邀請專業(yè)教科研人員的參與指導(dǎo),充分發(fā)揮專業(yè)引領(lǐng)的作用。
7.建立課題研究制度。各學(xué)校要從學(xué)校發(fā)展的實際出發(fā),確定自己的研究重點和研究方向,并通過研究促進(jìn)辦學(xué)水平和教育教學(xué)質(zhì)量的提升。三星級以上普通高中和職業(yè)高中、省示范初中、省實驗小學(xué)和省級示范幼兒園每個五年計劃期間至少要獨立承擔(dān)一項省級規(guī)劃課題或兩項市級規(guī)劃課題的研究工作;其他類型學(xué)校至少獨立完成一項市級規(guī)劃課題研究工作。各學(xué)校要組織教師積極開展校本課題的研究,教師參與課題研究的比例要達(dá)到70%以上。
8.建立教科研成果獎勵和表彰制度。教育行政部門和學(xué)校要定期開展教科研成果獎勵和表彰先進(jìn)活動,充分調(diào)動學(xué)校和教師參與教科研的積極性。我市今后每兩年將組織一次教科研成果的獎勵和表彰,對優(yōu)秀課題、優(yōu)秀論著、優(yōu)秀教學(xué)案例和論文等教科研成果進(jìn)行評比獎勵,對教科研實踐中做出突出成績的先進(jìn)個人和先進(jìn)集體進(jìn)行評比表彰。
9.建立教科研工作的過程與質(zhì)量的監(jiān)控評價機(jī)制。各縣(市、區(qū))教研室要對教科研工作的過程與質(zhì)量進(jìn)行監(jiān)控與評價,定期檢查教科研制度運行情況,及時匯總基本情況,明確存在的問題和困難,排查原因,不斷改進(jìn)教科研工作。要根據(jù)課程改革和教師專業(yè)發(fā)展的需要,制定教科研工作評價考核辦法,把考核結(jié)果與獎勵批評、晉升評優(yōu)、職務(wù)評聘、業(yè)務(wù)進(jìn)修、利益分配等掛鉤,激勵學(xué)校和教師不斷進(jìn)取。

三、拓展教科研工作的方法和途徑
10.不斷創(chuàng)新教科研的活動形式。學(xué)校要定期組織專題學(xué)術(shù)交流活動,每學(xué)年至少組織1次對外開放的專家講座、專題論壇等活動;每學(xué)期至少組織1次校內(nèi)教師教學(xué)競賽、觀摩,教科研標(biāo)兵或能手評比等活動。通過撰寫教學(xué)日記、開展教學(xué)反思、進(jìn)行案例分析、組織專題研討等形式,力求把教師個人的實踐反思、教師集體的合作互助、研究人員的專業(yè)引領(lǐng)有機(jī)結(jié)合起來。各級教科研部門要對教科研工作進(jìn)行全局性規(guī)劃,配合、支持、指導(dǎo)學(xué)校的教科研工作,積極為基層學(xué)校開展教科研工作搭建平臺。
11.積極探索教科研的校本化途徑。學(xué)校要依據(jù)自身的資源特點與發(fā)展階段,選擇并創(chuàng)造適合教師發(fā)展的多元的校本科研形式,切實提高教科研質(zhì)量。如學(xué)科研究、跨學(xué)科研究、綜合研究、師帶徒研、志愿組合研究、校際片際聯(lián)合研究、網(wǎng)上研究等。要充分認(rèn)識教師發(fā)展的不平衡性,利用“差異資源”,開展多層面、多形式的校本研究活動,實現(xiàn)資源共享;要積極倡導(dǎo)教師群體間的非正式對話,逐步形成正式和非正式組織相結(jié)合的、具有學(xué)校個性的合作共進(jìn)的科研模式與氛圍。
12.切實加強(qiáng)對課堂教學(xué)的研究和引領(lǐng)。教科研要聚焦課堂、研究課堂、提升課堂,切實提高有效教學(xué)的實施水平。要以課堂教學(xué)的“有趣、有疑、有悟、有用”為切入點,用課改的理念和思想開展課堂案例研究,定期舉行課堂有效教學(xué)論壇,引領(lǐng)教師轉(zhuǎn)變教學(xué)方式,提高課堂教學(xué)質(zhì)量。要通過教學(xué)設(shè)計、專題研討、經(jīng)驗交流、說課評課等多種方式,深入研究體現(xiàn)學(xué)思結(jié)合、知行

四、強(qiáng)化教科研隊伍建設(shè)
13.加強(qiáng)教科研管理隊伍的建設(shè)。校長要成為教科研工作的實踐者,能帶領(lǐng)廣大教師與時俱進(jìn),開展卓有成效的教科研。教導(dǎo)主任、教研主任要積極主動地進(jìn)行教科研的管理和組織,要根據(jù)學(xué)校的工作計劃確定學(xué)年、學(xué)期的工作重點,制定相應(yīng)的實施計劃。要重視對教研組、備課組工作的過程管理與指導(dǎo),善于發(fā)現(xiàn)先進(jìn)經(jīng)驗,加以總結(jié)提煉,并及時推廣。

五、落實提高教科研實效的保障措施
16.各縣(市、區(qū))教育行政部門要高度重視教科研,把推進(jìn)教科研,全面促進(jìn)教師專業(yè)發(fā)展作為一項重要工作來抓。各級教育行政部門和學(xué)校領(lǐng)導(dǎo)應(yīng)成為教科研的內(nèi)行,第一把手要親自關(guān)注和過問教科研工作,切實解決教科研工作中的突出問題。各縣(市、區(qū))教研室要擔(dān)負(fù)起專業(yè)引領(lǐng)的責(zé)任,有效整合專業(yè)資源,合理組建專業(yè)隊伍,組織開展多種形式的教科研活動,引領(lǐng)學(xué)校深入開展教科研工作。
17.各學(xué)校要成立以校長為主要責(zé)任人的教科研領(lǐng)導(dǎo)機(jī)構(gòu),健全并完善學(xué)校各級教科研組織,制定符合本校實際的教科研制度和切實可行的教科研實施方案。三星級以上普通高中和職業(yè)高中、省示范初中、省實驗小學(xué)和省級示范幼兒園要有獨立設(shè)置的教科室。教科室有專職主任,另設(shè)教研人員不少于1人。其他類型的學(xué)校應(yīng)有專人分管教科研工作。學(xué)校要有健全的校內(nèi)教科研工作網(wǎng)絡(luò)。
18.各學(xué)校要大力加強(qiáng)教研組和備課組的建設(shè)。要對教研組、備課組的活動提出明確要求,努力提高活動實效。活動中要注重各類文本、檔案資料的收集和整理,及時進(jìn)行研究和總結(jié)。每周要開展一次集體備課活動,有計劃,有重點,有記錄。要緊緊圍繞如何有效提高課堂教學(xué)效益來開展研究活動,潛心研究課堂教學(xué)規(guī)律,關(guān)注課堂教學(xué)改革,積極撰寫課堂教學(xué)心得。每一次活
