考研英語(yǔ)應(yīng)用文備忘錄是一種正式的專業(yè)文件。它結(jié)構(gòu)清晰、閱讀方便、傳遞迅速，經(jīng)常為公司或團(tuán)體所使用。大多數(shù)備忘錄的特點(diǎn)是簡(jiǎn)明扼要，但它們同時(shí)也應(yīng)具備優(yōu)秀應(yīng)用文的其他寫(xiě)作原則：面向你的讀者，表達(dá)清楚且準(zhǔn)確。

備忘錄通常提出請(qǐng)求或發(fā)布人們對(duì)某個(gè)具體問(wèn)題的迅速反應(yīng)。備忘錄簡(jiǎn)潔短小，各部分題目雖然看上去有些唐突，但它們可以使讀者對(duì)事情有個(gè)大致了解并快速做出反應(yīng)。

備忘錄通常要發(fā)送、張貼、轉(zhuǎn)寄，也就是說(shuō)它們要迅速送到很多人手里。粗心就會(huì)出錯(cuò)，其影響會(huì)迅速擴(kuò)大，因?yàn)闉榱思m正錯(cuò)誤人們往往會(huì)寫(xiě)更多的備忘錄。備忘錄也要?dú)w檔，這意味著它們將來(lái)有一天還會(huì)糾纏你。事實(shí)上“memo”來(lái)自于拉丁語(yǔ)“memorandum”，意思是“必須記住的東西”。

一、備忘錄的常見(jiàn)格式

公文寫(xiě)作——備忘錄

備忘錄是一種錄以備忘的公文。在公文函件中，它的等級(jí)是比較低的，主要用來(lái)提醒、督促對(duì)方，或就某個(gè)問(wèn)題提出自己的意見(jiàn)或看法。在業(yè)務(wù)上，它一般用來(lái)補(bǔ)充正式文件的不足。它的內(nèi)容可以分為以下幾項(xiàng)：

書(shū)端（Heading）；

收文人的姓名、頭銜、地址（Addressee's Name，Title，Address）；

稱呼（Salutation）；

事因（Subject）；

正文（Body）；

結(jié)束語(yǔ)（Complimentary Close）；

署名（Signature）。

備忘錄——注意事項(xiàng)

書(shū)端部分包括發(fā)文機(jī)關(guān)的名稱、地址、發(fā)文日期，有的還包括電報(bào)掛號(hào)、電傳號(hào)、電話號(hào)碼等。許多機(jī)關(guān)有自己特制的信箋，在寫(xiě)書(shū)端時(shí)，其格式和標(biāo)點(diǎn)符號(hào)的使用與一般信件的相同。收文人（或收文單位）的姓名、頭銜、地址一項(xiàng)寫(xiě)在左上角編號(hào)處的下面，其格式與書(shū)信的寫(xiě)法相同。

稱呼從左邊頂格寫(xiě)起，對(duì)一般機(jī)關(guān)、團(tuán)體的負(fù)責(zé)人一般用 Dear Sir，對(duì)政府官員可用 Sir.“事因”一項(xiàng)目前采用得較少。它可放在稱呼語(yǔ)之前，也可放在其后，前面可加 Re或Docket，Subject.如果此項(xiàng)寫(xiě)在稱呼語(yǔ)之前，多從左邊的頂格寫(xiě)起；若放在稱呼語(yǔ)之后，一般寫(xiě)在信箋正中。它多采用不完整的句子，只需很少幾個(gè)詞，甚至一個(gè)詞，目的在于使收文人對(duì)文中的主要內(nèi)容一目了然，便于及時(shí)處理。

正文、結(jié)束語(yǔ)和署名等項(xiàng)與一般信件的格式相同。國(guó)際間的備忘錄，準(zhǔn)確的稱呼是：諒解備忘錄，一般是處理較小事件的條約，例如去年底中美簽署《紡織品和服裝貿(mào)易的諒解備忘錄》． 合作備忘錄是在外交實(shí)踐中指國(guó)家間或外交代表機(jī)關(guān)之間使用的外交文書(shū)，(跟備忘錄差不多意思)實(shí)際上是一種口頭通知或談話記錄。用于說(shuō)明某一問(wèn)題在事實(shí)上或法律方面的細(xì)節(jié)，或明確外交會(huì)談中的談話內(nèi)容；陳述、補(bǔ)充自己的觀點(diǎn)、或反駁對(duì)方的觀點(diǎn)。交涉中為使對(duì)方便于記憶談話內(nèi)容或避免誤解，既可將談話內(nèi)容預(yù)先準(zhǔn)備妥當(dāng)，談后面交對(duì)方，也可在事后送交?？勺鳛檎諘?huì)的附件，也可單獨(dú)使用。其鄭重性僅次于照會(huì)。

備忘錄用第三人稱寫(xiě)成起首和結(jié)尾，不用致敬語(yǔ)，開(kāi)頭就敘述事實(shí)。面交的備忘錄無(wú)抬頭和落款，也無(wú)編號(hào)（送交的有），但有發(fā)文日期、地點(diǎn)。說(shuō)帖、非文件、工作文件，也屬于備忘錄。

第一條

雙方根據(jù)各國(guó)現(xiàn)行的法律和規(guī)章以及促進(jìn)雙方在紙漿、造紙工業(yè)領(lǐng)域合作的總體原則，同意：

一、就擬議中的在馬來(lái)西亞中馬合資建設(shè)一個(gè)紙漿廠項(xiàng)目進(jìn)行可行性研究，并就利用該合資企業(yè)生產(chǎn)的部分紙漿進(jìn)行紙制品加工供應(yīng)馬來(lái)西亞和國(guó)際市場(chǎng)進(jìn)行可行性研究。

二、指定企業(yè)或企業(yè)集團(tuán)進(jìn)行上述可行性研究。

第二條

為協(xié)助上述可行性研究的開(kāi)展，馬來(lái)西亞有關(guān)部門(mén)與有關(guān)州政府將對(duì)擬議中的合作的重大方面給予關(guān)注，這些方面包括：

一、為紙漿和紙制品的可持續(xù)的經(jīng)濟(jì)的生產(chǎn)提供所需適用土地包括林地的面積；

二、資源的最佳綜合利用；

三、擬議中的合作的股份參與。

第三條

為進(jìn)一步幫助開(kāi)展上述可行性研究，馬來(lái)西亞有關(guān)部門(mén)與有關(guān)州政府合作，在維護(hù)國(guó)家和安全利益的前提下，將努力提供關(guān)于土地、土壤、氣候、運(yùn)輸、水資源及電力方面的資料。

第四條

雙方認(rèn)識(shí)到，為保證項(xiàng)目的可行性，擬議中的合作生產(chǎn)的大部分紙漿將以具有國(guó)際競(jìng)爭(zhēng)力的價(jià)格出口到中華人民共和國(guó)，同時(shí)考慮馬來(lái)西亞國(guó)內(nèi)市場(chǎng)的需求以及向其它地區(qū)出口的市場(chǎng)機(jī)會(huì)。

第五條

擬議中的合作一經(jīng)確定可行，雙方同意提供適用于紙漿、造紙工業(yè)的現(xiàn)行鼓勵(lì)措施。各國(guó)可根據(jù)本國(guó)的法律和規(guī)章提供其它優(yōu)惠政策。

第六條

可行性研究報(bào)告需經(jīng)雙方批準(zhǔn)后生效。

第七條

中國(guó)歡迎任何馬來(lái)西亞企業(yè)或企業(yè)集團(tuán)投資改造中國(guó)現(xiàn)有紙廠。

第八條

因?qū)Ρ菊徑鈧渫洍l款的不同解釋和適用而產(chǎn)生的任何分歧或爭(zhēng)議，應(yīng)由雙方通過(guò)外交渠道友好協(xié)商解決。

第九條

本諒解備忘錄自簽字之日起生效并持續(xù)有效。如果雙方中任何一方希望終止執(zhí)行本諒解備忘錄，應(yīng)在希望終止之日前至少六個(gè)月，通過(guò)外交渠道以書(shū)面形式通告另一方。

第十條

雙方中任何一方可以以書(shū)面形式要求對(duì)本諒解備忘錄提出修改或補(bǔ)充；任何修改或補(bǔ)充一經(jīng)雙方同意，應(yīng)記錄成文，并成為本諒解備忘錄的一部分。任何經(jīng)雙方同意的修改或補(bǔ)充，應(yīng)自雙方確定的日期起生效。

為此，下列全權(quán)代表，各秉雙方正式授予簽字之權(quán)，謹(jǐn)簽字于本諒解備忘錄，以昭信守。

本諒解備忘錄于一九九六年八月二十六日在北京簽訂，一式兩份，每份都用中文和英文寫(xiě)成，兩種文本同等作準(zhǔn)。
