This solemn occasion is special in another respect.On being sworn in, a few moments ago, I placed my hand on the United Nations Charter — not a copy, but the original signed in San Francisco.Our Founding Fathers deemed this document so precious that it was flown back to Washington, strapped to its own parachute.No such consideration was given to the poor diplomat accompanying it;he had to take his chances.We thank the United States National Archives for their generosity in lending it today, and for their care in preserving it.今天這一莊嚴(yán)的時(shí)刻尤為特殊,在剛剛進(jìn)行的宣誓儀式中,我將手放在了聯(lián)合國憲章之上——不是副本,而是當(dāng)年各國在舊金山簽署的原件。我們當(dāng)年的創(chuàng)立者對(duì)這份文件無比珍視,專門用飛機(jī)將它送回華盛頓,僅有的降落傘也系在了文件上,甚至沒有留給運(yùn)送它的外交官。我們感謝美國國家檔案館今天再次把它帶到聯(lián)合國,也感謝他們對(duì)這份原件長期以來的精心保護(hù)。
The Charter of the United Nations is the animating spirit and soul of our great institution.For 65 years, this great Organization has carried the flame of human aspiration — “We the peoples”.From the last of the great world wars, through the fall of the Berlin Wall and the end of apartheid, we have fed the hungry, delivered comfort to the sick and suffering, brought peace to those afflicted by war.This great Organization, dedicated to human progress — the United Nations.聯(lián)合國憲章是我們這個(gè)偉大機(jī)構(gòu)的精神象征。65年來,這個(gè)偉大的組織一直維系著人類理想的火焰——“我們即聯(lián)合國人民”。從世界大戰(zhàn)之末,到柏林墻的倒塌,再到種族隔離政策的結(jié)束,我們一直致力于消除貧窮與饑餓,戰(zhàn)勝疾病與苦難,維護(hù)世界穩(wěn)定與和平。這個(gè)偉大的組織,致力于人類的進(jìn)步與發(fā)展,這就是聯(lián)合國。
We began our work together, four and a half years ago, with a call for a “new multilateralism” — a new spirit of collective action.We saw, in our daily work, how all the world?s people look more and more to the United Nations.We knew then — and more so now — that we live in an era of integration and interconnection, a new era where no country can solve all challenges on its own and where every country should be part of the solution.That is the reality of the modern world.We can struggle with it, or we can lead.四年半前,我們秉持“新多邊主義”的精神,力求在國際事務(wù)上采取協(xié)同一致的行動(dòng)。從我們的日常工作中,我們能感受到世界人民對(duì)聯(lián)合國越來越多的期待與關(guān)注,從過去到現(xiàn)在,我們愈加意識(shí)到世界各國越來越相互融合、密不可分,每一個(gè)國家都無法獨(dú)立應(yīng)對(duì)全部挑戰(zhàn),每一個(gè)國家都需要為解決問題做出貢獻(xiàn)。這就是當(dāng)今世界面對(duì)的現(xiàn)實(shí)問題,我們或者糾纏其中,或者發(fā)揮起領(lǐng)導(dǎo)作用。
The role of the United Nations is to lead.Each of us here today shares that heavy responsibility.It is why the United Nations matters in a different and deeper way than ever before.To lead, we must deliver results.Mere statistics will not do.We need results that people can see and touch, results that change lives — make a difference.聯(lián)合國扮演的角色就是領(lǐng)導(dǎo)。今天在座的各位都肩負(fù)這一重要的責(zé)任。正是因?yàn)槿绱?,?lián)合國比以往任何時(shí)候都更加重要,其影響力也有別于往昔。要領(lǐng)導(dǎo),就要取得成果。單純的統(tǒng)計(jì)數(shù)據(jù)是不夠的;我們需要看得見、摸得著的成果,需要能改變?nèi)藗兩?、不同凡響的成果?/p>

As we look to the future, we recognize the imperative for decisive and concerted action.In economic hard times, we must stretch resources — do better with less.We must improve our ability to “Deliver as One”.We must do more to connect the dots among the world?s challenges, so that solutions to one global problem become solutions for all — on women?s and children?s health, green growth, more equitable social and economic development.A clear time frame lies ahead: the target date for the Millennium Development Goals in 2015;next year?s “Rio+20” Conference;the high-level meeting on nuclear safety in September;and the Nuclear Security Summit in Seoul next year.展望未來,我們認(rèn)識(shí)到?jīng)Q定性和協(xié)調(diào)一致的行動(dòng)勢(shì)在必行。在經(jīng)濟(jì)困難時(shí)期,我們必須擴(kuò)展資源——以更少的資源做到更好。我們必須提高我們“共同發(fā)聲”的能力。我們必須做出更多努力將世界面臨的挑戰(zhàn)協(xié)調(diào)起來,使之成為一個(gè)全球性問題并制定解決方案,包括婦女和兒童的健康,綠色增長,更公平的社會(huì)和經(jīng)濟(jì)發(fā)展。一個(gè)明確的時(shí)間表正擺在我們面前:2015年實(shí)現(xiàn)千年發(fā)展目標(biāo),明年舉行“里約+20”會(huì)議,今年九月核安全高級(jí)別會(huì)議,以及明年首爾舉行的核安全峰會(huì)。

It has been a great privilege to serve as your Secretary-General.That you should ask me to serve once again makes it all the greater.With gratitude for your support and encouragement, and honouring your trust, I pledge my full commitment to accept your support.I am proud and humbled to accept.As Secretary-General, I will work as a harmonizer and bridge-builder — among Member States, within the United Nations system and between the United Nations and a rich diversity of international partners.擔(dān)任秘書長的工作一直是我莫大的榮幸,今天再次獲得大家的任命使我更加感到光榮。帶著對(duì)各位支持與鼓勵(lì)的感激之情,心懷不辜負(fù)大家信任的責(zé)任之心,我自豪而謙卑地接受大家的決定。作為秘書長,我將在會(huì)員國之間、聯(lián)合國系統(tǒng)內(nèi)部以及聯(lián)合國與諸多國際伙伴之間,發(fā)揮起協(xié)調(diào)員和架橋者的作用。

您好!
時(shí)代在發(fā)展,社會(huì)在進(jìn)步。世界正處于日新月異的變化當(dāng)中。
1971年10月25日,這是一個(gè)值得紀(jì)念和歡慶的日子,中華人民共和國國旗首次飄揚(yáng)在聯(lián)合國總部大樓前,中國恢復(fù)在聯(lián)合國的合法席位。這是基于我國致力于維護(hù)世界與周邊的和平環(huán)境及我國社會(huì)主義現(xiàn)代化建設(shè)的成就。
中國作為聯(lián)合國的創(chuàng)始國和安理會(huì)常任理事國之一,一貫遵循聯(lián)合國維護(hù)國際和平與安全,促進(jìn)國際合作與發(fā)展的宗旨,對(duì)世界的和平與發(fā)展做出了重要貢獻(xiàn)。
當(dāng)今世界,中國是發(fā)展最快、變化最大的國家之一,中國的發(fā)展離不開世界,世界的發(fā)展也離不開中國。一個(gè)和平、合作、負(fù)責(zé)任的中國形象已經(jīng)展現(xiàn)在國際社會(huì)面前。中國擁有日益發(fā)展的經(jīng)濟(jì)力量,綜合國力位居世界前列,國際地位顯著提高,在維護(hù)世界和平、促進(jìn)發(fā)展方面發(fā)揮著重要的作用。
和平與發(fā)展是當(dāng)今時(shí)代的主題,我國改革開放的領(lǐng)導(dǎo)者鄧小平指出,現(xiàn)在世界上真正大的問題,一個(gè)是和平問題,一個(gè)是經(jīng)濟(jì)問題或者說發(fā)展問題。為了和平與發(fā)展,我國反對(duì)霸權(quán)主義和強(qiáng)權(quán)政治,主張改變舊的國際秩序,建立以和平共處五項(xiàng)原則為基礎(chǔ)的有利于世界和平與發(fā)展的國際新秩序。
但是,世界仍然有一些區(qū)域性、小規(guī)模的沖突。例如:1999年,以美國為首的北約趁南聯(lián)盟內(nèi)部發(fā)生科索沃危機(jī),打著“人權(quán)高于主權(quán)”的旗號(hào),向南聯(lián)盟發(fā)動(dòng)了長達(dá)78天的狂轟爛炸。這是北約在沒有聯(lián)合國安理會(huì)授權(quán)的情況下對(duì)南斯拉夫動(dòng)武。另外,國際恐怖主義也對(duì)世界和平和地區(qū)安全造成了嚴(yán)重威脅。
中國作為最大的發(fā)展中國家,致力于推動(dòng)建立公正合理的國際政治新秩序,反對(duì)霸權(quán)主義,維護(hù)世界和平。
