尊敬的吳登盛總統(tǒng)，尊敬的通辛總理、阮晉勇總理，尊敬的毛希丁副總理、吉滴叻副總理，尊敬的東盟各國嘉賓，女士們，先生們，朋友們：

Your Excellency President U Thein Sein, Your Excellency Prime Minister Thongsing Thammavong, Your Excellency Prime Minister Nguyen Tan Dung, Your Excellency Deputy Prime Minister Muhyiddin Yassin, Your Excellency Deputy Prime Minister Kittirat Na-Ranong, Distinguished Guests from ASEAN countries, Ladies and Gentlemen, Dear Friends，在《中國-東盟全面經(jīng)濟合作框架協(xié)議》簽訂10周年之際，我很高興同各位一道，出席今天在中國廣西南寧舉辦的第九屆中國-東盟商務(wù)與投資峰會暨2012中國-東盟自貿(mào)區(qū)論壇開幕式。首先，我謹(jǐn)代表胡錦濤主席和中國政府、中國人民，對本次峰會與論壇的召開，表示熱烈的祝賀！對蒞臨本次會議的東盟國家領(lǐng)導(dǎo)人和各位嘉賓，表示誠摯的歡迎！

It is a great pleasure to join you in Nanning, China's Guangxi Zhuang Autonomous Region for the opening ceremony of the ninth China-ASEAN Business and Investment Summit and the 2012 Forum on China-ASEAN Free trade Area on the occasion of the tenth anniversary of the signing of the Framework Agreement on China-ASEAN Comprehensive Economic Cooperation.Let me begin by extending, on behalf of President Hu Jintao and the government and people of China, our warmest congratulations on the opening of the Summit and Forum and our sincere welcome to all the participating leaders of the ASEAN countries and other distinguished guests present today.中國-東盟博覽會和中國-東盟商務(wù)與投資峰會自2004年起已連續(xù)舉辦8屆，累計有42位中國和東盟國家領(lǐng)導(dǎo)人、1500多位部長及貴賓出席，30多萬名客商踴躍參會。這些年我們共同取得的上述成效充分表明：中國-東盟博覽會和商務(wù)與投資峰會不但是中國和東盟10國共同搭建的經(jīng)貿(mào)等多領(lǐng)域有效合作的大平臺，也是中國-東盟自貿(mào)區(qū)建設(shè)的助推器，給雙方企業(yè)和人民帶來了實惠，在中國和東盟合作中發(fā)揮著越來越重要的作用。

Since 2004, the China-ASEAN Expo and China-ASEAN Business and Investment Summit have been held eight times and attended by an accumulative 42 Chinese and ASEAN state leaders, more than 1500 ministers and VIPs and over 300,000 business visitors.The achievements we have jointly made over the years fully show that the Expo and Summit, built jointly by China and the ten ASEAN countries, are not only a major platform for effective cooperation in economic, trade and other areas, but also a big booster for the development of the China-ASEAN Free Trade Area.Bringing tangible benefits to the enterprises and people of the two sides, they are playing a more and more important role in China-ASEAN cooperation.中國與東盟各國友好關(guān)系源遠(yuǎn)流長，上世紀(jì)90年代初建立的中國-東盟對話關(guān)系開啟了雙方關(guān)系新篇章。我們高興地看到，20多年來，中國和東盟各國相互尊重、平等相待，相互支持、共同發(fā)展，雙方關(guān)系從全面對話伙伴、睦鄰互信伙伴成長為擁有廣泛共同利益的戰(zhàn)略伙伴，實現(xiàn)了歷史性跨越。雙方政治互信不斷加強，貿(mào)易增長不斷加快，經(jīng)濟融合不斷加深，互聯(lián)互通不斷加速，合作之路越走越堅實、越走越寬廣。

With a time-honored friendship, China and ASEAN countries opened a new chapter in their relations in the early 1990s with the establishment of dialogue relations.We are glad to see that over the past 20 years and more, China and ASEAN countries have supported each other on the basis of equality and mutual respect and achieved common development.Our relations have taken a historic leap from being comprehensive dialogue partners and good-neighborly partners of mutual trust to being strategic partners sharing extensive common interests.With our political trust strengthening steadily, our trade growing rapidly, our economic integration deepening, and our connectivity picking up speed, China-ASEAN cooperation holds out a bright future of increasingly solid and extensive development.我們始終堅持睦鄰友好，相互理解和信任不斷增進。中國-東盟關(guān)系的持續(xù)發(fā)展表明，中國周邊外交切實做到了與鄰為善、以鄰為伴。在東盟的對話伙伴中，中國是最早同東盟建立戰(zhàn)略伙伴關(guān)系、最早開啟同東盟建設(shè)自貿(mào)區(qū)進程的國家?，F(xiàn)在中國和東盟國家領(lǐng)導(dǎo)人就像走親戚一樣常來常往，中國領(lǐng)導(dǎo)人幾乎每年都訪問東盟國家。雙方在重大國際和地區(qū)問題上保持密切溝通和協(xié)調(diào)，共同維護了發(fā)展中國家利益。We are always committed to friendship and good-neighborliness, resulting in enhanced mutual understanding and mutual trust.The continued growth of China-ASEAN relations shows clearly that China's diplomacy has lived up to the principle of building amity and partnership with neighbors.Among ASEAN's dialogue partners, China is the first to have established a strategic partnership and the first to have started the FTA process.Leaders of China and ASEAN countries have visited each other like family members, and visits to ASEAN countries by Chinese leaders are almost annual events.On major international and regional issues, the two sides have maintained close communication and coordination and worked jointly safeguarding the interests of developing countries.我們始終堅持互利發(fā)展，經(jīng)貿(mào)合作成果日益豐碩。中國和東盟的貿(mào)易額已從建立對話關(guān)系之初的70億美元，躍升至2011年的3628億美元，年均增長20%以上。2010年中國-東盟自貿(mào)區(qū)全面建成以來，雙方互利共贏的經(jīng)貿(mào)合作更顯示出強大發(fā)展動力和活力。中國已連續(xù)3年成為東盟第一大貿(mào)易伙伴，東盟成為中國第三大貿(mào)易伙伴。雙方還互為重要投資伙伴，雙向投資穩(wěn)步發(fā)展。截至今年7月，雙方相互投資累計近千億美元。我們還通過設(shè)立中國-東盟投資合作基金、向東盟提供優(yōu)惠信貸等多種方式，向東盟提供力所能及的資金支持，為促進東盟國家經(jīng)濟發(fā)展起到了積極作用。

We are always committed to mutually-beneficial development, resulting in growing gains in trade and economic cooperation.Two-way trade between China and ASEAN surged from seven billion U.S.dollars in the early days of our dialogue relations to 362.8 billion last year, registering an average annual growth of over 20 percent.Since China-ASEAN FTA was launched in 2010, our win-win cooperation in the economy and trade has displayed even greater vitality.China has been ASEAN's largest trading partner for three consecutive years and ASEAN has become China's third largest trading partner.We are also each other's major partners of investment, with two-way investment growing steadily.By last July, investment between the two sides had totaled nearly 100 billion U.S.dollars.What is more, China has provided financial support to ASEAN to the best of its abilities by setting up the China-ASEAN Investment Cooperation Fund and making concessional loans, facilitating economic development in ASEAN countries.我們始終堅持共同發(fā)展，各領(lǐng)域合作機制不斷完善。中國和東盟經(jīng)貿(mào)合作不斷擴大和深化，也對多領(lǐng)域合作提出新的需求。目前，中國和東盟已圓滿完成第一份戰(zhàn)略伙伴關(guān)系五年行動計劃，正在20多個領(lǐng)域開展互利合作。雙方建立起12個部長級會議機制，成功打造了中國-東盟博覽會、中國-東盟商務(wù)與投資峰會、中國-東盟中心、中國-東盟環(huán)保中心、教育交流周等一系列合作平臺，形成全方位、多層次、寬領(lǐng)域的合作格局。

We are always committed to common development and steadily improving cooperation mechanisms in the various fields.As China-ASEAN business cooperation expands and deepens, new requirements have been raised for bilateral cooperation in other areas.At present, having successfully completed the first five-year plan of Action to Implement the Joint Declaration on China-ASEAN Strategic Partnership for Peace and Prosperity, China and ASEAN are conducting mutually-beneficial cooperation in over 20 areas.The two sides have set up 12 ministerial meeting mechanisms, established the China-ASEAN Expo, China-ASEAN Business and Investment Summit, ASEAN-China Center, China-ASEAN Environmental Cooperation Center, China-ASEAN Education Cooperation Week and other cooperation platforms, and brought about a pattern of comprehensive, multi-tiered and wide-ranging cooperation.我們始終堅持同舟共濟，不斷戰(zhàn)勝各種困難和挑戰(zhàn)。中國和東盟國家不僅利益與共，而且安危與共。從應(yīng)對亞洲金融危機到應(yīng)對國際金融危機沖擊，從抗擊印度洋海嘯到抗擊非典疫情和中國汶川特大地震災(zāi)害，雙方人民總是守望相助、患難與共。中國人民不會忘記，在汶川特大地震期間，東盟各國人民給予的無私援助；中國人民同樣不會忘記，在共同面對亞洲金融危機和國際金融危機沖擊時，中國和東盟國家化挑戰(zhàn)為機遇、變壓力為動力的奮斗歷程。路遙知馬力，患難見真情。中國和東盟友好關(guān)系歷經(jīng)考驗、歷久彌堅。

We are always committed to working closely together to overcome difficulties and challenges.China and ASEAN countries have not only had common interests but also shared common stakes.From tackling the Asian financial crisis to addressing the impact of the international financial crisis, from fighting the Indian Ocean tsunami to responding to the SARS epidemic and the mega earthquake in China' s Wenchuan, people of the two sides have stood alongside each other and shared weal and woe.The Chinese people will never forget the selfless assistance from the people of ASEAN countries in the aftermath of the Wenchuan earthquake.Nor will we ever forget the trying journey that China and ASEAN countries have taken together to turn challenges into opportunities and pressure into strength in the face of the Asian financial crisis and the international financial crisis.As distance tests a horse' s stamina, so time reveals a person's heart.China-ASEAN friendship has stood the test of time and emerged even stronger.實踐已經(jīng)、正在、還將繼續(xù)證明，中國和東盟既是團結(jié)友好、相互信任的好鄰居，又是優(yōu)勢互補、合作共贏的好伙伴。中國和東盟睦鄰友好合作，不但促進了我們各自國家的經(jīng)濟社會發(fā)展，給雙方人民帶來巨大利益和福祉，而且也為東亞乃至整個亞洲地區(qū)經(jīng)濟持續(xù)穩(wěn)定發(fā)展作出了重要貢獻。

What has happened proves and will continue to prove that China and ASEAN are good neighbors enjoying solidarity, friendship and mutual trust, and that we are good partners with mutually complementary advantages and capacity for win-win cooperation.The friendship and good neighborly cooperation between us have not only brought about economic and social development in our own countries and delivered enormous benefits to our peoples, but also contributed significantly to sustained and steady economic development in East Asia and Asia as a whole.女士們、先生們！

Ladies and Gentlemen，中華人民共和國成立60多年來、特別是改革開放30多年來，雖然在現(xiàn)代化建設(shè)方面取得舉世矚目的成就，但中國是世界上最大發(fā)展中國家的國際地位沒有變，中國獨立自主的和平外交政策沒有變，中國走和平發(fā)展道路和實行對外開放的基本國策沒有變。

Since the founding of the People' s Republic of China over 60 years ago, and particularly since the country introduced the reform and opening-up program over 30 years ago, China has indeed made remarkable progress in its modernization drive.Nevertheless, China's international status as the world's largest developing country, China's independent foreign policy of peace, and China's basic state policy of peaceful development and opening to the outside world all remain unchanged.中國越是發(fā)展，同地區(qū)和世界的聯(lián)系越是緊密，就越需要一個穩(wěn)定的地區(qū)環(huán)境與和平的國際環(huán)境。中國近代以來曾飽經(jīng)滄桑，我們深知發(fā)展之重要、和平之珍貴，將堅定不移走和平發(fā)展道路，堅定不移奉行互利共贏的開放戰(zhàn)略，堅定不移貫徹與鄰為善、以鄰為伴的周邊外交方針。中國始終是維護地區(qū)與世界和平穩(wěn)定的堅定力量，我們堅定捍衛(wèi)國家主權(quán)、安全、領(lǐng)土完整，致力于通過友好談判，和平解決同鄰國的領(lǐng)土、領(lǐng)海、海洋權(quán)益爭端。我們永遠(yuǎn)不爭霸、永遠(yuǎn)不稱霸。既通過維護世界和平發(fā)展自己、又通過自身發(fā)展維護世界和平，這就是中國和平發(fā)展道路的題中應(yīng)有之義。

The more progress China makes in development and the closer its links with the region and the world, the more important it is for the country to have a stable regional environment and a peaceful international environment.Having gone through numerous vicissitudes in modern times, we are deeply aware of the importance of development and the preciousness of peace.We will be all the more determined to go for peaceful development, follow the win-win strategy of opening-up, and implement the policy of building friendship and partnerships with neighboring countries.China will always be a staunch force for peace and stability in the region and the world at large.We are firm in safeguarding China's sovereignty, security and territorial integrity and are committed to resolving difference with neighbors concerning territorial land, territorial sea and maritime rights and interests peacefully through friendly negotiations.We will never seek hegemony, nor behave in a hegemonic manner.By peaceful development, we mean to develop ourselves by upholding world peace and to uphold world peace through our own development.當(dāng)前，中國經(jīng)濟形勢總體上是好的，我們對加快轉(zhuǎn)變經(jīng)濟發(fā)展方式、穩(wěn)定外需、擴大內(nèi)需、全面建成惠及中國十幾億人口的更高水平的小康社會充滿信心。中國的發(fā)展是和平的發(fā)展、開放的發(fā)展、合作的發(fā)展、共贏的發(fā)展。在本世紀(jì)第二個10年，中國將進一步全面發(fā)展開放型經(jīng)濟，不斷鞏固同發(fā)達國家的經(jīng)貿(mào)合作，繼續(xù)加強同發(fā)展中國家的互利合作，深化和擴大同周邊國家的務(wù)實合作。中國將不斷完善區(qū)域開放格局，繼續(xù)深化沿海開放，加快內(nèi)陸和沿邊地區(qū)開放，促進同周邊國家共同發(fā)展。實踐已經(jīng)并將繼續(xù)證明，中國的持續(xù)發(fā)展和繁榮對周邊鄰國是重大機遇、持續(xù)利好，將給包括東盟國家在內(nèi)的世界各國帶來重要發(fā)展機遇。

The current economic situation in China is generally sound.We have full confidence in our ability to speed up the shift of growth model, stabilize external demand, expand domestic demand and build a society of higher level initial prosperity in an all-round way that benefits the over one billion people.China's development is peaceful, open, cooperative and win-win-oriented.In the second decade of this century, China will develop an open economy in an all-round way by deepening trade and economic cooperation with developed countries, strengthening mutually-beneficial cooperation with developing countries, and expanding results-oriented cooperation with neighboring countries.China will step up the improvement of the opening pattern for its regions by deepening openness of its coastal areas, accelerating openness of its inland and border areas, and seeking common development with neighboring countries.Facts have, and will continue to show, that China's sustained development and prosperity offer an important and lasting window of opportunities to its neighbors, and promise important development opportunities to countries around the world, ASEAN countries included.當(dāng)前，世界經(jīng)濟增長乏力，歐債危機持續(xù)發(fā)酵，面臨諸多不穩(wěn)定不確定因素。亞洲地區(qū)雖然也面臨不少困難和挑戰(zhàn)，但總體仍保持較快發(fā)展勢頭。中國同東盟作為友好近鄰和戰(zhàn)略伙伴，應(yīng)該審時度勢、順勢而為，攜手推進深度合作，共同贏得持續(xù)發(fā)展。為此，我愿提出以下4點建議。

At present, global economic growth remains sluggish with the European debt crisis continuing unabated and uncertainties and destabilizing factors existing side by side.Despite many difficulties and challenges, Asia has on the whole maintained the momentum of a fairly rapid growth.As friendly and close neighbors and strategic partners, China and ASEAN need to size up the situation and work together to deepen cooperation for sustained development.To this end, I wish to make a four-point proposal:

第一，更大力度提升自貿(mào)區(qū)建設(shè)水平。涵蓋19億人口的中國-東盟自貿(mào)區(qū)建成不到3年，為深化以東盟為中心的區(qū)域一體化合作奠定了堅實基礎(chǔ)。希望雙方繼續(xù)落實和完善自貿(mào)區(qū)各項協(xié)議，進一步提高貿(mào)易和投資自由化便利化水平，優(yōu)化進出口商品結(jié)構(gòu)，到2015年如期實現(xiàn)雙方貿(mào)易額達到5000億美元的目標(biāo)。要以今年開展的中國-東盟科技合作年為契機，加強自貿(mào)區(qū)框架下的經(jīng)濟技術(shù)合作，促進政策宣傳和能力建設(shè)，提高優(yōu)惠政策利用率。繼續(xù)深化產(chǎn)業(yè)合作，優(yōu)化區(qū)域資源配置。秉持開放包容、平等互利原則，擴大自貿(mào)區(qū)覆蓋范圍。中方已在廣西南寧、浙江義烏等地建立了中國-東盟商品交易中心，東盟各國企業(yè)可充分利用這些新平臺，加強產(chǎn)品宣傳與推廣，以便在中國市場贏得更大份額。

First, work more vigorously to improve on the FTA development.It has just been less than three years since the launch of the China-ASEAN FTA.This arrangement, covering 1.9 billion people, has laid a solid foundation for ASEAN-centered regional integration and cooperation.We hope that the two sides will continue to implement the various FTA agreements, further improve on trade and investment liberalization and facilitation, and optimize the mix of import and export commodities, so as to meet, as scheduled, the trade volume target of 500 billion U.S.dollars by 2015.We should take the current China-ASEAN science and technology cooperation year as the opportunity to strengthen economic and technological cooperation within the FTA framework, promote policy awareness and capacity building, and raise the use rate of preferential policies.We should deepen industrial cooperation and improve intra-regional allocation of resources.We should expand the FTA coverage by acting in a spirit of openness, inclusion, equality and mutual benefit.China has already set up in Nanning, Guangxi and Yiwu, Zhejiang China-ASEAN commodity trade centers, which are new platforms that ASEAN companies can use to promote their products and increase their share in the Chinese market.第二，更大力度深化雙向投資合作。本世紀(jì)第二個10年，中國將繼續(xù)把“引進來”同“走出去”結(jié)合起來，引導(dǎo)中國企業(yè)有序到境外投資，積極開展有利于改善當(dāng)?shù)鼗A(chǔ)設(shè)施和人民生活的項目合作。東盟國家是中國企業(yè)“走出去”的首選地之一，也是中國吸引外資的重要來源地。近年來，中國企業(yè)對東盟的投資快速增長，投資領(lǐng)域已從傳統(tǒng)的建筑行業(yè)和工程承包向新能源、制造業(yè)、商業(yè)服務(wù)等領(lǐng)域拓展。中國還將結(jié)合在東盟國家建立經(jīng)貿(mào)合作區(qū)的舉措，鼓勵和支持有實力的中國企業(yè)擴大對東盟國家投資。同時，中國也一如既往歡迎東盟各國企業(yè)到中國投資興業(yè)，特別是到充滿發(fā)展?jié)摿Φ闹形鞑康貐^(qū)開展互利合作。

Second, work more vigorously to deepen cooperation in two-way investment.In the second decade of this century, China will continue to combine “bringing in” and “going global,” guide its enterprises to make overseas investments in an orderly way and actively work on cooperation projects designed to improve on local infrastructure and people's welfare.ASEAN countries are among the top destinations of Chinese enterprises “going global” and also are a key source of foreign investment in China.In recent years, investments in ASEAN countries by Chinese enterprises have increased rapidly, with areas expanding from traditional construction and project contracting to new energies, manufacturing, business services and other new areas.While setting up economic and trade cooperation zones inside ASEAN countries, China will also encourage capable Chinese enterprises to expand their investment in ASEAN countries.At the same time, we will, as always, welcome investment in China by enterprises from ASEAN countries, particularly in China's central and western regions where mutually-beneficial cooperation between the two sides promises huge potential returns.第三，更大力度推進互聯(lián)互通建設(shè)。實現(xiàn)東盟內(nèi)部以及中國-東盟的互聯(lián)互通，是深化經(jīng)貿(mào)合作和人員往來的重要基礎(chǔ)，是促進域內(nèi)經(jīng)濟融合、提升地區(qū)競爭力的戰(zhàn)略舉措，有利于地區(qū)經(jīng)濟持續(xù)穩(wěn)定增長。中國愿同東盟開展全方位、深層次、戰(zhàn)略性的互聯(lián)互通。目前，中國-東盟互聯(lián)互通中方委員會正在積極籌建中，并將同東盟相關(guān)機構(gòu)加強對接和機制化交流。我們愿意通過建立促進互聯(lián)互通建設(shè)的投資融資平臺，加強同東盟國家的陸上通道建設(shè)，構(gòu)筑雙方海上互聯(lián)互通網(wǎng)絡(luò)，開拓港口、海運物流和臨港產(chǎn)業(yè)等領(lǐng)域合作。

Third, work more vigorously to advance connectivity.Connectivity within ASEAN and between China and ASEAN is the important foundation for deepening trade and economic cooperation as well as personnel exchanges.It is a measure of strategic importance that will promote intra-regional economic integration and enhance regional competitiveness, thus contributing to a sustained and steady growth of the regional economy.China is ready to establish all-dimensional, in-depth and strategic connectivity with ASEAN.Currently, we are actively preparing for the establishment of the Chinese Committee on China-ASEAN Connectivity and will in due course set up interaction and institutionalized exchanges with relevant ASEAN agencies.We are ready to set up an investment and financing platform for connectivity, step up land connectivity with ASEAN countries, build maritime connectivity network and expand cooperation in such areas as ports, maritime logistics and port industries.第四，更大力度促進社會人文交流。睦鄰友好的深厚基礎(chǔ)在民間。要充分發(fā)揮中國-東盟中心、民間友好組織大會、教育交流周等機構(gòu)和平臺作用，促進文化、教育、旅游、青年等各領(lǐng)域友好交流，增進雙方人民了解和友誼。探討建立旅游合作新平臺，實現(xiàn)到2015年雙方人員往來1500萬人次的目標(biāo)。開展豐富多彩的青年友好交流活動。中方倡議建立中國-東盟留學(xué)生聯(lián)誼會，雙方要積極落實2020年把互派留學(xué)生規(guī)模擴大到10萬人的“雙十萬計劃”，讓更多青年參與到地區(qū)合作交流中來，使中國-東盟睦鄰友好薪火相傳。

Fourth, work more vigorously to promote social and people-to-people exchanges.The bedrock for friendship and good-neighborliness is with the people.We should make full use of the institutions and platforms such as ASEAN-China Center, Conference on China-ASEAN People-to-People Friendship Organizations and China-ASEAN Education Cooperation Week to facilitate friendly exchanges in culture, education, tourism, youth and other areas with a view to increasing the mutual understanding and friendship between our peoples.We should explore for the creation of a new platform of tourism cooperation designed to raise the number of people engaged in two-way personnel exchange to 15 million by 2015.We should also carry out a variety of youth exchanges and activities between the two sides.China proposes the establishment of a China-ASEAN Students' Friendship Association.Both sides should work to implement the “Double 100,000 Students Mobility Program” that envisages 100,000 students from each side by 2020, so that more young people will join our exchanges of regional cooperation and carry forward the torch of China-ASEAN friendship and good-neighborliness.女士們、先生們！

Distinguished Guests, Ladies and Gentlemen, Friends, 我代表中國政府，對蒞臨會議的東盟國家領(lǐng)導(dǎo)人和各位嘉賓表示熱烈的歡迎！I am very pleased to attend the Fifth China-ASEAN Business and Investment Summit.On behalf of the Chinese Government, I wish to extend a warm welcome to the leaders of ASEAN countries and all the guests at the meeting.中國與東盟各國政府高度重視發(fā)展友好關(guān)系和互利合作。自2004年首次舉辦中國━東盟博覽會和商務(wù)與投資峰會以來，雙方積極推進中國━東盟自由貿(mào)易區(qū)建設(shè)，先后簽署并實施貨物貿(mào)易協(xié)議、服務(wù)貿(mào)易協(xié)議，不斷降低關(guān)稅水平和擴大市場準(zhǔn)入，深化大湄公河、東盟東部增長區(qū)等次區(qū)域經(jīng)濟合作，推動貿(mào)易和投資更加便利化。中國與東盟貿(mào)易額由2004年的1059億美元增加到2007年的2025億美元，提前三年實現(xiàn)雙方領(lǐng)導(dǎo)人提出的2000億美元的貿(mào)易目標(biāo)。今年1-9月，雙方貿(mào)易額達1804億美元，比去年同期增長23%,已互為第四大貿(mào)易伙伴。相互投資不斷擴大，東盟對華投資已形成相當(dāng)規(guī)模，中國企業(yè)對東盟投資快速增長。東盟10國都已成為中國公民的旅游目的國，人員往來更加頻繁。雙方各領(lǐng)域合作呈現(xiàn)出平等互信、互利共贏的良好發(fā)展態(tài)勢。

Governments of China and ASEAN countries all give high priority to developing friendly relations and mutually-beneficial cooperation between the two sides.Since the First China-ASEAN Expo(CAEXPO)and China-ASEAN Business and Investment Summit(CABIS)in 2004, our two sides have made great efforts to advance the building of the China-ASEAN Free Trade Area.We have signed and put into effect the agreements on trade in goods and services, lowered tariff duties and expanded market access, deepened sub-regional economic cooperation in the Greater Mekong River Basin and East ASEAN Growth Area, and promoted trade and investment facilitation.The trade volume between China and ASEAN increased from 105.9 billion U.S.dollars in 2004 to 202.5 billion U.S.dollars in 2007, attaining the trade target of 200 billion U.S.dollars set by our leaders three years ahead of schedule.During the first nine months of this year, our two-way trade volume reached 180.4 billion dollars, up by 23% over the same period of last year and making China and ASEAN each other's fourth largest trading partner.Our mutual investment is expanding.While ASEAN makes considerable amount of investment in China, the investment of Chinese businesses in ASEAN is growing rapidly.With all the 10 ASEAN countries becoming tourist destinations of Chinese citizens, mutual visits between our people have become even more frequent.As a result, China-ASEAN cooperation in various fields has shown good momentum of growth featuring equality, mutual trust, mutual benefit and win-win progress.中國和東盟各國同處于經(jīng)濟快速發(fā)展的階段，山水相連，文化相通，經(jīng)濟互補，加強合作不僅具有牢固的基礎(chǔ)，而且具有巨大的潛力。當(dāng)前，國際經(jīng)濟不確定不穩(wěn)定因素明顯增多，美國金融危機繼續(xù)蔓延，國際金融市場動蕩加劇，世界經(jīng)濟增長明顯減緩，對亞洲地區(qū)已產(chǎn)生重大影響。面對這樣前所未有的挑戰(zhàn)，加快推進中國與東盟合作具有特別重要的意義。為此，我愿就加強中國━東盟經(jīng)貿(mào)合作提出以下建議：

China and ASEAN countries are all at a stage of fast economic growth.We are connected by the same mountains and rivers.We share similar cultures and have much to offer each other economically.This has given us a solid foundation and huge potential for closer cooperation.Amidst the rising uncertainties and destabilizing factors in the world economy, continued expansion of the financial crisis in the United States and increased volatility in the international financial market, the global economic growth has markedly slowed down, causing a severe impact on the Asian region.In face of such unprecedented challenges, it is of special importance to accelerate China-ASEAN cooperation.With this in mind, I wish to make the following proposals on strengthening China-ASEAN business cooperation:

（一）深化貿(mào)易和投資合作。進一步深化雙方貨物貿(mào)易、服務(wù)貿(mào)易合作。繼續(xù)就《中國━東盟自貿(mào)區(qū)投資協(xié)議》加強溝通協(xié)商，力爭早日結(jié)束談判并簽署協(xié)議，確保如期建成中國━東盟自貿(mào)區(qū)。中國政府將鼓勵和支持企業(yè)進一步加大對東盟國家的投資，推動在東盟國家建立經(jīng)濟貿(mào)易合作區(qū)。

1.Deepen cooperation in trade and investment.The two sides need to further deepen cooperation in trade in goods and services, continue to strengthen communication and consultation on the Investment Agreement of China-ASEAN Free Trade Area, work to conclude negotiations and sign the agreement at an early date and ensure that China-ASEAN Free Trade Area will be established as scheduled.The Chinese Government will encourage and support companies to increase their investment in ASEAN countries and facilitate the building of economic and trade cooperation zones in ASEAN countries.（二）加強次區(qū)域合作。中方積極支持東盟經(jīng)濟一體化建設(shè)，與有關(guān)國家共同推動大湄公河次區(qū)域由交通走廊向經(jīng)濟走廊轉(zhuǎn)型，探討開展泛北部灣經(jīng)濟合作。中國政府將支持加快北部灣經(jīng)濟區(qū)開放開發(fā)，使之成為中國━東盟合作新的增長極。

2.Step up sub-regional cooperation.As an active supporter of ASEAN economic integration, China is working with countries concerned to jointly promote the transition of the Greater Mekong Subregion from a transport corridor to an economic corridor and explore ways to carry out economic cooperation in the Pan-Beibu Bay.The Chinese Government will support the accelerated opening-up and development of Beibu Bay Economic Zone and turn it into a new area of growth for China-ASEAN cooperation.（三）完善合作機制。進一步發(fā)揮現(xiàn)有溝通與合作機制的作用，繼續(xù)辦好中國━東盟博覽會和商務(wù)與投資峰會，推動多層次、多領(lǐng)域交流對話。鼓勵中介機構(gòu)為企業(yè)合作提供服務(wù)，特別是支持中小企業(yè)開展更有效的合作。

3.Improve cooperation mechanisms.We should give better play to the role of the existing communication and cooperation mechanisms, continue to do a good job in hosting the CAEXPO and the CABIS and promote exchanges and dialogue at various levels andin various fields.We should encourage intermediary agencies to provide services for cooperation between companies from the two sides, in particular those facilitating more effective cooperation between small and medium-sized companies.（四）共同應(yīng)對挑戰(zhàn)。順應(yīng)經(jīng)濟全球化的潮流，加強區(qū)域經(jīng)濟合作，有利于抓住發(fā)展機遇，應(yīng)對重大挑戰(zhàn)。中方將繼續(xù)以負(fù)責(zé)任的態(tài)度，與東盟各國加強在金融、能源、環(huán)保、糧食安全等領(lǐng)域的協(xié)調(diào)與合作，共同促進本地區(qū)經(jīng)濟金融穩(wěn)定健康發(fā)展。

4.Jointly respond to challenges.To follow the trend of economic globalization and strengthen regional economic cooperation will help us better seize development opportunities and meet major challenges.China will step up coordination and cooperation with ASEAN countries in finance, energy, environmental protection, food security and other fields with a responsible attitude to jointly promote the steady and sound economic and financial growth of the region.女士們，先生們，朋友們！Ladies and Gentlemen, Friends, 對中國來說，今年是極不平凡的一年。在國際形勢發(fā)生復(fù)雜變化和國內(nèi)出現(xiàn)突發(fā)性困難的情況下，我們繼續(xù)保持經(jīng)濟較快增長和金融安全穩(wěn)定，奪取了汶川特大地震抗震救災(zāi)重大勝利，成功舉辦北京奧運會、殘奧會，圓滿完成神舟七號載人航天飛行任務(wù)。這充分顯示出中國改革開放30年奠定的堅實國力基礎(chǔ)。總的看，中國經(jīng)濟發(fā)展的基本面沒有改變，正朝著宏觀調(diào)控的預(yù)期方向發(fā)展。今年前三季度，國內(nèi)生產(chǎn)總值同比增長9.9%，近幾個月物價漲幅逐步回落。當(dāng)前，最重要的是把自己的事情辦好。中國政府已經(jīng)并將繼續(xù)采取措施應(yīng)對外部沖擊，努力保持經(jīng)濟穩(wěn)定、金融穩(wěn)定、資本市場穩(wěn)定。我們有信心、有條件、有能力戰(zhàn)勝各種困難和挑戰(zhàn)。

This year is a challenging year for China.In spite of the complex changes in the international situation and the unexpected difficulties at home, we have maintained fast economic growth and financial security and stability, won a major victory in our battle against the devastating Wenchuan earthquake, successfully hosted the Beijing Olympic and Paralympic Games and completed the Shenzhou 7 manned space flight mission with flying colors.These achievements speak volume for the solid national strength China has accumulated in the past thirty years of reform and opening-up.On the whole, the fundamentals of the Chinese economy remain unchanged and macro control and regulation is producing expected results.In the first three quarters of this year, China's GDP grew by 9.9% year on year and the commodity price rise has slowed down in recent months.The most important task for us now is to manage our own things well.The Chinese Government has taken and will continue to take measures to meet external challenges, and work to ensure economic stability, financial stability and the stability of the capital market.We have the confidence, conditions and capabilities to overcome any difficulty or challenge.中國的發(fā)展將為世界各國特別是周邊國家?guī)砀鄼C遇。我們將堅定不移地走中國特色社會主義道路，深入貫徹落實科學(xué)發(fā)展觀，加快轉(zhuǎn)變經(jīng)濟發(fā)展方式，靈活審慎地調(diào)整宏觀經(jīng)濟政策，著力擴大國內(nèi)需求特別是消費需求，努力實現(xiàn)發(fā)展的速度與結(jié)構(gòu)、質(zhì)量、效益相統(tǒng)一，促進國民經(jīng)濟持續(xù)平穩(wěn)較快發(fā)展。中國將繼續(xù)推進改革開放，實施互利共贏的開放戰(zhàn)略，推動貿(mào)易和投資自由化、便利化，反對任何形式的保護主義。我們將始終不渝走和平發(fā)展道路，堅持與鄰為善、以鄰為伴，加強同周邊國家的睦鄰友好和務(wù)實合作，努力以自身的發(fā)展促進本地區(qū)的共同發(fā)展。

首先，非常榮幸能在第九屆中國-東盟商務(wù)與投資峰會上致辭。

我謹(jǐn)代表出席此次重要活動的東盟代表向中國國家副主席習(xí)近平閣下，中國政府、廣西壯族自治區(qū)政府領(lǐng)導(dǎo)以及峰會組委會提供的熱情接待和周到服務(wù)表示衷心感謝。

自2002年11月東盟與中國在柬埔寨簽署《中國-東盟全面經(jīng)濟合作框架協(xié)議》開始，雙方貿(mào)易額快速增長。該框架協(xié)議成為了中國-東盟博覽會、中國-東盟商務(wù)與投資峰會以及中國-東盟自由貿(mào)易區(qū)的基石。

我們對中國-東盟商務(wù)與投資峰會取得的進步表示滿意。每年舉辦的這一活動為東盟與中國政府間、企業(yè)間經(jīng)貿(mào)交流創(chuàng)造了平臺。今天，我們將圍繞“互聯(lián)互通、攜手共贏”的主題進行交流。

東盟國家非常重視互聯(lián)互通。東盟國家認(rèn)為，通過加強貿(mào)易、投資、旅游和民間交流及發(fā)展來增進東盟地區(qū)的交流與合作對于每個成員國都非常有利。根據(jù)這個觀點，2010年10月，東盟國家領(lǐng)導(dǎo)人在越南河內(nèi)通過了東盟互聯(lián)互通總體規(guī)劃。

總體規(guī)劃的中心思想是通過加強基礎(chǔ)設(shè)施建設(shè)互聯(lián)互通、機制互聯(lián)互通以及人文互聯(lián)互通密切東盟間的聯(lián)系。

為了能夠有效實施東盟互聯(lián)互通總體規(guī)劃，東盟成立了東盟基礎(chǔ)設(shè)施基金，在馬來西亞納閔島市設(shè)立的東盟基礎(chǔ)設(shè)施基金將發(fā)揮資源調(diào)配的作用。

我們亦邀請區(qū)域外伙伴和私人企業(yè)參與總體規(guī)劃。正是由于我們的一致努力，東盟互聯(lián)互通總體規(guī)劃引起了對話伙伴的關(guān)注，并承諾將為規(guī)劃的實施提供援助。

為了加快東盟互聯(lián)互通總體規(guī)劃的實施進度，獲取對實施規(guī)劃有價值的建議，我們先后舉行了工作協(xié)調(diào)會和專題研討會等兩次會議。

東盟與中國為了成功實現(xiàn)互聯(lián)互通也在進行合作。去年11月在印度尼西亞巴厘島舉辦的中國-東盟建立對話關(guān)系20周年活動和第十四屆中國與東盟領(lǐng)導(dǎo)人會議上，中國承諾將為東盟互聯(lián)互通總體規(guī)劃提供援助，受到了東盟國家的普遍歡迎。

當(dāng)前，東盟互聯(lián)互通協(xié)調(diào)委員會已經(jīng)開始就落實第十四次中國-東盟領(lǐng)導(dǎo)人會議決定與中國互聯(lián)互通工作組進行接觸。

實施東盟互聯(lián)互通總體規(guī)劃將為增進東盟與中國間的物質(zhì)互聯(lián)互通、組織間的互聯(lián)互通以及人與人的互聯(lián)互通創(chuàng)造良好的條件。

緬甸有句成語叫“主雅客來勤”，東盟與中國的安寧與繁榮促進了人民的交往。我堅信，到2015年，雙方的游客數(shù)量將達1500萬人次。在這里，祝賀2012年成為東盟10+3國家旅游年，祝賀暹粒市被評為2012文化城市。

我相信，旅游領(lǐng)域的發(fā)展除了讓東盟和中國人民增加收入外，還將有效促進貿(mào)易和投資及其他領(lǐng)域的發(fā)展。

根據(jù)東盟和中國關(guān)于東盟互聯(lián)互通總體規(guī)劃實施的合作進展，我們完全贊成今年峰會“互聯(lián)互通、攜手共贏”的主題。

我們的共同努力將為雙方實現(xiàn)互利共贏。

借著在這個重要場合講話的機會，我想向大家介紹一下緬甸與中國的雙邊貿(mào)易情況和緬甸的投資情況。

2010年，東盟與中國的貿(mào)易額達到2320億美元，緬甸與中國的貿(mào)易額為53億美元，僅占東盟與中國貿(mào)易總額的2%。緬甸與中國是友好鄰邦，我相信未來雙方的貿(mào)易往來還有很大的提升空間。

緬甸與中國的邊境貿(mào)易繁榮發(fā)展，從2001年開始，雙方每年輪流在緬甸木姐和中國瑞麗舉辦邊貿(mào)交易會。今年的邊交會將于12月在緬甸舉辦，我們邀請中國的客商參展參會。（下轉(zhuǎn)第五版）

為了擴大外國對緬投資，緬甸開放了更多的外國對緬投資渠道，吸引著來自世界各地的投資者。為了吸引外國直接投資，緬甸修改了相關(guān)法律，簡化辦事程序，提供一站式企業(yè)注冊服務(wù)。近期，議會通過并頒布了外國投資法草案，大宗商品和服務(wù)法、外匯管理法等。

為加快經(jīng)濟發(fā)展，我們正在緬甸南部土瓦興建經(jīng)濟特區(qū)。目前正在建設(shè)土瓦經(jīng)濟特區(qū)的主要組成部分，包括連接土瓦到泰國曼谷的公路、連接土瓦到泰國邊境的公路、土瓦工業(yè)區(qū)以及土瓦深水港等。

此外，我們還在實施仰光省迪洛瓦經(jīng)濟特區(qū)項目，緬甸西部皎漂經(jīng)濟特區(qū)項目。

各位貴賓，女士們、先生們！

我想強調(diào)的是，牢固的、全面的合作離不開私營企業(yè)與公共部門的廣泛參與。同時，農(nóng)業(yè)、能源、旅游、科技、人力資源、中小企業(yè)和衛(wèi)生領(lǐng)域的合作還應(yīng)該加強。

本次峰會將為實現(xiàn)東盟與中國的互聯(lián)互通目標(biāo)創(chuàng)造機會。

我們大家都愿意看到中國和東盟發(fā)展互利合作關(guān)系，我們將為全面建設(shè)中國-東盟自貿(mào)區(qū)繼續(xù)努力。

在當(dāng)前世界發(fā)生深刻變化的時候我們需要相互依存。我們無論是在物質(zhì)上還是在精神上都更緊密相連。中國是我們的鄰國，我們珍視雙方之間的傳統(tǒng)友誼。我們之間的友誼源遠(yuǎn)流長，我們將繼續(xù)保持并增進這種關(guān)系。

最后，我們再一次強調(diào)，為實現(xiàn)地區(qū)內(nèi)和地區(qū)外的和平穩(wěn)定與發(fā)展，東盟與中國將緊密合作。最后，衷心感謝第九屆中國-東盟商務(wù)與投資峰會的組織者，祝峰會圓滿成功。
