在遂寧“教育問道”高峰論壇上的講話

各位領(lǐng)導(dǎo)、嘉賓、朋友們：大家下午好！

水墨中國(guó),天府四川，大美遂寧。在這丹桂醉紅的美麗時(shí)節(jié)，我們相約觀音湖畔，相聚卓同教育，盛辦“問道教育”高峰論壇。這是遂寧與全國(guó)民辦教育對(duì)接的一個(gè)里程碑式的大事和喜事，我表示最熱烈地祝賀！

《晏子春秋·問上十一》有句話說：“臣聞問道者更正，聞道者更容?！彼囊馑际钦f：主動(dòng)去問道去追求真理的人一定更加正派更加正直，有幸了解道理懂得道理的人一定更加寬弘大量胸懷廣闊。我想我們舉辦這次“問道教育”高峰論壇，目的就是讓我們的民辦教育專家們?cè)诮逃砟畹呐鲎仓袌?jiān)定教育信仰，開創(chuàng)民辦教育嶄新的未來；也是讓我們的一線教育踐行者們更新教育理念，創(chuàng)新育人模式，為國(guó)家培養(yǎng)更多的人才。我想，問道之功功不可沒。

各位專家、朋友們，我國(guó)民辦教育從無到有，從小到大，取得了長(zhǎng)足發(fā)展，已經(jīng)成為國(guó)家教育事業(yè)的重要組成部分、教育發(fā)展的重要增長(zhǎng)點(diǎn)和促進(jìn)教育改革的重要力量，為促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展做出了重要貢獻(xiàn)。在此，感謝為民辦教育默默奉獻(xiàn)的人，感謝民辦教育給社會(huì)作出的貢獻(xiàn)。

習(xí)近平同志說過，我們的人民期盼有更好的教育，教育工作者應(yīng)努力讓每個(gè)學(xué)生都有人生出彩的機(jī)會(huì)?！捌谂胃玫慕逃蹦蔷褪且?jiǎng)?chuàng)新。隨著互聯(lián)網(wǎng)+時(shí)代的到來，教育已進(jìn)入到新時(shí)代的3.0版本。新時(shí)代的教育，不論從教育理念，培養(yǎng)模式，課程設(shè)置，學(xué)習(xí)方式等方面都要探索創(chuàng)新。在新的教育背景下我們應(yīng)該思考如何培養(yǎng)學(xué)生的核心素養(yǎng)？我們究竟應(yīng)該提供一種怎樣符合人的發(fā)展規(guī)律的教育？ 帶著問題上路，我們永遠(yuǎn)在研究和實(shí)踐的路上。我希望有更多的教育專家潛心筑夢(mèng)問道，給多人教育出彩的機(jī)會(huì)。

“讓每個(gè)學(xué)生都有人生出彩的機(jī)會(huì)”那就是說我們的教育對(duì)象個(gè)性的差異是巨大的教育資源。尊重每一個(gè)學(xué)生、尊重每一個(gè)孩子的生命，尊重他們旺盛的求知欲望，是我們教育工作者的責(zé)任。培養(yǎng)學(xué)生一流的人文情懷，為他們?cè)O(shè)計(jì)一條幸福的人生之路，是我們新時(shí)代教育人的偉大使命。

我們的民辦教育工作者要利用自身體制和機(jī)制上的優(yōu)勢(shì)，勇于創(chuàng)新，積極探索，辦出特色，辦出品牌！我相信，民辦教育之路越走越寬，越辦越好。

遂寧有兩大古寺，香火不絕，心靈度假。遂寧教育，書香撲鼻，源遠(yuǎn)流長(zhǎng)。各位專家，卓同教育歷經(jīng)十年的發(fā)展，以先進(jìn)的教育理念，多元的成才途徑，已探索出一條成熟的育人模式，業(yè)績(jī)也證明民辦教育也大有作為。本次“問道教育”論壇給我們提供了一個(gè)相互交流的機(jī)會(huì)和平臺(tái)，我希望大家坦誠(chéng)相見，碰撞融合，建立新的友誼，加強(qiáng)新的合作，開創(chuàng)新的未來。

未來不是我們要奔去的地方，而是我們要?jiǎng)?chuàng)造的美景！最后，祝愿卓同教育十周歲生日快樂！

共創(chuàng)美好未來

——在應(yīng)對(duì)氣候變化南南合作論壇上的講話 中國(guó)代表團(tuán)團(tuán)長(zhǎng)、國(guó)家發(fā)展改革委副主任 解振華

尊敬的克拉克署長(zhǎng)、各位部長(zhǎng)、女士們、先生們：

上午好！

歡迎各位來到多哈“中國(guó)角”，參加“應(yīng)對(duì)氣候變化南南合作論壇”，就加強(qiáng)氣候變化南南合作，促進(jìn)共同發(fā)展和可持續(xù)發(fā)展進(jìn)行交流和探討。

氣候變化是人類在環(huán)境與發(fā)展問題上面臨的最大的挑戰(zhàn)，需要國(guó)際社會(huì)通力合作，積極應(yīng)對(duì)。應(yīng)對(duì)氣候變化的國(guó)際合作，離不開國(guó)際制度，也離不開務(wù)實(shí)合作，而發(fā)展中國(guó)家之間的南南合作則是推動(dòng)這兩個(gè) 輪子前進(jìn)的重要力量。中國(guó)作為一個(gè)人口眾多的發(fā)展中國(guó)家，我們?cè)诎l(fā)展經(jīng)濟(jì)、消除貧困、保護(hù)環(huán)境的過程中，得到了許多國(guó)際機(jī)構(gòu)、發(fā)達(dá)國(guó)家以及發(fā)展中國(guó)家的支持和幫助。我們?cè)趹?yīng)對(duì)氣候變化的政策措施、低碳產(chǎn)業(yè)和能力建設(shè)等方面取得了一些進(jìn)展。我們?cè)敢馀c發(fā)展中國(guó)家加強(qiáng)交流、相互借鑒，為全球合作應(yīng)對(duì)氣候變化盡一份力量。

在今年6月召開的聯(lián)合國(guó)可持續(xù)發(fā)展大會(huì)上，溫家寶總理宣布中國(guó)政府將安排2億元人民幣開展為期3年的氣候變化南南合作（大約每年1000萬(wàn)美元），支持和幫助非洲國(guó)家、最不發(fā)達(dá)國(guó)家和小島嶼國(guó)家等應(yīng)對(duì)氣候變化。今年，我們已與格林納達(dá)、埃塞俄比亞、馬爾代夫等10個(gè)國(guó)家簽署了應(yīng)對(duì)氣候變化物資贈(zèng)送的諒解備忘錄，成功向相關(guān)國(guó)家贈(zèng)送節(jié)能燈50多萬(wàn)盞和節(jié)能空調(diào)1萬(wàn)多臺(tái)。目前，相關(guān)節(jié)能燈產(chǎn)品已經(jīng) 運(yùn)抵格林納達(dá)并完成交付，預(yù)計(jì)將為格林納達(dá)公共部門提高能效50％，每年節(jié)約公共用能支出100萬(wàn)美元。今天，我們還要在這里舉行向埃塞俄比亞贈(zèng)送節(jié)能燈產(chǎn)品的交付儀式。

截至目前，我們還成功地舉辦了12期研修班，為87個(gè)發(fā)展中國(guó)家培訓(xùn)了380余名應(yīng)對(duì)氣候變化領(lǐng)域的官員和技術(shù)人員。我們將繼續(xù)加大適應(yīng)氣候變化、林業(yè)、技術(shù)轉(zhuǎn)讓與推廣、可再生能源等領(lǐng)域的培訓(xùn)力度，計(jì)劃在未來2年內(nèi)再為其他發(fā)展中國(guó)家培訓(xùn)2000名官員和技術(shù)人員。

應(yīng)該說，我們是在時(shí)間比較緊張、經(jīng)驗(yàn)比較缺乏的情況下完成上述的產(chǎn)品贈(zèng)送和培訓(xùn)任務(wù)的。在此，我要感謝各方面的配合和支持，也要感謝相關(guān)國(guó)家政府機(jī)構(gòu)的高效工作。下一步，我們還要進(jìn)一步創(chuàng)新合作模式，加強(qiáng)與聯(lián)合國(guó)等多邊機(jī)構(gòu)合作，為南南合作 注入新的活力。

各位部長(zhǎng)，女士們，先生們，面對(duì)氣候變化帶來的挑戰(zhàn)，如何實(shí)現(xiàn)綠色低碳發(fā)展，這是擺在發(fā)展中國(guó)家面前的新課題。我們要加強(qiáng)交流對(duì)話，互相學(xué)習(xí)借鑒。

對(duì)于一個(gè)國(guó)家而言，面對(duì)氣候變化這樣的全球性問題，政治意愿起著關(guān)鍵性的作用。中國(guó)政府清楚地認(rèn)識(shí)到氣候變化對(duì)全人類、包括中華民族子孫后代的嚴(yán)重影響，一貫高度重視氣候變化問題。剛剛閉幕的中國(guó)共產(chǎn)黨第十八次全國(guó)代表大會(huì)，將生態(tài)文明建設(shè)放在了突出的地位，并融入經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)各方面和全過程。我們將著力推進(jìn)綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展，促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、能源結(jié)構(gòu)優(yōu)化。

中國(guó)正處在工業(yè)化、城鎮(zhèn)化進(jìn)程中，我們的目標(biāo) 是實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展和應(yīng)對(duì)氣候變化的雙贏。為此，我們注意統(tǒng)籌協(xié)調(diào)，發(fā)揮政府引導(dǎo)和市場(chǎng)機(jī)制的共同作用。我們制定了《國(guó)家應(yīng)對(duì)氣候變化規(guī)劃》和《國(guó)家適應(yīng)氣候變化總體戰(zhàn)略》。我們正在探索建立碳排放權(quán)交易市場(chǎng)，研究開征碳稅，研究起草《應(yīng)對(duì)氣候變化法》。我們?cè)O(shè)立了“全國(guó)低碳日”，向公眾普及氣候變化科學(xué)知識(shí)。我們?cè)谕苿?dòng)國(guó)內(nèi)地方工作中采取了試點(diǎn)先行、分類指導(dǎo)的做法，積極穩(wěn)妥地推行氣候變化政策。

各位部長(zhǎng)，女士們，先生們，回顧1992年里約會(huì)議以來的歷程，聯(lián)合國(guó)氣候變化框架公約及其京都議定書是國(guó)際社會(huì)經(jīng)過長(zhǎng)期艱苦努力取得的成果，公平原則、共同但有區(qū)別的責(zé)任原則及各自能力原則凝聚了各方的廣泛共識(shí)，是國(guó)際合作應(yīng)對(duì)氣候變化的法律基礎(chǔ)和行動(dòng)指南，必須倍加珍惜、鞏固發(fā)展。多哈會(huì)議應(yīng)在公約和議定書的框架下 繼續(xù)前行，必須堅(jiān)持公約和議定書的基本原則，必須不斷鞏固應(yīng)對(duì)氣候變化國(guó)際合作的制度基石。2007年，我們共同達(dá)成了“巴厘路線圖”。我們應(yīng)同心協(xié)力，不辱使命，希望全面落實(shí)“巴厘行動(dòng)計(jì)劃”各項(xiàng)任務(wù)，為我們5年前開啟的巴厘進(jìn)程做出一個(gè)圓滿的交待。

氣候變化問題是不可持續(xù)發(fā)展產(chǎn)生的，主要是發(fā)達(dá)國(guó)家歷史上工業(yè)化過程中無約束排放溫室氣體造成的，發(fā)達(dá)國(guó)家既負(fù)有歷史責(zé)任，又擁有低碳技術(shù)和多年發(fā)展積累的資金，因此，發(fā)達(dá)國(guó)家應(yīng)遵循共同但有區(qū)別的責(zé)任原則，切實(shí)兌現(xiàn)承諾，有效大幅度減少自身溫室氣體排放，同時(shí)應(yīng)加強(qiáng)對(duì)發(fā)展中國(guó)家的資金、技術(shù)轉(zhuǎn)讓，幫助發(fā)展中國(guó)家提高應(yīng)對(duì)氣候變化的能力，共同應(yīng)對(duì)氣候變化的挑戰(zhàn)。

各位部長(zhǎng)，女士們，先生們，中國(guó)是南南合作的積極倡導(dǎo)者和忠實(shí)實(shí)踐者，長(zhǎng) 期以來，我們本著“真誠(chéng)友好、平等互利、團(tuán)結(jié)合作、共同發(fā)展”的原則，積極支持和參與各領(lǐng)域的南南合作。未來，我們將繼續(xù)加大應(yīng)對(duì)氣候變化南南合作力度，從資金、技術(shù)、能力建設(shè)等方面為其他發(fā)展中國(guó)家提供力所能及的支持和幫助，同時(shí)我們也將更加廣泛地開展與所有國(guó)家的政策對(duì)話和交流合作，與國(guó)際社會(huì)一道，共同維護(hù)和完善應(yīng)對(duì)氣候變化國(guó)際制度，從而促進(jìn)共同發(fā)展，造福子孫后代。

在第三屆上海司法高峰論壇上的講話

上海市法學(xué)會(huì)黨組書記、會(huì)長(zhǎng)

各位領(lǐng)導(dǎo)，各位專家、學(xué)者，各位來賓：

大家好！

在我們紀(jì)念改革開放40周年之際，第三屆上海司法高峰論壇如期舉行。在此，我代表上海市法學(xué)會(huì)，向大家表示熱烈的歡迎和衷心的感謝！

黨的十八大以來，以習(xí)近平同志為核心的黨中央作出全面依法治國(guó)、全面深化改革的重大部署。習(xí)近平總書記多次強(qiáng)調(diào)：努力讓人民群眾在每一個(gè)司法案件中都感受到公平正義。司法是維護(hù)社會(huì)公平正義的最后一道防線。司法體制改革是全面深化改革的重要內(nèi)容。2014年上海被確定為全國(guó)首批司法改革試點(diǎn)，第一個(gè)在全國(guó)推進(jìn)司法體制改革，為全國(guó)司法體制改革破冰探路，提供了可復(fù)制、可推廣的“上海經(jīng)驗(yàn)”。黨的十九大提出深化司法體制綜合配套改革、全面落實(shí)司法責(zé)任制，對(duì)深化司法體制改革提出了新的更高要求。而上海又一次被中央確定為司法體制綜合配套改革先行先試的試點(diǎn)地區(qū)。在市委及市委政法委的領(lǐng)導(dǎo)下，上海政法各部門共同努力，經(jīng)過一年多的實(shí)踐，上海司法體制綜合配套改革取得了積極成效。在這樣的大背景下，以“深化司法體制綜合配套改革與全面落實(shí)司法責(zé)任制”為主題的第三屆上海司法高峰論壇的舉行意義重大。

上海司法高峰論壇是上海市法學(xué)會(huì)與華東政法大學(xué)合作創(chuàng)辦的高端學(xué)術(shù)平臺(tái)，2016、2017年分別以“推進(jìn)以審判為中心的訴訟制度改革”和“司法改革的新形勢(shì)、新任務(wù)、新探索”為主題已成功舉辦了兩屆研討活動(dòng)，與會(huì)專家、學(xué)者圍繞著司法體制改革涉及的熱點(diǎn)、難點(diǎn)問題，多角度、全方位、深層次開展討論，取得了積極成果，并具有較大的影響力。

本屆論壇由市高院、市檢察院共同主辦，一些知名專家、學(xué)者踴躍參加，壯大研究陣容，提升了論壇的品質(zhì)。相信本屆論壇一定會(huì)更好地展示上海司法體制綜合配套改革試點(diǎn)的最新成效，更好地展現(xiàn)上海法學(xué)界在司法體制改革戰(zhàn)略研究方面的最新成果，為全國(guó)深化司法體制綜合配套改革提供最新經(jīng)驗(yàn)。同時(shí)，我們也將認(rèn)真總結(jié)本次論壇的豐碩成果和成功經(jīng)驗(yàn)，為今后的論壇發(fā)揮示范和引領(lǐng)作用，通過一屆一屆的積累，把上海司法高峰論壇辦成國(guó)內(nèi)外一流的司法高端論壇，成為引領(lǐng)、繁榮、創(chuàng)新法學(xué)理論、法律實(shí)務(wù)研究的重要平臺(tái)，成為凝聚、引領(lǐng)、聯(lián)系法學(xué)法律工作者的橋梁紐帶，成為全面推進(jìn)依法治國(guó)、服務(wù)司法體制改革的高端思想智庫(kù)，為上海的經(jīng)濟(jì)社會(huì)發(fā)展、法治上海、平安上海建設(shè)提供智力支撐。

Expo 2010 Shanghai has been a splendid event.The Expo Site, which covers about six square kilometers, is like a global village.Here, you can find a rich variety of structures, each with its distinct and exquisite style, the British Pavilion resembling a huge dandelion dancing in the breeze, the Canadian Pavilion in the shape of a maple leaf, and the Saudi Pavilion which looks like a sailing treasure boat.And they all speak to the best of human ingenuity.Here, you can see on display rare cultural treasures of the world: the bronze chariot and horse sculpture from China’s Warring States period, the statue of Athena from Greece, the masterpieces of French impressionist painters, the Litter Mermaid from Denmark and the Aldabra giant tortoises from the Seychelles.They are truly a feast to the eyes.Here, over 100 cultural performances were staged every day.Through a total of more than 20,000 cultural events, visitors got a taste of the quintessence of the world’s diverse cultures and found it a rewarding cultural experience.Here political leaders, business people, government officials, experts and scholars gathered together at the series of Expo Forums to share insightful vies an discuss the future of the world, firing people with imagination and inspiration.All this has made Expo 2010 Shanghai an encyclopedia lying open on the land and a magnificent painting showcasing the integration and harmony of diverse cultures.上海世博會(huì)是一次難忘的盛會(huì)，世博會(huì)讓渴望了解世界的中國(guó)人民, 和渴望了解中國(guó)的各國(guó)朋友走在一起，相互間結(jié)下了深厚的友誼。世博會(huì)開幕式上，來自青海玉樹災(zāi)區(qū)的兩位藏族兒童和不同國(guó)家、不同膚色的孩子們牽手相擁，表現(xiàn)出人類在苦難面前同舟共濟(jì)的兄弟的情誼。一位叫山田外美代的日本老人，人稱“世博奶奶”。4年前就來到中國(guó)，為參觀世博會(huì)探路，幾年中往返中國(guó)18次，世博會(huì)開幕以后，她購(gòu)買了183張門票，每天都出現(xiàn)在世博園。另一位來自中國(guó)浙江省年過七旬的農(nóng)村老人，在上海租了一間小房子，為國(guó)內(nèi)外參觀者免費(fèi)提供住宿，自己甘愿睡在小沙發(fā)上，感動(dòng)了無數(shù)的人。最為引人注目的是8萬(wàn)多名身穿青色白褲的園區(qū)志愿者，人們親切地稱之為“小白菜”。還有近200萬(wàn)名城市志愿者活躍在街頭巷尾。他們的燦爛笑容和熱情服務(wù)，成為解讀中國(guó)的真正名牌。

Expo 2010 Shanghai has been an unforgettable event.The Expo has brought together the Chinese people who wish to learn more about the world and foreign friends who wish to know more about China.Thanks to the Expo, they have forged a strong bond of friendship.At the opening ceremony of the Expo, two Tibetan kids from the earthquake-affected Y ushu county of Qinghai Province joined kids of different countries and different colors.They embraced each other and held hands together.That scene is a vivid example of human solidarity and fraternity in the face of adversity.Y amada Tomiyo from Japan, known as “Expo Granny ,” began her 18 trips to China four years ago in anticipation of the event.When the Expo opened, she bought 183 tickets and came to visit the site every day.There is an old lady in her seventies from the countryside of Zhejiang Province.She rented a small apartment in Shanghai to provide free accommodation to Chinese and foreign visitors while she herself would sleep on a small couch.Her story has touched all of us.I would like to mention in particular the more than 80,000 volunteers at the Expo site, whose green tops and white pants earned them the lovely nickname of “Little Cabbages,” and the nearly tow million volunteers working across the city.Their bright smiles and hospitable services are the best name card for a real China.上海世博會(huì)是在國(guó)際金融危機(jī)的背景下首次來到發(fā)展中國(guó)家，首次在一個(gè)特大城市的中心城區(qū)舉辦，這對(duì)中國(guó)是嚴(yán)峻的考驗(yàn)。八年來，我們舉全國(guó)之力，集世界智慧，有條不紊地做好各項(xiàng)籌辦工作，特別是上海人民，做出了無私的奉獻(xiàn)。同時(shí)，國(guó)際展覽局和往屆世博會(huì)舉辦國(guó)也給予了寶貴的指導(dǎo)。世博會(huì)的成功舉辦凝結(jié)著無數(shù)人們的辛勤勞動(dòng)，正是廣大世博會(huì)的組織者、建設(shè)者、工作者、參觀者、志愿者的真誠(chéng)、智慧和汗水，共同鑄就了世博會(huì)的輝煌。在這里，我謹(jǐn)代表中國(guó)政府，向一切參與世博、支持世博和為世博做出貢獻(xiàn)的同志們和朋友們，表示衷心感謝和崇高敬意。

The Expo has fully demonstrated that equality and harmony is the common aspiration of mankind.The Expo is a festive event for all people in the world, and everyone involved in the Expo is an equal member of the big Expo family.Without mutual understanding and trust, and without the live for peace and harmony, it would not have been possible for people form so many different countries and nations to come to this joyous gathering.Among the 14 Pacific island countries and 13 Caribbean countries that made their first collective presence ant the Expo, some are new to the World Expo and some do not yet have diplomatic relations with China.Yet they all participated with great interest and enthusiasm.This is a good example which shows that the World Expo is above national, ethnic and religious boundaries.Providing quality service to the visitors and participants is a top priority of Expo 2010 Shanghai.Many facilities for the convenience of visitors are installed in the expo Site.After careful selection, we invited nine Muslim restaurants to the Site to offer Muslim food.The commitment of taking good care of the visitors is shown in very detailed way.For the first time, a pavilion for disabled persons is established in the Expo Site.There is a variety of special services such as accessible sears for all activities, wheelchair rental and accessible depositories.Each individual is fully respected here.The Expo tells us that progress of a society is not just about the number of skyscrapers, but also meeting the practical and cultural needs of each individual and warming people’s hearts with the sunshine of social care.弘揚(yáng)世博理念，就是要倡導(dǎo)人類攜手應(yīng)對(duì)各種挑戰(zhàn)、共同促進(jìn)人類和平與發(fā)展。It has been 159 years since the first World Expo was held.The past one and a half

近年來，按照把陽(yáng)邏打造成“武漢中游長(zhǎng)江航運(yùn)中心、華中地區(qū)商貿(mào)物流中心、中國(guó)〃現(xiàn)代綠色鋼都”發(fā)展定位，新洲大力實(shí)施“抓港口、帶物流、促工業(yè)、建新城”發(fā)展戰(zhàn)略，強(qiáng)力推進(jìn)各項(xiàng)基礎(chǔ)設(shè)施建設(shè)，全面提升開發(fā)區(qū)功能，不斷增強(qiáng)項(xiàng)目承載能力，特別是按照省委部署，依托鋼鐵產(chǎn)業(yè)，走新型工業(yè)發(fā)展之路，發(fā)揮深水良港優(yōu)勢(shì)，建設(shè)武漢新港核心港，各項(xiàng)工作現(xiàn)已取得初步成效。今天簽約的10個(gè)項(xiàng)目，投資總額約200億元。這是我區(qū)開放開發(fā)中的又一重大成果。

“寧讓政府受累，不讓企業(yè)費(fèi)事”，這是我們建設(shè)服務(wù)型政府不變的理念。新洲將緊緊圍繞項(xiàng)目轉(zhuǎn)、圍繞企業(yè)干，把“產(chǎn)業(yè)第一，企業(yè)家老大”的理念落實(shí)到具體工作中去。“寧可做過，不可錯(cuò)過”，這是我們打造全市最優(yōu)工業(yè)投資
