摘要

我國作為當(dāng)今世界上最大的發(fā)展中國家，隨著經(jīng)濟(jì)的飛速發(fā)展和工業(yè)化、城鎮(zhèn)化的加快，能源的供需矛盾尖銳，能源利用率低、能源浪費嚴(yán)重、能源開發(fā)結(jié)構(gòu)不合理化等問題層出不窮。如何構(gòu)建可持續(xù)發(fā)展的資源體系來支持經(jīng)濟(jì)的快速發(fā)展成為當(dāng)今社會的巨大挑戰(zhàn)。

稅收政策是政府籌集財政資金，干預(yù)、調(diào)控經(jīng)濟(jì)的重要工具之一，在促進(jìn)能源可持續(xù)發(fā)展中起到不可替代的作用。以能源可持續(xù)發(fā)展為目標(biāo)的制定的能源稅收政策主要是彌補(bǔ)市場缺陷，糾正傳統(tǒng)不合理的經(jīng)濟(jì)發(fā)展模式，達(dá)成節(jié)約和保護(hù)能源的目的。本文將理論分析和現(xiàn)實環(huán)境分析相結(jié)合，運(yùn)用比較研究的方法，在實踐國內(nèi)外實踐經(jīng)驗的基礎(chǔ)上，提出健全并完善我國綠色稅收體系的建議。

文章分為五個部分。首先從我國的能源和經(jīng)濟(jì)發(fā)展現(xiàn)狀出發(fā)，提出可持續(xù)發(fā)展與綠色稅收相結(jié)合的戰(zhàn)略。其次，站在促進(jìn)能源可持續(xù)發(fā)展的角度上，簡述和列舉我國現(xiàn)行稅收政策中存在的一些問題和缺陷。第三部分中，主要闡述綠色稅收的含義，分析國外有關(guān)能源稅收政策，總結(jié)對我國有利的啟示。第四部分中，對我國綠色稅收的政策手段做出論述，分別結(jié)合不同的稅種提出健全和完善我國稅收政策促進(jìn)能源可持續(xù)發(fā)展的基本想法和建議。最后，在總論中為了更全面的理解可持續(xù)發(fā)展在稅收政策中的作用，筆者另外對綠色稅收政策做了進(jìn)一步的說明。

摘要

本文主要針對新建鐵路精伊線莫仁至阿恰勒段的初步設(shè)計及相關(guān)程序設(shè)計。設(shè)計的具體內(nèi)容由以下幾個部分組成：結(jié)合地形、地質(zhì)條件，在帶狀等高線地形圖上，按初步設(shè)計的步驟，選定線路的基本走向，并進(jìn)行路基設(shè)計，包括線路的平面定線、平面設(shè)計、縱斷面設(shè)計、橫斷面設(shè)計、路基土石方計算程序設(shè)計、平面坐標(biāo)計算程序設(shè)計、及相關(guān)外文科技文獻(xiàn)翻譯一篇。

平面定線過程中，根據(jù)坡度的變化，注意緊坡地段和緩坡地段的定線要求及定線技巧，在設(shè)計過程中，由于兩站之間有較大的高程差，所以為了減少挖方量和爭取最大高程，線路采用較大的坡度上坡，并注意使直線與曲線相互協(xié)調(diào)，充分考慮夾直線和緩和曲線長度的要求；縱斷面設(shè)計中，注意最大坡度、坡段長度、坡段連接與坡度折減等問題，在變坡點處應(yīng)合理設(shè)置豎曲線 ；在平面坐標(biāo)計算程序設(shè)計中，對兩種方法進(jìn)行比較，采用Fortran語言編制計算程序；在橫斷面設(shè)計過程中，考慮曲線地段路基面加寬等問題。

整個設(shè)計分幾個階段進(jìn)行，每一階段的工作都需要綜合考慮、精心設(shè)計。設(shè)計的前后都要進(jìn)行必要的比較、檢算，符合標(biāo)準(zhǔn)以后，提交有關(guān)設(shè)計成果，完成設(shè)計。
