      為維護改革穩(wěn)定的大局,實現(xiàn)長治久安,按照自治區(qū)工商局《關(guān)于發(fā)揮工商行政管理職能作用積極做好就業(yè)再就業(yè)工作的通知》(桂工商發(fā)110號)精神,我局在市工商局的統(tǒng)一部署下,結(jié)合城區(qū)的實際情況,充分發(fā)揮工商行政管理的職能作用,進一步加大力度,加強組織領(lǐng)導(dǎo),健全工作機制,努力提高工作效率和服務(wù)水平,落實好各種優(yōu)惠政策,認真做好就業(yè)再就業(yè)工作,并取得了很好的效果,現(xiàn)將工作匯報如下:

      一、領(lǐng)導(dǎo)重視,建立就業(yè)再就業(yè)工作聯(lián)動機制,關(guān)于充分發(fā)揮工商行政管理職能作用積極做好就業(yè)再就業(yè)工作的匯報。我局領(lǐng)導(dǎo)十分重視就業(yè)再就業(yè)工作,黨組書記、局長多次在會議上組織全系統(tǒng)工作人員認真學(xué)習(xí)、貫徹各級黨委政府、各級工商局有關(guān)促進就業(yè)再就業(yè)方面的政策、法規(guī)及文件,并將有關(guān)文件及時轉(zhuǎn)發(fā)到各工商所和股室,要求全系統(tǒng)工作人員要從實踐“三個代表”重要思想的高度,進一步提高對就業(yè)再就業(yè)工作的自覺性,把該項工作作為一項長期的戰(zhàn)略任務(wù)和重大的政治任務(wù),扎實開展工作。為使工作切實落到實處,我局建立了一把手局長負總責(zé),分管注冊登記的副局長具體抓落實,企個股和基層工商所共同抓、個協(xié)私協(xié)配合抓,齊抓共管的上下聯(lián)動工作機制,為把促進就業(yè)再就業(yè)工作抓緊、抓好、抓出新成效奠定了基礎(chǔ)。

      二、積極做好就業(yè)再就業(yè)宣傳引導(dǎo)工作。一是我局和勞動保障部門、稅務(wù)部門聯(lián)合舉辦了3期下崗失業(yè)人員再就業(yè)知識培訓(xùn)班,向300多名下崗失業(yè)人員講解了國家關(guān)于下崗失業(yè)人員就業(yè)再就業(yè)的各項優(yōu)惠政策,對他們進行了創(chuàng)業(yè)培訓(xùn)。二是充分結(jié)合個體私營經(jīng)濟宣傳月活動,通過出動宣傳車、出板報、發(fā)放宣傳資料等多種形式積極宣傳國家、自治區(qū)就業(yè)再就業(yè)的各項優(yōu)惠政策和相關(guān)措施,鼓勵和引導(dǎo)下崗失業(yè)人員、大中專畢業(yè)生、城鎮(zhèn)退役士兵通過創(chuàng)辦個體工商戶和私營企業(yè)實現(xiàn)就業(yè)再就業(yè);三是充分發(fā)揮個私協(xié)會的作用,為下崗失業(yè)人員從事個體私營企業(yè)排憂解難辦實事,鼓勵和支持個體工商戶和私營企業(yè)吸納就業(yè),想方設(shè)法多渠道、多方式增加就業(yè)崗位,優(yōu)先安置下崗失業(yè)人員、城鎮(zhèn)退役士兵。今年以來我區(qū)企業(yè)和個體工商戶共吸納下崗失業(yè)人員、城鎮(zhèn)退役士兵、大中專畢業(yè)生、農(nóng)民工就業(yè)1600多人。

      三、熱情為創(chuàng)業(yè)人員服務(wù),促進就業(yè)再就業(yè)工作。為方便下崗失業(yè)人員、大中專畢業(yè)生、城鎮(zhèn)退伍士兵申辦營業(yè)執(zhí)照,我局在注冊大廳和各工商所開辟了13個“綠色通道”,提供“申請優(yōu)先、受理優(yōu)先、審批優(yōu)先”的一站式服務(wù),指定專人負責(zé)受理下崗失業(yè)人員、大中專畢業(yè)生、城鎮(zhèn)退伍士兵辦理工商營業(yè)執(zhí)照業(yè)務(wù)和提供相關(guān)政策、法規(guī)及企業(yè)和市場信息咨詢服務(wù),全面公開從事個體私營經(jīng)營的各種優(yōu)惠政策,將優(yōu)惠政策、辦照流程、監(jiān)督(舉報)電話公布上墻,工作匯報《關(guān)于充分發(fā)揮工商行政管理職能作用積極做好就業(yè)再就業(yè)工作的匯報》。簡化辦照手續(xù)、優(yōu)先受理、快速發(fā)照,對申辦個體工商戶材料齊備的,在3個工作日內(nèi)核發(fā)營業(yè)執(zhí)照;對申辦設(shè)立企業(yè)材料齊備的,在5個工作日內(nèi)核發(fā)營業(yè)執(zhí)照;對具備各方面條件的,當(dāng)場予以核發(fā)營業(yè)執(zhí)照;對缺少不是主要要件材料的申請,只要其承諾在一定的時限內(nèi)補全,也可以提前為其辦理營業(yè)執(zhí)照。截止今年5月底共接待咨詢、辦照相關(guān)人員600多人,共有18名下崗失業(yè)人員向我局申領(lǐng)了《個體工商戶營業(yè)執(zhí)照》,免收規(guī)費1784元(其中登記費724元,管理費1060元);2名大中專畢業(yè)生向我局申領(lǐng)了《個體工商戶營業(yè)執(zhí)照》,免手規(guī)費234元(其中登記費84元,管理費150元),切實加強了就業(yè)再就業(yè)的引導(dǎo)和服務(wù)工作。

      四、加強監(jiān)管,嚴(yán)格規(guī)范中介服務(wù)行為。我局嚴(yán)把市場準(zhǔn)入關(guān),對職業(yè)中介服務(wù)機構(gòu)一律要求其提交勞動保障部門的職業(yè)介紹資格認定許可證方可開辦設(shè)立。密切聯(lián)合勞動保障部門,加強信息交流,加強對職業(yè)介紹機構(gòu)經(jīng)營行為監(jiān)管,堅決查處和取締無照經(jīng)營違法行為和勞務(wù)中介活動中的欺詐行為,今年共開展中介機構(gòu)專項檢查2次,出動執(zhí)法人員15人,車輛5車次,對城區(qū)東門街、東門橫街等25戶中介機構(gòu)進行檢查,沒有發(fā)現(xiàn)中介服務(wù)機構(gòu)的違法經(jīng)營行為,對12戶重點中介機構(gòu)進行專項備案,進一步加大對勞務(wù)中介機構(gòu)信用監(jiān)管,規(guī)范中介機構(gòu)經(jīng)營行為。

      五、充分發(fā)揮12315執(zhí)法維權(quán)體系作用。我局向在全區(qū)9個鄉(xiāng)鎮(zhèn)聘用和培訓(xùn)維權(quán)專業(yè)人員,建立了鄉(xiāng)村12315維權(quán)網(wǎng)絡(luò)體系,向全社會公布12315投訴電話,積極受理就業(yè)再就業(yè)人員維權(quán)申訴舉報,及時查處侵害企業(yè)和個人合法權(quán)益的違法勞務(wù)中介行為,積極協(xié)助有關(guān)部門解決勞務(wù)糾紛。

      六、加強企業(yè)信用監(jiān)管,維護農(nóng)民工合法權(quán)益。充分利用企業(yè)信用分類監(jiān)管系統(tǒng),對容易發(fā)生拖欠農(nóng)民工工資的12戶建筑企業(yè)進行高度監(jiān)管,切實加大對拖欠農(nóng)民工工資用人單位的監(jiān)管力度,一旦發(fā)現(xiàn)拖欠農(nóng)民工工資的企業(yè),立即將該企業(yè)的不誠信行為記錄下來,列入警示企業(yè)名單,實行重點監(jiān)管;對惡意拖欠、情節(jié)嚴(yán)重的,一律依法責(zé)令停業(yè)整頓,直至吊銷營業(yè)執(zhí)照。目前我區(qū)企業(yè)能夠守法經(jīng)營,及時發(fā)放農(nóng)民工工資。通過我們的努力,進一步促進了就業(yè)再就業(yè)工作,目前,我區(qū)下崗失業(yè)人員、大中專畢業(yè)生、城鎮(zhèn)退伍士兵從事個體私營經(jīng)營呈良好的發(fā)展態(tài)勢,他們紛紛自籌資金,從事個體經(jīng)營和開辦私營企業(yè),或被吸納到個體工商戶和私營企業(yè)中工作,很大程度上解決他們的生活出路,有效地緩解了社會矛盾,維護了社會的穩(wěn)定,促進了地方經(jīng)濟的發(fā)展。

      充分發(fā)揮工商行政管理職能作用

      全縣工商行政管理機關(guān)將認真落實縣委、縣政府重大部署,進一步解放思想,大力弘揚創(chuàng)業(yè)精神,充分發(fā)揮工商行政管理職能作用,推動全民創(chuàng)業(yè),推進“353”戰(zhàn)略,為我縣提前跨入全省十五強作出更大貢獻。

      一、放寬企業(yè)設(shè)立登記條件,拓寬創(chuàng)業(yè)空間,鼓勵全民投資辦企業(yè)

      1、允許公司不受行業(yè)限制,新開辦的公司投資人可分期繳納出資,首期出資額只需達到公司注冊資本的20,即可登記注冊。其余資本可在今后兩年內(nèi)繳足。

      2、投資人可以用知識產(chǎn)權(quán)、非專利技術(shù)、管理技能、科技成果、采礦權(quán)、探礦權(quán),經(jīng)專門機構(gòu)評估認定后作為對企業(yè)出資,其出資比例在不超過70的情況下,由投資各方協(xié)商確定。投資人用股權(quán)、土地使用權(quán)作為對企業(yè)出資的,其投資比例不受限制。

      3、投資人申請企業(yè)登記,涉及須經(jīng)審批的經(jīng)營項目的,可先行確認市場主體資格,取得營業(yè)執(zhí)照;待完成審批后,再辦理增加審批項目的變更登記。

      4港澳永久性居民中的中國公民無需經(jīng)由省外資主管部門審批,可在本縣城鄉(xiāng)申辦個體工商戶。

      5、開放企業(yè)名稱預(yù)先核準(zhǔn)遠程登記,不收名稱登記費。

      6、高校畢業(yè)生、失地農(nóng)民從事個體經(jīng)營的,除國家限制的行業(yè)(包括建筑業(yè)、娛樂業(yè)以及廣告業(yè)、桑拿、網(wǎng)吧、氧吧等)外,自登記注冊之日起三年內(nèi)免交登記類、管理類和證照類的各項行政事業(yè)性收費。繼續(xù)實行下崗失業(yè)人員再就業(yè),城鎮(zhèn)退伍士兵自謀職業(yè),殘疾人就業(yè),從事個體經(jīng)營的優(yōu)惠政策。

      7、建立農(nóng)村經(jīng)紀(jì)人幫扶聯(lián)系點,加快發(fā)展農(nóng)村經(jīng)紀(jì)人。大力支持發(fā)展農(nóng)村合作經(jīng)濟組織,鼓勵和引導(dǎo)農(nóng)民采用便于管理、利于發(fā)展的資本合作的組織形式設(shè)立經(jīng)濟組織。農(nóng)村經(jīng)紀(jì)人、盈利性合作經(jīng)濟組織的登記一年內(nèi)免收登記費。

      二、加強引導(dǎo)規(guī)范,促進公平競爭,維護市場秩序

      8、堅決取締無照經(jīng)營,對無照經(jīng)營者以規(guī)范為先,最大限度地引導(dǎo)無照經(jīng)營者申辦營業(yè)執(zhí)照,變“地下經(jīng)營”為合法創(chuàng)業(yè)。

      9、以流通環(huán)節(jié)食品安全為重點,嚴(yán)厲打擊銷售假冒偽劣商品違法行為;以注冊商標(biāo)專用權(quán)為重點,嚴(yán)厲打擊侵犯知識產(chǎn)權(quán)等不正當(dāng)競爭行為;以整治虛假違法食品、藥品、醫(yī)療廣告和就業(yè)市場“黑中介”為重點,嚴(yán)厲打擊商業(yè)欺詐行為。強化對地區(qū)封鎖和行業(yè)壟斷行為的執(zhí)法,協(xié)助政府廢止妨礙公平競爭、設(shè)置行政壁壘、排斥外地產(chǎn)品和服務(wù)的各種分割市場的規(guī)定。進一步加大對密切關(guān)系人民群眾生活的壟斷性行業(yè)限制競爭行為的查處力度,深入持久地整頓和規(guī)范市場經(jīng)濟秩序。

      10、大力推進商標(biāo)戰(zhàn)略的實施,積極協(xié)助培育馳名商標(biāo)、著名商標(biāo)和知名商標(biāo)的戰(zhàn)略梯隊企業(yè)建設(shè),繼續(xù)組織著名商標(biāo)、知名商標(biāo)的認定工作和馳名商標(biāo)的推薦申報工作,進一步加強農(nóng)產(chǎn)品商標(biāo)與地理標(biāo)志證明商標(biāo)、集體商標(biāo)申請注冊工作。支持農(nóng)業(yè)實施品牌戰(zhàn)略,倡導(dǎo)建立“公司 農(nóng)戶 商標(biāo)”的新模式。

      11、實行企業(yè)和個體工商戶信息分類監(jiān)管,重點扶持守信者,教育、管理一般失信者,淘汰嚴(yán)重失信者。鼓勵企業(yè)通過廣告?zhèn)鬟f正確的生產(chǎn)與消費信息;積極幫助企業(yè)規(guī)范合同管理,繼續(xù)開展守合同、重信用活動。

      12、對市場競爭和交易中的違法經(jīng)營行為,采取教育為先的原則,實行教育引導(dǎo)和行政處罰并舉,對過失案件、初犯案件、一般違法案件,以教育為主,規(guī)范為先,懲處為輔;對情節(jié)輕微,未造成社會危害后果的違法行為實施行政處罰時,屬于自由裁量的罰款數(shù)額,一般取法定下限。對主觀故意的案件、累犯的案件、危害人身健康和公共安全的案件、破壞環(huán)境資源的案件,堅決嚴(yán)懲不貸。

      三、改進服務(wù),文明公正執(zhí)法,營造良好的創(chuàng)業(yè)氛圍

      13、會同團縣委聯(lián)合組織青年創(chuàng)業(yè)講師團在全縣巡回演講,用身邊的典型影響身邊的人,大力營造全民創(chuàng)業(yè)的濃厚氛圍。

      14、從2008年7月開始,在全縣工商行政管理機關(guān)全面推行企業(yè)登記“一審一核”制,方便企業(yè)市場準(zhǔn)入。繼續(xù)實行“首辦負責(zé)制”、“服務(wù)承諾制”等制度。

      15、全縣工商行政管理機關(guān)將以各種形式充分披露在縣域范圍內(nèi)的各類企業(yè)登記信息以及信用記錄,鼓勵人民群眾加強信息利用,以信息引導(dǎo)創(chuàng)業(yè)。

      16、免費向創(chuàng)業(yè)者發(fā)放《工商辦事指南》,并在縣工商局注冊大廳設(shè)專門窗口,為創(chuàng)業(yè)者免費提供工商行政管理政策法規(guī)咨詢。

      17、強化“12315”申訴舉報網(wǎng)絡(luò)建設(shè),推進“12315”進社區(qū)、進鄉(xiāng)(鎮(zhèn))村、進市場、進商場工作;實行“12315”紅盾護農(nóng)工作在全縣所有鄉(xiāng)(鎮(zhèn))、村設(shè)工作站(點);及時方便農(nóng)民投訴舉報,保護農(nóng)村創(chuàng)業(yè)者和消費者的合法權(quán)益。

      18、全縣工商行政管理機關(guān)及其工作人員嚴(yán)格執(zhí)行“六項禁令”,嚴(yán)禁無法定依據(jù)處罰、收費;嚴(yán)禁不出具有效票據(jù)收費、罰款和扣押物品;嚴(yán)禁索要、收受監(jiān)管服務(wù)對象的錢物和接受、參加可能影響公正執(zhí)行公務(wù)的宴請及各種消費娛樂活動;嚴(yán)禁野蠻執(zhí)法和

      刁難、報復(fù)監(jiān)管服務(wù)對象;嚴(yán)禁酒后執(zhí)法;嚴(yán)禁著工商行政管理制服或使用執(zhí)法車輛到營業(yè)性場所消費。違者視情節(jié)予以組織處理或紀(jì)律處分,直至開除;涉嫌犯罪的,移送司法機關(guān)依法處理。對違反禁令的行為不查不糾、包庇袒護的,追究有關(guān)領(lǐng)導(dǎo)責(zé)任。

      為認真貫徹落實國務(wù)院《關(guān)于進一步做好利用外資工作的若干意見》,充分發(fā)揮工商行政管理職能作用,進一步做好服務(wù)外商投資企業(yè)發(fā)展工作,更好地發(fā)揮利用外資在推動科技創(chuàng)新、產(chǎn)業(yè)升級、區(qū)域協(xié)調(diào)發(fā)展等方面的積極作用,加快提高利用外資質(zhì)量和水平,積極推動經(jīng)濟發(fā)展方式轉(zhuǎn)變,現(xiàn)提出如下意見:

      一、進一步鼓勵外商增加投資

      (一)積極支持外商投資企業(yè)集團化經(jīng)營。鼓勵外商投資舉辦的投資性公司申請組建企業(yè)集團。企業(yè)集團的名稱可以有簡稱。母公司可以在企業(yè)名稱中使用“集團”或者“(集團)”字樣;子公司可以在自己的名稱中冠以企業(yè)集團名稱或者簡稱;參股公司經(jīng)企業(yè)集團管理機構(gòu)同意,可以在自己的名稱中冠以企業(yè)集團名稱或者簡稱。

      (二)積極支持外商投資企業(yè)以債權(quán)增資。積極研究債權(quán)出資管理辦法,規(guī)范出資行為。認真做好外商投資企業(yè)出資方式變更登記,經(jīng)外匯管理部門登記和審批部門批準(zhǔn),積極支持外商投資企業(yè)的投資者以其對該企業(yè)的債權(quán)轉(zhuǎn)增為注冊資本。

      (三)積極鼓勵外商投資設(shè)立合伙企業(yè)。加強引導(dǎo),注重配合,提高效率,鼓勵具有先進技術(shù)和管理經(jīng)驗的外國企業(yè)或者個人在中國境內(nèi)設(shè)立合伙企業(yè),增加外商投資企業(yè)類型,擴大對外經(jīng)濟合作和技術(shù)交流的途徑。

      (四)積極幫扶外商投資企業(yè)緩解出資困難。對已繳付首期注冊資本,無違法記錄,因資金暫時緊張無法按時出資的外商投資企業(yè)申請延長出資期限的,經(jīng)審批部門批準(zhǔn),及時為其辦理出資期限變更登記。

      二、積極促進利用外資結(jié)構(gòu)優(yōu)化

      (五)大力支持外商投資服務(wù)業(yè)企業(yè)加快發(fā)展。使用外國(地區(qū))出資企業(yè)字號的外商獨資企業(yè)、外方控股的外商投資企業(yè),注冊資本達到3000萬元人民幣,從事現(xiàn)代服務(wù)業(yè)和高新技術(shù)產(chǎn)業(yè)的,可以在名稱中間使用“(中國)”字樣。除有特別規(guī)定外,外商投資服務(wù)業(yè)企業(yè)及其授權(quán)的分公司可以直接向所在地登記機關(guān)申請辦理其他經(jīng)營性分支機構(gòu)的登記手續(xù)。

      (六)大力支持跨國公司設(shè)立功能性機構(gòu)和外商投資服務(wù)外包產(chǎn)業(yè)。跨國公司在華設(shè)立地區(qū)總部、研發(fā)中心、采購中心、財務(wù)管理中心、結(jié)算中心、成本利潤核算中心等功能性機構(gòu)和外商投資服務(wù)外包產(chǎn)業(yè),可以在企業(yè)名稱和經(jīng)營范圍中使用能夠體現(xiàn)其功能特點的文字表述。

      (七)積極服務(wù)外商投資企業(yè)跨地區(qū)轉(zhuǎn)移。加大服務(wù)支持力度,完善登記服務(wù)體制,加強外資登記工作銜接,對東部地區(qū)外商投資企業(yè)向中西部地區(qū)轉(zhuǎn)移的,落實首辦責(zé)任制,全程跟蹤,積極提供高效率的遷出、遷入登記注冊服務(wù)。

      (八)積極服務(wù)邊境經(jīng)濟合作區(qū)建設(shè)。鼓勵投資者在邊境經(jīng)濟合作區(qū)內(nèi)設(shè)立各種類型的外商投資企業(yè)。積極引導(dǎo)境內(nèi)外自然人在區(qū)內(nèi)設(shè)立外商投資合伙企業(yè),明確其經(jīng)營主體資格,促進邊境經(jīng)濟合作區(qū)建設(shè)。

      (九)積極服務(wù)利用外資方式多樣化。積極參與外資并購聯(lián)合審查,依法規(guī)范外資并購過程中的公司登記事項,在登記注冊環(huán)節(jié)提供優(yōu)質(zhì)服務(wù),積極支持外資以參股、并購等方式參與國內(nèi)企業(yè)改組改造和兼并重組。

      (十)嚴(yán)格限制落后產(chǎn)能企業(yè)。強化登記管理,積極配合有關(guān)部門做好“兩高一資”和低水平、過剩產(chǎn)能擴張類外商投資企業(yè)的變更登記、注銷登記和吊銷營業(yè)執(zhí)照工作,提高經(jīng)濟社會可持續(xù)發(fā)展能力。

      三、著力提高服務(wù)外商投資企業(yè)發(fā)展的能力

      (十一)進一步提高外商投資企業(yè)登記服務(wù)質(zhì)量。全面落實“一審一核”制度,減少審核環(huán)節(jié),明確審查、核準(zhǔn)人員的職權(quán)和責(zé)任,進一步規(guī)范登記行為。對于中央和地方確定的重大外商投資項目的登記注冊,提前介入、專人辦理、跟蹤服務(wù)、盡快辦結(jié)。

      (十二)進一步提高外商投資企業(yè)登記信息化水平。不斷完善網(wǎng)上服務(wù)功能,建立健全“授權(quán)登記+遠程核準(zhǔn)+網(wǎng)上申請”的登記模式,推進外資登記注冊窗口前移。逐步實現(xiàn)登記材料網(wǎng)上申報、網(wǎng)上預(yù)審、窗口一次性辦結(jié),切實提高外資登記注冊效率。大力推進政務(wù)公開,為社會公眾提供外商投資企業(yè)基本信息查詢服務(wù)。

      (十三)切實提高外商投資企業(yè)登記管理數(shù)據(jù)監(jiān)測分析質(zhì)量和水平。努力提高外資登記管理數(shù)據(jù)質(zhì)量,建立外資登記管理數(shù)據(jù)綜合利用和發(fā)布機制,及時匯總外資市場主體登記管理信息,加強對外資市場主體登記信息和外商投資企業(yè)發(fā)展情況的分析,充分發(fā)揮外資市場主體登記管理的公共服務(wù)職能作用,為外商投資企業(yè)發(fā)展服務(wù)。

      (十四)認真執(zhí)行國家利用外資產(chǎn)業(yè)政策。在登記環(huán)節(jié),積極支持外商投資鼓勵類產(chǎn)業(yè),對國家限制外商投資的項目嚴(yán)格把關(guān),堅持先證后照,對國家禁止外商投資的項目,一律不予登記。在監(jiān)管環(huán)節(jié),依法糾正外商投資企業(yè)擅自從事限制類產(chǎn)業(yè)的行為,堅決取締任何從事禁止類產(chǎn)業(yè)的外商投資企業(yè),切實提高利用外資質(zhì)量。

      (十五)切實提高外商投資企業(yè)出資到位率。加強對外商投資企業(yè)股東出資行為的規(guī)范管理,以首期出資為重點,規(guī)范出資行為,建立出資提示、出資催繳、出資公示制度,督促出資人落實出資責(zé)任、履行出資義務(wù)、提高出資信用。

      (十六)進一步提高外商投資企業(yè)年檢效能。推行外商投資企業(yè)分類年檢,對重?zé)狳c行業(yè)以及信用等級較低的外商投資企業(yè)加強審查;對守法經(jīng)營、無不良記錄的外商投資企業(yè)簡化年檢手續(xù),建立守法經(jīng)營激勵機制和違法經(jīng)營懲戒機制。進一步完善外商投資企業(yè)年檢匯總報告制度,強化對年檢信息的整理分析,準(zhǔn)確掌握外商投資企業(yè)的動態(tài)情況。

      四、努力營造良好的市場環(huán)境

      (十七)切實維護公平競爭的市場秩序。進一步強化競爭執(zhí)法,繼續(xù)深入開展打擊“傍名牌”等專項競爭執(zhí)法活動,嚴(yán)肅查處侵犯外商投資企業(yè)權(quán)益的不正當(dāng)競爭案件。加強對外商投資企業(yè)知名字號的保護,制止擅自使用知名字號從事不正當(dāng)競爭的行為。依法嚴(yán)厲查處壟斷、不正當(dāng)競爭案件,營造公平競爭的市場環(huán)境。

      (十八)努力營造和諧的消費環(huán)境。進一步強化消保維權(quán)工作,認真開展打假維權(quán)專項執(zhí)法行動,依法嚴(yán)厲查處銷售假冒偽劣商品等違法行為,切實保護消費者和外商投資企業(yè)合法權(quán)益。積極引導(dǎo)外商投資企業(yè)建立健全消費糾紛和解等消費維權(quán)自律制度,及時化解消費爭議,自覺履行維護消費者合法權(quán)益的社會責(zé)任,提升企業(yè)聲譽,樹立良好企業(yè)形象。

      (十九)積極引導(dǎo)外商投資企業(yè)提高商標(biāo)注冊、運用、保護、管理能力。有效保護外商投資企業(yè)商標(biāo)權(quán),繼續(xù)加快商標(biāo)注冊審查,加大商標(biāo)權(quán)保護力度。建立健全與外商投資企業(yè)的溝通渠道,指導(dǎo)幫助外商投資企業(yè)開展商標(biāo)保護工作。依法公正裁決涉外商標(biāo)評審案件,切實維護境外當(dāng)事人的合法商標(biāo)權(quán)益。對涉及有利于利用外資推動我國科技創(chuàng)新、產(chǎn)業(yè)升級、區(qū)域協(xié)調(diào)發(fā)展的商標(biāo)評審案件,可以根據(jù)案情需要提前審理。

      (二十)進一步提高行政許可效率。創(chuàng)新機制手段,提高辦事效率,規(guī)范食品流通許可。授權(quán)省級工商行政管理局進行外商投資廣告企業(yè)項目審批,完善審批規(guī)定,建立備案制度,推行格式化審批,加強外商投資廣告企業(yè)項目審批工作的指導(dǎo)和監(jiān)督檢查。積極配合有關(guān)部門做好外商投資汽車銷售企業(yè)相關(guān)審核工作,支持外商投資汽車銷售企業(yè)發(fā)展。

      (二十一)積極促進廣告業(yè)健康發(fā)展。支持外商投資廣告企業(yè)發(fā)揮管理、技術(shù)、人才等方面優(yōu)勢,促進廣告業(yè)發(fā)展;引導(dǎo)外商投資廣告企業(yè)承擔(dān)社會責(zé)任,參與公益廣告活動,為提升我國公益廣告水平做貢獻。繼續(xù)深入推進廣告市場整治工作,進一步加大對損害消費者和外

      商投資企業(yè)合法權(quán)益的虛假違法廣告的查處力度,切實維護文明誠信的廣告市場秩序。(二十二)積極發(fā)揮行政指導(dǎo)作用。在嚴(yán)格依法行政的基礎(chǔ)上積極發(fā)揮行政指導(dǎo)的作用,采用建議、輔導(dǎo)、提醒、規(guī)勸、示范、公示等方式,提高行政指導(dǎo)效果。注意把握行政處罰和行政指導(dǎo)的統(tǒng)一,引導(dǎo)外商投資企業(yè)誠信守法、規(guī)范經(jīng)營,努力營造和諧的外商投資企業(yè)監(jiān)管執(zhí)法環(huán)境。

      五、加快完善服務(wù)外商投資企業(yè)發(fā)展的體制機制

      (二十三)進一步擴大外商投資企業(yè)登記管理授權(quán)范圍。根據(jù)實際需要,積極支持授予中西部地區(qū)工商行政管理機關(guān)和外商投資企業(yè)相對集中的國家級經(jīng)濟技術(shù)開發(fā)區(qū)、高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)工商行政管理機關(guān)外商投資企業(yè)核準(zhǔn)登記權(quán),方便外商投資企業(yè)就近辦理登記手續(xù),積極服務(wù)外資向中西部地區(qū)轉(zhuǎn)移和增加投資,促進區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展。

      (二十四)進一步完善外商投資企業(yè)監(jiān)管長效機制。充分發(fā)揮外資授權(quán)登記和屬地監(jiān)管的雙重優(yōu)勢,切實落實屬地工商行政管理機關(guān)的監(jiān)管職責(zé),加強外商投資企業(yè)屬地監(jiān)管,促進外商投資企業(yè)守法經(jīng)營、健康發(fā)展。

      (二十五)切實提高外商投資企業(yè)監(jiān)管執(zhí)法統(tǒng)一性。依法實施監(jiān)督管理,正確行使自由裁量權(quán)。建立外商投資企業(yè)投訴受理工作機制。主動聯(lián)系外商投資企業(yè)協(xié)會、工商登記聯(lián)絡(luò)員協(xié)會等組織,認真聽取外商投資企業(yè)的意見和建議,依法處理外商投資企業(yè)反映的問題,切實維護外商投資企業(yè)合法權(quán)益。

      (二十六)進一步加強部門協(xié)調(diào)配合。加強與有關(guān)部門的溝通協(xié)調(diào),及時解決外商投資企業(yè)審批登記工作中出現(xiàn)的新問題。加大與相關(guān)部門的信息交流,形成服務(wù)外商投資企業(yè)健康發(fā)展的合力。

      第四篇:充分發(fā)揮工商行政管理職能作用進一步做好服務(wù)外商投資發(fā)展工作。。

      Several Proposals of the State Administration for Industry and Commerce on Bringing the Functions of Administration for Industry and Commerce into Full Play to Further Providing Service for the Development of Foreign-Invested Enterprises

      Administrations for industry and commerce and market supervision administrations of all provinces, autonomous regions, municipalities directly under the Central Government, municipalities separately listed on the state plan and sub-provincial cities:

      For the purpose of conscientiously implementing the Some Comments on Further Doing a Good Job in the Utilization of Foreign Capital promulgated by the State Council, bringing the function of administration for industry and commerce into full play, providing better service for the development of foreign-invested enterprises, giving better play to the positive roles of the foreign capital in promoting technological innovation, industry upgrading, regional coordinated development and other aspects, accelerating and improving the quality and level of foreign capital utilization and giving impetus to the transfer of economic development modes actively, the following comments are hereby proposed:

      I.Further Encourage Foreign Investors to Increase Investment

      (I)Fully support group operation of foreign-invested enterprises.Investment companies established by foreign investors are encouraged to apply for establishing enterprise groups.The names of enterprise groups are allowed to have abbreviations;the parent companies can use such mark as “group” or “(group)” in their company names;the names of subsidiary companies can be preceded by the names of enterprises groups or the abbreviations;joint-stock companies’ names can also be preceded by the names of enterprise groups or the abbreviations with the approval from the enterprise groups.(II)Fully support capital increase of foreign-invested enterprises with creditors’ rights.Actively research administrative measures for capital contribution with credit, and standardize the procedures of capital contribution.Conscientiously do a good job in the modification registration of ways of capital contributions of foreign-invested enterprises.Upon the registration of foreign exchange and approval from the approval authorities, great efforts should be made to support investors of foreign-invested enterprises to increase the registered capital with the creditors’ rights of the enterprises.(III)Actively encourage foreign investors to establish partnership enterprises.Encourage foreign enterprises or individuals with advanced technologies and management experience to establish partnership enterprises in China through enhancing guidance, practicing more coordination and improving efficiency, and diversify types of foreign-invested enterprises and broaden channels of foreign-related economic cooperation and technological exchanges.(IV)Positively render help to alleviate investment difficult of foreign-invested enterprises.For those foreign-invested enterprises which default on further capital contributions due to temporary capital shortage after the initial capital contribution and without a record of law-breaking,-1-

      a prolonged time limit to the capital contribution shall be granted by the registration authorities upon the approval of application.II.Promote the structure optimization of foreign capital utilization vigorously

      (V)Vigorously support accelerated development of foreign-invested service enterprises.Wholly foreign-invested enterprises or foreign-invested enterprises controlled by foreign investors using the titles of enterprises in foreign countries(regions)can apply to use such mark as “(China)” in their names, if they invest in modern service industry and high and new technology industry with registered capital of RMB 30,000,000.Upon otherwise specified, foreign-invested service enterprises and their authorized branches can apply for registration of other business branches at the registration authorities where they are located.(VI)Substantially support establishment of functional organizations by multinational corporations and investment in service outsourcing industry by foreign investors.For multinational corporations which establish the regional headquarters, R&D centers, purchase centers, finance management centers, settlement centers, cost and profit calculation centers and other functional departments within China and foreign-invested service outsourcing enterprises, words indicating the functions of their enterprises can be used in the enterprise names and description of business scope.(VII)Provide active service in trans-regional transfer of foreign-invested enterprises.Provide better services to improve the registration service system and strengthen the continuity of foreign-invested enterprises registration.For those foreign-invested enterprises transferring from the eastern region to the central and western region in China, registration authorities should carry out first-asked responsibility system, and provide full-way tracing services to actively provide efficient registration service for enterprise transfer.(VIII)Provide active service in construction of border economic cooperative zone.Measures should be taken to encourage investors to establish foreign-invested enterprises of various types in border economic cooperativezones.Positively guide foreign and domestic natural persons to establish foreign-invested partnership enterprises in those zones and clarify their operation entities qualifications so as to promote the construction of border economic cooperative zones.(IX)Provide active service in diversification of foreign capital utilization modes.Actively participate in the joint examination of M&A conducted by foreign capital, standardize the procedures of registration in the process of M&A by foreign investors, provide high-quality registration services, and fully support foreign investment to participate in reorganizing, reforming, merging and restructuring domestic enterprises.(X)Strictly restrain enterprises with laggard output capacity.Enforceregistration management and cooperate with relevant authorities to do a good job in the registration of modification, cancellation and revoking business licenses of “High-polluting, high-energy-consuming and resource-dependent” and low-level and overcapacity expansion foreign-invested enterprises, so as to improve the capacity of economic and social sustainable development.III.Put forth effort to raise the capability in service for the development foreign-invested enterprises

      (XI)Further improve service quality of foreign-invested enterprises registration.The “one examination and one approval” system should be implemented in an all-round way to simplify the procedures of examination and approval.The power and responsibility of examination and approval personnel need to be clarified, and registration behaviors should be further standardized.For the important foreign-invested projects determined by the Central and local governments, related registration authorities should pre-interfere into them, authorize staffs specifically responsible for the projects, provide full-way tracing service and fulfill all the procedures as soon as possible.(XII)Further raise informatization level of foreign-invested enterprises registration.Make efforts constantly to improve the function of online services, establish and perfect the registration mode of “authorized registration + distance approval + online application”, so as to set the registration service forward.The online material submission, online pre-examination and one-stop window service should be put into practice gradually to improve service efficiency.Energetically promote government affairs public, and provide the social public with inquiry service of the basic information related to foreign-invested enterprises.(XIII)Substantially improve the quality and level of data monitoring and analysis of foreign-invested enterprises registration.Efforts should be made to improve the quality of foreign investment registration and supervision data, and establish mechanism of comprehensively utilizing and publicizing data offoreign-invested enterprises.Timely sum up the information of registration and supervision about foreign-invested market entities, strengthen analysis of registration information and development of foreign-invested enterprises of foreign-invested enterprises, bring the public service function of registration and supervision of foreign-invested market entities into full play so as to provide services for the development of foreign-invested enterprises.(XIV)Conscientiously implement the state industrial policies on foreign capital utilization.Actively support should be given to foreign investment in encouraged industries;for the industries which foreign investors are restricted to invest in, registration authorities should examine related certificates strictly before issuing licenses;no project prohibited to foreign investment by the state shall be registered.Take measures to rectify the activities of foreign-invested enterprises engaging in the restricted industries without approval, and resolutely measures should be given to those engaging in the prohibited industries.And the quality of foreign capital utilization should be improved in a pragmatic way.(XV)Substantially improve the investment contribution rate of foreign-invested enterprises.Strengthen administration for capital contribution of shareholders of foreign-invested enterprises, focus on initial capital contribution, standardize capital contribution activities, establish a system of capital contribution reminding, dunning and publication, and urge contributors to implement their responsibilities and obligations of capital contribution, and improve their credit of capital contribution.(XVI)Further improve efficiency of annual inspection of foreign-invested enterprises.Popularize classified annual inspection of foreign-invested enterprises;strengthen examination on foreign-invested enterprises in key and hot industries and those with lower credit grades.For those foreign-invested enterprises which operate strictly according to law and without a record of law-breaking, efforts should be made to simplify the procedures of annual inspections;mechanisms to encourage legal operation and punish illegal operation should be established.The system of summarizing and reporting the annual inspections of foreign-invested enterprises should be further improved to strengthen sorting out and analyzing annual inspection information, and make the dynamic information of foreign-invested enterprises more precisely.IV.Make great efforts to create a favorable market environment.(XVII)Earnestly maintain a market order of fair competition.Efforts should be made to further strengthen law enforcement of competition, continue the special competition law

      enforcement of cracking down“imitating famous brands”, severely deal with the cases of unfair competition that infringe the rights and interests of foreign-invested enterprises.Strengthen the protection of famous names of foreign-invested enterprises, restrain the utilization of famous names for unfair competition.Severely deal with cases of monopoly and unfair competition to create a market environment of fair competition.(XVIII)Make efforts to create a harmonious consumption environment.Further strengthen protection of consumers’ rights and interests, carry out special law-enforcement to against counterfeit goods;severely investigate and punish irregularities such as counterfeiting, faking and inferior quality, and pragmatically protect the legal rights and interests of consumers and foreign-invested enterprises.Positively guide foreign-invested enterprises to establish and improve a self-discipline system of maintaining consumption rights such as consumption dispute reconciliation mechanism to solve disputes related to consumption in time, consciously implement the social responsibility of maintaining consumers’ legal rights and interests, and increase the enterprise reputation and establish sound enterprise images.(XIX)Actively guide foreign-invested enterprises to improve their abilities in trademark registration, utilization, protection and management.Effectively protect the trademark rights of foreign-invested enterprises, continue to accelerate the examination process of trademark registration, and enhance the protection of trademark rights.Establish and improve the communication channels with foreign-invested enterprises, guide and help the enterprises to protect their trademarks;justly hear foreign-related cases of trademark assessment and examination according to law and pragmatically maintain the legal trademark rights and interests of the foreign party involved.For the trademark assessment and examination cases that can help utilize foreign capital to promote China’s scientific and technological innovation, industrial upgrading and regional coordinative development, efforts should be made to hear these cases in advance according to circumstances.(XX)Further improve the administrative permission efficiency.Mechanisms and measures should be innovated to improve the working efficiency and standardize the food circulation licenses.Administrations for industry and commerce of the provincial levels should be authorized to examine and approve the projects of foreign-invested advertisement enterprises.Improve regulations on examination and approval, establish recording system, promote formatted examination and approval, and strengthen guidance, supervision and inspection of examination and approval for the projects of foreign-invested advertisement enterprises.Actively coordinate with related authorities to do a good job in examining and approving foreign-invested auto sales enterprises, and support the development of foreign-invested auto sales enterprises.(XXI)Actively promote the healthy development of advertisement industry.Support foreign-invested advertisement enterprises to take advantages in management, technologies and human resources so as to promote the development of advertisement industry.Guide foreign-invested advertisement enterprises to shoulder social responsibilities, participate in activities of public advertisements, and make contribution to improve the level of public advertisements in China.Continue to deepen the work of rectifying advertisement market, and further strengthen the efforts to punish the fraudulent advertising that harm the legal rights and interests of consumers and foreign-invested enterprises, pragmatically maintain the civilized and honest order of advertisement market.(XXII)Bring the function of administrative instruction into full play.The role of administrative instruction should be brought into active play on the basis of strict law-based governance;improve the effects of administrative instruction by suggestion, guidance, reminding,persuading, setting examples and demonstration.With more attention on unification of administrative punishment and administrative guidance, efforts should be made to guide foreign-invested enterprises to do business honestly and standardize their operation so as to create a harmonious supervision and law-enforcement environment for foreign-invested enterprises.V.Expedite and perfect the service system mechanism for development of foreign-invested enterprises

      (XXIII)Further enlarge authorized scope of registration administration of foreign-invested enterprises.According to the actual needs, actively support the administrations for industry and commerce which are located in central and western China or in national-level economic and technological development zones and hi-tech development zones where foreign-invested enterprises are relatively concentrated, to be authorized the rights of approving and registering foreign-invested enterprises.Facilitate foreign-invested enterprises to apply for registration in the neighborhood, actively serve for foreign investment transferring to central and western China and increasing investment, and promote coordinated development of regional economies.(XXIV)Further perfect the long-term mechanism of supervision of foreign-invested enterprises.Make full use of the double advantages of the authorized registration and territorial supervision of foreign-invested enterprises, conscientiously implement the supervision responsibility of the administrations for industry and commerce where the foreign-invested enterprises are located, strengthen territorial supervision of foreign-invested enterprises and promote legal operation and healthy development of foreign-invested enterprises.(XXV)Practically improve uniformity in administration and law enforcement of foreign-invested enterprises.Supervise and administrate foreign-invested enterprises according to law, and exercise discretion properly.Establish mechanisms of handling complaints from foreign-invested enterprises, actively communicate with organizations such as foreign-invested enterprises association and association of liaisons for industrial and commercial registration.Earnestly listen to the opinions and suggestions from foreign-invested enterprises, handle the problems reported by foreign-invested enterprises according to law and pragmatically maintain their legal rights and interests.(XXVI)Further strengthen coordination and corporation between sections concerned.Make efforts to strengthen coordination and communication with related departments so as to solve new problems arising in the examination, approval and registration of foreign-invested enterprise in time.Strengthen information exchanges with related departments to make joint efforts in providing services for the healthy development of foreign-invested enterprises.

      **區(qū)就業(yè)再就業(yè)工作在市委、市政府的正確領(lǐng)導(dǎo)下,在省、市就業(yè)部門的大力支持下,緊緊圍繞市、區(qū)中心工作,充分發(fā)揮政府職能作用,以改善民生,促進民富為主線,以擴大就業(yè)再就業(yè)工作為重點,以實施城鄉(xiāng)勞動力培訓(xùn)工程為手段,以開展“三進三送”活動為載體,努力維護勞動者的合法權(quán)益,取得了一定成效?,F(xiàn)將有關(guān)情況匯報如下:

      一、基本情況

      **區(qū)轄十街一鎮(zhèn),32個社區(qū)和12個行政村,總面積142平方公里,總?cè)丝?4萬。現(xiàn)有11個街(鎮(zhèn))勞動保障事務(wù)所,45個社區(qū)(村屯)勞動保障工作站,105名社區(qū)(村屯)勞動協(xié)理員,社區(qū)勞動保障平臺建設(shè)已基本做到機構(gòu)、人員、制度、經(jīng)費、場地、工作六個到位。全區(qū)現(xiàn)有從業(yè)人員77656 人,失業(yè)人員3549人。今年以來,就業(yè)再就業(yè)實現(xiàn)1272人,完成年任務(wù)的49%,其中就業(yè)困難群體人員就業(yè)257人,城鎮(zhèn)登記失業(yè)率為3.8%。

      二、主要做法

      (一)加強領(lǐng)導(dǎo),明確責(zé)任。幾年來,我區(qū)一直把就業(yè)再就業(yè)工作作為政府聯(lián)系群眾、改善民生的一項重要舉措,作為全區(qū)十項

      利民工程之一進行重點督辦。區(qū)政府定期召開專題會議,分析全區(qū)就業(yè)再就業(yè)形勢,及時協(xié)調(diào)解決工作中遇到的困難和問題,做到了工作有部署,匯報有定性,督導(dǎo)有目標(biāo),全區(qū)上下呈現(xiàn)出共同關(guān)心和支持就業(yè)再就業(yè)工作的良好氛圍。

      (二)多措并舉,落實政策。一是針對我區(qū)流動人口多、基礎(chǔ)數(shù)據(jù)變化大的情況,不定期對就業(yè)困難群體、失業(yè)人員家庭情況進行詳細摸排。今年上半年,入戶調(diào)查居民56469戶、164776人,為各項工作的開展提供了準(zhǔn)確詳實的基礎(chǔ)數(shù)據(jù)。二是依托駐區(qū)企業(yè),合理匹配資源,為城鎮(zhèn)失業(yè)人員開辟就業(yè)門路,實現(xiàn)了共駐雙嬴。區(qū)政府在實施“6281” 戰(zhàn)略發(fā)展規(guī)劃和“建設(shè)龍江工業(yè)強區(qū)”等一系列重大舉措中,把促進就業(yè)作為一項重點內(nèi)容來抓,不斷拓寬就業(yè)渠道,為失業(yè)人員提供更多的就業(yè)崗位。今年以來,全區(qū)通過上項目新增就業(yè)崗位341個,形成了經(jīng)濟建設(shè)與就業(yè)工作良性互動、齊頭并進的嶄新格局。三是采取“政府運作”和“市場調(diào)節(jié)”相結(jié)合的舉措,多渠道收集域外用工信息,實現(xiàn)異地就業(yè)898人。四是優(yōu)化環(huán)境,落實政策,引導(dǎo)和鼓勵下崗失業(yè)人員變被動就業(yè)為主動創(chuàng)業(yè)和自主擇業(yè)。今年已為680名靈活就業(yè)人員申報了社保補貼。

      (三)立足載體,強化服務(wù)。一是按照“辦公信息化、人員專業(yè)化、功能多元化”的要求,加大資金投入,搞好區(qū)公共職業(yè)介紹和培訓(xùn)中心機構(gòu)建設(shè)。區(qū)職介和培訓(xùn)中心成立于2007年3月份,該中心配備了電子顯示屏,設(shè)立了求職登記、勞務(wù)輸出、職業(yè)介紹、檔案管理等綠色窗口,為求職人員和用工單位搭建了對接平臺。二

      是今年已舉辦了兩期勞動用工現(xiàn)場招聘會,成功職介325人。三是切實開展充分就業(yè)社區(qū)創(chuàng)建活動。已有8個社區(qū)實現(xiàn)了創(chuàng)建工作目標(biāo),有力地推動了就業(yè)再就業(yè)工作,社區(qū)就業(yè)服務(wù)功能得到明顯提升。四是深入開展“三進三送”活動,把援助內(nèi)容落實到人頭,將工作做到就業(yè)困難群體家庭中。

      (四)開展培訓(xùn),注重實效。我區(qū)建立了以職業(yè)技能培訓(xùn)中心為龍頭,民辦技校和農(nóng)民工培訓(xùn)基地為補充的就業(yè)培訓(xùn)體系。在培訓(xùn)過程中,堅持以市場為導(dǎo)向、以促進就業(yè)為目標(biāo),采取“定單式”和“以師帶徒”等多種培訓(xùn)模式,對有就業(yè)愿望和就業(yè)能力的城鄉(xiāng)失業(yè)人員提供免費培訓(xùn)服務(wù)。截至目前,已開辦兩期就業(yè)再就業(yè)培訓(xùn)和技能提升培訓(xùn),分別培訓(xùn)學(xué)員271人和 149人,合格率和就業(yè)率分別為95%、92%和89%、81%。

      三、存在的問題

      主要是仍有部分下崗失業(yè)人員中的大齡人員,受用工單位招聘條件的限制,較難實現(xiàn)就業(yè)再就業(yè)。

      四、下步工作計劃

      緊緊圍繞“6281”戰(zhàn)略發(fā)展規(guī)劃,堅持?jǐn)U大就業(yè)、改善民生、促進民富的工作思路,進一步落實積極的優(yōu)惠政策,健全就業(yè)服務(wù)體系,統(tǒng)籌做好下崗失業(yè)人員再就業(yè),城鎮(zhèn)新增勞動力就業(yè)及農(nóng)村富余勞動力轉(zhuǎn)移就業(yè)等工作。主要從以下幾方面入手。

      一是完善機制,推動就業(yè)。我區(qū)將進一步抓好三級勞動保障平臺建設(shè),不斷完善促進就業(yè)再就業(yè)工作機制,形成上下貫穿、責(zé)任

      一體的工作模式。堅持以“三進三送”活動為載體,整合社會資源,擴大就業(yè)成果,推動就業(yè)再就業(yè)工作取得新成效。

      二是廣辟渠道,增加就業(yè)。在扶持各類企業(yè)做強做大的同時,多渠道開辟就業(yè)門路,多領(lǐng)域增加就業(yè)崗位。廣泛收集域外用工信息,積極穩(wěn)妥地開展勞務(wù)輸出,形成多元化勞務(wù)輸出格局。

      三是搞好培訓(xùn),促進就業(yè)。發(fā)揮培訓(xùn)基地作用,有針對性的做好失業(yè)人員、農(nóng)村富余勞動力和失地農(nóng)民的培訓(xùn)工作,不斷提高他們的就業(yè)技能和創(chuàng)業(yè)能力。

      四是創(chuàng)造條件,擴大就業(yè)。做好就業(yè)再就業(yè)優(yōu)惠政策的宣傳工作,落實好小額(雙扶)貸款等扶持政策。創(chuàng)造有利條件,為失業(yè)人員以及失地農(nóng)民自主創(chuàng)業(yè)開辟綠色通道。

      五是強化管理,保障就業(yè)。加大勞動保障監(jiān)察日常巡察力度,依法維護勞動者合法權(quán)益,努力構(gòu)建和諧穩(wěn)定的勞動力市場用工秩序。

      各位領(lǐng)導(dǎo),在接下來的工作中,我區(qū)將緊緊圍繞“6281”發(fā)展規(guī)劃的總體部署,把就業(yè)再就業(yè)工作作為學(xué)習(xí)實踐科學(xué)發(fā)展觀和推進城鄉(xiāng)一體化進程的有效載體,為實現(xiàn)我區(qū)經(jīng)濟社會又好又快發(fā)展作出新的貢獻。
