放射性污染控制與資源化重點(diǎn)實(shí)驗(yàn)室項(xiàng)目建設(shè)是一項(xiàng)復(fù)雜的系統(tǒng)工程，既要滿足科研和技術(shù)開發(fā)的需求，又受到項(xiàng)目人員、財(cái)政資金等建設(shè)條件的制約，涉及面廣，影響面大。本文從中國目前的放射性污染對(duì)大環(huán)境影響的研究背景出發(fā)，對(duì)重點(diǎn)實(shí)驗(yàn)室建設(shè)進(jìn)行科學(xué)定位，努力把對(duì)科學(xué)前沿的探索與國家目標(biāo)在戰(zhàn)略方向上統(tǒng)一起來，對(duì)放射性污染控制與資源化重點(diǎn)實(shí)驗(yàn)室項(xiàng)目建設(shè)進(jìn)行深入研究，綜合運(yùn)用項(xiàng)目管理的各種理論知識(shí)，結(jié)合項(xiàng)目的實(shí)際情況，得出科學(xué)合理的可行性結(jié)論。論文首先簡要介紹了研究背景和研究意義，分析了國內(nèi)外的研究現(xiàn)狀。闡述了我國重點(diǎn)實(shí)驗(yàn)室概念和特點(diǎn)，并對(duì)廣東省重點(diǎn)實(shí)驗(yàn)室多年來的建設(shè)發(fā)展進(jìn)行分析。在探討了重點(diǎn)實(shí)驗(yàn)室建設(shè)與一般項(xiàng)目建設(shè)的區(qū)別下，提出了放射性污染控制與資源化重點(diǎn)實(shí)驗(yàn)室建設(shè)的可行性和必要性，并從實(shí)驗(yàn)室項(xiàng)目建設(shè)模式、組織結(jié)構(gòu)、運(yùn)行機(jī)制等方面對(duì)整個(gè)建設(shè)過程進(jìn)行系統(tǒng)研究。最后結(jié)合放射性污染控制與資源化重點(diǎn)實(shí)驗(yàn)室項(xiàng)目實(shí)施的過程，探討了項(xiàng)目建設(shè)中的創(chuàng)新點(diǎn)，以期為國內(nèi)高校在以后復(fù)雜的重點(diǎn)實(shí)驗(yàn)室項(xiàng)目建設(shè)提供有效的參考。

Radioactive pollution control and resource reuse Key Laboratory of construction project is a complicated system engineering, not only to meet the needs of scientific research and technology development, but also restricted by the project staff, finance and construction conditions, involve wide, influence area is large.In this paper, the research background from the effects of radioactive contamination at present Chinese on environment, carries on the science localization to the key laboratory construction, efforts to unite to explore the frontiers of science and national objectives in the strategic direction, in-depth study of radioactive pollution control and resource reuse key laboratory construction project, various theories synthetically using the knowledge of project management, the actual situation of the project, the science reasonable feasibility conclusion.The paper first briefly introduces the background and significance of the research, analyzed the research status at home and abroad.Elaborated our country Key Laboratory of concept and characteristics, and to the development of Guangdong Provincial Key Laboratory for many years to carry on the analysis.The differences between the key laboratory construction and general construction project, puts forward the necessity and feasibility of Key Laboratory of radioactive pollution control and resource construction, and from the aspects of laboratory construction mode, organization structure, operation mechanism on the whole construction process for system research.Finally, combined with the process of Key Laboratory of radioactive pollution control and resource project implementation, discusses the construction of innovation, in order to domestic universities in the Key Laboratory of construction project after the complex to provide effective reference.

Lei Feng(雷鋒;Léi Fēng)(December 18, 1940-August 15, 1962)was a soldier of the People's Liberation Army of the PRC.He was characterized by propaganda as a selfless and modest figure after his death and consequently was an idol to many.Today Lei continues to serve as the idol to elementary school students who commemorate and “l(fā)earn from” him in everyday life, and has become a resilient cultural icon, with many t-shirts printed with his picture on the front.Born in Wangcheng, Hunan(near the Town of Leifeng, Changsha, Hunan, named in his honour), Lei joined the Communist youth corps when he was very young.Lei died in 1962 at the age of 22, when a telephone pole, struck by an army truck, killed him, when he was directing the truck in backing up.After Lei's death, Mao Zedong began what was to be known as the *“Learn from Comrade Lei Feng”(向雷鋒同志學(xué)習(xí))Campaign, designed to use Lei as a good example to the Chinese people to be cheerfully selfless and noble in thought.the Chinese word 學(xué)習(xí), when translated literally, can be “to learn, or learn” however, given this context, it means something like “to follow”, therefore, the slogan/phrase 向雷鋒同志學(xué)習(xí)means more of something like “follow the examples of comrade Lei-Feng.”

Since, March 5th has become the official “Learn from Lei Feng Day”.This day involves various community and school events where people go clean up parks, schools, and other community locations.Local news on that day usually has footage from these events.Lei's most recognizable image in popular culture is in t-shirt, he's in the same category as other revolutionary symbols including Mao Zedong and CheGuevera at street vendors.Some Lei Feng t-shirts have made their way into the United States as well.Hayden Christensen's character in the movie Life as a House is wearing a Lei Feng t-shirt.In March 2006, China released a game titled Learn From Lei Feng Online in which the player has to do good deeds, fight spies, and collect parts of Mao Zedong's collection.If the player wins, he or she gets to meet Chairman Mao in the game.Cultural Importance

Communist China's leaders have praised Lei Feng as the personification of altruism, the truly selfless figure.Although the historicity and authenticity of the man's story is under dispute, his cultural importance is ingrained within everyday life in China.The importance of moral character was emphasized heavily during Mao's era, but Deng-era reforms have seen a moral erosion where competitiveness in social networks has paved its path.Lei Feng's prominence from school textbooks have declined since the 1970's, although he remains part of the national curriculum and many of his deeds are taught in the elementary school curriculum.The term huo Lei Feng(literally Lei Feng alive)has become a noun(or adjective)for anyone that is seen as selfless, or anyone that goes out of their way to help others.
