Oceans play a key role in our daily lives.They are integral to sustainable development and an important frontier for research.As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life.This research has great potential to advance human well-being.海洋在我們的日常生活中發(fā)揮著關(guān)鍵作用,是可持續(xù)發(fā)展的有機(jī)組成部分,是重要的科研前沿地帶??茖W(xué)家正在對(duì)海洋進(jìn)行前所未有的深入探索,他 們不斷發(fā)現(xiàn)新形式的海洋生物。這一研究很有可能為人類謀取福祉。
But, if we are to fully benefit from what oceans have to offer, we must address the damaging impacts of human activities.The diversity of life in the oceans is under ever-increasing strain.Over-exploitation of marine living resources, climate change, and pollution from hazardous materials and activities all pose a grave threat to the marine environment.So does the growth of criminal activities, including piracy, which have serious implications for the security of navigation and the safety of seafarers.但是,如果我們希望充分得益于海洋所能帶來(lái)的惠益,我們就必須消除人類活動(dòng)產(chǎn)生的破壞影響。海洋生物多樣性正日益面臨更大壓力。對(duì)海洋生物 資源的過(guò)度開(kāi)發(fā)、氣候變化及有害物質(zhì)和活動(dòng)所致的污染,這些都對(duì)海洋環(huán)境構(gòu)成嚴(yán)重威脅。犯罪活動(dòng)的增加,包括海盜行為,同樣也是嚴(yán)重威脅,對(duì)航行安全和海 員的安全有著嚴(yán)重影響。
Much action is already being taken within the framework of the 1982 United Nations Convention on the Law of the Sea — our “constitution for the oceans”.More than 15 years after the Convention’s entry into force, it continues to act as our guide.But if we are to safeguard the capacity of the oceans to service society’s many and varied needs, we need to do much more.On this second annual commemoration of World Oceans Day, I urge Governments and citizens everywhere to acknowledge the enormous value of the world’s oceans — and do their part in ensuring their health and vitality.已開(kāi)始在1982年《聯(lián)合國(guó)海洋法公約》框架內(nèi)采取許多行動(dòng),該公約是我們的“海洋憲法”。該公約生效已有15年之久,但它仍是我們的行動(dòng) 導(dǎo)向。然而,如欲保障海洋服務(wù)于人類社

World Oceans Day is an opportunity to reflect on the importance of oceans to humankind's sustainable development.It is also a time to recognize the many severe challenges related to oceans.These range from depleted fishery resources, the impacts of climate change and the deterioration of the marine environment to maritime safety and security, labour conditions for seafarers and the increasingly important issue of migration by sea.世界海洋日使我們有機(jī)會(huì)思考海洋對(duì)人類可持續(xù)發(fā)展的重要性。這也是一個(gè)認(rèn)識(shí)到與海洋相關(guān)的很多嚴(yán)峻挑戰(zhàn)的時(shí)機(jī)。這些挑戰(zhàn)涉及諸多方面,從漁業(yè)資源的枯竭、氣候變化的影響和海洋環(huán)境的惡化,到海上安全與保障、海員的工作條件和越來(lái)越重要的經(jīng)由海路移徙問(wèn)題。
Some of these concerns have arisen since the adoption of the United Nations Convention on the Law of the Sea.The progressive development of the law of the sea through the Convention and related instruments is meant to contribute to the sustainable development of the oceans and seas as well as to the strengthening of international peace and security, the equitable and efficient utilization of ocean resources, the protection and preservation of the marine environment and the realization of a just and equitable economic order.As such, the law of the sea provides a flexible and evolving framework for adapting to new challenges.其中一些關(guān)切問(wèn)題是在《聯(lián)合國(guó)海洋法公約》通過(guò)之后提出的。海洋法通過(guò)該《公約》及相關(guān)文書得到逐步發(fā)展,意在促進(jìn)海洋的可持續(xù)發(fā)展,并推動(dòng)加強(qiáng)國(guó)際和平與安全,公平有效地利用海洋資源,保護(hù)和養(yǎng)護(hù)海洋環(huán)境以及實(shí)現(xiàn)公正和公平的經(jīng)濟(jì)秩序。因此,海洋法是適應(yīng)各種新挑戰(zhàn)的一個(gè)靈活和不斷發(fā)展的框架。
The ecosystem functions that oceans provide, and their importance to the global economy, deserve particular attention as we look ahead to next year's Rio +20 United Nations Conference on Sustainable Development.For that reason, the theme of this year's observance is “Our oceans: greening our future”.在我們展望明年召開(kāi)的里約+20聯(lián)合國(guó)可持續(xù)發(fā)展大會(huì)之際,應(yīng)該特別關(guān)注海洋所提供的生態(tài)系統(tǒng)功能和這些功能對(duì)全球經(jīng)濟(jì)的重要性。正因如此,今年紀(jì)念活動(dòng)的主題是“我們的海洋:綠化我們的未來(lái)”。
All activities and policies related to oceans and the marine environment need to acknowledge and incorporate the three pillars of sustainable development: environmental, social and economic.Only then can we achieve the development objectives set by the international community.On this year's World Oceans Day, I urge governments and all sectors of society to embrace our individual and collective responsibility to protect the marine environment and manage its resources in a sustainable manner for present and future generations.與海洋和海洋環(huán)境有關(guān)的所有活動(dòng)和政策都應(yīng)該確認(rèn)并列入可持續(xù)發(fā)展的三大支柱:環(huán)境、社會(huì)和經(jīng)濟(jì)。只有這樣,我們才能實(shí)現(xiàn)國(guó)際社會(huì)提出的發(fā)展目標(biāo)。在今年的世界海洋日,我敦促各國(guó)政府和社會(huì)各界各自和集體擔(dān)負(fù)起我們的責(zé)任,為今世后代保護(hù)海洋環(huán)境,并以可持續(xù)的方式管理其資源。

Today marks the first observance of World Statistics Day, proclaimed by the United Nations General Assembly to recognize the importance of statistics in shaping our societies.我們?cè)诮裉焓状渭o(jì)念世界統(tǒng)計(jì)日,聯(lián)合國(guó)大會(huì)宣布這個(gè)紀(jì)念日,是為了確認(rèn)統(tǒng)計(jì)對(duì)社會(huì)的重要影響。
Statistics permeate modern life.They are the basis for many governmental, business and community decisions.They provide information and insight about the trends and forces that affect our lives.Collected in surveys and censuses – three billion people will participate in population and housing censuses this year alone – statistics affect the planning of schools, hospitals, roads and much else.現(xiàn)代生活處處離不開(kāi)統(tǒng)計(jì)。許多政府、商業(yè)和社區(qū)決策是以統(tǒng)計(jì)為依據(jù)。統(tǒng)計(jì)提供了信息和深入知識(shí),以供了解影響我們生活的趨勢(shì)和動(dòng)因。僅今年一年,就將有30億人參加人口和住房普查,在各種調(diào)查和普查中收集的統(tǒng)計(jì)數(shù)字影響著建設(shè)學(xué)校、醫(yī)院、公路和許多其他設(shè)施的規(guī)劃。

I am delighted that the UN World Tourism Organization is celebrating this year‘s World Tourism Day under the theme ?Tourism and Biodiversity‘.Despite repeated global pledges to protect the planet‘s species and habitats – and the goods and services they provide – the variety of life on Earth continues to decline at an unprecedented rate.Human activities are the cause.This year – the International Year of Biodiversity – provides a timely
opportunity to focus on the urgency of safeguarding biodiversity for the wealth, health and well-being of people in all regions of the world.我高興地看到,聯(lián)合國(guó)世界旅游組織在―旅游與生物多樣性‖的主題下紀(jì)念今年的世界旅游日。盡管一再做出全球承諾,要保護(hù)地球上的物種和生境及其提供的貨物和服務(wù),但生物種類繼續(xù)以史無(wú)前例的速度減少。其根源在于人類的活動(dòng)。今年是國(guó)際生物多樣性年,提供了一個(gè)適時(shí)的機(jī)會(huì)來(lái)集中注意為世界各地人民的財(cái)富、健康和福祉保護(hù)生物多樣性的緊迫性。
Tourism and biodiversity are closely intertwined.Millions of people travel each year to experience nature‘s splendour.The income generated by sustainable tourism can provide important support for nature conservation, as well as for economic development.Furthermore, sustainable tourism can help to raise awareness among tourists and local communities of the importance of biodiversity to our everyday lives.旅游與生物多樣性密切相連。每年有千百萬(wàn)人為領(lǐng)略壯麗的自然風(fēng)光而旅游??沙掷m(xù)旅游業(yè)產(chǎn)生的收入可以為保護(hù)自然和發(fā)展經(jīng)濟(jì)提供重要的支持。此外,可持續(xù)旅游業(yè)還有助于游客和地方社區(qū)更多地認(rèn)識(shí)到生物多樣性在日常生活中的重要作用。
Through initiatives such as its ―Sustainable Tourism – Eliminating Poverty‖ project, and its collaboration with the UN family, national tourism authorities and the private sector, the World Tourism Organization is helping to highlight the links between tourism, poverty alleviation and biodiversity.The tourism community is becoming increasingly aware of its
