4.進/出境：進境、出境、其他（寫明原因，如報廢等）5.進出境口岸：物品實際進出我國關(guān)境口岸海關(guān)的名稱。

空運輸免予填報；郵政運輸填報郵政包裹單號；其它運輸填報具體運輸方式名稱；旅客隨身攜帶公用物品，填報旅客所乘運輸工具名稱。

10.航次(班)號:水路運輸填報船舶的航次號；鐵路運輸填報進出境日期；汽車運輸填報該跨境運輸車輛的進出境日期（8位）；航空運輸免予填報；郵政運輸填報進出境日期；旅客隨身攜帶公用物品，填報旅客所乘運輸工具的航次班號。其他各類運輸方式免予填報。

11.提運單號：水路運輸填報進出口提運單號，如有分提運單的，填報進出口提運單號+“*”+分提運單號；鐵路運輸填報運單號；汽車運輸免予填報；航空運輸填報總運單號+“_”(下劃線)+分運單號,無分運單的填報總運單號；郵政運輸填報郵運包裹單號；其他各類運輸方式免予填報。

12.件數(shù)：按提貨單或場站收據(jù)填寫。

13.毛重（千克）：按提貨單或場站收據(jù)填寫。計量單位為千克，不足1千克的填報為“1”。

14.備注：需向海關(guān)說明的其它情況。

15.進/出境日期：運輸工具進/出境的日期。無實際進出境的填申報日期。16.包裝種類：請選擇以下一種包裝填報。木箱；紙箱；桶裝；散裝；托盤；包；其它。

17.體積：按提貨單或場站收據(jù)填寫，計量單位為立方米。

18.標箱數(shù)：標準集裝箱數(shù)量（散貨填報為“0”，1個20呎集裝箱填報為“1”，1個40呎集裝箱填報為“2”，以此類推）。

19.內(nèi)包裝件數(shù)：內(nèi)包裝箱（如紙板箱）件數(shù)。

20.受托方名稱及海關(guān)代碼（身份證件號碼）：委托代理公司申請的填報代理公司名稱及海關(guān)代碼；委托他人申請的填報受托人姓名和身份證件號碼。

22.物品稅號：公用物品按《中華人民共和國海關(guān)進出口稅則》8位稅則號列填報。

23.物品名稱：物品規(guī)范的中文商品名稱。汽車申報為：車輛牌名（如捷達、佳美等）+排氣量（以“CC”為單位）+車型（如越野車、小轎車等）+車架號，舊車應(yīng)在車輛牌名前加“舊”字，新車不加。

24.規(guī)格/型號：如普通電視機應(yīng)申報熒幕尺寸，冰箱應(yīng)申報容積數(shù)，汽車申報型號，如E320、750I等。

25.數(shù)量：按發(fā)票所列數(shù)量填寫。26.單位：按法定計量單位填寫。27.幣制：按發(fā)票幣制填寫。

28.總價：該項物品的總價值，須與發(fā)票一致。

29.首席代表簽名：由首席代表按經(jīng)海關(guān)備案的簽字樣式簽署。30.機構(gòu)簽章：機構(gòu)經(jīng)海關(guān)備案的簽章。31.申請日期：向海關(guān)呈交申請表的日期。

中華人民共和國海關(guān)進出境郵遞物品監(jiān)管辦法

（征求意見稿）

第一條 為了規(guī)范海關(guān)對進出境郵遞物品的監(jiān)管，促進郵政業(yè)務(wù)的健康發(fā)展，根據(jù)《中華人民共和國海關(guān)法》（以下簡稱《海關(guān)法》）及有關(guān)法律、行政法規(guī)的規(guī)定，制定本辦法。

第二條 海關(guān)對進出境郵遞物品、國際郵袋、郵件集裝箱、郵件總包等進行監(jiān)管，適用本辦法。

法律、行政法規(guī)、海關(guān)規(guī)章對貨物通過郵政渠道進出境監(jiān)管有規(guī)定的，從其規(guī)定。法律、行政法規(guī)、海關(guān)規(guī)章未作規(guī)定的事項，參照本辦法進行監(jiān)管。

第三條 進境郵遞物品、國際郵袋、郵件集裝箱、郵件總包自進境起到辦結(jié)海關(guān)手續(xù)止，出境郵遞物品、國際郵袋、郵件集裝箱、郵件總包自向海關(guān)申報起到出境止，應(yīng)當(dāng)接受海關(guān)監(jiān)管并存放于海關(guān)監(jiān)管場所內(nèi)。

未經(jīng)海關(guān)許可，任何單位及個人不得擅自開拆、分揀、封發(fā)、運輸、投遞進出境郵遞物品、國際郵袋、郵件集裝箱、郵件總包或者對進出境郵遞物品、國際郵袋、郵件集裝箱、郵件總包進行其他處臵。

第四條 進境郵遞物品的收件人、出境郵遞物品的寄件人應(yīng)當(dāng)按照海關(guān)規(guī)定如實申報姓名、住址、身份證件種類及號碼等身份信息以及所收寄物品的相關(guān)情況，并辦理相關(guān)手續(xù)。除另有規(guī)定外，收寄件人可以委托郵政企業(yè)或者其他代理人辦理海關(guān)手續(xù)。

收寄件人委托郵政企業(yè)或者其他代理人辦理海關(guān)手續(xù)的，應(yīng)當(dāng)向郵政企業(yè)或者其他代理人提供所收寄物品和收寄人身份信息的真實情況；郵政企業(yè)或者其他接受收寄件人委托代為辦理海關(guān)手續(xù)的代理人，應(yīng)當(dāng)對委托人所提供情況的真實性進行合理審查，遵守相關(guān)規(guī)定并承擔(dān)責(zé)任。

第五條 進出境個人郵遞物品有下列情形之一的，收件人、寄件人應(yīng)當(dāng)主動向海關(guān)提交《中華人民共和國海關(guān)進出境個人郵遞物品申報單》和有關(guān)單證，辦理申報納稅等海關(guān)手續(xù)：

（一）超過海關(guān)規(guī)定數(shù)量、金額，但是仍在合理數(shù)量內(nèi)的；

（二）需要提交許可證件或者證明的；

（三）按照海關(guān)總署規(guī)定應(yīng)當(dāng)申報的其他情形。

第六條 進境郵遞物品的收件人經(jīng)海關(guān)同意，可以在申報前查看物品。

第七條 個人郵寄物品進境，海關(guān)依法征收進口稅。

進境個人郵遞物品在海關(guān)規(guī)定數(shù)量及金額內(nèi)的，免征進口稅。

進境個人郵遞物品超過海關(guān)規(guī)定數(shù)量、金額，但仍在合理數(shù)量內(nèi)的，由進境個人郵遞物品的收寄件人在物品放行前按照規(guī)定繳納進口稅。

本辦法第五條、第六條規(guī)定中的“海關(guān)規(guī)定數(shù)量、金額”由海關(guān)總署另行制定并公布。第八條 同一收寄件人郵寄進出境的個人物品，經(jīng)同一郵件總包郵遞進出境的，應(yīng)當(dāng)合并計算其數(shù)量、價值。

第九條 進出境郵遞物品的收寄件人和郵政企業(yè)，應(yīng)當(dāng)遵守國家關(guān)于貨物、物品進出境及寄遞的禁止性、限制性規(guī)定。

郵政企業(yè)應(yīng)當(dāng)依法對收寄的郵遞物品進行驗視，對國家禁止出境的物品應(yīng)當(dāng)拒絕收寄。郵政企業(yè)在已收寄的進出境郵遞物品中發(fā)現(xiàn)禁止或限制進出境物品的，應(yīng)當(dāng)立即通知海關(guān)并協(xié)助調(diào)查、處理。

第十條 侵犯受法律和行政法規(guī)保護的知識產(chǎn)權(quán)的進出境郵遞物品，由海關(guān)依照《中華人民共和國知識產(chǎn)權(quán)海關(guān)保護條例》及相關(guān)規(guī)定處理。

第十一條 進出境郵遞物品有下列情形之一的，郵政企業(yè)應(yīng)當(dāng)交由海關(guān)依法處理：

（一）進境郵遞物品無法投遞又無法退回的；

（二）在海關(guān)規(guī)定期限內(nèi)未辦理海關(guān)手續(xù)或者無人認領(lǐng)，并且無法退回的；

（三）進出境郵遞物品所有人聲明放棄的；

（四）屬于本辦法第九條、第十條規(guī)定情形的；

（五）其他應(yīng)當(dāng)交海關(guān)處理的。

第十二條 除法律、行政法規(guī)另有規(guī)定外，進出境郵遞物品辦結(jié)海關(guān)手續(xù)前，收件人、寄件人依法申請退運的，經(jīng)海關(guān)審核同意后，交郵政企業(yè)辦理退運。第十三條 超出合理數(shù)量、規(guī)定金額的個人郵遞物品應(yīng)當(dāng)按照貨物相關(guān)規(guī)定辦理手續(xù)。收寄件人選擇退運的，按照本辦法第十二條規(guī)定辦理。

常駐機構(gòu)公用物品、非居民長期旅客自用物品和外國駐中國使（領(lǐng)）館及其人員公用和自用物品、音像制品及印刷品等，按照海關(guān)有關(guān)規(guī)定辦理手續(xù)。

第十四條 郵遞物品、國際郵袋、郵件集裝箱、郵件總包進境、出境、過境、轉(zhuǎn)運、轉(zhuǎn)關(guān)的，郵政企業(yè)應(yīng)當(dāng)采用電子數(shù)據(jù)、紙質(zhì)單證等形式向海關(guān)如實申報。

第十五條 郵政企業(yè)開展進出境郵遞物品、國際郵袋、郵件集裝箱、郵件總包運輸、報關(guān)、監(jiān)管場所經(jīng)營等業(yè)務(wù)，應(yīng)當(dāng)符合海關(guān)對進出境運輸工具負責(zé)人、報關(guān)企業(yè)及監(jiān)管場所經(jīng)營企業(yè)等管理規(guī)定的要求。

第十六條 郵政企業(yè)辦理進出境國際郵袋、郵件集裝箱、郵件總包等進境、出境、過境、轉(zhuǎn)運、轉(zhuǎn)關(guān)等手續(xù)以及進行裝卸、開拆和封發(fā)等作業(yè)，應(yīng)當(dāng)在設(shè)有海關(guān)的地點進行，并接受海關(guān)監(jiān)管和檢查。

第十七條 進出境郵遞物品應(yīng)當(dāng)接受海關(guān)查驗。

海關(guān)查驗進出境郵遞物品時，郵政企業(yè)工作人員應(yīng)當(dāng)?shù)綀鰠f(xié)助，負責(zé)物品的搬移、開拆和重新包（封）裝，并作為見證人或者受委托的代理人，在《中華人民共和國海關(guān)進出境郵遞物品查驗記錄單》等有關(guān)法律文書上簽章。海關(guān)認為必要時，也可以通知進出境郵遞物品收寄件人到場協(xié)助查驗，并由其負責(zé)物品的搬移、開拆和重新包（封）裝。

進出境郵遞物品收寄件人不在場的，海關(guān)應(yīng)當(dāng)在查驗結(jié)束時將《中華人民共和國海關(guān)查驗告知單》放入被查驗郵件內(nèi)并施加海關(guān)封志。

未辦結(jié)海關(guān)手續(xù)的進出境郵遞物品，未經(jīng)海關(guān)同意，任何單位和個人不得開拆、破壞海關(guān)封志。

第十八條 進出境郵遞物品經(jīng)查驗需要辦理申報、納稅等海關(guān)手續(xù)的，海關(guān)應(yīng)當(dāng)制發(fā)《中華人民共和國海關(guān)辦理進出境郵遞物品海關(guān)手續(xù)通知書》，交由郵政企業(yè)送達收寄件人。

進出境郵遞物品經(jīng)海關(guān)查驗放行的，直接交郵政企業(yè)投遞。

第十九條 國際郵件互換局、國際郵件交換站（以下統(tǒng)稱國際郵件互換局、交換站）是海關(guān)監(jiān)管場所。

郵政企業(yè)設(shè)立、變更、申請注銷國際郵件互換局、交換站等海關(guān)監(jiān)管場所的，應(yīng)當(dāng)向海關(guān)總署提出申請。

第二十條 郵政企業(yè)應(yīng)當(dāng)在國際郵件互換局、交換站直接對外封發(fā)、接收及交換郵件總包，并接受國際郵件互換局、交換站所在地海關(guān)監(jiān)管。

郵政企業(yè)不得在未設(shè)立國際郵件互換局、交換站的地區(qū)直接對外封發(fā)、接收及交換郵件總包。自未設(shè)立國際郵件互換局、交換站的地區(qū)郵遞進出境的郵件應(yīng)當(dāng)由境內(nèi)其他地區(qū)的國際郵件互換局辦理郵遞手續(xù)，國際郵件互換局所在地主管海關(guān)對有關(guān)進出境郵袋和郵件實施監(jiān)管。

第二十一條 郵政企業(yè)承運進出境（含過境、轉(zhuǎn)運、通運）郵件總包的，應(yīng)當(dāng)填寫《中華人民共和國海關(guān)進出境郵件總包（郵袋）郵運路線及郵運方式備案表》，將進出境郵件總包（郵袋）在境內(nèi)的郵運路線（以下簡稱郵路）及郵運方式向所在地主管海關(guān)備案，并按照海關(guān)規(guī)定辦理相關(guān)手續(xù)。

郵政企業(yè)可以委托其他企業(yè)承運進出境（含過境、轉(zhuǎn)運）郵件總包，但應(yīng)當(dāng)按照本辦法規(guī)定履行申報、協(xié)助查驗等義務(wù)。

因特殊原因，郵路或者郵運方式需要臨時調(diào)整的，郵政企業(yè)應(yīng)當(dāng)事先報告所在地主管海關(guān)及調(diào)整后的相關(guān)海關(guān)，所在地海關(guān)及相關(guān)海關(guān)均同意后方可調(diào)整。調(diào)整原因消除后，應(yīng)當(dāng)立即報告所在地主管海關(guān)及相關(guān)海關(guān)，并繼續(xù)按照原備案郵路及郵運方式郵遞物品。

第二十二條 郵政企業(yè)應(yīng)當(dāng)按照向海關(guān)備案的郵路和郵運方式，將進出境郵件總包、國際郵袋和郵件集裝箱完整、及時地運抵指定的監(jiān)管場所，并確保封志完好無損。

第二十三條 進出境郵件總包在一個設(shè)關(guān)地點未辦結(jié)全部海關(guān)手續(xù)，需轉(zhuǎn)至另一設(shè)關(guān)地點繼續(xù)辦理的，應(yīng)當(dāng)辦理海關(guān)轉(zhuǎn)關(guān)監(jiān)管手續(xù)。

辦理進出境郵件總包轉(zhuǎn)出手續(xù)的海關(guān)為轉(zhuǎn)出地海關(guān)，辦理進出境郵件總包轉(zhuǎn)入手續(xù)的海關(guān)為轉(zhuǎn)入地海關(guān)。

第二十四條 郵政企業(yè)辦理轉(zhuǎn)關(guān)手續(xù)時，應(yīng)當(dāng)向轉(zhuǎn)出地海關(guān)提交電子、紙質(zhì)《中華人民共和國海關(guān)進出境郵件總包轉(zhuǎn)關(guān)申報單》、進出境郵件總包路單、封發(fā)清單，轉(zhuǎn)出地海關(guān)據(jù)以驗核進出境郵件總包（郵袋）封志、數(shù)量及號碼，并制作關(guān)封交郵政企業(yè)。

郵件總包運抵轉(zhuǎn)入地海關(guān)監(jiān)管場所后，郵政企業(yè)應(yīng)當(dāng)立即通知轉(zhuǎn)入地海關(guān)并提交關(guān)封。轉(zhuǎn)入地海關(guān)審核轉(zhuǎn)關(guān)電子數(shù)據(jù)，驗核關(guān)封、郵件總包（郵袋）封志、數(shù)量及號碼，辦理轉(zhuǎn)關(guān)核銷手續(xù)。

因郵政企業(yè)運力安排等原因?qū)е潞ｊP(guān)無法正常核銷轉(zhuǎn)關(guān)的，郵政企業(yè)應(yīng)當(dāng)及時向轉(zhuǎn)出地海關(guān)提交《中華人民共和國海關(guān)進出境郵件總包轉(zhuǎn)關(guān)申報單修改申請表》，并辦理相關(guān)手續(xù)。

第二十五條 郵政企業(yè)辦理郵件總包過境、轉(zhuǎn)運手續(xù)，應(yīng)當(dāng)向進境地海關(guān)提交郵件總包路單。轉(zhuǎn)運郵件總包進境、出境不在同一地點的，進境地海關(guān)驗核后制作關(guān)封，出境地海關(guān)憑關(guān)封辦理出境手續(xù)。

第二十六條 郵政企業(yè)開拆及封發(fā)進出境郵袋前，應(yīng)當(dāng)及時通知海關(guān)，并在海關(guān)監(jiān)管下進行作業(yè)。

進境郵袋開拆前及出境郵袋封發(fā)前，郵政企業(yè)應(yīng)當(dāng)向海關(guān)提交相關(guān)郵遞物品電子信息

第二十七條 郵政企業(yè)接收進出境郵遞物品、國際郵袋、郵件集裝箱、郵件總包發(fā)生誤卸、損毀等事故時，應(yīng)當(dāng)及時通知所在地主管海關(guān)，并辦理相關(guān)補充或者變更申報手續(xù)。

第二十八條 本辦法中下列單證的標準樣式及有關(guān)事項，由海關(guān)總署另行規(guī)定：

（一）中華人民共和國海關(guān)進出境個人郵遞物品申報單；

（二）中華人民共和國海關(guān)進出境郵遞物品查驗記錄單；

（三）中華人民共和國海關(guān)查驗告知單；

（四）中華人民共和國海關(guān)辦理進出境郵遞物品海關(guān)手續(xù)通知書；

（五）中華人民共和國海關(guān)進出境郵遞物品退運申請書；

（六）郵政企業(yè)設(shè)立、變更、注銷國際郵件監(jiān)管場所注冊登記申請書；

（七）中華人民共和國海關(guān)進出境郵件總包轉(zhuǎn)關(guān)申報單；

（八）中華人民共和國海關(guān)進出境郵件總包（郵袋）郵運路線及郵運方式備案表；

（九）中華人民共和國海關(guān)進出境郵件總包轉(zhuǎn)關(guān)申報單修改申請表；

（十）海關(guān)對進出境個人郵遞物品規(guī)定的數(shù)量、金額、進口稅起征點。

第二十九條 進出境郵遞物品有關(guān)單證應(yīng)當(dāng)自制發(fā)之日起留存18個月。依法由海關(guān)留存的，海關(guān)按照有關(guān)規(guī)定保存。

第三十條 進境郵遞物品收件人、出境郵遞物品寄件人、郵政企業(yè)違反本辦法，構(gòu)成走私行為、違反海關(guān)監(jiān)管規(guī)定行為或者其他違反海關(guān)法行為的，由海關(guān)依照《海關(guān)法》、《中華人民共和國海關(guān)行政處罰實施條例》及其它有關(guān)法律、行政法規(guī)的規(guī)定予以處理；構(gòu)成犯罪的，依法追究刑事責(zé)任。第三十一條 本辦法下列用語的含義: 進出境郵遞物品，是指郵政企業(yè)通過郵政網(wǎng)絡(luò)承攬、承運進出境的個人物品及其他物品，包括印刷品、小包、包裹等郵政普遍服務(wù)的郵件和郵政速遞郵件。

進出境個人郵遞物品，是指收件人（自然人）本人或者本人家庭自用、寄件人（自然人）饋贈親友，且屬于海關(guān)規(guī)定的個人物品數(shù)量、金額內(nèi)的日常生活用物品。

收件人，是指進境郵遞物品的境內(nèi)收取人（包括自然人、法人和其他組織）。

寄件人，是指出境郵遞物品的境內(nèi)交寄人（包括自然人、法人和其他組織）。

郵遞物品申報單證，是指由萬國郵聯(lián)、世界海關(guān)組織等確定用于進出境郵遞物品的相關(guān)單證，以及中國海關(guān)要求的申報單證。

郵件路單，是指載有郵件總包號碼、原寄局及寄達局、內(nèi)含件數(shù)及重量、承載的運輸工具等郵路信息的萬國郵聯(lián)規(guī)定單證。

進出境郵件總包，是指境內(nèi)外國際郵件互換局每次向?qū)Ψ交Q局封發(fā)的郵件集合，總包可以由一袋、若干袋或者不裝袋的外走郵件組成，盛裝容器可以為郵袋、集裝箱等。

第三十二條 本辦法由海關(guān)總署負責(zé)解釋。

第三十三條 本辦法自2012年 月 日起施行。1958年對外貿(mào)易部海關(guān)總署發(fā)布的《海關(guān)對國際郵袋裝卸轉(zhuǎn)運監(jiān)管辦法》（?58?關(guān)行字第570號）同時廢止。

第五篇：進出境自用物品申請表

一、業(yè)務(wù)流程

常駐人員遞交申請→預(yù)錄入→海關(guān)審批→簽發(fā)《進出境自用物品申請表》→常駐人員報關(guān)進口→辦理車輛有關(guān)手續(xù)→歸檔。

二、需要提交的單證

常駐人員申請進境自用物品，應(yīng)當(dāng)提交下列單證：

（一）身份證件；

（二）長期居留證件；

（三）《中華人民共和國海關(guān)進出境自用物品申請表》（以下簡稱《申請表》）；

（四）個人申請；

（五）所在單位任職證明；

（六）勞動就業(yè)證（或?qū)＜易C）正本及復(fù)印件；

（七）企業(yè)批準證書復(fù)印件；

（八）企業(yè)營業(yè)執(zhí)照復(fù)印件；

（九）發(fā)票及裝箱單復(fù)印件；

（十）自理報關(guān)單位注冊登記證明書復(fù)印件；

（十一）法規(guī)摘要；

（十二）海關(guān)認為必要的其他單證。

辦理機動車輛牌照申領(lǐng)手續(xù)，應(yīng)提交下列單證：

1、進口車輛查驗登記表；

2、進出境自用物品申請表復(fù)印件；

3、《進口機動車輛隨車檢驗單》復(fù)印件；

4、進口貨物報關(guān)單及稅單復(fù)印件；

5、車輛掛牌申請；

6、海關(guān)認為必要的其他單證。

三、海關(guān)工作時限：對符合政策規(guī)定、單證齊全有效的進境自用物品申請和機動車輛牌照申領(lǐng)手續(xù)，5個工作日完成審批。
