On this World AIDS Day, I am more optimistic than ever.Much of the world is accelerating progress in responding to HIV.There are significant decreases in new infections and deaths, and we are making good progress in realizing our target of ensuring 15 million people have access to antiretroviral treatment by 2015.This is crucial to halting and reversing the AIDS epidemic for good.值此世界艾滋病日,我比以往任何時候都更為樂觀。世界很多地區(qū)都加快了應(yīng)對艾滋病毒工作的進展速度。新感染人數(shù)和死亡人數(shù)大幅下降,我們還在實現(xiàn)確保到2015年有1 500萬人可得到抗逆轉(zhuǎn)錄病毒治療這一目標(biāo)方面取得良好進展。這對永遠制止和扭轉(zhuǎn)艾滋病流行至關(guān)重要。
But, as revealed in the UNAIDS World AIDS Day Report for 2013, there are still worrying signals that some regions and countries are falling behind.We are making advances in reaching vulnerable populations through efforts to eliminate stigma and discrimination, but there is still much to do to end this problem.We must recommit to breaking the remaining barriers, including punitive laws and social exclusion, so we can reach all people who lack access to HIV treatment and services.但是,正如艾滋病署2013年世界艾滋病日報告所揭示的那樣,仍然有一些令人擔(dān)憂的跡象表明,一些地區(qū)和國家落在了后面。通過努力消除污名化與歧視,我們在脆弱人群防治工作方面正在取得進展,但為了制止這個問題,仍有大量工作要做。我們必須重新致力于打破其余障礙,包括懲罰性法律和社會排斥,以便使我們可以使所有無法獲得艾滋病毒治療和服務(wù)的人都能獲益。
To create conditions for an AIDS-free generation, we must also step up efforts to stop new HIV infections among children and ensure access to treatment for all mothers living with HIV.I especially urge action to end the discrimination and violence against women which cause terrible harm and increase risk of HIV infection and death from AIDS.為了創(chuàng)造條件使一代人擺脫艾滋病,我們必須加緊努力,制止兒童中的新增艾滋病毒感染,并確保感染艾滋病毒的所有母親都可獲得治療。我特別敦促各方采取行動,終止造成極大傷害且增加艾滋病毒感染和艾滋病死亡風(fēng)險的歧視和暴力侵害婦女行為。
I commend all partners that are making significant contributions to the Global Fund to fight AIDS, Tuberculosis and Malaria, which is one of the most important sources of funding for the global response.Major economies are leading by example, ensuring sustained resources for the response to AIDS and other diseases.Many low-and middle-income countries have also significantly increased domestic expenditure on AIDS responses.All deserve our full support as they explore financing options to promote long-term sustainability of the response to AIDS beyond 2015.我向為全球防治工作最重要資金來源之一全球防治艾滋病、結(jié)核病和瘧疾基金提供大量捐助的所有伙伴表示贊揚。各大經(jīng)濟體都率先作出榜樣,確保為防治艾滋病和其他疾病提供持續(xù)資源。許多中低收入國家也大幅增加了用于防治艾滋病的國內(nèi)支出。所有這些設(shè)法到2015年后以各種融資辦法促進長期可持續(xù)防治艾滋病的舉措都應(yīng)得到我們的全力支持。

Heading into the fourth decade of AIDS, we are finally in a position to end the epidemic.Print English
The progress we have made so far is proof that we can realize our vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths.The number of new HIV infections has fallen by more than 20 per cent since 1997.New infections are continuing to decline in most parts of the world.In sub-Saharan Africa, the region most affected by the AIDS epidemic, HIV incidence has decreased in 22 countries.Among populations at risk, the tide is shifting.Access to HIV prevention services are helping young people, sex workers and their clients, people who inject drugs, men who have sex with men, and transgender people to take control of their health for greater well-being.Treatment has averted 2.5 million AIDS-related deaths since 1985.Last year alone, 700,000 lives were saved.Some 6.6 million people, nearly half those who need treatment in low-and middle-income countries, are now receiving it.Synergies between prevention and treatment are speeding up progress.But to end AIDS, we need to deliver even greater results.This year in June, the United Nations General Assembly’s High-Level Meeting on AIDS adopted bold targets for 2015: reduce the sexual transmission of HIV by half, eliminate new infections in children, provide treatment for 15 million people living with HIV, end

Oceans play a key role in our daily lives.They are integral to sustainable development and an important frontier for research.As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life.This research has great potential to advance human well-being.海洋在我們的日常生活中發(fā)揮著關(guān)鍵作用,是可持續(xù)發(fā)展的有機組成部分,是重要的科研前沿地帶。科學(xué)家正在對海洋進行前所未有的深入探索,他們不斷發(fā)現(xiàn)新形式的海洋生物。這一研究很有可能為人類謀取福祉。
But, if we are to fully benefit from what oceans have to offer, we must address the damaging impacts of human activities.The diversity of life in the oceans is under ever-increasing strain.Over-exploitation of marine living resources, climate change, and pollution from hazardous materials and activities all pose a grave threat to the marine environment.So does the growth of criminal activities, including piracy, which have serious implications for the security of navigation and the safety of seafarers.但是,如果我們希望充分得益于海洋所能帶來的惠益,我們就必須消除人類活動產(chǎn)生的破壞影響。海洋生物多樣性正日益面臨更大壓力。對海洋生物資源的過度開發(fā)、氣候變化及有害物質(zhì)和活動所致的污染,這些都對海洋環(huán)境構(gòu)成嚴(yán)重威脅。犯罪活動的增加,包括海盜行為,同樣也是嚴(yán)重威脅,對航行安全和海員的安全有著嚴(yán)重影響。

The theme of this year’s World Tourism Day, ―Tourism – linking cultures‖, highlights the powerful role of tourism in building international understanding and mutual respect.今年世界旅游日的主題是―旅游——連接不同文化的紐帶‖,它強調(diào)了旅游在促進國際了解和相互尊重方面的強大作用。
There is no better way to learn about a new culture than to experience it first-hand.Tourism offers a wonderful connecting thread between visitor and host community.It promotes dialogue and interaction.Such contact between people of different backgrounds is the very foundation for tolerance.In a world struggling for peaceful coexistence, tourism can build bridges and contribute to peace.對了解一個全新的文化,親身經(jīng)歷是再好不過的途徑。旅游提供了訪問者和東道社區(qū)之間的聯(lián)系紐帶,并促進對話和互動。具有不同背景的人們之間的這種聯(lián)系正是容忍的基礎(chǔ)。在一個努力尋求實現(xiàn)和平共處的世界上,旅游可以架設(shè)橋梁,促進和平。
