發(fā)布日期：2010-10-14 轉(zhuǎn)瞬間來基層一個月了，雖時間不長，但感觸頗多。這段時間的工作和生活，讓我更深地體會到自治區(qū)分行黨委和組織部安排年輕干部到基層掛職鍛煉的良苦用心。深入基層接受教育、掛職鍛煉是豐富閱歷、增長才干、提高素質(zhì)最切實(shí)有效的方式。我愿把這一個月來初到基層行工作的一點(diǎn)體會與大家分享。

雖然曾在烏魯木齊縣支行的會計和信貸崗位上工作過6年，但隨著農(nóng)發(fā)行業(yè)務(wù)領(lǐng)域的拓展，業(yè)務(wù)種類的充實(shí)、經(jīng)營發(fā)展理念的轉(zhuǎn)換，如今支行的工作內(nèi)容和經(jīng)營管理模式發(fā)生了很大變化，與在自治區(qū)分行機(jī)關(guān)工作的思維角度和方法模式也有所不同，加之庫車縣與烏魯木齊在地域、經(jīng)濟(jì)、文化、人文、民俗方面的差異，這種種差異都要求我盡快轉(zhuǎn)換思維、轉(zhuǎn)換視角、轉(zhuǎn)換觀念、轉(zhuǎn)換角色，做到情感相融、同甘共苦，讓自己迅速融入到這個新的集體之中，真正成為庫車縣支行的一份子。

一、對掛職鍛煉的理解

多種多樣的磨礪，可以積累經(jīng)驗(yàn)，能夠豐富人生。作為自治區(qū)分行首批掛職干部而言，我們要對掛職鍛煉有一個端正的認(rèn)識，樹立從零干起，甘于吃苦、勇于奉獻(xiàn)的信念，踏踏實(shí)實(shí)、勤勤懇懇在基層學(xué)習(xí)鍛煉做好服務(wù)。置身一個全新的環(huán)境到縣級支行，深入農(nóng)發(fā)行工作的一線前沿，這是一種挑戰(zhàn)，更是一種機(jī)遇。我們應(yīng)盡快適應(yīng)新環(huán)境，克難奮進(jìn)，解決好掛職期間遇到的學(xué)習(xí)、工作、生活、社交等各方面的變化和困難，讓自己經(jīng)受住各種挑戰(zhàn)和磨練，實(shí)現(xiàn)自身工作能力和水平的全方位提高。掛職鍛煉是自治區(qū)分行黨委為我們開辟了一個更為廣闊的天地，搭建了一個深入學(xué)習(xí)的平臺，我們應(yīng)全身心的投入到基層，扎扎實(shí)實(shí)去學(xué)習(xí)和工作，以提高綜合素質(zhì)和服務(wù)能力，切實(shí)起到鍛煉的目的，踏踏實(shí)實(shí)為基層行做些實(shí)事。

二、對基層行工作的淺顯認(rèn)識

縣支行作為－線基層單位是政策執(zhí)行的終端，麻雀雖小，五臟俱全。有會計結(jié)算、客戶營銷、計劃信貸、信息技術(shù)、文書檔案等日常業(yè)務(wù)，還有行政后勤、黨群工建等常規(guī)管理工作。從我來庫車行，就參與了籌辦職工食堂、社區(qū)凈化環(huán)境衛(wèi)生、治安整頓、民族團(tuán)結(jié)、計劃生育、精神文明創(chuàng)建、行務(wù)接待等工作，接受了企業(yè)文化建設(shè)檢查、安全保衛(wèi)、保密工作檢查等其他非業(yè)務(wù)工作，這對于一直從事業(yè)務(wù)工作的我而言，其間的龐雜繁瑣是我始料不及的，其中的艱辛也是我從來沒有遇到過的。由于領(lǐng)導(dǎo)班子成員變動，需要調(diào)整成立名目繁多的領(lǐng)導(dǎo)小組就有40多種。支行一個部門要面對上級行的多個部門，一個崗位要承擔(dān)上面幾個崗位或部門的工作，同時還要很好的完成當(dāng)?shù)叵嚓P(guān)部門安排的各種形式多樣的工作任務(wù)，讓我切實(shí)感受到“上面千條線，下面一根針，左右逢其源，方可安太平”之難。通過和縣支行員工的接觸，從他們身上我看到了農(nóng)發(fā)行員工在條件有限的情況下默默無聞?wù)J真工作、在平凡崗位上無私奉獻(xiàn)的寶貴精神，深切體會到縣支行的經(jīng)營管理在新疆分行整個系統(tǒng)建設(shè)中的重要性，體會到基層實(shí)際工作的艱辛和復(fù)雜。

一是縣支行工作的綜合性較強(qiáng)，既要求較高的業(yè)務(wù)水平和研究分析能力，又要求有較強(qiáng)的綜合協(xié)調(diào)能力和切實(shí)執(zhí)行能力，才能夠準(zhǔn)確領(lǐng)會政策文件精神和貫徹上級部署的各項(xiàng)工作任務(wù)。

二是縣支行是我行工作的前沿戰(zhàn)線，直接與企業(yè)、當(dāng)?shù)卣拖嚓P(guān)部門打交道，涉及到方方面面，相對變數(shù)較大，工作較復(fù)雜，企業(yè)情況各有不同，不是一眼能夠看到底、一個藥方治百病的，需要靈活機(jī)動、區(qū)別對待，具體問題具體分析，根據(jù)實(shí)際情況開展工作，不能因循守舊，死搬教條，所以對原則性與靈活性相結(jié)合的要求比較高。三是縣支行工作比較具體，直接面對政策執(zhí)行終端的一線員工和企業(yè)人員，要把政策文件要求轉(zhuǎn)化為通俗易懂的群眾語言，才能做好服務(wù)工作，所以在工作中對理論與實(shí)際結(jié)合的要求比較高。尤其在南疆，少數(shù)民族占比較大，雙語服務(wù)的必要性顯得更加重要，大多數(shù)長期在南疆工作的同志都會雙語，對此，我給自己制定了每周學(xué)兩句維語的計劃。

四是支行工作頭緒比較多，人員相對少，面對龐雜細(xì)瑣的各項(xiàng)工作，要注意細(xì)刷梳理，抓住重點(diǎn)，統(tǒng)籌兼顧，所以在工作中，對重點(diǎn)工作與全面推進(jìn)的統(tǒng)籌協(xié)調(diào)要求比較高。

三、在基層行應(yīng)如何掛職鍛煉

首先是當(dāng)好學(xué)生，掛職鍛煉是讓我們到基層行去學(xué)習(xí)提高，應(yīng)不拘于原來的工作領(lǐng)域和業(yè)務(wù)范圍全面加強(qiáng)學(xué)習(xí)，注意理論聯(lián)系實(shí)際，在實(shí)踐中學(xué)習(xí)、分析、研究、總結(jié)，學(xué)習(xí)領(lǐng)導(dǎo)們長期積累的工作方法、經(jīng)驗(yàn)和高超的領(lǐng)導(dǎo)藝術(shù)，汲取群眾們豐富實(shí)際的民眾智慧，不斷積累充實(shí)自身的工作經(jīng)驗(yàn)。

其次是做好助手，服從支行和地區(qū)行的調(diào)遣，真正將自己溶于縣支行的集體中，以支行主人翁的姿態(tài)全力完成行領(lǐng)導(dǎo)和上級行安排部署的各項(xiàng)工作任務(wù)，立足本崗，做好分管的工作，團(tuán)結(jié)班子成員，幫助行領(lǐng)導(dǎo)想辦法、出點(diǎn)子，多深入群眾，尊重每一個同事，真心、細(xì)心、盡心地傾聽群眾的心聲，堅持原則、切合實(shí)際地幫助群眾解決工作生活中遇到的困難，協(xié)助行長全力推進(jìn)我行工作再上一個新臺階。

三是搭建好橋梁和紐帶，及時將支行干部員工的心聲和基層行在工作中遇到的困難，向上級行反映；同時也積極向支行干部員工宣傳自治區(qū)分行工作的流程和要求，循其規(guī)范的流程和要求做好基層工作，以進(jìn)一步提高貸款申報、審貸的效率；另外發(fā)揮在自治區(qū)分行工作掌握的政策和資源，積極主動與當(dāng)?shù)刎斦?、農(nóng)業(yè)、扶貧辦、民委等部門接洽，幫助支行符合各類貼息貸款條件的企業(yè)能夠享受相關(guān)貼息政策，切實(shí)推進(jìn)銀企雙贏。

在掛職期間，我們應(yīng)更加嚴(yán)格要求自己，多學(xué)習(xí)、多實(shí)踐、多總結(jié)，立足崗位，腳踏實(shí)地，進(jìn)一步增強(qiáng)大局意識、服務(wù)意識，努力使自己在政治思想素質(zhì)、組織協(xié)調(diào)能力、宏觀思維能力等方面都有一定的提高，圓滿完成掛職任務(wù)。(自治區(qū)分行客戶一處曾曾, 現(xiàn)在庫車縣支行掛職)
