職能分工及監(jiān)管

1.社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)的服務(wù)對(duì)象。社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)以社區(qū)、家庭和居民為服務(wù)對(duì)象，主要承擔(dān)疾病預(yù)防等公共衛(wèi)生服務(wù)和一般常見病、多發(fā)病的基本醫(yī)療服務(wù)。對(duì)危急重病、疑難病癥治療等，應(yīng)交由綜合性醫(yī)院或?qū)？漆t(yī)院承擔(dān)。

2.社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)的主要職責(zé)與監(jiān)管范圍：

社區(qū)預(yù)防：社區(qū)衛(wèi)生診斷，傳染病疫情報(bào)告和監(jiān)測(cè)，預(yù)防接種，結(jié)核病、艾滋病等重大傳染病預(yù)防，常見傳染病防治，地方病、寄生蟲病防治，健康檔案管理，愛國(guó)衛(wèi)生指導(dǎo)等。

社區(qū)保健：婦女保健，兒童保健，老年保健等。

社區(qū)醫(yī)療：一般常見病、多發(fā)病的診療，社區(qū)現(xiàn)場(chǎng)救護(hù)，慢性病篩查和重點(diǎn)慢性病病例管理，精神病患者管理，轉(zhuǎn)診服務(wù)等。

社區(qū)康復(fù)：殘疾康復(fù)，疾病恢復(fù)期康復(fù)，家庭和社區(qū)康復(fù)訓(xùn)練指導(dǎo)等。

社區(qū)健康教育：衛(wèi)生知識(shí)普及，個(gè)體和群體的健康管理，重點(diǎn)人群與重點(diǎn)場(chǎng)所健康教育，宣傳健康行為和生活方式等。

社區(qū)計(jì)劃生育：計(jì)劃生育技術(shù)服務(wù)與咨詢指導(dǎo)，發(fā)放避孕藥具等。

3.疾病預(yù)防控制、婦幼保健機(jī)構(gòu)的職能調(diào)整。疾病預(yù)防控制機(jī)構(gòu)和婦幼保健機(jī)構(gòu)應(yīng)根據(jù)機(jī)構(gòu)編制部門和衛(wèi)生行政部門的意見，將適宜社區(qū)承擔(dān)的公共衛(wèi)生服務(wù)工作交給社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)，并對(duì)其進(jìn)行業(yè)務(wù)指導(dǎo)和技術(shù)支持。各級(jí)機(jī)構(gòu)編制部門應(yīng)根據(jù)本地區(qū)疾病預(yù)防控制機(jī)構(gòu)、婦幼保健機(jī)構(gòu)、社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)實(shí)際承擔(dān)職能的情況，對(duì)其編制進(jìn)行統(tǒng)籌考慮。

第二篇：船舶分工和職能

公司各輪在船長(zhǎng)統(tǒng)一領(lǐng)導(dǎo)下，按甲板、輪機(jī)兩部門為單位, 實(shí)施安全與防污染操作方案、搞

好防恐反恐船舶保安，確保SMS在船有效運(yùn)行。

To issue corresponding orders and instructions concisely, during the ship operation, to carry out each rules of SMS correctly with comprehensive consideration and overall arrangement, to guarantee the effective performance of all orders and instructions

1.3.激勵(lì)船員遵守公司的SMS方針，通過教育、培訓(xùn)、考核、表彰、獎(jiǎng)罰以及思想和生活上的關(guān)心，調(diào)動(dòng)船員的積極性；

To guarantee the sufficient maintain of ship and equipments.1.7.負(fù)責(zé)對(duì)船舶SMS的運(yùn)行進(jìn)行監(jiān)控，按規(guī)定應(yīng)報(bào)告不符合情況，且分析原因、實(shí)施糾正。每季度向指定人員報(bào)告SMS在船運(yùn)行情況，并提出評(píng)價(jià)和建議，必要時(shí)可進(jìn)行船舶自查；

Be responsible for navigation watch, to command on poop deck when berthing / unberthing.3.2 按船長(zhǎng)指示編制航次航行計(jì)劃，繪制航行海圖；

To formulate the voyage plan and draw sea chart according to the master’s instruction.3.3 負(fù)責(zé)導(dǎo)航助航設(shè)備維護(hù)管理；

Be responsible for the maintenance management of navigation aids.3.4主管航海圖書資料申請(qǐng)、管理、修改，保持齊全、有效、最新；

To be in charge of the application, management and modification of the navigation publication , keep them complete, effective and latest.3.4 接受船長(zhǎng)指示，做好交辦的工作；

To accept the master’s instruction and accomplish the work designated.3.5 服從大副安排，是大副替代；

To comply with the Chief Officer’s order, instead of the Chief Officer when necessary.3.6 駕駛臺(tái)值班負(fù)責(zé)人，指揮、監(jiān)督值班水手的操作，Bridge head on duty, to command and supervise the operation of duty sailor.3.7 協(xié)助大副實(shí)施甲板部安全與防污染工作計(jì)劃。

Join the navigation watch, to assist the captain on the bridge when berthing/un-berthing operation.4.2 按船長(zhǎng)指示協(xié)助船長(zhǎng)管理SMS文件，接受船長(zhǎng)指示，做好交辦的工作，對(duì)船長(zhǎng)負(fù)責(zé)；

To assist management the SMS documents according to master’s instruction, to be responsible for master and accomplishing the designated work.4.3 主管全船消防、救生設(shè)備的使用和管理，保持齊全、有效、足量；

Be in charge of using and management of ship’s fire fighting and lifesaving equipments, to keep them complete, effective and sufficient.4.4 負(fù)責(zé)編制應(yīng)急演習(xí)部署表、卡、牌交大副審核、報(bào)船長(zhǎng)批準(zhǔn)；

Be in charge of formulating the muster list, muster card and muster tablet for emergency drill and submit them to the Chief Officer to examine and verify, then report them to master to approve.4.5 駕駛臺(tái)值班負(fù)責(zé)人，指揮、監(jiān)督值班水手的操作，Bridge head on watch, to command and supervise the operation of duty sailor.4.6 服從大副的在港值班安排。

GMDSS Operator 5.1 主管無線電通訊、無線電通訊設(shè)備的使用和維護(hù)，無線電通訊設(shè)備技術(shù)資料的管理； To take charge of communications, using and maintenance of radio communications equipments, and the technical data management of radio communications equipment;保證船舶與外界聯(lián)絡(luò)暢通；

To ensure the communications between the vessel and shore smoothly;5.2 在船長(zhǎng)領(lǐng)導(dǎo)下，按船長(zhǎng)指示辦事，對(duì)船長(zhǎng)負(fù)責(zé)；

In the leadership of the master, according to the instructions of master, responsible for the master;5.3 規(guī)范統(tǒng)一操作，保持通訊設(shè)備技術(shù)狀況良好；

To integrate the operation standard and maintain communications equipment technical in good condition;5.4 未設(shè)置GMDSS操作員的船舶，由船長(zhǎng)指派具GMDSS操作證書的駕駛員替代。

If the vessel does not manning the GMDSS operator, the master will assign officers who hold a certificate of GMDSS as the alternative.5.6向船長(zhǎng)報(bào)告發(fā)現(xiàn)的風(fēng)險(xiǎn)源。

Boatswain 水手長(zhǎng)是水手的班長(zhǎng)、大副的甲板養(yǎng)護(hù)工作助手，其工作職責(zé)為：

According to the master’s instruction, formulate sector SMS work plans, implement relevant measures, and take charge of the management about the Safety and antipollution operations.9.2 負(fù)責(zé)船舶機(jī)電設(shè)備的使用、維護(hù)和修理，備件、物料、油料的管理； Be responsible for using，maintenance and repairing of ship’s electrical and mechanical equipment, management of spare parts, materials and fuel.9.3 負(fù)責(zé)修船時(shí)論據(jù)就設(shè)備的質(zhì)量監(jiān)控和驗(yàn)收； Command and superintend the operations of crew on duty or Be responsible for the quality monitoring and acceptance of the engine equipment when repaired.9.4 輪機(jī)部人員管理包括職責(zé)熟悉、培訓(xùn)、技術(shù)考核，機(jī)艙值班、安全與防污染管理，定期考核部門人員并提出處理意見；

1、根據(jù)工會(huì)委員會(huì)的工作計(jì)劃，開展有關(guān)的婦女工作；

2、負(fù)責(zé)組織公司開展的婦女衛(wèi)生健康檢查工作，維護(hù)女教職工的身體健康與合法權(quán)益；

3、開展有益于婦女身心健康的文化娛樂活動(dòng)及有關(guān)講座；

4、對(duì)孕、產(chǎn)婦及有困難的同志進(jìn)行送溫暖活動(dòng)；

5、做好會(huì)員的計(jì)劃生育宣傳和思想教育工作。

生活委員職責(zé)：

1、關(guān)心工會(huì)會(huì)員生活，經(jīng)常了解會(huì)員生活狀況，為會(huì)員辦實(shí)事，盡力改善會(huì)員的工作和生活條件。

2、參加有關(guān)住房改革、補(bǔ)助、資金發(fā)放等關(guān)系會(huì)員切身利益問題的研究討論。

3、協(xié)助組織委員進(jìn)行參觀學(xué)習(xí)，職工體檢、療休養(yǎng)等活動(dòng)。

4、為困難職工排憂解難，建立完善特困職工檔案。

文體委員職責(zé)：

1． 負(fù)責(zé)組織和開展系列文化、體育活動(dòng)；

2． 發(fā)動(dòng)廣大會(huì)員開展適合校教職工的全民健身運(yùn)動(dòng)； 3． 組織開展各種健康的文化娛樂活動(dòng)； 4． 協(xié)助公司開展各項(xiàng)活動(dòng)。

宣傳委員職責(zé)：

1、負(fù)責(zé)本工會(huì)的宣傳教育工作；

2、宣傳勞動(dòng)保護(hù)和安全知識(shí)；

3、承擔(dān)工會(huì)《工會(huì)通訊》通訊員任務(wù)，及時(shí)將工會(huì)的活動(dòng)信息以稿件形式提供工會(huì)辦公室，要求每年寫通訊稿2篇以上；

4、做好本單位的墻報(bào)、黑板報(bào)等宣傳欄工作；

5、協(xié)助公司開展各項(xiàng)活動(dòng)。
