      一、管理體制方面

      (一)科學(xué)、合理、精干、高效是公司機構(gòu)和人員設(shè)置的最佳目標(biāo)。從目前公司情況來看,由于公司是由原四個公司合并重組而成,人員多、素質(zhì)參差不齊是實際情況,要實現(xiàn)科學(xué)、合理、精干、高效的目標(biāo),必須按照競爭上崗、擇優(yōu)錄用的原則精簡干部隊伍。堅決杜絕按照資歷和職務(wù)定編定人,尊重每個干部在機構(gòu)改革中平等的權(quán)力。依靠能力來進行定編,同時,打破編制“終身制”,杜絕人為給機關(guān)干部分成三六九等的制度,建立符合公司發(fā)展的干部任免體制。

      對機關(guān)職能重新定位,界定管理權(quán)責(zé),精簡機構(gòu),壓縮人員,推行扁平化管理。邀請權(quán)威人士對機關(guān)機構(gòu)設(shè)置進行專門會診,提出管控模式優(yōu)化方案,對公司機關(guān)采取撤、并、合等進行調(diào)整整合,重新界定職能;對下屬礦廠機關(guān)大幅度壓縮,精簡人員,提高效率。

      (二)公司實行的直線式集中管理體制能較好地保證集中統(tǒng)一指揮,發(fā)揮各職能部門管理的作用,分工精細(xì),責(zé)任清楚,其組織穩(wěn)定性較高,在外部環(huán)境變化不大的情況下,易于發(fā)揮組織的集團效率。雖然直線式集中管理體制存在一些不足,但綜合其它幾種管理方式的利弊,直線式集中管理體制仍然比較適合公司實際。

      二、運營機制方面

      (一)針對目前對下屬企業(yè)一統(tǒng)就死、一放就亂的現(xiàn) 狀,公司可以采取以下措施:

      1、進行合理的權(quán)力分配,公司應(yīng)成為三大職能的管控 中心,即重大問題決策中心、資產(chǎn)財務(wù)管理中心、人力資源配置中心,實現(xiàn)管戰(zhàn)略、管財務(wù)、管人事,將重大經(jīng)營決策、財務(wù)監(jiān)督、控制等權(quán)力集中在公司,對下屬單位加強控制。對其它方面可以放權(quán),充分調(diào)到基層單位的積極性。

      2、建立快速信息反饋渠道。公司通過經(jīng)常聽取下屬單 位的匯報,要求下屬單位定期書面報告等形式,增加下屬單位的信息來源渠道,并建立快速的反應(yīng)機制,及時處理和決定相應(yīng)的問題。

      (二)執(zhí)行力不強是不少企業(yè)的通病,公司也不同程度存在執(zhí)行力差的問題,究其原因,主要有以下幾個方面:

      一是有的干部缺乏責(zé)任心。作風(fēng)不扎實,存在著“浮”、“懶”、“散”、“粗”、“松”等方面的問題。

      二是有的單位和部門缺乏全局觀念和大局意識。不能自覺地貫徹上級要求,而是隨心所欲、各取所需,搞上有政策,下有對策,對自己有利的就執(zhí)行,不利的就不執(zhí)行。還有的 愛找借口推卸責(zé)任,不在自己身上找原因。

      三是制度不完善,某些制度與實際脫節(jié),又不能根據(jù)形勢發(fā)展及時修訂完善,在執(zhí)行上缺乏可操作性;有些制度沒有經(jīng)過充分論證,缺乏針對性、可行性和科學(xué)性,相互矛盾,結(jié)果導(dǎo)致政策變換頻繁,連續(xù)性不夠,剛性不足;在制度執(zhí)行過程中摻雜較多的人為因素,盲目性、隨意性很強,有的制度形同虛設(shè)。

      四是有的機制不健全,存在人浮于事的現(xiàn)象;有的責(zé)任主體不明確、工作效率低下;對既定目標(biāo)缺乏有效的監(jiān)督和持續(xù)跟蹤考核,執(zhí)行不能始終如一;在工作安排上有時只有形式上的要求,沒有實質(zhì)上的檢查和獎懲,抓落實僅僅停留在以文件落實文件、就會議落實會議上,失之于軟、失之于寬。

      五、監(jiān)督考核和處罰制度有時落實不好,責(zé)任追究力度不夠。

      三、工作流程方面

      (一)大力實施流程再造工程。

      1、明確具體的領(lǐng)導(dǎo)機構(gòu),明確成員分工,將責(zé)任層層分解到具體責(zé)任人,并與績效考核掛鉤,使每位責(zé)任人兼負(fù)壓力和動力,自身成為第一監(jiān)控人。

      2、建立定期會議機制和確定與會人員,明確工作任務(wù)進度、每一階段的具體目標(biāo)的量化值和圍繞目標(biāo)所開展的具 體工作,根據(jù)每一階段的目標(biāo)值檢查工作任務(wù)完成情況,再采取相應(yīng)手段推進或改進工作。

      3、制定定期匯報材料的模板,使每一位具體責(zé)任人都能按模板中所需要的內(nèi)容規(guī)范地向上級領(lǐng)導(dǎo)匯報工作進度。

      (二)改進干部作作風(fēng)

      針對當(dāng)前部門間、領(lǐng)導(dǎo)間相互扯皮、推諉,有利搶著干、無利拖著干,尤其是怕承擔(dān)責(zé)任等現(xiàn)象,解決的辦法是做到“目標(biāo)明確、領(lǐng)導(dǎo)重視、方法可行、監(jiān)督到位、激勵考核”。

      1、實施目標(biāo)明確。目標(biāo)明確就是要落實指標(biāo)和任務(wù)。指標(biāo)定得準(zhǔn)確、能落實,是做預(yù)算、定激勵考核的基礎(chǔ)。使實施目標(biāo)明確的另一個輔助手段是實施工作任務(wù)書,任務(wù)書上明確描述每個人的工作內(nèi)容、期望結(jié)果、完成時限、使用資源、負(fù)責(zé)人、主要協(xié)助人等,簽字生效。任務(wù)書在跨部門協(xié)作和給各執(zhí)行者下達(dá)指令兩種情況下會發(fā)揮明顯的作用。工作任務(wù)目標(biāo)明確了,就會避免相互扯皮、推諉現(xiàn)象的發(fā)生。

      2、領(lǐng)導(dǎo)重視。領(lǐng)導(dǎo)的執(zhí)行風(fēng)格往往影響著工作的執(zhí)行風(fēng)格。因此,領(lǐng)導(dǎo)的榜樣是無窮的,是執(zhí)行最重要的主體。以身作則、身先士卒是領(lǐng)導(dǎo)必備的素質(zhì)。因此,作為領(lǐng)導(dǎo)很重要的一點就是在重視自身執(zhí)行能力加強的同時,必須重視對下屬執(zhí)行力的培養(yǎng)和監(jiān)督。

      3、監(jiān)督機制的建立。一是發(fā)揮監(jiān)督的作用。有些事情不及時加以監(jiān)督,就會給工作造成直接或間接的損失。監(jiān)督 是執(zhí)行的靈魂,監(jiān)督能夠確保一項工作按照規(guī)劃的時間進度表去實現(xiàn)目標(biāo)。

      二是做好跟進工作。跟進與監(jiān)督是確保負(fù)責(zé)計劃的人員能依照原定計劃完成當(dāng)初承諾的目標(biāo),并找出缺乏紀(jì)律或觀念與行動不匹配的問題,同時理清各項具體細(xì)節(jié),讓各項工作相互協(xié)調(diào)。跟進的本質(zhì)就是加強過程管理的行動,工作任務(wù)一旦下達(dá),就得執(zhí)行,就一定要有結(jié)果。

      4、考核和激勵要有效。要建立完整的考核體系和明確的考核標(biāo)準(zhǔn)。對有效執(zhí)行者給予激勵回報,對無效執(zhí)行者要責(zé)任追究。

      四、發(fā)展方面

      針對目前公司資源儲量不足、有些礦井資源即將枯竭的實際,必須堅持以科學(xué)發(fā)展觀為指導(dǎo)。

      資源是企業(yè)發(fā)展之基。綜觀資源枯竭型礦井發(fā)展,從隊伍、技術(shù)、裝備等優(yōu)勢看,主導(dǎo)方向擺脫不了對資源的依賴。這就要求我們,一方面,對內(nèi)要立足本部集約發(fā)展,最大限度地延長礦井壽命;另一方面,對外要搶抓機遇積極地擴張發(fā)展,確保礦井銜接和生產(chǎn)的持續(xù)性。

      一是精打細(xì)算,精采細(xì)采。這是資源短缺和資源枯竭型礦井共同面臨的科學(xué)發(fā)展課題。就我公司而言,礦井剩余儲量十分有限。因此,必須確定合理的開采規(guī)模,保護性開采,精采細(xì)采,提高回收率,延長礦井壽命。二是積極開發(fā)新的煤炭資源,千方百計爭取神華集團公司和烏海市政府的支持和扶持,盡快解決資源枯竭礦井的燃眉之急,扶持資源枯竭礦井先行一步。資源枯竭型礦井發(fā)展不但涉及員工、家屬的吃飯問題,而且關(guān)系企業(yè)的穩(wěn)定發(fā)展,做好統(tǒng)籌規(guī)劃非常重要。搞好礦井銜接,力求我公司既有戰(zhàn)略性的資源儲備,也有戰(zhàn)術(shù)性的接替資源。我們要著眼公司發(fā)展未來,以謀求大煤田資源做戰(zhàn)略儲備,既要考慮生產(chǎn)銜接,也要考慮人員銜接。既要創(chuàng)效益,更要保穩(wěn)定,讓員工看到希望、看到未來。近期,要本著“不貪大求遠(yuǎn)”的發(fā)展原則,采取購買、合作等方式,力爭在短時間內(nèi),實現(xiàn)礦井銜接、穩(wěn)定發(fā)展。

      五、人力資源方面

      面對歷史造成的人員多、年齡老化、文化素質(zhì)低的現(xiàn)象,雖然短期內(nèi)很難完全解決干部能上能下、員工能進能出、報酬按勞所得等問題,但我們應(yīng)該逐步朝這方面努力。

      (一)科學(xué)設(shè)置崗位,員工能進能出。

      加快建立員工擇優(yōu)錄用、能進能出的用工制度。在科學(xué)設(shè)置崗位的基礎(chǔ)上,企業(yè)可以根據(jù)生產(chǎn)經(jīng)營需要,面向社會、條件公開、平等競爭、擇優(yōu)錄用員工。同時,企業(yè)要健全員工崗位考評機制,對全體員工實行定量考核與定性評價相結(jié)合的考評制度??荚u結(jié)果與員工的崗位升降和聘用掛鉤。結(jié)合崗位設(shè)置及考評結(jié)果,按照平等自愿、雙向選擇、協(xié)商一 致的原則,所有員工均應(yīng)當(dāng)按照法律、法規(guī)的規(guī)定簽訂勞動合同,明確雙方的權(quán)利義務(wù),規(guī)范勞動關(guān)系。

      (二)推行公開選聘,引入競爭機制。

      積極推進管理人員市場化選聘,加快建立管理人員能上能下的人事制度。企業(yè)必須根據(jù)實際需要,規(guī)范中、高層職位設(shè)置與職數(shù)限制,進一步完善法人治理結(jié)構(gòu)。在堅持黨管干部和嚴(yán)格干部管理權(quán)限的前提下,推行公開選聘制度,引入競爭機制。企業(yè)對中層以上的管理人員實行聘任制和契約化管理。同時,拓寬人才評價內(nèi)涵。

      (三)規(guī)范收入分配,薪酬能高能低。

      進一步規(guī)范收入分配,建立健全收入能高能低的薪酬制度。企業(yè)應(yīng)當(dāng)按照“以崗定薪、崗變薪變”的原則,規(guī)范和完善員工薪酬制度,根據(jù)崗位職責(zé)確定員工的薪酬結(jié)構(gòu)和標(biāo)準(zhǔn),依據(jù)員工的工作業(yè)績、對企業(yè)的貢獻(xiàn)大小,合理確定員工實際薪酬的發(fā)放。
