白酒歷史—貴州宏云城信

從20世紀90年代到本世紀10年代，我們能夠?qū)⒅袊拙飘a(chǎn)業(yè)劃分紅三個時期，在這三個時期下，中國白酒產(chǎn)業(yè)演繹了精彩的行業(yè)傳奇故事，也培養(yǎng)了一批出色的白酒品牌，在不同的宏觀環(huán)境下，白酒產(chǎn)業(yè)作為中國最傳統(tǒng)的經(jīng)濟支柱之一，不斷演繹了很多精彩的傳奇故事及發(fā)明了很多出色的營銷案例。在理解瀘州老窖超高端白酒戰(zhàn)略之前，首先我們必需深入認識到這三個階段帶來的品牌開展環(huán)境及契機：

1、央視標王廣告時期：90年代，知名度至上時期

這是一個貼金的時期，文化是最好的金箔紙，它讓本來平凡的白酒，一時之間穿越了古今，成為一種頂禮膜拜的圣品。讓缺乏文化素養(yǎng)和追求文化回歸的消費者，找到了一種對等的華美，所以企業(yè)只需通知他人我的身份和位置，而且很重要和稀有，就足以讓消費者癡迷。這是一種自覺追求價錢標簽的時期，價錢成為權(quán)衡身份和價值的最直接砝碼，給予不自信爆發(fā)起來的中國人，最面子的撫慰。

3、品味價值回歸時期：10年代，身份認同至上年代

進入10年后，本世紀在前面最美妙的十年時光，中國白酒產(chǎn)業(yè)在猖獗的文化發(fā)掘及歷史考證中，市場進入了明智的回歸期，消費者也逐步變得越來越務實和明智，自覺的文化與虛無縹緲的歷史，曾經(jīng)缺乏以讓白酒身價倍增，也缺乏以讓足見覺悟的消費者信服。

事實和理由

申請人因因2012年9月27日在201省道官嶺路段駕駛貨車時，被執(zhí)勤民警查獲該機動車的行駛證系偽造，駕駛車輛系報廢車輛，因此，于2012年9月27日作出了公安行政處罰決定書，對申請人出于行政拘留15日的行政處罰。但事后經(jīng)證實，申請人所駕駛的車輛并非報廢車輛，偽造車輛行駛證的也并非申請人，申請人對該機動車行駛證系偽造的情況并不知情，這一事實已經(jīng)得到人民法院的確認。

2013年6月28日作出第號公安交通管理行政處罰決定書，對申請人作出罰款2000元的行政處罰，并且被申請人依據(jù)《機動車駕駛證申領和使用規(guī)定》第六十八條、第六十九條的規(guī)定，對申請人作出注銷申請人機動車駕駛證最高準駕車型駕駛資格的處罰。

由此可見，申請人被查獲的時間是2012年9月27日，而被申請人對申請人作出注銷機動車駕駛證最高準駕車型駕駛資格的處罰的時間是2013年6月28日，其據(jù)以作出處罰的法律依據(jù)《機動車駕駛證申領和使用規(guī)定》第六十八條、第六十九條是2013年1月1日正式生效的。也就是說，被申請人是根據(jù)后法對申請人之前發(fā)生的行為作出的行政處罰，而根據(jù)申請人被查獲時的處罰規(guī)定，并不需要注銷機動車駕駛證最高準駕車型駕駛資格，因此，根據(jù)從舊兼從輕的法律原則，被申請人對申請人適用新法規(guī)定所作出的處罰明顯是加重申請人的法律責任，對申請人也是不公平的。

綜上所述，被申請人對申請人作出注銷機動車駕駛證最高準駕車型駕駛資格的行政處罰是沒有事實和法律依據(jù)的，明顯加重了申請人的處罰，因此，申請人懇請貴單位依法撤銷編號：第1號的辦理注銷最高／實習準駕車型業(yè)務通知書的行政處罰，依法維護申請人的合法利益。

宏云煤礦安全質(zhì)量標準化

創(chuàng)建工作情況

根據(jù)《黑龍江省地方煤礦安全質(zhì)量標準化考核評級辦法實施細則（試行）》（黑煤安監(jiān)發(fā)[2014]37號）相關(guān)要求，在上級主管部門正確指導下，各相關(guān)科室及區(qū)隊的齊心協(xié)力，通力配合下，宏云煤礦2016安全質(zhì)量標準化工作取得了一定的成績，完成了年初既定的規(guī)劃目標?，F(xiàn)就我礦《安全質(zhì)量標準化》工作做出如下總結(jié)匯報：

一、工作思路

我礦始終遵循“管理、裝備、培訓”三并重的原則，以質(zhì)量標準化為管理主線，全面推行“動態(tài)驗收---定期評價---嚴格考核”的管理模式。突出“全員、全過程、全方位”的“三全”管理，來進一步推動安全質(zhì)量標準化工作“上水平、上檔次、上等級”，進而實現(xiàn)安全質(zhì)量標準化建設的持續(xù)穩(wěn)定好轉(zhuǎn)。實現(xiàn)崗位達標、專業(yè)達標、企業(yè)達標、全過程、全方位動態(tài)達標。

二、健全并完善了《安全質(zhì)量標準化》管理制度的工作體系 2016年為了確保我礦安全質(zhì)量標準化工作扎實有效的開展，特制定了《2016年安全質(zhì)量標準化考核辦法》，完善了質(zhì)量標準化管理考核工作體系；明確了考核目標、成立了以礦長為主要負責人的《安全質(zhì)量標準化》組織機構(gòu)，對十一項專業(yè)由分管領導具體負責、各專業(yè)組和隊長成立的組織、指揮、執(zhí)行、落實的一整套管理體系，安全質(zhì)量標準化考核標準、獎懲辦法及工作要求。

三、日常工作監(jiān)督與管理

依據(jù)上述管理目標及要求，質(zhì)量標準化辦公室嚴格按照制定的考核管理辦法來組織實施落實，每月末驗收考核，評比及日常的監(jiān)督與督促 1 管理。對檢查中出現(xiàn)的問題，存在的安全隱患，調(diào)度會予以通報并下發(fā)三定表進行及時整改落實，實現(xiàn)閉合銷號的管理模式。在日常的工作中突出重點、狠抓關(guān)鍵、穩(wěn)步推進，將安全質(zhì)量標準化工作精細化、制度化有機的結(jié)合起來，把質(zhì)量標準化工作穩(wěn)步提高，具體情況有以下11個方面。<一>通風達標情況：

深化一通三防各項工作的目標、任務，以礦井一通三防質(zhì)量標準化為標準，建立健全、穩(wěn)定可靠的礦井通風系統(tǒng)，安裝并完善了瓦斯安全監(jiān)控系統(tǒng)。杜絕了“一通三防”全年死亡事故和重大通風瓦斯煤塵和火災事故的發(fā)生。

①加強通風系統(tǒng)管理，確保通風穩(wěn)定可靠。②強化通風設施管理，保證通風系統(tǒng)穩(wěn)定可靠。

③加強局部通風管理，保證工作面風量充足，消滅無風、微風等作業(yè)現(xiàn)象的發(fā)生。

④認真制定并嚴格執(zhí)行巷道貫通措施和串聯(lián)通風措施。⑤加強瓦斯現(xiàn)場管理工作。

⑥強化工作面瓦斯管理，瓦斯超限堅決停止作業(yè)。<二>地測防治水達標情況：

認真貫徹上級有關(guān)精神，進一步提高水害防治意識，明確水害防治工作的職責，落實水害防治安全生產(chǎn)責任制，認真落實采空區(qū)、及廢棄礦井老空積水防治措施，建立完善的防、排水系統(tǒng)，各掘進工作面切實堅持“有掘必探、先探后掘”的水害防治原則，認真落實探放水的專項技術(shù)措施和探放水制度；完善防治水設施，配足排水設備，確保排水暢通。進一步完善了采掘工作面防治水安全技術(shù)論證；完善了各項防治水管理制度，具體有探放水安全管理制度和有掘必探安全技術(shù)措 2 施。編寫完善了《2016防治水計劃與措施》、《2016礦井水災事故應急預案》及防治水管理制度、責任制等基礎資料。繪制了相關(guān)礦井防治水圖件。制定了防治水措施和水災應急救援預案，按預案要求成立了應急預案領導小組，并且配齊配足了應急所需的設備和物資等。

<三>采煤達標情況：

各級部門層層落實安全質(zhì)量標準化要求，確保了工作面“三直一平兩暢通”和“安全生產(chǎn)”，但在巡查過程中發(fā)現(xiàn)工作面?zhèn)€別支架初撐力低于額定值的80%需對初撐力不足的液壓支架進行二次補液，使其達到初撐力，并標記、加強巡查。<四>掘進達標情況：

掘進工作面采用礦工鋼支護，因工作面地質(zhì)構(gòu)造條件情況，個別地點淤泥積水較多，需及時抽排，并在低洼點打設水倉；另現(xiàn)場材料擺放亂，需掛牌加強管理。<五> 機電達標情況：

進一步加強供配電安全管理，特別是對供電系統(tǒng)運行狀況加強監(jiān)測、完善設備安全保護和安全防護裝置，加強井下電器設備防爆管理，對設備的檢修、維護、保養(yǎng)和檢測落實到位，確保設備、設施的完好運行，加強設備性能測試、狀態(tài)監(jiān)測和故障診斷工作，掌握設備和系統(tǒng)運行狀況，及時發(fā)現(xiàn)和處理存在的問題。完成了主扇風機、主提升機、主排水泵的性能測試，保證了大型設備和系統(tǒng)經(jīng)常處于良好的運行狀態(tài)，但1102回風順槽一處小絞車排繩質(zhì)量差，需加強管理。

<六>運輸達標情況：

認真落實安全生產(chǎn)管理責任制和各項規(guī)章制度，加強運輸設備、安全設施及各運輸線路的運行檢查、檢修、維護，各崗點嚴格落實崗位責 3 任制及安全操作規(guī)程，實現(xiàn)設備零故障、零缺陷良好運行，但主井底部車場衛(wèi)生較差，積水較多，需及時清理衛(wèi)生，疏通水溝排出積水。<七>、安全管理達標情況

以科學發(fā)展觀為指導，堅持安全發(fā)展理念，圍繞安全工作中心，突出煤礦安全生產(chǎn)主體責任，抓好安全工作，結(jié)合我礦安全生產(chǎn)的實際，制定具體措施方案。

1、成立安全生產(chǎn)領導小組，負責煤礦安全生產(chǎn)工作的決策、部署，研究制定安全生產(chǎn)工作計劃、方案和措施，組織安全監(jiān)督檢查，并實施安全考核。

2、進一步完善各級職能部門和各崗位安全生產(chǎn)責任制，完善考核獎懲保障措施，訂立安全責任狀，并進一步建立安全隱患分級管理制度和重大隱患排查治理機制，對日常排查中發(fā)現(xiàn)的問題及時進行治理，并登記建檔，嚴格按照定人、定時間、定措施、定資金的“四定”原則逐條進行整改，確保每個查及的問題和隱患落實整改到位。

3、實行重點區(qū)域重點監(jiān)控，全面安裝使用煤礦安全監(jiān)控系統(tǒng)，提高煤礦安全監(jiān)控水平。

4、按要求配足安全生產(chǎn)管理人員，完善井下現(xiàn)場安全生產(chǎn)跟班管理制度，確保每班至少有一名礦級安全管理人員帶班下井，深入重點區(qū)域和關(guān)健環(huán)節(jié)，并與工人同上同下，堅持做好隱患排查，每月組織安全生產(chǎn)隱患大排查，不留死角地帶，檢查覆蓋率達100%。

5、堅持班前會和交接班制度，將班前會和交接班制度落到實處。跟班隊長將本班生產(chǎn)任務、要注意的安全事項、防范措施貫徹到每個職工，提高職工安全意識。<八>職業(yè)衛(wèi)生達標情況：

已健全職業(yè)衛(wèi)生檔案，并定期進行職業(yè)病危害申報，依法與勞動者簽 4 訂合同并履行職業(yè)病危害告知義務，依法足額為勞動者繳納工傷保險。

<九>應急救援達標情況：

已制定應急宣傳教育工作計劃和應急培訓計劃，普及安全生產(chǎn)事故預防和應急救援基本知識，并按規(guī)定編制應急演練規(guī)劃、計劃和方案，組織演練，并形成完整的檔案資料。<十>調(diào)度達標情況：

加強井下現(xiàn)場質(zhì)量管理。調(diào)度室人員經(jīng)常深入一線，及時解決影響生產(chǎn)問題，掌握第一手資料，了解生產(chǎn)變化趨勢。完善了調(diào)度室安全生產(chǎn)責任制和崗位責任制，調(diào)度值班制度，調(diào)度交接班制度，調(diào)度匯報制度，生產(chǎn)例會制度，業(yè)務保安制度，事故，突發(fā)事件信息處理與報告制度，調(diào)度業(yè)務學習制度，調(diào)度文檔管理等制度。<十一>地面設施達標情況：

地面各作業(yè)場所人員配備齊全，設備設施完好，并懸掛規(guī)范牌板，辦公場所通道暢通，環(huán)境整潔，兩堂一舍基礎設施齊全完好，管理制度健全。

四、2016年安全質(zhì)量標準化檢查驗收考核達標情況

2016年5月在自檢合格的基礎上，申請縣、市煤管局對我礦進行質(zhì)量標準化驗收，5月末經(jīng)驗收我礦達到三級質(zhì)量標化礦井標準，截止到10月份，我礦自行驗收檢查共5次（1次/月度），5次的綜合得分均在70分以上，達到國家三級安全質(zhì)量標準化煤礦標準；共檢查出安全隱患條數(shù)217條，現(xiàn)已全部整改。

2016年質(zhì)量標準化辦公室分別對井下、地面各隊、專業(yè)責任分解，實行包隊領導負責制，重新細化，有針對性的制定獎懲考核辦法，實現(xiàn)全員參與，全員考核。

隨著我礦安全質(zhì)量標準工作的不斷深入開展，扎實認真貫徹與執(zhí)行，做了大量細致的工作，完成了年初制定的目標，達到了三級安全質(zhì)量標準化礦井的標準。

在生產(chǎn)中加強對隱患排查治理行動的組織協(xié)調(diào)，成立了隱患排檢治理領導小組，由礦長任組長，各科室主要負責人任組員，加強領導、嚴格落實。加大排查整治力度，堅持從嚴標準，堅持時間服從質(zhì)量、堅持進度服從效果，不能前緊后松、虎頭蛇尾。對隱患排查不走過場、治理措施到位。突出排查工作重點，突出對瓦斯、水、火、頂板等災害隱患和隱蔽致災因素的排查治理，查大系統(tǒng)、治大隱患、防大事故。對排查出的隱患按照“五落實”的要求進行整改。查小查早，及時消除隱患，對查出的重大隱患及時反饋地方政府。經(jīng)我礦全體職工的上下齊心努力，礦井的安全生產(chǎn)從管理到制度落實，從現(xiàn)場施工條件到隱蔽致災因素查控都有了較大的提升。礦井不存在危及礦井安全的重大隱患。

盡管如此，與安全質(zhì)量標準化要求仍有差距，我礦將繼續(xù)嚴把安全質(zhì)量標準化關(guān)，加強現(xiàn)場質(zhì)量的管理，嚴格考核，端正態(tài)度，總結(jié)經(jīng)驗，把質(zhì)量標準化工作更加細致化，努力開創(chuàng)質(zhì)量標準化工作的新局面！
