Oceans play a key role in our daily lives.They are integral to sustainable development and an important frontier for research.As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life.This research has great potential to advance human well-being.海洋在我們的日常生活中發(fā)揮著關(guān)鍵作用,是可持續(xù)發(fā)展的有機(jī)組成部分,是重要的科研前沿地帶。科學(xué)家正在對海洋進(jìn)行前所未有的深入探索,他 們不斷發(fā)現(xiàn)新形式的海洋生物。這一研究很有可能為人類謀取福祉。
But, if we are to fully benefit from what oceans have to offer, we must address the damaging impacts of human activities.The diversity of life in the oceans is under ever-increasing strain.Over-exploitation of marine living resources, climate change, and pollution from hazardous materials and activities all pose a grave threat to the marine environment.So does the growth of criminal activities, including piracy, which have serious implications for the security of navigation and the safety of seafarers.但是,如果我們希望充分得益于海洋所能帶來的惠益,我們就必須消除人類活動產(chǎn)生的破壞影響。海洋生物多樣性正日益面臨更大壓力。對海洋生物 資源的過度開發(fā)、氣候變化及有害物質(zhì)和活動所致的污染,這些都對海洋環(huán)境構(gòu)成嚴(yán)重威脅。犯罪活動的增加,包括海盜行為,同樣也是嚴(yán)重威脅,對航行安全和海 員的安全有著嚴(yán)重影響。
Much action is already being taken within the framework of the 1982 United Nations Convention on the Law of the Sea — our “constitution for the oceans”.More than 15 years after the Convention’s entry into force, it continues to act as our guide.But if we are to safeguard the capacity of the oceans to service society’s many and varied needs, we need to do much more.On this second annual commemoration of World Oceans Day, I urge Governments and citizens everywhere to acknowledge the enormous value of the world’s oceans — and do their part in ensuring their health and vitality.已開始在1982年《聯(lián)合國海洋法公約》框架內(nèi)采取許多行動,該公約是我們的“海洋憲法”。該公約生效已有15年之久,但它仍是我們的行動 導(dǎo)向。然而,如欲保障海洋服務(wù)于人類社會多種多樣需要的能力,我們還需要做更多工作。在此世界海洋日兩周年活動之際,我促請各國政府和世界各地公民認(rèn)同世 界各大洋的巨大價值,各盡所能,確保各大洋的健康和活力。

World Oceans Day is an opportunity to reflect on the importance of oceans to humankind's sustainable development.It is also a time to recognize the many severe challenges related to oceans.These range from depleted fishery resources, the impacts of climate change and the deterioration of the marine environment to maritime safety and security, labour conditions for seafarers and the increasingly important issue of migration by sea.世界海洋日使我們有機(jī)會思考海洋對人類可持續(xù)發(fā)展的重要性。這也是一個認(rèn)識到與海洋相關(guān)的很多嚴(yán)峻挑戰(zhàn)的時機(jī)。這些挑戰(zhàn)涉及諸多方面,從漁業(yè)資源的枯竭、氣候變化的影響和海洋環(huán)境的惡化,到海上安全與保障、海員的工作條件和越來越重要的經(jīng)由海路移徙問題。
Some of these concerns have arisen since the adoption of the United Nations Convention on the Law of the Sea.The progressive development of the law of the sea through the Convention and related instruments is meant to contribute to the sustainable development of the oceans and seas as well as to the strengthening of international peace and security, the equitable and efficient utilization of ocean resources, the protection and preservation of the marine environment and the realization of a just and equitable economic order.As such, the law of the sea provides a flexible and evolving framework for adapting to new challenges.其中一些關(guān)切問題是在《聯(lián)合國海洋法公約》通過之后提出的。海洋法通過該《公約》及相關(guān)文書得到逐步發(fā)展,意在促進(jìn)海洋的可持續(xù)發(fā)展,并推動加強(qiáng)國際和平與安全,公平有效地利用海洋資源,保護(hù)和養(yǎng)護(hù)海洋環(huán)境以及實現(xiàn)公正和公平的經(jīng)濟(jì)秩序。因此,海洋法是適應(yīng)各種新挑戰(zhàn)的一個靈活和不斷發(fā)展的框架。
