2胡副主席，非常感謝您的歡迎致辭。非常感謝您在這里接待我和我的夫人勞拉。

非常感謝各位對(duì)我的熱情接待，很榮幸來到中國，清華大學(xué)是世界最偉大的學(xué)府之一。我也知道清華大學(xué)對(duì)于胡副主席有著十分重要的意義，他不僅在這里獲得了學(xué)位，而且是在這里與他優(yōu)雅的夫人相識(shí)的。我想同時(shí)也感謝在座的各位學(xué)生給我這個(gè)機(jī)會(huì)，跟大家見面，談一談我自己的國家，并且回答大家的一些問題。

清華大學(xué)的治學(xué)標(biāo)準(zhǔn)和聲望聞名于世，我也知道能考入這所大學(xué)也是一個(gè)成就，祝賀你們。我不知道大家是不是知道這一點(diǎn)，我和我的太太有兩個(gè)女兒，她們像你們一樣正在上大學(xué)，有一個(gè)女兒上的是德州大學(xué)，有一個(gè)女兒是上耶魯大學(xué)，她們是雙胞胎。我對(duì)我們的兩個(gè)女兒倍感驕傲，我想你們的父母對(duì)你們的成就同樣也是引以為榮的。

我這次訪華恰逢是重要的周年紀(jì)念日，副主席剛才也談到了，30年前的這一周，一個(gè)美國的總統(tǒng)來到了中國，他的訪華之旅目的是為了結(jié)束兩國間長(zhǎng)達(dá)數(shù)十年的隔閡和數(shù)百年的相互猜疑。尼克松總統(tǒng)向世界顯示了兩個(gè)迥然不同的政府能夠本著相互的利益、相互的尊重來到一起。那天他們離開機(jī)場(chǎng)的時(shí)候，周恩來總理對(duì)尼克松總統(tǒng)說了這樣一番話，他說你與我的握手越過了世界上最為遼闊的海洋，這個(gè)海洋就是互不交往的25年。自從那時(shí)以來，美國和中國已經(jīng)握過多次的友誼之手和商業(yè)之手。隨著我們兩國間接觸的日益頻繁，我們兩國的國民也逐漸的加深了對(duì)彼此的了解，這是非常非常重要的。曾經(jīng)一度美國人只知道中國是歷史悠久的、偉大的國家，以及她的文明。今天我們?nèi)匀豢吹街袊钚兄匾暭彝?、學(xué)業(yè)和榮譽(yù)的良好傳統(tǒng)。同時(shí)，我們看到中國正日益成為世界上一個(gè)最富有活力和創(chuàng)造力的國家之一。這一點(diǎn)最佳的驗(yàn)證便是在座諸位所具備的知識(shí)和潛力。

中國正走在一個(gè)興起的道路上，而美國歡迎一個(gè)強(qiáng)大、和平與繁榮的中國的出現(xiàn)。我同美國人在更進(jìn)一步了解中國的同時(shí)，也擔(dān)心中國人不一定總是能夠很清楚地看到我的國家的真實(shí)面貌，這里面有多種原因，其中有一些是我們自己造成的。我們的電影，還有電視節(jié)目，往往并沒有全面反映出美國。

我們成功的企業(yè)顯示了美國商業(yè)的力量。但是我們的精神、我們的社區(qū)精神，還有我們相互對(duì)彼此的貢獻(xiàn)往往并不像我們金錢方面的成功那樣的顯而易見。

我的國家毫無疑問確實(shí)有自己的一些問題和缺陷，像大部分的國家一樣，我們正走在一個(gè)漫長(zhǎng)的道路上。

自由賦予我們自己國民許多的權(quán)利，同樣也要求他們有重大的責(zé)任。美國是一個(gè)法制的國家，我們的法院是獨(dú)立的。我是總統(tǒng)，哪怕是我也無法告訴法院要如何來判案，行政部門、立法部門，任何一個(gè)成員都不可以。根據(jù)我們的法律，每個(gè)人都是自由平等的，沒有任何人可以凌駕于法律之上。美國的媽媽們、爸爸們疼愛他們的孩子，為他們辛勤的勞動(dòng)作出犧牲，因?yàn)槲覀兿嘈牛乱淮纳羁倳?huì)更好。在我們的家庭中我們可以找到關(guān)愛，可以學(xué)習(xí)如何負(fù)起責(zé)任，如何陶冶人格。很多美國人都主動(dòng)的抽出時(shí)間為其他人提供服務(wù)，有很多人每周都拿出時(shí)間為社區(qū)服務(wù)。

如果你去美國旅行的話，你會(huì)見到來自不同種族背景，有著不同信仰的人。我們是一個(gè)多元化、多姿多彩的國家，在那里有230萬華人，他們?cè)谀抢锓毖苌ⅰＴ谖覀兇蠊镜霓k公室里有華人工作，在美國政府中有華人工作，在冬奧會(huì)中代表美國參加滑冰比賽的也有華人。

我在1975年有幸訪問過中國，在座有一些人當(dāng)時(shí)可能還沒有出生，這也表明我有多么老了。從那以來，貴國發(fā)生了巨大的變化，中國取得了舉世聞名的成就，在開放方面、在企業(yè)方面、在經(jīng)濟(jì)自由方面都是如此，人們從所有進(jìn)步中可以看到中國有著巨大的潛力，中國已經(jīng)加入了世界貿(mào)易組織。一個(gè)現(xiàn)代化的中國將有一個(gè)完善的法制，規(guī)范其商業(yè)活動(dòng)，也保護(hù)其公民的權(quán)利。諸位，你們這一代建設(shè)新中國，需要貴國傳統(tǒng)中博大精深的智慧。

在中國如今經(jīng)濟(jì)成功的背后，有著有活力的人才。清華大學(xué)不僅在培養(yǎng)專家，它也是在培育公民。公民在他們國家的事務(wù)中不是袖手旁觀者，他們是建設(shè)未來的參與者。中國在包容各種宗教方面有著古老的傳統(tǒng)。中國將使世界矚目，也使世界更加豐富。再過6年，來自美國和世界的運(yùn)動(dòng)員將到貴國來參加奧林匹克比賽。我堅(jiān)信，他們能見到的中國將變成更加強(qiáng)大國家，一個(gè)走在世界前沿的國家，一個(gè)與世界和平相處的國家。謝謝諸位讓我到此來發(fā)言。

布什演講結(jié)束，學(xué)生們開始提問。

提問(英文)：昨天您和江主席進(jìn)行了談話，并且開了聯(lián)合發(fā)布會(huì)，您在這個(gè)會(huì)上沒有清楚地回答一個(gè)問題，那就是戰(zhàn)區(qū)導(dǎo)彈防御系統(tǒng)是否會(huì)包含臺(tái)灣在內(nèi)？另外，我還想問，談到臺(tái)灣問題的時(shí)候，您說和平解決，您對(duì)和平統(tǒng)一是怎樣的看法？

布什：非常好的問題。首先我贊賞你的英文，非常好。我跟中國的領(lǐng)導(dǎo)人有過多次的談話，每一次我都強(qiáng)調(diào)我們是支持“一個(gè)中國”的政策，而且這是我們長(zhǎng)期一貫的政策，到目前為止沒有改變。至于有關(guān)導(dǎo)彈防御

系統(tǒng)，我已經(jīng)說的非常清楚，這是一個(gè)防御性的系統(tǒng)，是要幫助我們的盟友和其它一些國家來保護(hù)他們免受無賴國家的攻擊。目前，我們正處在發(fā)展導(dǎo)彈防御系統(tǒng)的過程中，還不知道它可行不可行。

我們?nèi)绻黄鸾涣鳎覀冇袝r(shí)間在一起的話，雙方能夠加深了解，這對(duì)我們是有利的。因?yàn)樵谖覀冸p邊的關(guān)系中，我們的的確確有一些問題是不能夠百分之百的達(dá)成一致意見的。但是當(dāng)你能夠跟別人有更多的了解、更多的相互理解的話，可能這些分歧、這些問題就能夠進(jìn)行更好的討論。提問：我是清華大學(xué)傳播系的學(xué)生。我想請(qǐng)問總統(tǒng)先生這樣一個(gè)問題，美國是否還牢記它對(duì)13億中國人民的承諾，那就是遵守中美三個(gè)聯(lián)合公報(bào)和對(duì)臺(tái)“三不”政策？

布什：臺(tái)灣問題是大家一直關(guān)心的問題。我想就臺(tái)灣問題我已經(jīng)說的很明確了，我希望在這個(gè)問題上，在我的有生之年或者您的有生之年能夠有所成就，這將是一個(gè)重要的里程碑。

提問：歡迎您這次來訪，感謝您剛才精彩的演講。我們可以預(yù)見到中美兩國的學(xué)術(shù)交流文化活動(dòng)前景是非常廣闊的，剛才在您精彩的演講當(dāng)中，我也看得出來，您對(duì)我們清華大學(xué)給予了很高的評(píng)價(jià)?，F(xiàn)在我的問題是，如果將來您的兩個(gè)寶貝女兒有機(jī)會(huì)繼續(xù)深造的話，您是否愿意讓您的女兒來我們清華大學(xué)？

布什：她們已經(jīng)不再聽話了。我想你知道我的意思吧。首先我希望她們能來中國，能來清華，因?yàn)橹袊且粋€(gè)非常奇妙的國家。我第一次來中國的時(shí)候是1975年，跟現(xiàn)在相比，我實(shí)在很難用言語來形容中國發(fā)生的翻天覆地的變化。我當(dāng)上總統(tǒng)以后第一次來中國是去的上海。我想我的女兒們跟很多美國的學(xué)生一樣，她們都希望到中國來看一看。所以我覺得我們兩國之間進(jìn)行學(xué)術(shù)或者學(xué)生交流是非常重要的。而且我也覺得美國應(yīng)該歡迎中國的學(xué)生到美國去學(xué)習(xí)。因?yàn)槲矣X得這樣子對(duì)于中國的留學(xué)生來說是有好處的，對(duì)于美國學(xué)生也是有好處的。對(duì)美國的學(xué)生本身也是非常有好處的。我想，很重要的一點(diǎn)就是我們必須了解，我們兩國人民必須了解我們都是人，都有有七情六欲，都有我們的煩惱，都是有我們的快樂。連年紀(jì)比較大的公民，像我們的副總統(tǒng)也一樣。因?yàn)槲覀內(nèi)绻黄鸾涣鳎覀円黄鹩袝r(shí)間在一起的話，我們能夠雙方更加了解，這是對(duì)我們有利的。因?yàn)椋谖覀冸p邊的關(guān)系中，我們的的確確有一些問題是不能夠百分之百地達(dá)成一致的意見。但是，當(dāng)你能夠跟一個(gè)人相互更多的理解和更多的了解的話，您可能就這些分歧作更好地討論，畢竟我們是人，是個(gè)有血有肉的人。

我覺得很重要的有一點(diǎn)，我們畢竟是血肉之軀，我們畢竟是人，所以有一些事情，比如剛才我提到了家人，我認(rèn)為家庭在社會(huì)中是不可分割，也是一個(gè)非常重要的組成部分。中國在歷史上、文化上有敬老愛幼、尊重家人的傳統(tǒng)，我希望美國也有這樣的傳統(tǒng)，這個(gè)概念不只是給某一個(gè)國家的，這是全球性概念。當(dāng)兩國的學(xué)生聚在一起，一起學(xué)習(xí)的時(shí)候，我們能夠更加理解對(duì)方的價(jià)值觀，我想這樣就能更加給世界和平作出貢獻(xiàn)。提問：去年圣誕節(jié)前，您弟弟曾訪問過我們清華，他來的時(shí)候講，在美國有很多人，特別是政界對(duì)中國有很多誤解，剛才胡錦濤副主席和您提到，兩國都想促進(jìn)兩國之間的關(guān)系健康發(fā)展和人員之間的交流，我的問題是作為美國總統(tǒng)，您打算采取哪些具體的措施促進(jìn)我們?nèi)藛T之間在各個(gè)層面的交流？

布什：首先，我想來到中國訪問，來到清華大學(xué)就是回答你的問題。因?yàn)槊绹爽F(xiàn)在非常注意我訪華的整個(gè)行程。那我想大家應(yīng)該有興趣知道，我上回先到上海，在很短的時(shí)間內(nèi)，在冬天來到了北京，在很短的時(shí)間內(nèi)兩次訪華，這一點(diǎn)可以向您說明，我如何看重我們雙邊的關(guān)系。很重要的就是讓美國政界的領(lǐng)導(dǎo)人能夠訪問中國，很多已經(jīng)來過了，還有許多人還要來。能夠來看一看，我們回去向他們形容中國的時(shí)候，會(huì)比較準(zhǔn)確，我回到美國以后，我會(huì)告訴他們中國是一個(gè)偉大的國家，有非常悠久、優(yōu)秀的歷史，但是不止如此，還有非常美好的未來。

很多美國人對(duì)中國非常感興趣，不只是來看非常美麗的中國，而且對(duì)中國人，對(duì)中國文化有更進(jìn)一步的了解，我想我們兩個(gè)國家都必須繼續(xù)鼓勵(lì)雙邊的人民相互訪問。

我想可以在很大程度上改變?nèi)澜鐚?duì)中國印象的一個(gè)機(jī)會(huì)就是當(dāng)你們舉辦奧林匹克運(yùn)動(dòng)會(huì)的時(shí)候，這將是一個(gè)太好的機(jī)會(huì)了。所以，到時(shí)候全世界的人都要來到中國，不只是看運(yùn)動(dòng)會(huì)，還可以看到中國現(xiàn)代化的發(fā)展，不光來的人能看到，全世界的人通過電視轉(zhuǎn)播都能看到，所以，奧委會(huì)讓北京得到2008年奧運(yùn)會(huì)的主辦權(quán)是有道理的。

提問：您1975年來過中國，到現(xiàn)在20多年過去了，您剛才也提到中國發(fā)生了很多變化，您有沒有發(fā)現(xiàn)除了經(jīng)濟(jì)以外的中國社會(huì)的一些進(jìn)步？布什：我想，我來中國發(fā)現(xiàn)最凸現(xiàn)的一個(gè)現(xiàn)象，當(dāng)然是稍微跟經(jīng)濟(jì)有關(guān)的，但是總的來說就是整個(gè)人民的態(tài)度的改變。因?yàn)樵?975年的時(shí)候，我來的時(shí)候，每個(gè)人的服裝都是一樣的?，F(xiàn)在你們高興穿什么就穿什么。你看你們第一排的，全都是不一樣的服裝，因?yàn)槟阌X得這是我喜歡的，我要這么穿。當(dāng)你要套上漂亮的羊毛上衣的時(shí)候，你說這是我做的決定。當(dāng)你主動(dòng)地作出這樣的決定的時(shí)候，別的人看了，他們也要作出自己的決定。因此，一個(gè)產(chǎn)品的需求就影響了整個(gè)的生產(chǎn)，而不是由生產(chǎn)來影響產(chǎn)品的需求。如果你能夠認(rèn)識(shí)到在市場(chǎng)上的每一個(gè)人的這種需要，這就是自由社會(huì)的一個(gè)現(xiàn)象之一。這就是我們解釋自由的其中一個(gè)意義。

所以，我來到這里，我看見的不只是高樓大廈，我覺得最明顯的就是每個(gè)人現(xiàn)在可以自由地作出他自己的選擇了。有了做個(gè)人選擇的自由，你就可以有其他的自由，你可以自由地做其他的事情。所以，您就知道為什么75年跟現(xiàn)在相比，我這么驚嘆中國這么大的變化，但是我覺得還要加上一句，就是這個(gè)變化是朝更好的方向發(fā)展的。我只能再回答一個(gè)問題，然后我跟你們的主席吃飯去了。

提問：謝謝您給我提最后這個(gè)問題的機(jī)會(huì)。我以前有幸讀過您的一本自傳，您提到美國社會(huì)的存在的一些社會(huì)問題，校園犯罪，青年暴力，貧困兒童問題。據(jù)我所知，我們清華一位校友去年在美國就學(xué)期間被槍殺了，這種問題現(xiàn)在還在越演越烈。作為美國的總統(tǒng)，您對(duì)解決目前美國的人權(quán)狀況有何打算呢？

布什：首先要告訴你們的是，現(xiàn)在暴力犯罪率在美國已經(jīng)開始下降了，但是只要有一起犯罪案就算太多了。只要一個(gè)人對(duì)他的鄰居會(huì)施行暴力，那就是不能接受的。在美國的確有很多人還處在貧困當(dāng)中，美國政府花了很大筆金錢來幫助處于貧困中的人，希望他們以后能夠自力更生。當(dāng)我們競(jìng)選的時(shí)候，我們最大的一個(gè)討論，或是一個(gè)辯論的題目就是如何幫助別人自力更生。當(dāng)然，對(duì)美國總統(tǒng)來說，在選舉的時(shí)候，外交問題也是一個(gè)重要的課題。但是，美國的選民他們更注意的是國內(nèi)政治局勢(shì)，他們比較關(guān)注國內(nèi)的問題。所以，當(dāng)經(jīng)濟(jì)出現(xiàn)疲軟的時(shí)候，就像美國目前的情形，他們就想要知道現(xiàn)在應(yīng)該怎么樣拯救經(jīng)濟(jì)。如果經(jīng)濟(jì)情況好的話，他們根本不談經(jīng)濟(jì)。我們常常在競(jìng)選的時(shí)候談到兩個(gè)主要的關(guān)鍵問題，第一個(gè)就是我們的社會(huì)保障制度的結(jié)構(gòu)問題，就是如何來幫助美國的這些需要社會(huì)福利的人，幫助他們有一個(gè)條件，就是不能讓他們過度的，或是長(zhǎng)期地依賴政府。另外一個(gè)常常討論的問題就是教育。這個(gè)問題在競(jìng)選的時(shí)候可能不是那么重要，但是你當(dāng)選了以后就非常重要了。當(dāng)我還是當(dāng)?shù)驴怂_斯州州長(zhǎng)的時(shí)候，我常說一句話，如果你能給一個(gè)兒童很好的教育，你就能夠避免他以后出去犯罪。

當(dāng)總統(tǒng)以后，我跟兩黨的議員們都希望制定一個(gè)計(jì)劃，就是幫助學(xué)齡前的兒童能夠有一個(gè)非常好的開始，還沒有到學(xué)校，就可以開始學(xué)習(xí)了。現(xiàn)在美國一個(gè)比較令人悲傷的一個(gè)事實(shí)，就是現(xiàn)在在美國有一些四年級(jí)的小學(xué)生，沒有辦法達(dá)到他們那個(gè)年級(jí)的閱讀能力。

如果設(shè)想四年級(jí)還不能閱讀的話，那他到初二的時(shí)候就更不能閱讀了，他畢業(yè)了以后，根本無法繼續(xù)上大學(xué)。所以如果這種情形繼續(xù)下去的話，對(duì)美國來說是一條死路。所以，在去年的時(shí)候，我就向國會(huì)呈上了一個(gè)議案，我們?cè)趪鴷?huì)中經(jīng)過了很多的討論，今年，我也希望州一級(jí)和地方一級(jí)的立法機(jī)關(guān)，就這個(gè)問題，繼續(xù)推動(dòng)這些倡議。我想我們的重點(diǎn)是放

在教導(dǎo)他們閱讀方面。今年我的夫人和我也要繼續(xù)推動(dòng)一個(gè)計(jì)劃，就是學(xué)齡前的兒童能得到教育。我慢慢地會(huì)回答你的問題。教育就是反犯罪的一個(gè)最好的途徑，執(zhí)法是很重要的。讓人們因自己的行為而受到懲罰，或者負(fù)擔(dān)起責(zé)任，這是重要的。但是我們堅(jiān)持我們的政策的一致，也是非常重要的，也就是說，你如果犯罪了就必須受刑罰。

PRESIDENT BUSH: Vice President Hu, thank you very much for your kind and generous remarks.Thank you for welcoming me and my wife, Laura, here.(Applause.)I see she's keeping pretty good company, with the Secretary of State, Colin Powell.It's good to see you, Mr.Secretary.(Applause.)And I see my National Security Advisor, Ms.Condoleezza Rice, who at one time was the provost at Stanford University.So she's comfortable on university campuses such as this.Thank you for being here, Condi.(Applause.)

I'm so grateful for the hospitality, and honored for the reception at one of China's, and the world's, great universities.This university was founded, interestingly enough, with the support of my country, to further ties between our two nations.I know how important this place is to your Vice President.He not only received his degree here, but more importantly, he met his gracious wife here.(Laughter.)

I want to thank the students for giving me the chance to meet with you, the chance to talk a little bit about my country and answer some of your questions.The standards and reputation of this university are known around the world, and I know what an achievement it is to be here.So, congratulations.(Applause.)I don't know if you know this or not, but my wife and I have two daughters who are in college, just like you.One goes to the University of Texas.One goes to Yale.They're twins.And we are proud of our daughters, just like I'm sure your parents are proud of you.My visit to China comes on an important anniversary, as the Vice President mentioned.Thirty years ago this week, an American President arrived in China on a trip designed to end decades of estrangement and confront centuries of suspicion.President Richard Nixon showed the world that two vastly different governments could meet on the grounds of common interest, in the spirit of mutual respect.As they left the airport that day, Premier Zhou Enlai said this to President Nixon: “Your handshake came over the vastest ocean in the world--25 years of no communication.”

During the 30 years since, America and China have exchanged many handshakes of friendship and commerce.And as we have had more contact with each other, the citizens of both countries have gradually learned more about each other.And that's important.Once America knew China only by its history as a great and enduring civilization.Today, we see a China that is still defined by noble traditions of family, scholarship, and honor.And we see a China that is becoming one of the most dynamic and creative societies in the world--as demonstrated by the knowledge and potential right here in this room.China is on a rising path, and America welcomes the emergence of a strong and peaceful and prosperous China.(Applause.)

As America learns more about China, I am concerned that the Chinese people do not always see a clear picture of my country.This happens for many reasons, and some of them of our own making.Our movies and television shows often do not portray the values of the real America I know.Our successful businesses show a strength of American commerce, but our spirit, community spirit, and contributions to each other are not always visible as monetary success.Some of the erroneous pictures of America are painted by others.My friend, the Ambassador to China, tells me some Chinese textbooks talk of Americans of “bullying the weak and repressing the poor.” Another Chinese textbook, published just last year, teaches that special agents of the FBI are used to “repress the working people.” Now, neither of these is true--and while the words may be leftovers from a previous era, they are misleading and they're harmful.In fact, Americans feel a special responsibility for the weak and the poor.Our government spends billions of dollars to provide health care and food and housing for those who cannot help themselves--and even more important, many of our citizens contribute their own money and time to help those in need.American compassion also stretches way beyond our borders.We're the number one provider of humanitarian aid to people in need throughout the world.And as for the men and women of the FBI and law enforcement, they're working people;they, themselves, are working people who devote their lives to fighting crime and corruption.My country certainly has its share of problems, no question about that.And we have our faults.Like most nations we're on a long journey toward achieving our own ideals of equality and justice.Yet there's a reason our nation shines as a beacon of hope and opportunity, a reason many throughout the world dream of coming to America.It's because we're a free nation, where men and women have the to achieve their dreams.No matter your background or your circumstance of birth, in America you can get a good education, you can start your own business, you can raise a family, you can worship freely, and help elect the leaders of your community and your country.You can support the policies of our government, or you're free to openly disagree with them.Those who fear freedom sometimes argue it could lead to chaos, but it does not, because freedom means more than every man for himself.Liberty gives our citizens many rights, yet expects them to exercise important responsibilities.Our liberty is given direction and purpose by moral character, shaped in strong families, strong communities, and strong religious institutions, and overseen by a strong and fair legal system.My country's greatest symbol to the world is the Statue of Liberty, and it was designed by special care.I don't know if you've ever seen the Statue of Liberty, but if you look closely, she's holding not one object, but two.In one hand is the familiar torch we call the “l(fā)ight of liberty.” And in the other hand is a book of law.We're a nation of laws.Our courts are honest and they are independent.The President--me--I can't tell the courts how to rule, and neither can any other member of the executive or legislative branch of government.Under our law, everyone stands equal.No one is above the law, and no one is beneath it.All political power in America is limited and it is temporary, and only given by the free vote of the people.We have a Constitution, now two centuries old, which limits and balances the power of the

three branches of our government, the judicial branch, the legislative branch, and the executive branch, of which I'm a part.Many of the values that guide our life in America are first shaped in our families, just as they are in your country.American moms and dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation.In our families, we find love and learn responsibility and character.And many Americans voluntarily devote part of their lives to serving other people.An amazing number--nearly half of all adults in America--volunteer time every week to make their communities better by mentoring children, or by visiting the sick, or caring for the elderly, or helping with thousands of other needs and causes.being told, motivated by their good hearts and often by their faith.America is a nation guided by faith.Someone once called us “a nation with the soul of a church.” This may interest you--95 percent of Americans say they believe in God, and I'm one of them.When I met President Jiang Zemin in Shanghai a few months ago, I had the honor of sharing with him how faith changed my life and how faith contributes to the life of my country.Faith points to a moral law beyond man's law, and calls us to duties higher than material gain.Freedom of religion is not something to be feared, it's to be welcomed, because faith gives us a moral core and teaches us to hold ourselves to high standards, to love and to serve others, and to live responsible lives.If you travel across America--and I hope you do some day if you haven't been there--you will find people of many different ethic backgrounds and many different faiths.We're a varied nation.We're home to 2.3 million Americans of Chinese ancestry, who can be found working in the offices of our corporations, or in the Cabinet of the President of the United States, or skating for the America Olympic team.Every immigrant, by taking an oath of allegiance to our country, becomes just as just as American as the President.America shows that a society can be vast and it can be varied, yet still one country, commanding the allegiance and love of its people.And all these qualities of America were widely on display on a single day, September the 11th, the day when terrorists, murderers, attacked my nation.American policemen and firefighters, by the hundreds, ran into burning towers in desperation to save their fellow citizens.Volunteers came from everywhere to help with rescue efforts.Americans donated blood and gave money to help the families of victims.America had prayer services all over our country, and people raised flags to show their pride and unity.And you need to know, none of this was ordered by the government;it happened spontaneously, by the initiative of free people.Life in America shows that liberty, paired with law is not to be feared.In a free society, diversity is not disorder.Debate is not strife.And dissent is not revolution.A free society trusts its citizens to seek greatness in themselves and their country.It was my honor to visit China in 1975--some of you weren't even born then.It shows how old I am.(Laughter.)And a lot has changed in your country since then.China has made amazing progress--in

清華大學(xué)的治學(xué)標(biāo)準(zhǔn)和名聲聞名于世，我也知道能考入這所大學(xué)本身是一個(gè)很大的成就，祝賀你們。我不知道是不是知道這一點(diǎn)，我和我的太太有兩個(gè)女兒，像你們一樣正在上大學(xué)，有一個(gè)女兒上的是德州大學(xué)，一個(gè)女兒上的是耶魯大學(xué)，他們是雙胞胎。我們對(duì)我們的兩個(gè)女兒倍感驕傲，我想你們的父母對(duì)你們的成就也是同樣的引以為榮的。

我這次訪華恰逢一個(gè)重要的周年紀(jì)念日，副主席剛才也談到了，三十年前這一周，一個(gè)美國的總統(tǒng)來到了中國，他的訪華之旅目的是為了結(jié)束長(zhǎng)達(dá)數(shù)十年的隔閡，和長(zhǎng)達(dá)數(shù)百年的相互猜疑，本著相互利益，本著相互尊重的精神站在一起。那天他們離開機(jī)場(chǎng)的時(shí)候，周恩來總理對(duì)尼克松總統(tǒng)說了這樣一番話，他說，你與我的握手越過了世界上最為遼闊的海洋，這個(gè)海洋就是互不交往的25年。自從那時(shí)以來，美國和中國已經(jīng)握過多次的友誼之手和商業(yè)之手。

清廉的，也是獨(dú)立的，我是總統(tǒng)，哪怕是我，我也無法告訴法院要如何來判案的，行政部門，立法部門任何一個(gè)成員都不可以。根據(jù)我們的法律每個(gè)人都是平等的，沒有任何一個(gè)人是凌駕于法律之上的，也沒有任何一個(gè)人為法律所不恥的，自由的投票之后才能得到。我們有著一部憲法，它現(xiàn)在已經(jīng)有200年的歷史，它限制，并且平衡三個(gè)部門之間的權(quán)力，這三個(gè)部門就是司法、立法和行政機(jī)構(gòu)。我是行政機(jī)構(gòu)的一員。

我們美國生活的很多價(jià)值觀，首先都是在家庭中陶冶形成的，就像在中國一樣，美國的媽媽們、爸爸們疼愛他們的孩子，他為他們辛勤的勞動(dòng)，做出犧牲，因?yàn)槲覀兿嘈?，下一代的生活總?huì)更好。在我們的家庭中，我們可以找到關(guān)愛，可以學(xué)習(xí)如何負(fù)起責(zé)任，如何陶冶人格。很多美國人都主動(dòng)的抽出時(shí)間為其它人提供服務(wù)，這個(gè)有很多人幾乎成年中的一半人每周都拿出時(shí)間使得他們的社區(qū)辦得更好，他們輔導(dǎo)兒童、探訪病人、照顧老人，并且?guī)椭鲈S許多多數(shù)不勝數(shù)的事情，這就是我的國家一大優(yōu)點(diǎn)。

人們主動(dòng)的承擔(dān)起責(zé)任，幫助他人，他們的原動(dòng)力就是善良的心，還有他們的信仰。美國是一個(gè)受信仰指導(dǎo)的國度，曾經(jīng)有人稱呼我們?yōu)榻虝?huì)之魂的國度，美國有95％的人說他們信神，我便是其中之一。

我?guī)讉€(gè)月之前在上海見到江澤民主席的時(shí)候，我感到非常榮幸的能夠和他分享我的這個(gè)經(jīng)歷，也就是信仰是如何影響我的一生的，信仰是如何充實(shí)了我們國家的生活的。

信仰為我們指出一種道德的規(guī)范，這超越人們的法律，也號(hào)召我們承擔(dān)比物質(zhì)利益更為崇高的使命。宗教自由，不僅不可怕，而且應(yīng)當(dāng)受到歡迎，因?yàn)樾叛鼋o我們一種道德的支柱，它教授我們?nèi)绾斡酶邩?biāo)準(zhǔn)來要求自己，如何愛護(hù)其它人，并且為其它人提供服務(wù)，并且如何有責(zé)任的過我們的生活。如果你到美國旅行的話，我希望諸位有機(jī)會(huì)到美國去旅行，你會(huì)見到來自不同背景有著不同信仰的人，我們是一個(gè)多元化多姿多彩的國家，在那里有230萬華人在那里繁衍生息，在我們大公司的辦公室里，有華人工作，在我自己美國政府的內(nèi)閣里有華人工作，在奧林匹克代表美國參加滑冰比賽的也有華人，每個(gè)移民他只要宣誓效忠美國，他就可以成為不折不扣的美國公民，毫不亞于美國總統(tǒng)。美國表明，一個(gè)社會(huì)可以是多姿多彩的，但是仍然是一個(gè)國家，他得到其人民的效忠和熱愛。

美國的所有這些特征都在一天之中生動(dòng)的有力的顯示出來，這就是9月11日，那天恐怖分子兇手們攻擊了我的國家，美國警察們和救火隊(duì)員們成百上千的沖進(jìn)了燃燒的大樓，他們帶著一線拯救他們同胞的希望，志愿者來自各地，來幫助這個(gè)救援工作，美國人中有的獻(xiàn)血，有的捐錢來幫助那些受難者的家庭。美國各地人都舉行祈禱會(huì)，人們升起他們的國旗，表明他們作為美國人的榮譽(yù)和團(tuán)結(jié)，這些都不是政府下令他們做的，這都是一個(gè)自由的人民自發(fā)和主動(dòng)的做出的，美國的生活表明，自由在法律的輔佐下不一定令人生畏，在一個(gè)自由的社會(huì)中，多樣化不是混亂，辯論不是爭(zhēng)斗，不同證件不是革命，一個(gè)自由的社會(huì)，信任其公民，會(huì)在其自身和國家的身上尋找一個(gè)偉大的境界。我在1975年有幸訪問過中國，在座的也許有些人還沒有出生，這也表明我現(xiàn)在是多少老了，從那時(shí)以來，貴國發(fā)生了深刻的變化，中國取得了舉世聞名的進(jìn)步，在開放方面，在企業(yè)方面，在經(jīng)濟(jì)自由方面都是如此，而這個(gè)自由人們從所有這些進(jìn)步中，人們可以看到中國有著巨大的潛力，中國已經(jīng)加入了世界貿(mào)易組織，在諸位履行新的義務(wù)的同時(shí)，這些新的義務(wù)將對(duì)貴國的法律制度帶來變化，一個(gè)現(xiàn)代化的中國將有一個(gè)劃一的法制，規(guī)范其商業(yè)活動(dòng)，也保障其人們的權(quán)力。諸位這一代所建設(shè)的新中國將需要貴國傳統(tǒng)中的博大精深的智慧，而物質(zhì)主義的誘惑在我們的國家給我們的社會(huì)造成挑戰(zhàn)。在很多成功的國家，也造成挑

諸位，重視個(gè)人和家庭責(zé)任的古老道德傳統(tǒng)將使諸位受益匪淺，在中國如今經(jīng)濟(jì)成功的背后有著有活力的人才。在不久將來，這些人無論是男是女將在這個(gè)政府中發(fā)揮積極和全面的作用，清華大學(xué)它不僅在培養(yǎng)專家，它也是在培育公民。公民在他們國家的事務(wù)中不是袖手旁觀者，他們是建設(shè)未來的參與者。變化正在到來，中國已經(jīng)在地方一級(jí)進(jìn)行不計(jì)名投票和差額選舉，幾乎這將近30年之前中國偉大的領(lǐng)導(dǎo)人鄧小平他說中國最后將把這種民主選舉推廣到中央一級(jí)，我期待著這一天的到來。

上千萬中國人如今都在重溫佛教、道教和一些地方信仰的傳統(tǒng)，還有信仰耶穌教伊斯蘭和其它信仰，不管這些信徒他們?cè)谀睦铮谌绾螐氖伦诮袒顒?dòng)，他們都不會(huì)對(duì)公共秩序造成威脅，實(shí)際上他們是很好的公民。多個(gè)世紀(jì)以來，中國在包容各種宗教方面有個(gè)古老的傳統(tǒng)，我為一切迫害的終結(jié)祈禱，讓所有的中國人都有集會(huì)和從事宗教活動(dòng)的自由，所有的這些變化將導(dǎo)致中國更加強(qiáng)大，更加有自信，這個(gè)中國它將使世界矚目，也使世界更加豐富。這個(gè)中國就是諸位這一代人所幫助創(chuàng)建的中國，現(xiàn)在在中國的歷史上是非常令人振奮的時(shí)刻。

隨著美國對(duì)中國有了更多的了解，令我關(guān)注的是，中國人民并不總是對(duì)我國有一個(gè)清晰的認(rèn)識(shí)。這有多種原因，而其中一些是我們自己造成的。我們的電影和電視節(jié)目往往沒有表現(xiàn)我所知道的美國的真正價(jià)值觀。我國的商業(yè)成功顯示的是美國的商業(yè)力量，但我們的精神、我們的社區(qū)精神和我們的互助并不總是象財(cái)富上的成功那樣顯而易見。

很多美國人志愿獻(xiàn)出自己的一部份時(shí)間為他人服務(wù)。相當(dāng)多的人 ─ 將近一半美國成年人 ─ 為使社區(qū)更美好而每周奉獻(xiàn)自己的時(shí)間，他們當(dāng)孩子的輔導(dǎo)員，探訪病人，或照顧老年人，或?yàn)槌汕先f的其它需要和事業(yè)提供幫助。這是我國的長(zhǎng)處之一。人們主動(dòng)承擔(dān)幫助他人的責(zé)任，鼓舞他們這么做的不是別人的敦促，而是自己的善良之心，往往還有他們的信仰。

美國是一個(gè)受信仰指引的國家。曾經(jīng)有人稱我們是一個(gè)“教會(huì)精神”國家。你們也許有興趣知道，95%的美國人說他們信仰上帝，我是其中一個(gè)。

幾個(gè)月前我在上海見到江澤民主席的時(shí)候，我榮幸能夠與他分享信仰如何改變了我的生活的經(jīng)歷以及信仰對(duì)我國的作用。信仰為我們指出一個(gè)超越人為法律的道德規(guī)范，召喚我們承擔(dān)比物質(zhì)成就更為崇高的使命。宗教自由不是什么讓人害怕的東西，而應(yīng)該受到歡迎，因?yàn)樾叛鲑x予我們道德的核心，教導(dǎo)我們堅(jiān)持高標(biāo)準(zhǔn)，愛戴他人和為他人服務(wù)，過負(fù)責(zé)任的生活。

如果你們到美國來 ─ 如果你們還沒有到過美國的話，我希望有一天你們能夠去 ─ 你們會(huì)看到許多不同種族背景和各種宗教信仰的人。我們是一個(gè)多元化的國家。有230萬華裔人在我們這里定居。他們中有的在公司辦公，有的在美國總統(tǒng)內(nèi)閣里任職，有的是美國奧林匹克滑冰隊(duì)隊(duì)員。每個(gè)移民在宣誓效忠美國之后便成為一個(gè)與總統(tǒng)一樣的不折不扣的美國人。美國向世人顯示，一個(gè)社會(huì)無論多么遼闊、多么多樣化，它仍然是一個(gè)國家，得到其人民的效忠和熱愛。

美國的所有這些特徵在一天之中得到廣泛的展示。9月11日恐怖主義兇手襲擊我國的那一天，數(shù)以百計(jì)的美國警察和消防隊(duì)員沖進(jìn)燃燒的塔樓，奮不顧身地?fù)尵韧Ｈ藗儚乃拿姘朔街驹竵韼椭仍ぷ?。美國人為了幫助遇難者家庭而紛紛鮮血和捐款，美國各地都舉行祈禱，人們升國旗表達(dá)他們的驕傲和團(tuán)結(jié)。要知道，這些行動(dòng)沒有一樣是政府下令去做的，而是自由的人民自發(fā)和主動(dòng)的行為。

美國的生活表明，自由與法律同行是無所畏懼的。在一個(gè)自由的社會(huì)里，多樣化并不是混亂無序，辯論也并非沖突，不同政見也不是革命。一個(gè)自由的社會(huì)相信，它的公民能夠從自身和國家尋求最佳感覺。

我有幸在1975年訪問中國 ─ 那時(shí)在座的有些人還沒有出世。這表明我多老了。(笑聲)自那時(shí)以來中國已經(jīng)發(fā)生了很多變化。中國取得了令人驚異的進(jìn)步 ─ 在開放、工商業(yè)、和經(jīng)濟(jì)自由領(lǐng)域。這預(yù)示著中國蘊(yùn)藏的巨大潛力。

中國已經(jīng)加入世界貿(mào)易組織，當(dāng)你們履行對(duì)WTO的義務(wù)時(shí)，會(huì)不可避免地帶來中國法律制度的改變。一個(gè)現(xiàn)代化的中國必須有一套穩(wěn)定的法律來管理商務(wù)和保證人民的權(quán)利。你們這一代人所建設(shè)的新中國需要貴國傳統(tǒng)中的博大精深的智慧。物質(zhì)主義的誘惑為我們的社會(huì)、為我國社會(huì)和許多成功的社會(huì)帶來挑戰(zhàn)。貴國重視個(gè)人和家庭責(zé)任的古老道德傳統(tǒng)將使你們受益。

在中國今天取得的經(jīng)濟(jì)成就背后是才華橫溢、精力充沛的人。在不遠(yuǎn)的將來，正是這些男女人才將在貴國政府中全面和積極地發(fā)揮作用。這所大學(xué)不僅僅在培養(yǎng)專家，而且在培養(yǎng)公民。公民不是自己國家事務(wù)的旁觀者，而是國家未來的參與者。

變化正在到來。中國已經(jīng)在地方進(jìn)行不記名投票和差額選舉。將近20年前，中國偉大的領(lǐng)導(dǎo)人鄧小平說 ─ 我要各位聽到他這句話。他說，中國最終將把民主選舉擴(kuò)展到國家一級(jí)。我期待著這一天的到來。

數(shù)千萬中國人如今在重溫佛教、道教和一些地方傳統(tǒng)宗教，還有的信仰基督教、伊斯蘭教和其它宗教。不管這些信徒在哪里或者如何奉行其宗教，他們都不會(huì)對(duì)公共治安構(gòu)成威脅，他們實(shí)際上成為好公民。多少世紀(jì)以來，中國一直具有宗教寬容的傳統(tǒng)。我為結(jié)束一切迫害而祈禱，從而在中國所有人都能自由地按照自己的意愿集會(huì)和信教。

所有這些變化將引向一個(gè)更強(qiáng)大、更自信的中國 ─ 一個(gè)能夠震驚世界、豐富世界的中國，這是一個(gè)你們這一代人將幫助建設(shè)起的中國。這是貴國歷史上最激動(dòng)人心的時(shí)刻，一個(gè)即使是最宏偉的夢(mèng)想都似乎唾手可得的時(shí)刻。

But most of all, thank you for coming.I've got some things I want to talk about.(Laughter.)This country is a strong country, and we're rising to meet great challenges.The first great challenge is to make sure people can find work.The first great challenge of this country is to have a pro-growth environment so people can find a job.Our economy is growing, it's getting better.But I want to remind you of where we have come from.People say, President Bush is optimistic.You bet I'm optimistic.I know where we have been and I know where we're going.We have--this country went through a recession.And as we were coming out of the recession, we got attacked.And make no mistake about it, that attack hurt our country's economy.It also--you'll hear me talk about how it affected my view of national security, as well.It hurt.And as we began to recover from that, we discovered that some of our fellow citizens forgot what it meant to be a responsible citizen.In other words, they didn't tell the truth.They didn't tell the truth to their employees, and they didn't tell the truth to their shareholders.And that affected the confidence of our economy.By the way, we passed laws to hold those corporate criminals to account.They will understand now that there is a consequence for not telling the truth.(Applause.)

And then, of course, there were the uncertainties of war.That affected the economy.Yet we're still strong, in spite of the hurdles.And one reason we're strong is because we acted in Washington, D.C.We passed tax relief.You see, we understand that when somebody has got more money in their pocket, they're

We also understand that most new jobs are created by small businesses.Most new jobs in the American economy are created by the entrepreneurs and small business owners of America.And so the tax relief we passed not only helped individuals and helped families raise children, but it was also directed at the small business sector of our economy.We must never forget the vital role that small businesses play in the United States economy.Things are looking good across the country.New home construction in 2003 was the highest in 25 years.Home ownership rates are the highest ever.And for the first time, most minority households own their own homes.We're closing the housing gap in America.(Applause.)

Manufacturing activity is increasing, inflation is low, interest rates are low, exports are growing, productivity is high, jobs are on the rise.The tax relief we passed has made a difference.(Applause.)

One of the things I know about your great state--I've spent some quality time in South Carolina in the past--one of the things I know about your great state is this is a state full of decent, hard working, honorable people.You've got a great work force in the state of South Carolina.Many foreign companies and companies from other states move here because South Carolina workers are dependable, good people.Yet, the state has got economic challenges.Even though the unemployment rate is down, it's still too high.Many factory workers in textile and apparel have faced layoffs.But there are new jobs being created, and the challenge at all levels of government is to make sure that people are trained for jobs which actually exist.I laid out what's called the Jobs for the 21st Century program, which says to states and local communities, we want to help you, we want to help you make sure the hard working people who are looking for work have got the skills necessary to take advantage of a changing economy.The numbers aren't as good as they can be, but they will be with focused efforts;they will be so long as Washington promotes a pro-entrepreneur, pro-growth agenda;they will be if the Congress makes sure the tax cuts we passed are permanent.(Applause.)

heart, I have asked for a final opportunity to share some thoughts on the journey that we have traveled together and the future of our Nation.Five days from now, the world will witness the vitality of their two beautiful girls.Tonight I am filled with gratitude – to Vice President Cheney and members of the Administration;to Laura, who brought joy to this house and love to my life;to our wonderful daughters, Barbara and Jenna;to my parents, whose examples have provided strength for a lifetime.And above all, I thank the American people for the trust you have given me.I thank you for the prayers that have lifted my spirits.And I thank you for the countless acts of courage, generosity, and grace that I have witnessed these past eight years.This evening, my thoughts return to the first night I addressed you from this house – September 11, 2001.That morning, terrorists took nearly 3,000 lives in the worst attack on America since Pearl Harbor.I remember standing in the rubble of the World Trade Center three days later, surrounded by rescuers who had been working around the clock.I remember talking to brave souls who charged through smoke-filled corridors at the Pentagon and to husbands and wives whose loved ones became heroes aboard Flight 93.I remember Arlene Howard, who gave me her fallen son’s police shield as a reminder of all that was lost.And I still carry his badge.As the years passed, most Americans were able to return to life much as it had been before Nine-Eleven.But I never did.Every morning, I received a briefing on the threats to our Nation.And I vowed to do everything in my power to keep us safe.Over the past seven years, a new Department of Homeland Security has been created.The military, the intelligence community, and the FBI have been transformed.Our Nation is equipped with new tools to monitor the terrorists’ movements, freeze their finances, and break up their plots.And with strong allies at our side, we have taken the fight to the terrorists and those who support them.Afghanistan has gone from a nation where the Taliban harbored Al Qaeda and stoned women in the streets to a young democracy that is fighting terror and encouraging girls to go to school.Iraq has gone from a brutal dictatorship and a sworn enemy of America to an Arab democracy at the heart of the Middle East and a friend of the United States.There is legitimate debate about many of these decisions.But there can be little debate about the results.America has gone more than seven years without another terrorist attack on our soil.This is a tribute to those who toil night and day and night to keep us safe – law enforcement officers, intelligence analysts, homeland security and diplomatic personnel, and the men and women of the United States Armed Forces.Our Nation is blessed to have citizens who volunteer to defend us in this time of danger.I have cherished meeting these selfless patriots and their families.America owes you a debt of gratitude.And to all our men and women in uniform listening tonight: there has been no higher honor than serving as your Commander-in-chief.The battles waged by our troops are part of a broader struggle between two dramatically different systems.Under one, a small band of fanatics demands total obedience to an oppressive ideology, condemns women to subservience, and marks unbelievers for murder.The other system is based on the conviction that freedom is the universal gift of Almighty God and that liberty and justice light the path to peace.This is the belief that gave birth to our Nation.And in the long run, advancing this belief is the only practical way to protect our citizens.When people live in freedom, they do not willingly choose leaders who pursue campaigns of terror.When people have hope in the future, they will not cede their lives to violence and extremism.So around the world, America is promoting human liberty, human rights, and human dignity.We are standing with dissidents and young democracies, providing AIDS medicine to bring dying patients back to life, and sparing mothers and babies from malaria.And this great republic born alone in liberty is leading the world toward a new age when freedom belongs to all nations.For eight years, we have also strived to expand opportunity and hope here at home.Across our country, students are rising to meet higher standards in public schools.A new Medicare prescription drug benefit is bringing peace of mind to seniors and the disabled.Every taxpayer pays lower income taxes.The addicted and suffering are finding new hope through faith-based programs.Vulnerable human life is better protected.Funding for our veterans has nearly doubled.America’s air, water, and lands are measurably cleaner.And the Federal bench includes wise new members like Justice Sam Alito and Chief Justice John Roberts.When challenges to our prosperity emerged, we rose to meet them.Facing the prospect of a financial collapse, we took decisive measures to safeguard our economy.These are very tough times for hardworking families, but the toll would be far worse if we had not acted.All Americans are in this together.And together, with determination and hard work, we will restore our economy to the path of growth.We will show the world once again the resilience of America’s free enterprise system.Like all who have held this office before me, I have experienced setbacks.There are things I would do differently if given the chance.Yet I have always acted with the best interests of our country in mind.I have followed my conscience and done what I thought was right.You may not agree with some tough decisions I have made.But I hope you can agree that I was willing to make the tough decisions.The decades ahead will bring more hard choices for our country, and there are some guiding principles that should shape our course.While our Nation is safer than it was seven years ago, the gravest threat to our people remains another terrorist attack.Our enemies are patient and determined to strike again.America did nothing to seek or deserve this conflict.But we have been given solemn responsibilities, and we must meet them.We must resist complacency.We must keep our resolve.And we must never let down our guard.At the same time, we must continue to engage the world with confidence and clear purpose.In the face of threats from abroad, it can be tempting to seek comfort by turning inward.But we must reject isolationism and its companion, protectionism.Retreating behind our borders would only invite danger.In the 21st century, security and prosperity at home depend on the expansion of liberty abroad.If America does not lead the cause of freedom, that cause will not be led.As we address these challenges – and others we cannot foresee tonight –

America must maintain our moral clarity.I have often spoken to you about good and evil.This has made some uncomfortable.But good and evil are present in this world, and between the two there can be no compromise.Murdering the innocent to advance an ideology is wrong every time, everywhere.Freeing people from oppression and despair is eternally right.This Nation must continue to speak out for justice and truth.We must always be willing to act in their defense and to advance the cause of peace.President Thomas Jefferson once wrote, ―I like the dreams of the future better than the history of the past.‖ As I leave the house he occupied two centuries ago, I share that optimism.America is a young country, full of vitality, constantly growing and renewing itself.And even in the toughest times, we lift our eyes to the broad horizon ahead.I have confidence in the promise of America because I know the character of our people.This is a Nation that inspires immigrants to risk everything for the dream of freedom.This is a Nation where citizens show calm in times of danger and compassion in the face of suffering.We see examples of America’s character all around us.And Laura and I have invited some of them to join us in the White House this evening.We see America’s character in Dr.Tony Recasner, a principal who opened a new charter school from the ruins of Hurricane Katrina.We see it in Julio Medina, a former inmate who leads a faith-based program to help prisoners returning to society.We see it in Staff Sergeant Aubrey McDade, who charged into an ambush in Iraq and rescued three of his fellow Marines.We see America’s character in Bill Krissoff, a surgeon from California.His son Nathan, a Marine, gave his life in Iraq.When I met Dr.Krissoff and his family, he delivered some surprising news: He told me he wanted to join the Navy Medical Corps in honor of his son.This good man was 60 years old – 18 years above the age limit.But his petition for a waiver was granted, and for the past year he has trained in battlefield medicine.Lieutenant Commander Krissoff could not be here tonight, because he will soon deploy to Iraq, where he will help save America’s wounded warriors and uphold the legacy of his fallen son.In citizens like these, we see the best of our country – resilient and hopeful, caring and strong.These virtues give me an unshakable faith in America.We have faced danger and trial, and there is more ahead.But with the courage of our people and confidence in our ideals, this great Nation will never tire, never falter, and never fail.It has been the privilege of a lifetime to serve as your President.There have been good days and tough days.But every day I have been inspired by the greatness of our country and uplifted by the goodness of our people.I have been blessed to represent this Nation we love.And I will always be honored to carry a title that means more to me than any other: citizen of the United States of America.And so, my fellow Americans, for the final time, good night.May God bless this house and our next president.And may God bless you and our wonderful country.布什總統(tǒng)的告別演講

這些美德使得我對(duì)美國的信心不可動(dòng)搖。我們經(jīng)歷了危機(jī)與考驗(yàn)，而前方還會(huì)有諸多兇險(xiǎn)。但是有了我們的勇氣和信念，這個(gè)偉大的國家將不知疲倦……毫不猶豫……永不言敗。我很榮幸有生之年能夠成為總統(tǒng)，我體會(huì)過快樂，也經(jīng)歷過艱難。

但是每天我都為這個(gè)偉大的國家和善良的人民所振奮。我非常幸運(yùn)地能夠代表這個(gè)我們深愛的國家。我將永遠(yuǎn)為這個(gè)對(duì)我意味著更多的頭銜而感到驕傲：美利堅(jiān)合眾國公民。
