As President Obama says, the United States remains committed to building a cooperative partnership based on mutual benefit and mutual respect.Since we launched this dialogue three years ago, high-ranking officials from both our governments have criss-crossed the Pacific dozens of times.Our relationship has grown closer and more consequential, and the web of connections that link our nations is increasing.如同歐巴馬總統(tǒng)所言,美國(guó)繼續(xù)致力于建設(shè)一種基于互惠與互相尊重的合作關(guān)系。自從我們?cè)谌昵皢?dòng)這項(xiàng)對(duì)話以來(lái),雙方政府的高級(jí)官員已在太平洋兩岸往返了數(shù)十次。我們的關(guān)系更加密切也更富成效,聯(lián)系我們兩國(guó)的紐帶也與日俱增。

Now, having said that, we understand too that building a cooperative, resilient, mutually beneficial relationship is not easy.That’s why this dialogue is so critical as well as the Strategic Security Dialogue that took place here yesterday.We are discussing how the talks are opening economic activity to advance prosperity, support innovation, and improve the lives of people, how to promote greater military transparency to avoid misunderstandings, to build trust and maintain mutual stability, how to tackle some of the world’s most urgent crises from climate change to proliferation.在此基礎(chǔ)上,我們也理解要建立一種合作、堅(jiān)韌、互惠的關(guān)系并不容易。這就是這一對(duì)話以及昨天在此舉行的戰(zhàn)略安全對(duì)話如此重要的原因。我們討論了對(duì)話如何開(kāi)啟經(jīng)濟(jì)活動(dòng)以促進(jìn)繁榮、支持創(chuàng)新并改善人民生活,如何提倡提高軍事透明度以避免誤解,建立信任并維護(hù)共同穩(wěn)定,如何應(yīng)對(duì)全世界從氣候變化到核擴(kuò)散的一系列最緊迫的危機(jī)。
The United States welcomes China’s increased engagement on the highest priority regional and global issues, and in our strategic track, we will be discussing these.For example, on Iran, the United States and China share the goal of preventing Iran from acquiring a nuclear weapon.And we had a productive first meeting as members of the P-5+1 in Istanbul, and are looking forward to the next meeting in Baghdad because we both understand it is critical to keep pressure on Iran to meet its international obligations, to negotiate seriously, and prove that its nuclear program is solely for peaceful purposes.美國(guó)歡迎中國(guó)日益投入于最重要的地區(qū)和全球事務(wù),我們將在戰(zhàn)略會(huì)談中對(duì)此進(jìn)行討論。舉例而言,在伊朗問(wèn)題上,美國(guó)和中國(guó)都抱有制止伊朗獲得核武器的目標(biāo)。作為5常加1的成員,我們已在伊斯坦布爾召開(kāi)了富于成效的第一次會(huì)議,并期待下一次會(huì)議在巴格達(dá)召開(kāi),因?yàn)槲覀冸p方都理解,繼續(xù)對(duì)伊朗施壓以使它履行其國(guó)際義務(wù)、嚴(yán)肅地進(jìn)行談判、并證明其核項(xiàng)目完全用于和平目的,都是至關(guān)重要的。
In Syria, we are absolutely committed to end the brutal violence against civilians, and therefore, it is essential that the international community work together to hold the regime and the others involved in violence accountable, because regrettably, the Security Council on which we both serve as current members is at stake.在敘利亞,我們堅(jiān)定不移地致力于結(jié)束傷害平民的野蠻暴力行為;因此,國(guó)際社會(huì)協(xié)力追究實(shí)施暴力行為的敘利亞政權(quán)及其他人的責(zé)任至關(guān)重要;因?yàn)榱钊诉z憾的是,我們目前都是其成員的安理會(huì)面臨信譽(yù)危機(jī)。

Our countries are addressing everything from cyber security to the changes and reforms going on in Burma to piracy and so much else, because we know that we are working to better the lives of our people and a better future for all humanity.Now of course, as part of our dialogue, the United States raises the importance of human rights and fundamental freedoms because we believe that all governments do have to answer to citizens’ aspirations for dignity and the rule of law, and that no nation can or should deny those rights.我們兩國(guó)正在應(yīng)對(duì)網(wǎng)絡(luò)安全、緬甸發(fā)生的變化與改革、盜竊知識(shí)產(chǎn)權(quán)以及許許多多的其他各種問(wèn)題,因?yàn)槲覀冎牢覀冋谂Ω纳莆覀儍蓢?guó)人民的生活,使全人類有一個(gè)更美好的未來(lái)。當(dāng)然,作為我們對(duì)話的部分內(nèi)容,美國(guó)提出人權(quán)與基本自由重要性的問(wèn)題,因?yàn)槲覀冋J(rèn)為各國(guó)政府都必須回應(yīng)公民對(duì)尊嚴(yán)與法治的愿望,任何國(guó)家都不能也不應(yīng)該拒絕這些權(quán)利。

This Strategic and Economic Dialogue differs from past dialogues in scope, substance, and approach.It is comprehensive by design, meant to enlist the full range of talent within our governments and to include cross-cutting challenges that are neither bureaucratically neat, nor easily compartmentalized.本屆戰(zhàn)略與經(jīng)濟(jì)對(duì)話在廣度、實(shí)質(zhì)乃至方法上均不同于過(guò)去的對(duì)話。其形式結(jié)構(gòu)力求全面,以便充分利用兩國(guó)政府內(nèi)部的聰明才智,解決那些在行政體制上無(wú)法按部門(mén)截然劃分的問(wèn)題。
With this dialogue we are laying, brick by brick, the foundation of a stronger relationship – improving lines of communication;increasing understanding;setting priorities;and creating a work plan.通過(guò)這一對(duì)話,我們正腳踏實(shí)地為加強(qiáng)關(guān)系而奠定基礎(chǔ),改善交流途徑,增強(qiáng)理解,制定重點(diǎn)目標(biāo)和工作計(jì)劃。
Our agenda will focus on several areas: 我們的議程將側(cè)重于以下幾個(gè)方面:
First, the economic recovery.Repairing the global economy is a priority for both the United States and China.We have taken aggressive action at home to stimulate our economy and stabilize our financial institutions.China has taken similarly bold steps and we both agree that further economic and financial cooperation is necessary for global recovery.第一,經(jīng)濟(jì)復(fù)蘇。修復(fù)全球經(jīng)濟(jì)是美中兩國(guó)的首要目標(biāo)。我們已在國(guó)內(nèi)采取果斷行動(dòng),以刺激經(jīng)濟(jì)和穩(wěn)定金融機(jī)構(gòu)。中國(guó)已采取類似的大膽措施,而且我們雙方均認(rèn)為,進(jìn)一步的經(jīng)濟(jì)和金融合作對(duì)全球復(fù)蘇是必要的。
Second, climate change and clean energy.As the world’s two biggest emitters, we must demonstrate to the developed and developing world that clean energy and economic growth can go hand-in-hand.We are already involved in promising partnerships.In Beijing, I toured a geo-thermal plant that is a true U.S.-Chinese collaboration.General Electric has provided high-tech equipment to produce heat and power with half the emissions, and far less water usage than the coal plants that are typically relied on.And Chinese businesses build the steam turbines that help to power the plant.This plant saves costs and provides clean energy – including heat for the U.S.Embassy.第二,氣候變化和清潔能源。作為世界上兩個(gè)最大的排放國(guó),我們必須向發(fā)達(dá)和發(fā)展中國(guó)家表明,清潔能源和經(jīng)濟(jì)增長(zhǎng)能夠同步進(jìn)行。我們已在進(jìn)行充滿希望的合作。在北京期間,我參觀了一家地?zé)峁S,這是名副其實(shí)的美中合作。通用電氣公司提供的高科技設(shè)備被用于產(chǎn)熱發(fā)電,與通常燃煤的火力發(fā)電相比,排放減少了一半,用水量也大大下降。中國(guó)公司則制造了工廠發(fā)電用的燃?xì)廨啓C(jī)。該廠在節(jié)省成本的基礎(chǔ)上提供了清潔能源,包括為美國(guó)大使館提供熱能。
Third, security challenges.I just attended the ASEAN conference in Thailand, where the North Korean regime’s recent provocations were a subject of great concern.China and the United States both appreciate the dangers of escalating tensions and a prospective arms race in East Asia;and the proliferation of weapons of mass destruction.第三,安全挑戰(zhàn)。我剛剛出席了在泰國(guó)舉行的東盟會(huì)議,北韓政權(quán)最近的挑釁行動(dòng)成了大會(huì)十分關(guān)注的議題。中國(guó)和美國(guó)均認(rèn)識(shí)到緊張局勢(shì)升級(jí)以及東亞可能發(fā)生的軍備競(jìng)賽所導(dǎo)致的危險(xiǎn)以及大規(guī)模毀滅性武器擴(kuò)散的危險(xiǎn)。

Today after two years, a new round of China-US Strategic and Economic Dialogues(S&ED)has opened here in Beijing.During the dialogue, our two sides will discuss ways to advance China-US relations under the new circumstances.I wish to extend congratulations on the opening of the fourth round of the S&ED and welcome to our American friends coming from afar.2009年,我同奧巴馬總統(tǒng)在倫敦會(huì)晤時(shí)共同商定,建立中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話機(jī)制。3年多來(lái),中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話作為兩國(guó)級(jí)別最高、參與部門(mén)最多、討論議題最廣的機(jī)制,促進(jìn)了兩國(guó)高層戰(zhàn)略溝通,加深了對(duì)彼此戰(zhàn)略意圖和政策的了解,擴(kuò)大了對(duì)中美關(guān)系發(fā)展方向的共識(shí);有力推進(jìn)了互利合作,增進(jìn)了兩國(guó)人民相互了解和友誼;豐富了兩國(guó)各領(lǐng)域各層次交流溝通。
President Obama and I agreed to establish the S&ED when we met in London in 2009.This is the highest-level mechanism between our two countries that involves the most extensive participation by our government departments and has a most wide-ranging agenda.Over the past three years and more, the S&ED has facilitated high-level strategic consultation between our two countries.We have increased understanding of each other's strategic intentions and policies and expanded consensus on the future course of China-US relations.The S&ED has given a strong boost to our mutually beneficial cooperation and contributed to mutual understanding and friendship between our two peoples.It has enriched exchanges and consultations between the two countries in various fields and at various levels.在本輪對(duì)話中,希望雙方再接再厲,共同努力,既立足當(dāng)前,又著眼長(zhǎng)遠(yuǎn),推動(dòng)中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話成為兩國(guó)加強(qiáng)戰(zhàn)略溝通、增進(jìn)戰(zhàn)略互信、促進(jìn)戰(zhàn)略合作的長(zhǎng)效機(jī)制,為建設(shè)中美合作伙伴關(guān)系不斷進(jìn)行探索和實(shí)踐。
I hope that the two sides will continue to make concerted efforts during this round of S&ED.We need to both focus on the present and look ahead to the future.We should make the S&ED a long-term mechanism for us to intensify strategic consultation, enhance strategic mutual trust and promote strategic cooperation, a mechanism that helps us explore ways to build China-US cooperative partnership.女士們、先生們!

To build such of a new type of relations between China and United States as two major countries, we need to think creatively.Forty years ago, China and Untied States made a creative move by issuing the Shanghai Communiqué.The Communiqué, which both affirmed the shared views of the two countries and listed their differences truthfully, established the basic principles on China-US relations.We are now in the second decade of the 21st century and we need to advance with the times in our thinking, policies and actions.We should, through creative thinking and concrete steps, prove that the traditional belief that big powers are bound to enter into confrontation and conflicts is wrong, and seek new ways of developing relations between major countries in the era of economic globalization.發(fā)展中美新型大國(guó)關(guān)系,需要相互信任。我們這個(gè)星球有足夠大的空間,應(yīng)能容得下中美兩國(guó)和其他國(guó)家共同發(fā)展。改革開(kāi)放30多年來(lái),中國(guó)堅(jiān)持和平發(fā)展,開(kāi)創(chuàng)了一條依靠中國(guó)人民勤勞智慧、通過(guò)中國(guó)人民同各國(guó)人民合作共贏實(shí)現(xiàn)發(fā)展的正確道路。走和平發(fā)展道路,是我們始終不變的戰(zhàn)略選擇,是中國(guó)對(duì)全世界的鄭重承諾。

To build a new type of relations between China and the United States, we need to nourish our friendship.Friendship between people holds the key to growing good relations between states.We should actively promote exchanges between China and America from all walks of life and encourage greater public participation in the course of promoting China-US friendship and cooperation.I am glad to know that the third meeting of China-US high-level consultation on people to people exchange will be held at the same time of the fourth round of the S&ED.I hope that this meeting will further enhance the mutual understanding and friendship between the two peoples.女士們、先生們!
Ladies and gentlemen,我們所在的這個(gè)大廳叫芳菲苑。中國(guó)唐代詩(shī)人韓愈有兩句詩(shī):“草木知春不久歸,百般紅紫斗芳菲。”意思是時(shí)不我待,必須奮發(fā)進(jìn)取。中美關(guān)系正面臨進(jìn)一步發(fā)展的機(jī)遇,同時(shí)也面臨新的挑戰(zhàn)。讓我們抓住機(jī)遇,排除干擾,共同努力,走出一條相互尊重、合作共贏的新型大國(guó)關(guān)系之路。
The room in which we are having this meeting is called Fangfeiyuan, or the Hall of Flowers.The name of the hall reminds me of a line in a poem by Chinese Tang Dynasty poet Han Yu describing late spring--the plants know spring will soon wave them goodbye, hundreds of red and violet flowers in beauty vie.It shows that time waits for no man and one must work hard and keep advancing.China and the United States now face new opportunities to further grow our relations.We're also confronted with new challenges.Let us seize opportunities and remove interference and work together to build a new type of relations between major countries featuring mutual respect and win-win cooperation.預(yù)祝第四輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話取得圓滿成功。

The second round of the S&ED takes places at an important moment when new developments are unfolding in the international political and economic landscape and when China and the United States face new opportunities to further the bilateral relationship.It is of great significance for both of our two countries to achieve positive outcomes at this round of dialogues.I hope that through candid and in-depth discussions on overarching, strategic and long-term issues of mutual interest, the two sides will enhance trust and dispel misgivings, and further push forward China-US cooperation.女士們、先生們!

Over one year ago, President Obama and I met for the first time in London.We agreed to work together to build a positive, cooperative and comprehensive China-US relationship for the 21st century, setting up the goal for the development of China-US relations in the new era.Since then, President Obama and I have met on many occasions.During President Obama's successful visit to China last November in particular, the two sides issued the China-US Joint Statement, offering a policy framework for the development of our bilateral ties.In a spirit of solidarity, China and the United States have worked together to counter the extremely severe international financial crisis.We have coordinated macroeconomic policies and facilitated efforts to bring about positive outcomes at the G20 financial summits, making important contribution to world economic recovery.We have furthered our economic and trade ties and stepped up mutually beneficial cooperation in new and clean energy, energy conservation, emissions reduction and energy efficiency enhancement to solidify the foundation of our exchanges.China and the United States have maintained communication and coordination on major regional and international issues.We have worked with other parties to properly address regional hot-spot issues.The two countries have worked with other parties to manage a growing number of global issues and played a positive role in putting up an international response to such challenges as climate change, proliferation of weapons of mass destruction and natural disasters.毋庸置疑,中美國(guó)情不同,雙方難免存在一些矛盾和分歧,關(guān)鍵是要尊重和照顧對(duì)方的核心利益和重大關(guān)切,妥善處理相互之間存在的一些敏感問(wèn)題,不斷增強(qiáng)互信基礎(chǔ)。
Admittedly, China and the United States differ in national conditions, and it is only natural that the two sides may disagree on some issues.What is important is to respect and accommodate each other's core interests and major concerns, appropriately handle the sensitive issues and strengthen the foundation of mutual trust.女士們、先生們!

– We should respect each other's core interests and major concerns.Sovereignty, independence and territorial integrity are a country's most basic rights recognized by the norms governing international relations.To the Chinese people, nothing is more important than safeguarding national sovereignty and territorial integrity.I trust it is not difficult for the American people, who went through the American Civil War in their history, to understand how important and valuable unity is to a nation.——我們要尊重各國(guó)自主選擇發(fā)展道路的權(quán)利。應(yīng)該承認(rèn)各國(guó)文化傳統(tǒng)、社會(huì)制度、價(jià)值觀念、發(fā)展理念等方面的差異,努力推動(dòng)不同文明和發(fā)展模式取長(zhǎng)補(bǔ)短、相互促進(jìn)、共同發(fā)展,不應(yīng)該以一種模式來(lái)衡量豐富多彩的世界。
