14.5 中國西部人力資源開發(fā)國際研討會的開幕詞

尊敬的主席，尊敬的各位與會者，女士們先生們：

我很榮幸為此次中國西部人力資源開發(fā)國際研討會致辭。

幾天前，北京奧委會申請2008年奧運(yùn)會舉辦權(quán)的優(yōu)異表現(xiàn)給我們留下深刻印象。國際電視臺向世界人民展示了一副生動形象的中國畫面：現(xiàn)代化辦公大樓和商業(yè)中心，衣著時(shí)尚潮流的人們，經(jīng)濟(jì)成功之路。此次會議在這個(gè)豪華的酒店舉行很好地展現(xiàn)了中國的形象。然而，在中國游覽過很多地方的人會知道，這并不是中國的全貌。

你可以說出很多方面來突出沿海地區(qū)與內(nèi)陸地區(qū)的差異。比如說，在20世紀(jì)90年代間，東部沿海地區(qū)的經(jīng)濟(jì)增長速度比內(nèi)陸省份快30%；內(nèi)陸省份的人均國內(nèi)生產(chǎn)總值連沿海地區(qū)的一半都不到。82%外資企業(yè)設(shè)在東部沿海地區(qū)，在外資企業(yè)的外貿(mào)交易中，僅有6%是在內(nèi)陸地區(qū)進(jìn)行的。

這些區(qū)域差距強(qiáng)烈地說服我們加速內(nèi)陸省份的經(jīng)濟(jì)發(fā)展，政府的西部發(fā)展戰(zhàn)略將加速西部地區(qū)的發(fā)展，推進(jìn)更進(jìn)一步的改革開放。亞洲開發(fā)行歡迎并支持這個(gè)戰(zhàn)略。

現(xiàn)在，我想花幾分鐘告訴你們亞洲開發(fā)銀行的職責(zé)，其職責(zé)是幫助促進(jìn)西部區(qū)域的發(fā)展。亞發(fā)行在中國的運(yùn)營戰(zhàn)略是促進(jìn)可持續(xù)的，親民的經(jīng)濟(jì)增長，減少貧困問題，提高生產(chǎn)力，改善人們福利條件。

自1986亞發(fā)行運(yùn)營開始，已借貸給中國大約100億美元。中國充分利用了這筆錢，按計(jì)劃實(shí)施的項(xiàng)目或提前實(shí)施的項(xiàng)目一般都到達(dá)目標(biāo)。

亞發(fā)行的運(yùn)營投資在地域重點(diǎn)上已經(jīng)發(fā)生了巨大轉(zhuǎn)變。在1986年至1995年間，大約三分之二的貸款是支持沿海地區(qū)的項(xiàng)目，三分之一的貸款是投放到內(nèi)陸省份的項(xiàng)目。政府和亞發(fā)行制定了一個(gè)目標(biāo)，要促進(jìn)更加貧困的內(nèi)地省份的經(jīng)濟(jì)發(fā)展。

想更好的管理投資，吸引更多的投資者到西部地區(qū)投資，就需要更好的人力資源。因此，人力資源開發(fā)已經(jīng)成為實(shí)施開發(fā)西部政策中的重中之重。內(nèi)陸地區(qū)有豐富的廉價(jià)勞動力提供。然而，高水平的人才和管理專家很緊缺。

西部地區(qū)面臨著很多機(jī)遇。亞發(fā)行總結(jié)出的經(jīng)驗(yàn)是，內(nèi)陸省份的人力資源比沿海匱乏，制度機(jī)構(gòu)比沿海薄弱。除非得到解決，不然會阻礙該地區(qū)的社會和經(jīng)濟(jì)發(fā)展。亞發(fā)行已承諾將其70%的支援提供給經(jīng)濟(jì)發(fā)展落后普遍貧困的內(nèi)陸省份。然而，成功地加快西部地區(qū)的發(fā)展取決于其吸收能力，這需要通過體制完善和人力資源開發(fā)來加強(qiáng)。

亞發(fā)行攜手國務(wù)院西部開發(fā)辦公室準(zhǔn)備為西部人力資源開發(fā)提供技術(shù)支援項(xiàng)目。研究的范圍將聚焦在規(guī)劃發(fā)展和項(xiàng)目財(cái)務(wù)管理領(lǐng)域的人力資源開發(fā)和能力建設(shè)。

在數(shù)學(xué)和科學(xué)方面并不像男生那么好。原因有這么幾種，首要也是最重要的原因是她們不被鼓勵(lì)去玩那些可以培養(yǎng)起數(shù)學(xué)和科學(xué)方面的興趣的玩具，而且那些過程可以培養(yǎng)起解決問題或者理解事物工作原理的能力。女孩總是被鼓勵(lì)去玩那些增強(qiáng)語言能力和人際交往能力方面的玩具。結(jié)果，她們長大以后就不知道機(jī)器是怎樣運(yùn)轉(zhuǎn)的，怎樣根據(jù)簡單的說明去建構(gòu)模型。

今天將與我們見面的是我們這個(gè)時(shí)代最偉大的大提琴家-馬友友。作為大提琴演奏家，馬友友的職業(yè)生涯已經(jīng)橫跨了20多個(gè)年頭，期間他發(fā)布了50多張專輯。他的音樂獲得過許多獎(jiǎng)項(xiàng)，其中包括令人嘆服的14項(xiàng)格萊美大獎(jiǎng)。他也曾經(jīng)在許多重要的場合演奏，如格萊美的頒獎(jiǎng)儀式和奧運(yùn)會的慶典活動。

馬友友是出生在法國的華裔，父母都是音樂家，母親是歌唱家，父親是作曲家。第一次正式登臺演出的時(shí)候，馬友友只有5歲。隨后他隨家人遷居到了美國。4年后，年僅9歲的馬友友就在紐約極具聲望的卡耐基音樂大廳登臺演出了。后來馬友友進(jìn)入朱莉亞音樂學(xué)院學(xué)習(xí)提琴演奏。從那兒他轉(zhuǎn)入哈佛大學(xué)，并獲得人類學(xué)學(xué)位。他在哈佛的求學(xué)經(jīng)歷以及多元的文化背景都造就了今天的馬友友。

而今，馬友友仍在繼續(xù)他的音樂之路，并且積極地與來自世界各地的各種流派的音樂家合作。他的音樂靈感受到人和大自然的激發(fā)。在馬友友看來，大提琴是他聲帶的延伸。他演奏時(shí)最重要的一點(diǎn)就是全時(shí)全情地投入，并且努力將音樂的內(nèi)容傳遞給現(xiàn)場觀眾。

美國興起在線實(shí)時(shí)信息傳遞也就是網(wǎng)上聊天的狂熱大約始于五六年前，那時(shí)我剛上大學(xué)。一開始我對什么是網(wǎng)上聊天還一無所知，但我很快就明白了，沒多久就對網(wǎng)上聊天著了迷，只要有時(shí)間我就上網(wǎng)聊天。當(dāng)我把越來越多的人加到我的“網(wǎng)友名單”上時(shí)，其他人也在做同樣的事。網(wǎng)上聊天真是越來越普遍，很快，“人人都在這樣做”了。

我的打字技能應(yīng)歸功于很多很多小時(shí)的網(wǎng)上聊天。然而令人遺憾的是，當(dāng)我的打字速度提高后，一切語法規(guī)則也都跑掉了。要知道，網(wǎng)上聊天的人有他們自己的速記語言，語法并不重要。

漸漸地，網(wǎng)上聊天的狂熱在美國降了點(diǎn)溫，我自己對它的熱情也是如此。之后我就來到了中國。

在這里，我發(fā)現(xiàn)對在線實(shí)時(shí)信息的狂熱不是一種而是兩種，第一種就是QQ，它讓我回想起當(dāng)年的癡迷。因此，那個(gè)循環(huán)又重新開始了。在QQ之外，還有一種恐怕是更為流行的快速傳遞信息的潮流，你一定猜到了——手機(jī)短信。

我在中國的頭幾個(gè)月沒有手機(jī)，也就與之沒有關(guān)聯(lián)，但最近我買了一個(gè)手機(jī)，才知道了手機(jī)短信是多么有用，以及其廣為流行的原因。

我承認(rèn)當(dāng)我走在外面或坐在地鐵里發(fā)送短信息時(shí)有點(diǎn)不好意思，但有誰不這樣做？無論我走到哪兒，都能看到人們在手機(jī)上收發(fā)短信。實(shí)際上，倒是很少看到誰拿著手機(jī)在講話。

看來，無論我走到世界的什么地方，都無法逃避實(shí)時(shí)信息傳遞的狂熱。顯然，這個(gè)潮流不會改變。然而，最終我并不對此抱怨，因?yàn)閷?shí)時(shí)信息傳遞又快又便宜，又簡單又非常有趣。再說了，每個(gè)人都在這么做

在中國的酒店按照星級標(biāo)準(zhǔn)劃分為一級、二級和三級酒店。

五星級和大多數(shù)的四星級酒店屬于一級酒店。一級酒店的客房配備了全套浴室，冰箱，電話以及衛(wèi)星電視。這些酒店都擁有可以通過中央空調(diào)設(shè)備調(diào)節(jié)氣溫的遙控。其他由酒店提供的附屬設(shè)施包括如商務(wù)中心、會議設(shè)施、美容室、桑拿浴室、外匯和保齡球中心、迪斯科舞廳、游泳池、健身館、飯店、咖啡廳、購物中心以及酒吧等，每天開放兩小時(shí)。

二級酒店大致包括三星級酒店和一些二星級酒店。其客房設(shè)施和服務(wù)沒有達(dá)到一級酒店的標(biāo)準(zhǔn)。不過，旅游團(tuán)通常更樂意選擇住二級酒店。

說到設(shè)施和服務(wù)，三級酒店看起來跟西方國家的酒店差不多。自然而然，在這些三級酒店的硬件設(shè)施比起那些二級酒店來是要差一些。但是，這些酒店的費(fèi)用只需低于二級酒店價(jià)格的一半的價(jià)格。因此，也廣受游客的喜歡。

我祖父二十世紀(jì)初來到美國，他離開蘇格蘭時(shí)身上沒有什么錢。連他在內(nèi)有兄弟姐妹10人，不過他自小受到很好的教育。像許多人一樣，他也是滿懷憧憬和理想來到美國的。** 他創(chuàng)辦了《福布斯》雜志，報(bào)道那些實(shí)干家，那些給商業(yè)社會帶來變革的人。

我祖父常說，做生意不是為了堆積百萬財(cái)富，而是為了帶來幸?？鞓?。如今我們講到公司和經(jīng)營，文章中會用到許多數(shù)字，但是焦點(diǎn)一直放在人上面。**對公司而言，最重要的是人，而不是資產(chǎn)負(fù)債表。以前我祖父是這樣看的，我們現(xiàn)在也這樣看。

** 當(dāng)前世界信息泛濫，足以將人淹么其中，人們迫切需要一本刊物來解讀這些信息，告訴讀者哪些重要哪些可以不必理會。這就是《福布斯》的價(jià)值所在。我們提供額外的視角和判斷。我們從不停留于表面，總想看看公司到底如何經(jīng)營的，正是當(dāng)今蕪雜繁多的信息使得《福布斯》日益重要。

45年來，〈財(cái)富〉雜志一直給美國的大公司排名，這就是一年一度的“財(cái)富500強(qiáng)”，有時(shí)也將前面的100名成為“財(cái)富100強(qiáng)”。上榜的公司基本上都是頭年收入名列前茅的美國本土公司。財(cái)富雜志根據(jù)上市公司的公開數(shù)據(jù)來計(jì)算收入，未上市的公司沒有列入，因?yàn)樗鼈兊墓善睕]有公開發(fā)行。國外公司在美國的分公司也不參與排名。

“財(cái)富500強(qiáng)”公司是美國規(guī)模最大、利潤最多、實(shí)力最強(qiáng)的公司。論收入，即使500強(qiáng)排名最后的公司也是才大氣粗，如去年排名最末的公司收入也超過30億美圓。

除了介紹美國公司的“財(cái)富500強(qiáng)”之外，〈財(cái)富〉雜志還推出了“全球500強(qiáng)”，給各國的上市公司排名。當(dāng)然，由于美國經(jīng)濟(jì)在全球經(jīng)濟(jì)中的主導(dǎo)地位，許多“財(cái)富500強(qiáng)”的美國公司也高居“全球500強(qiáng)”排行榜?！簇?cái)富〉雜志也推出其他排名，如“100家受雇條件最佳公司”、“100家增長最快的公司”等。比較各種排名看看哪些公司重復(fù)上榜，是很有意思的事情。比如，在“100家受雇條件最佳公司”榜上排名第一的公司可能根本不在“財(cái)富500強(qiáng)”之列，而排在“財(cái)富500強(qiáng)”和“全球500強(qiáng)”前列的公司，卻上不了“最受人尊敬的公司”排行榜。也許甲殼蟲樂隊(duì)說得對——愛是不能用金錢買來的。

一位英國科學(xué)家對比了一些人的性格特征和他們偏愛的睡覺姿勢，發(fā)現(xiàn)兩者 之間有著某種聯(lián)系。下面是4種有代表性睡眠姿勢和其體現(xiàn)的個(gè)性特征。

西敏斯特大學(xué)成立于1838年，是英國第一所工科大學(xué)，所以我們學(xué)校有著悠久的歷史。我們的主校區(qū)位于英國首都倫敦市的中心地帶。目前我們的學(xué)生來自132個(gè)不同國家，人數(shù)超過22，700。西敏斯特大學(xué)是全英最受國際學(xué)生歡迎的15所大學(xué)之一。

我們有教師700多人，還有來自各國的客座講師1，000余人。學(xué)校的這種國際環(huán)境為學(xué)生日后將要面臨的職業(yè)生涯做好了良好的準(zhǔn)備，我們的宗旨是提供國內(nèi)國際環(huán)境下高品質(zhì)的教育和科研。

這實(shí)際上是出于多種考慮。我不否認(rèn)有商業(yè)考慮，辦大學(xué)也要花錢，不過教育交流是主要目的。獎(jiǎng)學(xué)金難申請是因?yàn)殄X要由政府出，有時(shí)候納稅人有意見，說政府應(yīng)該把獎(jiǎng)學(xué)金給本國學(xué)生而不是外國學(xué)生，所以很困難。

但是我們現(xiàn)在已經(jīng)在擴(kuò)大獎(jiǎng)學(xué)金范圍。事實(shí)上，過去幾年，中國學(xué)生來英國留學(xué)人數(shù)大大增加了，這說明獎(jiǎng)學(xué)金難歸難，你們還是有辦法來留學(xué)的。

我想教育交流在未來會非常重要，我也希望，每一次外國學(xué)生來英國學(xué)習(xí)，回去時(shí)就像是一個(gè)英國的大使，到他的國家為我們宣傳，不管是在中國、俄羅斯還是哪個(gè)國家。所以我們在擴(kuò)大教育規(guī)模，吸收更多海外留學(xué)生。所以你們繼續(xù)申請獎(jiǎng)學(xué)金，我們會盡力幫助的。講到學(xué)校的課程，既然我聽說了這件事，我打算回去看看究竟，不過大學(xué)做出這樣的決定原因很多，也許是經(jīng)濟(jì)原因，或者是他們面臨某種困難，這也是時(shí)有的事情。要把想做的事情辦成，錢總是不夠的。不過我也可以向你保證，我們會一如既往地歡迎中國學(xué)生來英國學(xué)習(xí)，就算杜倫大學(xué)沒有合適的專業(yè)，其他大學(xué)也肯定有。

兩百多年來，白宮作為美國總統(tǒng)、美國政府以及美國人民的標(biāo)志一直屹立在那里。和這個(gè)國家的首都的歷史一樣，白宮的歷史開始于1790年。華盛頓總統(tǒng)和城市設(shè)計(jì)師皮埃爾·雷芬一起選擇該址作為新的居住地，即現(xiàn)在的賓夕法尼亞大街1600號。

當(dāng)1792年第一塊奠基石造好的時(shí)候，白宮的建設(shè)就開始了。盡管華盛頓總統(tǒng)監(jiān)督了白宮的建設(shè)，但是他從未入主白宮。直到1800年，也就是白宮臨近竣工的時(shí)候，第一位入主白宮的是總統(tǒng)約翰·亞當(dāng)斯和他的妻子阿比蓋爾。從那以后，每位入主白宮的總體都會改變原有的裝潢或擺設(shè)，使得白宮以新面貌出現(xiàn)。

世界旅游組織簡介

世界旅游組織是唯一接納旅游經(jīng)營者的政府間組織，它受聯(lián)合國委托，在各國旅游業(yè)的宣傳和發(fā)展工作中發(fā)揮核心作用。世界旅游組織成立于1975年，總部設(shè)在西班牙首都馬德里。世界旅游組織的宗旨是促進(jìn)經(jīng)濟(jì)發(fā)展、國際了解、和平繁榮和對人權(quán)與人的基本自由的普遍尊重，并強(qiáng)調(diào)在貫徹這一宗旨時(shí)，要特別注意發(fā)展中國家在旅游事業(yè)方面的利益。世界旅游組織的成員分為正式成員、聯(lián)系成員和附屬成員三類。正式成員是指所有的主權(quán)國家成員。聯(lián)系成員指的是哪些不必負(fù)責(zé)外交事務(wù)的地區(qū)。這些成員需要經(jīng)過為他們承擔(dān)外交責(zé)任的政府的批準(zhǔn)方可成為成員。

附屬成員的范圍十分廣泛，包括直接從事旅游業(yè)或與旅游業(yè)有關(guān)的組織和企業(yè)，如：航空公司以及其他運(yùn)輸公司、飯店、餐館、旅游批發(fā)商和零售商、金融機(jī)構(gòu)、保險(xiǎn)公司、出版集團(tuán)等。

I am delighted to be here today at this school of high achievers.First of all I want to congratulate both pupils and teachers on your recent award----your National Awards for Excellent in School Painting Education and National Student Painting Awards.Today we are here for an art exhibition with a difference.What we have here is not only a splendid showcase of the students work----one that includes a picture from every single one of the 335 boys at the school----but side by side with that magnificent display is work from members of a local art group, the God-Gift Art Group, and also work from the staff here at the school.So the exhibition certainly earns its title “Art for All Ages”.I welcome this exhibition as an opportunity for the people of this community to showcase their achievements to one another, and also to encourage more people to take up the practice of participating in the process of creating arts.It is a wonderful example that the arts have the ability to enrich the lives of everyone in the country, no matter how old or young they may be.Art is an important form of expressing our own individuality, from the separate and distinct perspective of our own personality.The art created by an adult is not necessarily better than the art created by a schoolboy, but it is certainly different----because at each age we create according to our experience and our view of the world as we see it.Putting together art created by people of deferent ages, as displayed here today, is a very useful exercise because it highlights for us the different perspectives people have.This exhibition is in keeping with the Government’s philosophy that the arts should be available for everybody.Our spending on the arts is ensuring greater enjoying of a vital resource by a wider audience, while confirming the place of artists and arts organizations in Irish life.I was delighted to announce last month, an 11% increase to the Arts Council, bringing their allocation for next year to ￡80 million.I awarded a further ￡2.5 million to the Arts Council recently for the current year and a significant portion of that will be spent on initiatives for young people.This announcement was made as part of my Department’s Estimates for arts and cultural projects in Ireland.Recently, I also provided a further ￡50,000 to the National Association of Youth Drama.Clearly, the visual arts play a big part in the life of this school and that is as it should be.It is an area that every child can enjoy and play a full part in.But one message I would like to leave here with the boys today is that creating pictures is something you can and should go on doing all your life.Some of you may even become professional artists when you grow up, and of course that is wonderful——but once you learn how to express yourself in art, it is something that is worth continuing, even though you may not become a professional.You see in the adult work on show here a taste of the variety of art that grown—ups create;I hope that many of you will be inspired by that, and continue to pursue this interest as adults.In conclusion, I would like to congratulate the school principal, Mrs.Anne Marie Hennigan, for the imaginative and instructive idea of mounting this meeting of the ages here today.It is something we can all learn from, and I hope we will do just that.I now have great pleasure in declaring officially open this “Art for All Ages” exhibition at St.Patrick’s Boys School.Thank you.參考答案

很明顯，視覺藝術(shù)在這所學(xué)校的運(yùn)作中占重要地位，這正該如此。在這一領(lǐng)域，每個(gè)孩子都能樂在其中，并施展所長。不過，今天我想告訴孩子們，繪畫創(chuàng)作是你們能夠而且必須一生持之以恒的事情。你們中有人長大后甚至?xí)蔀閷I(yè)畫家，當(dāng)然這很了不起——不過只要知道如何用藝術(shù)來表達(dá)自己，藝術(shù)就值得始終追求不懈，即使自己不能成為專業(yè)人士。大家看到這里所展出的成人畫作表現(xiàn)了成人所創(chuàng)作的不同藝術(shù)風(fēng)格，我希望能有許多人從中獲取靈感，長大后繼續(xù)追求不疲。
