開放的邗江歡迎韓國朋友投資考察

一、揚(yáng)州和韓國的友好交往源遠(yuǎn)流長。

1000年前，崔致遠(yuǎn)先生曾在揚(yáng)州為官5年，從而使這位“新羅文化的圣人”成為中韓兩國世代友好的見證，也成為揚(yáng)州與韓國文化、經(jīng)貿(mào)往來的始祖。目前在揚(yáng)州設(shè)有崔致遠(yuǎn)紀(jì)念館，每年的6月崔氏的后人都來揚(yáng)拜祭先人。

今天的揚(yáng)州市和韓國經(jīng)濟(jì)、文化往來日益密切。揚(yáng)州市的韓國工業(yè)園也坐落于邗江工業(yè)園內(nèi)。韓國的龍仁市和麗水市是揚(yáng)州市的國際友好城市。去年邗江區(qū)兩名公務(wù)員作為友好城市公務(wù)員交流于龍仁市進(jìn)行了為期兩個月的學(xué)習(xí)和交流。

二、邗江的基本情況

有著2500年歷史的邗江位于中國江蘇省中部，環(huán)繞國家歷史文化名城——揚(yáng)州市，東依上海，西接南京，南臨長江，北接淮水，中貫京杭大運(yùn)河。區(qū)域面積757平方公里，總?cè)丝?0萬。歷史上的揚(yáng)州數(shù)度繁華，尤以兩漢、隋唐、清代康乾年間為盛，是當(dāng)時我國東南地區(qū)的大都會。我們邗江因公元前486年吳王夫差開邗溝、筑邗城而得名。邗江環(huán)繞揚(yáng)州老城區(qū)，擁有揚(yáng)州市的一切資源優(yōu)勢，具體可以用四句話來概括:揚(yáng)州城市的周邊是邗江，揚(yáng)州的城市新區(qū)在邗江，揚(yáng)州市區(qū)的沿江屬邗江，揚(yáng)州的交通樞紐在邗江。是揚(yáng)州市區(qū)面積最廣、人口最多、實力最強(qiáng)、發(fā)展?jié)摿ψ畲蟮膮^(qū)。1993年和1995年連續(xù)兩次躋身“全國綜合實力百強(qiáng)縣”，排名分別為45位和42位，去年全區(qū)人均國內(nèi)生產(chǎn)總值達(dá)到2800美元。勤勞的邗江人民曾經(jīng)創(chuàng)造了歷史的輝煌，延續(xù)了歷史文明，正在搶抓機(jī) 1

遇，奮力拼搏，加快融入揚(yáng)州城市化進(jìn)程，努力實現(xiàn)江澤民總書記對家鄉(xiāng)的殷切期望——“把揚(yáng)州建設(shè)成為古代文化與現(xiàn)代文明交相輝映的名城”。

這里，氣候宜人，四季分明，雨量充沛，年平均氣溫15℃，日平均溫度低于0℃的天數(shù)約為20天，高于35℃的天數(shù)約為8天，各地人都容易適應(yīng)。

這里，“扼江防要沖、處淮左名都”，水陸交通發(fā)達(dá)，是蘇北、蘇中的重要交通門戶。京杭大運(yùn)河縱貫?zāi)媳?，３２８國道、寧通高速公路橫穿東西，國家一級開放港口——揚(yáng)州港擁有3萬噸集裝箱碼頭，可直航海外。距南京祿口國際機(jī)場約1個多小時路程，距上海虹橋國際機(jī)場約2個多小時路程。今年五月一日正式通車的亞洲第一，世界第三的潤揚(yáng)長江公路大橋北橋頭、國家一級始發(fā)站——揚(yáng)州火車站座落邗江境內(nèi)，與大橋同期建成通車的揚(yáng)州西北繞城高速公路穿境而過，將連接大橋與京滬高速公路，形成四通八達(dá)的“交通走廊”。

這里，人居環(huán)境優(yōu)美，治安秩序良好，文化、教育、醫(yī)療、飲食、娛樂、商貿(mào)等設(shè)施齊全，是享譽(yù)全國的優(yōu)秀旅游城市、國家衛(wèi)生城市、全國生態(tài)示范市、國家環(huán)保模范城市以及全國社會治安綜合治理先進(jìn)城市。這里，正在成為新一輪投資開發(fā)的熱土。隨著揚(yáng)州城市大開放、大開發(fā)、大發(fā)展時代的來臨，邗江作為城市新區(qū)的獨特區(qū)位優(yōu)勢日益凸現(xiàn)，正在成為揚(yáng)州城市建設(shè)的主戰(zhàn)場。目前，我區(qū)正在實施“近郊加速融入城市，遠(yuǎn)郊組團(tuán)發(fā)展，全面邁向城市化”的發(fā)展戰(zhàn)略，將為海內(nèi)外投資者提供投資開發(fā)的廣闊空間和無限商機(jī)。

三、邗江雄厚的產(chǎn)業(yè)基礎(chǔ)構(gòu)

邗江經(jīng)濟(jì)發(fā)展基礎(chǔ)較好，特色產(chǎn)業(yè)眾多。1993年和1995年

曾連續(xù)兩次躋身“全國綜合實力百強(qiáng)縣”行列，排名分別為45位和42位，2004年全區(qū)人均GDP達(dá)到2800美元，在蘇中、蘇北地區(qū)名列前茅。近日，全國工商聯(lián)公布全國規(guī)模民營企業(yè)500強(qiáng)，邗江5家企業(yè)榜上有名。以下是邗江的幾個重點產(chǎn)業(yè)，也是希望能和韓資企業(yè)合作、合資或韓資獨資的產(chǎn)業(yè)。

1、紡織服裝產(chǎn)業(yè)。總體規(guī)模達(dá)到30億元，擁有江蘇虎豹集團(tuán)、江蘇琴曼集團(tuán)、江蘇柏泰集團(tuán)、揚(yáng)州萬達(dá)羽絨制品公司等重點企業(yè)。去年4月，我區(qū)在江蘇省紡織工業(yè)協(xié)會的支持下，舉辦了首屆“中國揚(yáng)州（邗江）服裝節(jié)”，把邗江的紡織服裝產(chǎn)業(yè)推向了全國和世界各地。在江蘇紡織服裝產(chǎn)業(yè)集群名鎮(zhèn)授牌儀式上，邗江區(qū)成為全省惟一獲得“江蘇服裝產(chǎn)業(yè)基地”金字招牌的地區(qū)。江蘇虎豹集團(tuán)是我區(qū)紡織服裝行業(yè)的龍頭企業(yè)，現(xiàn)有總資產(chǎn)5億元，員工4000多人，“虎豹”商標(biāo)被認(rèn)定為“中國馳名商標(biāo)”。同時虎豹集團(tuán)和琴曼集團(tuán)捧回了“中國名牌產(chǎn)品”金色牌匾，虎豹集團(tuán)同時還獲得“2004年全國質(zhì)量管理先進(jìn)企業(yè)”牌匾。揚(yáng)州全市僅3個“中國名牌”產(chǎn)品，邗江就占了2席。

2、日用化工及旅游用品產(chǎn)業(yè)。總體規(guī)模達(dá)到30億元，擁有江蘇三笑集團(tuán)、高露潔三笑有限公司、揚(yáng)州金泉旅游用品公司、揚(yáng)州鑫源旅游用品公司等重點企業(yè)。三笑集團(tuán)是全世界最大的牙刷生產(chǎn)基地，“三笑牌”系列牙刷在國內(nèi)市場的占有率超過70%，吸引了世界500強(qiáng)企業(yè)美國高露潔棕欖公司在我區(qū)投資合作，并帶動了一大批日用化工及旅游用品企業(yè)的發(fā)展。今年4月，三笑集團(tuán)所在地杭集鎮(zhèn)被全國輕工總會授予“中國牙刷之都”榮譽(yù)稱號。

3、壓力機(jī)及機(jī)械制造產(chǎn)業(yè)。邗江擁有江蘇揚(yáng)力鍛壓機(jī)床有限公司、江蘇牧羊集團(tuán)、揚(yáng)州數(shù)控機(jī)床有限公司、揚(yáng)州鍛壓機(jī)床有限公司等重點產(chǎn)業(yè)。揚(yáng)力公司的壓力機(jī)械、牧羊集團(tuán)的飼料機(jī)

械均在國內(nèi)同行業(yè)處于領(lǐng)先地位。去年4月，全國惟一的金屬板材加工設(shè)備產(chǎn)業(yè)基地在邗江掛牌，金方圓、揚(yáng)力等6家骨干企業(yè)及相關(guān)配套企業(yè)創(chuàng)造出了30多個億的經(jīng)濟(jì)總量。為將此基地建成國內(nèi)一流的基地，邗江正一方面加速在柔性生產(chǎn)線、激光切割等高技術(shù)領(lǐng)域取得突破，同時積極尋找在該領(lǐng)域擁有尖端技術(shù)的合作伙伴，鞏固在全國同行業(yè)的領(lǐng)跑地位。

4、化工及新型包裝材料產(chǎn)業(yè)。總體規(guī)模達(dá)到20億元，擁有江蘇瓊花集團(tuán)等重點企業(yè)。瓊花集團(tuán)生產(chǎn)的PVC片材及各類新型包裝材料在全國同行業(yè)也處于單打冠軍的位臵，目前該企業(yè)正在積極籌備上市。

5、建筑產(chǎn)業(yè)?？傄?guī)模達(dá)到35億元，擁有國家一級資質(zhì)施工企業(yè)江蘇邗建集團(tuán)，江蘇新江南偉業(yè)機(jī)電安裝設(shè)備有限公司等一批重點企業(yè)集團(tuán)。

6、房地產(chǎn)業(yè)。邗江位于揚(yáng)州新區(qū)，房地產(chǎn)業(yè)非常發(fā)達(dá)，已有多家國內(nèi)知名房產(chǎn)公司搶灘市場，房市價格連攀新高。目前我區(qū)的房產(chǎn)已成為揚(yáng)州房地產(chǎn)開發(fā)的主戰(zhàn)場。隨著揚(yáng)州新城西區(qū)開發(fā)和經(jīng)營城市力度的加大，房地產(chǎn)業(yè)仍有非常大的發(fā)展空間。

除了以上六個重點產(chǎn)業(yè)以外，我區(qū)還擁有電子電器、通訊線纜、鞋帽玩具、醫(yī)療器械、太陽能綜合利用、水泥建材、制筆制刷、農(nóng)副產(chǎn)品等主導(dǎo)產(chǎn)業(yè)以及一批具有一定實力規(guī)模的企業(yè)集團(tuán)。

四、沿江開發(fā)戰(zhàn)略的實施把邗江推上了加速發(fā)展的快車道

按照省委、省政府加快沿江開發(fā)的總體部署，揚(yáng)州正在依托80公里長江岸線的資源優(yōu)勢，實施沿江大開發(fā)戰(zhàn)略，規(guī)劃建設(shè)化工、紡織、汽車、高科技、生態(tài)農(nóng)業(yè)林業(yè)、物流旅游業(yè)6大產(chǎn)業(yè)板塊，全力推進(jìn)揚(yáng)州經(jīng)濟(jì)從“運(yùn)河時代”走向“長江時代”。我們邗江作為揚(yáng)州市區(qū)沿江開發(fā)的重要戰(zhàn)略前沿，擁有長江岸線26.8

公里，其中可供開發(fā)的-10米以下深水岸線達(dá)20公里。目前，我區(qū)正在實施大交通戰(zhàn)略，重點打通沿江及區(qū)內(nèi)4條交通快速干道，精心打造2個市級工業(yè)園和5個區(qū)級工業(yè)園，為廣大投資者提供優(yōu)質(zhì)的投資載體。下面，我著重介紹一下邗江工業(yè)園。

邗江工業(yè)園是揚(yáng)州市城市總體規(guī)劃確定的工業(yè)園區(qū)之一，位于市區(qū)西南部，緊鄰揚(yáng)州新城中心，距離老城區(qū)中心約3.5公里。園區(qū)重點發(fā)展外商投資企業(yè)和高新技術(shù)產(chǎn)業(yè)，并按服裝加工片、電子工業(yè)片、機(jī)電工程片、精細(xì)化工片、輕工加工片進(jìn)行布臵，通過企業(yè)化運(yùn)作、集中化服務(wù)、數(shù)字化管理，把園區(qū)建成高效、便捷、清潔、優(yōu)美、安全的綠色數(shù)字化工業(yè)園區(qū)。工業(yè)園區(qū)一期規(guī)劃總用地約8平方公里。2001年9月啟動建設(shè)，至去年年底基本開發(fā)完成，已批準(zhǔn)進(jìn)園企業(yè)110家，總投資 71億元，有50 家企業(yè)建成投產(chǎn)。目前，規(guī)劃面積21.6平方公里的二期工程已經(jīng)啟動，美國TCP公司投資8000萬美元照明產(chǎn)品生產(chǎn)項目和投資4個億的華油鋼管等項目正在建設(shè)之中。對參與沿江開發(fā)和進(jìn)入邗江工業(yè)園的項目，我們出臺了相關(guān)優(yōu)惠政策，具體內(nèi)容，歡迎大家查閱有關(guān)文件。

五、濃郁的親商富商氛圍是邗江極具吸引力的關(guān)鍵所在在優(yōu)惠政策方面，除認(rèn)真落實國家和省市的各項優(yōu)惠政策外，我們專門出臺了《關(guān)于促進(jìn)經(jīng)濟(jì)加快發(fā)展的若干意見》，進(jìn)一步放大政策洼地效應(yīng)，充分體現(xiàn)了地方政策優(yōu)勢。

在運(yùn)營成本方面，各種建設(shè)、生產(chǎn)成本相對較低，如通關(guān)速度較快，工業(yè)用自來水成本RMB2.7/噸，工業(yè)用電成本在05.－0.7/度。在具體相關(guān)內(nèi)容，歡迎大家到有關(guān)部門咨詢。

在手續(xù)辦理方面，成立了揚(yáng)州市邗江區(qū)行政服務(wù)中心，對所有項目申報、證照辦理實行“一站式”審批。項目立項和可行性

研究報告、環(huán)保立項、土地、規(guī)劃和建設(shè)、合同和章程等前臵手續(xù)區(qū)內(nèi)審批時限不超過7個有效工作日，特殊情況下不超過10個工作日。土地征用手續(xù)辦理時限不超過３０個工作日。

下午好！

在這春暖花開、景色宜人的美好季節(jié)，我們歡聚一堂，暢敘友情，相互交流，共謀發(fā)展。在此，我謹(jǐn)代表江都市委、市人民政府，向光臨本次花卉節(jié)的各位嘉賓、各位朋友表示最熱烈的歡迎！

現(xiàn)在，我向大家簡要介紹江都的經(jīng)濟(jì)社會發(fā)展情況，希望大家進(jìn)一步了解江都、關(guān)愛江都、投資江都。

江都?xì)v史悠久，人文薈萃，環(huán)境優(yōu)美，物產(chǎn)豐饒，素有魚米之鄉(xiāng)、花木之鄉(xiāng)、絲綢之鄉(xiāng)、建筑之鄉(xiāng)之美譽(yù)，是華東地區(qū)重要的交通樞紐、水利樞紐和電力樞紐，是國家南水北調(diào)東線工程源頭。全市總面積1332平方公里，人口107萬。改革開放以來，江都人民開拓進(jìn)取，乘勢而上，經(jīng)濟(jì)建設(shè)和各項社會事業(yè)得到了較快發(fā)展，在第四屆全國縣域經(jīng)濟(jì)綜合競爭力評比中名列第46位。先后榮獲全國科技進(jìn)步先進(jìn)市、全國文化先進(jìn)市、全國社會治安綜合治理先進(jìn)市、江蘇省黨建工作先進(jìn)市、江蘇省雙擁模范城、江蘇省衛(wèi)生城市、江蘇省文明城市等榮譽(yù)稱號。2004年，全市實現(xiàn)地區(qū)生產(chǎn)總值167.7億元，財政收入14.28億元，全社會固定資產(chǎn)投資61億元，各項存款余額180億元，主要經(jīng)濟(jì)指標(biāo)名列揚(yáng)州市各縣（市、區(qū)）前茅，在蘇中地區(qū)乃至全省位次逐步前移。今年以來，經(jīng)濟(jì)和社會事業(yè)繼續(xù)保持較快發(fā)展的良好勢頭。借此機(jī)會，我謹(jǐn)向長期以來關(guān)心支持江都經(jīng)濟(jì)社會發(fā)展的各位領(lǐng)導(dǎo)、各位朋友表示最衷心的感謝！

當(dāng)前，我們迎來了重要的發(fā)展戰(zhàn)略機(jī)遇期，國際產(chǎn)業(yè)、各類資本加速向“長三角”轉(zhuǎn)移集聚，寧啟鐵路、潤揚(yáng)長江大橋的建成通車，使我市的區(qū)位優(yōu)勢更加明顯。為搶抓機(jī)遇，加快發(fā)展，我市提出了“大干三五年、奮力爭進(jìn)位”的總體目標(biāo)要求，即通過三至五年的努力，在2009年提前實現(xiàn)全面小康，力爭擠進(jìn)全省縣（市）前十強(qiáng)。在加快經(jīng)濟(jì)社會發(fā)展的進(jìn)程中，我們始終突出四個方面：

一、大力推進(jìn)沿江開發(fā)，不斷拓展發(fā)展新空間

近年來，我市把沿江開發(fā)作為加快經(jīng)濟(jì)發(fā)展的重要舉措，通過高起點規(guī)劃、高強(qiáng)度建設(shè)、高速度推進(jìn)，沿江開發(fā)已初具規(guī)模。

規(guī)劃布局不斷完善。我市沿江地區(qū)南至長江，北至寧啟鐵路，總面積達(dá)470平方公里，可供開發(fā)的土地面積約400平方公里。在省、揚(yáng)州市沿江開發(fā)總體規(guī)劃指導(dǎo)下，我們編制了《江都市沿江開發(fā)區(qū)域規(guī)劃》及各類專項規(guī)劃，對470平方公里進(jìn)行整體規(guī)劃布局，側(cè)重對寧通公路以南160平方公里組織編制總體規(guī)劃，先行啟動區(qū)規(guī)劃建設(shè)達(dá)30平方公里?，F(xiàn)啟動區(qū)已完成了產(chǎn)業(yè)布局、功能分區(qū)規(guī)劃，修編了船舶工業(yè)帶、機(jī)電冶金工業(yè)園、精細(xì)化工園、高科技產(chǎn)業(yè)園等“一帶三園”建設(shè)詳規(guī)。下一步，我們將科學(xué)編制沿江區(qū)域城市副中心組團(tuán)規(guī)劃、重點區(qū)域建設(shè)規(guī)劃以及基礎(chǔ)設(shè)施布局規(guī)劃和商住區(qū)規(guī)劃，逐步把沿江地區(qū)打造成生產(chǎn)發(fā)達(dá)、生態(tài)優(yōu)美、生活富裕的現(xiàn)代化新型城區(qū)、新型園區(qū)、新型港區(qū)、新型生態(tài)區(qū)。

基礎(chǔ)設(shè)施日益配套。近年來，累計在沿江投入近10億元，推進(jìn)“水、電、港、路、橋、房”建設(shè)，已形成了較強(qiáng)的市政公用設(shè)施和公共事業(yè)配套能力，“三縱三橫”20多公里的路網(wǎng)全線貫通，供電、通訊、給排水設(shè)施齊全，目前“五通一平”建設(shè)區(qū)域已達(dá)10平方公里。江都港改造升級為一類口岸，經(jīng)省政府批準(zhǔn)正式對外開放，年吞吐能力500萬噸。今年，沿江開發(fā)將大力推進(jìn)10大工程建設(shè)，啟動沿江5萬噸污水處理廠、4萬噸自來水廠一期工程、3萬噸綜合碼頭工程建設(shè)，建成區(qū)內(nèi)主次干道5條20公里、園區(qū)汛前防洪排澇應(yīng)急工程、11萬伏公用變電所，將一號碼頭擴(kuò)建成萬噸級碼頭，年內(nèi)完成基礎(chǔ)設(shè)施投入10億元左右。

產(chǎn)業(yè)開發(fā)初見成效。沿江開發(fā)區(qū)已累計引進(jìn)項目14個，總投資38.6億元，誠德鋼管、福龍?zhí)胤N鋼、長青農(nóng)化、亞海造船、科進(jìn)船業(yè)等企業(yè)已先后落戶沿江，華倫化工、大江化工、華誠汽車零部件等一批企業(yè)也即將在沿江投資建設(shè)。當(dāng)前及今后一個時期，我們將依托現(xiàn)有“一帶三園”，著力培植機(jī)電冶金、精細(xì)化工、汽車及零部件、船舶制造及高新技術(shù)等五大主導(dǎo)產(chǎn)業(yè)，推動一批單體投量大、科技含量高、帶動能力強(qiáng)的大項目向沿江區(qū)域集聚。至“十一五”期末，力爭沿江支柱產(chǎn)業(yè)規(guī)模總量達(dá)到300億元。

與沿江大開發(fā)相呼應(yīng)，各鎮(zhèn)工業(yè)集中區(qū)也迎來了新一輪建設(shè)熱潮，全市21個鎮(zhèn)級工業(yè)集中區(qū)累計開發(fā)面積近2萬畝，進(jìn)區(qū)項目600多個，總投資25億元，3個集中區(qū)獲得“全國鄉(xiāng)鎮(zhèn)工業(yè)科技示范園區(qū)”稱號，還有3個集中區(qū)獲得“江蘇省鄉(xiāng)鎮(zhèn)工業(yè)小區(qū)”稱號。我市按照整合資源、集約開發(fā)、擴(kuò)大規(guī)模、打造特色的要求，加快各鎮(zhèn)工業(yè)集中區(qū)建設(shè)，今年將完成基礎(chǔ)設(shè)施投入4億元，新增進(jìn)園項目350個。3-5年內(nèi)，全市將形成以武堅體育器材、永安汽車配件、雙溝電子電器、丁伙建筑機(jī)械為代表的8個產(chǎn)業(yè)特色鮮明、布局合理有序、經(jīng)濟(jì)總量分別突破20億元的工業(yè)集中區(qū)。

沿江開發(fā)和各鎮(zhèn)工業(yè)集中區(qū)的加快推進(jìn)，提升了我市產(chǎn)業(yè)集聚、要素集聚能力。近年來，我市“雙資”利用連年翻番。2004年，合同利用外資1.84億美元，實際利用外資1億美元，分別增長146%、81%；利用民資40.6億元，增長67.1%。

二、大力推進(jìn)新型工業(yè)化，不斷培植發(fā)展新優(yōu)勢

江都是蘇中地區(qū)重要的工業(yè)城市，全市擁有工業(yè)企業(yè)6000多家，去年實現(xiàn)產(chǎn)值380億元，增長35%，今年可望突破500億元，規(guī)模工業(yè)總量位居蘇中各縣（市）前列。
