隨著大學生就業(yè)困難的加劇和金融危機的到來,大學生創(chuàng)業(yè)這一話題再次在全國掀起了熱潮。各高校和各地政府也紛紛出臺了很多政策支持大學生尤其是畢業(yè)生自主創(chuàng)業(yè)。

一、大學生創(chuàng)業(yè)現(xiàn)狀及所面臨的問題

目前我國大學生創(chuàng)業(yè)還僅僅處于起步階段,自主創(chuàng)業(yè)的實際人數(shù)不多,占大學生總數(shù)的比例不大。一部分畢業(yè)生由于自主創(chuàng)業(yè)需要承擔相當大的風險,雖然有相對比較好的創(chuàng)業(yè)環(huán)境,但是選擇自主創(chuàng)業(yè)的人并不多。

首先,當代大學生對創(chuàng)業(yè)有著很高的熱情,但是很少有人把創(chuàng)業(yè)作為一種理想的職業(yè)選擇。許多大學生自主創(chuàng)業(yè),往往是就業(yè)壓力下的被動選擇,這種消極的選擇動機也是制約大學生創(chuàng)業(yè)的事業(yè)發(fā)展的重要因素。由于在學習專業(yè)課程與創(chuàng)業(yè)時間上會產(chǎn)生諸多矛盾,使很多學生感到心有余而力不足。

其次,大學生創(chuàng)業(yè)在現(xiàn)實條件方面也存在著諸多束縛。因為從小就接受應試教育,更多的精力花在學習上,對社會和市場都少有了解,沒有實踐經(jīng)驗,創(chuàng)業(yè)項目的選擇成為大學生創(chuàng)業(yè)的第一道門檻。一旦因為項目選擇的方向有問題而經(jīng)受了挫折,很容易令他們灰心喪氣,打擊他們創(chuàng)業(yè)的熱情。創(chuàng)業(yè)啟動資金是大學生創(chuàng)業(yè)的第二道門檻。大學生要創(chuàng)業(yè),沒有資金來源,通過做兼職也很難積累創(chuàng)業(yè)資金,即使一部分同學通過家里的扶持或貸款等其他渠道獲得了啟動資金,也可能會因為資金周轉(zhuǎn)和所要承擔的投資風險而使創(chuàng)業(yè)變得困難重重、壓力重重。

二、促進大學生創(chuàng)業(yè)的對策和建議

（一）要想真正實現(xiàn)創(chuàng)業(yè),一定要注重培養(yǎng)學生的實踐能力,必須將創(chuàng)業(yè)理論知識轉(zhuǎn)化成創(chuàng)業(yè)能力。創(chuàng)業(yè)教育重在將理論與實踐相結(jié)合,所以在教育體系上應包括課堂講授、案例教學、實習模擬、實地調(diào)研四個部分。要對學生進行創(chuàng)業(yè)教育,對教師在創(chuàng)業(yè)方面的培養(yǎng)也必不可少，學?？梢园才乓恍┡嘤栒n程,供教師充電,了解相關的創(chuàng)業(yè)知識,也可以由教師自己安排學生到企業(yè)進行實踐。更重要的是,學校應該加強校企合作,定期邀請一些商界人士來給學生講解最新的市場動態(tài),最真實的創(chuàng)業(yè)經(jīng)歷等等。

學校還可以組織創(chuàng)業(yè)設計大賽,開設創(chuàng)業(yè)講座等形式激發(fā)大學生的創(chuàng)新思維和創(chuàng)業(yè)興趣。盡可能的利用校內(nèi)資源,為學生提供一些可以進行創(chuàng)業(yè)實踐的機會。高校的后勤管理工作可以適當?shù)膶⒁徊糠止芾韮?nèi)容讓學生來參與,比如食堂,商店,環(huán)境衛(wèi)生,校內(nèi)便民服務等等一些崗位,在后勤管理工作人員的指導下,讓學生自主投資,自主經(jīng)營,自負盈虧,使學生在這些項目中學習一些管理技能,從而豐富創(chuàng)業(yè)經(jīng)驗。

另外,學?？梢员M可能的聯(lián)系企業(yè)，給學生提供適當?shù)膶嵺`機會,讓同學有機會真正的接觸企業(yè),明白企業(yè)運作的道理和流程,學習企業(yè)管理的知識和方法。

在管理上,對內(nèi)要通過鼓勵和優(yōu)惠政策充分調(diào)動學生的積極性,對外要與當?shù)卣^(qū)域社會廣泛合作,大學生要把自己創(chuàng)造的知識產(chǎn)權(quán)帶給社會,為企業(yè)服務,而社會的創(chuàng)新型企業(yè)也是大學創(chuàng)業(yè)教育中活生生的教材。因此,必須通過多種方式喚醒、啟發(fā)、誘導、挖掘大學生的創(chuàng)業(yè)潛能,鼓勵大學生開拓創(chuàng)新,用自己的聰明才智為社會多作貢獻。同時,要把培養(yǎng)學生的創(chuàng)業(yè)精神與能力擺在中心地位,教學活動始終圍繞培養(yǎng)學生創(chuàng)業(yè)精神、能力展開,積極培養(yǎng)學生良好的自主創(chuàng)業(yè)意識,幫助其樹立全新的就業(yè)觀念,把學生培養(yǎng)成視野開闊、主動創(chuàng)新、勇于實踐的復合型人才。

（二）樹立大學生創(chuàng)業(yè)典型,激發(fā)大學生創(chuàng)業(yè)熱情

從學校層面來講,要注重培養(yǎng)學生的創(chuàng)業(yè)意識和能力。需要建設和完善創(chuàng)業(yè)教育課程體系,組織開展各類創(chuàng)業(yè)競賽活動,通過開展創(chuàng)業(yè)計劃大賽、組織創(chuàng)業(yè)論壇、參觀考察成功企業(yè)“科技園”孵化器等途徑提高大學生創(chuàng)業(yè)意識和創(chuàng)業(yè)能力,鍛煉和提高學生的觀察力、思維力、創(chuàng)造力和實踐操作能力。

（三）制定和落實支持政策,提供必要資金,營造創(chuàng)業(yè)輿論氛圍

各級政府要努力建立真正能夠促進創(chuàng)業(yè)的、負責任的、高效率的學生創(chuàng)業(yè)管理和服務系統(tǒng),制定能夠快速推動學生創(chuàng)業(yè)工作的管理和服務機制。為支持大學生創(chuàng)業(yè),國家各級政府出臺了許多優(yōu)惠政策,涉及融資、開業(yè)、稅收、創(chuàng)業(yè)培訓、創(chuàng)業(yè)指導等諸多方面。社會各界要努力營造“創(chuàng)業(yè)是高水平的就業(yè)”的整體氛圍,為大學生創(chuàng)業(yè)掃清思想障礙。

很多大學生創(chuàng)業(yè)初期都信心百倍,創(chuàng)業(yè)也進行的比較順利,但是當企業(yè)需要再進一步發(fā)展的時候,就會遇到種種不可預測的困難,這時候缺乏社會經(jīng)驗和創(chuàng)業(yè)經(jīng)驗的大學生老板變得束手無策,使企業(yè)發(fā)展受到遏制甚至是停止。因此,無論是高校還是社會各方面都應該想想辦法,盡可能多為創(chuàng)業(yè)的大學生多提供一些后續(xù)的扶持工作。

三、大學生創(chuàng)業(yè)教育應該注意的問題

創(chuàng)業(yè),并不是人人都適合。千百萬的大學生有著千百萬種不同的性格特點和人生追求。高校和社會在鼓勵大學生創(chuàng)業(yè)的同時,要注意避免盲目性,不能一刀切。高等教育本身就有精英教育、大眾教育、職業(yè)教育等幾個層次,因此也應該根據(jù)學生的不同情況因材施教。但是,在現(xiàn)代商品經(jīng)濟社會的沖擊下,在周圍創(chuàng)業(yè)的同學的影響下,很多同學可能會受到短期經(jīng)濟利益的刺激,認為無論創(chuàng)業(yè)成功與否,能夠先賺點錢,彌補自己的經(jīng)濟空缺,滿足一下自己更高層次的物質(zhì)追求也好。但是抱著這種心理狀態(tài)的同學,不但不能踏實創(chuàng)業(yè),反而也耽誤了專業(yè)課的學習。因此,學校在鼓勵同學創(chuàng)業(yè)的同時,不能忽視同學們浮躁心理,一定要針對同學的不同情況在思想上給予必要的指導,要能夠達到學習的同學努力學習,創(chuàng)業(yè)的同學積極創(chuàng)業(yè)的理想效果。

總之，創(chuàng)業(yè)教育不僅為學生個人的發(fā)展提供了墊腳石，也更為社會的經(jīng)濟發(fā)展提供大批的新生力量。理性的創(chuàng)業(yè)心理是大學生創(chuàng)業(yè)成功的基礎，學校要通過引導，使大學生的創(chuàng)業(yè)心理更加成熟。我們有理由相信，不遠的將來，在社會創(chuàng)業(yè)的舞臺上，會真正涌現(xiàn)出一批批的大學生創(chuàng)業(yè)英雄，會流傳一個個大學生創(chuàng)業(yè)的傳奇故事。

知

各學院、各有關單位：

為落實國家“創(chuàng)業(yè)帶動就業(yè)”政策，加強大學生創(chuàng)業(yè)教育，樹立創(chuàng)業(yè)典型，增強創(chuàng)業(yè)意識，根據(jù)國家和我省大學生創(chuàng)業(yè)工作有關文件精神及學校本學年素質(zhì)拓展活動規(guī)劃，學校決定舉辦第二屆大學生“創(chuàng)業(yè)之星”評選活動?，F(xiàn)將有關事項通知如下：

一、活動主題

增強創(chuàng)業(yè)意識 提高創(chuàng)業(yè)能力

二、評選對象

有創(chuàng)業(yè)經(jīng)歷的全日制在校本科生。

三、參賽形式

1、提交材料。填寫提交《安徽師范大學第二屆“創(chuàng)業(yè)之星”評選登記表》(附件1)和創(chuàng)業(yè)事跡材料(詳細介紹創(chuàng)業(yè)歷程、創(chuàng)業(yè)項目、創(chuàng)業(yè)體會、創(chuàng)業(yè)經(jīng)驗、創(chuàng)業(yè)成果等)。事跡材料要求自行設計封面(簡潔大方)，內(nèi)容重點突出、層次清晰、事例詳實，5000字以內(nèi)，圖文并茂，A4紙雙面打印、中縫裝訂。

2、現(xiàn)場匯報。采用PPT形式(PPT為2003版本)介紹展示創(chuàng)業(yè)事跡，限時7分鐘。

3、現(xiàn)場答辯。由評委結(jié)合選手創(chuàng)業(yè)事跡、創(chuàng)業(yè)經(jīng)驗等提問，參賽者據(jù)實回答，限時3分鐘。

四、時間步驟

1、學院推薦(10月16日前)

各學院要通過輔導員、學生干部對全院學生創(chuàng)業(yè)情況進行一次全面摸底調(diào)查，認真組織院內(nèi)創(chuàng)業(yè)典型評選和推薦(名額不限)。

各學院于10月16日前將《安徽師范大學第二屆“創(chuàng)業(yè)之星”評選登記表》(附件1)、推薦人選創(chuàng)業(yè)事跡材料及《安徽師范大學學生創(chuàng)業(yè)情況匯總表》(附件2，不限于推薦參加學?！皠?chuàng)業(yè)之星”評選的同學)的紙質(zhì)、電子版各一份報校團委。電子信箱：ahnucl@foxmail.com；聯(lián)系人：赭山校區(qū)：陳莉 3883532；花津校區(qū)：井方明5910206。

2、學校評選(10月下旬)

學校對各學院上報的選手材料進行初審，遴選出事跡較為典型的選手參加學?，F(xiàn)場評選，匯報名單將及時通知各學院。各學院要指導參加學?，F(xiàn)場評選的同學，認真制作匯報PPT和創(chuàng)業(yè)事跡展板(1塊，尺寸為：高100CM、寬120CM)，并于10月21日前報校團委。

決賽擬定于10月下旬在赭山校區(qū)團委多功能廳舉行，選手進行PPT事跡展示和現(xiàn)場答辯。決賽具體時間另行通知。

五、組織機構(gòu)

學校成立大學生“創(chuàng)業(yè)之星”評選工作領導組，組長由學校分管領導擔任，校紀委辦公室(監(jiān)察處)、宣傳部、教務處、學生處、科研處、團委等部門負責同志為成員。辦公室設在團委，具體負責組織實施評選工作。領導組聘請有關專家組成“創(chuàng)業(yè)之星”導師團，領導組和導師團共同組成評審專家組。

六、表彰獎勵

大賽設“創(chuàng)業(yè)之星”金獎2名、銀獎3名、銅獎5名、優(yōu)秀獎若干名，并頒發(fā)獲獎證書。為扶持“創(chuàng)業(yè)之星”繼續(xù)做好創(chuàng)業(yè)項目，學校獎勵金獎獲得者1500元、銀獎獲得者1200元、銅獎獲得者800元。

七、活動認證

本次活動為學校素質(zhì)拓展活動規(guī)劃項目，認證納入B模塊，即專業(yè)技能與職業(yè)導航。具體分值如下表:

八、活動要求

1、高度重視。各學院要充分認識到大學生創(chuàng)業(yè)的重要意義，認真調(diào)查了解學生創(chuàng)業(yè)現(xiàn)狀與存在的問題，為學校加強大學生創(chuàng)業(yè)教育提供詳實的統(tǒng)計數(shù)據(jù)。

2、廣泛動員。各學院要深入開展宣傳動員，鼓勵有創(chuàng)業(yè)經(jīng)歷的同學報名參賽，深入挖掘創(chuàng)業(yè)典型，大力宣傳創(chuàng)業(yè)典型的事跡，努力擴大活動的參與面和影響力。

3、強化指導。各學院要精心組織好院內(nèi)報名和選拔活動，盡力為創(chuàng)業(yè)同學做好參賽指導和創(chuàng)業(yè)服務工作，并及時開展總結(jié)認證工作。
