On 16 October 2010, World Food Day enters its 30th year.The theme of this year’s observance, “United against hunger”, seeks to recognize the efforts made in the fight against world hunger by all actors, at all levels;and urges us to be even more united to do more.2010年10月16日,世界糧食日活動進入第30個年頭。今年慶?;顒拥闹黝}是“團結(jié)起來,戰(zhàn)勝饑餓”,旨在表彰各階層人士為戰(zhàn)勝世界饑餓所做出的努力,并敦促我們今后要更加團結(jié)一致,取得更多成績。
In 2009, the critical threshold of one billion hungry people in the world was reached in large part due to soaring food prices and the global economic crisis.The gravity of the silent hunger crisis is the result of decades of neglect of agriculture and under-investment in the sector.That is why on the eve of the “Hunger Summit” of heads of state and government held in Rome, in November 2009, FAO launched a petition to reflect the moral outrage of the situation.2009年,全世界饑餓人口超過10億大關(guān),部分原因是由于糧價飆升以及全球經(jīng)濟危機。無聲的饑餓問題之所以如此嚴(yán)重,是幾十年來忽視農(nóng)業(yè),對農(nóng)業(yè)領(lǐng)域投資不足造成的。這就是為什么糧農(nóng)組織在2009年11月國家元首和政府首腦羅馬“饑餓峰會”前夕發(fā)起了一場請愿活動,對這一狀況發(fā)出道義上的憤怒呼聲。
This “1 billion hungry project” reaches out to persons to sign the anti-hunger petition and to work together to amplify the message that society has to take special care that no one goes hungry today.Over 1 million people have signed and the project is continuing.“十億人在挨餓項目”廣泛聯(lián)系各界群眾,簽署反饑餓請愿書,并共同努力向全社會加強宣傳,要對此采取特殊關(guān)注,確保當(dāng)今世界沒有人挨餓。該項目還在進行中,簽署請愿書的人數(shù)已超過100萬。
FAO has united with the popular world of professional sport.Together with the European

World food production will need to increase by 70 percent to feed a population of over nine billion people in 2050.With limited land, farmers will have to get greater yields out of the land already under cultivation.世界糧食產(chǎn)量要增加70%,才能到2050年養(yǎng)活90多億人口。由于土地資源稀少,農(nóng)民必須提高現(xiàn)有耕地的單產(chǎn)。

糧食和營養(yǎng)安全是過上體面生活、獲得良好教育以及甚至是實現(xiàn)所有千年發(fā)展目標(biāo)的基礎(chǔ)。在過去兩年里,糧食價格動蕩、經(jīng)濟危機、氣候變化和沖突等因素導(dǎo)致越來越多的人無法獲得生活、工作和取得成功所需要的糧食,人數(shù)增加幅度非常大,令人無法接受。在人類歷史上,饑民人口首次超過了十億。在整個發(fā)展中世界,糧食價格仍然居高不下。我們必須對饑民的需要作出反應(yīng),首先,我們必須保證提供充分的政治和財政支持,以便提供緊急糧食援助。在危機時刻實現(xiàn)糧食安全是今年世界糧食日和聯(lián)合國糧食及農(nóng)業(yè)組織電視糧食集資運動的主題。該主題強調(diào)的是,必須作出更大努力,尊重窮人和饑民的人格尊嚴(yán),向那些常常冒著生命危險幫助他人的男女人士提供支助。

This year, International Literacy Day places a special focus on the essential relationship between literacy and peace.今年的國際掃盲日特別關(guān)注掃盲與和平的必然聯(lián)系。
Lasting peace is founded on respect for human rights and social justice.持久和平建立在尊重人權(quán)與社會公正的基石之上。
Literacy, the foundation of all education and lifelong learning, is one of these rights.掃盲就是一項人權(quán),是全民教育和終身學(xué)習(xí)的基礎(chǔ)。
Literacy is a prerequisite for peace because it carries multiple benefits, cutting across the human, cultural, social, political and economic spheres.掃盲是和平的首要必備條件,因為它具有多重益處,惠及人類、文化、社會、政治和經(jīng)濟等各個領(lǐng)域。
In today’s knowledge driven societies, lack of literacy is more than ever synonymous with exclusion and marginalization.在當(dāng)今由知識推動的社會中,沒有基本知識愈加成為排斥和邊緣化的同義詞。
According to the most recent figures(2009), 793 million adults lack basic literacy skills, the majority are girls and women.A further 67 million children of primary school age are not in primary school and 72 million adolescents of lower secondary school age are also missing out their right to an education, running the risk of creating a new generation of illiterates.根據(jù)最新統(tǒng)計數(shù)字(2009年),7.93億成人沒有基本識字能力,其中大多數(shù)是女童和婦女。另外,有6700萬小學(xué)學(xué)齡兒童沒有上小學(xué),7200萬初中學(xué)齡兒童錯失了受教育的權(quán)利,因而有可能產(chǎn)生新一代文盲。

Literacy is a development accelerator and a force for peace.掃盲是發(fā)展的加速器、和平的推動力。
First, literacy empowers individuals, equipping them with the skills and confidence to seek out vital information and to make informed choices that have a direct impact on their families and communities.首先,掃盲可增強個人能力,賦予人們各種技能和信心,使其能夠捕捉必要信息,在對其家庭和社群具有直接影響的問題上做出明智選擇。
Second literacy is a condition for individuals to effectively participate in democratic processes, to claim a voice in community organizations, gain political knowledge and thereby contribute to shaping the quality of public policies.其次,有基本知識是個人切實參與民主進程、在社區(qū)組織中要求發(fā)言權(quán)、獲取政治知識并從而為制定高質(zhì)量的公共政策做出貢獻(xiàn)的一個條件。

No country can hope to establish lasting conditions for peace unless it finds ways of building mutual trust between its citizens through inclusive education systems that promote mutual understanding, respect, tolerance and dialogue.除非通過倡導(dǎo)相互理解、尊重、寬容和對話的包容教育系統(tǒng)找到在本國公民之間建立相互信任的途徑,否則沒有一個國家能奢望為和平創(chuàng)造經(jīng)久不衰的條件。
It is crucial to integrate literacy in peace building processes in order to plant the seeds of peace, foster dialogue and reconciliation, and give youth and adults the skills they need to seek decent employment.必須將掃盲納入建設(shè)和平的進程,從而播撒下和平的種子,促進對話與和解,賦予青年和成年人謀求體面工作所需的技能。

Investing in literacy programs is a sensible and essential development choice.Literacy is a key component of strategies to promote sustainable development and peace.It is central to achieving Education for All and the Millennium Development Goals.投資掃盲計劃是一個明智而又必要的發(fā)展選擇。掃盲是促進可持續(xù)發(fā)展與和平戰(zhàn)略的一項主要內(nèi)容,是實現(xiàn)全民教育和千年發(fā)展目標(biāo)的關(guān)鍵。
The world urgently needs increased political commitment to literacy backed by adequate resources to scale up effective programs.Today I urge governments, international organizations, civil society and the private sector to make literacy a policy priority, so that every individual can develop their potential, and actively participate in shaping more sustainable, just and peaceful societies.世界迫切需要政治領(lǐng)導(dǎo)人們對掃盲做出更堅定的承諾并以充足的資源作為這種承諾的后盾,擴大切實有效的計劃。今天,我敦促各國政府、國際組織、民間社會和私營部門將掃盲作為一項政策重點,使每個人都能發(fā)掘自己的潛力,積極參與建設(shè)更加可持續(xù)、公正與和平的社會。
