尊敬的國(guó)家漢辦主任許琳女士，尊敬的國(guó)務(wù)院參事、孔子學(xué)院總部高級(jí)顧問(wèn)喬宗淮先生，馬克·亨德里克議員，倫敦南岸大學(xué)校長(zhǎng)馬丁·艾爾維克先生，女士們、先生們：

It is my great pleasure to join you at the Confucius Institute of London South Bank University for the Second Joint Conference of European Confucius Institutes.I wish to offer my warm congratulations on the opening of this conference.人類進(jìn)入二十一世紀(jì)，交往更加密切，語(yǔ)言的作用更加突出。漢語(yǔ)正成為國(guó)際化程度發(fā)展最快的語(yǔ)言。隨著中國(guó)經(jīng)濟(jì)的快速發(fā)展、對(duì)外交往的日益廣泛和國(guó)際地位的不斷提高，世界各國(guó)對(duì)漢語(yǔ)學(xué)習(xí)的需求與日俱增。

Language is a growing part of our lives in the 21st century.As China continues to enjoy fast economic growth and extensive contact with the rest of the world, there has been ever greater demand for mandarin learning in many countries.目前國(guó)外學(xué)習(xí)漢語(yǔ)人數(shù)超過(guò)4000萬(wàn)，據(jù)估算，歐美學(xué)習(xí)漢語(yǔ)人數(shù)每年新增40%。中國(guó)中央電視臺(tái)國(guó)際頻道有個(gè)學(xué)習(xí)漢語(yǔ)節(jié)目叫《快樂漢語(yǔ)》，它有一個(gè)非常響亮的口號(hào)：“學(xué)說(shuō)中國(guó)話，朋友遍天下”！我想，之所以學(xué)了漢語(yǔ)就能夠朋友遍天下，并非單純因?yàn)槭澜绺鞯囟加腥A人華僑，而是因?yàn)楫?dāng)前全球“漢語(yǔ)熱”，學(xué)習(xí)漢語(yǔ)的“學(xué)友”遍天下。

It is estimated that 40 million people are learning mandarin worldwide, and the number of mandarin learners in Europe and the US is growing by 40% annually.As the slogan of a popular mandarin teaching programme reads, “Learn Chinese and make friends all over the world!” This is quite true, not only as there are sizeable Chinese communities everywhere, but also because people from many parts of the world are united by a global “mandarin fever”.由于全球“漢語(yǔ)熱”形成的教學(xué)需求，孔子學(xué)院應(yīng)運(yùn)而生，同時(shí)，孔子學(xué)院的發(fā)展便利了海外漢語(yǔ)教學(xué)，促進(jìn)“漢語(yǔ)熱”進(jìn)一步升溫?？鬃訉W(xué)院正成為外國(guó)人學(xué)習(xí)漢語(yǔ)和了解中華文化的園地、中外文化交流的平臺(tái)、加強(qiáng)中國(guó)人民與各國(guó)人民友誼合作的橋梁。

The Confucius Institutes were set up to respond to this trend.They helped to make the learning of Chinese more accessible and easier, which in turn attracted more people into mandarin learning.The Confucius Institutes have evolved into an important platform for foreigners to learn Chinese and understand the Chinese culture.And as such they contributed a lot to promoting cultural exchanges and deepening the friendship and cooperation between the Chinese people and peoples all over the world.在英國(guó)，“漢語(yǔ)熱”和孔子學(xué)院的興盛同樣同步發(fā)展、相得益彰。英國(guó)超過(guò)500所中小學(xué)開設(shè)了漢語(yǔ)課程，部分學(xué)校甚至將漢語(yǔ)列入了必修課。去年9月，英國(guó)政府將漢語(yǔ)列入了英國(guó)的“高考”——GCSE的正式科目。今年3月，我到任后不久就出席了在倫敦舉辦的第九屆“漢語(yǔ)橋”世界大學(xué)生中文比賽英國(guó)賽區(qū)預(yù)賽，英國(guó)大學(xué)生們高超的漢語(yǔ)水平以及對(duì)中國(guó)文化發(fā)自內(nèi)心的熱愛給我留下了深刻的印象。尤其可喜的是，英國(guó)賽區(qū)推薦的3名選手不久前赴華參加“漢語(yǔ)橋”復(fù)賽和決賽，最終全部獲獎(jiǎng)，其中來(lái)自倫敦大學(xué)亞非學(xué)院的蔣思哲同學(xué)（Johnson Stewart）更是力拔頭籌，獲得了特等獎(jiǎng)和“優(yōu)秀漢語(yǔ)語(yǔ)言使者”稱號(hào)。

In the UK, mandarin learning and Confucius Institutes are growing in tandem.Mandarin has been put on the curriculum of over 500 primary and secondary schools.Last September, the British government made Chinese another GCSE subject.I was deeply impressed by the keen interest in Chinese culture and the quality of the Chinese learning here.Last March shortly after my arrival in London, I attended the Ninth Chinese Proficiency Competition in the UK.Johnson Stewart, an undergraduate at SOAS, University of London, won the competition.He went on to win the top prize in Beijing and was awarded the title “ambassador of the Chinese language”.與英國(guó)的漢語(yǔ)學(xué)習(xí)熱度相適應(yīng)，中國(guó)國(guó)家漢辦與英國(guó)高校、公司、教育組織、中學(xué)等機(jī)構(gòu)合作建立了12所孔子學(xué)院和53家孔子課堂，這在歐洲處于前列。英國(guó)的孔子學(xué)院富有特色，其中商務(wù)孔子學(xué)院和中醫(yī)孔子學(xué)院都是全球首創(chuàng)。各孔子學(xué)院運(yùn)行良好，發(fā)展穩(wěn)定，它們有些課程已列入所在英國(guó)大學(xué)的正式選修課程?？鬃訉W(xué)院和孔子課堂在常規(guī)授課之外，立足推廣中國(guó)文化，吸引當(dāng)?shù)孛癖妳⑴c，增強(qiáng)他們對(duì)中國(guó)文化的興趣和了解，取得了良好效果。英國(guó)主流媒體對(duì)孔子學(xué)院和漢語(yǔ)教學(xué)也給予充分肯定，報(bào)道數(shù)量呈上升趨勢(shì)。

So far 12 Confucius Institutes and 53 Confucius Classrooms have been set up by Hanban in cooperation with British universities, businesses, educational bodies and secondary schools, making Britain a leader in mandarin learning in Europe.Britain was also the first country to set up a Confucius Institute for Business and another one for Traditional Chinese Medicine.I’m glad to learn that the Confucius Institutes in the UK are doing well.Some of their courses were listed as optional courses in the host universities.Confucius Institutes and Classrooms are also making efforts to engage the local people to deepen their interest in and understanding about Chinese culture.孔子曰：“人無(wú)遠(yuǎn)慮，必有近憂”。我們?cè)跒榭鬃訉W(xué)院蓬勃發(fā)展感到高興的同時(shí)，更應(yīng)著眼于孔子學(xué)院的長(zhǎng)遠(yuǎn)發(fā)展。當(dāng)前，孔子學(xué)院的發(fā)展正從數(shù)量向質(zhì)量轉(zhuǎn)變，由快速成長(zhǎng)向可持續(xù)發(fā)展演進(jìn)。這就需要更加優(yōu)質(zhì)的教材、合格的師資和適合當(dāng)?shù)氐慕虒W(xué)方法，可以說(shuō)挑戰(zhàn)在增加，任務(wù)更艱巨。我很高興地看到，本次會(huì)議主題確定為歐洲孔子學(xué)院的可持續(xù)發(fā)展。我確信大家將借會(huì)議之機(jī)，深入交流切磋，共商發(fā)展大計(jì)。

As Confucius said, “Think long or worries are not far away”.While we are heartened by the vibrant growth of Confucius Institutes, we also need to carefully plan for their long-term future.They are working hard to improve quality and explore a sustainable way forward.For that they would need high quality teaching materials, more qualified teachers and more tailored made teaching methods.I am glad to note that this conference takes as its theme “the sustainable development of European Confucius Institutes”.I am confident that you will be able to fully exchange ideas and explore the best way to achieve this objective.最后，我預(yù)祝會(huì)議取得圓滿成功。我也衷心祝愿歐洲孔子學(xué)院和孔子課堂越辦越紅火，“桃李滿歐洲”，為增進(jìn)中歐人民之間了解和友誼，為促進(jìn)中歐關(guān)系的全面發(fā)展做出更大貢獻(xiàn)。

I once asked them which they like better, attending school here or in China.I got mixed answers.Those children who have newly arrived prefer their old schools in China, while others who have been here longer liked their British schools more.Maybe as they grow up, they would like both.I would like to thank the City of Westminster and St Mary’s for their longstanding support and assistance to the Chinese Embassy and for providing kids of the Embassy a wonderful and memorable place to study in.今天，圣瑪麗小學(xué)與中國(guó)的關(guān)系又加深了一層，倫敦南岸大學(xué)中醫(yī)孔子學(xué)院在圣瑪麗小學(xué)設(shè)立了孔子課堂。這是目前在英國(guó)設(shè)立的第54個(gè)孔子課堂，也是倫敦南岸大學(xué)中醫(yī)孔子學(xué)院設(shè)立的第7個(gè)孔子課堂。借此機(jī)會(huì)，我也愿對(duì)倫敦南岸大學(xué)多年來(lái)為推廣漢語(yǔ)教學(xué)、增進(jìn)中英了解作出的積極努力，表示贊賞和感謝。

Today the bonds between St Mary’s and China have been further strengthened thanks to the new Confucius Classroom set up by St Mary’s and the Confucius Institute for Traditional Chinese Medicine at LSBU, the London South Bank University.This is the 54th Confucius Classroom in the UK and the 7th one established by the LSBU Confucius Institute.I must thank the LSBU for its consistent efforts to promote mandarin learning in Britain and to increase mutual understanding between China and the UK.孔子課堂為什么在英國(guó)這么受歡迎？其作用和意義又是什么呢？我認(rèn)為主要有三點(diǎn)： Why are the Confucius Classrooms so popular in the UK? I believe this is mainly because they serve the following purposes: 第一是教授中文。在中國(guó)，英語(yǔ)已列入從小學(xué)至大學(xué)的必修課。同樣，在英國(guó)，“漢語(yǔ)熱”近年來(lái)也是持續(xù)升溫。英國(guó)超過(guò)500所中小學(xué)開設(shè)了中文課程，部分學(xué)校甚至將中文列入了必修課。去年9月，英國(guó)政府將中文列入了GCSE的正式科目?？鬃诱n堂具有專業(yè)、優(yōu)質(zhì)的中文師資力量，可以很好地滿足學(xué)生們學(xué)習(xí)中文的需要。

First, teaching mandarin.In China, English learning is now compulsory from the very first year in primary school right to the university level.I’m also glad to see an emerging “mandarin fever” in this country.Mandarin is now being taught in over 500 primary and secondary schools, and some of them have made it a compulsory course.In September 2009, the British government made Chinese another GCSE subject.The Confucius Classrooms offer high quality and professional mandarin teachers, who are able to meet growing needs of learning mandarin.第二是介紹中國(guó)文化。語(yǔ)言不僅是一項(xiàng)交流工具，它更是一把鑰匙、一雙翅膀，學(xué)習(xí)掌握了它，你就能打開不同文化的大門，飛越不同文化間的障礙。中國(guó)的文化，既古老、又現(xiàn)代，古老是因?yàn)樗哂猩詈竦臍v史積淀，現(xiàn)代是因?yàn)樗c時(shí)俱進(jìn)。可以說(shuō)，中國(guó)文化就如同一本引人入勝的書籍。

Second, introducing Chinese culture.Language is not only a means of communication, but also gives learners an extra pair of wings to fly over cultural barriers.The Chinese culture is both old and new, old in terms of its profound roots in our time-honoured history, and new in the sense of China’s fast development and change.It is like a book that makes very interesting reading.第三是增進(jìn)人民間友誼。友誼建立在了解的基礎(chǔ)之上?？鬃诱n堂深植于英國(guó)的中小學(xué)校，在英國(guó)的年輕一代灑下了中英友誼的種子，其影響是長(zhǎng)遠(yuǎn)的，必將促進(jìn)兩國(guó)人民的世代友好。Third, deepening the friendship between our peoples.Friendship is based on mutual understanding.The presence of Confucius Classrooms at British schools will go a long way to strengthening the friendship between our peoples and will sow the seeds of China-UK friendship in the hearts of the younger generation.孔子曰：知之者不如好之者，好之者不如樂之者。希望圣瑪麗小學(xué)的同學(xué)們?cè)诳鬃诱n堂里，學(xué)習(xí)（LEARN）、喜歡(LIKE)和熱愛(LOVE)中國(guó)語(yǔ)言和文化，感受和享受其中的快樂，更希望你們長(zhǎng)大后做中英友好的傳承人和中英合作的促進(jìn)者。

In the UK, mandarin learning and Confucius Institutes are growing in tandem.Mandarin has been put on the curriculum of over 500 primary and secondary schools.Last September, the British government made Chinese another GCSE subject.I was deeply impressed by the keen interest in Chinese culture and the quality of the Chinese learning here.Last March shortly after my arrival in London, I attended the Ninth Chinese Proficiency Competition in the UK.Johnson Stewart, an undergraduate at SOAS, University of London, won the competition.He went on to win the top prize in Beijing and was awarded the title “ambassador of the Chinese language”.必備詞組： be awarded the title … the ambassador/ envoy of … 與英國(guó)的漢語(yǔ)學(xué)習(xí)熱度相適應(yīng)，中國(guó)國(guó)家漢辦與英國(guó)高校、公司、教育組織、中學(xué)等機(jī)構(gòu)合作建立了12所孔子學(xué)院和53家孔子課堂，這在歐洲處于前列。英國(guó)的孔子學(xué)院富有特色，其中商務(wù)孔子學(xué)院和中醫(yī)孔子學(xué)院都是全球首創(chuàng)。各孔子學(xué)院運(yùn)行良好，發(fā)展穩(wěn)定，它們有些課程已列入所在英國(guó)大學(xué)的正式選修課程?？鬃訉W(xué)院和孔子課堂在常規(guī)授課之外，立足推廣中國(guó)文化，吸引當(dāng)?shù)孛癖妳⑴c，增強(qiáng)他們對(duì)中國(guó)文化的興趣和了解，取得了良好效果。英國(guó)主流媒體對(duì)孔子學(xué)院和漢語(yǔ)教學(xué)也給予充分肯定，報(bào)道數(shù)量呈上升趨勢(shì)。

So far 12 Confucius Institutes and 53 Confucius Classrooms have been set up by Hanban in cooperation with British universities, businesses, educational bodies and secondary schools, making Britain a leader in mandarin learning in Europe.Britain was also the first country to set up a Confucius Institute for Business and another one for Traditional Chinese Medicine.I’m glad to learn that the Confucius Institutes in the UK are doing well.Some of their courses were listed as optional courses in the host universities.Confucius Institutes and Classrooms are also making efforts to engage the local people to deepen their interest in and understanding about Chinese culture.必備詞組： so far Traditional Chinese Medicine be listed as … optional courses make great efforts to … 孔子曰：“人無(wú)遠(yuǎn)慮，必有近憂”。我們?cè)跒榭鬃訉W(xué)院蓬勃發(fā)展感到高興的同時(shí)，更應(yīng)著眼于孔子學(xué)院的長(zhǎng)遠(yuǎn)發(fā)展。當(dāng)前，孔子學(xué)院的發(fā)展正從數(shù)量向質(zhì)量轉(zhuǎn)變，由快速成長(zhǎng)向可持續(xù)發(fā)展演進(jìn)。這就需要更加優(yōu)質(zhì)的教材、合格的師資和適合當(dāng)?shù)氐慕虒W(xué)方法，可以說(shuō)挑戰(zhàn)在增加，任務(wù)更艱巨。我很高興地看到，本次會(huì)議主題確定為歐洲孔子學(xué)院的可持續(xù)發(fā)展。我確信大家將借會(huì)議之機(jī)，深入交流切磋，共商發(fā)展大計(jì)。

I have been to many secondary schools and universities in this country since my arrival in London.But St Mary’s is the first primary school I have ever visited.It has a special bond with the Chinese Embassy, as some of my colleagues’ children study here.I’m glad to say that they are enjoying their time at St Mary’s, learning English and other subjects and making friends with teachers and classmates.我曾不止一次地問(wèn)使館的孩子們：英國(guó)小學(xué)好，還是中國(guó)小學(xué)好？結(jié)果，剛來(lái)的孩子都說(shuō)中國(guó)的好，來(lái)的時(shí)間長(zhǎng)的孩子都說(shuō)英國(guó)的好。我相信，隨著他們長(zhǎng)大，他們會(huì)說(shuō)，都好。圣瑪麗小學(xué)將給他們留下一段終生難忘的美好回憶。在此，我要對(duì)西敏寺市及圣瑪麗小學(xué)長(zhǎng)期以來(lái)給予中國(guó)駐英使館的支持和幫助表示衷心的感謝。

I once asked them which they like better, attending school here or in China.I got mixed answers.Those children who have newly arrived prefer their old schools in China, while others who have been here longer liked their British schools more.Maybe as they grow up, they would like both.I would like to thank the City of Westminster and St Mary’s for their longstanding support and assistance to the Chinese Embassy and for providing kids of the Embassy a wonderful and memorable place to study in.今天，圣瑪麗小學(xué)與中國(guó)的關(guān)系又加深了一層，倫敦南岸大學(xué)中醫(yī)孔子學(xué)院在圣瑪麗小學(xué)設(shè)立了孔子課堂。這是目前在英國(guó)設(shè)立的第54個(gè)孔子課堂，也是倫敦南岸大學(xué)中醫(yī)孔子學(xué)院設(shè)立的第7個(gè)孔子課堂。借此機(jī)會(huì)，我也愿對(duì)倫敦南岸大學(xué)多年來(lái)為推廣漢語(yǔ)教學(xué)、增進(jìn)中英了解作出的積極努力，表示贊賞和感謝。

Today the bonds between St Mary’s and China have been further strengthened thanks to the new Confucius Classroom set up by St Mary’s and the Confucius Institute for Traditional Chinese Medicine at LSBU, the London South Bank University.This is the 54th Confucius Classroom in the UK and the 7th one established by the LSBU Confucius Institute.I must thank the LSBU for its consistent efforts to promote mandarin learning in Britain and to increase mutual understanding between China and the UK.孔子課堂為什么在英國(guó)這么受歡迎？其作用和意義又是什么呢？我認(rèn)為主要有三點(diǎn)：

Why are the Confucius Classrooms so popular in the UK? I believe this is mainly because they

serve the following purposes:

第一是教授中文。在中國(guó)，英語(yǔ)已列入從小學(xué)至大學(xué)的必修課。同樣，在英國(guó)，“漢語(yǔ)熱”近年來(lái)也是持續(xù)升溫。英國(guó)超過(guò)500所中小學(xué)開設(shè)了中文課程，部分學(xué)校甚至將中文列入了必修課。去年9月，英國(guó)政府將中文列入了GCSE的正式科目。孔子課堂具有專業(yè)、優(yōu)質(zhì)的中文師資力量，可以很好地滿足學(xué)生們學(xué)習(xí)中文的需要。

First, teaching mandarin.In China, English learning is now compulsory from the very first year in primary school right to the university level.I’m also glad to see an emerging “mandarin fever” in this country.Mandarin is now being taught in over 500 primary and secondary schools, and some of them have made it a compulsory course.In September 2009, the British government made Chinese another GCSE subject.The Confucius Classrooms offer high quality and professional mandarin teachers, who are able to meet growing needs of learning mandarin.第二是介紹中國(guó)文化。語(yǔ)言不僅是一項(xiàng)交流工具，它更是一把鑰匙、一雙翅膀，學(xué)習(xí)掌握了它，你就能打開不同文化的大門，飛越不同文化間的障礙。中國(guó)的文化，既古老、又現(xiàn)代，古老是因?yàn)樗哂猩詈竦臍v史積淀，現(xiàn)代是因?yàn)樗c時(shí)俱進(jìn)?？梢哉f(shuō)，中國(guó)文化就如同一本引人入勝的書籍。

Second, introducing Chinese culture.Language is not only a means of communication, but also gives learners an extra pair of wings to fly over cultural barriers.The Chinese culture is both old and new, old in terms of its profound roots in our time-honoured history, and new in the sense of China’s fast development and change.It is like a book that makes very interesting reading.第三是增進(jìn)人民間友誼。友誼建立在了解的基礎(chǔ)之上?？鬃诱n堂深植于英國(guó)的中小學(xué)校，在英國(guó)的年輕一代灑下了中英友誼的種子，其影響是長(zhǎng)遠(yuǎn)的，必將促進(jìn)兩國(guó)人民的世代友好。

Third, deepening the friendship between our peoples.Friendship is based on mutual understanding.The presence of Confucius Classrooms at British schools will go a long way to strengthening the friendship between our peoples and will sow the seeds of China-UK friendship in the hearts of the younger generation.孔子曰：知之者不如好之者，好之者不如樂之者。希望圣瑪麗小學(xué)的同學(xué)們?cè)诳鬃诱n堂里，學(xué)習(xí)（LEARN）、喜歡(LIKE)和熱愛(LOVE)中國(guó)語(yǔ)言和文化，感受和享受其中的快樂，更希望你們長(zhǎng)大后做中英友好的傳承人和中英合作的促進(jìn)者。
