第一篇：旅游管理專業(yè)中外合作辦學(xué)模式探討

隨著高等教育國際化趨勢的加強(qiáng)，中外合作辦學(xué)在高校各專業(yè)和領(lǐng)域中蓬勃開展起來，在引進(jìn)外國優(yōu)質(zhì)教育資源的同時，促進(jìn)了我國教育發(fā)展與改革，增強(qiáng)了我國教育的國際競爭力。旅游管理專業(yè)在我國起步較晚，在專業(yè)方向、培養(yǎng)方案、課程體系和教學(xué)內(nèi)容等方面存在不足。因此，在我國高校的旅游管理專業(yè)實施“2+2”中外合作辦學(xué)模式，對于充分利用國外先進(jìn)的專業(yè)教育資源，借鑒國外大學(xué)旅游管理專業(yè)本科教學(xué)經(jīng)驗，探討我國高校旅游管理專業(yè)新的培養(yǎng)模式，均能起到一定的探索和借鑒作用。

大連大學(xué)與澳大利亞南十字星大學(xué)(southern crossuniversity)于2003年開始合作開辦旅游管理專業(yè)“2+2”合作辦學(xué)模式，現(xiàn)已有大批學(xué)生順利畢業(yè)，獲得了大連大學(xué)和澳大利亞南十字星大學(xué)的畢業(yè)證書及學(xué)士學(xué)位，并有部分學(xué)生在澳大利亞繼續(xù)攻讀碩士學(xué)位。本文以此為例，詳細(xì)探討旅游管理專業(yè)“2+2”中外合作辦學(xué)模式的做法和成效，以進(jìn)一步提高旅游管理專業(yè)國際化人才培養(yǎng)的質(zhì)量和水平。

一、合作背景

大連大學(xué)是一所立足大連、服務(wù)遼寧、面向全國，擁有哲、法、經(jīng)濟(jì)、教育、文、史、理、工、醫(yī)、管理10大學(xué)科門類的大連市屬綜合性普通高等學(xué)校。大連大學(xué)現(xiàn)有24個學(xué)院，49個本科專業(yè)，35個碩士點，全日制在校學(xué)生近15 000人。

南十字星大學(xué)是澳大利亞公立大學(xué)之一，具有頒發(fā)學(xué)士、碩士、博士學(xué)位的資質(zhì)。該校的專業(yè)設(shè)置與就業(yè)緊密聯(lián)系，緊貼科技和社會發(fā)展的需要，其在學(xué)科設(shè)置的靈活性、學(xué)生畢業(yè)后的就業(yè)率等方面已成為全澳大利亞的佼佼者，是澳大利亞享有盛譽(yù)的高等學(xué)府。

二、專業(yè)合作思路

旅游管理專業(yè)在大連大學(xué)與澳大利亞南十字星大學(xué)都是成熟專業(yè)，有著良好的專業(yè)辦學(xué)經(jīng)驗和優(yōu)秀的師資隊伍。澳大利亞南十字星大學(xué)的旅游管理專業(yè)是該校很突出的一個專業(yè)，隸屬于該校的旅游與酒店管理學(xué)院，該學(xué)院在澳大利亞利斯莫爾、考夫斯港、黃金海岸、悉尼分別有四個校區(qū)，同澳大利亞多家旅游組織和集團(tuán)公司有著密切的合作伙伴關(guān)系，連續(xù)多年獲澳大利亞旅游行業(yè)教育優(yōu)異獎。

為了引進(jìn)國外優(yōu)質(zhì)教育資源，進(jìn)一步提高旅游管理專業(yè)的辦學(xué)水平，經(jīng)有關(guān)部門批準(zhǔn)，大連大學(xué)與澳大利亞南十字星大學(xué)共同開辦旅游管理專業(yè)合作辦學(xué)項目。該合作辦學(xué)項目采用“‘2+2’”辦學(xué)模式，進(jìn)入該項目的學(xué)生前兩年在大連大學(xué)學(xué)習(xí)，后兩年到澳大利亞南十字星大學(xué)學(xué)習(xí)，雙方互相承認(rèn)學(xué)分。學(xué)生經(jīng)過四年的學(xué)習(xí)，成績合格可分別獲得大連大學(xué)旅游管理專業(yè)本科畢業(yè)證書、學(xué)士學(xué)位證書，以及澳大利亞南十字星大學(xué)旅游管理專業(yè)的學(xué)士學(xué)位證書。

旅游管理專業(yè)是當(dāng)今的急需專業(yè)，也是合作雙方的成熟專業(yè)。旅游管理專業(yè)“2+2”培養(yǎng)具有扎實的英語語言基礎(chǔ)，較高的語言交際能力，同時具備旅游管理專業(yè)知識和良好的綜合素質(zhì)，系統(tǒng)地掌握旅游管理基本理論和技能，適應(yīng)國內(nèi)及國際市場經(jīng)濟(jì)和旅游業(yè)發(fā)展，能在各級旅游行政管理部門、旅游單位從事旅游管理工作，具有現(xiàn)代化英語辦公能力、適應(yīng)現(xiàn)代化管理的綜合型、應(yīng)用型的國際人才。

三、教學(xué)模式探討

我國的旅游業(yè)本身起步較晚，相應(yīng)的旅游管理專業(yè)高等教育體系形成也比較晚，大約在20世紀(jì)90年代才進(jìn)入快速發(fā)展時期。在我國現(xiàn)有各大高校開設(shè)的旅游管理專業(yè)中，人才培養(yǎng)目標(biāo)普遍比較籠統(tǒng)，專業(yè)綜合性較強(qiáng)，培養(yǎng)方案中體現(xiàn)出理論能力和實踐能力并重培養(yǎng)。在課程教學(xué)計劃中，公共基礎(chǔ)課占用大量學(xué)時，專業(yè)基礎(chǔ)課和專業(yè)方向課覆蓋范圍廣，針對性不強(qiáng)。

澳大利亞的旅游高等教育是由職業(yè)教育發(fā)展而來。最初的旅游專業(yè)課程出現(xiàn)在職業(yè)技術(shù)學(xué)院，后來隨著澳大利亞旅游業(yè)的不斷發(fā)展，旅游專業(yè)的高等教育也逐漸發(fā)展和完善起來。澳大利亞高校的旅游專業(yè)劃分較細(xì)，人才培養(yǎng)目標(biāo)非常具體，不同的專業(yè)方向按照專業(yè)教學(xué)和能力要求開設(shè)不同的課程，注重旅游操作能力，實踐性強(qiáng)。針對細(xì)分的專業(yè)方向，各大高校的旅游專業(yè)課程設(shè)置門類劃分很細(xì)，突出專業(yè)方向性培養(yǎng)。

綜合我國旅游管理專業(yè)高等教育現(xiàn)狀，結(jié)合澳大利亞旅游專業(yè)高等教育的優(yōu)勢，大連大學(xué)旅游管理專業(yè)“2+2”模式在教學(xué)模式和課程設(shè)置方面，注重外國語言基礎(chǔ)教育和旅游專業(yè)課程的國際導(dǎo)向。具體的課程設(shè)置如下所示。中方要求開設(shè)的課程

主要指按照國家教育部規(guī)定所學(xué)的各門公共基礎(chǔ)課程、專業(yè)基礎(chǔ)課程和專業(yè)課程，包括英語類課程、計算機(jī)類課程、數(shù)學(xué)類課程、政治理論類課程以及專業(yè)基礎(chǔ)課程和高級專業(yè)課程?；凇?+2”的培養(yǎng)模式，在英語類課程設(shè)置方面，不同于國內(nèi)四年制的旅游管理專業(yè)，而是重視學(xué)生英語能力的培養(yǎng)和提高，增加英語學(xué)時，開設(shè)了英語聽、說、讀、寫以及雅思專項培訓(xùn)等大量英語課程，為學(xué)生后兩年出國學(xué)習(xí)奠定基礎(chǔ)。與澳大利亞南十字星大學(xué)的對接課程

主要指澳大利亞南十字星大學(xué)要求在中國境內(nèi)為學(xué)生開設(shè)的專業(yè)基礎(chǔ)課程及部分高級專業(yè)課程。這類課程由澳大利亞南十字星大學(xué)指定英文原版教材，提供課程的詳細(xì)大綱和樣本試卷，在大連大學(xué)采用雙語授課，試卷采用英文出題和作答。按照大連大學(xué)與南十字星大學(xué)的合作辦學(xué)協(xié)議，旅游管理專業(yè)有6門該類對接課程。此類課程集中體現(xiàn)了合作辦學(xué)的專業(yè)特色，引進(jìn)和吸收了國外優(yōu)質(zhì)的教育資源。旅游管理專業(yè)“2+2”的具體課程設(shè)置

旅游管理專業(yè)“2+2”的專業(yè)特色是系統(tǒng)學(xué)習(xí)發(fā)達(dá)國家旅游管理理論和實務(wù)，使學(xué)生掌握西方旅游管理前沿理論和實踐，能夠從事跨文化環(huán)境下的國際商務(wù)和旅游與飯店管理工作。按照專業(yè)培養(yǎng)目標(biāo)，結(jié)合“2+2”專業(yè)學(xué)生的學(xué)習(xí)特點，大連大學(xué)旅游管理專業(yè)“2+2”模式每學(xué)期開設(shè)的具體課程如圖1所示，圖中8個模塊分別表示第1學(xué)期～第8學(xué)期的課程設(shè)置，其中第1學(xué)期一第4學(xué)期的課程在大連大學(xué)完成，第5學(xué)期～第8學(xué)期的課程在南十字星大學(xué)完成。

圖1所有課程中綜合教育課程為46個學(xué)分，學(xué)科基礎(chǔ)課程為43個學(xué)分，專業(yè)基礎(chǔ)課程為38個學(xué)分，專業(yè)方向課程為54個學(xué)分，合計181個學(xué)分。按照《大連大學(xué)學(xué)分制學(xué)士學(xué)位工作細(xì)則》，如果旅游管理專業(yè)“2+2”模式的學(xué)生修滿規(guī)定的學(xué)分，將由大連大學(xué)授予他們管理學(xué)學(xué)士學(xué)位，由澳大利亞南十字星大學(xué)授予商學(xué)士學(xué)位。

旅游專業(yè)中外合作辦學(xué)建設(shè)報告

隨著全球化走向深入，無論對發(fā)達(dá)國家還是對發(fā)展中國家來說，國際合作辦學(xué)都是中等職業(yè)教育發(fā)展的新趨勢。就我校來說，開展國際合作辦學(xué)不但可以提升學(xué)校辦學(xué)層次、辦學(xué)水平，使教職員工具有更加開放、包容的國際化辦學(xué)理念和視野，也可以通過學(xué)習(xí)國外先進(jìn)教學(xué)經(jīng)驗，改善課程結(jié)構(gòu)等，給學(xué)生提供接受國外先進(jìn)高等教育的機(jī)會，提升學(xué)校在地方區(qū)域內(nèi)的知名度。

為加大學(xué)校辦學(xué)模式改革力度，吸收更多國際職教先進(jìn)經(jīng)驗，增強(qiáng)學(xué)校辦學(xué)實力，同時為學(xué)生提供更多、更好的發(fā)展選擇，2011年9月，我校與新加坡智源教育學(xué)院簽署了旅游及酒店管理專業(yè)聯(lián)合辦學(xué)協(xié)議書，為本專業(yè)學(xué)生出國深造乃至就業(yè)提供了機(jī)遇與平臺。按照協(xié)議，赴智源教育學(xué)院留學(xué)的學(xué)生前三年在我校就讀，取得我校合格畢業(yè)的基本條件并滿足智源教育學(xué)院其它就讀條件之后，根據(jù)個人意愿并由我校擇優(yōu)推薦，第四年進(jìn)入智源教育學(xué)院完成大專課程進(jìn)修，成績合格后由智源教育學(xué)院頒發(fā)大專畢業(yè)證書并推薦至國外相關(guān)行業(yè)就業(yè)。該項工作將于2013年下半年正式啟動。

同時為深化兩校合作，充分整合雙方教育資源，實現(xiàn)優(yōu)勢互補(bǔ)，更好地借鑒吸收先進(jìn)辦學(xué)理念，為本次國家中職教育改革發(fā)展示范校建設(shè)及本校今后的進(jìn)一步發(fā)展注入新動力，智源教育學(xué)院同時表示愿意為我校提供

教師培訓(xùn)業(yè)務(wù)，并提供一切培訓(xùn)師資、培訓(xùn)環(huán)境和培訓(xùn)條件。我校國示校建設(shè)領(lǐng)導(dǎo)小組旅游專業(yè)建設(shè)領(lǐng)導(dǎo)李言奎、肖險峰兩位同志于2012年6月19日赴新加坡南洋理工學(xué)院進(jìn)行了為期10天的“NYP辦學(xué)理念與院校管理”培訓(xùn)，并順利取得了結(jié)業(yè)證書；2013年7月12至16日，專業(yè)帶頭人陳晴老師赴新加坡參加“職業(yè)教育模式與課程體系建設(shè)”培訓(xùn)學(xué)習(xí)，引進(jìn)了新加坡智源教育學(xué)校先進(jìn)的課程體系理念、職業(yè)教育先進(jìn)思想，從而指導(dǎo)旅游專業(yè)的教育教學(xué)改革，并與新加坡智源教育學(xué)院簽訂了《師資培訓(xùn)意向性協(xié)議書》。

小結(jié)：

通過兩年示范校建設(shè)，旅游專業(yè)通過中外合作辦學(xué)，在更廣領(lǐng)域、更高層次與世界職業(yè)教育發(fā)達(dá)國家進(jìn)行交流與合作，充分整合了雙方的教育資源，實現(xiàn)了優(yōu)勢互補(bǔ)，共同培養(yǎng)師資和優(yōu)秀的旅游及酒店管理專業(yè)人員，加強(qiáng)了我校師資的培養(yǎng)，提高了教師的素質(zhì)；為學(xué)生提供了良好的學(xué)習(xí)環(huán)境和出國留學(xué)與就業(yè)的機(jī)會，更好的滿足了廣大家長希望子女接受良好教育的愿望；成為樂山區(qū)域中職類學(xué)校首家與國外職業(yè)教育學(xué)院簽訂聯(lián)合辦學(xué)的學(xué)校，起到了引領(lǐng)、示范作用。

報名后，學(xué)生必須參加立信AIA國際的入學(xué)考試，確認(rèn)入讀AIA專業(yè)課程的資格。測試成績相當(dāng)于IELTS 5.0分及以上者，獲準(zhǔn)進(jìn)入2+1模式學(xué)習(xí)；測試成績相當(dāng)于IELTS 4.0分及以上者，獲準(zhǔn)進(jìn)入3+1/3+0模式學(xué)習(xí)；測試成績相當(dāng)于IELTS 3.5分者，獲準(zhǔn)進(jìn)入AIA預(yù)科課程學(xué)習(xí)。

1.to be responsible for relevant formalities in launching, reporting and obtaining approval for the study in u.s.a training program of esl.2.to be responsible for offering teaching facilities and relevant services for the study in u.s.a training program of esl.3.to be responsible for the supervision and control of the teaching quality to ensure the smooth implementation of the program.should the teachers dispatched by party b not match the quality requirements, party a reserves the right to demand correction and change the teachers concerned.4.to be responsible for propagating and enrolling new students of the program.5.to be responsible for gathering tuition fees and dormitory charges from students.6.to be responsible for paying in full and in time the part of tuition fees due to party b according to the terms of this agreement.7.to take charge of teaching arrangement and managing students.8.to be responsible for arranging dormitory for us teachers and pay the living expenses as stipulated, i.e.rmb xxxx yuan in total per person per year, of which hotel expense is rmbxxxx yuan / year / person, board expenses for rmbxxxx/ year/ person.(ii)party b:

to agree for party a to launch the study in u.s.a training program of esl in the name of cooperating with xxxx university.to be responsible for offering the main content of the propaganda material and school admission brochure for party a.to be responsible for providing all the teachers of the study in u.s.a preparatory course program,teaching materials, teaching software and esl english certificate commonly recognized among us universities.to be responsible for the us teachers' plane tickets and salary to china.to be responsible for the us teachers' personal accident and medical insurance during their stay in china.to apply for students who participate in the program of studying in u.s.a training program of esl, and ensure that they are admitted by a us university.to be responsible for applying for the best scholarship which the us university can grant to international students for students in the program of studying at u.s.a training program of esl.to offer the necessary training and service of visa application to students in the program of studying in u.s.a training program of esl to facilitate their obtaining the us entry visa.五,收費和雙方利益分配

學(xué)費: 培訓(xùn),考試及證書費用為每人每期xxxx元人民幣,報到注冊時一次性交清.其中甲方分得xx%,乙方分得xx%;各自用于辦學(xué)成本開支.學(xué)費由甲方統(tǒng)一收取,在每個學(xué)期開學(xué)后15個工作日內(nèi)由甲方將乙方應(yīng)分得部分劃入乙方在北京的指定賬戶.教材費:由乙方以合理價格收取.學(xué)生住宿費:按甲方標(biāo)準(zhǔn)收取.ⅴ.charges and profits distribution

本協(xié)議自甲,乙雙方簽字之日起生效,有效期兩年.協(xié)議到期前三個月,如雙方一致認(rèn)為可以繼續(xù)合作,可正式續(xù)簽書面協(xié)議.ⅵ.cooperation term

the agreement shall come into effect after being signed by both sides, and it shall last for two years since the signed date.if both sides consider it necessary to continue the cooperation, then an official written agreement of extension shall be signed three months before the expiration.七,協(xié)議的變更

本協(xié)議未盡事宜,或需變更,需經(jīng)甲,乙雙方共同協(xié)商,做出書面補(bǔ)充協(xié)議;補(bǔ)充協(xié)議與本協(xié)議具有同等法律效力.ⅶ.change of the agreement

any change or affairs not stated in this agreement shall be covered by written supplemental agreement reached between both sides through negotiation.the supplemental agreement has the same legal effect as this agreement.八,協(xié)議的終止和不可抗力

本協(xié)議有效期滿時,自動終止.由于政治原因,自然災(zāi)害,戰(zhàn)爭及其它不可預(yù)見因素,或?qū)ζ浒l(fā)生及后果不能防止或避免的不可抗拒因素影響本協(xié)議的履行或不能按預(yù)定條件履行的,遇上述不可抗拒因素的一方應(yīng)立即通知對方,并應(yīng)在三十日內(nèi)提供詳情及有效證明文件.因不可抗力致使本協(xié)議中止時,簽約雙方互不承擔(dān)經(jīng)濟(jì)責(zé)任.因不可抗力致使本協(xié)議中止時,簽約雙方應(yīng)共同對參加本教育項目學(xué)習(xí)的學(xué)生做出妥善安排,并將學(xué)生的損失降到最低限度.本協(xié)議執(zhí)行期間,任何一方如有不規(guī)范操作,違背協(xié)議約定,在對方提出三次整改要求后仍未改正的情況下,對方有權(quán)提出解除本協(xié)議.但甲,乙雙方應(yīng)繼續(xù)履行各自職責(zé),完成未完成的培訓(xùn),不得侵犯已入學(xué)學(xué)生的合法權(quán)益.ⅷ.termination and force majeure

1.the agreement will be automatically terminated upon expiration.2.when unpredictable circumstances like political policy, natural disasters, war or other force majeure whose occurrence and consequences cannot be prevented, and which leads to the situation in which the agreement cannot be carried out or be implemented as planned, the party who suffers one of the above shall notify the counterpart without delay and provide details and valid supporting documents within thirty days.if the agreement has to terminate because of force majeure, neither side shall bear the economic responsibilities.in addition, both parties shall make proper arrangements for participants of the education program, and do their best to minimize the students'loss.3.during implementation of the agreement, if any party's improper conducts breach the agreement, and the said party makes no corrections after the counterpart's warning for three times, the counterpart shall have the right to suggest terminating the agreement.nevertheless, both sides have duties to complete the ongoing training and must not violate the legal rights and interests of the enrolled students.九,違約責(zé)任的認(rèn)定和賠償

簽約的任何一方,不能按約定的時間,方式和要求履行本協(xié)議應(yīng)承擔(dān)的責(zé)任,義務(wù),均視為違約.違約方因其違約行為造成本協(xié)議目標(biāo)不能實現(xiàn)或給簽約對方造成經(jīng)濟(jì)損失,均應(yīng)承擔(dān)相應(yīng)的賠償責(zé)任.違約方因其違約行為或因已方不當(dāng)行為侵害了教育項目的學(xué)生合法權(quán)益,或社會相關(guān)方面合法權(quán)益,或違反了中國法律及政府法令,均應(yīng)獨自承擔(dān)相應(yīng)的法律責(zé)任.違約方因其違約行為或因已方不當(dāng)行為引發(fā)與第三方糾紛,致使無責(zé)任的簽約方被要求承擔(dān)連帶賠償責(zé)任時,無責(zé)任的簽約方有權(quán)要求有違約責(zé)任或?qū)嵤┎划?dāng)行為的簽約方賠償相應(yīng)的損失.ⅸ.establishment of breach responsibilities and indemnifications

1.it shall be regarded as breach if any side cannot implement the agreement and perform its own duties or responsibilities in accordance with the time, manner and requirements stipulated.2.if behaviors of the breach side cause the objective of the agreement not being realized or cause economic loss for the counterpart, the breach side shall bear the relevant compensation duties.3.if the breach behavior or improper behavior of the breach side violates the legal rights or interests of the students in this education program, or the relevant legal rights or interests of related organizations in the society, or the laws or government decrees of prc, the breach side shall undertake the related legal duties independently.4.if the breach behavior or improper behavior of the breach side causes dispute with a third party and involves the counterpart into the compensation affairs, the party who has no fault shall have the right to request the breach side(or the side which has improper behaviors)to indemnify the relevant loss.十,爭議的解決

1, 在履行本協(xié)議的過程中,甲,乙雙方欲告之對方的重要事項,以書面確認(rèn)函的內(nèi)容為準(zhǔn).2, 本協(xié)議在執(zhí)行過程中如發(fā)生爭議時,先由甲,乙雙方協(xié)商解決.3,不能協(xié)商解決的爭議,甲,乙雙方可向有管轄權(quán)的人民法院起訴.ⅹ.dispute settlement
