尊敬的亞洲之家主席博伊德爵士,尊敬的諸立力先生:
Sir John Boyd, Mr Victor Chu,很高興出席亞洲之家為諸立力先生榮獲“全球經(jīng)濟(jì)獎(jiǎng)”舉行的慶祝招待會(huì)。
Today we are gathered here to congratulate Victor Chu on winning the 2011 Global Economy Prize of the Kiel Institute.諸立力先生的名字在漢語(yǔ)里發(fā)音是疊音-“DOUBLE Li”,即”雙Li“。由此我想談一下另外幾對(duì)與諸先生有關(guān)的“雙”。
For those of you who can speak mandarin, you may find that the pronunciation of Victor's full name is quite different in mandarin as in Cantonese.Instead of Lap Lik Chu in Cantonese, we call him Li Li Zhu in mandarin, which repeats the word of Li.So he is ”Double Li“.This reminded me of other things associated with ”doubles" that I would like to share with you.首先,我要以“雙重身份”祝賀諸立力先生獲得基爾世界經(jīng)濟(jì)研究所頒發(fā)的“全球經(jīng)濟(jì)獎(jiǎng)”。第一個(gè)身份是官方身份,作為中國(guó)駐英大使,我要祝賀他成為第一個(gè)獲此殊榮的中國(guó)人,他是中國(guó)的驕傲;第二個(gè)身份是非官方身份,作為諸先生的朋友,我已經(jīng)記不得曾經(jīng)多少次與他聚首暢談,他的卓識(shí)使每次交談都令我受益匪淺。
Firstly, I am here today wearing double hats.I am first of all the Chinese Ambassador to the UK, and I am particularly proud that Mr Chu has become the first Chinese to win this prize.I am also here as a friend of Victor.I lost count of how many times we have met, but I do remember the interesting, informative and enjoyable conversations we have had each time.I have benefited a lot from his insight and vision.其次,我要祝賀諸先生的“雙重成就”。第一個(gè)成就,他是一位成功的企業(yè)家,他創(chuàng)立的香港第一東方投資集團(tuán)經(jīng)過(guò)20多年的發(fā)展,管理的資產(chǎn)龐大,執(zhí)業(yè)界之牛耳。第二個(gè)成就,他是一位出色的社會(huì)活動(dòng)家,他不僅關(guān)注金融和投資領(lǐng)域,而且高度重視跨文化和國(guó)際交流,努力擔(dān)當(dāng)中西方溝通了解的橋梁,不遺余力,矢志不渝。
Secondly, I wish to congratulate Mr Chu on his double achievements.His first achievement is as a successful entrepreneur.The Hong Kong-based First Eastern Investment Group he founded and capably chairs has, in the past two decades and more, developed into one of the leading investment companies in China, managing huge assets worldwide.But let us not forget that Mr Chu is also active in many other areas.He takes a keen interest in inter-cultural and international dialogue and exchanges, working tirelessly to build a bridge of understanding between China and the Western world.第三,我要感謝諸先生為中國(guó)經(jīng)濟(jì)發(fā)展所做的“雙重貢獻(xiàn)”。第一個(gè)貢獻(xiàn),他促進(jìn)了對(duì)華投資。他倡導(dǎo)“中國(guó)直接投資”理念,第一東方投資集團(tuán)在華投資項(xiàng)目高達(dá)數(shù)百個(gè),幫助了中國(guó)企業(yè)發(fā)展壯大。特別值得一提的是,去年第一東方投資集團(tuán)又投資1億美元,參與組建總額達(dá)5億美元的“中英基金”,專門支持英國(guó)的中小企業(yè),幫助它們進(jìn)入迅猛發(fā)展的中國(guó)市場(chǎng)。第二個(gè)貢獻(xiàn),他為中國(guó)的對(duì)外開(kāi)放做出了許多積極努力。他成功推動(dòng)中國(guó)國(guó)有企業(yè)在香港上市,促進(jìn)了中國(guó)資本市場(chǎng)的成熟發(fā)展;他積極提議夏季達(dá)沃斯論壇設(shè)在了中國(guó),使世界更加關(guān)注中國(guó),同時(shí)中國(guó)的聲音更能被世界聽(tīng)到。
Thirdly, I take this opportunity to thank Mr Chu for his double contributions to the Chinese economy.His first contribution is in the area of promoting investments into China.His First Eastern Investment Group manages hundreds of projects in China to help Chinese businesses grow in strength.What is particularly worth mentioning is a 100 million US dollar investment by First Eastern last year as part of the 500 million US dollar China-UK fund to help British SMEs better explore the fast-growing Chinese market.His second contribution is in the area of greater openness of the Chinese economy.He helped Chinese state-owned enterprises to go public in Hong Kong.This is conducive to the growth of the Chinese capital markets.He actively called for the Summer Davos to be held in China.This initiative has created another platform for dialogue and interaction between China and the world.諸先生榮獲“全球經(jīng)濟(jì)獎(jiǎng)”名至實(shí)歸。我再次向他表示熱烈祝賀。
Let me conclude by saying that as far as I can see, Mr Victor Li Li Chu is a most deserving winner of this prestigious prize.Once again my warm congratulations.謝謝。

Good evening!On behalf of the Chinese Mission to the EU and the Chinese Embassy in Belgium, I warmly welcome you on the 62nd Anniversary of the People's Republic of China.今年以來(lái),世界政治經(jīng)濟(jì)形勢(shì)繼續(xù)發(fā)生重大而深刻的變化。部分地區(qū)局勢(shì)動(dòng)蕩,金融危機(jī)深層次影響持續(xù)顯現(xiàn)。在這一背景下,中國(guó)繼續(xù)深化改革,著力解決發(fā)展中不平衡、不協(xié)調(diào)、不可持續(xù)的問(wèn)題,實(shí)現(xiàn)政治上的穩(wěn)定,經(jīng)濟(jì)上的又好又快發(fā)展。中國(guó)上半年國(guó)內(nèi)生產(chǎn)總值實(shí)現(xiàn)9.6%的增長(zhǎng),城鎮(zhèn)新增就業(yè)655萬(wàn)人,前8個(gè)月財(cái)政收入同比增長(zhǎng)30.9%,居民收入穩(wěn)步提高,各項(xiàng)社會(huì)事業(yè)蓬勃發(fā)展。This year, we witnessed some major and profound changes in international politics and world economy.We've seen disturbances in some regions and after-effects of the financial crisis.Despite such externalities, China carried on with its reform and opening up and made harder effort towards balanced, coordinated and sustainable development.Political stability and economic growth have been maintained.People's income is growing.Social infrastructure is improving.Fiscal revenue increased by 30.9% in the first eight months.China's GDP was up by 9.6% in the first half of the year, and 6.55 million new jobs were created.無(wú)論形勢(shì)如何發(fā)展變化,中國(guó)始終堅(jiān)持走和平發(fā)展道路。不久前,中國(guó)發(fā)布了《中國(guó)的和平發(fā)展》白皮書,再次向世界鄭重確認(rèn)了這一方針。和平發(fā)展是中

However the world changes, China remains committed to peaceful development.This commitment was solemnly reaffirmed in a recently released white paper.Peaceful development is a unique path, a path newly explored by China, the world's largest developing country.It has become the will of state.It's enshrined in the national strategy.It's already been put in practice.This year, China continued to promote friendly and mutually beneficial cooperation with our partners.We've been actively involved in global economic governance, financial cooperation, macroeconomic policy coordination, and the reform of international financial institutions.For countries that are caught in difficulties, China offered its assistance through various forms, making an important contribution to the stability and growth of the world economy.經(jīng)過(guò)30多年的發(fā)展,中歐全方位、寬領(lǐng)域、多層次的合作格局更加成熟與穩(wěn)固。今年來(lái),中歐關(guān)系實(shí)現(xiàn)了新的超越。范龍佩先生作為首任歐洲理事會(huì)主席首次訪華,與中方就結(jié)合中國(guó)“十二五”規(guī)劃和“歐洲2020戰(zhàn)略”推動(dòng)中歐合作發(fā)展達(dá)成重要共識(shí)。中歐第二輪高級(jí)別戰(zhàn)略對(duì)話成功舉行,中歐青年交流年順利啟動(dòng)。今年1至8月,雙方貿(mào)易額同比增長(zhǎng)了21.8%,雙向投資和技術(shù)合作加速發(fā)展。下半年,中歐將迎來(lái)第十四次中歐領(lǐng)導(dǎo)人會(huì)晤和第四次經(jīng)貿(mào)高層對(duì)話等一系列重大活動(dòng)。我們?cè)竿瑲W方一道,充分利用好這些契機(jī),推動(dòng)中歐關(guān)系在更新、更高水平上取得更大發(fā)展。
Thanks to our common effort over more than three decades, China and the EU have established a broad, all-directional, and multi-tiered cooperation structure that constantly grows and consolidates with new breakthroughs.This year, President Van Rompuy of the European Council paid his first official visit to China, where the two sides reached important agreements on furthering our cooperation through coordinating China's 12th Five Year Plan and Europe's 2020 Strategy.The second China-EU High-Level Strategic Dialogue and the EU-China Year of Youth also record great success.Our trade was up by 21.8% in the first eight months, while two-way investment and technological cooperation kept growing at a fast speed.In the remainder of the year, we'll work closely with the EU partners to make sure that the upcoming 14th China-EU Summit and 4th High Level Economic and Trade Dialogue(HED)will conclude with strong impetus to promote our relations to a new height.各位來(lái)賓,Ladies and Gentlemen,中歐關(guān)系不斷取得進(jìn)展,既是中歐各自發(fā)展的需要,也有賴于大家的理解和支持。希望你們繼續(xù)做中歐友好的使者和互利合作的積極參與者和重要貢獻(xiàn)者,為進(jìn)一步提升中歐關(guān)系發(fā)揮更大作用。

Distinguished Guests,Ladies and Gentlemen,歡迎大家出席中國(guó)駐英國(guó)大使館教育處舉辦的“記憶中國(guó),難忘母校”英國(guó)赴華留學(xué)生招待會(huì)。
May I warmly welcome you to the Education Section of the Chinese Embassy to refresh and share your experiences of studying in China.我的同事曾建議我今天用中文講話,因?yàn)榻裉斓恼写龝?huì)不同平常,是為英國(guó)曾經(jīng)赴華的留學(xué)生舉辦??墒?,我了解到,出席今天招待會(huì)的嘉賓不僅于此,還有許多目前雖不會(huì)講中文,但為推廣在英漢語(yǔ)教學(xué)、資助英國(guó)學(xué)生赴華留學(xué)而熱心出力的人士和企業(yè)機(jī)構(gòu)代表,我要感謝你們長(zhǎng)期以來(lái)對(duì)中英教育交流的關(guān)心和支持。而我現(xiàn)在還無(wú)法要求你們所有的人聽(tīng)懂中文,因?yàn)樵谟?guó)的孔子學(xué)院起步時(shí)間不長(zhǎng),數(shù)量也不夠多。孔子曰:“行遠(yuǎn)必自邇,登高必自卑”(語(yǔ)出《中庸》,意為走遠(yuǎn)路要從近處開(kāi)始,登高要從低點(diǎn)起步)。所以,我決定今天還是用英文講。我希望,有朝一日,我們之間能用中文自由交流。
My colleagues at the Embassy suggested I speak in Chinese for tonight's event.But I learnt that apart from British students in China, there will be many other friends and business leaders, who do not speak Chinese but are keen to promote mandarin teaching in the UK and offer funding for British young people studying in China.I am thankful to them for their commitment and support to China-UK educational exchanges.Naturally I cannot expect all of them to understand mandarin.We still need many more Confucius Institutes to spread mandarin wider in the UK.As Confucius said, “Going on a long journey, one must start from a short step, and climbing high, one must start from low.” So I decided to speak in English today to make things easier for you to start, but I do hope one day we will be able to communicate in Chinese.60年前,首批外國(guó)留華人員來(lái)到百?gòu)U待興的新中國(guó);51年前,首批英國(guó)留學(xué)生踏上了中國(guó)的土地。2009年,有來(lái)自190多個(gè)國(guó)家和地區(qū)的23萬(wàn)多名留學(xué)生在中國(guó)的610余所高校、科研院所等學(xué)習(xí);60年來(lái)中國(guó)累計(jì)接受了留學(xué)人員169萬(wàn)人次。中國(guó)接受外國(guó)留學(xué)生事業(yè)是逐步發(fā)展的過(guò)程,特別是改革開(kāi)放后,取得了長(zhǎng)足進(jìn)步。
years ago, the first group of foreign students came to the newborn People's
Republic.9 years after that, the first group of British students came to China.Fast forward to 2009, over 230 thousand students from more than 190 countries and regions were studying in 610 Chinese universities and research institutes.The past 60 years have seen
1.69 million foreign students studying in China.Many of them came during the past 32 years of reform and opening up.在中國(guó),在母校,你們留下了歡笑和汗水,留下了青春足跡,留下了美麗回憶。當(dāng)然,許多英國(guó)赴華留學(xué)生可能當(dāng)初都經(jīng)歷了一個(gè)思考和抉擇的過(guò)程,畢竟“漢語(yǔ)熱”只是最近幾年才出現(xiàn);也可能都經(jīng)受了許多困難和挑戰(zhàn),因?yàn)榧纫獙W(xué)習(xí)一門復(fù)雜的東方語(yǔ)言,又要適應(yīng)迥異的生活環(huán)境,更要了解完全不同的文化,我本人年輕時(shí)就曾赴國(guó)外留學(xué),對(duì)此深有體會(huì);你們也可能曾懷疑自己學(xué)成歸來(lái)的前途,擔(dān)心自己一輩子會(huì)坐“冷板凳”。
I hope you have spent some very nice time of your youth living and studying in China and brought back lasting memories.And I assume that for many of you, going to China might not be an easy decision to make.After all, the “mandarin fever” has only been a thing of recent years.You must have gone through a difficult time, trying to learn a foreign language and at the same time adapting to a totally different culture and environment.You may also have worried about your future, unsure about whether speaking mandarin will land you in a decent job.I also studied abroad in my younger years, so I can imagine how you felt when you were in China.正如亞里士多德所言,教育的根是苦澀的,但其果實(shí)是甜美的(The roots of education are bitter, but the fruit is sweet.)。付出總會(huì)有所回報(bào),如今,從中國(guó)學(xué)成歸國(guó)的英國(guó)留學(xué)生在許多領(lǐng)域或功成名就,或嶄露頭角。你們利用自己的所學(xué)所長(zhǎng),提升了英國(guó)社會(huì)對(duì)華了解和認(rèn)識(shí)的水平,促進(jìn)了兩國(guó)經(jīng)貿(mào)合作和文化交流,推動(dòng)了中英關(guān)系的發(fā)展。
As Aristotle said, “The roots of education are bitter, but the fruit is sweet.” Many of the British young people studying in China have gone through this bitter-sweet experience.They have now become leaders of their fields.Their knowledge and experience of China has also helped the British society to know more about China, and contributed to stronger business and cultural ties.我很高興得知,你們中的幾位杰出人士,包括前歐盟駐華大使魏根深博士、大英圖書館中文部主任吳芳思(FRANCES WOOD)博士和英國(guó)民間機(jī)構(gòu)筷子俱樂(lè)部的主任童海珍女士(H-J Colston),不久將代表所有英國(guó)赴華留學(xué)生,前往中國(guó)出席紀(jì)念外國(guó)學(xué)生來(lái)華留學(xué)60周年的慶?;顒?dòng)。
I am glad to learn that Dr.Endymion Wilkinson, former EU Ambassador to China, Dr.Frances Wood, Head of the Chinese Department at the British Library and H-J Colston, Director of the Chopsticks Club, are going to China as representatives of British students for the 60th anniversary celebration of foreign students coming to China.我最近統(tǒng)計(jì)了一下到任以來(lái)的活動(dòng),意外地發(fā)現(xiàn)其中與中英教育交流合作相關(guān)的最多。仔細(xì)一想,這確也不足為奇。因?yàn)槟壳坝薪f(wàn)中國(guó)學(xué)生在英國(guó)留學(xué),據(jù)說(shuō)今年申請(qǐng)學(xué)生簽證的人數(shù)又增加了60%。我最近從國(guó)內(nèi)述職休假回來(lái),航班上幾乎一半是年輕學(xué)生?,F(xiàn)在英國(guó)已設(shè)立了12所孔子學(xué)院和53家孔子課堂,去年,全英孔子學(xué)院舉辦的活動(dòng)吸引了近10萬(wàn)名英民眾參與。中英兩國(guó)的大學(xué)間建立了上百對(duì)校際交流機(jī)制,合作非常密切。
I was pleasantly surprised to find that of all the events I have attended since I came to London, educational events account for the largest share.This is quite understandable, given the fact that nearly 100 thousand Chinese students study here.And the number of student visa applications grew by as much as 60% this year.On my way back to London after a home leave in summer, I found that almost half of the seats on the plane were taken by Chinese students coming to the UK.There are now 12 Confucius Institutes and 53 Confucius Classrooms in Britain, attracting nearly 100 thousand British people last year.More than 100 pairs of university partnerships have also been set up between our two countries.中英教育合作是中英關(guān)系的重要組成部分。今年,雖然英國(guó)政府發(fā)生了更迭,但兩國(guó)關(guān)系保持了良好發(fā)展的勢(shì)頭。我們?cè)概c英方共同努力,推動(dòng)中英關(guān)系長(zhǎng)期健康穩(wěn)定發(fā)展,進(jìn)一步造福于兩國(guó)和世界人民。
Education exchanges and cooperation are an important part of China-UK relations.We are committed to work with our British colleagues for a sound and steady growth of our relations, which serves the interests of both peoples and the world at large.中英合作前景廣闊,到中國(guó)留學(xué)、學(xué)習(xí)漢語(yǔ)前程似錦,大有可為。事實(shí)已經(jīng)并將繼續(xù)證明,你們的選擇完全是明智和正確的。希望你們做中英友好的紐帶、兩國(guó)合作的橋梁,為中英關(guān)系發(fā)展作出更大貢獻(xiàn)。

5月28日,中國(guó)駐英國(guó)大使劉曉明在慶祝中英建交40周年給英國(guó)商界領(lǐng)袖的講話,非常禮貌,非常有邏輯。不過(guò),整個(gè)講話充滿了‘火藥味’。這種火藥味,聞起來(lái)不一定舒服,但你不得不叫絕稱贊。
劉曉明是真正的外交家,是中國(guó)的鐵漢。不管是站在中國(guó)人的立場(chǎng)上,還是占在英國(guó)人的立場(chǎng)上,我為他叫絕,許多英國(guó)人也不得不為他叫絕。
劉曉明厲害之處,不是他的‘鐵血’胸懷,毫無(wú)道理的批評(píng)英國(guó)最近一些讓中國(guó)人不爽的做法,而是他公開(kāi)的挑明兩國(guó)的厲害關(guān)系。

他還巧妙的用了兩句過(guò)去式句子來(lái)表達(dá)本來(lái)準(zhǔn)備要做,但是沒(méi)有做的事情:(1)本來(lái)準(zhǔn)備今年晚些時(shí)候要舉辦的一系列對(duì)話和互訪活動(dòng),(2)本來(lái)準(zhǔn)備多層次的貿(mào)易、投資、金融和文化的雙邊關(guān)系。
后面這兩句過(guò)去式,可以說(shuō)把英語(yǔ)的精髓用到了極致。一般人看來(lái)好像是兩件即將發(fā)生的好事情,聽(tīng)起來(lái)非常悅耳。但是,真實(shí)的含義卻是給中英關(guān)系鋪上了一層冰,巧妙的、委婉的、但卻是非常有殺傷力的對(duì)英國(guó)政府表明:中國(guó)已經(jīng)取消了這些計(jì)劃。
接下來(lái),劉大使話鋒一轉(zhuǎn),毫不客氣的說(shuō),中央關(guān)系,現(xiàn)在正在面對(duì)挑戰(zhàn)。而產(chǎn)生麻煩的不是中國(guó),而是英國(guó)政府的一些言論和做法觸發(fā)到了中國(guó)人民、中國(guó)政府的‘外交紅線’。
劉大使把中國(guó)外交政策的4條紅線明確的劃出來(lái):
(1)確?;镜膰?guó)家體系
(2)保護(hù)國(guó)家安全
(3)保證國(guó)家的主權(quán)和領(lǐng)土完整
(4)確??沙掷m(xù)和穩(wěn)定的經(jīng)濟(jì)社會(huì)發(fā)展
劉曉明指出,不管那個(gè)國(guó)家和政府觸發(fā)了這些‘外交政策’紅線,中國(guó)政府必然堅(jiān)決抵制和反擊,沒(méi)有客氣可言。他的這句話,是真正鐵漢的外交辭令,令人嘆服。
劉大使不是簡(jiǎn)單的劃了4條外交紅線,他還巧妙的引用19世紀(jì)曾經(jīng)兩度當(dāng)過(guò)英國(guó)首相的帕爾姆斯通公爵的一句名言,‘國(guó)家沒(méi)有永久的朋友或盟友,只有永遠(yuǎn)的利益?!?/p>
這個(gè)引用,起到三種奇妙的效果:(1)以其人之道還治其人之身,(2)表明自己不僅睿智,而且精通英國(guó)人文歷史,(3)提醒英國(guó)政府,不要自欺欺人,利益才是根本。
哪么,什么是中英兩國(guó)的共同利益呢?
劉曉明簡(jiǎn)明扼要的列舉如下:·(1)增加貿(mào)易,(2)增加投資,(3)促進(jìn)兩國(guó)經(jīng)濟(jì)發(fā)展,(4)促進(jìn)雙邊教育,文化和科技的合作,(5)加強(qiáng)人民之間的聯(lián)系。.劉曉明認(rèn)為,政客(politicians)的目光是短淺的,他們只是為了滿足短期選民的投票,置國(guó)家的長(zhǎng)遠(yuǎn)利益于不顧。政治家(statesman)是有智慧的,有理性的領(lǐng)袖,他們能夠以國(guó)家的長(zhǎng)遠(yuǎn)利益為重,不以一時(shí)的痛快而傷害國(guó)家之間長(zhǎng)期的合作和發(fā)展。
劉大使更厲害的一手是他明確提出,中英兩國(guó)有明顯的差別,所以,政治家們?cè)谧鋈魏问虑?,都必須考慮這些差別,否則,就可能做出錯(cuò)誤的決策和行動(dòng)。
這些差別包括:(1)歷史,(2)文化,(3)價(jià)值觀,(4)社會(huì)系統(tǒng),(5)發(fā)展階段。

Sir David Brewer,Chairman Stephen Perry,Chairman Richard Reid,Lord Howe,Ladies and Gentlemen,I am delighted to once again join all you friends from the British business community.I want to thank you most warmly for hosting such a grand dinner.This is a very meaningful way to mark forty years of full diplomatic relations between China and UK.In this special year for China-UK relations, it is appropriate to refresh old friendships and make new ones.More importantly, it is the time to learn from the past and so create a stronger future.It is the time to build on the progress made and work for greater achievements.In this fortieth year of relations I was encouraged we made a good start.Here are some examples:
· Mr.Li Changchun, member of the Standing Committee of the Political Bureau of the Communist Party of China and State Councilor Madame Liu Yandong successfully visited the UK last month.Many of you present here attended the relevant events.·
The
China-UK
high
level people-to-people dialogue was launched.· The UK Now project was unveiled in China.· We were preparing for a series of important dialogues and visits scheduled for later this year.· We were planning for multiple
and
exchanges
in
trade, and
finance,cultural cooperation investment, people-to-people links.· We look forward to the London Olympic Games becoming another highlight in our bilateral relations.These are all positive trends.However, there are always some forces working against our joined efforts to build warm relations.· These forces dislike the dynamic growth of China-UK relations.· They have trifled away the progress made through hard efforts.· They have wasted the rare opportunities in our bilateral ties.· This is why we now face an undesirable situation in our relations.This is not the first time we have encountered difficulties.History shows a variable climate in the past four decades.We have experienced both storms and calm sunshine.Our relationship has never been plain sailing.We have often had to travel on a bumpy road.Some of you may recall two months ago a reception at the Chinese Embassy.At that time I mainly talked about achievements in these past 40 years.This evening I will focus on the lessons we should draw from those four decades.Learning lessons from the past will help us avoid roller-coasters in our relations.This approach could remove many bumps from the road we will travel along.To drive home my message, I will quote a famous British statesman.Lord Palmerston twice served as British Prime Minister in the 19th century.However, he is best remembered for his direction of British foreign policy.One of his famous quotes says:
“Nations have no permanent friends or allies, they only have permanent interests.”
This indicates that securing 'interests' is an enduring goal of British foreign policy.There is no doubt that interests are critical to the development of any country.Yet interests differ in nature and need to be treated accordingly.This means we must have a good knowledge about two questions:
· What are the interests involved in China-UK relations?
· How should we properly handle these interests?
To address these questions, I believe the following three points are essential.First, we should advance common interests.We have success stories in this aspect.In the 1970s, opposing world hegemony, and power expansion, served the common interests of China and UK.To advance these interests, relations.In the 1980s, maintaining stability and prosperity in Hong Kong represented our common interests.Through negotiations, we signed the Joint Declaration over Hong Kong.This milestone document laid a solid foundation for the final solution for the future of Hong Kong.Lord Howe was one of those who made important contributions to this historical achievement.Today, common interests of China and UK cover broader areas.At a bilateral level, our shared interests lie in:
· Increasing trade.· Expanding two-way investment.· Boosting growth of both economies.· Stepping up cooperation in education, our
two
countries
overcame difficulties and established ambassadorial culture and science and technology
· And strengthening people-to-people links.At a global level, the world economy is full of uncertainties.The international landscape is going through profound changes.So, our common interests are defined as:
· Working together for world peace, stability and prosperity
· And jointly tackling common challenges facing all mankind.China-UK relations can only keep growing when both nations are truly committed to a Sino-UK comprehensive strategic partnership and common interests of the two countries.My second point is that we should respect each other's interests.China and UK are different in many ways.We are different in:
· History.· Culture.· Values.· Social system
· And development stage
It should be no surprise that we have different national interests.As a developing country, China considers the following as its core interests:
· Preserving its basic state system.· Defending its national security.· Safeguarding its sovereignty and territorial integrity
· And ensuring sustained and stable economic and social development.These interests are the 'red line' of China's foreign policy.They shall not be crossed by any foreign country.Any attempt to support and connive at anti-China separatist forces hurts China's core interests.Whatever the excuses, such moves will meet firm opposition from China.China will not do anything to undermine Britain's national interests.So it is perfectly reasonable that Britain should also respect China's national interests.If that is not the case then bilateral ties will surely suffer.My third point is that we should uphold overarching interests.National interests are overarching because they concern the people of entire country.So, what are in the best interests of Chinese and British people?
I believe that our two peoples are eager to see greater progress in China-UK relations and more fruitful cooperation between us in all fields.This certainly is the goal of all you business leaders gathered here this evening.Through cooperation, we will be able to expand trade, increase investment, create jobs, and promote economic growth.These will bring benefits to all of our peoples.Working towards these achievements make up the overarching interests of China and UK.Political leaders should at all time uphold the overarching interests of the two countries.They should always support the larger interests of bilateral relations.They should follow the will of the people and advance well-being of all the people.What political leaders should not do is to pander to minority views.They should not please small groups at the sacrifice of overall interests of the country.This is what distinguishes statesmen from politicians.In China-UK relations, we need statesmen who have strategic vision and keep in mind the larger picture.We do not need short-sighed politicians who are blinded by immediate interests and obsession with votes.What we need to serve is overarching national interests, not interests of interest groups, not interests of some forces.Friends from the British business community:
You have produced 'icebreakers' in our bilateral relations.You have long been active participants and firm promoters of China-UK business ties.Growth of China-UK relations needs the support of thriving economic cooperation.It also needs the guarantee of a sound political relationship.In the absence of mutual political trust, there will be no stable bilateral relationship.In turn, deepening economic cooperation will be a 'mission impossible.'
As China-UK political relationship is now facing difficulty, I do hope that you friends from British business community will:
· Carry forward the spirit of 'icebreakers'.· Leverage your influence and play your part in creating
a
favorable
political environment for economic cooperation.· And help bring China-UK relations back to a normal track.This is my expectation of you!

Second World War Veterans,Your Excellencies,Ladies and Gentlemen,感謝大家出席今天的招待會(huì)。今天我們?cè)谶@里聚會(huì),是為了紀(jì)念中國(guó)人民抗日戰(zhàn)爭(zhēng)勝利65周年,也是為了紀(jì)念世界反法西斯戰(zhàn)爭(zhēng)的勝利。就在不久前,英國(guó)也舉行了二戰(zhàn)對(duì)日戰(zhàn)爭(zhēng)勝利65周年紀(jì)念活動(dòng)。

Both the Chinese and the world anti-Fascist wars of the 1930's and 1940's were life and death struggles against ruthless states that were enemies of humanity.The Sino-Japanese war was the first to break out and lasted the longest.China played a key role in defeating the Japanese aggressors by fighting two-thirds of their army forces, resulting in 70% of their casualties during World War II, and by providing strategic support to our allies and assisted their operations in the European and Pacific theatres.中國(guó)人民抗日戰(zhàn)爭(zhēng)的勝利不僅為中國(guó)人民贏得民族獨(dú)立和解放,建立人民共和國(guó)奠定了重要基礎(chǔ),而且為世界反法西斯正義斗爭(zhēng)取得勝利作出了重要貢獻(xiàn),對(duì)促進(jìn)世界和平事業(yè)產(chǎn)生了重大而深遠(yuǎn)的影響。
China's victory over Japanese aggression not only laid an important foundation for the achievement of national independence and liberation by the Chinese people and the founding of the People's Republic, it also contributed to the world's just struggle against Fascism.It also exerted a far-reaching impact on promoting world peace.中國(guó)人民抗日戰(zhàn)爭(zhēng)的勝利,是同世界所有愛(ài)好和平與正義的國(guó)家和人民、國(guó)際組織及各種反法西斯力量的同情和支持分不開(kāi)的。中英兩國(guó)在世界反法西斯戰(zhàn)爭(zhēng)中是堅(jiān)定的盟友,英國(guó)為中國(guó)人民抗日戰(zhàn)爭(zhēng)提供了經(jīng)濟(jì)援助和軍事合作,給予了寶貴的支持。1943年,中、美、英三國(guó)共同發(fā)表的對(duì)日作戰(zhàn)宣言——《開(kāi)羅宣言》更是具有重要?dú)v史意義。我本人擔(dān)任中國(guó)駐埃及大使期間,曾專程造訪金字塔腳下不遠(yuǎn)的開(kāi)羅會(huì)議故址——米那豪斯大飯店(HOTEL MENA HOUSE),重溫歷史,牢記使命。
China's victory would not have been possible without the sympathy and support of the peace and justice loving nations and peoples of the world.Britain was a staunch ally of China, offering us economic assistance and military cooperation during our resistance against Japan.The historic Cairo Declaration was issued in 1943 by China, the United States and Britain.Whilst the Chinese Ambassador to Egypt, I visited the Hotel Mena House Oberoi, not far away from the Pyramid where the Cairo Conference was held, to remember this part of history and my responsibilities as a diplomat.中英在戰(zhàn)場(chǎng)上并肩抗擊日本法西斯,涌現(xiàn)了無(wú)數(shù)可歌可泣的英雄事跡,共同譜寫了許多感人肺腑的友誼篇章。1941年12月,日軍進(jìn)攻香港后,部分英國(guó)軍官及中國(guó)駐港軍事代表組成了“突圍團(tuán)”,在廣東人民抗日游擊隊(duì)——東江縱隊(duì)的幫助下,最終順利抵達(dá)安全區(qū)。
I have heard a lot of touching stories about men and women from both China and Britain, who jointly fought the Japanese fascist forces and forged a profound friendship.In December 1941 after the fall of Hong Kong, some British and Chinese officers stationed in Hong Kong formed a joint contingent to break the Japanese siege.With the help of the anti-Japanese Dongjiang Guerrillas in Guangdong Province, they finally arrived safely in the Chinese mainland.1942年春天,中國(guó)派出10萬(wàn)遠(yuǎn)征軍入緬協(xié)助英軍作戰(zhàn),成功地救出了被圍困的英軍官兵7000多人,自身付出了巨大的犧牲。1942年10月,運(yùn)送英軍戰(zhàn)俘和僑民的日本運(yùn)輸艦“里斯本丸號(hào)”被美國(guó)軍艦擊沉于中國(guó)舟山東極海域,東極百姓冒著被日軍殺害的危險(xiǎn),從海中營(yíng)救

In the spring of 1942, China sent 100,000 troops to Burma to support the British operations.Many of them lost their lives while rescuing 7,000 besieged British soldiers.In October 1942 when the Japanese freighter Lisbon Maru used as a prisoner-of-war transporter was sunk by a US warship in the waters off Dongji Island, in Zhejiang Province.The local fishermen saved 384 British prisoners of war at the risk of death from the Japanese.英國(guó)青年喬治·何克懷著人道主義理想來(lái)到中國(guó),撰寫大量報(bào)道向全世界揭露日本侵略者罪行,參與創(chuàng)辦培黎學(xué)校,并以自己的年輕生命,譜寫了中英友好的頌歌。我們非常高興英軍二戰(zhàn)老戰(zhàn)士、中英“突圍團(tuán)”的后代和何克母校代表出席今天的招待會(huì)。
Another heart warming story was that of George Hogg, a 23 year old British journalist who went to China to expose the crimes of the Japanese.Whilst there, he founded the Bailie School in Shandan County and did everything he could to support the local children and the Chinese people's efforts to fight the Japanese invasion.He died in Shandan at the age of 30 and was buried there.Today we are glad to have here with us Second World War veterans, descendents of the Hong Kong Escape Party, and representatives from the former school of George Hogg.孔子說(shuō),溫故而知新。我們回顧歷史,是為了更好地把握今天和未來(lái)。今天的世界還沒(méi)有安寧太平,人類還沒(méi)有遠(yuǎn)離硝煙,同時(shí)恐怖主義、氣候變化、傳染性疾病等全球性挑戰(zhàn)日益突出。但歷史在發(fā)展,時(shí)代在進(jìn)步,要和平、謀發(fā)展、促合作成為世界各國(guó)人民的共同愿望,同舟共濟(jì)、互利共贏成為國(guó)際社會(huì)的必然選擇。在新形勢(shì)下,我們?cè)概c包括英國(guó)在內(nèi)的世界上一切愛(ài)好和平的國(guó)家一道,為建設(shè)持久和平、共同繁榮的和諧世界而共同努力。
As Confucius said, “Consider the past, and you shall know the future”.We look back at our past to learn, to grasp our present and to shape our future.We live in a world that is far from being peaceful in many places.It still has a lot of challenging issues to deal with, from terrorism, climate change to communicable diseases.But our world is moving forward.We live at a time when people all around the world are united by an aspiration towards peace and development.Cooperation for mutual benefit has become the favoured choice of the international community.In this new era, China and the UK should further strengthen our partnership and work with other peace-loving countries in the pursuit of a peaceful, prosperous and harmonious world.謝謝大家!

Excellencies,Distinguished delegates,Ladies and gentlemen,The biennial UNCTAD World Investment Forum is the most important event for the international investment community and its stakeholders.It provides a unique platform for interaction among global leaders,senior policymakers,corporate executives,investors, investment promotion agencies,and investment experts and practitioners from many countries around the world.The presence of more than 400 investment leaders from 116 countries from all parts of the investment community demonstrates the importance that international investment has gained as an engine of growth and development.Over the next three days,we will examine the challenges and opportunities for global investment in a post-crisis economy,which will be addressed by the following events:
1.The World Leaders Investment Summit will discuss the new international investment landscape in the post-crisis era.It will identify policy options for maximising the developmental benefits of foreign investment and how to take advantage of a new emerging economic and policy landscape.2.The Ministerial Round Table will address investment policy coherence in the post-crisis environment,including balancing investment liberalisation and regulation,and enhancing coherence between national and international investment policies.3.The High-level Tripartite Conference will identify the most prominent issues related to FDI and the impact of investment on sustainable development.Key topics include: world investment
prospects,re-strategising investment promotion and promoting green investment.4.The 2010 International Investment Agreements Conference will reflect on the key development challenges facing the IIA regime and how it can leverage tangible development benefits in a post-crisis economy.5.The Sustainable Stock Exchanges Conference 2010 will examine how stock exchanges can promote sustainable business practices and responsible capital markets,which will ensure stable growth and positive development outcomes.6.The Special Conference on Promoting Responsible Sovereign Lending and Borrowing will provide an opportunity to discuss the need for a recognised set of principles for borrowers and lenders that promotes sustainable debt and credit conditions.7.The 8th Meeting of UNCTAD and the International Chamber of Commerce(ICC)Investment Advisory Council will discuss how investment can used to tackle the foreseeable shortfall in achieving the Millennium Development Goals(MDGs).8.Finally,the‘Investment Showcase’events will include presentations from individual countries on climate change-related investment.Other events include the launching of the G15 of Law Schools network dedicated to academic exchange on international investment law,and the UNCTAD Investment Promotion Award 2010, as well as various networking banquets,luncheons and dinners.All of these events will contribute towards the Forum’s main overall objective:to better understand the challenges and opportunities that the post-crisis investment landscape presents to all of us,and in particular to developing countries.In this new phase of globalisation –perhaps even a phase where we will see a retrenchment of globalisation–a new generation of investment policies will be needed.Such policies must encourage the transformation towards a low carbon economy,and the need for investment to work for development and the achievement of the MDGs.UNCT D’s World Investment Report 2010 provides information and analysis on some of these topics,as well as data on current trends in FDI.As such,the Report is offered as the main reference document to the World Investment Forum.Lastly,I would like to express my personal gratitude on behalf of UNCTAD to everyone who is
