      On behalf of the State Council, I will now report to you on the work of the government and ask for your deliberation and approval.I also wish to have comments on my report from the members of the National Committee of the Chinese People’s Political Consultative Conference(CPPCC).一、XX 年工作回顧

      In the past year, China’s development has faced grave challenges posed by a great many problems and interwoven risks and dangers both at home and abroad.However, under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, we the Chinese people have risen to the challenge and worked hard to press ahead, driving forward sustained, healthy economic and social development.At the Sixth Plenary Session of the 18th Party Central Committee, the core position of General Secretary Xi Jinping was formally affirmed, which reflects the fundamental interests of the Party and the Chinese people, and is of crucial and farreaching significance for ensuring the flourishing and longterm stability of the Party and the country.All regions and all government departments have steadily strengthened their consciousness of the need to maintain political integrity, think in bigpicture terms, uphold the leadership core, and keep in alignment.Pushing ahead with all around efforts, we have achieved major progress in finishing building a moderately prosperous society in all respects, made important strides in deepening reform, continued to exercise lawbased governance, and made further progress in practicing strict Party selfgovernance;and we have accomplished the year’s main tasks and targets for economic and social development, and got the 13th FiveYear Plan off to a great start.——經(jīng)濟(jì)運(yùn)行緩中趨穩(wěn)、穩(wěn)中向好。國(guó)內(nèi)生產(chǎn)總值達(dá)到 萬(wàn)億元,增長(zhǎng) %,名 列世界前茅,對(duì)全球經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率超過(guò) 30%。居民消費(fèi)價(jià)格上漲 2%。工業(yè)企業(yè) 利潤(rùn)由上年下降 %轉(zhuǎn)為增長(zhǎng) %,單位國(guó)內(nèi)生產(chǎn)總值能耗下降 5%,經(jīng)濟(jì)發(fā)展的 質(zhì)量和效益明顯提高。

      3.Continued advances were made in reform and opening up.Breakthroughs were made in reforms in major sectors and key links, and initial success was achieved in supplyside structural reform.New measures were introduced for opening China up, rapid progress was made in pursuing the Belt and Road Initiative, and a number of major projects and industrialcapacity cooperation projects with other countries were launched.——經(jīng)濟(jì)結(jié)構(gòu)加快調(diào)整。消費(fèi)在經(jīng)濟(jì)增長(zhǎng)中發(fā)揮主要拉動(dòng)作用。服務(wù)業(yè)增加值占國(guó)內(nèi)

      5.New drivers of growth gained strength.Further progress was made in pursuing the innovationdriven development strategy, and a number of worldleading achievements were made in science and technology.Emerging industries were thriving, and the transformation and upgrading of traditional industries accelerated.People were busy launching businesses or making innovations, with a yearonyear increase in the number of new businesses registeredan average of 15,000 new businesses daily.With self employed traders and other market entities included we had an average of 45,000 new market entities launched per day.New growth drivers are opening new prospects for China’s development.——基礎(chǔ)設(shè)施支撐能力持續(xù)提升。高速鐵路投產(chǎn)里程超過(guò) 1900 公里,新建改建高速

      6.Infrastructure became everbetter able to sustain development.Over 1,900 kilometers of new highspeed rail lines came into service, and more than 6,700 kilometers of expressways and 290,000 kilometers of rural roads were built or upgraded.Construction picked up pace on urban rail transit facilities and underground utility tunnels.Construction began on 21 major water conservancy projects.The number of 4G mobile communications subscribers grew by 340 million and over million kilometers of optical fiber cables were added.——人民生活繼續(xù)改善。全國(guó)居民人均可支配收入實(shí)際增長(zhǎng) %。農(nóng)村貧困人口減 少 1240 萬(wàn),易地扶貧搬遷人口超過(guò) 240 萬(wàn)。棚戶區(qū)住房改造 600 多萬(wàn)套,農(nóng)村危房

      7.Living standards were improved.Personal per capita disposable income increased by percent in real terms.The number of people living in poverty in rural areas was reduced by million, including more than million people relocated from inhospitable areas.More than 6 million homes in rundown urban areas and over million dilapidated rural houses were renovated.In tourism, domestic trips showed rapid growth, and overseas trips exceeded 120 million.People in both urban and rural areas saw a rise in living standards.我國(guó)成功主辦二十國(guó)集團(tuán)領(lǐng)導(dǎo)人杭州峰會(huì),推動(dòng)取得一系列開(kāi)創(chuàng)性、引領(lǐng)性、機(jī)制性 重要成果,在全球經(jīng)濟(jì)治理中留下深刻的印記。

      China successfully hosted the G20 XX Hangzhou Summit, and helped to deliver a number of important pioneering, leading, and institutional outcomes, thus doing its part for global economic governance.回顧過(guò)去一年,走過(guò)的路很不尋常。我們面對(duì)的是世界經(jīng)濟(jì)和貿(mào)易增速 7 年來(lái)最低、國(guó)際金融市場(chǎng)波動(dòng)加劇、地區(qū)和全球性挑戰(zhàn)突發(fā)多發(fā)的外部環(huán)境,面對(duì)的是國(guó)內(nèi)結(jié)構(gòu) 性問(wèn)題突出、風(fēng)險(xiǎn)隱患顯現(xiàn)、經(jīng)濟(jì)下行壓力加大的多重困難,面對(duì)的是改革進(jìn)入攻堅(jiān) 期、利益關(guān)系深刻調(diào)整、影響社會(huì)穩(wěn)定因素增多的復(fù)雜局面。在這種情況下,經(jīng)濟(jì)能 夠穩(wěn)住很不容易,出現(xiàn)諸多向好變化更為難得。這再次表明,人民有勇氣、有智

      XX was an unusual year in our country’s development.China was confronted with an external environment in which the world saw the lowest economic and trade growth in seven years, growing volatility in global financial markets, and sudden and frequent regional and global challenges.Domestically, China faced multiple difficulties: major structural problems, prominent risks and dangers, and mounting downward pressure on the economy.China found itself in a complex environment as reform entered a critical stage, profound changes took place affecting interests, and factors impacting social stability grew.Given all these factors, it was not easy for us to maintain stable economic performance.And yet we succeeded, and even managed to make progress on many fronts.Once again, this shows that we the Chinese people have the courage, ingenuity, and ability to overcome any difficulty or hardship.It also shows that the Chinese economy possesses potential, resilience, and strengths, so we can be sure there is even better development ahead for China.一年來(lái),我們主要做了以下工作。

      I will now move on to discuss our main work last year:

      一是繼續(xù)創(chuàng)新和加強(qiáng)宏觀調(diào)控,經(jīng)濟(jì)運(yùn)行保持在合理區(qū)間。去年宏觀調(diào)控面臨多難抉 擇,我們堅(jiān)持不搞“大水漫灌”式強(qiáng)刺激,而是依靠改革創(chuàng)新來(lái)穩(wěn)增長(zhǎng)、調(diào)結(jié)構(gòu)、防 風(fēng)險(xiǎn),在區(qū)間調(diào)控基礎(chǔ)上,加強(qiáng)定向調(diào)控、相機(jī)調(diào)控。積極的財(cái)政政策力度加大,增 加的財(cái)政赤字主要用于減稅降費(fèi)。全面推開(kāi)營(yíng)改增試點(diǎn),全年降低企業(yè)稅負(fù) 5700 多億 元,所有行業(yè)實(shí)現(xiàn)稅負(fù)只減不增。制定實(shí)施中央與地方增值稅收入劃分過(guò)渡方案,確 保地方既有財(cái)力不變。擴(kuò)大地方政府存量債務(wù)置換規(guī)模,降低利息負(fù)擔(dān)約 4000 億元。穩(wěn)健的貨幣政策靈活適度,廣義貨幣 M2 增長(zhǎng) %,低于 13%左右的預(yù)期目標(biāo)。綜 合運(yùn)用多種貨幣政策工具,支持實(shí)體經(jīng)濟(jì)發(fā)展。實(shí)施促進(jìn)消費(fèi)升級(jí)措施。出臺(tái)鼓勵(lì)民 間投資等政策,投資出現(xiàn)企穩(wěn)態(tài)勢(shì)。分類(lèi)調(diào)控房地產(chǎn)市場(chǎng)。加強(qiáng)金融風(fēng)險(xiǎn)防控,人民 幣匯率形成機(jī)制進(jìn)一步完善,保持了在合理均衡水平上的基本穩(wěn)定,維護(hù)了國(guó)家經(jīng)濟(jì) 金融安全。

      First, we continued to develop new and more effective ways of carrying out regulation at the macro level, thus keeping the economy performing within an appropriate range.Last year, we faced difficult choices in conducting macrolevel regulation, but we stood firm in not adopting strong stimulus policies that would have had an economy wide impact, and strived instead to maintain steady growth, adjust the structure, and guard against risks through reform and innovation.We strengthened targeted and welltimed regulation on the basis of rangebased regulation.More proactive fiscal policy was pursued, and the increase in the fiscal deficit was used mainly to cover tax and fee cuts.The trial replacement of business tax with value added tax(VAT)was extended to cover all sectors, slashing the tax burden of businesses for the year by over 570 billion yuan and reducing tax burdens in every sector.A transitional plan for sharing VAT revenue between the central and local governments was formulated and implemented to ensure financial resources of local governments remained unchanged.More local government bonds were issued to replace outstanding debts, reducing interest payments by roughly 400 billion yuan.A prudent monetary policy was pursued in a flexible and appropriate manner.The M2 money supply increased by percent, below our projected target of around 13 percent.We used a range of monetary policy tools to support the development of the real economy.Measures were taken to upgrade consumption.We unveiled policies to encourage private investment, and saw investment begin to stabilize.We strengthened efforts to manage financial risks.The RMB exchange rate regime continued to improve, and the exchange rate remained generally stable at an adaptive and equilibrium level.We also exercised categorybased regulation over the real estate market.By doing this, we have safeguarded China’s economic and financial security.二是著力抓好“三去一降一補(bǔ)”,供給結(jié)構(gòu)有所改善。以鋼鐵、煤炭行業(yè)為重點(diǎn)去產(chǎn) 能,全年退出鋼鐵產(chǎn)能超過(guò) 6500 萬(wàn)噸、煤炭產(chǎn)能超過(guò) 億噸,超額完成年度目標(biāo)任 務(wù),分流職工得到較好安置。支持農(nóng)民工在城鎮(zhèn)購(gòu)房,提高棚改貨幣化安置比例,房 地產(chǎn)去庫(kù)存取得積極成效。推動(dòng)企業(yè)兼并重組,發(fā)展直接融資,實(shí)施市場(chǎng)化法治化債 轉(zhuǎn)股,工業(yè)企業(yè)資產(chǎn)負(fù)債率有所下降。著眼促進(jìn)企業(yè)降成本,出臺(tái)減稅降費(fèi)、降低 “五險(xiǎn)一金”繳費(fèi)比例、下調(diào)用電價(jià)格等舉措。加大補(bǔ)短板力度,辦了一批當(dāng)前急需 又利長(zhǎng)遠(yuǎn)的大事。

      Second, we focused on five priority tasks – cutting overcapacity, reducing excess inventory, deleveraging, lowering costs, and strengthening areas of weakness – thereby improving the composition of supply.Particular priority was given to cutting overcapacity in the steel and coal sectors.Over the year, steel production capacity was cut by more than 65 million metric tons and coal by over 290 million metric tons, going beyond annual targets.Effective assistance was provided to laidoff employees.We supported migrant workers in buying urban homes;and we increased the proportion of people affected by rebuilding in rundown urban areas receiving monetary compensation, making good progress in reducing real estate inventory.Business acquisitions and reorganizations were encouraged, direct financing was promoted, and market and lawbased debttoequity swaps were carried out, lowering the debttoasset ratio of industrial enterprises.To help enterprises lower operating costs, we introduced measures to cut taxes and fees, lower the share paid by enterprises for social security contributions, and cut the price of electricity.We boosted efforts to strengthen areas of weakness and undertook major initiatives that both help to meet urgent needs today and promise longterm benefits.三是大力深化改革開(kāi)放,發(fā)展活力進(jìn)一步增強(qiáng)。全面深化改革,推出一批標(biāo)志性、支 柱性改革舉措。圍繞處理好政府和市場(chǎng)關(guān)系這一經(jīng)濟(jì)體制改革的核心問(wèn)題,持續(xù)推進(jìn) 簡(jiǎn)政放權(quán)、放管結(jié)合、優(yōu)化服務(wù)改革。在提前完成本屆政府減少行政審批事項(xiàng)三分之 一目標(biāo)的基礎(chǔ)上,去年又取消 165 項(xiàng)國(guó)務(wù)院部門(mén)及其指定地方實(shí)施的審批事項(xiàng),清理 規(guī)范 192 項(xiàng)審批中介服務(wù)事項(xiàng)、220 項(xiàng)職業(yè)資格許可認(rèn)定事項(xiàng)。深化商事制度改革。全面推行“雙隨機(jī)、一公開(kāi)”,增強(qiáng)事中事后監(jiān)管的有效性,推進(jìn)“互聯(lián)+政務(wù)服 務(wù)”。推動(dòng)國(guó)有企業(yè)調(diào)整重組和混合所有制改革。建立公平競(jìng)爭(zhēng)審查制度。深化 稅改革。完善農(nóng)村土地“三權(quán)分置”辦法,建立貧困退出機(jī)制。推進(jìn)科技管理體制改 革,擴(kuò)大高校和科研院所自主權(quán),出臺(tái)以增加知識(shí)價(jià)值為導(dǎo)向的分配政策。放開(kāi)養(yǎng)老 服務(wù)市場(chǎng)。擴(kuò)大公立醫(yī)院綜合改革試點(diǎn),深化藥品醫(yī)療器械審評(píng)審批制度改革。制定 自然統(tǒng)一確權(quán)登記辦法,開(kāi)展省以下環(huán)保機(jī)構(gòu)監(jiān)測(cè)監(jiān)察執(zhí)法垂直管理、耕地輪作

      休耕改革等試點(diǎn),全面推行河長(zhǎng)制,健全生態(tài)保護(hù)補(bǔ)償機(jī)制。改革為經(jīng)濟(jì)社會(huì)發(fā)展增

      Third, we worked hard to deepen reform and opening up, further strengthening the vitality of development.Reform was deepened across the board, and a good number of landmark and pillar reform initiatives were undertaken.To balance the governmentmarket relationship – the pivotal issue in economic structural reform – we continued reforms to streamline administration, delegate powers, and improve regulation and services.My administration’s goal of cutting the number of items requiring government review by a third had been achieved ahead of schedule.On that basis, last year we cancelled the requirement on a further 165 items for review by State Council departments and authorized local governments.We also overhauled and standardized 192 items of intermediary services for government review as well as 220 items of approvals and accreditations for professional qualifications.We deepened institutional reforms in the business sector.We introduced an oversight model of random inspection and public release across the board, made operational and postoperational oversight more effective, and promoted the Internet Plus government services model.We pushed ahead with reforms to restructure and reorganize stateowned enterprises(SOEs)and introduce into them mixed ownership structures.We established a review system to ensure fair competition.We deepened resource tax reforms.We improved measures for separating rural land ownership rights, contract rights, and management rights, and established a mechanism for determining whether people have been lifted out of poverty.We made progress in reforming the science and technology management system, gave greater autonomy to colleges and research institutes, and adopted profit distribution policies oriented toward increasing the value of knowledge.We opened up the elderly services market.We expanded the trials of comprehensive reforms in public hospitals and deepened reform of the evaluation and approval systems for medicine and medical equipment.We formulated unified measures to determine and register natural resource rights.We piloted reforms for conducting direct oversight by provinciallevel environmental

      the environmental monitoring and inspection work of environmental protection agencies below the provincial level, as well as crop rotation

      and fallow land reforms.The river chief system was introduced for all lakes and rivers across the country, and the mechanisms for compensating for ecological conservation efforts were improved.Reform has given new impetus to economic and social development.積極擴(kuò)大對(duì)外開(kāi)放。推進(jìn)“一帶一路”建設(shè),與沿線國(guó)家加強(qiáng)戰(zhàn)略對(duì)接、務(wù)實(shí)合作。人民幣正式納入國(guó)際貨幣基金組織特別提款權(quán)貨幣籃子?!吧罡弁ā遍_(kāi)啟。完善促進(jìn) 外貿(mào)發(fā)展措施,新設(shè) 12 個(gè)跨境電子商務(wù)綜合試驗(yàn)區(qū),進(jìn)出口逐步回穩(wěn)。推廣上海等自

      In the past year, China’s development has faced grave challenges posed by a great many problems and interwoven risks and dangers both at home and abroad.However, under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, we the Chinese people have risen to the challenge and worked hard to press ahead, driving forward sustained, healthy economic and social development.At the Sixth Plenary Session of the 18th Party Central Committee, the core position of General Secretary Xi Jinping was formally affirmed, which reflects the fundamental interests of the Party and the Chinese people, and is of crucial and farreaching significance for ensuring the flourishing and longterm stability of the Party and the country.All regions and all government departments have steadily strengthened their consciousness of the need to maintain political integrity, think in bigpicture terms, uphold the leadership core, and keep in alignment.Pushing ahead with all around efforts, we have achieved major progress in finishing building a moderately prosperous society in all respects, made important strides in deepening reform, continued to exercise lawbased governance, and made further progress in practicing strict Party selfgovernance;and we have accomplished the year’s main tasks and targets for economic and social development, and got the 13th FiveYear Plan off to a great start.——經(jīng)濟(jì)運(yùn)行緩中趨穩(wěn)、穩(wěn)中向好。國(guó)內(nèi)生產(chǎn)總值達(dá)到 萬(wàn)億元,增長(zhǎng) %,名 列世界前茅,對(duì)全球經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率超過(guò) 30%。居民消費(fèi)價(jià)格上漲 2%。工業(yè)企業(yè) 利潤(rùn)由上年下降 %轉(zhuǎn)為增長(zhǎng) %,單位國(guó)內(nèi)生產(chǎn)總值能耗下降 5%,經(jīng)濟(jì)發(fā)展的 質(zhì)量和效益明顯提高。

      1.The economy has registered a slower but stable performance with good momentum for growth.GDP reached trillion yuan, representing growth, and seeing China outpace most other economies.China contributed more than 30 percent of global growth.The CPI rose by 2 percent.With an increase in profits, industrial enterprises reversed the previous year’s negative growth of percent.Energy consumption per unit of GDP fell by 5 percent.Economic performance improved markedly in quality and returns.——就業(yè)增長(zhǎng)超出預(yù)期。全年城鎮(zhèn)新增就業(yè) 1314 萬(wàn)人。高校畢業(yè)生就業(yè)創(chuàng)業(yè)人數(shù)再 創(chuàng)新高。年末城鎮(zhèn)登記失業(yè)率 %,為多年來(lái)最低。13 億多人口的發(fā)展中大國(guó),就 業(yè)比較充分,十分不易。

      The Eleventh Five-Year Plan period was a truly extraordinary time in the course of the country's development.In the face of complex domestic and international situations and a series of major risks and challenges, the Communist Party of China(CPC)united with and led the people of all the country's ethnic groups in comprehensively advancing reform, opening up and modernization, bringing about a historic change in China over the past five years.--The country's productive forces and overall national strength improved significantly.We effectively warded off the impact of the global financial crisis, maintained steady and rapid economic development and fulfilled the major objectives and tasks of the Eleventh Five-Year Plan, and the economy scaled new heights.GDP grew at an average annual rate of 11.2% to reach 39.8 trillion yuan.Government revenue increased from 3.16 trillion yuan to 8.31

      trillion yuan.Major breakthroughs were attained in cutting-edge science and technology such as the manned space mission, the lunar exploration program and supercomputers.Great progress was made in the modernization of national defense and the army.--Progress in all social programs accelerated and people's lives improved significantly.Comprehensive progress was made in education, science and technology, culture, public health and sports programs.The number of new urban jobs increased by 57.71 million, and 45 million agricultural workers found urban employment.The per capita disposable income of urban residents rose by an annual average of 9.7% and the per capita net income of rural residents by 8.9% in real terms.The social security system covering both urban and rural areas was progressively refined.--Major progress was made in reform and opening up.New breakthroughs were achieved in crucial areas and key links of reform, and the socialist market economy further improved.Last year, total foreign trade volume reached US$ 2.97 trillion and the openness of the economy increased rapidly.--China's international prestige and influence grew significantly.We played an important and constructive role in international affairs;effectively safeguarded our national sovereignty, security and development interests;and made major progress in our all-around diplomacy.We successfully hosted the Beijing Olympics and Shanghai World Expo, thus fulfilling dreams the Chinese nation had cherished for a century.These brilliant achievements clearly show the advantages of socialism with Chinese characteristics and the great power of reform and opening up.They greatly increased the confidence and pride of our people of all ethnic groups, strengthened the cohesiveness of the Chinese nation, and inspired us to forge ahead on our historic course.The following are our main accomplishments over the past five years:

      1.Strengthening and improving macro-control, and spurring steady and rapid economic development

      We paid close attention to the orientation, focus and strength of macro-control and kept a firm grasp on the initiative in our economic work.In the early stages of the Eleventh Five-Year Plan period, we adopted correct policies and measures to address overheated investment growth, the excessive trade surplus, excess liquidity, and structural and imported inflation;effectively prevented emerging problems from evolving into trends;and prevented problems in any one area from becoming general problems.In the last two years, we responded coolly to the impact of the global financial crisis-a crisis of a severity seldom seen in the last century, made decisions scientifically and resolutely followed a proactive fiscal policy and moderately easy monetary policy.We steadfastly implemented a multi-point plan, greatly increased government spending and made structural tax reductions, carried out the plan for restructuring and reinvigorating key industries on a large scale, vigorously promoted innovation and increased support for work in science and technology, and substantially increased social security benefits.We steadfastly followed a strategy of expanding domestic demand;adopted policies and measures to encourage consumer spending;and increased urban and rural incomes, particularly for low-income people.As a result, consumer spending grew steadily and its structure constantly improved.We carried out a two-year investment plan to increase spending by 4 trillion yuan, including

      1.18 trillion yuan from the central government.Of this amount, 43.7% was invested in low-income housing projects, projects to improve the wellbeing of rural residents, and social programs;15.3% in innovation, restructuring, energy conservation, emissions reductions and ecological improvement;23.6% in major infrastructure projects;and 14.8% in post-Wenchuan earthquake recovery and reconstruction.Government spending guided and drove nongovernmental investment, greatly increased domestic demand and effectively compensated for weak external demand.This helped

      to reverse the slowdown in economic growth in a relatively short time and make the Chinese economy the first in the world to pick up again.In this way, we not only got over the hard times and ensured and improved the wellbeing of the people, but also laid a firm foundation for long-term development.2.Striving to do our work related to agriculture, rural areas, and farmers well, and consolidating and strengthening the agricultural foundation

      Central government spending on agriculture, rural areas, and farmers totaled nearly 3 trillion yuan and grew at an average annual rate of more than 23%.Agricultural tax and various government charges were totally abolished, thereby ending the history of farmers paying taxes on the crops they grow and easing their annual burden by more than 133.5 billion yuan.We set up a subsidy system for grain growers and a benefit subsidy system for major growing areas, and paid out 122.6 billion yuan in production subsidies to grain growers last year.Minimum purchase prices and temporary purchase and storage policies were put in place for key grain varieties, and the minimum purchase prices for wheat and rice were raised by between 25% and 40%.We rigorously safeguarded arable land.We worked hard to make advances in agricultural science and technology.New record highs were set for grain production, which reached 5.4641 trillion tons last year, the seventh consecutive yearly increase.The per capita net income of farmers continued to grow rapidly and reached 5,919 yuan.We made steady progress with comprehensive reforms in the countryside and fully implemented the reform of tenure in collective forests and the system for managing state-owned farms.We accelerated agricultural and rural infrastructure development.We finished reinforcing 7,356 large and medium-sized reservoirs and key small reservoirs and ensured the safety of drinking water for 215 million rural residents.Farmers' lives constantly improved and rural development entered a new era.3.Strongly promoting economic restructuring and improving the quality and performance of economic growth

      First, we accelerated industrial restructuring and innovation.We vigorously carried out technological upgrading in enterprises and enterprise mergers and reorganizations, which noticeably raised the overall level and competitiveness of Chinese industries, particularly equipment manufacturing.Strategic emerging industries grew rapidly.We accelerated the development of the national innovation system;carried out knowledge innovation projects and technology innovation projects;and made breakthroughs in urgently needed cutting-edge technologies, core technologies and key equipment technologies.A large number of research results have been applied in industrial production.The service industry developed quickly and the proportion it contributes to GDP rose by 2.5 percentage points.We greatly accelerated infrastructure development.We expanded the railway system by 16,000 km over the past five years and the road system by 639,000 km, including 33,000 km of expressways.We built, improved or expanded 33 airports and built or reinforced 17,000 km of dykes.Second, we made genuine progress in energy conservation, emissions reduction, ecological improvement and environmental protection.We formulated policies, measures and national objectives for controlling greenhouse gas emissions by 2020 and drew up a comprehensive work plan for conserving energy and reducing emissions.We vigorously developed clean energy.New power generating units with a capacity of 445 million kW were put on line, including hydropower plants with 96.01 million kW capacity and nuclear power plants with 3.84 million kW capacity.We decommissioned small thermal power plants with a capacity of 72.1 million kW and eliminated a number of outdated coal, steel, cement and coke production facilities.We made progress on key ecological forestry projects, and afforested a total of 25.29 million hectares.We applied a combination of approaches to control soil erosion on 230,000 km2 of land, and strengthened efforts to control water and air pollution in key watersheds, prevent and control air pollution and control industrial wastewater, waste gases and residues.We strongly promoted the development of the circular economy.Energy consumption per unit of GDP fell 19.1%, chemical oxygen demand by

      12.45% and sulfur dioxide emissions by 14.29%.Third, we worked to balance regional economic development.We implemented a master strategy for regional development, issued and implemented the national plan for development priority zones;formulated new 10-year guidelines for the large-scale development of the western region and a number of regional development plans;and introduced new measures to stimulate development by leaps and bounds in Tibet, Tibetan ethnic areas in Sichuan, Yunnan, Gansu and Qinghai provinces, Xinjiang and other ethnic minority areas.Development accelerated in the central and western regions and northeast China, and their economic growth rates and other main economic indicators were higher than the national average.The economic structure of the eastern region constantly improved, and its innovativeness and competitiveness gradually increased.Discrepancies in levels of basic public services among regions were decreasing, and the development of each region was taking on unique characteristics.4.Determinedly working to deepen reform and opening up, and strengthening the internal vitality of economic and social development

      We gradually improved the system of transfer payments and set up a rudimentary mechanism for ensuring basic funding for county-level governments.We comprehensively carried out VAT reform.The reform of prices of refined oil products and related taxes and fees was implemented smoothly.Trials were launched for the reform of resource taxes, and the corporate tax systems for domestic and overseas-funded enterprises were unified.The reform to convert large state-owned commercial banks to stockholding companies was smoothly completed, and the reform of policy-based financial institutions and rural credit cooperatives is well underway.We steadily resolved the issue of floating non-tradable shares of listed companies;successfully launched the ChiNext stock market;and introduced stock index futures and securities margin trading.The market for government bonds developed steadily.We deepened the reform and opening up of the insurance industry.Orderly progress was made in reforming the mechanism for setting the RMB exchange rate, and the trials of settling cross-border trade accounts in RMB were constantly expanded.Positive progress was made in the reform to turn state-owned enterprises(SOEs)into stockholding corporations and the reform of the system for managing and overseeing state assets.We accelerated reform of the postal system.A series of policies were formulated and implemented to promote the development of small and medium-sized enterprises and encourage nongovernmental investment, the environment for the development of the non-public sector of the economy constantly improved, and economic entities under diverse forms of ownership developed side by side.The breadth and depth of our openness to the outside world constantly increased.Total import and export volume grew by an average annual rate of 15.9%, and the structure of imports and exports constantly improved.Our trade surplus decreased for two consecutive years, and the year-on-year decrease was 6.4% in 2010.The utilization of foreign capital further improved.The pace of enterprises “going global” increased noticeably: outward foreign direct investment reached $220 billion and the total volume of contracts to build foreign projects and provide overseas labor services reached $335.2 billion.We energetically participated in the reform of global economic governance and the development of mechanisms for regional cooperation, and our multilateral and bilateral economic and trade cooperation continued to deepen.The scale of our foreign aid continued to grow.Opening to the outside world strongly stimulated economic development and restructuring, increased employment, attracted advanced technology and managerial expertise, and greatly improved China's international standing.

      BEIJING, March 5(Xinhua)--Following are the highlights of a government work report distributed to media ahead of the annual session of the National People's Congress(NPC)Monday morning.The report is expected to be delivered by Premier Wen Jiabao at the session.MAJOR TARGETS FOR 2012--GDP will grow by 7.5 percent.--Consumer Price Index(CPI)increase will be kept around 4 percent.--More than 9 million new jobs will be created in towns and cities.The registered urban unemployment rate will be kept at 4.6 percent or lower.--The volume of total exports and imports will increase by around 10 percent.--China will make further progress in industrial restructuring, innovation, energy conservation, and emissions reduction, and ensure that both urban and rural residents' real incomes increase in line with economic growth.--A deficit of 800 billion yuan is projected, a decrease to around 1.5 percent of GDP, consisting of 550 billion yuan in central government deficit and 250 billion yuan in local government bonds.FISCAL AND MONETARY POLICIES

      --China will continue to implement a proactive fiscal policy.The government will increase spending on areas important to people's wellbeing.--China will continue to implement a prudent monetary policy.The broad money supply is projected to increase by 14 percent.--China will make the floating exchange rate regime more flexible and keep the RMB exchange rate basically stable at an appropriate and balanced level.PRICE CONTROL

      --China will control prices and prevent inflation from rebounding by effectively carrying out macroeconomic policies, managing the supply of money and credit, and striving for basic equilibrium in aggregate supply and demand.AGRICULTURE--Efforts will be made to increase farmers' income, support agricultural technology development, develop rural infrastructure and protect farm land.--The central fiscal plans to allocate 1.23 trillion yuan for agriculture, rural areas and farmers, 186.8 billion yuan more than last year.ECONOMIC RESTRUCTURING

      --To accelerate the transformation of the economic development pattern and carry out strategic adjustment of the economic structure is both a long-term and most pressing task at present.NUCLEAR POWER

      --China will safely and effectively develop nuclear power.MONITORING PM 2.5

      --China will start monitoring fine particulate matter(PM2.5)in the Beijing-Tianjin-Hebei region, the Yangtze River delta, the Pearl River delta and other key areas as well as in municipalities directly under the central government and provincial capital cities in 2012.--The monitoring will be extended to all cities at and above the prefectural level by 2015.GOING BLUE

      --China will formulate and implement a strategy for marine development, and promote the development of the marine economy.SPENDING MORE IN EDUCATION

      --The central government has prepared its budget to meet the requirement that government spending on education accounts for 4 percent of the GDP.--The government will enhance school bus safety to ensure children's safety.PEOPLE'S WELLBEING

      --China will make every effort to increase employment and the government must continue to follow the strategy of giving top priority to employment.--By the end of the year, the country will have achieved full coverage of the new old-age pension system for rural residents and the old-age pension system for non-working urban residents.--The government will raise subsidies for medical insurance for non-working urban residents and the new type of rural cooperative medical care system to 240 yuan per person per year.--It will continue to keep the birthrate low and redress gender imbalance.--It will continue to develop low-income housing, and basically complete 5 million units and start construction on over 7 million units.SOCIAL MANAGEMENT

      --The government will work hard to resolve social conflicts.--It will actively yet prudently carry forward the reform of the household registration system.--It will strengthen and improve management of the Internet and foster a healthy cyberspace environment.CULTURAL DEVELOPMENT

      一、2009 年工作回顧

      剛剛過(guò)去的一年,是我市進(jìn)入新世紀(jì)以來(lái)經(jīng)濟(jì)發(fā)展最為困難的一年。在黨的十七大和十七屆三中、四中全會(huì)精神指引下,在省委、省政府和市委的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下,在市人大、市政協(xié)的支持監(jiān)督下,全市上下深入學(xué)習(xí)實(shí)踐科學(xué)發(fā)展觀,緊緊圍繞“保增長(zhǎng)、保民生、保穩(wěn)定”,搶抓機(jī)遇,趨利避害,團(tuán)結(jié)協(xié)作,奮力拼搏,較好地完成了市二屆人大四次會(huì)議確定的目標(biāo)任務(wù),經(jīng)濟(jì)社會(huì)呈現(xiàn)“回升平穩(wěn)、后勁增強(qiáng)、結(jié)構(gòu)優(yōu)化、民生改善”的良好態(tài)勢(shì)。預(yù)計(jì),全市生產(chǎn)總值225 億元,增長(zhǎng)15%以上;財(cái)政收入33.18億元,增長(zhǎng)27.4%;城鎮(zhèn)居民人均可支配收入14200 元,增長(zhǎng)10.5%;農(nóng)民人均純收入5280 元,增長(zhǎng)11%;節(jié)能減排完成省考核目標(biāo)。

      (一)堅(jiān)持多措并舉,經(jīng)濟(jì)平穩(wěn)較快發(fā)展。把保增長(zhǎng)作為經(jīng)濟(jì)工作的首要任務(wù)。一是工業(yè)幫扶成效明顯。扎實(shí)開(kāi)展“工業(yè)企業(yè)幫扶年”活動(dòng),制定落實(shí)扶持工業(yè)企業(yè)渡難關(guān)的37 條意見(jiàn),成功舉辦首屆地產(chǎn)品展示展銷(xiāo)會(huì),建立市縣區(qū)單位與企業(yè)“一對(duì)一”結(jié)對(duì)幫扶等機(jī)制,幫助73 戶困難企業(yè)走出困境,全年規(guī)模工業(yè)增加值61 億元,增長(zhǎng)28%,新增規(guī)模工業(yè)企業(yè)111 戶。二是農(nóng)村經(jīng)濟(jì)穩(wěn)步發(fā)展。全年農(nóng)業(yè)總產(chǎn)值68 億元、增長(zhǎng)6.6%,糧食總產(chǎn)67.9 萬(wàn)噸、增長(zhǎng)3%。農(nóng)業(yè)產(chǎn)業(yè)化“563”提升行動(dòng)加快實(shí)施,市級(jí)以上龍頭企業(yè)產(chǎn)值28 億元?!皾?rùn)思祁紅”、“霧里青”分別入選上海世博會(huì)中國(guó)十大名茶和特許商品,“富達(dá)”大米榮獲全國(guó)第八屆稻博會(huì)金獎(jiǎng)。成功組團(tuán)參加首屆安徽(合肥)農(nóng)業(yè)產(chǎn)業(yè)化交易會(huì)。新增主城區(qū)蔬菜基地2000 畝。50 座中小水庫(kù)除險(xiǎn)加固工程開(kāi)工建設(shè),霄坑河等6 條小流域治理工程全面完成,全年水利投資4.8 億元。建成“村村通”等農(nóng)村公路940 公里。新增農(nóng)村戶用沼氣池2868 口、鄉(xiāng)村沼氣服務(wù)網(wǎng)點(diǎn)174 個(gè)。新型農(nóng)民培訓(xùn)2.3 萬(wàn)人次。農(nóng)村扶貧開(kāi)發(fā)工作扎實(shí)推進(jìn)。三是旅游商貿(mào)拉動(dòng)有力。全年接待國(guó)內(nèi)外游客1200 萬(wàn)人次,增長(zhǎng)30%;實(shí)現(xiàn)旅游總收入108 億元,增長(zhǎng)27%;社會(huì)消費(fèi)品零售總額79 億元,增長(zhǎng)18.9%?;ㄅ_(tái)索道、大王洞索道投入使用,杏花村旅游區(qū)和青陽(yáng)縣九子巖躋身國(guó)家4A級(jí)旅游景區(qū)。成功舉辦中韓(池州·求禮)友好文化旅游節(jié)、杏花村國(guó)際旅游文化節(jié)等各類(lèi)節(jié)慶活動(dòng)。榮獲“中國(guó)優(yōu)秀生態(tài)旅游城市”稱號(hào)。江口物流基地二期、商之都一期、上海物流城一期等項(xiàng)目建成運(yùn)營(yíng),站前區(qū)“無(wú)賦費(fèi)區(qū)”新增專(zhuān)業(yè)市場(chǎng)營(yíng)業(yè)面積9.4萬(wàn)平方米,實(shí)現(xiàn)營(yíng)銷(xiāo)額10.3 億元。家電、農(nóng)機(jī)、汽車(chē)、摩托車(chē)下鄉(xiāng)深入實(shí)施,每萬(wàn)戶購(gòu)買(mǎi)家電數(shù)量居全省前列,爭(zhēng)取農(nóng)機(jī)補(bǔ)貼占全省份額的9%。

      (二)堅(jiān)持投入拉動(dòng),項(xiàng)目建設(shè)成效顯著。全力開(kāi)展“重大項(xiàng)目攻堅(jiān)年”活動(dòng),全年固定資產(chǎn)投資260 億元,增長(zhǎng)45%。一是項(xiàng)目謀劃爭(zhēng)取成績(jī)突出。編制論證億元以上項(xiàng)目120 個(gè),總投資1460 億元。新增省“861”項(xiàng)目?jī)?chǔ)備占全省份額11.4%,完成投資增長(zhǎng)71.3%。爭(zhēng)取中央投資項(xiàng)目補(bǔ)助資金4.4 億元。央企對(duì)接協(xié)議投資679 億元,位居全省第三。二是工業(yè)項(xiàng)目建設(shè)進(jìn)展順利。全年工業(yè)投資128 億元,增長(zhǎng)53.5%。貴航特鋼一期、中山化工二期、華爾泰12 萬(wàn)噸合成氨擴(kuò)建、金邦銅業(yè)等22 個(gè)億元以上項(xiàng)目建成投產(chǎn),銅冠60 萬(wàn)噸鉛鋅、廣信農(nóng)化30 萬(wàn)噸離子膜燒堿、瑞強(qiáng)塑業(yè)等35 個(gè)億元以上項(xiàng)目開(kāi)工建設(shè)。三是基礎(chǔ)設(shè)施項(xiàng)目取得突破。池青九快速通道基本建成,九華山機(jī)場(chǎng)、寧安城際鐵路池州段加快建設(shè),國(guó)內(nèi)風(fēng)景區(qū)首條輕軌-九華山旅游軌道交通項(xiàng)目、望東長(zhǎng)江公路大橋、江口港區(qū)鐵路專(zhuān)用線開(kāi)工建設(shè),東九高速公路即將開(kāi)工,池州長(zhǎng)江公路大橋初具開(kāi)工條件,吉陽(yáng)核電等項(xiàng)目前期工作扎實(shí)推進(jìn)。

      (三)堅(jiān)持創(chuàng)新突破,結(jié)構(gòu)調(diào)整步伐加快。工業(yè)占經(jīng)濟(jì)總量比重33.5%,比上年提升3.3 個(gè)百分點(diǎn)。一是自主創(chuàng)新力度加大。制定出臺(tái)扶持企業(yè)自主創(chuàng)新、引進(jìn)高層次人才等系列政策措施;投入資金1.2 億元,重點(diǎn)扶持安徽白鷹集團(tuán)、艾柯藍(lán)節(jié)能環(huán)保公司、智新生化等20 家首批創(chuàng)新型企業(yè);成功舉辦自主創(chuàng)新產(chǎn)學(xué)研對(duì)接會(huì),26 家企業(yè)分別與合工大等高校院所簽訂產(chǎn)學(xué)研合作協(xié)議; 創(chuàng)建九華數(shù)控機(jī)床研究院等20 家技術(shù)研發(fā)中心、博士后工作站,新增7 家省級(jí)高新技術(shù)企業(yè)。二是工業(yè)主導(dǎo)產(chǎn)業(yè)培育加快。制定出臺(tái)九大產(chǎn)業(yè)振興規(guī)劃綱要,鉛鋅、銅、特鋼等八大主導(dǎo)產(chǎn)業(yè)鏈建設(shè)加快推進(jìn),光伏太陽(yáng)能、LED 光電等新能源及節(jié)能環(huán)保產(chǎn)業(yè)培育取得突破,企業(yè)技術(shù)改造投資增長(zhǎng)73.6%。三是空間布局不斷優(yōu)化。成功躋身國(guó)家皖江城市帶承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)銅池樅先行先試區(qū)和綜合交通樞紐城市。利用市城投公司歷年結(jié)存間歇資金4 億元支持各地工業(yè)園區(qū)基礎(chǔ)設(shè)施建設(shè),完成投入15 億元。九大百億產(chǎn)業(yè)園區(qū)加快推進(jìn),新增規(guī)模企業(yè)占全市80%,主導(dǎo)產(chǎn)業(yè)集中度達(dá)80%。貴池高新技術(shù)產(chǎn)業(yè)園成功掛牌。

      (四)堅(jiān)持改革開(kāi)放,發(fā)展活力不斷增強(qiáng)。一是招商引資取得成效。全年新引進(jìn)項(xiàng)目286 個(gè),其中規(guī)模工業(yè)項(xiàng)目192 個(gè),竣工投產(chǎn)項(xiàng)目158 個(gè)。成功舉辦“上?!こ刂輰?duì)接項(xiàng)目投資說(shuō)明會(huì)”、“廣東·池州優(yōu)勢(shì)產(chǎn)業(yè)推介會(huì)”,積極組團(tuán)參加第四屆中博會(huì)。榮獲“2009浙商最佳投資(省外)城市”、“蘇商投資中國(guó)最具投資價(jià)值城市”稱號(hào)。二是各項(xiàng)改革繼續(xù)深化。增值稅轉(zhuǎn)型改革順利實(shí)施,政府還貸二級(jí)公路收費(fèi)全部取消,率先在全省建立村鎮(zhèn)供水管理體制,基層醫(yī)藥衛(wèi)生體制改革試點(diǎn)和文化體制改革工作啟動(dòng)實(shí)施。三是金融支撐作用明顯。與省工行簽訂170 億元戰(zhàn)略授信協(xié)議,東至縣農(nóng)村合作銀行掛牌運(yùn)營(yíng),九華農(nóng)商行增資擴(kuò)股加快推進(jìn),組建7 家小額貸款公司,發(fā)展81 家農(nóng)村互助基金會(huì),市城投公司首次成功發(fā)行

      億元企業(yè)債券,全年金融機(jī)構(gòu)新增貸款50.7 億元、增長(zhǎng)41.3%。四是對(duì)外開(kāi)放不斷擴(kuò)大。池州港口岸正式對(duì)外開(kāi)放,池州海關(guān)、出入境檢驗(yàn)檢疫局、邊防檢查站掛牌運(yùn)行。全年進(jìn)出口總額1.8 億美元,增長(zhǎng)65.9%;實(shí)際利用外資1.4 億美元,增長(zhǎng)15.7%。與阿根廷弗洛倫西奧巴萊拉市締結(jié)友好城市,與韓國(guó)友城求禮郡互建紀(jì)念亭落成開(kāi)放,成功舉辦歐洲華僑華人社團(tuán)聯(lián)合會(huì)工作會(huì)議。

      (五)堅(jiān)持統(tǒng)籌發(fā)展,城鄉(xiāng)面貌日新月異。全市城鎮(zhèn)化率41.5%。一是主城區(qū)建設(shè)加快推進(jìn)。50 項(xiàng)市政重點(diǎn)工程完成投資22 億元。商務(wù)大廈、廣電大廈等封頂,中建大廈、中環(huán)大廈等建筑群加快建設(shè)。主城區(qū)水系貫通工程加快實(shí)施,環(huán)齊山平天湖10 大景觀工程進(jìn)展順利。改建污水管網(wǎng)25 公里。30 項(xiàng)城市綠化、亮化工程以及城市雕塑基本完成。全面落實(shí)市區(qū)管理事權(quán)劃分和城市管理相對(duì)集中行政處罰權(quán)工作,依法查處違法建設(shè)繼續(xù)推進(jìn)。創(chuàng)建國(guó)家園林城市成功通過(guò)國(guó)家考核驗(yàn)收。二是縣城建設(shè)取得突破。完成投入5.5億元。貴池政務(wù)新區(qū)建設(shè)加快,東至縣城新區(qū)建設(shè)全面啟動(dòng),青陽(yáng)縣城綜合整治成效顯著,石臺(tái)創(chuàng)建“中國(guó)旅游強(qiáng)縣”通過(guò)省級(jí)驗(yàn)收,九華山成功進(jìn)入第五批國(guó)家地質(zhì)公園行列、榮獲“2009 中國(guó)十大特色休閑勝地”稱號(hào)。城東和各縣城污水處理廠主體建設(shè)全面完工。三是中心鎮(zhèn)建設(shè)有序發(fā)展。完成投入5.3 億元。編制完成17 個(gè)中心集鎮(zhèn)總體規(guī)劃,出臺(tái)扶持13 個(gè)省、市擴(kuò)權(quán)強(qiáng)鎮(zhèn)試點(diǎn)鎮(zhèn)建設(shè)意見(jiàn),大渡口新城建設(shè)全面推開(kāi)。池青九快速通道城鄉(xiāng)統(tǒng)籌示范帶建設(shè)穩(wěn)步推進(jìn),4 個(gè)鄉(xiāng)鎮(zhèn)、40 個(gè)村新列入全省新農(nóng)村建設(shè)“千村百鎮(zhèn)”示范點(diǎn)。

      (六)堅(jiān)持以人為本,和諧池州加快推進(jìn)。一是民生工程力度加大。32 項(xiàng)民生工程投入8.6 億元、增長(zhǎng)51.4%,10 件惠民實(shí)事投入3.7 億元、增長(zhǎng)85%,惠及90%以上城鄉(xiāng)居民。主城區(qū)翠柏路和毓秀門(mén)農(nóng)貿(mào)市場(chǎng)建成使用。二是社會(huì)事業(yè)全面進(jìn)步。義務(wù)教育均衡發(fā)展取得實(shí)效,完成校舍安全工程排查鑒定和加固改造任務(wù)。池州一中新校區(qū)主體工程基本完工,市三中新校區(qū)、城關(guān)小學(xué)秋浦分校及市特教學(xué)校公寓樓、培智樓建成使用。全年教育投入9.4 億元,增長(zhǎng)23.6%。文化事業(yè)繁榮發(fā)展,大型黃梅戲《菊花緣》獲省新劇本獎(jiǎng),《昭明文選》、《漫步秋浦》正式出版,全年送戲下基層進(jìn)社區(qū)659 場(chǎng)、送電影9720 場(chǎng)。全民健身運(yùn)動(dòng)蓬勃開(kāi)展,競(jìng)技體育取得突破。城鄉(xiāng)醫(yī)療衛(wèi)生服務(wù)水平不斷提高,新型農(nóng)村合作醫(yī)療參合率98.4%,完成12 所鄉(xiāng)鎮(zhèn)衛(wèi)生院、80 所村衛(wèi)生室標(biāo)準(zhǔn)化建設(shè)。廣泛開(kāi)展愛(ài)國(guó)衛(wèi)生運(yùn)動(dòng),甲型H1N1 流感、手足口病得到有效防控。低生育水平保持穩(wěn)定,人口自然增長(zhǎng)率控制在5.6‰以內(nèi)。三是就業(yè)、社會(huì)保障和社會(huì)救助繼續(xù)加強(qiáng)。新增就業(yè)1.4 萬(wàn)人,城鎮(zhèn)登記失業(yè)率3.6%;農(nóng)民工技能培訓(xùn)1.5 萬(wàn)人次,建成6 個(gè)農(nóng)民工創(chuàng)業(yè)園。城鎮(zhèn)職工基本養(yǎng)老、醫(yī)療、失業(yè)、工傷、生育保險(xiǎn)和城鎮(zhèn)居民醫(yī)療保險(xiǎn)參保人數(shù)完成省下達(dá)計(jì)劃。農(nóng)村低保提標(biāo)擴(kuò)面5.5 萬(wàn)人,城市低保應(yīng)保盡保2.4 萬(wàn)人,“夕陽(yáng)紅”計(jì)劃新建、擴(kuò)建敬老院20 座,五保戶集中供養(yǎng)率超過(guò)30%,醫(yī)療救助、孤兒救助、困難救濟(jì)等社會(huì)救助水平不斷提高。新建廉租住房1690 套,竣工安置房65 萬(wàn)平方米。四是生態(tài)建設(shè)持續(xù)加強(qiáng)。人工造林5.57 萬(wàn)畝;整合減少礦業(yè)權(quán)50 個(gè),整頓規(guī)范工作獲國(guó)家十部委表彰;創(chuàng)建國(guó)家級(jí)環(huán)境優(yōu)美鄉(xiāng)鎮(zhèn)3 個(gè)。五是平安建設(shè)成效顯著。四個(gè)縣區(qū)和九華山全部進(jìn)入全省平安建設(shè)先進(jìn)行列。順利完成國(guó)慶60 周年安保各項(xiàng)任務(wù),群眾安全感97%、社會(huì)治安滿意率98.6%,連續(xù)三年都位居全省第一。信訪秩序持續(xù)好轉(zhuǎn),產(chǎn)品質(zhì)量和食品藥品安全監(jiān)管繼續(xù)加強(qiáng),安全生產(chǎn)形勢(shì)保持平穩(wěn)。同時(shí),依法治市工作深入推進(jìn),村務(wù)公開(kāi)逐步完善,和諧社區(qū)加快建設(shè),應(yīng)急管理機(jī)制不斷完善,民族、宗教工作深入開(kāi)展,婦女、兒童、老年人和殘疾人權(quán)益得到保障,審計(jì)、統(tǒng)計(jì)、物價(jià)、人事、供銷(xiāo)、氣象、地震、對(duì)臺(tái)、檔案、保密、地方志、社會(huì)科學(xué)等各項(xiàng)工作得到加強(qiáng),雙擁優(yōu)撫安置工作扎實(shí)有效,精神文明和民主法制建設(shè)深入推進(jìn),國(guó)防動(dòng)員、人民防空和民兵預(yù)備役等工作取得新突破。

      (七)堅(jiān)持高效運(yùn)轉(zhuǎn),政府建設(shè)繼續(xù)加強(qiáng)。深入開(kāi)展學(xué)習(xí)實(shí)踐科學(xué)發(fā)展觀活動(dòng),領(lǐng)導(dǎo)科學(xué)發(fā)展能力不斷提升。適時(shí)向人大和政協(xié)報(bào)告重要工作情況,認(rèn)真辦理人大代表議案3 件、建議93 件和政協(xié)委員提案154 件。加強(qiáng)與工會(huì)、共青團(tuán)、婦聯(lián)等群眾團(tuán)體的聯(lián)系,定期直接聽(tīng)取各方群眾的意見(jiàn)和建議,自覺(jué)接受群眾和社會(huì)各界的監(jiān)督。全市政府機(jī)構(gòu)改革穩(wěn)步推進(jìn)。制定出臺(tái)安全生產(chǎn)、地質(zhì)災(zāi)害、民生工程、重點(diǎn)項(xiàng)目等行政責(zé)任追究辦法。推行電子行政審批和監(jiān)察系統(tǒng),完善“一門(mén)進(jìn)、一費(fèi)清、一章結(jié)”制度,規(guī)范市政重點(diǎn)工程招投標(biāo)管理。認(rèn)真落實(shí)厲行節(jié)約“八項(xiàng)要求”,全市黨政機(jī)關(guān)公款出國(guó)(境)、車(chē)輛購(gòu)置及運(yùn)行費(fèi)用、公務(wù)

      接待費(fèi)、用電用油用水經(jīng)費(fèi)降幅均達(dá)到省定目標(biāo)。扎實(shí)開(kāi)展“小金庫(kù)”專(zhuān)項(xiàng)治理,深入推進(jìn)政府廉政建設(shè),機(jī)關(guān)效能建設(shè)取得新成效。

      各位代表,過(guò)去的一年,我們?cè)趭^力搏擊金融危機(jī)影響的征程中取得了較好成績(jī)。實(shí)踐昭示我們:踐行科學(xué)發(fā)展必須解放思想,解放思想務(wù)必堅(jiān)持科學(xué)發(fā)展;弘揚(yáng)池州精神必須自我加壓,自我加壓務(wù)必堅(jiān)持池州精神;維護(hù)發(fā)展大局必須團(tuán)結(jié)和諧,團(tuán)結(jié)和諧務(wù)必堅(jiān)持大局為重。只要我們堅(jiān)定不移、堅(jiān)持不懈、堅(jiān)韌不拔,就一定能夠完成“十一五”規(guī)劃奮斗目標(biāo),就一定能夠?qū)崿F(xiàn)池州跨越崛起,就一定能夠創(chuàng)造出無(wú)愧于人民、無(wú)愧于歷史的輝煌業(yè)績(jī)。創(chuàng)業(yè)充滿艱辛,成績(jī)來(lái)之不易。這是省委、省政府和市委堅(jiān)強(qiáng)領(lǐng)導(dǎo)的結(jié)果,是市人大、市政協(xié)和社會(huì)各界關(guān)心支持的結(jié)果,是全市人民同心同德、頑強(qiáng)拼搏的結(jié)果。在此,我代表市人民政府,向全市人民,向廣大工人、農(nóng)民、知識(shí)分子、干部、駐池解放軍指戰(zhàn)員、武警消防官兵和公安政法干警,向各民主黨派、各人民團(tuán)體、社會(huì)各界人士和各位老同志,致以崇高的敬意!向關(guān)心、支持池州建設(shè)的中央和省駐池單位,向在我市創(chuàng)業(yè)的境內(nèi)外投資者、建設(shè)者,向給予市政府高度信任和傾力支持的各位人大代表、政協(xié)委員,表示衷心的感謝!

      在看到發(fā)展成績(jī)的同時(shí),我們也清醒地看到經(jīng)濟(jì)社會(huì)發(fā)展中仍還存在一些困難和問(wèn)題。主要表現(xiàn)在:經(jīng)濟(jì)總量仍然偏小,項(xiàng)目規(guī)模仍然不大,產(chǎn)業(yè)集中度仍然較低,民生工程保障水平仍然不高,社會(huì)事業(yè)有待進(jìn)一步推進(jìn),發(fā)展環(huán)境有待進(jìn)一步優(yōu)化,政府自身建設(shè)有待進(jìn)一步加強(qiáng)。對(duì)此,我們必須倍加清醒、倍加奮進(jìn),用改革和發(fā)展的辦法、依靠人民群眾的力量,逐一加以解決,推動(dòng)全市經(jīng)濟(jì)社會(huì)平穩(wěn)較快發(fā)展。

      二、2010 年工作目標(biāo)和主要任務(wù)

      2010 年,是全面實(shí)現(xiàn)“十一五”規(guī)劃目標(biāo)、為“十二五”發(fā)展奠定良好基礎(chǔ)的關(guān)鍵之年。我市經(jīng)濟(jì)發(fā)展環(huán)境總體向好,面臨許多有利條件和機(jī)遇。中央繼續(xù)實(shí)行積極的財(cái)政政策和適度寬松的貨幣政策,全面實(shí)施促進(jìn)中部地區(qū)崛起規(guī)劃。國(guó)家啟動(dòng)皖江城市帶承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)建設(shè),銅池樅承接產(chǎn)業(yè)轉(zhuǎn)移集中區(qū)先行先試將加快推進(jìn)。我市一批工業(yè)企業(yè)進(jìn)入產(chǎn)能釋放期,一批重大項(xiàng)目進(jìn)入投資高峰期,城鎮(zhèn)化發(fā)展進(jìn)入加速期。對(duì)此,我們必須準(zhǔn)確判斷,搶抓機(jī)遇,用足政策,把各項(xiàng)工作做扎實(shí)、做到位,把經(jīng)濟(jì)企穩(wěn)回升的勢(shì)頭保持好、鞏固好、發(fā)展好。今年工作的總體要求是:全面貫徹落實(shí)黨的十七大、十七屆三中和四中全會(huì)精神,以鄧小平理論和“三個(gè)代表”重要思想為指導(dǎo),深入貫徹落實(shí)科學(xué)發(fā)展觀,堅(jiān)持既定發(fā)展戰(zhàn)略,圍繞“穩(wěn)增、調(diào)優(yōu)、惠民”的要求,突出大投入拉動(dòng)、大產(chǎn)業(yè)支撐、大城鎮(zhèn)帶動(dòng)、大民生保障,奮力促進(jìn)全市經(jīng)濟(jì)社會(huì)又好又快發(fā)展。今年經(jīng)濟(jì)和社會(huì)發(fā)展的主要預(yù)期目標(biāo)是:地區(qū)生產(chǎn)總值增長(zhǎng)15 %;財(cái)政收入增長(zhǎng)21%;全社會(huì)固定資產(chǎn)投資增長(zhǎng)30%以上;社會(huì)消費(fèi)品零售總額增長(zhǎng)18%;城鎮(zhèn)居民人均可支配收入增長(zhǎng)9%,農(nóng)民人均純收入增長(zhǎng)8%;城鎮(zhèn)新增就業(yè)1.02 萬(wàn)人,城鎮(zhèn)登記失業(yè)率控制在4.5%以內(nèi);人口自然增長(zhǎng)率控制在5.9‰以內(nèi);完成節(jié)能減排任務(wù)。

      實(shí)現(xiàn)全年工作目標(biāo),重點(diǎn)抓好以下七個(gè)方面工作:

      (一)著力加強(qiáng)項(xiàng)目建設(shè),切實(shí)擴(kuò)大有效投入規(guī)模

      堅(jiān)持以“583”工程重大項(xiàng)目為引領(lǐng),扎實(shí)開(kāi)展“投資突破年”活動(dòng),確保全社會(huì)固定資產(chǎn)投資350 億元以上。

      加快推進(jìn)重大項(xiàng)目建設(shè)。一要狠抓重大工業(yè)項(xiàng)目。全力加快百個(gè)億元以上工業(yè)項(xiàng)目建設(shè),確保工業(yè)投資180 億元以上。重點(diǎn)推進(jìn)銅冠有色鉛鋅冶煉、貴航特鋼二期、廣信農(nóng)化30 萬(wàn)噸離子膜燒堿、中建材新材料產(chǎn)業(yè)園、富萊茵汽配、金潤(rùn)銅業(yè)、TCO 導(dǎo)電膜玻璃等15 個(gè)10 億元大項(xiàng)目建設(shè),力爭(zhēng)開(kāi)工中國(guó)恒天專(zhuān)用車(chē)、華源10 萬(wàn)錠紡精梳棉、3 萬(wàn)噸金屬錳等一批央企對(duì)接項(xiàng)目,確保白鷹集團(tuán)數(shù)控機(jī)床、富田農(nóng)化、瑞強(qiáng)塑業(yè)、九鼎環(huán)保紙等30 個(gè)億元以上項(xiàng)目竣工投產(chǎn)。二要狠抓重大交通基礎(chǔ)設(shè)施項(xiàng)目。確保交通基礎(chǔ)設(shè)施投資45 億元以上。重點(diǎn)加快九華山機(jī)場(chǎng)、寧安城際鐵路池州段、望東長(zhǎng)江公路大橋、九華山旅游軌道交通、江口港區(qū)鐵路專(zhuān)用線等項(xiàng)目建設(shè),盡快開(kāi)工東九高速公路、池州長(zhǎng)江公路大橋。三要狠抓重大項(xiàng)目前期工作。力爭(zhēng)吉陽(yáng)核電列入國(guó)家中長(zhǎng)期發(fā)展規(guī)劃,九華發(fā)電二期列入電源點(diǎn)建設(shè)計(jì)劃。加快池州至九江城際鐵路、阜陽(yáng)至景德鎮(zhèn)鐵路池州段、殷匯經(jīng)石臺(tái)至祁門(mén)高速公路等項(xiàng)目前期工作,力爭(zhēng)部分項(xiàng)目當(dāng)年開(kāi)工。

      狠抓重大項(xiàng)目謀劃爭(zhēng)取。積極謀劃重大項(xiàng)目,重點(diǎn)在先進(jìn)制造業(yè)、現(xiàn)代服務(wù)業(yè)、戰(zhàn)略性新興產(chǎn)業(yè)和重大基礎(chǔ)設(shè)施等領(lǐng)域,策劃論證一批帶動(dòng)力強(qiáng)、產(chǎn)業(yè)鏈條長(zhǎng)的重大項(xiàng)目,確?!笆濉敝卮箜?xiàng)目?jī)?chǔ)備4000 億元以上,力爭(zhēng)今年擠入省“861”項(xiàng)目新增儲(chǔ)備400 億元。積極爭(zhēng)取中央投資,圍繞自主創(chuàng)新、結(jié)構(gòu)調(diào)整、節(jié)能環(huán)保、“三農(nóng)”、改善民生等國(guó)家重點(diǎn)支持領(lǐng)域,加大項(xiàng)目對(duì)接和爭(zhēng)取力度,確保新增中央投資占全省份額5%以上。

      強(qiáng)化重大項(xiàng)目服務(wù)保障。不斷健全重大項(xiàng)目領(lǐng)導(dǎo)分工負(fù)責(zé)、聯(lián)動(dòng)協(xié)調(diào)、考核督查機(jī)制,確保重大項(xiàng)目高效推進(jìn)。建立重大項(xiàng)目用地跟蹤責(zé)任制,實(shí)行全程代理服務(wù),力爭(zhēng)全部擠入省“861”獨(dú)立選址項(xiàng)目用地籠子。對(duì)重大項(xiàng)目環(huán)境影響評(píng)價(jià)實(shí)施全過(guò)程跟蹤服務(wù)與指導(dǎo),努力讓列入市政府直接調(diào)度的重大項(xiàng)目環(huán)評(píng)執(zhí)行率達(dá)到100%。

      (二)著力推進(jìn)結(jié)構(gòu)調(diào)整,加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式

      堅(jiān)持自主創(chuàng)新是引領(lǐng)池州跨越發(fā)展的必由之路。圍繞未來(lái)一段時(shí)期謀劃打造“三個(gè)千億元產(chǎn)業(yè)集群”,提升傳統(tǒng)產(chǎn)業(yè),壯大優(yōu)勢(shì)產(chǎn)業(yè),培育新興產(chǎn)業(yè),確保今年規(guī)模工業(yè)增加值增長(zhǎng)30%以上,新增規(guī)模工業(yè)企業(yè)160 戶。

      加快打造三個(gè)千億元產(chǎn)業(yè)集群。圍繞國(guó)家產(chǎn)業(yè)政策整合、提升、做強(qiáng),加快主導(dǎo)產(chǎn)業(yè)群培育進(jìn)程。一是培育千億元新材料產(chǎn)業(yè)集群。以銅冠有色為龍頭,打造有色金屬新材料產(chǎn)業(yè)群;以貴航特鋼為龍頭,打造特殊鋼材料產(chǎn)業(yè)群;以海螺集團(tuán)、祿思偉和國(guó)家級(jí)非金屬礦產(chǎn)品質(zhì)檢中心等為龍頭,打造全國(guó)重要的非金屬新材料產(chǎn)業(yè)群;以香隅特色化工產(chǎn)業(yè)園區(qū)為支撐,打造新型化工中間材料循環(huán)產(chǎn)業(yè)群。二是培育千億元新能源及裝備制造產(chǎn)業(yè)集群。以吉陽(yáng)核電、光伏產(chǎn)業(yè)園為龍頭,打造新能源產(chǎn)業(yè)群。以白鷹集團(tuán)數(shù)控機(jī)床基地為龍頭,打造數(shù)控機(jī)床產(chǎn)業(yè)群;以中耀美華、東華船舶、貴池船舶等造船基地為支撐,打造船舶制造和配套產(chǎn)業(yè)群;以恒天專(zhuān)用車(chē)、昌利鍛造為龍頭,打造專(zhuān)用車(chē)及零部件產(chǎn)業(yè)群。三是培育千億元旅游文化創(chuàng)意服務(wù)產(chǎn)業(yè)集群。以九華山、牯牛降、升金湖、平天湖旅游度假區(qū)等景區(qū)景點(diǎn)和旅游骨干企業(yè)為依托,打造旅游產(chǎn)業(yè)群;以大愿文化園、杏花村歷史文化園以及國(guó)家級(jí)非物質(zhì)文化遺產(chǎn)為依托,打造“九華文化”特色產(chǎn)業(yè)群;以中國(guó)國(guó)際佛文化節(jié)、中韓友好文化旅游節(jié)等節(jié)慶活動(dòng)為依托,打造節(jié)慶會(huì)展產(chǎn)業(yè)群;以佛文化影視劇制作、佛文化動(dòng)漫創(chuàng)作、儺工藝品、九華玉等為支撐,打造創(chuàng)意產(chǎn)業(yè)群;以江口物流基地、站前區(qū)商貿(mào)物流園為支撐,打造現(xiàn)代物流產(chǎn)業(yè)群。

      強(qiáng)力推進(jìn)自主創(chuàng)新。圍繞培育主體、促進(jìn)一體、夯實(shí)載體,加快建設(shè)企業(yè)技術(shù)創(chuàng)新體系,確保省級(jí)及以上創(chuàng)新型(試點(diǎn))企業(yè)比重超過(guò)全省平均水平。一要大力培育創(chuàng)新型企業(yè)。重點(diǎn)扶持“有核心技術(shù)、有研發(fā)項(xiàng)目、有市場(chǎng)效益”企業(yè),力爭(zhēng)白鷹集團(tuán)數(shù)控機(jī)床、艾柯藍(lán)柴油機(jī)尾氣后處理系統(tǒng)、LED 光電等一批高科技產(chǎn)品實(shí)現(xiàn)產(chǎn)業(yè)化規(guī)模生產(chǎn)。二要促進(jìn)產(chǎn)學(xué)研有機(jī)結(jié)合。制定實(shí)施促進(jìn)產(chǎn)學(xué)研結(jié)合的政策意見(jiàn),加大高層次人才引進(jìn)力度,鞏固自主創(chuàng)新產(chǎn)學(xué)研對(duì)接會(huì)成果,推進(jìn)市政府及26 家企業(yè)與合工大等高校院所合作協(xié)議的落實(shí),確保專(zhuān)利申請(qǐng)和引進(jìn)數(shù)量增幅全省領(lǐng)先,新增市級(jí)以上技術(shù)研發(fā)機(jī)構(gòu)20 家。三要加快創(chuàng)新基地建設(shè)。重點(diǎn)推進(jìn)貴池高新技術(shù)產(chǎn)業(yè)園和其它園區(qū)高新技術(shù)板塊建設(shè),努力成為全市科技創(chuàng)新的制高點(diǎn)、示范區(qū)。

      繼續(xù)強(qiáng)化工業(yè)企業(yè)幫扶。鞏固“工業(yè)企業(yè)幫扶年”活動(dòng)成果,完善幫扶政策措施,安排1 億元資金予以規(guī)范、扶持、引導(dǎo)。繼續(xù)實(shí)施企業(yè)“三年倍增計(jì)劃”,促進(jìn)中小企業(yè)做大做強(qiáng)。辦好地產(chǎn)品展示展銷(xiāo)會(huì),幫助企業(yè)拓展市場(chǎng)。引導(dǎo)企業(yè)圍繞產(chǎn)業(yè)鏈、產(chǎn)業(yè)群進(jìn)行整合、銜接,拉長(zhǎng)產(chǎn)業(yè)鏈條,實(shí)現(xiàn)梯度增值。同時(shí)制定發(fā)展非公有制經(jīng)濟(jì)實(shí)施意見(jiàn),進(jìn)一步落實(shí)放寬市場(chǎng)準(zhǔn)入、降低創(chuàng)業(yè)門(mén)檻、結(jié)構(gòu)性減稅、企業(yè)減負(fù)、信貸服務(wù)等方面的優(yōu)惠政策,營(yíng)造“倡導(dǎo)創(chuàng)新、鼓勵(lì)創(chuàng)業(yè)”的濃厚氛圍,促進(jìn)民營(yíng)經(jīng)濟(jì)大發(fā)展。

      切實(shí)促進(jìn)節(jié)能減排。全面完成“十一五”節(jié)能減排目標(biāo)。一是突出重點(diǎn)領(lǐng)域和重點(diǎn)工程。對(duì)高耗能、高排放行業(yè)實(shí)行強(qiáng)制性清潔生產(chǎn)審核,支持城鎮(zhèn)污水、垃圾處理和重大環(huán)保節(jié)能技術(shù)示范等重點(diǎn)節(jié)能減排項(xiàng)目建設(shè)。引導(dǎo)使用高效節(jié)能技術(shù)和產(chǎn)品。二是突出技術(shù)改造升級(jí)。安排專(zhuān)項(xiàng)資金對(duì)技改項(xiàng)目進(jìn)行貼息補(bǔ)助,完成技改投資65 億元以上。進(jìn)一步淘汰小水泥、小煤礦、小化工、小輪窯等落后產(chǎn)能。三是突出關(guān)注低碳經(jīng)濟(jì)。大力推進(jìn)高碳產(chǎn)業(yè)低碳化改造和低碳技術(shù)應(yīng)用。繼續(xù)堅(jiān)持“礦業(yè)換產(chǎn)業(yè)、項(xiàng)目配資源”,整合減少50 個(gè)礦業(yè)權(quán),試行在線監(jiān)測(cè)系統(tǒng)并逐步推廣。

      (三)著力深化農(nóng)村改革,大力發(fā)展現(xiàn)代生態(tài)農(nóng)業(yè)

      堅(jiān)持把發(fā)展現(xiàn)代生態(tài)農(nóng)業(yè)作為繁榮農(nóng)村經(jīng)濟(jì)、推進(jìn)新農(nóng)村建設(shè)的首要任務(wù),促進(jìn)農(nóng)村和諧。

      提升現(xiàn)代生態(tài)農(nóng)業(yè)水平。一是穩(wěn)定農(nóng)業(yè)綜合生產(chǎn)能力。啟動(dòng)貴池、東至增糧規(guī)劃,開(kāi)展油菜高產(chǎn)創(chuàng)建活動(dòng),實(shí)施畜牧業(yè)升級(jí)計(jì)劃和水產(chǎn)跨越工程。二是加快推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化“563”提升行動(dòng)。新增10 家省、市級(jí)龍頭企業(yè)和20 家市級(jí)示范農(nóng)村合作經(jīng)濟(jì)組織,確保銷(xiāo)售收入超億元農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)達(dá)到10 家,每個(gè)縣區(qū)爭(zhēng)取引進(jìn)2 個(gè)投資超億元農(nóng)產(chǎn)品深加工項(xiàng)目。積極培育優(yōu)質(zhì)糧油、茶葉、畜禽、名優(yōu)水產(chǎn)等特色農(nóng)產(chǎn)品,建設(shè)5 個(gè)農(nóng)產(chǎn)品標(biāo)準(zhǔn)化生

      產(chǎn)基地,新增無(wú)公害農(nóng)產(chǎn)品、綠色食品、有機(jī)食品認(rèn)證數(shù)量超省平均水平。加快九華現(xiàn)代農(nóng)業(yè)綜合示范區(qū)建設(shè)。完成人工造林4.2萬(wàn)畝。三是提升農(nóng)產(chǎn)品質(zhì)量安全。抓好重大動(dòng)物疫病和植物病蟲(chóng)害防控,嚴(yán)格農(nóng)業(yè)投入品和農(nóng)產(chǎn)品質(zhì)量安全監(jiān)管,逐步健全“生產(chǎn)基地-批發(fā)市場(chǎng)-農(nóng)貿(mào)市場(chǎng)”農(nóng)產(chǎn)品監(jiān)測(cè)網(wǎng)絡(luò)。

      完善農(nóng)村基礎(chǔ)設(shè)施。一是加強(qiáng)農(nóng)田水利基本建設(shè)。開(kāi)工建設(shè)53 座水庫(kù)除險(xiǎn)加固工程,完成秋浦河治理和大同圩、秋江圩、七里湖圩泵站技改工程。開(kāi)展農(nóng)田灌排暢通工程建設(shè),實(shí)現(xiàn)農(nóng)田灌得上、排得出、產(chǎn)出高、效益好。全年水利投資超過(guò)2 億元。二是著力改善農(nóng)村人居環(huán)境。解決10 萬(wàn)農(nóng)村人口飲水安全問(wèn)題。加強(qiáng)農(nóng)村環(huán)境綜合整治,因地制宜,積極試行垃圾“村收集、鎮(zhèn)轉(zhuǎn)運(yùn)、縣處理”的農(nóng)村清潔工程。逐步建立農(nóng)村公路養(yǎng)護(hù)機(jī)制。三是扎實(shí)推進(jìn)“和諧村”、“千村百鎮(zhèn)”示范點(diǎn)建設(shè),提升新農(nóng)村建設(shè)水平。

      推進(jìn)農(nóng)村改革創(chuàng)新。一是完善農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)機(jī)制,扶持培育專(zhuān)業(yè)大戶、家庭農(nóng)場(chǎng)等農(nóng)業(yè)適度規(guī)模經(jīng)營(yíng)主體。二是鞏固提升農(nóng)村綜合改革成果。完善為民服務(wù)全程代理制,選擇5 個(gè)鄉(xiāng)鎮(zhèn)開(kāi)展“一網(wǎng)通”工程試點(diǎn),建立縣級(jí)為民服務(wù)代理中心。積極推進(jìn)村級(jí)公益事業(yè)建設(shè)一事一議財(cái)政獎(jiǎng)補(bǔ)和“惠民直達(dá)工程”試點(diǎn)。擴(kuò)大農(nóng)業(yè)政策性保險(xiǎn)試點(diǎn)覆蓋面,建立健全農(nóng)業(yè)保險(xiǎn)體系。深化集體林權(quán)制度配套改革,建立林業(yè)發(fā)展長(zhǎng)效機(jī)制。三是促進(jìn)農(nóng)民就業(yè)創(chuàng)業(yè)。扎實(shí)推進(jìn)新型農(nóng)民培訓(xùn)和農(nóng)民工技能培訓(xùn),探索推廣“訂單需求告示制”和“需求就業(yè)培訓(xùn)券”,引導(dǎo)農(nóng)民有效培訓(xùn)。加強(qiáng)農(nóng)民創(chuàng)業(yè)指導(dǎo)扶持,開(kāi)辟農(nóng)民工創(chuàng)業(yè)“綠色通道”,建成5 個(gè)農(nóng)民工創(chuàng)業(yè)園。四是繼續(xù)強(qiáng)化開(kāi)發(fā)式扶貧工作。

      (四)著力承接產(chǎn)業(yè)轉(zhuǎn)移,不斷提升招商引資水平

      圍繞打造承接產(chǎn)業(yè)轉(zhuǎn)移樣板帶、循環(huán)經(jīng)濟(jì)示范帶、自主創(chuàng)新引領(lǐng)帶,積極參與皖江城市帶承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)建設(shè),著力承接沿海發(fā)達(dá)地區(qū)產(chǎn)業(yè)轉(zhuǎn)移,增強(qiáng)經(jīng)濟(jì)發(fā)展活力。

      加快承接產(chǎn)業(yè)轉(zhuǎn)移平臺(tái)建設(shè)。堅(jiān)持“開(kāi)發(fā)沿江一線、保護(hù)腹地一片”,推進(jìn)九大百億產(chǎn)業(yè)園區(qū)建設(shè)。一是加快承接產(chǎn)業(yè)轉(zhuǎn)移集中區(qū)建設(shè)。加強(qiáng)與周邊市的銜接合作,制定銅池樅承接產(chǎn)業(yè)轉(zhuǎn)移集中區(qū)操作性規(guī)劃,加快集中區(qū)選址和基礎(chǔ)設(shè)施建設(shè)。加強(qiáng)長(zhǎng)江岸線資源開(kāi)發(fā)利用,科學(xué)合理有效配置岸線資源,形成沿江產(chǎn)業(yè)密集帶。加強(qiáng)與長(zhǎng)三角、珠三角等地區(qū)的聯(lián)系合作,積極探索“借地開(kāi)發(fā)”模式。二是完善新園區(qū)配套功能。圍繞“路網(wǎng)成環(huán)、水電配套、框架成形、設(shè)施完善”,重點(diǎn)推進(jìn)大渡口開(kāi)發(fā)區(qū)(石臺(tái)工業(yè)園)20 公里路網(wǎng)及2平方公里工業(yè)起步區(qū)、貴池前江工業(yè)園6公里路網(wǎng)和工業(yè)集中區(qū)基礎(chǔ)設(shè)施建設(shè)。三是提升園區(qū)發(fā)展水平。堅(jiān)持因園制宜、分類(lèi)指導(dǎo)、突出特色、集群發(fā)展,在確保5 個(gè)省級(jí)開(kāi)發(fā)區(qū)分別竣工投產(chǎn)40 個(gè)規(guī)模工業(yè)企業(yè)、開(kāi)工建設(shè)1 個(gè)10 億元項(xiàng)目的基礎(chǔ)上,推進(jìn)市開(kāi)發(fā)區(qū)加快新能源產(chǎn)業(yè)項(xiàng)目建設(shè),形成集群效應(yīng);推進(jìn)貴池高新技術(shù)產(chǎn)業(yè)園加快引進(jìn)數(shù)控機(jī)床、光電等主導(dǎo)產(chǎn)業(yè)群項(xiàng)目,力爭(zhēng)創(chuàng)新型企業(yè)占全市1/3 以上;推進(jìn)東至縣加快大渡口開(kāi)發(fā)區(qū)(石臺(tái)工業(yè)園)中建材新材料產(chǎn)業(yè)園建設(shè),力爭(zhēng)香隅化工產(chǎn)業(yè)園再增一個(gè)“新香隅”;推進(jìn)青陽(yáng)縣圍繞3 條百億產(chǎn)業(yè)鏈集群招商,在10 億元大項(xiàng)目集聚上實(shí)現(xiàn)新突破,盡快建成園區(qū)科技服務(wù)中心。全市建設(shè)35 萬(wàn)平方米標(biāo)準(zhǔn)化廠房,確保園區(qū)投資強(qiáng)度達(dá)到省定標(biāo)準(zhǔn)。

      強(qiáng)力招商引資。突出“大工業(yè)、大賓館餐飲、大市場(chǎng)、大房地產(chǎn)、大基礎(chǔ)設(shè)施”,力爭(zhēng)招商引進(jìn)規(guī)模工業(yè)項(xiàng)目330 個(gè)。一是突出產(chǎn)業(yè)群招商。圍繞三個(gè)千億元產(chǎn)業(yè)集群,主攻長(zhǎng)三角、珠三角等發(fā)達(dá)地區(qū)行業(yè)協(xié)會(huì)、商會(huì)、同鄉(xiāng)會(huì),積極挖掘上海世博會(huì)客商資源,組織開(kāi)展赴臺(tái)招商活動(dòng),力爭(zhēng)引進(jìn)一批產(chǎn)業(yè)鏈條龍頭、關(guān)鍵環(huán)節(jié)配套的大項(xiàng)目。二是突出以商引商。堅(jiān)持“服務(wù)一企、引進(jìn)一商、聚集一片”,確保全年以商引商引進(jìn)規(guī)模工業(yè)項(xiàng)目200 個(gè)。三是突出領(lǐng)導(dǎo)招商??h區(qū)主要領(lǐng)導(dǎo)原則上一年外出招商時(shí)間不少于2 個(gè)月,專(zhuān)職招商領(lǐng)導(dǎo)原則上每年在外招商時(shí)間不少于8 個(gè)月。四是突出環(huán)境招商。樹(shù)立“對(duì)企業(yè)負(fù)責(zé)就是對(duì)事業(yè)負(fù)責(zé),為企業(yè)服務(wù)就是為發(fā)展服務(wù)”的理念,堅(jiān)持不懈地營(yíng)造“進(jìn)了池州門(mén)就是池州人,到了池州市處處好辦事”的濃厚氛圍。

      豐富融資渠道。確保全年信貸投放增長(zhǎng)35%,力爭(zhēng)年初掌握開(kāi)貸投放主動(dòng)權(quán)。一是著力引進(jìn)金融機(jī)構(gòu)。力爭(zhēng)引進(jìn)1-2 家金融機(jī)構(gòu),在風(fēng)險(xiǎn)投資基金引入和運(yùn)作上爭(zhēng)取實(shí)現(xiàn)突破。二是完善地方金融體系。完成九華農(nóng)商行增資擴(kuò)股,推進(jìn)石臺(tái)農(nóng)村合作銀行掛牌運(yùn)營(yíng),探索設(shè)立2 家村鎮(zhèn)銀行,積極組建小額貸款公司,發(fā)展50 個(gè)農(nóng)村互助基金會(huì),增強(qiáng)擔(dān)保機(jī)構(gòu)實(shí)力,放大擔(dān)保系數(shù)不低于1∶5,積極發(fā)展典當(dāng)業(yè)。三是推進(jìn)直接融資。爭(zhēng)取每個(gè)縣區(qū)有1家企業(yè)進(jìn)入輔導(dǎo)期,推進(jìn)市城投公司二期債券成功發(fā)行。四是創(chuàng)新金融服務(wù)。按季召開(kāi)銀企對(duì)接會(huì),引導(dǎo)金融機(jī)構(gòu)發(fā)放銀團(tuán)貸款和并購(gòu)貸款,定期開(kāi)展金融機(jī)構(gòu)“質(zhì)量高效融資辦案競(jìng)賽”、“縣區(qū)擔(dān)保公司放大效應(yīng)競(jìng)賽”、“銀企合作履約競(jìng)賽”、“金融產(chǎn)品創(chuàng)新競(jìng)賽”活動(dòng)。

      (五)著力發(fā)展旅游商貿(mào),切實(shí)壯大第三產(chǎn)業(yè)規(guī)模

      堅(jiān)持將擴(kuò)大消費(fèi)與穩(wěn)定外需結(jié)合起來(lái),增強(qiáng)經(jīng)濟(jì)發(fā)展的均衡性,全年第三產(chǎn)業(yè)增長(zhǎng)12%以上。

      加快發(fā)展旅游經(jīng)濟(jì)。制定實(shí)施“2010 年旅游發(fā)展行動(dòng)計(jì)劃”,全年接待國(guó)內(nèi)外游客增長(zhǎng)25%、旅游總收入增長(zhǎng)20%。一是加快旅游重點(diǎn)項(xiàng)目建設(shè)。確保九華山大銅像主體完工、大愿文化園建成,力爭(zhēng)年底前開(kāi)光;推進(jìn)花臺(tái)景區(qū)正式對(duì)外開(kāi)放,完成肉身殿北大門(mén)地段環(huán)境整治;加快平天湖旅游度假區(qū)景區(qū)開(kāi)發(fā)。推進(jìn)雨潤(rùn)月松閣、新羅國(guó)際大酒店、碧桂園鳳凰酒店、九芙蓉廣場(chǎng)等10 個(gè)高檔星級(jí)酒店建設(shè),確保5 家以上建成運(yùn)營(yíng)。二是打造特色旅游產(chǎn)品。堅(jiān)持九華山為龍頭、主城區(qū)為中心、各縣區(qū)為支撐,加快整合區(qū)域旅游資源,重點(diǎn)打造佛國(guó)九華朝圣觀光之旅、詩(shī)仙李白秋浦尋蹤之旅、杏花村歷史文化探源之旅、牯牛降原始森林探秘之旅、中國(guó)鶴湖濕地生態(tài)科考之旅、平天湖生態(tài)休閑度假之旅等六條精品旅游線路,全力推進(jìn)市山縣聯(lián)投、聯(lián)游、聯(lián)動(dòng)。三是加強(qiáng)旅游宣傳促銷(xiāo)。積極開(kāi)發(fā)世博會(huì)旅游市場(chǎng),努力拓展國(guó)內(nèi)外旅游市場(chǎng)。繼續(xù)辦好“中國(guó)國(guó)際佛文化節(jié)·九華山廟會(huì)”、“中韓友好文化旅游節(jié)”、“杏花村詩(shī)文化節(jié)”、“安徽石臺(tái)茶葉節(jié)”、“東至陶公菊花節(jié)”。繼續(xù)開(kāi)展“好山好水好景好線”攝影競(jìng)賽、群眾性評(píng)選活動(dòng)。

      大力發(fā)展商貿(mào)服務(wù)業(yè)。一是完善城鄉(xiāng)市場(chǎng)體系。加快樂(lè)購(gòu)、家樂(lè)福、沃爾瑪綜合商場(chǎng)工程建設(shè),力爭(zhēng)商之都二期工程建成開(kāi)業(yè)。大力發(fā)展便利店、超市、家政服務(wù)、社區(qū)菜市等多種形式連鎖服務(wù)網(wǎng)點(diǎn)。繼續(xù)抓好家電、農(nóng)機(jī)、汽車(chē)下鄉(xiāng)和以舊換新工作,探索建立“菜籃子”基地、批發(fā)、零售一體化市場(chǎng)供應(yīng)體系,加快建成杏花村農(nóng)副產(chǎn)品批發(fā)市場(chǎng)。二是搞活市場(chǎng)流通。重點(diǎn)推進(jìn)站前區(qū)“無(wú)賦費(fèi)區(qū)”建設(shè),完善站南路商貿(mào)物流園基礎(chǔ)設(shè)施,建成國(guó)際汽車(chē)城、徽商大市場(chǎng),力爭(zhēng)華天汽車(chē)集聚園、義烏小商品市場(chǎng)、佛教用品用具大市場(chǎng)、農(nóng)業(yè)科技產(chǎn)業(yè)化交易大市場(chǎng)開(kāi)工建設(shè)。推進(jìn)江口物流基地三期工程建設(shè)。三是加快發(fā)展現(xiàn)代服務(wù)業(yè)。大力引進(jìn)動(dòng)漫設(shè)計(jì)、文化創(chuàng)意等新興業(yè)態(tài),培育發(fā)展服務(wù)外包業(yè),開(kāi)工建設(shè)動(dòng)漫產(chǎn)業(yè)園、市會(huì)展中心。

      努力擴(kuò)大外經(jīng)外貿(mào)。全年進(jìn)出口額增長(zhǎng)20%以上,實(shí)際利用外資增長(zhǎng)10%。穩(wěn)定特色農(nóng)產(chǎn)品、服裝加工等傳統(tǒng)優(yōu)勢(shì)產(chǎn)品和勞動(dòng)密集型產(chǎn)品出口,擴(kuò)大生物化工、機(jī)械裝備制造等技術(shù)密集型產(chǎn)品出口比重,加快培育進(jìn)出口集群基地。鞏固和發(fā)展國(guó)際友城關(guān)系,促進(jìn)對(duì)外經(jīng)濟(jì)技術(shù)合作。

      (六)著力抓好統(tǒng)籌發(fā)展,全力加快城鎮(zhèn)化進(jìn)程

      按照“突出特色、完善功能、提升品位、集聚人氣”的要求,將統(tǒng)籌城鄉(xiāng)區(qū)域協(xié)調(diào)發(fā)展與推進(jìn)城鎮(zhèn)化結(jié)合起來(lái),圍繞未來(lái)幾年實(shí)現(xiàn)“千億元城鎮(zhèn)建設(shè)大投入”目標(biāo),今年開(kāi)工建設(shè)500 萬(wàn)平方米房產(chǎn),城鎮(zhèn)化率43%以上。

      增強(qiáng)中心城市競(jìng)爭(zhēng)力。堅(jiān)持規(guī)劃引領(lǐng),新開(kāi)工建設(shè)50 項(xiàng)市政重點(diǎn)工程,總投資20 億元以上,著力打造“一池山水滿城詩(shī)”的城市意境。一是加快水系貫通工程建設(shè)。圍繞“3538”工程,完成三大水系溝通、五大景區(qū)整合、三個(gè)關(guān)鍵節(jié)點(diǎn)建設(shè)、八大橋梁改建,啟動(dòng)平天湖特色雕塑工程,實(shí)現(xiàn)“水在城中走,人在畫(huà)中游”。二是加快歷史文化復(fù)建工程建設(shè)。完成孝肅街、府儒學(xué)復(fù)建工程,推進(jìn)秀山門(mén)博物館二期等4 項(xiàng)歷史文化復(fù)建工程。三是加快公共服務(wù)設(shè)施工程建設(shè)。完成體育館區(qū)域路網(wǎng)、教育園區(qū)路網(wǎng)等20 條路網(wǎng)和60 公里綜合管網(wǎng)改造建設(shè),繼續(xù)推進(jìn)城市主干道綠化、亮化工程,改造建設(shè)部分公交場(chǎng)站和公共停車(chē)場(chǎng)。四是加快高層集中區(qū)工程建設(shè)。重點(diǎn)加快長(zhǎng)江南路高層集中區(qū)、東部經(jīng)濟(jì)園區(qū)商務(wù)中心等18 幢城市地標(biāo)性建筑建設(shè),確保金融大廈、中環(huán)大廈等10 幢竣工使用。五是推進(jìn)城市創(chuàng)建工程。扎實(shí)推進(jìn)國(guó)家歷史文化名城、國(guó)家宜居城市創(chuàng)建工作,確保創(chuàng)建省第二屆文明城市通過(guò)考核驗(yàn)收。徹底整治清溪河,建成三臺(tái)山公園,著手白洋河城區(qū)段、秋浦河故道環(huán)境綜合規(guī)劃整治。創(chuàng)新城市管理機(jī)制,加強(qiáng)社區(qū)基層基礎(chǔ)建設(shè),完善“樓長(zhǎng)制”和背街小巷整治長(zhǎng)效機(jī)制。加快安置房、廉租房建設(shè)進(jìn)度和質(zhì)量監(jiān)管,主城區(qū)新開(kāi)工建設(shè)100 萬(wàn)平方米安置房,新遷入居80 萬(wàn)平方米。繼續(xù)加大違法建設(shè)依法查處工作力度。

      加快縣城和中心城鎮(zhèn)建設(shè)。一是加快打造特色縣城。推進(jìn)貴池區(qū)政務(wù)新區(qū)建設(shè),初步形成特色風(fēng)貌;東至縣加快老城區(qū)改造與新區(qū)建設(shè)步伐,盡快實(shí)現(xiàn)河西、火車(chē)站新區(qū)與老城區(qū)的整體聯(lián)動(dòng)發(fā)展;石臺(tái)縣加快城東片區(qū)和南山片區(qū)的規(guī)劃建設(shè),基本建成10 條特色商業(yè)街;青陽(yáng)縣加快旅游特色縣城建設(shè)步伐,拓展城南,啟動(dòng)西入口環(huán)境綜合整治,提升旅游接待服務(wù)能力;九華山加快柯村新區(qū)城中村整治、九華河兩岸風(fēng)光治理,提升旅游景區(qū)品位。二是推進(jìn)中心城鎮(zhèn)建設(shè)。著力培育一批經(jīng)濟(jì)實(shí)力雄厚、基礎(chǔ)設(shè)施完善、生態(tài)環(huán)境優(yōu)美的特色示范鎮(zhèn)。重點(diǎn)要高起點(diǎn)規(guī)劃大渡口老城改造,加快1平方公里核心區(qū)建設(shè),打造生態(tài)環(huán)保皖江綠城。三是扎實(shí)開(kāi)展土地整治整村推進(jìn)試點(diǎn)工作。重點(diǎn)推進(jìn)池青九快速通道沿線、貴銅公路沿線、清溪河上游、大渡口及升金湖周邊等重要地段環(huán)境綜合整治工程,打造特色城鄉(xiāng)統(tǒng)籌示范帶,確保整治土地5 萬(wàn)畝,置換土地5 千畝。四是完善城鎮(zhèn)體系規(guī)劃。力爭(zhēng)劃定區(qū)域內(nèi)村莊規(guī)劃編制率100%,各縣城和13 個(gè)擴(kuò)權(quán)強(qiáng)鎮(zhèn)試點(diǎn)鎮(zhèn)近期建設(shè)用地控制性詳規(guī)覆蓋率超過(guò)80%,全面啟動(dòng)省級(jí)風(fēng)景名勝區(qū)總體規(guī)劃和縣域垃圾治理專(zhuān)項(xiàng)規(guī)劃編制工作。

      (七)著力保障改善民生,全面推進(jìn)社會(huì)事業(yè)進(jìn)步

      堅(jiān)持以人為本,把發(fā)展經(jīng)濟(jì)與保障改善民生結(jié)合起來(lái),不斷提高人民群眾的幸福感、安全感、自豪感。

      堅(jiān)持優(yōu)先發(fā)展教育戰(zhàn)略。推進(jìn)義務(wù)教育均衡發(fā)展,加快城鄉(xiāng)義務(wù)教育學(xué)校標(biāo)準(zhǔn)化建設(shè),完成中小學(xué)校舍安全工程加固改造劃,鞏固義務(wù)教育經(jīng)費(fèi)保障機(jī)制,建立健全各個(gè)教育階段學(xué)生資助體系。加強(qiáng)幼兒教育和特殊教育,發(fā)展遠(yuǎn)程教育和繼續(xù)教育,逐步對(duì)中等職業(yè)學(xué)校農(nóng)村家庭經(jīng)濟(jì)困難和涉農(nóng)專(zhuān)業(yè)學(xué)生實(shí)行免費(fèi)教育。建成池州一中、市職教中心、計(jì)生學(xué)校新校區(qū),積極籌建計(jì)生職業(yè)學(xué)院、工交職業(yè)技術(shù)學(xué)院和動(dòng)漫職業(yè)技術(shù)學(xué)院。切實(shí)加強(qiáng)教師隊(duì)伍建設(shè)。

      突出加強(qiáng)就業(yè)和社會(huì)保障。一是扎實(shí)做好就業(yè)再就業(yè)工作。實(shí)施更加積極的就業(yè)政策,統(tǒng)籌做好高校畢業(yè)生、城鎮(zhèn)困難群眾等重點(diǎn)人群的就業(yè)工作,繼續(xù)開(kāi)展消除“雙零家庭”行動(dòng)計(jì)劃,支持更多勞動(dòng)者自主創(chuàng)業(yè),鼓勵(lì)企業(yè)更多吸納就業(yè)。二是加快完善社會(huì)保障體系。抓好養(yǎng)老保險(xiǎn)省級(jí)統(tǒng)籌工作,完善工傷保險(xiǎn)市級(jí)統(tǒng)籌,加快失業(yè)保險(xiǎn)市級(jí)統(tǒng)籌步伐,建立城鎮(zhèn)居民醫(yī)保慢性病普通門(mén)診統(tǒng)籌和調(diào)劑金制度,做好企業(yè)退休人員基本養(yǎng)老金調(diào)整工作,逐步完善被征地農(nóng)民生活保障機(jī)制。三是完善社會(huì)救助體系,力爭(zhēng)五保戶集中供養(yǎng)率達(dá)70%,逐步提高優(yōu)撫對(duì)象待遇、城鄉(xiāng)低保和醫(yī)療救助水平。

      完善公共衛(wèi)生服務(wù)體系。推進(jìn)醫(yī)藥衛(wèi)生體制改革試點(diǎn),政府舉辦的基層醫(yī)療衛(wèi)生服務(wù)機(jī)構(gòu)對(duì)國(guó)家規(guī)定的基本目錄藥物實(shí)行零差率銷(xiāo)售。鞏固完善新型農(nóng)村合作醫(yī)療制度,確保參合率98%以上,資金結(jié)余率控制在10%以下。積極探索實(shí)施新農(nóng)合與城鎮(zhèn)居民醫(yī)保統(tǒng)籌并軌運(yùn)行機(jī)制。進(jìn)一步免費(fèi)向城鄉(xiāng)居民提供九類(lèi)基本、六項(xiàng)重大公共衛(wèi)生服務(wù)項(xiàng)目。加強(qiáng)社區(qū)衛(wèi)生服務(wù)體系建設(shè),完善社區(qū)衛(wèi)生服務(wù)網(wǎng)絡(luò),建立方便群眾就醫(yī)機(jī)制。繼續(xù)做好甲型H1N1 流感等重大傳染病和職業(yè)病防控工作。建成市人民醫(yī)院醫(yī)療綜合樓,開(kāi)工建設(shè)市精神病醫(yī)院。切實(shí)維護(hù)社會(huì)安全穩(wěn)定。一是嚴(yán)格落實(shí)安全生產(chǎn)責(zé)任制,加強(qiáng)重大事故隱患排查治理,有效遏制重特大事故發(fā)生。二是深入實(shí)施質(zhì)量興市戰(zhàn)略,整頓規(guī)范市場(chǎng)秩序,強(qiáng)化食品藥品安全監(jiān)管,切實(shí)維護(hù)人民群眾生命健康安全。三是加強(qiáng)應(yīng)急基層基礎(chǔ)工作,建設(shè)市應(yīng)急平臺(tái)體系,提高應(yīng)對(duì)突發(fā)公共事件能力。四是加強(qiáng)物價(jià)監(jiān)測(cè)調(diào)控,建立健全基本生活必需品應(yīng)急處置機(jī)制,保持市場(chǎng)物價(jià)基本穩(wěn)定。五是扎實(shí)做好維穩(wěn)工作。健全社會(huì)治安防控體系,強(qiáng)化社會(huì)矛盾糾紛排查調(diào)處機(jī)制,加強(qiáng)信訪工作,重視網(wǎng)絡(luò)輿情,推進(jìn)城鄉(xiāng)社區(qū)警務(wù)建設(shè),依法防范和打擊違法犯罪活動(dòng),有效預(yù)防和妥善處置群體性事件,保持社會(huì)和諧穩(wěn)定。

      統(tǒng)籌發(fā)展各項(xiàng)社會(huì)事業(yè)。一是加快文化廣電體育事業(yè)發(fā)展。積極推進(jìn)文化體制改革,籌建市博物館、圖書(shū)館、工人和青少年活動(dòng)中心(宮),規(guī)劃建設(shè)市演藝中心,謀劃成立池州廣電傳媒集團(tuán)、池州九華電影院線公司,建成市體育館、市廣電新中心。二是加強(qiáng)人口和計(jì)劃生育工作。嚴(yán)格落實(shí)人口計(jì)生目標(biāo)責(zé)任制,完善“村為主”機(jī)制,推進(jìn)基層站所建設(shè)。認(rèn)真開(kāi)展第六次全國(guó)人口普查。三是統(tǒng)籌發(fā)展其它各項(xiàng)社會(huì)事業(yè)。扎實(shí)開(kāi)展文明市民(單位)評(píng)選活動(dòng),做好新形勢(shì)下民族宗教工作,加快老年公寓建設(shè),重視老齡、殘疾人、紅十字和福利慈善事業(yè),切實(shí)保障婦女和未成年人權(quán)益,推進(jìn)外事、僑務(wù)和對(duì)臺(tái)工作健康發(fā)展,加強(qiáng)供銷(xiāo)、氣象、檔案、保密、地方志、防震減災(zāi)、新聞出版、社科研究等各項(xiàng)工作,積極支持駐池部隊(duì)建設(shè),做好國(guó)防動(dòng)員、人民防空和民兵預(yù)備役部隊(duì)工作,鞏固發(fā)展雙擁模范城創(chuàng)建成果。

      拓展提升民生工程。堅(jiān)持“立足當(dāng)前、著眼長(zhǎng)遠(yuǎn)、盡力而為、惠及多數(shù)”,認(rèn)真實(shí)施省33 項(xiàng)民生工程,繼續(xù)辦好10 件惠民實(shí)事,讓發(fā)展成果惠及全市人民。

      1.補(bǔ)助提供就業(yè)崗位10000 個(gè)。

      2.對(duì)全市城鄉(xiāng)低保群眾發(fā)放節(jié)日慰問(wèn)消費(fèi)券。

      3.新建市流浪兒童救助保護(hù)中心。

      4.主城區(qū)新建、改造公廁20 座,新建垃圾轉(zhuǎn)運(yùn)站10 座。

      5.對(duì)全市慢性血吸蟲(chóng)病患者和化療對(duì)象免費(fèi)治療。

      6.實(shí)施孤兒救助。

      7.繼續(xù)推進(jìn)蔬菜基地建設(shè)。

      8.主城區(qū)規(guī)劃建設(shè)居民小區(qū)菜市場(chǎng)3-5 個(gè)。

      9.實(shí)施貧困大學(xué)生救助。

      10.下基層進(jìn)社區(qū)送電影6000 場(chǎng)、送戲(演出)600 場(chǎng)。

      三、切實(shí)加強(qiáng)政府自身建設(shè)

      按照“為民、務(wù)實(shí)、清廉”的要求,進(jìn)一步提高政府工作的能力和水平,努力創(chuàng)造良好的發(fā)展環(huán)境。

      (一)堅(jiān)持科學(xué)施政,增強(qiáng)改革創(chuàng)新能力。進(jìn)一步加強(qiáng)學(xué)習(xí)型政府建設(shè),善于在逆勢(shì)中尋機(jī)遇,善于在風(fēng)險(xiǎn)中解難題,善于在政策中拓空間,善于在拼搏中求跨越,不斷提高轉(zhuǎn)變發(fā)展方式、推動(dòng)科學(xué)發(fā)展的能力和水平。進(jìn)一步轉(zhuǎn)變政府職能,深入開(kāi)展行政審批事項(xiàng)集中再清理工作,提高公共管理和服務(wù)水平。進(jìn)一步完善決策機(jī)制,健全重大行政決策聽(tīng)取意見(jiàn)、聽(tīng)證、合法性審查、集體決定、評(píng)價(jià)和責(zé)任追究等制度,完善政務(wù)信息公開(kāi)制度,增強(qiáng)決策透明度和公眾參與度。進(jìn)一步科學(xué)謀劃發(fā)展,把握戰(zhàn)略性、綜合性、前瞻性,突出抓好“十二五”規(guī)劃編制工作,提出符合池州發(fā)展實(shí)際、符合人民群眾愿望的新目標(biāo)、新思路、新舉措。

      (二)堅(jiān)持依法行政,增強(qiáng)規(guī)范履職能力。嚴(yán)格按照法定權(quán)限和程序行使職權(quán)、履行職責(zé)。自覺(jué)接受人大工作監(jiān)督、法律監(jiān)督和政協(xié)民主監(jiān)督,堅(jiān)持與人大代表、政協(xié)委員聯(lián)系制度,定期召開(kāi)與市人大常委會(huì)、市政協(xié)聯(lián)席會(huì)議,重視做好人大代表議案、建議和政協(xié)委員提案的辦理工作,繼續(xù)抓好市二屆人大三次、四次會(huì)議相關(guān)議案的推進(jìn)落實(shí)。認(rèn)真聽(tīng)取民主黨派、工商聯(lián)、無(wú)黨派人士和各人民團(tuán)體的意見(jiàn),堅(jiān)持直接傾聽(tīng)群眾心聲,接受人民群眾、社會(huì)公眾和新聞?shì)浾摫O(jiān)督。全面推進(jìn)依法行政示范工作,落實(shí)行政執(zhí)法責(zé)任制,強(qiáng)化行政執(zhí)法監(jiān)督。

      (三)堅(jiān)持務(wù)實(shí)勤政,增強(qiáng)高效執(zhí)行能力。狠抓作風(fēng)建設(shè),大興求真務(wù)實(shí)、調(diào)查研究之風(fēng),時(shí)刻把人民群眾的安危冷暖放在心上,察實(shí)情、講實(shí)話,鼓實(shí)勁、出實(shí)招,辦實(shí)事、求實(shí)效。狠抓效能建設(shè),完善發(fā)展環(huán)境季度明查暗訪、定期通報(bào)、民主評(píng)議、問(wèn)責(zé)追究等制度,健全行政審批“一門(mén)進(jìn)、一費(fèi)清、一章結(jié)”服務(wù)體系,全面提升電子行政審批和監(jiān)察系統(tǒng)應(yīng)用水平,切實(shí)優(yōu)化發(fā)展環(huán)境。狠抓執(zhí)行落實(shí),嚴(yán)格目標(biāo)管理考核,確保事有專(zhuān)管之人、人有明確之責(zé)、時(shí)有限定之期,切實(shí)做到件件有著落、事事有回音、項(xiàng)項(xiàng)有結(jié)果。

      (四)堅(jiān)持從嚴(yán)治政,增強(qiáng)廉潔自律能力。嚴(yán)格落實(shí)黨風(fēng)廉政建設(shè)責(zé)任制,建立健全懲治和預(yù)防腐敗體系,探索創(chuàng)新反腐倡廉網(wǎng)絡(luò)舉報(bào)和受理機(jī)制。強(qiáng)化行政監(jiān)察和審計(jì)監(jiān)督,堅(jiān)決糾正損害群眾利益的不正之風(fēng)。按照節(jié)儉、高效、廉潔的原則,健全財(cái)務(wù)、用車(chē)、采購(gòu)、接待等方面的管理制度,把有限資金和資源更多用在發(fā)展經(jīng)濟(jì)、改善民生上。切實(shí)加強(qiáng)對(duì)政府班子自身和公務(wù)員的教育、管理和監(jiān)督,努力建設(shè)一支政治堅(jiān)定、業(yè)務(wù)精湛、作風(fēng)過(guò)硬、紀(jì)律嚴(yán)明的公務(wù)員隊(duì)伍。
