尊敬的各位嘉賓，女士們，先生們，朋友們：

Distinguished Guests, Ladies and Gentlemen, Friends,我代表中國(guó)政府，對(duì)蒞臨會(huì)議的東盟國(guó)家領(lǐng)導(dǎo)人和各位嘉賓表示熱烈的歡迎！I am very pleased to attend the Fifth China-ASEAN Business and Investment Summit.On behalf of the Chinese Government, I wish to extend a warm welcome to the leaders of ASEAN countries and all the guests at the meeting.中國(guó)與東盟各國(guó)政府高度重視發(fā)展友好關(guān)系和互利合作。自2004年首次舉辦中國(guó)━東盟博覽會(huì)和商務(wù)與投資峰會(huì)以來，雙方積極推進(jìn)中國(guó)━東盟自由貿(mào)易區(qū)建設(shè)，先后簽署并實(shí)施貨物貿(mào)易協(xié)議、服務(wù)貿(mào)易協(xié)議，不斷降低關(guān)稅水平和擴(kuò)大市場(chǎng)準(zhǔn)入，深化大湄公河、東盟東部增長(zhǎng)區(qū)等次區(qū)域經(jīng)濟(jì)合作，推動(dòng)貿(mào)易和投資更加便利化。中國(guó)與東盟貿(mào)易額由2004年的1059億美元增加到2007年的2025億美元，提前三年實(shí)現(xiàn)雙方領(lǐng)導(dǎo)人提出的2000億美元的貿(mào)易目標(biāo)。今年1-9月，雙方貿(mào)易額達(dá)1804億美元，比去年同期增長(zhǎng)23%,已互為第四大貿(mào)易伙伴。相互投資不斷擴(kuò)大，東盟對(duì)華投資已形成相當(dāng)規(guī)模，中國(guó)企業(yè)對(duì)東盟投資快速增長(zhǎng)。東盟10國(guó)都已成為中國(guó)公民的旅游目的國(guó)，人員往來更加頻繁。雙方各領(lǐng)域合作呈現(xiàn)出平等互信、互利共贏的良好發(fā)展態(tài)勢(shì)。

Governments of China and ASEAN countries all give high priority to developing friendly relations and mutually-beneficial cooperation between the two sides.Since the First China-ASEAN Expo(CAEXPO)and China-ASEAN Business and Investment Summit(CABIS)in 2004, our two sides have made great efforts to advance the building of the China-ASEAN Free Trade Area.We have signed and put into effect the agreements on trade in goods and services, lowered tariff duties and expanded market access, deepened sub-regional economic cooperation in the Greater Mekong River Basin and East ASEAN Growth Area, and promoted trade and investment facilitation.The trade volume between China and ASEAN increased from 105.9 billion U.S.dollars in 2004 to 202.5 billion U.S.dollars in 2007, attaining the trade target of 200 billion U.S.dollars set by our leaders three years ahead of schedule.During the first nine months of this year, our two-way trade volume reached 180.4 billion dollars, up by 23% over the same period of last year and making China and ASEAN each other's fourth largest trading partner.Our mutual investment is expanding.While ASEAN makes considerable amount of investment in China, the investment of

Chinese businesses in ASEAN is growing rapidly.With all the 10 ASEAN countries becoming tourist destinations of Chinese citizens, mutual visits between our people have become even more frequent.As a result, China-ASEAN cooperation in various fields has shown good momentum of growth featuring equality, mutual trust, mutual benefit and win-win progress.中國(guó)和東盟各國(guó)同處于經(jīng)濟(jì)快速發(fā)展的階段，山水相連，文化相通，經(jīng)濟(jì)互補(bǔ)，加強(qiáng)合作不僅具有牢固的基礎(chǔ)，而且具有巨大的潛力。當(dāng)前，國(guó)際經(jīng)濟(jì)不確定不穩(wěn)定因素明顯增多，美國(guó)金融危機(jī)繼續(xù)蔓延，國(guó)際金融市場(chǎng)動(dòng)蕩加劇，世界經(jīng)濟(jì)增長(zhǎng)明顯減緩，對(duì)亞洲地區(qū)已產(chǎn)生重大影響。面對(duì)這樣前所未有的挑戰(zhàn)，加快推進(jìn)中國(guó)與東盟合作具有特別重要的意義。為此，我愿就加強(qiáng)中國(guó)━東盟經(jīng)貿(mào)合作提出以下建議：

China and ASEAN countries are all at a stage of fast economic growth.We are connected by the same mountains and rivers.We share similar cultures and have much to offer each other economically.This has given us a solid foundation and huge potential for closer cooperation.Amidst the rising uncertainties and destabilizing factors in the world economy, continued expansion of the financial crisis in the United States and increased volatility in the international financial market, the global economic growth has markedly slowed down, causing a severe impact on the Asian region.In face of such unprecedented challenges, it is of special importance to accelerate China-ASEAN cooperation.With this in mind, I wish to make the following proposals on strengthening China-ASEAN business cooperation:

（一）深化貿(mào)易和投資合作。進(jìn)一步深化雙方貨物貿(mào)易、服務(wù)貿(mào)易合作。繼續(xù)就《中國(guó)━東盟自貿(mào)區(qū)投資協(xié)議》加強(qiáng)溝通協(xié)商，力爭(zhēng)早日結(jié)束談判并簽署協(xié)議，確保如期建成中國(guó)━東盟自貿(mào)區(qū)。中國(guó)政府將鼓勵(lì)和支持企業(yè)進(jìn)一步加大對(duì)東盟國(guó)家的投資，推動(dòng)在東盟國(guó)家建立經(jīng)濟(jì)貿(mào)易合作區(qū)。

1.Deepen cooperation in trade and investment.The two sides need to further deepen cooperation in trade in goods and services, continue to strengthen communication and consultation on the Investment Agreement of China-ASEAN Free Trade Area, work to conclude negotiations and sign the agreement at an early date and ensure that China-ASEAN Free Trade Area will be established as scheduled.The Chinese Government will encourage and support companies to increase their investment in ASEAN countries and facilitate the building of economic and trade cooperation zones in ASEAN countries.（二）加強(qiáng)次區(qū)域合作。中方積極支持東盟經(jīng)濟(jì)一體化建設(shè)，與有關(guān)國(guó)家共同推動(dòng)大湄公河次區(qū)域由交通走廊向經(jīng)濟(jì)走廊轉(zhuǎn)型，探討開展泛北部灣經(jīng)濟(jì)合作。中

國(guó)政府將支持加快北部灣經(jīng)濟(jì)區(qū)開放開發(fā)，使之成為中國(guó)━東盟合作新的增長(zhǎng)極。

2.Step up sub-regional cooperation.As an active supporter of ASEAN economic integration, China is working with countries concerned to jointly promote the transition of the Greater Mekong Subregion from a transport corridor to an economic corridor and explore ways to carry out economic cooperation in the Pan-Beibu Bay.The Chinese Government will support the accelerated opening-up and development of Beibu Bay Economic Zone and turn it into a new area of growth for China-ASEAN cooperation.（三）完善合作機(jī)制。進(jìn)一步發(fā)揮現(xiàn)有溝通與合作機(jī)制的作用，繼續(xù)辦好中國(guó)━東盟博覽會(huì)和商務(wù)與投資峰會(huì)，推動(dòng)多層次、多領(lǐng)域交流對(duì)話。鼓勵(lì)中介機(jī)構(gòu)為企業(yè)合作提供服務(wù)，特別是支持中小企業(yè)開展更有效的合作。

3.Improve cooperation mechanisms.We should give better play to the role of the existing communication and cooperation mechanisms, continue to do a good job in hosting the CAEXPO and the CABIS and promote exchanges and dialogue at various levels andin various fields.We should encourage intermediary agencies to provide services for cooperation between companies from the two sides, in particular those facilitating more effective cooperation between small and medium-sized companies.（四）共同應(yīng)對(duì)挑戰(zhàn)。順應(yīng)經(jīng)濟(jì)全球化的潮流，加強(qiáng)區(qū)域經(jīng)濟(jì)合作，有利于抓住發(fā)展機(jī)遇，應(yīng)對(duì)重大挑戰(zhàn)。中方將繼續(xù)以負(fù)責(zé)任的態(tài)度，與東盟各國(guó)加強(qiáng)在金融、能源、環(huán)保、糧食安全等領(lǐng)域的協(xié)調(diào)與合作，共同促進(jìn)本地區(qū)經(jīng)濟(jì)金融穩(wěn)定健康發(fā)展。

4.Jointly respond to challenges.To follow the trend of economic

globalization and strengthen regional economic cooperation will help us better seize development opportunities and meet major challenges.China will step up coordination and cooperation with ASEAN countries in finance, energy, environmental protection, food security and other fields with a responsible attitude to jointly promote the steady and sound economic and financial growth of the region.女士們，先生們，朋友們！

Ladies and Gentlemen, Friends,對(duì)中國(guó)來說，今年是極不平凡的一年。在國(guó)際形勢(shì)發(fā)生復(fù)雜變化和國(guó)內(nèi)出現(xiàn)突發(fā)性困難的情況下，我們繼續(xù)保持經(jīng)濟(jì)較快增長(zhǎng)和金融安全穩(wěn)定，奪取了汶川特大地震抗震救災(zāi)重大勝利，成功舉辦北京奧運(yùn)會(huì)、殘奧會(huì)，圓滿完成神舟七號(hào)載人航天飛行任務(wù)。這充分顯示出中國(guó)改革開放30年奠定的堅(jiān)實(shí)國(guó)力基礎(chǔ)?？偟目?，中國(guó)經(jīng)濟(jì)發(fā)展的基本面沒有改變，正朝著宏觀調(diào)控的預(yù)期方向發(fā)展。今年前三季

度，國(guó)內(nèi)生產(chǎn)總值同比增長(zhǎng)9.9%，近幾個(gè)月物價(jià)漲幅逐步回落。當(dāng)前，最重要的是把自己的事情辦好。中國(guó)政府已經(jīng)并將繼續(xù)采取措施應(yīng)對(duì)外部沖擊，努力保持經(jīng)濟(jì)穩(wěn)定、金融穩(wěn)定、資本市場(chǎng)穩(wěn)定。我們有信心、有條件、有能力戰(zhàn)勝各種困難和挑戰(zhàn)。

This year is a challenging year for China.In spite of the complex changes in the international situation and the unexpected difficulties at home, we have maintained fast economic growth and financial security and stability, won a major victory in our battle against the devastating Wenchuan earthquake, successfully hosted the Beijing Olympic and

Paralympic Games and completed the Shenzhou 7 manned space flight mission with flying colors.These achievements speak volume for the solid national strength China has accumulated in the past thirty years of reform and opening-up.On the whole, the fundamentals of the Chinese economy remain unchanged and macro control and regulation is producing expected results.In the first three quarters of this year, China's GDP grew by 9.9% year on year and the commodity price rise has slowed down in recent months.The most important task for us now is to manage our own things well.The Chinese Government has taken and will continue to take measures to meet external challenges, and work to ensure economic stability, financial stability and the stability of the capital market.We have the confidence, conditions and capabilities to overcome any difficulty or challenge.中國(guó)的發(fā)展將為世界各國(guó)特別是周邊國(guó)家?guī)砀鄼C(jī)遇。我們將堅(jiān)定不移地走中國(guó)特色社會(huì)主義道路，深入貫徹落實(shí)科學(xué)發(fā)展觀，加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，靈活審慎地調(diào)整宏觀經(jīng)濟(jì)政策，著力擴(kuò)大國(guó)內(nèi)需求特別是消費(fèi)需求，努力實(shí)現(xiàn)發(fā)展的速度與結(jié)構(gòu)、質(zhì)量、效益相統(tǒng)一，促進(jìn)國(guó)民經(jīng)濟(jì)持續(xù)平穩(wěn)較快發(fā)展。中國(guó)將繼續(xù)推進(jìn)改革開放，實(shí)施互利共贏的開放戰(zhàn)略，推動(dòng)貿(mào)易和投資自由化、便利化，反對(duì)任何形式的保護(hù)主義。我們將始終不渝走和平發(fā)展道路，堅(jiān)持與鄰為善、以鄰為伴，加強(qiáng)同周邊國(guó)家的睦鄰友好和務(wù)實(shí)合作，努力以自身的發(fā)展促進(jìn)本地區(qū)的共同發(fā)展。

China's development will bring more opportunities to countries in the world, especially our neighbors.We will remain committed to the socialist path with distinctive Chinese features, fully apply the Scientific Outlook on Development, speed up the transformation of the mode of economic growth, readjust macro economic policies in a flexible and prudent manner, and work to boost domestic demand, consumption demand in particular.We will not only focus on the speed of development but also pay attention to the pattern, quality and efficiency of such development so as to bring about sustained, stable and fast economic growth.China will continue to push forward reform and opening-up, follow a win-win strategy of opening-up, promote trade and investment liberalization and facilitation, and oppose protectionism in all manifestations.We will continue to pursue peaceful development, adhere to the principle of

building amicable relationship and partnership with our neighbors, enhance good-neighborly, friendly and practical cooperation with our neighboring countries, and contribute to the common development of the region through our own development.廣西作為中國(guó)━東盟博覽會(huì)和商務(wù)與投資峰會(huì)的舉辦地，在推動(dòng)中國(guó)與東盟合作中具有獨(dú)特的優(yōu)勢(shì)和重要的作用。希望中國(guó)和東盟國(guó)家各界朋友充分運(yùn)用這個(gè)平臺(tái)，加強(qiáng)交流，增進(jìn)了解，努力達(dá)成更多的合作成果，為不斷擴(kuò)大中國(guó)與東盟經(jīng)貿(mào)合作，鞏固和發(fā)展戰(zhàn)略伙伴關(guān)系作出新貢獻(xiàn)。

As the host of the CAEXPO and the CABIS, Guangxi is uniquely positioned to play an important role in promoting China-ASEAN cooperation.I hope that our Chinese and ASEAN friends from all sectors can make full use of this platform to strengthen exchanges, increase mutual understanding and enhance fruitful cooperation, and make new contribution to China-ASEAN business cooperation and China-ASEAN strategic partnership.祝本屆中國(guó)━東盟博覽會(huì)和商務(wù)與投資峰會(huì)圓滿成功！

首先，非常榮幸能在第九屆中國(guó)-東盟商務(wù)與投資峰會(huì)上致辭。

我謹(jǐn)代表出席此次重要活動(dòng)的東盟代表向中國(guó)國(guó)家副主席習(xí)近平閣下，中國(guó)政府、廣西壯族自治區(qū)政府領(lǐng)導(dǎo)以及峰會(huì)組委會(huì)提供的熱情接待和周到服務(wù)表示衷心感謝。

自2002年11月東盟與中國(guó)在柬埔寨簽署《中國(guó)-東盟全面經(jīng)濟(jì)合作框架協(xié)議》開始，雙方貿(mào)易額快速增長(zhǎng)。該框架協(xié)議成為了中國(guó)-東盟博覽會(huì)、中國(guó)-東盟商務(wù)與投資峰會(huì)以及中國(guó)-東盟自由貿(mào)易區(qū)的基石。

我們對(duì)中國(guó)-東盟商務(wù)與投資峰會(huì)取得的進(jìn)步表示滿意。每年舉辦的這一活動(dòng)為東盟與中國(guó)政府間、企業(yè)間經(jīng)貿(mào)交流創(chuàng)造了平臺(tái)。今天，我們將圍繞“互聯(lián)互通、攜手共贏”的主題進(jìn)行交流。

東盟國(guó)家非常重視互聯(lián)互通。東盟國(guó)家認(rèn)為，通過加強(qiáng)貿(mào)易、投資、旅游和民間交流及發(fā)展來增進(jìn)東盟地區(qū)的交流與合作對(duì)于每個(gè)成員國(guó)都非常有利。根據(jù)這個(gè)觀點(diǎn)，2010年10月，東盟國(guó)家領(lǐng)導(dǎo)人在越南河內(nèi)通過了東盟互聯(lián)互通總體規(guī)劃。

總體規(guī)劃的中心思想是通過加強(qiáng)基礎(chǔ)設(shè)施建設(shè)互聯(lián)互通、機(jī)制互聯(lián)互通以及人文互聯(lián)互通密切東盟間的聯(lián)系。

為了能夠有效實(shí)施東盟互聯(lián)互通總體規(guī)劃，東盟成立了東盟基礎(chǔ)設(shè)施基金，在馬來西亞納閔島市設(shè)立的東盟基礎(chǔ)設(shè)施基金將發(fā)揮資源調(diào)配的作用。

我們亦邀請(qǐng)區(qū)域外伙伴和私人企業(yè)參與總體規(guī)劃。正是由于我們的一致努力，東盟互聯(lián)互通總體規(guī)劃引起了對(duì)話伙伴的關(guān)注，并承諾將為規(guī)劃的實(shí)施提供援助。

為了加快東盟互聯(lián)互通總體規(guī)劃的實(shí)施進(jìn)度，獲取對(duì)實(shí)施規(guī)劃有價(jià)值的建議，我們先后舉行了工作協(xié)調(diào)會(huì)和專題研討會(huì)等兩次會(huì)議。

東盟與中國(guó)為了成功實(shí)現(xiàn)互聯(lián)互通也在進(jìn)行合作。去年11月在印度尼西亞巴厘島舉辦的中國(guó)-東盟建立對(duì)話關(guān)系20周年活動(dòng)和第十四屆中國(guó)與東盟領(lǐng)導(dǎo)人會(huì)議上，中國(guó)承諾將為東盟互聯(lián)互通總體規(guī)劃提供援助，受到了東盟國(guó)家的普遍歡迎。

當(dāng)前，東盟互聯(lián)互通協(xié)調(diào)委員會(huì)已經(jīng)開始就落實(shí)第十四次中國(guó)-東盟領(lǐng)導(dǎo)人會(huì)議決定與中國(guó)互聯(lián)互通工作組進(jìn)行接觸。

實(shí)施東盟互聯(lián)互通總體規(guī)劃將為增進(jìn)東盟與中國(guó)間的物質(zhì)互聯(lián)互通、組織間的互聯(lián)互通以及人與人的互聯(lián)互通創(chuàng)造良好的條件。

緬甸有句成語(yǔ)叫“主雅客來勤”，東盟與中國(guó)的安寧與繁榮促進(jìn)了人民的交往。我堅(jiān)信，到2015年，雙方的游客數(shù)量將達(dá)1500萬(wàn)人次。在這里，祝賀2012年成為東盟10+3國(guó)家旅游年，祝賀暹粒市被評(píng)為2012文化城市。

我相信，旅游領(lǐng)域的發(fā)展除了讓東盟和中國(guó)人民增加收入外，還將有效促進(jìn)貿(mào)易和投資及其他領(lǐng)域的發(fā)展。

根據(jù)東盟和中國(guó)關(guān)于東盟互聯(lián)互通總體規(guī)劃實(shí)施的合作進(jìn)展，我們完全贊成今年峰會(huì)“互聯(lián)互通、攜手共贏”的主題。

我們的共同努力將為雙方實(shí)現(xiàn)互利共贏。

借著在這個(gè)重要場(chǎng)合講話的機(jī)會(huì)，我想向大家介紹一下緬甸與中國(guó)的雙邊貿(mào)易情況和緬甸的投資情況。

2010年，東盟與中國(guó)的貿(mào)易額達(dá)到2320億美元，緬甸與中國(guó)的貿(mào)易額為53億美元，僅占東盟與中國(guó)貿(mào)易總額的2%。緬甸與中國(guó)是友好鄰邦，我相信未來雙方的貿(mào)易往來還有很大的提升空間。

緬甸與中國(guó)的邊境貿(mào)易繁榮發(fā)展，從2001年開始，雙方每年輪流在緬甸木姐和中國(guó)瑞麗舉辦邊貿(mào)交易會(huì)。今年的邊交會(huì)將于12月在緬甸舉辦，我們邀請(qǐng)中國(guó)的客商參展參會(huì)。（下轉(zhuǎn)第五版）

為了擴(kuò)大外國(guó)對(duì)緬投資，緬甸開放了更多的外國(guó)對(duì)緬投資渠道，吸引著來自世界各地的投資者。為了吸引外國(guó)直接投資，緬甸修改了相關(guān)法律，簡(jiǎn)化辦事程序，提供一站式企業(yè)注冊(cè)服務(wù)。近期，議會(huì)通過并頒布了外國(guó)投資法草案，大宗商品和服務(wù)法、外匯管理法等。

為加快經(jīng)濟(jì)發(fā)展，我們正在緬甸南部土瓦興建經(jīng)濟(jì)特區(qū)。目前正在建設(shè)土瓦經(jīng)濟(jì)特區(qū)的主要組成部分，包括連接土瓦到泰國(guó)曼谷的公路、連接土瓦到泰國(guó)邊境的公路、土瓦工業(yè)區(qū)以及土瓦深水港等。

此外，我們還在實(shí)施仰光省迪洛瓦經(jīng)濟(jì)特區(qū)項(xiàng)目，緬甸西部皎漂經(jīng)濟(jì)特區(qū)項(xiàng)目。

各位貴賓，女士們、先生們！

我想強(qiáng)調(diào)的是，牢固的、全面的合作離不開私營(yíng)企業(yè)與公共部門的廣泛參與。同時(shí)，農(nóng)業(yè)、能源、旅游、科技、人力資源、中小企業(yè)和衛(wèi)生領(lǐng)域的合作還應(yīng)該加強(qiáng)。

本次峰會(huì)將為實(shí)現(xiàn)東盟與中國(guó)的互聯(lián)互通目標(biāo)創(chuàng)造機(jī)會(huì)。

China and ASEAN countries are geographical neighbors and culturally connected with a long history of friendly contacts.In recent years, the two sides have been deepening cooperation in various fields and successfully developing the good-neighborly relations.Economic and trade cooperation has been an important cornerstone for the China-ASEAN Strategic Partnership, which has led to rich fruits.Ever since the construction of China-ASEAN Free Trade Area started in 2002, trade and investment between China and ASEAN have seen rapid expansion and deepening economic connections.Currently, the two sides are each other's fourth biggest trade partners.In the face of the global financial crisis, the two sides had seen bilateral trade volume nearing 150 billion U.S.dollars and mutual investment reaching 60 billion U.S.dollars in the first nine months of this year.The economic and trade cooperation between China and ASEAN has entered a new stage.過去一年，世界經(jīng)歷了國(guó)際金融危機(jī)的嚴(yán)峻挑戰(zhàn)。中國(guó)政府及時(shí)出臺(tái)了應(yīng)對(duì)國(guó)際金融危機(jī)的一攬子計(jì)劃，東盟國(guó)家也采取了一系列刺激經(jīng)濟(jì)增長(zhǎng)的舉措。各國(guó)同舟共濟(jì)，加強(qiáng)協(xié)作，應(yīng)對(duì)危機(jī)取得初步成效。當(dāng)前，中國(guó)經(jīng)濟(jì)形勢(shì)總體向好，經(jīng)濟(jì)增幅逐月回升；東盟經(jīng)濟(jì)下滑趨勢(shì)得到遏制，一些主要經(jīng)濟(jì)指標(biāo)開始好轉(zhuǎn)。中國(guó)和東盟經(jīng)濟(jì)出現(xiàn)積極變化，得益于各自的有效應(yīng)對(duì)和有力舉措，雙方日益緊密的經(jīng)貿(mào)合作也為克服困難提供了有力支撐。中國(guó)設(shè)立了總規(guī)模為100億美元的“中國(guó)-東盟投資合作基金”，并將在今后3-5年內(nèi)向東盟國(guó)家提供150億美元貸款；中國(guó)還與印尼、馬來西亞簽署了雙邊本幣互換協(xié)議，開展了跨境貿(mào)易人民幣結(jié)算試點(diǎn)，促進(jìn)了金融合作和經(jīng)濟(jì)發(fā)展。

In the past year, the world economy has faced the severe challenge of the financial crisis.The Chinese government rolled out a stimulus package to solve the crisis and lift its economy, while ASEAN countries have also adopted a series of stimulating measures.China has established a 10 billion U.S.dollar China-ASEAN Investment Cooperation Fund that would provide 15 billion U.S.dollars of credit to ASEAN countries in the next three to five years.China has also signed currency swap agreements with Indonesia and Malaysia and started cross-border yuan settlement services on a trial basis.China and ASEAN countries have joined hands to strengthen cooperation and made initial achievements in combating the crisis.Currently, the overall situation of China's economy is good and China is witnessing rising economic growth on a monthly basis;ASEAN members had also reined in economic downturn, as some of their key economic gauges have started to recover.The positive changes in the economies of both China and ASEAN members were benefited from their effective coping measures and stimulus packages, while the closer economic cooperation has also been an important support.女士們、先生們！

After ten years of unremitting efforts, the China-ASEAN Free Trade Area(CAFTA)will be established as planned on Jan.1, 2010.By then, zero-tariff treatment will be realized for 90 percent of the products traded between China and ASEAN countries, while the service trade market between the two sides will be opened in a substantial way.This is a significant milestone in regional economic cooperation, which marks that trade ties between China and ASEAN are to enter a new stage.We should further promote mutual economic and trade cooperation to a deeper level, as well as make joint efforts to boost the liberalization and facilitation of trade and investment.We firmly oppose trade and investment protectionism in any form, so as to advance global economic recovery and sustainable prosperity.綜觀全球，世界經(jīng)濟(jì)結(jié)構(gòu)、國(guó)際金融經(jīng)濟(jì)秩序正醞釀重大變革和調(diào)整，能源、糧食等市場(chǎng)引人關(guān)注，應(yīng)對(duì)氣候變化成為熱門話題，世界發(fā)展不平衡尤其是南北發(fā)展不平衡的狀況需要改變。

Globally, the world economy is experiencing great changes and the international financial and economic order is going through major reforms.Changes in energy and grain markets have drawn world attention and dealing with climate change has become a hot topic.The imbalanced development of the world, especially the imbalanced development between developing countries and their developed counterparts needs to be altered.我們應(yīng)當(dāng)立足當(dāng)前，繼續(xù)應(yīng)對(duì)國(guó)際金融危機(jī)，保持宏觀經(jīng)濟(jì)政策的連續(xù)性和穩(wěn)定性，增強(qiáng)政策的針對(duì)性、有效性和可持續(xù)性，促進(jìn)經(jīng)濟(jì)長(zhǎng)期平穩(wěn)較快發(fā)展，推動(dòng)世界經(jīng)濟(jì)全面復(fù)蘇；同時(shí)著眼長(zhǎng)遠(yuǎn)，考慮“后危機(jī)”乃至更長(zhǎng)一些時(shí)間，為適應(yīng)未來發(fā)展變化做充分準(zhǔn)備，調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，創(chuàng)新發(fā)展模式，促進(jìn)經(jīng)濟(jì)轉(zhuǎn)型，推動(dòng)世界經(jīng)濟(jì)全面持續(xù)平衡發(fā)展。中國(guó)和東盟各國(guó)應(yīng)順勢(shì)而為，抓住自貿(mào)區(qū)即將建成的機(jī)遇，拓展和加深經(jīng)貿(mào)合作，促進(jìn)彼此經(jīng)濟(jì)朝著更大規(guī)模、更高質(zhì)量、更可持續(xù)的方向發(fā)展，為全球經(jīng)濟(jì)恢復(fù)增長(zhǎng)和穩(wěn)定繁榮作出貢獻(xiàn)。在此，我提三點(diǎn)建議：

We should continue to see fighting the international financial crisis as the top task on the basis of the current situation, maintain the continuity and stability of the economic policies, and enhance pertinence, effectiveness and sustainability of such policies to ensure a fast and steady economic development and revive the world economy.At the same time, we should be far sighted and get prepared for future changes in the post-crisis period or even after that.We should push forward economic transformation and create new development mode to realize a comprehensive, continuous and balanced economic development.As the free trade area will be completed soon, China and ASEAN should seize the opportunity and expand and deepen economic and trade cooperation and boost their economies in a healthier and more sustainable manner.Here, I would like to make three proposals:

一是全面深化貿(mào)易合作。雙方應(yīng)根據(jù)已經(jīng)達(dá)成的貨物貿(mào)易、服務(wù)貿(mào)易的安排，充分交流意見，密切協(xié)作配合，簡(jiǎn)化政策程序，加大宣傳力度，把自貿(mào)協(xié)定的優(yōu)惠政策轉(zhuǎn)化為實(shí)實(shí)在在的行動(dòng)。在此基礎(chǔ)上，進(jìn)一步探討和完善有利于貿(mào)易便利化的政策措施，為企業(yè)提供更為充分的法律保護(hù)，創(chuàng)造更為有利的貿(mào)易環(huán)境。在鞏固傳統(tǒng)商品貿(mào)易的同時(shí)，努力增加機(jī)電、高新技術(shù)等高附加值產(chǎn)品的進(jìn)出口，不斷擴(kuò)大貿(mào)易規(guī)模，讓企業(yè)實(shí)現(xiàn)更大的發(fā)展，使人民得到更多的實(shí)惠。

First, to deepen trade cooperation in an all-round manner.The two sides should put into concrete practice the preferential policies of the free trade agreement in accordance with the achieved agreement of trade and service.On which basis we should further study and complete policies conducive to easier market access and market liberalization, and provide sufficient legal protection to offer enterprises more opportunities for further development, so as to boost economy and improve people's livelihood.The China-ASEAN Custom-Trade Cooperation Forum will beheld this afternoon, where relevant parties should step up dialogue on intensifying cooperation, simplifying procedures and enhancing publicizing efforts, so as to put measures for trade convenience and liberalization into concrete practice.二是突出加強(qiáng)投資合作。中國(guó)與東盟國(guó)家經(jīng)濟(jì)互補(bǔ)性強(qiáng)，生產(chǎn)要素各有優(yōu)勢(shì)，加強(qiáng)多邊與雙邊投資合作，有利于優(yōu)化區(qū)域資源配置。中國(guó)-東盟投資協(xié)議已全面生效，雙方應(yīng)共同努力，將投資便利化的措施落到實(shí)處。中國(guó)支持本國(guó)企業(yè)到東盟國(guó)家建立若干經(jīng)濟(jì)貿(mào)易合作區(qū)，推動(dòng)集群式投資，發(fā)展地區(qū)經(jīng)濟(jì)，回報(bào)當(dāng)?shù)厣鐣?huì)，同時(shí)歡迎東盟國(guó)家企業(yè)來華投資。公路、鐵路、水運(yùn)、通信等基礎(chǔ)設(shè)施互聯(lián)互通十分重要，應(yīng)當(dāng)予以重點(diǎn)投資。雙方還應(yīng)發(fā)揮各自優(yōu)勢(shì)，進(jìn)一步加強(qiáng)農(nóng)業(yè)、資源開發(fā)利用和新興產(chǎn)業(yè)等方面的投資合作，更多地關(guān)注民生工程建設(shè)，以投資帶貿(mào)易促發(fā)展，實(shí)現(xiàn)互利共贏。

Second, to prominently intensify investment cooperation.Economies of China and the ASEAN member states are complementary, with respective advantages in productive resources.Intensifying bilateral and multilateral investment cooperation will help optimize allocation of regional resources.Compared with trade exchanges, investment cooperation is apparently inadequate.There are both the necessity and potential for further expanding cooperation between China and ASEAN.The China-ASEAN Investment Agreement has become operational and China encourages domestic enterprises to establish several economic and trade cooperation zones in the ASEAN countries to promote collective investment, fuel regional economy and contribute to the local society.Meanwhile, China welcomes enterprises from ASEAN to invest in China.Both sides should provide support to construction of roads, railways, waterways and improvement of communication as the infrastructure construction are of great importance to mutual exchanges.The two sides should bring their advantages into play and further strengthen investment cooperation on agriculture, resources exploitation and emerging industries.More attention should be paid to the construction of livelihood projects, stimulate trade with investment and promote development with consumption, so as to achieve mutual benefits and win-win results.三是積極推進(jìn)次區(qū)域合作。開展次區(qū)域合作，可以更好地發(fā)揮地緣優(yōu)勢(shì)，更有針對(duì)性地推動(dòng)地區(qū)發(fā)展。中方積極支持東盟經(jīng)濟(jì)一體化建設(shè)，鼓勵(lì)企業(yè)參與東盟東部增長(zhǎng)區(qū)、大湄公河、泛北部灣等次區(qū)域合作，使其成為經(jīng)貿(mào)合作的新亮點(diǎn)。廣西作為中國(guó)-東盟交流合作的重要窗口，在實(shí)施西部大開發(fā)戰(zhàn)略的帶動(dòng)下，經(jīng)濟(jì)社會(huì)發(fā)展取得顯著成就。去年，廣西北部灣經(jīng)濟(jì)區(qū)開發(fā)開放規(guī)劃已由中國(guó)政府批準(zhǔn)實(shí)施。在應(yīng)對(duì)國(guó)際金融危機(jī)中，廣西經(jīng)濟(jì)保持了平穩(wěn)較快發(fā)展的良好勢(shì)頭。面向未來，我們深入推進(jìn)西部大開發(fā)的決心不會(huì)動(dòng)搖，政策不會(huì)改變，力度還會(huì)加大。歡迎更多東盟企業(yè)到廣西、到中國(guó)西部地區(qū)來投資興業(yè)、共謀發(fā)展。

Third, to further step up sub-regional cooperation.Pushing forward sub-regional cooperation can better bring the geographical advantages into play and boost regional development.China will actively back the economic integration of the ASEAN countries and encourage enterprises to increase cooperation in East ASEAN Growth Area, Greater Mekong Subregion and Pan Beibu Gulf, so as to make them new highlights of cooperation.Guangxi, as an important platform and window for exchanges and cooperation between China and ASEAN, recorded remarkable social and economic achievements, helped by the country's western development program.Currently, to open and develop Guangxi Beibu Gulf has become a national strategy, and Guangxi's economy maintains sound development.Looking into the future, China will firmly push forward and enhance development in the western region.China welcomes more enterprises from ASEAN to invest in Guangxi and west China for mutual development.女士們、先生們！

It is a great pleasure to join you in Nanning, China's Guangxi Zhuang Autonomous Region for the opening ceremony of the ninth China-ASEAN Business and Investment Summit and the 2012 Forum on China-ASEAN Free trade Area on the occasion of the tenth anniversary of the signing of the Framework Agreement on China-ASEAN Comprehensive Economic Cooperation.Let me begin by extending, on behalf of President Hu Jintao and the government and people of China, our warmest congratulations on the opening of the Summit and Forum and our sincere welcome to all the participating leaders of the ASEAN countries and other distinguished guests present today.中國(guó)-東盟博覽會(huì)和中國(guó)-東盟商務(wù)與投資峰會(huì)自2004年起已連續(xù)舉辦8屆，累計(jì)有42位中國(guó)和東盟國(guó)家領(lǐng)導(dǎo)人、1500多位部長(zhǎng)及貴賓出席，30多萬(wàn)名客商踴躍參會(huì)。這些年我們共同取得的上述成效充分表明：中國(guó)-東盟博覽會(huì)和商務(wù)與投資峰會(huì)不但是中國(guó)和東盟10國(guó)共同搭建的經(jīng)貿(mào)等多領(lǐng)域有效合作的大平臺(tái)，也是中國(guó)-東盟自貿(mào)區(qū)建設(shè)的助推器，給雙方企業(yè)和人民帶來了實(shí)惠，在中國(guó)和東盟合作中發(fā)揮著越來越重要的作用。

Since 2004, the China-ASEAN Expo and China-ASEAN Business and Investment Summit have been held eight times and attended by an accumulative 42 Chinese and ASEAN state leaders, more than 1500 ministers and VIPs and over 300,000 business visitors.The achievements we have jointly made over the years fully show that the Expo and Summit, built jointly by China and the ten ASEAN countries, are not only a major platform for effective cooperation in economic, trade and other areas, but also a big booster for the development of the China-ASEAN Free Trade Area.Bringing tangible benefits to the enterprises and people of the two sides, they are playing a more and more important role in China-ASEAN cooperation.中國(guó)與東盟各國(guó)友好關(guān)系源遠(yuǎn)流長(zhǎng)，上世紀(jì)90年代初建立的中國(guó)-東盟對(duì)話關(guān)系開啟了雙方關(guān)系新篇章。我們高興地看到，20多年來，中國(guó)和東盟各國(guó)相互尊重、平等相待，相互支持、共同發(fā)展，雙方關(guān)系從全面對(duì)話伙伴、睦鄰互信伙伴成長(zhǎng)為擁有廣泛共同利益的戰(zhàn)略伙伴，實(shí)現(xiàn)了歷史性跨越。雙方政治互信不斷加強(qiáng)，貿(mào)易增長(zhǎng)不斷加快，經(jīng)濟(jì)融合不斷加深，互聯(lián)互通不斷加速，合作之路越走越堅(jiān)實(shí)、越走越寬廣。

With a time-honored friendship, China and ASEAN countries opened a new chapter in their relations in the early 1990s with the establishment of dialogue relations.We are glad to see that over the past 20 years and more, China and ASEAN countries have supported each other on the basis of equality and mutual respect and achieved common development.Our relations have taken a historic leap from being comprehensive dialogue partners and good-neighborly partners of mutual trust to being strategic partners sharing extensive common interests.With our political trust strengthening steadily, our trade growing rapidly, our economic integration deepening, and our connectivity picking up speed, China-ASEAN cooperation holds out a bright future of increasingly solid and extensive development.我們始終堅(jiān)持睦鄰友好，相互理解和信任不斷增進(jìn)。中國(guó)-東盟關(guān)系的持續(xù)發(fā)展表明，中國(guó)周邊外交切實(shí)做到了與鄰為善、以鄰為伴。在東盟的對(duì)話伙伴中，中國(guó)是最早同東盟建立戰(zhàn)略伙伴關(guān)系、最早開啟同東盟建設(shè)自貿(mào)區(qū)進(jìn)程的國(guó)家?，F(xiàn)在中國(guó)和東盟國(guó)家領(lǐng)導(dǎo)人就像走親戚一樣常來常往，中國(guó)領(lǐng)導(dǎo)人幾乎每年都訪問東盟國(guó)家。雙方在重大國(guó)際和地區(qū)問題上保持密切溝通和協(xié)調(diào)，共同維護(hù)了發(fā)展中國(guó)家利益。We are always committed to friendship and good-neighborliness, resulting in enhanced mutual understanding and mutual trust.The continued growth of China-ASEAN relations shows clearly that China's diplomacy has lived up to the principle of building amity and partnership with neighbors.Among ASEAN's dialogue partners, China is the first to have established a strategic partnership and the first to have started the FTA process.Leaders of China and ASEAN countries have visited each other like family members, and visits to ASEAN countries by Chinese leaders are almost annual events.On major international and regional issues, the two sides have maintained close communication and coordination and worked jointly safeguarding the interests of developing countries.我們始終堅(jiān)持互利發(fā)展，經(jīng)貿(mào)合作成果日益豐碩。中國(guó)和東盟的貿(mào)易額已從建立對(duì)話關(guān)系之初的70億美元，躍升至2011年的3628億美元，年均增長(zhǎng)20%以上。2010年中國(guó)-東盟自貿(mào)區(qū)全面建成以來，雙方互利共贏的經(jīng)貿(mào)合作更顯示出強(qiáng)大發(fā)展動(dòng)力和活力。中國(guó)已連續(xù)3年成為東盟第一大貿(mào)易伙伴，東盟成為中國(guó)第三大貿(mào)易伙伴。雙方還互為重要投資伙伴，雙向投資穩(wěn)步發(fā)展。截至今年7月，雙方相互投資累計(jì)近千億美元。我們還通過設(shè)立中國(guó)-東盟投資合作基金、向東盟提供優(yōu)惠信貸等多種方式，向東盟提供力所能及的資金支持，為促進(jìn)東盟國(guó)家經(jīng)濟(jì)發(fā)展起到了積極作用。

We are always committed to mutually-beneficial development, resulting in growing gains in trade and economic cooperation.Two-way trade between China and ASEAN surged from seven billion U.S.dollars in the early days of our dialogue relations to 362.8 billion last year, registering an average annual growth of over 20 percent.Since China-ASEAN FTA was launched in 2010, our win-win cooperation in the economy and trade has displayed even greater vitality.China has been ASEAN's largest trading partner for three consecutive years and ASEAN has become China's third largest trading partner.We are also each other's major partners of investment, with two-way investment growing steadily.By last July, investment between the two sides had totaled nearly 100 billion U.S.dollars.What is more, China has provided financial support to ASEAN to the best of its abilities by setting up the China-ASEAN Investment Cooperation Fund and making concessional loans, facilitating economic development in ASEAN countries.我們始終堅(jiān)持共同發(fā)展，各領(lǐng)域合作機(jī)制不斷完善。中國(guó)和東盟經(jīng)貿(mào)合作不斷擴(kuò)大和深化，也對(duì)多領(lǐng)域合作提出新的需求。目前，中國(guó)和東盟已圓滿完成第一份戰(zhàn)略伙伴關(guān)系五年行動(dòng)計(jì)劃，正在20多個(gè)領(lǐng)域開展互利合作。雙方建立起12個(gè)部長(zhǎng)級(jí)會(huì)議機(jī)制，成功打造了中國(guó)-東盟博覽會(huì)、中國(guó)-東盟商務(wù)與投資峰會(huì)、中國(guó)-東盟中心、中國(guó)-東盟環(huán)保中心、教育交流周等一系列合作平臺(tái)，形成全方位、多層次、寬領(lǐng)域的合作格局。

We are always committed to common development and steadily improving cooperation mechanisms in the various fields.As China-ASEAN business cooperation expands and deepens, new requirements have been raised for bilateral cooperation in other areas.At present, having successfully completed the first five-year plan of Action to Implement the Joint Declaration on China-ASEAN Strategic Partnership for Peace and Prosperity, China and ASEAN are conducting mutually-beneficial cooperation in over 20 areas.The two sides have set up 12 ministerial meeting mechanisms, established the China-ASEAN Expo, China-ASEAN Business and Investment Summit, ASEAN-China Center, China-ASEAN Environmental Cooperation Center, China-ASEAN Education Cooperation Week and other cooperation platforms, and brought about a pattern of comprehensive, multi-tiered and wide-ranging cooperation.我們始終堅(jiān)持同舟共濟(jì)，不斷戰(zhàn)勝各種困難和挑戰(zhàn)。中國(guó)和東盟國(guó)家不僅利益與共，而且安危與共。從應(yīng)對(duì)亞洲金融危機(jī)到應(yīng)對(duì)國(guó)際金融危機(jī)沖擊，從抗擊印度洋海嘯到抗擊非典疫情和中國(guó)汶川特大地震災(zāi)害，雙方人民總是守望相助、患難與共。中國(guó)人民不會(huì)忘記，在汶川特大地震期間，東盟各國(guó)人民給予的無私援助；中國(guó)人民同樣不會(huì)忘記，在共同面對(duì)亞洲金融危機(jī)和國(guó)際金融危機(jī)沖擊時(shí)，中國(guó)和東盟國(guó)家化挑戰(zhàn)為機(jī)遇、變壓力為動(dòng)力的奮斗歷程。路遙知馬力，患難見真情。中國(guó)和東盟友好關(guān)系歷經(jīng)考驗(yàn)、歷久彌堅(jiān)。

We are always committed to working closely together to overcome difficulties and challenges.China and ASEAN countries have not only had common interests but also shared common stakes.From tackling the Asian financial crisis to addressing the impact of the international financial crisis, from fighting the Indian Ocean tsunami to responding to the SARS epidemic and the mega earthquake in China' s Wenchuan, people of the two sides have stood alongside each other and shared weal and woe.The Chinese people will never forget the selfless assistance from the people of ASEAN countries in the aftermath of the Wenchuan earthquake.Nor will we ever forget the trying journey that China and ASEAN countries have taken together to turn challenges into opportunities and pressure into strength in the face of the Asian financial crisis and the international financial crisis.As distance tests a horse' s stamina, so time reveals a person's heart.China-ASEAN friendship has stood the test of time and emerged even stronger.實(shí)踐已經(jīng)、正在、還將繼續(xù)證明，中國(guó)和東盟既是團(tuán)結(jié)友好、相互信任的好鄰居，又是優(yōu)勢(shì)互補(bǔ)、合作共贏的好伙伴。中國(guó)和東盟睦鄰友好合作，不但促進(jìn)了我們各自國(guó)家的經(jīng)濟(jì)社會(huì)發(fā)展，給雙方人民帶來巨大利益和福祉，而且也為東亞乃至整個(gè)亞洲地區(qū)經(jīng)濟(jì)持續(xù)穩(wěn)定發(fā)展作出了重要貢獻(xiàn)。

What has happened proves and will continue to prove that China and ASEAN are good neighbors enjoying solidarity, friendship and mutual trust, and that we are good partners with mutually complementary advantages and capacity for win-win cooperation.The friendship and good neighborly cooperation between us have not only brought about economic and social development in our own countries and delivered enormous benefits to our peoples, but also contributed significantly to sustained and steady economic development in East Asia and Asia as a whole.女士們、先生們！

Ladies and Gentlemen，中華人民共和國(guó)成立60多年來、特別是改革開放30多年來，雖然在現(xiàn)代化建設(shè)方面取得舉世矚目的成就，但中國(guó)是世界上最大發(fā)展中國(guó)家的國(guó)際地位沒有變，中國(guó)獨(dú)立自主的和平外交政策沒有變，中國(guó)走和平發(fā)展道路和實(shí)行對(duì)外開放的基本國(guó)策沒有變。

Since the founding of the People' s Republic of China over 60 years ago, and particularly since the country introduced the reform and opening-up program over 30 years ago, China has indeed made remarkable progress in its modernization drive.Nevertheless, China's international status as the world's largest developing country, China's independent foreign policy of peace, and China's basic state policy of peaceful development and opening to the outside world all remain unchanged.中國(guó)越是發(fā)展，同地區(qū)和世界的聯(lián)系越是緊密，就越需要一個(gè)穩(wěn)定的地區(qū)環(huán)境與和平的國(guó)際環(huán)境。中國(guó)近代以來曾飽經(jīng)滄桑，我們深知發(fā)展之重要、和平之珍貴，將堅(jiān)定不移走和平發(fā)展道路，堅(jiān)定不移奉行互利共贏的開放戰(zhàn)略，堅(jiān)定不移貫徹與鄰為善、以鄰為伴的周邊外交方針。中國(guó)始終是維護(hù)地區(qū)與世界和平穩(wěn)定的堅(jiān)定力量，我們堅(jiān)定捍衛(wèi)國(guó)家主權(quán)、安全、領(lǐng)土完整，致力于通過友好談判，和平解決同鄰國(guó)的領(lǐng)土、領(lǐng)海、海洋權(quán)益爭(zhēng)端。我們永遠(yuǎn)不爭(zhēng)霸、永遠(yuǎn)不稱霸。既通過維護(hù)世界和平發(fā)展自己、又通過自身發(fā)展維護(hù)世界和平，這就是中國(guó)和平發(fā)展道路的題中應(yīng)有之義。

The more progress China makes in development and the closer its links with the region and the world, the more important it is for the country to have a stable regional environment and a peaceful international environment.Having gone through numerous vicissitudes in modern times, we are deeply aware of the importance of development and the preciousness of peace.We will be all the more determined to go for peaceful development, follow the win-win strategy of opening-up, and implement the policy of building friendship and partnerships with neighboring countries.China will always be a staunch force for peace and stability in the region and the world at large.We are firm in safeguarding China's sovereignty, security and territorial integrity and are committed to resolving difference with neighbors concerning territorial land, territorial sea and maritime rights and interests peacefully through friendly negotiations.We will never seek hegemony, nor behave in a hegemonic manner.By peaceful development, we mean to develop ourselves by upholding world peace and to uphold world peace through our own development.當(dāng)前，中國(guó)經(jīng)濟(jì)形勢(shì)總體上是好的，我們對(duì)加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、穩(wěn)定外需、擴(kuò)大內(nèi)需、全面建成惠及中國(guó)十幾億人口的更高水平的小康社會(huì)充滿信心。中國(guó)的發(fā)展是和平的發(fā)展、開放的發(fā)展、合作的發(fā)展、共贏的發(fā)展。在本世紀(jì)第二個(gè)10年，中國(guó)將進(jìn)一步全面發(fā)展開放型經(jīng)濟(jì)，不斷鞏固同發(fā)達(dá)國(guó)家的經(jīng)貿(mào)合作，繼續(xù)加強(qiáng)同發(fā)展中國(guó)家的互利合作，深化和擴(kuò)大同周邊國(guó)家的務(wù)實(shí)合作。中國(guó)將不斷完善區(qū)域開放格局，繼續(xù)深化沿海開放，加快內(nèi)陸和沿邊地區(qū)開放，促進(jìn)同周邊國(guó)家共同發(fā)展。實(shí)踐已經(jīng)并將繼續(xù)證明，中國(guó)的持續(xù)發(fā)展和繁榮對(duì)周邊鄰國(guó)是重大機(jī)遇、持續(xù)利好，將給包括東盟國(guó)家在內(nèi)的世界各國(guó)帶來重要發(fā)展機(jī)遇。

The current economic situation in China is generally sound.We have full confidence in our ability to speed up the shift of growth model, stabilize external demand, expand domestic demand and build a society of higher level initial prosperity in an all-round way that benefits the over one billion people.China's development is peaceful, open, cooperative and win-win-oriented.In the second decade of this century, China will develop an open economy in an all-round way by deepening trade and economic cooperation with developed countries, strengthening mutually-beneficial cooperation with developing countries, and expanding results-oriented cooperation with neighboring countries.China will step up the improvement of the opening pattern for its regions by deepening openness of its coastal areas, accelerating openness of its inland and border areas, and seeking common development with neighboring countries.Facts have, and will continue to show, that China's sustained development and prosperity offer an important and lasting window of opportunities to its neighbors, and promise important development opportunities to countries around the world, ASEAN countries included.當(dāng)前，世界經(jīng)濟(jì)增長(zhǎng)乏力，歐債危機(jī)持續(xù)發(fā)酵，面臨諸多不穩(wěn)定不確定因素。亞洲地區(qū)雖然也面臨不少困難和挑戰(zhàn)，但總體仍保持較快發(fā)展勢(shì)頭。中國(guó)同東盟作為友好近鄰和戰(zhàn)略伙伴，應(yīng)該審時(shí)度勢(shì)、順勢(shì)而為，攜手推進(jìn)深度合作，共同贏得持續(xù)發(fā)展。為此，我愿提出以下4點(diǎn)建議。

At present, global economic growth remains sluggish with the European debt crisis continuing unabated and uncertainties and destabilizing factors existing side by side.Despite many difficulties and challenges, Asia has on the whole maintained the momentum of a fairly rapid growth.As friendly and close neighbors and strategic partners, China and ASEAN need to size up the situation and work together to deepen cooperation for sustained development.To this end, I wish to make a four-point proposal:

第一，更大力度提升自貿(mào)區(qū)建設(shè)水平。涵蓋19億人口的中國(guó)-東盟自貿(mào)區(qū)建成不到3年，為深化以東盟為中心的區(qū)域一體化合作奠定了堅(jiān)實(shí)基礎(chǔ)。希望雙方繼續(xù)落實(shí)和完善自貿(mào)區(qū)各項(xiàng)協(xié)議，進(jìn)一步提高貿(mào)易和投資自由化便利化水平，優(yōu)化進(jìn)出口商品結(jié)構(gòu)，到2015年如期實(shí)現(xiàn)雙方貿(mào)易額達(dá)到5000億美元的目標(biāo)。要以今年開展的中國(guó)-東盟科技合作年為契機(jī)，加強(qiáng)自貿(mào)區(qū)框架下的經(jīng)濟(jì)技術(shù)合作，促進(jìn)政策宣傳和能力建設(shè)，提高優(yōu)惠政策利用率。繼續(xù)深化產(chǎn)業(yè)合作，優(yōu)化區(qū)域資源配置。秉持開放包容、平等互利原則，擴(kuò)大自貿(mào)區(qū)覆蓋范圍。中方已在廣西南寧、浙江義烏等地建立了中國(guó)-東盟商品交易中心，東盟各國(guó)企業(yè)可充分利用這些新平臺(tái)，加強(qiáng)產(chǎn)品宣傳與推廣，以便在中國(guó)市場(chǎng)贏得更大份額。

First, work more vigorously to improve on the FTA development.It has just been less than three years since the launch of the China-ASEAN FTA.This arrangement, covering 1.9 billion people, has laid a solid foundation for ASEAN-centered regional integration and cooperation.We hope that the two sides will continue to implement the various FTA agreements, further improve on trade and investment liberalization and facilitation, and optimize the mix of import and export commodities, so as to meet, as scheduled, the trade volume target of 500 billion U.S.dollars by 2015.We should take the current China-ASEAN science and technology cooperation year as the opportunity to strengthen economic and technological cooperation within the FTA framework, promote policy awareness and capacity building, and raise the use rate of preferential policies.We should deepen industrial cooperation and improve intra-regional allocation of resources.We should expand the FTA coverage by acting in a spirit of openness, inclusion, equality and mutual benefit.China has already set up in Nanning, Guangxi and Yiwu, Zhejiang China-ASEAN commodity trade centers, which are new platforms that ASEAN companies can use to promote their products and increase their share in the Chinese market.第二，更大力度深化雙向投資合作。本世紀(jì)第二個(gè)10年，中國(guó)將繼續(xù)把“引進(jìn)來”同“走出去”結(jié)合起來，引導(dǎo)中國(guó)企業(yè)有序到境外投資，積極開展有利于改善當(dāng)?shù)鼗A(chǔ)設(shè)施和人民生活的項(xiàng)目合作。東盟國(guó)家是中國(guó)企業(yè)“走出去”的首選地之一，也是中國(guó)吸引外資的重要來源地。近年來，中國(guó)企業(yè)對(duì)東盟的投資快速增長(zhǎng)，投資領(lǐng)域已從傳統(tǒng)的建筑行業(yè)和工程承包向新能源、制造業(yè)、商業(yè)服務(wù)等領(lǐng)域拓展。中國(guó)還將結(jié)合在東盟國(guó)家建立經(jīng)貿(mào)合作區(qū)的舉措，鼓勵(lì)和支持有實(shí)力的中國(guó)企業(yè)擴(kuò)大對(duì)東盟國(guó)家投資。同時(shí)，中國(guó)也一如既往歡迎東盟各國(guó)企業(yè)到中國(guó)投資興業(yè)，特別是到充滿發(fā)展?jié)摿Φ闹形鞑康貐^(qū)開展互利合作。

Second, work more vigorously to deepen cooperation in two-way investment.In the second decade of this century, China will continue to combine “bringing in” and “going global,” guide its enterprises to make overseas investments in an orderly way and actively work on cooperation projects designed to improve on local infrastructure and people's welfare.ASEAN countries are among the top destinations of Chinese enterprises “going global” and also are a key source of foreign investment in China.In recent years, investments in ASEAN countries by Chinese enterprises have increased rapidly, with areas expanding from traditional construction and project contracting to new energies, manufacturing, business services and other new areas.While setting up economic and trade cooperation zones inside ASEAN countries, China will also encourage capable Chinese enterprises to expand their investment in ASEAN countries.At the same time, we will, as always, welcome investment in China by enterprises from ASEAN countries, particularly in China's central and western regions where mutually-beneficial cooperation between the two sides promises huge potential returns.第三，更大力度推進(jìn)互聯(lián)互通建設(shè)。實(shí)現(xiàn)東盟內(nèi)部以及中國(guó)-東盟的互聯(lián)互通，是深化經(jīng)貿(mào)合作和人員往來的重要基礎(chǔ)，是促進(jìn)域內(nèi)經(jīng)濟(jì)融合、提升地區(qū)競(jìng)爭(zhēng)力的戰(zhàn)略舉措，有利于地區(qū)經(jīng)濟(jì)持續(xù)穩(wěn)定增長(zhǎng)。中國(guó)愿同東盟開展全方位、深層次、戰(zhàn)略性的互聯(lián)互通。目前，中國(guó)-東盟互聯(lián)互通中方委員會(huì)正在積極籌建中，并將同東盟相關(guān)機(jī)構(gòu)加強(qiáng)對(duì)接和機(jī)制化交流。我們?cè)敢馔ㄟ^建立促進(jìn)互聯(lián)互通建設(shè)的投資融資平臺(tái)，加強(qiáng)同東盟國(guó)家的陸上通道建設(shè)，構(gòu)筑雙方海上互聯(lián)互通網(wǎng)絡(luò)，開拓港口、海運(yùn)物流和臨港產(chǎn)業(yè)等領(lǐng)域合作。

Third, work more vigorously to advance connectivity.Connectivity within ASEAN and between China and ASEAN is the important foundation for deepening trade and economic cooperation as well as personnel exchanges.It is a measure of strategic importance that will promote intra-regional economic integration and enhance regional competitiveness, thus contributing to a sustained and steady growth of the regional economy.China is ready to establish all-dimensional, in-depth and strategic connectivity with ASEAN.Currently, we are actively preparing for the establishment of the Chinese Committee on China-ASEAN Connectivity and will in due course set up interaction and institutionalized exchanges with relevant ASEAN agencies.We are ready to set up an investment and financing platform for connectivity, step up land connectivity with ASEAN countries, build maritime connectivity network and expand cooperation in such areas as ports, maritime logistics and port industries.第四，更大力度促進(jìn)社會(huì)人文交流。睦鄰友好的深厚基礎(chǔ)在民間。要充分發(fā)揮中國(guó)-東盟中心、民間友好組織大會(huì)、教育交流周等機(jī)構(gòu)和平臺(tái)作用，促進(jìn)文化、教育、旅游、青年等各領(lǐng)域友好交流，增進(jìn)雙方人民了解和友誼。探討建立旅游合作新平臺(tái)，實(shí)現(xiàn)到2015年雙方人員往來1500萬(wàn)人次的目標(biāo)。開展豐富多彩的青年友好交流活動(dòng)。中方倡議建立中國(guó)-東盟留學(xué)生聯(lián)誼會(huì)，雙方要積極落實(shí)2020年把互派留學(xué)生規(guī)模擴(kuò)大到10萬(wàn)人的“雙十萬(wàn)計(jì)劃”，讓更多青年參與到地區(qū)合作交流中來，使中國(guó)-東盟睦鄰友好薪火相傳。

Fourth, work more vigorously to promote social and people-to-people exchanges.The bedrock for friendship and good-neighborliness is with the people.We should make full use of the institutions and platforms such as ASEAN-China Center, Conference on China-ASEAN People-to-People Friendship Organizations and China-ASEAN Education Cooperation Week to facilitate friendly exchanges in culture, education, tourism, youth and other areas with a view to increasing the mutual understanding and friendship between our peoples.We should explore for the creation of a new platform of tourism cooperation designed to raise the number of people engaged in two-way personnel exchange to 15 million by 2015.We should also carry out a variety of youth exchanges and activities between the two sides.China proposes the establishment of a China-ASEAN Students' Friendship Association.Both sides should work to implement the “Double 100,000 Students Mobility Program” that envisages 100,000 students from each side by 2020, so that more young people will join our exchanges of regional cooperation and carry forward the torch of China-ASEAN friendship and good-neighborliness.女士們、先生們！

Ladies and Gentlemen，在經(jīng)濟(jì)全球化、區(qū)域一體化深入發(fā)展的新形勢(shì)下，中國(guó)和東盟的前途命運(yùn)比以往任何時(shí)候都更加緊密地聯(lián)系在一起。不斷深化中國(guó)-東盟戰(zhàn)略伙伴關(guān)系，是雙方共同的戰(zhàn)略選擇。我深信，依靠我們大家共同努力，依靠東盟秘書處和承辦地中國(guó)廣西壯族自治區(qū)的積極工作，中國(guó)-東盟博覽會(huì)、商務(wù)與投資峰會(huì)、自貿(mào)區(qū)論壇將進(jìn)一步辦出特色、辦出水平、辦出實(shí)效，在服務(wù)中國(guó)-東盟友好合作、促進(jìn)自貿(mào)區(qū)建設(shè)方面作出更大貢獻(xiàn)。中國(guó)愿同東盟各國(guó)攜手共進(jìn)，共同開創(chuàng)中國(guó)-東盟友好合作更加美好的明天！

With economic globalization and regional integration developing in greater depth, the future destinies of China and ASEAN have never been so closely linked with each other.It is our common strategic choice to further China-ASEAN strategic partnership.I am convinced that with our joint efforts, including the hard work of the ASEAN Secretariat and our host, China's Guangxi Zhuang Autonomous Region, the China-ASEAN Expo, China-ASEAN Business and Investment Summit and Forum on China-ASEAN Free Trade Area will be a great success with their special features and real results, thus making a big contribution to China-ASEAN cooperation and FTA development.China will work with ASEAN countries in jointly ushering in a better future for China-ASEAN friendship and cooperation.最后，我衷心祝愿本屆中國(guó)-東盟博覽會(huì)、商務(wù)與投資峰會(huì)和2012中國(guó)-東盟自貿(mào)區(qū)論壇取得圓滿成功！
