One week from today, the Chinese people will celebrate the Spring Festival, the New Year’s Day in Chinese calendar, the most important festival of a year.We are biding farewell to the Year of Tiger and welcoming the Year of Rabbit.Tonight, I welcome you to share with us the festive excitement at this New Year Concert.一年之計(jì)在于春。春節(jié)是一年的開(kāi)始，傳遞著春天的信息，也是我們總結(jié)過(guò)去，規(guī)劃未來(lái)的日子。

The year 2010 was an eventful year for China’s development.We have successfully held the Shanghai World Expo and Guangzhou Asian Games.We have accomplished all national development targets set in the 11th Five Year Plan.Impressive economic and social progress has further sustained China’s overall strength.People emerged unabated from natural disasters like the Yushu earthquake.回首2010年，中歐關(guān)系經(jīng)歷了成果豐碩的一年。中歐迎來(lái)了具有歷史意義的建交35周年。在這一年，中歐政治關(guān)系穩(wěn)步發(fā)展。胡錦濤主席、溫家寶總理等多位中國(guó)領(lǐng)導(dǎo)人對(duì)歐盟及一些成員國(guó)進(jìn)行了成功訪問(wèn)。巴羅佐主席、布澤克議長(zhǎng)、阿什頓高級(jí)代表成功訪華。中歐經(jīng)貿(mào)合作再創(chuàng)歷史新高，達(dá)到4797億美元。中國(guó)以實(shí)際行動(dòng)支持歐洲應(yīng)對(duì)主權(quán)債務(wù)危機(jī)，積極購(gòu)買(mǎi)希臘、西班牙等國(guó)的國(guó)債。中歐人文交流成為合作亮點(diǎn)。雙方啟動(dòng)了青年政策對(duì)話，舉行了首次青年領(lǐng)導(dǎo)人峰會(huì)和首次中歐文化高峰論壇。

The year 2010 was also a fruitful year for China-EU relations.We celebrated the 35th anniversary of the establishment of diplomatic ties between China and Europe.Our political relations have grown steadily.Chinese leaders including President Hu Jintao and Premier Wen Jiabao have paid successful visits to Europe.From the EU, President Barroso, President Buzek, and High Representative Lady Ashton visited China.In business cooperation, our two-way trade registered a record 480 billion US dollars last year.China purchased government bonds of Greek and Spain, and has taken credible steps to support Europe’s response to the sovereign debt crisis.Last year, we have also launched Youth Policy Dialogue, and held the first China-EU Youth Summit and High-Level Cultural Forum.People-to-people exchange has become the highlight of China-EU cooperation.展望2011年，中國(guó)將迎來(lái)“十二五”規(guī)劃開(kāi)局之年。面對(duì)復(fù)雜多變的國(guó)內(nèi)外經(jīng)濟(jì)環(huán)境，中國(guó)政府將采取積極穩(wěn)健、審慎靈活的宏觀經(jīng)濟(jì)政策，加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，加快推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整，保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展，促進(jìn)社會(huì)和諧穩(wěn)定。今后5年我們將努力實(shí)現(xiàn)經(jīng)濟(jì)平穩(wěn)較快增長(zhǎng)、經(jīng)濟(jì)結(jié)構(gòu)明顯改善、居民收入全面提高、社會(huì)建設(shè)顯著進(jìn)步、改革開(kāi)放繼續(xù)推進(jìn)等5大目標(biāo)。

This year, 2011, China will begin to implement the 12th Five Year Plan.In the course of next five years, we will commit ourselves to five major development goals, namely stable and steady economic growth, economic structural improvement, comprehensive household revenue increase, social progress, and continued reform and opening up.Against the backdrop of a complicated and volatile international and domestic economic environment, the Chinese government will implement the macroeconomic policy that is active, sound, prudent and flexible.We will accelerate the shift of economic growth pattern, further promote structural adjustment, and maintain stable and steady economic growth in pursuit for social harmony and stability.展望2011年，中歐關(guān)系將迎來(lái)具有重要意義的一年。世界剛剛邁入21世紀(jì)第二個(gè)十年，各種全球性挑戰(zhàn)和熱點(diǎn)問(wèn)題層出不窮。無(wú)論是實(shí)現(xiàn)各自發(fā)展，應(yīng)對(duì)全球性問(wèn)題和挑戰(zhàn)，還是維護(hù)世界和平、促進(jìn)共同發(fā)展，中歐均需攜手并肩，同舟共濟(jì)。雙方未來(lái)發(fā)展需要中歐成為更緊密的戰(zhàn)略伙伴。中國(guó)“十二五”規(guī)劃和“歐洲2020戰(zhàn)略”同時(shí)啟動(dòng)。雙方利益更加契合，既為務(wù)實(shí)合作提供新的機(jī)遇，也要求中歐更加緊密合作，深挖合作潛力。

The year 2011 also bears great significance on China-EU relations.In the second decade of the 21st century, it is even more imperative for China and Europe to strengthen our strategic partnership.This partnership is essential for our respective development, and it will contribute an active part to peace, development, and effective response to global challenges and hotspot issues.As Europe begins to ground its 2020 Strategy, we should work more closely to tap the potential of our increased converging interest for new development opportunities.借此機(jī)會(huì)，我還想特別指出，新的一年，中歐人文合作將成為中歐合作的又一根有力的支柱。兩周前，我們共同見(jiàn)證了中歐青年交流年正式拉開(kāi)序幕。明年已被確定為中歐文化間對(duì)話年。我們相信，通過(guò)密切人文交流，中歐關(guān)系將得到雙方人民的更多理解和更堅(jiān)定的支持。

Good Evening.Welcome to the New Year's Concert.The year 2009 must be an extraordinary year since the beginning of this century, for there are many moments and events worth remembering.The world will remember this year for its strenuous efforts towards economic recovery after the strike of the financial crisis.Europe will remember this year for the “Lisbon Treaty”, its entry into force ushering the European Union into a new phase of development.China will remember this year for the 60th anniversary of the founding of the People's Republic.We will also remember that China withstands the crisis, meets the challenges, speeds up its economic transformation and pushes forward its economic, political and social reform.Up to date, all our policy measures as response to the crisis have taken good effect, and there is no doubt that China's economic growth this year will achieve the set target of 8%.China is moving forward steadily along the road of comprehensive, coordinated and sustainable development.對(duì)于那些關(guān)心和投身中歐關(guān)系的人們，我希望大家能夠記住今年中歐關(guān)系的幾個(gè)突出特點(diǎn)。

Secondly, in face of the severe impact of the financial crisis, our mutually beneficial cooperation has further demonstrated its value.Although our trade volume somewhat declined compared to last year, its share in China's total foreign trade has not wavered.The EU remains China's largest trading partner, and its trade deficit with China is falling.Although global investment suffers negative growth this year, the EU's investment in China has maintained a strong momentum, registering a positive growth in the first ten months.China has sent ten trade and investment promotion missions to Europe.Both Chinese and European enterprises are exploring new opportunities and new models of cooperation.第三，經(jīng)過(guò)去年突發(fā)的短暫波折，中歐相互認(rèn)知和相互理解進(jìn)一步增強(qiáng)。雙方都意識(shí)到加深相互了解、支持彼此發(fā)展道路的重要性和緊迫性，今年以來(lái)雙方在教育、青年、文化、科技、社會(huì)等各領(lǐng)域的交流與對(duì)話均邁出新的重要步伐。“歐羅巴利亞”藝術(shù)節(jié)、法蘭克福圖書(shū)展等向歐洲公眾打開(kāi)了展示當(dāng)代中國(guó)的人文畫(huà)卷。首次中歐戰(zhàn)略伙伴關(guān)系研討會(huì)成功在京舉行，為雙方智庫(kù)建言獻(xiàn)策提供了有益平臺(tái)。

Our economic cooperation and trade has been booming.In 1975, the annual bilateral trade volume between China and the EU was only 2.4 billion US Dollars, roughly equivalent to what we could currently achieve in two days.However, today the EU is China's largest trading partner and export market, as well as the biggest source of import and technology transfer.China is the EU's second largest trading partner and the fastest growing export market.Business cooperation has contributed a great share to our respective economic and social progress.這是中歐人文交流與合作不斷深化的35年。雙方各個(gè)領(lǐng)域合作不斷加深，各個(gè)層次人員往來(lái)頻繁。目前中國(guó)在歐盟的留學(xué)生接近20萬(wàn)，歐盟在中國(guó)工作的人數(shù)超過(guò)15萬(wàn)。近年雙方舉辦的多項(xiàng)大型人文交流活動(dòng)獲得巨大成功，有力地促進(jìn)了了中歐人民間的相互了解和友誼。Our people-to-people exchanges have been widening.We are enjoying frequent personnel exchanges at all levels and our cooperation continue to deepen and expand.Nearly 200,000 Chinese students are studying in Europe and more than 150,000 EU citizens are working in China.In recent years, we have also effectively promoted mutual understanding and friendship between our two peoples through a number of major public events of cultural and people-to-people exchanges.這是中歐在國(guó)際事務(wù)中合作不斷推進(jìn)的35年。中歐作為長(zhǎng)期交流互鑒的兩大古老文明，國(guó)際舞臺(tái)上兩支重要力量，在攜手應(yīng)對(duì)全球挑戰(zhàn)，促進(jìn)世界和平與發(fā)展方面理念相通，利益交融。雙方在國(guó)際和地區(qū)事務(wù)中密切溝通和配合，為推動(dòng)世界多極化和加強(qiáng)全球治理做出了不懈努力。

Mr.Deng Xiaoping used to remark and I quote, “Europe and Asia are in fact on a same continent.You sit in the west, and we are by the east.There are far more things that connect us than we could ever imagine”, unquote.Given our profound strategic, political, economic, and cultural ties, as well as the complex changes in the international environment, I see no reason that we could not get to a better place for our bilateral ties of greater vitality and achievement as we go through the important period of our respective development.In this connection, we should live up to the following goals.—堅(jiān)持中歐關(guān)系的連續(xù)性，始終從戰(zhàn)略高度和長(zhǎng)遠(yuǎn)角度把握中歐關(guān)系，以更廣闊的全球視野和與時(shí)俱進(jìn)的思維方式，審視和處理雙邊關(guān)系。

Welcome to our national day celebration.First of all, I wish to take this opportunity to express my sincere thanks to you for your presence.建國(guó)60年，特別是改革開(kāi)放30年以來(lái)，中國(guó)發(fā)生了翻天覆地的變化，政治、經(jīng)濟(jì)、社會(huì)、文化等各領(lǐng)域取得了巨大成就。中國(guó)經(jīng)濟(jì)持續(xù)、快速發(fā)展，綜合國(guó)力不斷增強(qiáng)，人民生活水平顯著改善，國(guó)際地位日益提高。60年來(lái)，中國(guó)從一個(gè)貧窮的國(guó)家發(fā)展成為世界第三大經(jīng)濟(jì)體。中華民族巍然屹立在世界東方。

This year marks the 60th Anniversary of the founding of the People's Republic of China.Over the past 60 years, particularly, since the adoption of the reform and opening-up policy in 1978, great changes have been taking place in China.Remarkable achievements have been made in the

political, economic, social and cultural fields.China has succeeded in obtaining a sustained and rapid economic growth, marked increase in the overall national strength, steady improvement of the living standards and constant betterment of its international standing.In the past 60 years, New China has gone from having poor economic foundation to being the world's third-largest economy.The Chinese nation is now standing firm in the East.同時(shí)，中國(guó)仍是一個(gè)發(fā)展中國(guó)家，人均國(guó)內(nèi)生產(chǎn)總值仍排在世界100位之后。城鄉(xiāng)、區(qū)域、經(jīng)濟(jì)社會(huì)發(fā)展不平衡，面臨的困難還很多，改革發(fā)展任重道遠(yuǎn)。

Meanwhile, China remains the biggest developing country in the world.China still lags behind more than 100 countries in terms of per capita GDP.Given the disparity between the urban, rural areas and among different regions as well as the imbalances in economic and social development, China still faces many difficulties.The task of reform and development is arduous and the road ahead is long.女士們，先生們，Ladies and Gentlemen,60年來(lái)，新中國(guó)外交經(jīng)受住國(guó)際風(fēng)云變幻的嚴(yán)峻考驗(yàn)，取得舉世矚目的成就。中國(guó)同世界各國(guó)的友好合作全面發(fā)展，建交國(guó)已由新中國(guó)成立初期的 18個(gè)增加到現(xiàn)在的171個(gè)。中國(guó)積極參與多邊外交各個(gè)領(lǐng)域的活動(dòng)，共參加130多個(gè)政府間國(guó)際組織，締結(jié)300多項(xiàng)多邊條約。中國(guó)積極參與國(guó)際社會(huì)應(yīng)對(duì)各種全球性問(wèn)題的協(xié)調(diào)與合作，推動(dòng)重大國(guó)際和地區(qū)熱點(diǎn)問(wèn)題的妥善解決，為推進(jìn)世界和平與發(fā)展的崇高事業(yè)作出了積極貢獻(xiàn)。

The Chinese diplomacy has withstood the severe tests of fluctuating international situation and achieved world-acclaimed results over the past 60 years.China has strengthened friendly cooperation with all the other countries in the world comprehensively, and the number of countries with diplomatic relations with China has increased from 18 when the PRC was just founded to 171 today.China has participated actively in the activities of various fields of multilateral diplomacy, altogether joined over 130 inter-governmental international organizations and concluded more than 300 multilateral treaties.We have taken an active part in the international efforts to address global issues and worked vigorously for the proper settlement of hotspot issues, making positive contributions to the cause of promoting peace and development in the world.改革開(kāi)放30年來(lái)，中國(guó)同世界的關(guān)系發(fā)生了歷史性變化，中國(guó)的前途命運(yùn)日益緊密地同世界的前途命運(yùn)聯(lián)系在一起。不管?chē)?guó)際風(fēng)云如何變幻，中國(guó)都將高舉和
