深化合作 共同繁榮

——在第八屆中國－東盟商務(wù)與投資峰會上的講話(全文)

尊敬的納吉布總理，尊敬的洪森首相，女士們，先生們：

今年是中國－東盟友好交流年，也是中國－東盟建立對話關(guān)系20周年。這次峰會以“深化區(qū)域合作，實現(xiàn)共同繁榮”為主題，很有意義。我代表中國政府，對會議的召開表示熱烈祝賀，對各位嘉賓的蒞臨表示誠摯歡迎。

中國與東盟國家或山水相連，或隔海相望。自古以來，我們的祖先就共同生息、繁衍在亞洲這片熱土上?！斑h(yuǎn)親不如近鄰”。地緣這根紐帶把我們緊密聯(lián)系在一起，無論在中國，還是在東盟國家，隨處都可以看到雙方文化交流、影響、融合的印記，至今傳誦著鄭和下西洋、文萊渤泥王來華、萬隆會議這樣膾炙人口的歷史佳話。中國和東盟各國人民之間的傳統(tǒng)友誼源遠(yuǎn)流長、歷久彌新。

上世紀(jì)八、九十年代以來，隨著中國改革開放的深入推進，中國和東盟關(guān)系進入一個新的歷史時期。我們本著加強溝通、增進互信、密切合作、互利共贏的宗旨，建立了中國－東盟對話關(guān)系，開啟了雙方關(guān)系的新篇章。20年來，雙方關(guān)系經(jīng)歷了從全面對話伙伴、睦鄰互信伙伴到戰(zhàn)略伙伴的歷史性跨越，中國－東盟全方位、寬領(lǐng)域、多層面的合作格局逐步形成。

中國真心誠意地發(fā)展同東盟的關(guān)系。作為區(qū)域外大國，中國第一個加入《東南亞友好合作條約》，第一個同東盟建立戰(zhàn)略伙伴關(guān)系，第一個與東盟建設(shè)自由貿(mào)易區(qū)，率先承諾簽署《東南亞無核武器區(qū)條約》議定書，堅定支持東盟在東亞合作中發(fā)揮主導(dǎo)作用。

中國致力于深化與東盟雙方務(wù)實合作。在雙方政府和工商界的共同努力下，20年來雙邊貿(mào)易額年均增長20%以上，目前已接近3000億美元。中國成為東盟第一大貿(mào)易伙伴，東盟也成為中國的第三大貿(mào)易伙伴。我們創(chuàng)建了中國－東盟博覽會、商務(wù)與投資峰會等經(jīng)貿(mào)交流平臺，設(shè)立了中國－東盟合作基金、中國－東盟公共衛(wèi)生合作基金和中國－東盟投資合作基金，為東盟國家進行了數(shù)萬人的能力建設(shè)培訓(xùn)。中國－東盟經(jīng)貿(mào)合作正處于歷史上最活躍、最富有成效的時期。

中國始終與東盟國家同舟共濟。越是在困難和挑戰(zhàn)面前，我們越是堅定地站在一起。1997年亞洲金融危機席卷東南亞時，中國堅持人民幣不貶值。2008年國際金融危機最嚴(yán)峻的時期，中國出臺了一系列應(yīng)對金融危機的有力措施，促進了中國與東盟國家貿(mào)易與投資穩(wěn)定增

長。我們還共同抗擊非典、禽流感、甲型H1N1流感等跨境傳染病，共同應(yīng)對歷史罕見的印度洋海嘯、緬甸風(fēng)災(zāi)等自然災(zāi)害。中國－東盟的友好關(guān)系經(jīng)受住了時間和困難的考驗。實踐證明，中國和東盟既是唇齒相依、患難與共的好鄰居，又是平等互利、合作共贏的好伙伴。正如一句中國諺語講的那樣，“鄰居好，賽黃金”。我相信，只要我們始終秉持平等互信、求同存異的原則，就能超越政治、經(jīng)濟、宗教、文化等方面差異，排除一切艱難險阻，推動雙方合作不斷向前發(fā)展，實現(xiàn)共同繁榮。

女士們、先生們：

全球經(jīng)濟格局正在發(fā)生深刻變化，亞洲的地位和作用日益重要。中國和東盟都是最具活力的經(jīng)濟體，都處在發(fā)展轉(zhuǎn)型的關(guān)鍵時期。要抓住難得的歷史機遇，推動經(jīng)濟持續(xù)平穩(wěn)較快發(fā)展，就要進一步加強區(qū)域經(jīng)貿(mào)合作。中國－東盟國家人口眾多，市場空間巨大，經(jīng)濟互補性強，合作前景廣闊。這些為我們深化貿(mào)易投資合作提供了廣泛可能。為了推動雙方經(jīng)貿(mào)合作再上水平，我們要重點辦好幾件大事：

第一，共同建設(shè)好自貿(mào)區(qū)。去年1月1日，中國－東盟自貿(mào)區(qū)全面建成。這是中國和東盟關(guān)系史上又一個重要里程碑，標(biāo)志著雙方經(jīng)貿(mào)關(guān)系站在一個新的起點。自貿(mào)區(qū)的建成，不僅直接擴大區(qū)域內(nèi)市場規(guī)模，極大地促進雙邊貿(mào)易快速發(fā)展，而且有利于促進農(nóng)業(yè)、交通、旅游、投資等各個領(lǐng)域的合作，使中國和東盟經(jīng)濟在更大范圍、更高層次上實現(xiàn)優(yōu)勢互補。中國－東盟自貿(mào)區(qū)是平等互利、合作共贏的典范。自貿(mào)區(qū)建成第一年，雙方貿(mào)易額就達到2928億美元，同比增長37.5%，創(chuàng)歷史新高。今年前三季度，雙方貿(mào)易額進一步增長26.4%，東盟對中國出口增速快于進口增速。這些表明，自貿(mào)區(qū)啟動后，東盟的國際競爭力不是削弱而是增強了，東盟對中國的出口能力不是降低而是提高了。自貿(mào)區(qū)是中國與東盟國家經(jīng)過多年努力精心培育的利益共同體，來之不易，需要倍加呵護和珍惜。中方愿意繼續(xù)擴大東盟國家優(yōu)勢產(chǎn)品的進口，妥善解決自貿(mào)區(qū)建設(shè)中出現(xiàn)的各種問題，把工作做實，把好事辦好。我們將在南寧建設(shè)中國－東盟商品交易中心，作為雙方產(chǎn)品的展示交易平臺和商貿(mào)物流基地，希望東盟企業(yè)利用好這個平臺，在中國贏得更大的市場份額。

第二，大力推進互聯(lián)互通。實現(xiàn)東盟內(nèi)部以及中國－東盟的互聯(lián)互通，是深化經(jīng)貿(mào)合作和人員往來的重要基礎(chǔ)，將為縮小地區(qū)發(fā)展差距、提升地區(qū)競爭力、加快東亞一體化進程發(fā)揮重要作用。雙方無論在基礎(chǔ)設(shè)施硬件建設(shè)，還是在規(guī)制安排、人員交往等軟件建設(shè)方面，都有巨大的合作空間。我們將與東盟方面密切合作，加強對中國與東盟有關(guān)國家互聯(lián)互通的投入，為促進本地區(qū)商品、資本、信息的自由流通、人員往來和經(jīng)濟社會發(fā)展創(chuàng)造更好條件。中方愿意繼續(xù)利用好中國－東盟投資合作基金、中國－東盟銀聯(lián)體及對東盟國家建立的信貸渠道，支持中國－東盟互聯(lián)互通合作項目的落實。實現(xiàn)互聯(lián)互通是一項長期而艱巨的任務(wù)，對已經(jīng)形成規(guī)劃的項目要抓好落實；對尚未確定的領(lǐng)域和項目要抓緊研究，早日推出實施方案。

第三，擴大雙方投資合作。東盟國家來華直接投資累計達673億美元，中國企業(yè)對東盟的投資也呈現(xiàn)快速增長態(tài)勢，累計已達135億美元。中國政府一如既往地歡迎東盟各國企業(yè)來中國投資興業(yè)，特別是到中西部投資。中方也鼓勵本國優(yōu)秀企業(yè)擴大對東盟的投資。中方

已經(jīng)承諾在東盟國家各建一個經(jīng)貿(mào)合作區(qū)，通過集群式投資提高雙方經(jīng)貿(mào)合作水平。廣西中馬產(chǎn)業(yè)園是雙方在中國西部地區(qū)合作建設(shè)的第一個工業(yè)園，具有示范意義，歡迎馬方有實力的企業(yè)積極參與園區(qū)的規(guī)劃和開發(fā)建設(shè)。我們也歡迎更多東盟國家企業(yè)來中國共建工業(yè)園區(qū)。

第四，深化區(qū)域經(jīng)濟合作。推動?xùn)|亞區(qū)域和次區(qū)域合作，是中國和東盟共同的歷史使命。東盟在實踐中形成的區(qū)域合作理念和做法，符合東亞地區(qū)的實際，是行之有效的、成熟的，應(yīng)該堅持下去。中方始終是東亞合作的積極參與者和支持者。中方將鼓勵企業(yè)參與東盟東部增長區(qū)、大湄公河、泛北部灣等次區(qū)域合作，給予金融、技術(shù)、市場等方面的有力支持，推動形成若干經(jīng)濟增長極。中方愿與東盟密切合作，進一步深化現(xiàn)有各項區(qū)域財金合作，擴大貨幣互換規(guī)模和參與范圍，完善“清邁倡議”多邊化危機救助機制，加強區(qū)域經(jīng)濟監(jiān)測能力建設(shè)，推進亞洲債券市場發(fā)展，逐步建立穩(wěn)定、成熟的地區(qū)資本市場，進一步增強本地區(qū)應(yīng)對國際金融風(fēng)險的能力。

第五，拓展人文領(lǐng)域的交流。這是雙方人民加深了解、增進友誼的重要方式，是中國－東盟關(guān)系可持續(xù)發(fā)展的重要基礎(chǔ)。目前，東盟國家是中國游客的旅游首選地，去年首站前往東盟國家的中國游客超過500萬人次。雙方留學(xué)生和青少年交往也非?；钴S，目前超過6000名漢語志愿者在40所孔子學(xué)院和課堂里工作，雙方互派留學(xué)生超過13萬人。我們要以辦好“中國－東盟友好交流年”為契機，繼續(xù)加強文化、教育、旅游、青年等領(lǐng)域的交流與合作，努力實現(xiàn)2015年雙方人員往來達到1500萬人次的目標(biāo)。

當(dāng)前國際金融危機依然陰霾重重，世界經(jīng)濟復(fù)蘇艱難而曲折，不穩(wěn)定和不確定性上升。一些國家主權(quán)債務(wù)風(fēng)險增大，國際金融市場急劇動蕩，主要發(fā)達國家失業(yè)率居高不下，新興經(jīng)濟體面臨通脹壓力，世界經(jīng)濟增速出現(xiàn)回落，對亞洲地區(qū)已產(chǎn)生明顯影響。在這種情況下，中國和東盟國家更需要精誠團結(jié)，做好在較長時期內(nèi)應(yīng)對挑戰(zhàn)的各種準(zhǔn)備，以更加務(wù)實開放的態(tài)度深化區(qū)域合作，推動中國與東盟各國經(jīng)濟持續(xù)健康平穩(wěn)發(fā)展。

女士們、先生們：

中國－東盟建立對話關(guān)系已有20年了。20年在歷史長河中只是一瞬，但是對于一個時代來說，時間并不算短。我真誠地希望中國和東盟的合作能有大的進展，不斷取得富有意義的成果，造福中國與東盟國家的人民。這里我愿重申，鞏固同東盟面向和平與繁榮的戰(zhàn)略伙伴關(guān)系，推進互利互惠的全方位合作，是中國政府堅定不移的外交政策。我們將長期奉行“與鄰為善、以鄰為伴”的方針，永遠(yuǎn)做東盟的好鄰居、好伙伴、好朋友。中國的發(fā)展將給東盟帶來機遇，東盟的繁榮也符合中國的利益。我們愿同東盟各國一道，以中國－東盟自貿(mào)區(qū)全面建成為新的起點，拓寬合作領(lǐng)域，充實合作內(nèi)容，提高合作層次，努力開創(chuàng)中國－東盟互利合作、共同繁榮的美好明天。

尊敬的波松總理，各位貴賓，女士們、先生們、朋友們：

Honorable Prime Minister Bouasone Bouphavanh, Distinguished guests, Ladies and Gentlemen, Friends，第六屆中國-東盟博覽會剛剛開幕，中國-東盟商務(wù)與投資峰會又隆重舉行。此次峰會以“中國-東盟自貿(mào)區(qū)與東盟一體化：合作共進”為主題，表明了中國東盟攜手應(yīng)對國際金融危機、推動經(jīng)濟融合、促進發(fā)展繁榮的共同意愿和行動。在此，我謹(jǐn)代表中國政府，對峰會的召開表示熱烈的祝賀，對出席會議的東盟國家領(lǐng)導(dǎo)人和各位嘉賓表示誠摯的歡迎！

The sixth China-ASEAN Expo has just opened together with the grand China-ASEAN Business and Investment Summit.The summit took “China-ASEAN Free Trade Area and ASEAN Integration: Co-together” as its theme, showing the willingness and determination of both China and ASEAN to jointly promote economic integration, cope with the financial crisis, and boost economic development and prosperity.On behalf of the Chinese government, I hereby express my sincere congratulations to the opening of the Summit, and extend warm welcome to ASEAN state leaders and all the distinguished guests attending the summit.中國與東盟各國地緣相近，文化相通，友好交往的歷史源遠(yuǎn)流長。多年來，雙方各領(lǐng)域合作不斷深入，睦鄰友好關(guān)系順利發(fā)展，經(jīng)貿(mào)合作作為中國東盟戰(zhàn)略伙伴關(guān)系的重要基石，結(jié)出了豐碩成果。中國-東盟自貿(mào)區(qū)建設(shè)進程啟動以來，雙方貿(mào)易和投資快速增長，經(jīng)濟聯(lián)系日益加深。目前，中國東盟已互為第四大貿(mào)易伙伴，今年前9個月盡管受到國際金融危機沖擊，雙邊貿(mào)易額仍接近1500億美元。雙方相互投資不斷擴大，至今累計已超過600億美元。中國東盟經(jīng)貿(mào)合作已經(jīng)達到一個新的水平。

China and ASEAN countries are geographical neighbors and culturally connected with a long history of friendly contacts.In recent years, the two sides have been deepening cooperation in various fields and successfully developing the good-neighborly relations.Economic and trade cooperation has been an important cornerstone for the China-ASEAN Strategic Partnership, which has led to rich fruits.Ever since the construction of China-ASEAN Free Trade Area started in 2002, trade and investment between China and ASEAN have seen rapid expansion and deepening economic connections.Currently, the two sides are each other's fourth biggest trade partners.In the face of the global financial crisis, the two sides had seen bilateral trade volume nearing 150 billion U.S.dollars and mutual investment reaching 60 billion U.S.dollars in the first nine months of this year.The economic and trade cooperation between China and ASEAN has entered a new stage.過去一年，世界經(jīng)歷了國際金融危機的嚴(yán)峻挑戰(zhàn)。中國政府及時出臺了應(yīng)對國際金融危機的一攬子計劃，東盟國家也采取了一系列刺激經(jīng)濟增長的舉措。各國同舟共濟，加強協(xié)作，應(yīng)對危機取得初步成效。當(dāng)前，中國經(jīng)濟形勢總體向好，經(jīng)濟增幅逐月回升；東盟經(jīng)濟下滑趨勢得到遏制，一些主要經(jīng)濟指標(biāo)開始好轉(zhuǎn)。中國和東盟經(jīng)濟出現(xiàn)積極變化，得益于各自的有效應(yīng)對和有力舉措，雙方日益緊密的經(jīng)貿(mào)合作也為克服困難提供了有力支撐。中國設(shè)立了總規(guī)模為100億美元的“中國-東盟投資合作基金”，并將在今后3-5年內(nèi)向東盟國家提供150億美元貸款；中國還與印尼、馬來西亞簽署了雙邊本幣互換協(xié)議，開展了跨境貿(mào)易人民幣結(jié)算試點，促進了金融合作和經(jīng)濟發(fā)展。

In the past year, the world economy has faced the severe challenge of the financial crisis.The Chinese government rolled out a stimulus package to solve the crisis and lift its economy, while ASEAN countries have also adopted a series of stimulating measures.China has established a 10 billion U.S.dollar China-ASEAN Investment Cooperation Fund that would provide 15 billion U.S.dollars of credit to ASEAN countries in the next three to five years.China has also signed currency swap agreements with Indonesia and Malaysia and started cross-border yuan settlement services on a trial basis.China and ASEAN countries have joined hands to strengthen cooperation and made initial achievements in combating the crisis.Currently, the overall situation of China's economy is good and China is witnessing rising economic growth on a monthly basis;ASEAN members had also reined in economic downturn, as some of their key economic gauges have started to recover.The positive changes in the economies of both China and ASEAN members were benefited from their effective coping measures and stimulus packages, while the closer economic cooperation has also been an important support.女士們、先生們！

Ladies and gentlemen!

中國和東盟國家人口達19億，約占世界的1/3；經(jīng)濟總規(guī)模近6萬億美元，約占全球的1/9。中國-東盟自由貿(mào)易區(qū)地處太平洋和印度洋的交會處，是世界上人口最多的自貿(mào)區(qū)，也是重要的國際貿(mào)易通道、能源走廊和經(jīng)濟紐帶，在世界經(jīng)濟格局中扮演著重要角色。中國和東盟作為全球經(jīng)濟體系中一個十分重要的新興力量，近些年來經(jīng)濟快速發(fā)展，已成為當(dāng)今世界上最具活力的經(jīng)濟體之一。中國與東盟大多數(shù)國家又處在工業(yè)化、城鎮(zhèn)化發(fā)展時期，市場空間和增長潛力巨大，合作發(fā)展的前景十分廣闊。

China and ASEAN countries hold a population of 1.9 billion, which accounts for one third of the world population, and a combined GDP of six trillion U.S.dollars, accounting for one ninth of the world's total.The China-ASEAN FTA, located between the Pacific Ocean and the Indian Ocean, is the world's biggest FTA in terms of population, an important channel for international trade, an energy corridor and an economic bond.It plays a very important role in the world economic structure.As significant emerging powers in the global economic system, China and ASEAN countries have seen rapid economic development and become one of the most vigorous economies.Also, China and most of the ASEAN countries are going through the process of industrialization and urbanization with huge market space and potential in growth, indicating broad prospects in cooperation.經(jīng)過10年的不懈努力，中國-東盟自由貿(mào)易區(qū)將于明年1月1日如期建成。屆時，中國和東盟國家90%的貿(mào)易產(chǎn)品將實現(xiàn)零關(guān)稅，并將實質(zhì)性地開放服務(wù)貿(mào)易市場。這是區(qū)域經(jīng)濟一體化進程中具有里程碑意義的一件大事，標(biāo)志著雙方經(jīng)貿(mào)關(guān)系站在一個新的起點上。在世界經(jīng)濟尚未復(fù)蘇的大背景下，如期建成中國-東盟自貿(mào)區(qū)，充分表明中國和東盟攜手推進貿(mào)易和投資便利化、共同反對任何形式的貿(mào)易和投資保護主義的決心和信心。

After ten years of unremitting efforts, the China-ASEAN Free Trade Area(CAFTA)will be established as planned on Jan.1, 2010.By then, zero-tariff treatment will be realized for 90 percent of the products traded between China and ASEAN countries, while the service trade market between the two sides will be opened in a substantial way.This is a significant milestone in regional economic cooperation, which marks that trade ties between China and ASEAN are to enter a new stage.We should further promote mutual economic and trade cooperation to a deeper level, as well as make joint efforts to boost the liberalization and facilitation of trade and investment.We firmly oppose trade and investment protectionism in any form, so as to advance global economic recovery and sustainable prosperity.綜觀全球，世界經(jīng)濟結(jié)構(gòu)、國際金融經(jīng)濟秩序正醞釀重大變革和調(diào)整，能源、糧食等市場引人關(guān)注，應(yīng)對氣候變化成為熱門話題，世界發(fā)展不平衡尤其是南北發(fā)展不平衡的狀況需要改變。

Globally, the world economy is experiencing great changes and the international financial and economic order is going through major reforms.Changes in energy and grain markets have drawn world attention and dealing with climate change has become a hot topic.The imbalanced development of the world, especially the imbalanced development between developing countries and their developed counterparts needs to be altered.我們應(yīng)當(dāng)立足當(dāng)前，繼續(xù)應(yīng)對國際金融危機，保持宏觀經(jīng)濟政策的連續(xù)性和穩(wěn)定性，增強政策的針對性、有效性和可持續(xù)性，促進經(jīng)濟長期平穩(wěn)較快發(fā)展，推動世界經(jīng)濟全面復(fù)蘇；同時著眼長遠(yuǎn)，考慮“后危機”乃至更長一些時間，為適應(yīng)未來發(fā)展變化做充分準(zhǔn)備，調(diào)整經(jīng)濟結(jié)構(gòu)，創(chuàng)新發(fā)展模式，促進經(jīng)濟轉(zhuǎn)型，推動世界經(jīng)濟全面持續(xù)平衡發(fā)展。中國和東盟各國應(yīng)順勢而為，抓住自貿(mào)區(qū)即將建成的機遇，拓展和加深經(jīng)貿(mào)合作，促進彼此經(jīng)濟朝著更大規(guī)模、更高質(zhì)量、更可持續(xù)的方向發(fā)展，為全球經(jīng)濟恢復(fù)增長和穩(wěn)定繁榮作出貢獻。在此，我提三點建議：

We should continue to see fighting the international financial crisis as the top task on the basis of the current situation, maintain the continuity and stability of the economic policies, and enhance pertinence, effectiveness and sustainability of such policies to ensure a fast and steady economic development and revive the world economy.At the same time, we should be far sighted and get prepared for future changes in the post-crisis period or even after that.We should push forward economic transformation and create new development mode to realize a comprehensive, continuous and balanced economic development.As the free trade area will be completed soon, China and ASEAN should seize the opportunity and expand and deepen economic and trade cooperation and boost their economies in a healthier and more sustainable manner.Here, I would like to make three proposals:

一是全面深化貿(mào)易合作。雙方應(yīng)根據(jù)已經(jīng)達成的貨物貿(mào)易、服務(wù)貿(mào)易的安排，充分交流意見，密切協(xié)作配合，簡化政策程序，加大宣傳力度，把自貿(mào)協(xié)定的優(yōu)惠政策轉(zhuǎn)化為實實在在的行動。在此基礎(chǔ)上，進一步探討和完善有利于貿(mào)易便利化的政策措施，為企業(yè)提供更為充分的法律保護，創(chuàng)造更為有利的貿(mào)易環(huán)境。在鞏固傳統(tǒng)商品貿(mào)易的同時，努力增加機電、高新技術(shù)等高附加值產(chǎn)品的進出口，不斷擴大貿(mào)易規(guī)模，讓企業(yè)實現(xiàn)更大的發(fā)展，使人民得到更多的實惠。

First, to deepen trade cooperation in an all-round manner.The two sides should put into concrete practice the preferential policies of the free trade agreement in accordance with the achieved agreement of trade and service.On which basis we should further study and complete policies conducive to easier market access and market liberalization, and provide sufficient legal protection to offer enterprises more opportunities for further development, so as to boost economy and improve people's livelihood.The China-ASEAN Custom-Trade Cooperation Forum will beheld this afternoon, where relevant parties should step up dialogue on intensifying cooperation, simplifying procedures and enhancing publicizing efforts, so as to put measures for trade convenience and liberalization into concrete practice.二是突出加強投資合作。中國與東盟國家經(jīng)濟互補性強，生產(chǎn)要素各有優(yōu)勢，加強多邊與雙邊投資合作，有利于優(yōu)化區(qū)域資源配置。中國-東盟投資協(xié)議已全面生效，雙方應(yīng)共同努力，將投資便利化的措施落到實處。中國支持本國企業(yè)到東盟國家建立若干經(jīng)濟貿(mào)易合作區(qū)，推動集群式投資，發(fā)展地區(qū)經(jīng)濟，回報當(dāng)?shù)厣鐣瑫r歡迎東盟國家企業(yè)來華投資。公路、鐵路、水運、通信等基礎(chǔ)設(shè)施互聯(lián)互通十分重要，應(yīng)當(dāng)予以重點投資。雙方還應(yīng)發(fā)揮各自優(yōu)勢，進一步加強農(nóng)業(yè)、資源開發(fā)利用和新興產(chǎn)業(yè)等方面的投資合作，更多地關(guān)注民生工程建設(shè)，以投資帶貿(mào)易促發(fā)展，實現(xiàn)互利共贏。

Second, to prominently intensify investment cooperation.Economies of China and the ASEAN member states are complementary, with respective advantages in productive resources.Intensifying bilateral and multilateral investment cooperation will help optimize allocation of regional resources.Compared with trade exchanges, investment cooperation is apparently inadequate.There are both the necessity and potential for further expanding cooperation between China and ASEAN.The China-ASEAN Investment Agreement has become operational and China encourages domestic enterprises to establish several economic and trade cooperation zones in the ASEAN countries to promote collective investment, fuel regional economy and contribute to the local society.Meanwhile, China welcomes enterprises from ASEAN to invest in China.Both sides should provide support to construction of roads, railways, waterways and improvement of communication as the infrastructure construction are of great importance to mutual exchanges.The two sides should bring their advantages into play and further strengthen investment cooperation on agriculture, resources exploitation and emerging industries.More attention should be paid to the construction of livelihood projects, stimulate trade with investment and promote development with consumption, so as to achieve mutual benefits and win-win results.三是積極推進次區(qū)域合作。開展次區(qū)域合作，可以更好地發(fā)揮地緣優(yōu)勢，更有針對性地推動地區(qū)發(fā)展。中方積極支持東盟經(jīng)濟一體化建設(shè)，鼓勵企業(yè)參與東盟東部增長區(qū)、大湄公河、泛北部灣等次區(qū)域合作，使其成為經(jīng)貿(mào)合作的新亮點。廣西作為中國-東盟交流合作的重要窗口，在實施西部大開發(fā)戰(zhàn)略的帶動下，經(jīng)濟社會發(fā)展取得顯著成就。去年，廣西北部灣經(jīng)濟區(qū)開發(fā)開放規(guī)劃已由中國政府批準(zhǔn)實施。在應(yīng)對國際金融危機中，廣西經(jīng)濟保持了平穩(wěn)較快發(fā)展的良好勢頭。面向未來，我們深入推進西部大開發(fā)的決心不會動搖，政策不會改變，力度還會加大。歡迎更多東盟企業(yè)到廣西、到中國西部地區(qū)來投資興業(yè)、共謀發(fā)展。

Third, to further step up sub-regional cooperation.Pushing forward sub-regional cooperation can better bring the geographical advantages into play and boost regional development.China will actively back the economic integration of the ASEAN countries and encourage enterprises to increase cooperation in East ASEAN Growth Area, Greater Mekong Subregion and Pan Beibu Gulf, so as to make them new highlights of cooperation.Guangxi, as an important platform and window for exchanges and cooperation between China and ASEAN, recorded remarkable social and economic achievements, helped by the country's western development program.Currently, to open and develop Guangxi Beibu Gulf has become a national strategy, and Guangxi's economy maintains sound development.Looking into the future, China will firmly push forward and enhance development in the western region.China welcomes more enterprises from ASEAN to invest in Guangxi and west China for mutual development.女士們、先生們！

Governments of China and ASEAN countries all give high priority to developing friendly relations and mutually-beneficial cooperation between the two sides.Since the First China-ASEAN Expo(CAEXPO)and China-ASEAN Business and Investment Summit(CABIS)in 2004, our two sides have made great efforts to advance the building of the China-ASEAN Free Trade Area.We have signed and put into effect the agreements on trade in goods and services, lowered tariff duties and expanded market access, deepened sub-regional economic cooperation in the Greater Mekong River Basin and East ASEAN Growth Area, and promoted trade and investment facilitation.The trade volume between China and ASEAN increased from 105.9 billion U.S.dollars in 2004 to 202.5 billion U.S.dollars in 2007, attaining the trade target of 200 billion U.S.dollars set by our leaders three years ahead of schedule.During the first nine months of this year, our two-way trade volume reached 180.4 billion dollars, up by 23% over the same period of last year and making China and ASEAN each other's fourth largest trading partner.Our mutual investment is expanding.While ASEAN makes considerable amount of investment in China, the investment of Chinese businesses in ASEAN is growing rapidly.With all the 10 ASEAN countries becoming tourist destinations of Chinese citizens, mutual visits between our people have become even more frequent.As a result, China-ASEAN cooperation in various fields has shown good momentum of growth featuring equality, mutual trust, mutual benefit and win-win progress.中國和東盟各國同處于經(jīng)濟快速發(fā)展的階段，山水相連，文化相通，經(jīng)濟互補，加強合作不僅具有牢固的基礎(chǔ)，而且具有巨大的潛力。當(dāng)前，國際經(jīng)濟不確定不穩(wěn)定因素明顯增多，美國金融危機繼續(xù)蔓延，國際金融市場動蕩加劇，世界經(jīng)濟增長明顯減緩，對亞洲地區(qū)已產(chǎn)生重大影響。面對這樣前所未有的挑戰(zhàn)，加快推進中國與東盟合作具有特別重要的意義。為此，我愿就加強中國━東盟經(jīng)貿(mào)合作提出以下建議：

China and ASEAN countries are all at a stage of fast economic growth.We are connected by the same mountains and rivers.We share similar cultures and have much to offer each other economically.This has given us a solid foundation and huge potential for closer cooperation.Amidst the rising uncertainties and destabilizing factors in the world economy, continued expansion of the financial crisis in the United States and increased volatility in the international financial market, the global economic growth has markedly slowed down, causing a severe impact on the Asian region.In face of such unprecedented challenges, it is of special importance to accelerate China-ASEAN cooperation.With this in mind, I wish to make the following proposals on strengthening China-ASEAN business cooperation:

（一）深化貿(mào)易和投資合作。進一步深化雙方貨物貿(mào)易、服務(wù)貿(mào)易合作。繼續(xù)就《中國━東盟自貿(mào)區(qū)投資協(xié)議》加強溝通協(xié)商，力爭早日結(jié)束談判并簽署協(xié)議，確保如期建成中國━東盟自貿(mào)區(qū)。中國政府將鼓勵和支持企業(yè)進一步加大對東盟國家的投資，推動在東盟國家建立經(jīng)濟貿(mào)易合作區(qū)。

1.Deepen cooperation in trade and investment.The two sides need to further deepen cooperation in trade in goods and services, continue to strengthen communication and consultation on the Investment Agreement of China-ASEAN Free Trade Area, work to conclude negotiations and sign the agreement at an early date and ensure that China-ASEAN Free Trade Area will be established as scheduled.The Chinese Government will encourage and support companies to increase their investment in ASEAN countries and facilitate the building of economic and trade cooperation zones in ASEAN countries.（二）加強次區(qū)域合作。中方積極支持東盟經(jīng)濟一體化建設(shè)，與有關(guān)國家共同推動大湄公河次區(qū)域由交通走廊向經(jīng)濟走廊轉(zhuǎn)型，探討開展泛北部灣經(jīng)濟合作。中國政府將支持加快北部灣經(jīng)濟區(qū)開放開發(fā)，使之成為中國━東盟合作新的增長極。

2.Step up sub-regional cooperation.As an active supporter of ASEAN economic integration, China is working with countries concerned to jointly promote the transition of the Greater Mekong Subregion from a transport corridor to an economic corridor and explore ways to carry out economic cooperation in the Pan-Beibu Bay.The Chinese Government will support the accelerated opening-up and development of Beibu Bay Economic Zone and turn it into a new area of growth for China-ASEAN cooperation.（三）完善合作機制。進一步發(fā)揮現(xiàn)有溝通與合作機制的作用，繼續(xù)辦好中國━東盟博覽會和商務(wù)與投資峰會，推動多層次、多領(lǐng)域交流對話。鼓勵中介機構(gòu)為企業(yè)合作提供服務(wù)，特別是支持中小企業(yè)開展更有效的合作。

3.Improve cooperation mechanisms.We should give better play to the role of the existing communication and cooperation mechanisms, continue to do a good job in hosting the CAEXPO and the CABIS and promote exchanges and dialogue at various levels andin various fields.We should encourage intermediary agencies to provide services for cooperation between companies from the two sides, in particular those facilitating more effective cooperation between small and medium-sized companies.（四）共同應(yīng)對挑戰(zhàn)。順應(yīng)經(jīng)濟全球化的潮流，加強區(qū)域經(jīng)濟合作，有利于抓住發(fā)展機遇，應(yīng)對重大挑戰(zhàn)。中方將繼續(xù)以負(fù)責(zé)任的態(tài)度，與東盟各國加強在金融、能源、環(huán)保、糧食安全等領(lǐng)域的協(xié)調(diào)與合作，共同促進本地區(qū)經(jīng)濟金融穩(wěn)定健康發(fā)展。

4.Jointly respond to challenges.To follow the trend of economic globalization and strengthen regional economic cooperation will help us better seize development opportunities and meet major challenges.China will step up coordination and cooperation with ASEAN countries in finance, energy, environmental protection, food security and other fields with a responsible attitude to jointly promote the steady and sound economic and financial growth of the region.女士們，先生們，朋友們！Ladies and Gentlemen, Friends, 對中國來說，今年是極不平凡的一年。在國際形勢發(fā)生復(fù)雜變化和國內(nèi)出現(xiàn)突發(fā)性困難的情況下，我們繼續(xù)保持經(jīng)濟較快增長和金融安全穩(wěn)定，奪取了汶川特大地震抗震救災(zāi)重大勝利，成功舉辦北京奧運會、殘奧會，圓滿完成神舟七號載人航天飛行任務(wù)。這充分顯示出中國改革開放30年奠定的堅實國力基礎(chǔ)?？偟目?，中國經(jīng)濟發(fā)展的基本面沒有改變，正朝著宏觀調(diào)控的預(yù)期方向發(fā)展。今年前三季度，國內(nèi)生產(chǎn)總值同比增長9.9%，近幾個月物價漲幅逐步回落。當(dāng)前，最重要的是把自己的事情辦好。中國政府已經(jīng)并將繼續(xù)采取措施應(yīng)對外部沖擊，努力保持經(jīng)濟穩(wěn)定、金融穩(wěn)定、資本市場穩(wěn)定。我們有信心、有條件、有能力戰(zhàn)勝各種困難和挑戰(zhàn)。

This year is a challenging year for China.In spite of the complex changes in the international situation and the unexpected difficulties at home, we have maintained fast economic growth and financial security and stability, won a major victory in our battle against the devastating Wenchuan earthquake, successfully hosted the Beijing Olympic and Paralympic Games and completed the Shenzhou 7 manned space flight mission with flying colors.These achievements speak volume for the solid national strength China has accumulated in the past thirty years of reform and opening-up.On the whole, the fundamentals of the Chinese economy remain unchanged and macro control and regulation is producing expected results.In the first three quarters of this year, China's GDP grew by 9.9% year on year and the commodity price rise has slowed down in recent months.The most important task for us now is to manage our own things well.The Chinese Government has taken and will continue to take measures to meet external challenges, and work to ensure economic stability, financial stability and the stability of the capital market.We have the confidence, conditions and capabilities to overcome any difficulty or challenge.中國的發(fā)展將為世界各國特別是周邊國家?guī)砀鄼C遇。我們將堅定不移地走中國特色社會主義道路，深入貫徹落實科學(xué)發(fā)展觀，加快轉(zhuǎn)變經(jīng)濟發(fā)展方式，靈活審慎地調(diào)整宏觀經(jīng)濟政策，著力擴大國內(nèi)需求特別是消費需求，努力實現(xiàn)發(fā)展的速度與結(jié)構(gòu)、質(zhì)量、效益相統(tǒng)一，促進國民經(jīng)濟持續(xù)平穩(wěn)較快發(fā)展。中國將繼續(xù)推進改革開放，實施互利共贏的開放戰(zhàn)略，推動貿(mào)易和投資自由化、便利化，反對任何形式的保護主義。我們將始終不渝走和平發(fā)展道路，堅持與鄰為善、以鄰為伴，加強同周邊國家的睦鄰友好和務(wù)實合作，努力以自身的發(fā)展促進本地區(qū)的共同發(fā)展。

時隔8年，再次來到美麗的巴厘島，出席中國－東盟建立對話關(guān)系20周年紀(jì)念峰會，我感到非常高興和振奮。此時此地，我們要向所有為推動中國-東盟關(guān)系發(fā)展作出貢獻和正在為此努力工作的各界人士表示感謝和敬意。

1991年，中國同東盟建立對話關(guān)系，體現(xiàn)了雙方順應(yīng)時代潮流，探索區(qū)域合作的戰(zhàn)略遠(yuǎn)見和勇氣，開啟了中國與東盟關(guān)系的歷史進程，具有里程碑意義。——我們恪守相互尊重、互不干涉內(nèi)政的原則，不斷增進政治互信。東盟國家奉行一個中國政策，支持中國和平統(tǒng)一，在涉及中國主權(quán)等重大原則問題上照顧中方關(guān)切。中國尊重東盟各國自主選擇的發(fā)展道路和價值觀，支持東盟按照自己的方式處理紛爭，反對外部勢力干涉東盟內(nèi)部事務(wù)。

今天，中國與東盟作為致力于和平與繁榮的戰(zhàn)略伙伴，在前所未有的廣泛領(lǐng)域和高水平上開展交流與合作，成為休戚相關(guān)、榮辱與共的命運共同體。中國與東盟共同取得的輝煌成就，為增進本地區(qū)人民福祉，促進和平與發(fā)展的崇高事業(yè)作出了突出貢獻，對亞洲乃至世界的進步產(chǎn)生了深遠(yuǎn)的積極影響。各位同事，世界正處于深刻復(fù)雜的變化之中。國際金融危機進入第四個年頭，全球經(jīng)濟金融形勢依然不容樂觀。一些發(fā)達國家經(jīng)濟復(fù)蘇乏力，出現(xiàn)嚴(yán)重的金融和債務(wù)危機。新興國家和發(fā)展中國家的地位在上升，但整體實力仍不夠強大。西亞北非地區(qū)發(fā)生社會動蕩。全球性糧食、能源、環(huán)境問題日益威脅著人類的可持續(xù)發(fā)展。世界經(jīng)濟前景的不確定性、不穩(wěn)定性有可能長期存在。

當(dāng)前，東亞保持經(jīng)濟較快增長和社會穩(wěn)定，是全球最富有活力和潛力的地區(qū)，東盟和中國為此作出了重要貢獻，贏得國際社會廣泛認(rèn)可和高度關(guān)注。必須看到，在全球化深入發(fā)展的時代，任何地區(qū)和國家不可能獨善其身。嚴(yán)峻的外部環(huán)境勢必對東亞帶來不利影響，中國和東盟自身的薄弱環(huán)節(jié)和問題也會制約競爭力的進一步提升。我們既要充滿信心，又要保持清醒，關(guān)鍵是抓住機遇，加強合作，共迎挑戰(zhàn)，把命運牢牢掌握在自己手中，不松懈，不動搖，朝著既定的方向和目標(biāo)繼續(xù)邁進。關(guān)于中國與東盟關(guān)系未來發(fā)展方向，我談幾點原則意見：

第一，加強戰(zhàn)略溝通和戰(zhàn)略互信。中國永遠(yuǎn)不謀求霸權(quán)，反對任何霸權(quán)行為，將始終奉行“與鄰為善，以鄰為伴”的周邊外交政策，恪守《東南亞友好合作條約》。本地區(qū)有關(guān)國家在南海存在的爭議，是多年積累下來的問題，應(yīng)由直接有關(guān)的主權(quán)國家通過友好協(xié)商和談判予以解決。外部勢力不應(yīng)以任何借口介入。2002年，中國與東盟國家簽署了《南海各方行為宣言》，確定將推動務(wù)實合作，并為最終達成“南海行為準(zhǔn)則”而努力。這是東盟國家與中國的共同意愿。中方愿同東盟國家積極推進全面落實《南海各方行為宣言》，加強務(wù)實合作，并著手探討制訂“南海行為準(zhǔn)則”。

第二，把促進經(jīng)濟發(fā)展和社會進步作為第一要務(wù)。中國和東盟國家都處于發(fā)展的關(guān)鍵時期，我們要把雙方發(fā)展戰(zhàn)略和各自優(yōu)勢更好地結(jié)合起來，在更廣領(lǐng)域和更高水平上開展合作，增強內(nèi)生活力和動力，加快發(fā)展經(jīng)濟，改善民生，推進現(xiàn)代化建設(shè)，實現(xiàn)東亞的全面振興。

第三，堅持由東盟主導(dǎo)東亞合作進程。中國支持東盟一體化和共同體建設(shè)，樂見東盟實力和影響力不斷提升，相信東盟完全有能力繼續(xù)主導(dǎo)東亞合作。中國將于明年設(shè)立常駐東盟使團。中國將一如既往地支持和配合東盟工作，堅持以10+1為基礎(chǔ)，10+3為主體，東亞峰會為重要補充，推進東亞合作。

第四，在多邊領(lǐng)域維護共同利益。作為同一地區(qū)的發(fā)展中國家，我們在許多重大問題上有著相似的立場和看法，面臨相同的處境和挑戰(zhàn)，有著一致的目標(biāo)和追求。中國和東盟都是促進和平與發(fā)展的戰(zhàn)略力量，雙方要密切協(xié)調(diào)配合，為推動建立公正合理的國際政治經(jīng)濟新秩序而努力。

各位同事，中國與東盟的務(wù)實合作擁有扎實基礎(chǔ)，潛力巨大，具備向更高目標(biāo)邁進的有利條件。我們要根據(jù)形勢發(fā)展變化，加強統(tǒng)籌規(guī)劃，建立健全合作機制，深化重點領(lǐng)域的合作，開拓新的合作領(lǐng)域，努力取得更加豐碩的成果。為此，我提出以下具體倡議和建議：

第一，擴大貿(mào)易和投資合作。要認(rèn)真實施中國-東盟自貿(mào)區(qū)的各項協(xié)定，完善自貿(mào)區(qū)建設(shè)，使雙方人民、企業(yè)得到越來越多的好處。中方將繼續(xù)向東盟國家派遣貿(mào)易投資促進團，在廣西南寧設(shè)立東盟產(chǎn)品展示中心，促進雙方貿(mào)易持續(xù)平衡增長。中方愿積極擴大對東盟國家的投資，加大轉(zhuǎn)讓先進適用技術(shù)的力度，共同提升產(chǎn)業(yè)競爭力。

第二，把互聯(lián)互通等基礎(chǔ)設(shè)施建設(shè)放在突出位臵。為使這一重點領(lǐng)域的合作更為順暢、高效，倡議成立中國-東盟互聯(lián)互通合作委員會，力爭盡快實現(xiàn)中國與東盟有關(guān)國家陸路運輸通道互聯(lián)互通的目標(biāo)。中方高度重視與東盟國家構(gòu)筑海上互聯(lián)互通網(wǎng)絡(luò)，愿采取有力舉措與東盟國家發(fā)展冷藏船、滾裝船以及集裝箱班輪直線，推進海上旅客和貨物運輸便利化。中國政府在2009年承諾向東盟國家提供的150億美元信貸共支持了50多個基礎(chǔ)設(shè)施等建設(shè)項目，涉及幾乎所有東盟國家。我宣布，中方將追加100億美元信貸，其中包括40億美元優(yōu)惠性質(zhì)貸款。

第三，深化金融領(lǐng)域合作。中方愿與東盟國家加強央行合作和金融人才交流；通過互設(shè)金融分支機構(gòu)等形式，推動金融市場開放；加強監(jiān)管領(lǐng)域的對話合作；擴大本幣互換規(guī)模，推動人民幣與東盟國家貨幣在雙方銀行間外匯市場掛牌交易；逐步建立銀行間本幣清算合作機制，推進雙邊本幣結(jié)算業(yè)務(wù)發(fā)展；發(fā)揮“中國-東盟銀聯(lián)體”作用，為雙方企業(yè)提供多樣化金融服務(wù)；雙方要共同推動完善清邁倡議多邊化等區(qū)域貨幣互換機制，全面提升東亞金融危機救助水平，維護區(qū)域內(nèi)金融穩(wěn)定。

第四，開拓海上務(wù)實合作。中方將設(shè)立30億元人民幣的中國-東盟海上合作基金，從海洋科研與環(huán)保、互聯(lián)互通、航行安全與搜救、打擊跨國犯罪等領(lǐng)域做起，逐步將合作延伸擴大到其他領(lǐng)域，形成中國-東盟多層次、全方位的海上合作格局。建議雙方成立相應(yīng)機制對此加以研究，制定合作規(guī)劃。

第五，深化科技和可持續(xù)發(fā)展領(lǐng)域的合作。倡議明年作為“中國-東盟科技合作年”，在中國舉辦首屆中國-東盟科技部長會議。雙方要盡快簽署《中國-東盟科技合作協(xié)定》，啟動科技伙伴計劃。中方愿與東盟推進在綠色經(jīng)濟、節(jié)能環(huán)保、新能源、可再生能源等領(lǐng)域的交流與合作。

第六，更加重視社會和民生領(lǐng)域的合作。中方愿意設(shè)立10個職業(yè)教育培訓(xùn)中心，為東盟國家經(jīng)濟社會發(fā)展提供所需的人力資源；建議雙方在災(zāi)害管理和人道主義救援方面建立機制化聯(lián)系，交流信息和技術(shù)，探討建立中國-東盟救災(zāi)物資儲備庫；倡議設(shè)立中國-東盟傳統(tǒng)醫(yī)藥交流合作中心；中方愿與東盟建立文化部長會議機制，建議明年舉行首次正式會議，探討制訂中國-東盟文化合作行動計劃。

今天，中國－東盟中心正式成立。雙方要積極支持中心開展工作，為促進友好交流與合作提供服務(wù)。

蘇西洛總統(tǒng)，各位同事，中國和東盟各國高度評價20年來中國－東盟關(guān)系發(fā)展取得的成就，對未來合作方向和重點提出了重要的建設(shè)性意見。中國-東盟關(guān)系的基礎(chǔ)是牢固的，潛力是巨大的，前景是廣闊的。中國愿與東盟永做好鄰居、好朋友、好伙伴，密切協(xié)調(diào)與配合，努力推動落實達成的各項共識，更多造福人民，為地區(qū)和平與繁榮作出更大貢獻。
