Respected guests, ladies and gentlemen, dear friends，今天，我們歡聚一堂，隆重召開世界媒體峰會。請?jiān)试S我再次對大家的到來表示熱烈歡迎和誠摯謝意！

Today, we are delighted to gather for the grand opening of the World Media Summit(WMS).I would like to take this opportunity to welcome you warmly and express my sincere gratitude to all of you.剛才，胡錦濤主席發(fā)表了重要演講，表達(dá)了對與會世界各地傳媒界朋友們的熱烈歡迎，分析了當(dāng)前國際形勢，宣示了中國政府對媒體交流合作的一貫政策，闡釋了媒體的社會責(zé)任，對本次峰會寄予殷切期望，充分體現(xiàn)了中國國家領(lǐng)導(dǎo)人對于本次峰會和世界傳媒業(yè)的高度重視。演講內(nèi)容十分深刻、精辟。我認(rèn)為，這個演講不僅對于本次峰會，而且對于世界傳媒業(yè)今后發(fā)展都具有十分重要的意義。

President Hu Jintao has just delivered an important speech, to warmly welcome friends from worldwide media organizations, analyze the current international situation, demonstrate the Chinese government's persistent policy in support of media exchanges and collaboration, elaborate on the social responsibilities of media organizations and express ardent expectations of this Summit.These fully demonstrate the high attention Chinese leaders attach to this media summit and the global media industry.President Hu's speech is profound and penetrating.I believe it will be of important significance to this summit, as well as the future development of the world media industry.面對今天媒體的盛會，我十分感慨，油然想起與媒體報道有關(guān)的一件往事。20多年前，當(dāng)我還在攻讀博士學(xué)位的時候，在報上看到一則消息：在渤海灣，我的學(xué)校就在那個地區(qū)，有一只鯨魚擱淺了，奄奄一息。當(dāng)?shù)卮迕衤動嵎鋼矶?，為的是能得到一塊鯨魚的肉。等救護(hù)人員趕到時，可憐的鯨魚只剩下了殘骸骨架?？吹竭@則報道，我十分震驚，內(nèi)心被深深地刺痛。中華民族自古推崇“天人合一”，一向?qū)θf物生靈懷有憐憫和愛惜之心，為什么會出現(xiàn)這樣一種讓人不可理解的現(xiàn)象呢？當(dāng)時我就想，如果我是做媒體的，一定要竭盡全力，通過新聞報道，喚醒民眾的生態(tài)和環(huán)保意識。

I feel rather emotional today.This summit somehow reminds me of a long-past, news-reporting incident.More than 20 years ago, when I was studying for a doctor's degree, I read in a newspaper a whale had been stranded in shallow waters off Bohai Bay near my university.Local villagers flocked to the beach in order to snatch a piece of flesh from the dying creature and--when rescuers arrived--only a carcass was left.I was shocked by the story and felt a stabbing pain in my heart.How had such an incredible tragedy happened in China, where people--since ancient times--believed in harmony between man and nature, and cherished every life? Back then, I thought, that if I were to be a journalist, I would do everything I could to arouse awareness of ecology and environmental protection.20多年后，我成為新華社的負(fù)責(zé)人。今年3月，我看到一則電視報道：在杭州灣，那是我曾經(jīng)工作過的地方，同樣發(fā)生了鯨魚擱淺的事情。那只擱淺在灘涂上的龐然大物，盡管奮力掙扎，想游回大海，但卻越陷越深。當(dāng)?shù)貪O民發(fā)現(xiàn)后，一方面及時向有關(guān)部門報告，一方面積極組織營救行動。最后，大小兩艘漁船、18位警民冒著船毀人亡的危險，齊心協(xié)力，想盡辦法，爭分奪秒奮戰(zhàn)了兩個多小時，終于使那只擱淺的鯨魚起死回生，重歸大海?？吹竭@則報道，我真是感慨萬千，不禁又回想起20多年前那令人傷心的一幕。在渤海灣和杭州灣，兩只同樣擱淺的鯨魚卻遭遇了完全不同的命運(yùn)，這意味著什么？它反映了社會在進(jìn)步，民眾的觀念實(shí)現(xiàn)了重大跨越，生態(tài)和環(huán)保意識逐漸成為社會共識和自覺行動，人與自然和諧相處理念深入人心。勿庸置疑，在此進(jìn)程中，媒體功不可沒。

More than two decades after that tragic incident, I became president of the Xinhua News Agency.In March this year, I saw on TV another whale had been washed ashore, this time at Hangzhou Bay where I used to work.The whale struggled to get back into deep water but all its efforts were in vain.When local fishermen saw the whale, they immediately reported it to the authorities and then quickly began rescue work.It eventually took 18 people more than two hours to get the whale back out to deep waters.The rescuers, including police and fishermen, raced against time to save the whale, putting their own lives at risk on two boats in danger of capsizing at any time.This report deeply touched me, and reminded me of the sad scene 20 years earlier.What was different now about the fates of the two stranded whales? I would say the difference mirrors social progress.The past two decades have witnessed great changes in peoples' mindsets.China's society has reached a consensus on ecology and environmental protection and is now taking initiatives in these areas.The idea of “man and nature in harmony” is now deep-rooted.Media have undoubtedly played an important role in this process.曾榮獲“聯(lián)合國環(huán)境大獎”的中國著名環(huán)境科學(xué)家曲格平先生說，“中國的環(huán)境保護(hù)事業(yè)是靠媒體傳播起家的?！痹谥袊?，媒體是環(huán)保的重要推手。始于1993年的大型環(huán)?；顒印爸腥A環(huán)保世紀(jì)行”，16年來通過千余人次記者的深入采訪和報道，使全社會節(jié)約資源、保護(hù)環(huán)境的意識得以大幅提高。同時，中國媒體通過各種手段加大環(huán)保傳播力度，積極倡導(dǎo)構(gòu)建和諧社會、營造美好地球環(huán)境，全面報道中國各級政府所采取的各種環(huán)保措施及取得的成效，揭露和抨擊各種嚴(yán)重污染環(huán)境、浪費(fèi)和破壞資源的行為，密切關(guān)注、充分報道國際環(huán)保動態(tài)，促使了一些環(huán)境資源問題有效解決，極大地推動了中國環(huán)保事業(yè)的發(fā)展。如今，環(huán)保在中國已成為時尚，綠色已成為流行色。

Renowned Chinese environmental scientist Qu Geping, a winner of the United Nations Environment Programme's Sasakawa Prize, says China's environmental protection drive has actually been initiated by the media.Indeed, the media have been a driving force for environmental protection in China.The Centennial Movement for Environmental Protection, a large-scale program launched in 1993, has improved China's awareness of resources conservation and environmental protection through in-depth interviews and reporting by more than 1,000 reporters over 16 years.Meanwhile, the Chinese media have stepped up publicity work calling for the building of an harmonious society and a beautiful global environment.They have kept the public informed about environmental protection measures taken by China's governments at all levels and their achievements, exposed and widely publicized notorious cases involving pollution, and waste and damage of resources.They have also closely watched and covered the international community's progress in environmental protection.In so doing, the Chinese media have prompted the effective settlement of a number of environmental and resource issues and promoted environmental protection in China.Today, environmental protection has become the vogue in China, and green the most popular color among its people.關(guān)注環(huán)保是媒體社會責(zé)任和公益使命的重要內(nèi)容，但媒體的社會責(zé)任和公益使命遠(yuǎn)不止于此。我以為，媒體的價值在于運(yùn)用真實(shí)、客觀、公正、公平的新聞信息服務(wù)，推動求和平、謀發(fā)展、促合作理念廣泛傳播，推動全球經(jīng)濟(jì)健康持續(xù)發(fā)展，推動各種文明在相互交流、包容、借鑒中共同提高，全面促進(jìn)人類的進(jìn)步和社會的發(fā)展。為此，我們應(yīng)不遺余力。

Environmental protection is an important part of media's social responsibility and its mission to improve public welfare, but the media's role does not end there.I believe one of the true values of the media is in its use of accurate, objective, fair and balanced news and information services--to popularize ideologies pursuing peace, development and cooperation--to promote sound and sustained growth of the global economy--to facilitate common development of all civilizations through exchanges, tolerance and experiences drawn from one another And--eventually to accelerate human progress and social development in an all-encompassing manner.We should spare no efforts in these matters.在去年四川汶川特大地震報道中，中國媒體和記者作為一種特殊的救災(zāi)力量，第一時間奔赴現(xiàn)場，克服余震不斷等困難，冒著生命危險，一邊流著眼淚，一邊記錄災(zāi)難，報道救災(zāi)進(jìn)展，監(jiān)督災(zāi)后重建，充分體現(xiàn)了對人的生命的關(guān)愛，對人的生命的尊重，以崇高的人文關(guān)懷和高度的職業(yè)精神，展現(xiàn)和弘揚(yáng)了媒體的社會責(zé)任和公益使命。在這里，我特別要強(qiáng)調(diào)的是，與此同時，世界各國新聞媒體也迅速作出反應(yīng)，連續(xù)大量報道中國地震災(zāi)情以及中國政府的救援情況，表達(dá)真誠同情、提供寶貴支持，表現(xiàn)出了高尚的人道主義情懷。這些都是媒體社會責(zé)任和公益使命最充分、最鮮明的體現(xiàn)。

In the wake of the devastating magnitude 8 earthquake that shook Wenchuan County in China's Sichuan Province last year, Chinese media and reporters were among the first to arrive at the quake zone and served as a special rescue force.Amid constant aftershocks, they put their lives at risk, shedding tears of sympathy and grief while covering the disaster, rescue progress and monitoring rebuilding.By so doing, they showed love, care and respect for lives;Humanely and professionally, they manifested and covered in glory the media's social responsibility and its role in improving public welfare.At this point, it is noteworthy, media organizations from across the world all responded promptly in the wake of the Wenchuan disaster.In humanitarian gestures, they published ongoing, lengthy reports about the quake and the Chinese government's rescue efforts, voiced their heart-felt sympathy and rendered valuable support.All these amply and vividly demonstrated the media's social responsibility and role in public welfare.本次峰會后，我們將與聯(lián)合國兒童基金會一起，會同國際知名媒體，在11月20日“國際兒童日”當(dāng)天，聯(lián)合開展一場24小時全球報道活動，旨在更廣泛地引起國際社會對兒童生存環(huán)境的關(guān)注，有益于兒童健康成長。

After the World Media Summit, we, together with the United Nations Children's Fund(UNICEF)and globally-known media, would launch a 24-hour global media coverage on children on Nov.20 which is the Universal Children's Day.The project is aimed at promoting global attention to livelihood of children in the world and helping them grow more healthily.女士們，先生們，朋友們！

Ladies and gentlemen, dear friends!

當(dāng)前，百年不遇的國際金融危機(jī)使全球傳媒業(yè)受到巨大沖擊，擺脫經(jīng)濟(jì)下行壓力還有待時日和艱苦的努力。同時，以數(shù)字化、網(wǎng)絡(luò)化為代表的信息技術(shù)，既帶來了前所未有的機(jī)遇，也使媒體發(fā)展面臨巨大挑戰(zhàn)。面對這種形勢，我們需要奮發(fā)努力，排除前進(jìn)中的障礙，克服發(fā)展中的困難。然而，無論形勢如何發(fā)展，不管面對多少困難，媒體的社會責(zé)任和公益使命，只能堅(jiān)持，不能舍棄。

Nowadays, the global media industry is feeling the dire impact of the worst financial crisis in a century--and it is taking time and pain to shake off the pressure of the economic downturn.Meanwhile, information technology, led by digital and networking technologies, have brought about unprecedented opportunities as well as immense challenges in media development.In the current situation, we need to work even harder to remove obstacles and overcome difficulties in our road to development.But, despite changing situations and all the difficulties, we must always adhere to, and never abandon the media's social responsibility and its role in public welfare.為此，世界媒體應(yīng)加強(qiáng)溝通，在溝通中形成共識；世界媒體應(yīng)加強(qiáng)合作，在合作中發(fā)揮更大的效應(yīng)；世界媒體應(yīng)加快發(fā)展，在發(fā)展中集聚更大的能量。只有這樣，我們才能更好地履行社會責(zé)任、完成公益使命。星移斗轉(zhuǎn)、滄海桑田，時代在進(jìn)步，社會在發(fā)展，我相信，20多年前擱淺在渤海灣的那只鯨魚的悲劇，在任何時候、任何地方都不會再上演了。

For this purpose, worldwide media organizations should enhance communication between themselves to reach consensus, cement cooperation and play a larger cooperative role, and accelerate development so that our respective organizations become more vital.Only then can we live up to our social obligations and play well our role in improving public welfare.Society is advancing with the passage of time.I trust the tragedy of the stranded whale at Bohai Bay more than 20 years ago will never repeat itself at any time, anywhere.最后，衷心祝愿本次世界媒體峰會取得圓滿成功！

中國近幾年流行一個笑話，說的是一個中國老婦和一個美國老婦在天堂里相遇了。中國老婦說：“我到臨死前終于攢夠錢買一套房子了。”美國老婦則說：“我臨死前才終于把房子貸款還清了。”

這則笑話基于美國人喜歡揮霍而中國人習(xí)慣節(jié)儉的成見，也在一定程度上解釋了失衡的世界經(jīng)濟(jì)如何失去方向。

這次危機(jī)在兩個方面區(qū)別于過去的經(jīng)濟(jì)動蕩，同時也解釋了它持久不愈的原因。第一個是信貸悖論：它在帶來活力的同時也破壞穩(wěn)定。全球金融的擴(kuò)張及其支配地位為更快的資本積累和物質(zhì)豐富打開大門，但與此同時也播下危機(jī)的種子。在美國，寬松的貨幣政策和神秘的金融操縱讓消費(fèi)者能夠輕易享受到更大的房子、更好的汽車和更長的假期，即便他們根本沒有儲蓄。

上世紀(jì)七八十年代，中國和印度等大的發(fā)展中國家開始經(jīng)濟(jì)改革，信息技術(shù)也給生產(chǎn)和銷售帶來革命性的影響。但是，由此帶來的高增長和低通脹的全球繁榮不可復(fù)制。自從互聯(lián)網(wǎng)泡沫2000年破裂之后，世界經(jīng)濟(jì)就再沒有找到新的推動力。相反，金融機(jī)構(gòu)、政府和個人消費(fèi)者試圖通過無節(jié)制的借貸---其中很多用于房地產(chǎn)---來實(shí)現(xiàn)經(jīng)濟(jì)繁榮?，F(xiàn)在，日益提高的勞動力和資源成本、持續(xù)增加的通脹壓力和數(shù)額巨大的主權(quán)債務(wù)已經(jīng)讓財(cái)政和貨幣政策杠桿不再那么有效。

那么，我們能做什么呢？首先，我們不能期待通過新自由主義--包括私有化、解除管制和自由貿(mào)易--來振興經(jīng)濟(jì)。信貸悖論從狹義上說是一種金融危機(jī)--更廣義上說它是一種信仰危機(jī)，它呼喚我們從以資本為中心的經(jīng)濟(jì)轉(zhuǎn)向以人為中心的經(jīng)濟(jì)。當(dāng)然，我們不能指望資本本身去自律。要防止它抵押掉人類的未來，各國政府必須改變對市場的放任態(tài)度。政府需要用“看得見的手”來管理市場，修補(bǔ)監(jiān)管制度，約束不計(jì)后果的行為。政府應(yīng)鼓勵私有企業(yè)投資真正的經(jīng)濟(jì)，推動技術(shù)創(chuàng)新和就業(yè)，而不是投機(jī)和牟取暴利。

其次，世界最大的經(jīng)濟(jì)體，即美國、中國和歐盟，必須增進(jìn)宏觀經(jīng)濟(jì)政策的協(xié)調(diào)合作，避免保護(hù)主義傾向。

第三，必須恢復(fù)平衡，包括金融部門與實(shí)體經(jīng)濟(jì)的平衡、內(nèi)需與外需的平衡、發(fā)達(dá)國家與發(fā)展中國家的平衡。中國已經(jīng)行動起來，鼓勵國內(nèi)消費(fèi)，而不是一味依賴出口。

“大蕭條”和第二次世界大戰(zhàn)之后出現(xiàn)了航空、核能和太空探索領(lǐng)域的革命。20世紀(jì)70年代的石油危機(jī)之后出現(xiàn)了一次信息技術(shù)的革命。只有科技領(lǐng)域的進(jìn)一步創(chuàng)新才能促進(jìn)生產(chǎn)力發(fā)展，并引領(lǐng)世界最終走出當(dāng)前的危機(jī)。

作為世界第一和第二大經(jīng)濟(jì)體，美國和中國推動自身的發(fā)展至關(guān)重要，但兩國還需要在貿(mào)易、投資、金融、基礎(chǔ)設(shè)施和技術(shù)等領(lǐng)域加強(qiáng)合作。中美兩大經(jīng)濟(jì)體彼此已經(jīng)高度依賴：去年，雙邊貿(mào)易超過4500億美元。

摩擦難以避免，但重要的是雙方通過基于平等和相互理解的協(xié)調(diào)合作來處理分歧。只有承認(rèn)我們對彼此的極度依賴，我們才能讓“魚缸效應(yīng)”服務(wù)于人類的福祉，而不是產(chǎn)生負(fù)面影響。（李從軍是新華通訊社社長，新華通訊社是中國的官方通訊社---《紐約時報》注）

女士們、先生們：

首先，請?jiān)试S我代表新華社，對第二屆世界媒體峰會的成功舉辦表示熱烈祝賀！向俄塔社和伊格納堅(jiān)科社長為這次峰會所作的積極努力和周到安排表示衷心感謝！

對我個人來說，參加此次盛會有著特殊的感受。３年前，世界各國媒體同仁歡聚北京，參加第一屆世界媒體峰會，大家坦誠交流、共謀發(fā)展，開創(chuàng)了國際媒體合作的新時代。去年，我們又在北京成功舉辦了世界媒體峰會主席團(tuán)會議，深入討論了當(dāng)今媒體關(guān)切的重要問題。今天，這么多新朋老友相聚莫斯科，參加第二屆世界媒體峰會，再次深入研討、謀劃未來，表明世界媒體峰會已經(jīng)成為世界媒體間的重要交流平臺，得到全球傳媒界的廣泛認(rèn)同。作為峰會的發(fā)起人之一，我感到由衷的高興和欣慰。

如今，世界媒體峰會機(jī)制正在發(fā)揮著重要的協(xié)調(diào)作用。我們高興地看到，經(jīng)過世界媒體峰會主席團(tuán)及其秘書處的不懈努力，《世界媒體峰會與媒體成果相關(guān)的知識產(chǎn)權(quán)保護(hù)公約》在取得一致共識的基礎(chǔ)上，于６月２８日正式公布于世！這是國際傳媒界第一個關(guān)于知識產(chǎn)權(quán)保護(hù)的公約，具有劃時代的意義。此外，峰會秘書處還于２０１０ 年１０月和２０１２年６月，成功舉辦了世界媒體峰會亞非青年記者培訓(xùn)班和世界媒體峰會全球記者安全培訓(xùn)班。這些都標(biāo)志著國際媒體的合作進(jìn)入了一個新的階段。

第二屆世界媒體峰會的主題是“世界媒體：２１世紀(jì)的挑戰(zhàn)”。是的，如今世界傳媒業(yè)呈現(xiàn)著“重大變革、劇烈競爭、深度整合、局部洗牌”的大趨勢，媒體面臨著嚴(yán)峻的挑戰(zhàn)。在這種形勢下，我們應(yīng)該作出怎樣的歷史選擇？世界媒體峰會應(yīng)該發(fā)揮怎樣的作用？ 各位同行，各位朋友！

當(dāng)今世界正處于大發(fā)展大變革大調(diào)整時期，國際和地區(qū)熱點(diǎn)問題此起彼伏，世界經(jīng)濟(jì)復(fù)蘇面臨諸多不穩(wěn)定不確定因素，但和平與發(fā)展仍是當(dāng)今時代的主題，謀和平、求發(fā)展、促合作的時代潮流沒有改變，各國人民都期待２１世紀(jì)成為一個共享和平安寧、共同發(fā)展繁榮的世紀(jì)。

媒體的命運(yùn)與世界的命運(yùn)緊密相連，媒體的發(fā)展必須與時代的發(fā)展同步。推動世界持久和平、共同繁榮，是全球媒體的共同歷史使命，也符合媒體的長遠(yuǎn)利益和根本利益。媒體應(yīng)為不同種族、不同文化、不同國家的人民架起溝通的橋梁，自覺地提供真實(shí)、客觀、公正、公平的新聞信息服務(wù)，推動求和平、謀發(fā)展、促合作理念廣泛傳播，推動全球經(jīng)濟(jì)健康持續(xù)發(fā)展，推動不同文明在相互交流、借鑒中共同發(fā)展，全面促進(jìn)人類的進(jìn)步和社會的發(fā)展。這是我想說的媒體第一個歷史選擇。

各位同行，各位朋友！

作為當(dāng)代媒體人，我們面臨的第二個歷史選擇是，秉承公益使命，履行社會責(zé)任。我們需要更多地報道兒童、婦女、貧困、疾病、教育、環(huán)保等與人類文明息息相關(guān)的社會問題，更多地關(guān)注欠發(fā)達(dá)地區(qū)和各類弱勢群體，真實(shí)全面地反映他們的現(xiàn)狀和呼聲，切實(shí)維護(hù)他們的權(quán)益，同時尋求消除影響人類生存與發(fā)展的各種負(fù)面因素的有效對策。我們欣喜地看到，承擔(dān)更多公益使命已經(jīng)成為全球媒體的共同理念和普遍行為。２００９年，新華社與聯(lián)合國兒童基金會共同發(fā)起“國際兒童日”２４小時環(huán)球直播報道，得到了全球８３個國家和地區(qū)、１０８０家各類媒體的積極響應(yīng)，讓更多的人關(guān)注兒童生存環(huán)境、促進(jìn)兒童健康成長。２０１１年，新華社與聯(lián)合國開發(fā)計(jì)劃署聯(lián)合舉辦“關(guān)注貧困”全球攝影大賽，共收到２６０多家媒體機(jī)構(gòu)的３０００多名攝影師拍攝的３．２萬多張參賽照片。這項(xiàng)攝影賽事不僅向全世界傳達(dá)出消除貧困的強(qiáng)烈呼聲，也強(qiáng)化了媒體在提高人們關(guān)注貧困意識上的作用。今年４月至６月，新華社與路透社、聯(lián)合國環(huán)境規(guī)劃署、聯(lián)合國氣候變化框架公約秘書處和聯(lián)合國防治荒漠化公約秘書處聯(lián)合發(fā)起了“關(guān)注環(huán)境”全球公益活動，在國際社會產(chǎn)生了廣泛影響。各位同行，各位朋友！

３年前，參加第一屆世界媒體峰會的業(yè)界人士就已經(jīng)注意到，隨著數(shù)字化、網(wǎng)絡(luò)化時代的來臨，世界傳媒業(yè)的生存發(fā)展環(huán)境與格局正在發(fā)生著深刻變化。當(dāng)時發(fā)表的《共同宣言》就曾呼吁全球媒體積極適應(yīng)時代發(fā)展潮流，充分應(yīng)用高新技術(shù)成果，推動世界傳媒業(yè)變革和發(fā)展。

如今，數(shù)字技術(shù)的廣泛運(yùn)用和新興媒體的迅猛發(fā)展已成為不可阻擋的潮流。這其中既有難得的機(jī)遇，又有嚴(yán)峻的挑戰(zhàn)。在這種情況下，傳統(tǒng)媒體只有積極順應(yīng)信息傳播技術(shù)的新發(fā)展，順應(yīng)媒介融合的新趨勢，順應(yīng)傳媒市場和受眾的新需求，才能抓住新媒體發(fā)展帶來的機(jī)遇，獲得新的生存與發(fā)展空間。甚至在某種意義上說，這不是發(fā)展問題，而是生存問題。媒體必須盡快實(shí)施戰(zhàn)略轉(zhuǎn)型，利用新技術(shù)改造傳統(tǒng)業(yè)務(wù)，大力發(fā)展新媒體業(yè)務(wù)，構(gòu)建先進(jìn)強(qiáng)大的現(xiàn)代傳播體系。這是我所強(qiáng)調(diào)的媒體第三個歷史選擇。

近年來，新華社致力于從傳統(tǒng)通訊社向現(xiàn)代全媒體機(jī)構(gòu)轉(zhuǎn)型，基本形成了融通訊社業(yè)務(wù)、報刊業(yè)務(wù)、網(wǎng)絡(luò)業(yè)務(wù)、新媒體業(yè)務(wù)、電視業(yè)務(wù)、金融信息業(yè)務(wù)和多媒體數(shù)據(jù)庫業(yè)務(wù)為一體的全媒體業(yè)務(wù)形態(tài)。下一步，新華社將進(jìn)一步加強(qiáng)新興媒體建設(shè)，加快構(gòu)建先進(jìn)強(qiáng)大的現(xiàn)代傳播體系。

各位同行，各位朋友！

最后，我想說，２１世紀(jì)媒體的第四個歷史選擇是合作。在世界多極化、經(jīng)濟(jì)全球化日益發(fā)展的當(dāng)今時代，各國媒體之間的合作比以往任何時候都更加重要。我們需要開展多層次、多領(lǐng)域、多元化的合作。當(dāng)然，無論哪種合作，都應(yīng)以自愿、平等、互利、共贏為原則。我們要努力推進(jìn)全球媒體合作走向常態(tài)化和機(jī)制化，最大限度地促進(jìn)世界傳媒業(yè)更加協(xié)調(diào)、健康地發(fā)展。

在各位同行的熱情參與和大力支持下，世界媒體峰會有望成為一個常態(tài)化、機(jī)制化的全球性媒體合作平臺。我曾于去年在北京舉行的 世界媒體峰會主席團(tuán)會議上提出，未來的世界媒體峰會機(jī)制應(yīng)該在以下三個方面發(fā)揮積極作用：一是不斷改進(jìn)和完善行業(yè)規(guī)則，逐步建立一種非政府性的全球媒體協(xié)調(diào)長效機(jī)制。二是繼續(xù)秉持媒體的社會責(zé)任和公益使命，在行業(yè)內(nèi)外開展更多的公益活動。三是為主席團(tuán)成員以及全球媒體搭建溝通、交流與合作的平臺。希望本屆峰會能在推動峰會機(jī)制等方面取得新的進(jìn)展。新華社以及我本人愿與各國同行一道，為促進(jìn)全球媒體間的交流與合作竭盡所能，共同譜寫世界傳媒業(yè)繁榮發(fā)展的嶄新篇章！

最后，我想用列夫〃托爾斯泰１８９４年６月１４日在日記中寫下的一段話，來結(jié)束我的講話：

朋友們，Dear friends，11月20日是一個特殊的日子。20年前的今天，聯(lián)合國大會通過了有關(guān)兒童問題最重要的國際公約——《兒童權(quán)利公約》。

November the 20th is a special day.Twenty years ago on this day, the United Nations General Assembly adopted the most important international convention for the future of the world's children--the Convention on the Rights of the Child.20年后的今天，在全球媒體兒童日的主題下，新華社和聯(lián)合國兒童基金會共同發(fā)起了此次國際兒童日大型公益活動和24小時環(huán)球直播報道。

Twenty years have since passed and today Xinhua News Agency and UNICEF are co-sponsoring under the theme of Global News Day for Children the Universal Children's Day publicity campaign and around-the-clock worldwide live coverage on children.首先請?jiān)试S我代表新華社向聯(lián)合國兒童基金會，向參與此次活動和報道的世界各類媒體表示衷心的感謝，并祝全世界的兒童健康成長。

It is in children that lies the future of mankind.It therefore should be human nature to protect and care for children.Mencius a great thinker in ancient China said “Please extend the respect of the aged in one's family to those of other families.Please extend the love of the young ones in one's family to those of other families.” However, it is an affront to our humanity that today in the 21st century children in many parts of the world are still living in the shadows of war, violence, poverty, exploitation, violation, fear and discrimination.It is children who are most prone to the harm of natural and man-caused disasters.此刻，我想到北奧塞梯別斯蘭市的人質(zhì)事件。在那次令人心碎的恐怖事件中，有186名兒童死于非命。得知這一噩耗，我悲憤不已，用自己的畫筆控訴這一罪惡，創(chuàng)作了《北奧塞梯認(rèn)知悲劇》。畫面中心，一位婦女悲慟欲絕，而他罹難的兒子靜靜地躺在那里，上面覆蓋著一層冰冷的塑料薄膜；他的玩具，一只布熊被棄置一旁，兩只大眼睛是那么悲傷，是那么無助。這幅畫作在《美術(shù)》雜志上發(fā)表，著名的文藝?yán)碚摷彝踔傧壬鸀檫@幅作品撰寫了評論《中國藝術(shù)家要關(guān)注世界》。此前，畫作在北京世紀(jì)壇美術(shù)館展出，觀眾為之動容，中國對外文化集團(tuán)公司張宇總裁是被感動的觀眾之一，他要求代公司收藏這幅畫作，被我婉拒了，我要永久珍藏它。

At this moment, I recall the hostage incident at Beslan in North Ossetia in 2004, a tragedy in which 186 children lost their lives among heart-breaking terror.As soon as I heard of the incident, I was so full of grief and indignation that I resorted to my brush-pen and painted a painting entitled “The North Ossetia Hostage Tragedy”.In the painting, a woman is in deep grief and her deceased son lies at her side with a thin plastic membrane as his cover.The boy's toy, a teddy bear, is left beside with wide open eyes looking helpless and full of sorrow.The painting was published by the Arts Magazine which was accompanied by an article by noted arts commentator Mr.Wang Zhong entitled “Chinese Artists Need to Concern Themselves with the World”.That painting when on display at the Beijing Century Altar Gallery touched and moved many visitors.The president of the China Arts & Entertainment Group Zhang Yu was so moved that he asked this painting to be included in his company's collection.I declined because I wanted to keep it forever.7歲小男孩魯斯蘭是這次恐怖事件的幸存者。2004年，在他背上書包的第一天，就遇上了這次震驚世界的人質(zhì)事件，52個小時的煎熬，他永遠(yuǎn)失去了媽媽和妹妹，自己也留下了精神和肉體的創(chuàng)傷。2006年5月，魯斯蘭被接到中國美麗的海濱城市三亞接受康復(fù)治療，中國的醫(yī)護(hù)人員為他針灸、按摩，教他學(xué)游泳、繪畫和武術(shù)，使魯斯蘭的身體和心理得到了很好的恢復(fù)。在人們的關(guān)愛下，他現(xiàn)在已逐漸走出恐怖的陰影。不久前，他在媽媽的墓前放飛了一個白氣球，上面系著一張小紙條，寫著“媽媽，我不再害怕”。

Seven-year-old Ruslan is a survivor of that tragedy.In 2004 he encountered this terror that shocked the world on his first day of school.During the 52-hour torment he lost his mom and little sister and he suffered mental and physical trauma.In May 2006, Ruslan was taken to China's southern seaside resort of Sanya for medical rehab where he received acupuncture treatment and was taught swimming, painting and martial arts.Ruslan recovered a lot both physically and mentally.Thanks to the care and love, Ruslan has been gradually emerging from the shadow.Not long ago, he set free a white balloon in front of his mom's tomb and on the note attached to the balloon he wrote “Mom, I no longer feel afraid.”

作為一家媒體機(jī)構(gòu)的負(fù)責(zé)人，我經(jīng)常想，媒體能夠?yàn)楹⒆幼鲂┦裁?？關(guān)注兒童，關(guān)注兒童的安全、生存和發(fā)展，更廣泛地喚起國際社會對兒童生存環(huán)境的關(guān)注，促進(jìn)兒童健康成長，這難道不是媒體的責(zé)任所在嗎？

As the head of a news media organization, I often ask myself the question “what can the media do for the child?” Isn't it the duty and responsibility of the media to arouse the attention of the international community to caring about children, about child safety, survival and development, about the environment in which children live and grow up?

在一個多月前的世界媒體峰會上，中國國家主席胡錦濤深刻闡釋了媒體的社會責(zé)任，他提出媒體應(yīng)切實(shí)承擔(dān)起社會責(zé)任，樹立和秉持高度的社會責(zé)任感，促進(jìn)新聞信息真實(shí)、準(zhǔn)確、全面、客觀傳播。

At the World Media Summit held just over a month ago, Chinese President Hu Jintao expounded the responsibility the media should have for the society.He pointed out that the media should take up its responsibility for society, should keep in mind and stick to that responsibility and should disseminate news and information in a true-to-fact, accurate, comprehensive and objective way.正是在世界媒體峰會上，我向與會的各國媒體負(fù)責(zé)人發(fā)出倡議，在11月20日國際兒童日當(dāng)天，聯(lián)合開展一場大型公益活動和24小時環(huán)球直播報道。

It was during the media summit that I proposed to the heads of all the media institutions present that a large-scale publicity campaign and around-the-clock worldwide live coverage on children's issues be conducted on November the 20th, the Universal Children's Day.讓我感動的是，我的倡議得到了聯(lián)合國兒童基金會的全力支持，聯(lián)合國兒童基金會要求它在150多個國家和地區(qū)的常駐辦事機(jī)構(gòu)為新華社的新聞報道提供采訪線索、背景信息和多媒體資料檔案等。今天，我們還共同舉辦《世界兒童狀況》中文版發(fā)布儀式。

What moved me is that UNICEF has offered its full support to my initiative by asking its offices in more than 150 countries and regions to provide support to Xinhua's multimedia news coverage.Today, we are jointly holding this ceremony to issue the Chinese version of UNICEF's special edition of the State of the World's Children report for the 20th anniversary of the Convention.同樣讓我感動的是，我的倡議得到了世界各類媒體的積極響應(yīng)，目前已有數(shù)百家世界各類媒體和機(jī)構(gòu)以各種形式參與了這一全球行動。今天，24小時環(huán)球直播報道正式拉開帷幕，在這個特殊的日子里，從北京時間8時起，新華社聯(lián)合參與媒體，在世界六大洲開展24小時多媒體環(huán)球直播報道。

What also moved me is that several hundred media institutions worldwide have so far echoed my initiative by taking part in the global campaign via various activities.Today, the around-the-clock worldwide live coverage is officially launched.On this special day Xinhua along with all participating media institutions are conducting non-stop coverage about children on the six continents of the world.今年的11月20日，我們把它稱作“全球媒體兒童日”，這是全球媒體首次在同一時間就同一主題共同進(jìn)行大型公益活動和新聞報道。我相信，在世界兒童權(quán)益保護(hù)史上，今年的11月20日將會被永遠(yuǎn)銘記。
