Since its founding nine years ago, FOCAC has played a major role in guiding and promoting the development of China-Africa relations and become a bridge of friendship and a platform of cooperation between China and Africa.In the three years since the Beijing Summit in particular, the two sides have worked together to build the new type of strategic partnership featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges.Together, we have opened a new chapter in China-Africa cooperation.——政治互信不斷增強(qiáng)。雙方高層往來(lái)更加頻繁、外交磋商與戰(zhàn)略對(duì)話日趨密切，非洲國(guó)家在涉及中國(guó)核心利益問(wèn)題上更加堅(jiān)定地支持中方，中非在重大國(guó)際和地區(qū)事務(wù)中相互協(xié)調(diào)配合，維護(hù)和擴(kuò)大了廣大發(fā)展中國(guó)家的共同利益。

--We have enhanced political mutual trust.The two sides have had more frequent high-level exchanges and stepped up diplomatic consultations and strategic dialogue.African countries have given even stronger support to China on issues concerning China's core interests.China and Africa have cooperated and coordinated with each other on major international and regional issues and jointly safeguarded and expanded the common interests of developing countries.——經(jīng)貿(mào)合作日益深化。２００８年中非貿(mào)易突破千億美元，同中國(guó)有貿(mào)易往來(lái)的非洲國(guó)家增加到５３個(gè)；中國(guó)在非洲開工建設(shè)６個(gè)經(jīng)貿(mào)合作區(qū)，中國(guó)企業(yè)到非洲國(guó)家落戶增加到近１６００家，直接投資存量達(dá)到７８億美元；工程承包和勞務(wù)合作規(guī)模不斷擴(kuò)大，金融合作方興未艾。

--We have strengthened economic cooperation and trade.Last year, China-Africa trade exceeded 100 billion U.S.dollars and the number of African countries trading with China grew to 53.China has begun construction of the six economic and trade cooperation zones in Africa.Nearly 1,600 Chinese enterprises have started business in African countries with a direct investment stock of 7.8 billion U.S.dollars.Project contracting and labor services cooperation between the two sides have been expanding, and financial cooperation is gaining momentum.——中國(guó)擴(kuò)大對(duì)非援助取得實(shí)效。中國(guó)在遭受國(guó)際金融危機(jī)沖擊、自身面臨不少困難的情況下，信守諾言，全面落實(shí)北京峰會(huì)的承諾，對(duì)非援助規(guī)模翻了一番，免除３３國(guó)１６８筆債務(wù)已近尾聲，總計(jì)５０億美元的優(yōu)惠性質(zhì)貸款近期將全部到位，首期１０億美元的中非發(fā)展基金如期啟動(dòng)。這些不僅促進(jìn)了非洲自我發(fā)展能力建設(shè)，也為非洲國(guó)家應(yīng)對(duì)國(guó)際金融危機(jī)的沖擊發(fā)揮了積極作用。--The increase in China's assistance to Africa has produced practical results.Despite the impact of the international financial crisis and the many difficulties we face at home, we have honored the commitments we made at the Beijing Summit in an all-round way.Our assistance to Africa has been doubled.The plan to cancel 168 debts owed by 33 African countries is near completion.The 5 billion U.S.dollars of concessional loans will be fully in place soon.The China-Africa Development Fund, whose first tranche reached 1 billion U.S.dollars, has become operational as scheduled.These measures have not only added to Africa's capacity for self-development but also helped African countries in their effort to counter the financial crisis.——人文交流蓬勃開展。文教、衛(wèi)生、人力資源培訓(xùn)等領(lǐng)域的交流與合作發(fā)展迅猛，中國(guó)為非洲國(guó)家培訓(xùn)各類人員年底以前將達(dá)到１５０００人，青年、婦女、友好省市等領(lǐng)域的交往日趨頻繁，進(jìn)一步加深了相互理解和傳統(tǒng)友誼。

The rapidly growing relations and cooperation between China and Africa have attracted the world's attention in recent years.I would like to point out that it was not just a few years ago that China suddenly started its presence in Africa or Africa started its support for China.As early as in the 1950s and '60s, China and Africa fought shoulder to shoulder in the historic struggle against imperialism, colonialism and hegemony and worked side by side in the hard endeavor to revive our respective national economies.The Tanzania-Zambia Railway, the Chinese medical teams and the young Chinese volunteers in Africa are vivid examples of China's selfless assistance to this continent, while Africa's tremendous effort in helping restore China's seat in the United Nations, the successful Beijing Olympic torch relay in Africa and Africa's generous donations to the victims of the Wenchuan earthquake in China give full expression to the friendship of the African people toward the Chinese people.The Chinese government and people respect the right of African countries to independently choose their social systems and support the African people in exploring development paths that suit their national conditions.We firmly believe that Africa is fully capable of solving its own problems in an African way.The economic cooperation and trade between China and Africa are based on mutual benefit, win-win progress, openness and transparency.China has never attached any political strings to its support and assistance to Africa, and nor will it do so in the future.China welcomes the active involvement of other countries and international organizations in Africa's development so that we can jointly promote peace, development and progress in Africa.中非關(guān)系能夠經(jīng)受住國(guó)際風(fēng)云變幻的考驗(yàn)，始終保持蓬勃發(fā)展的勢(shì)頭，患難與共、相互支持是基礎(chǔ)；相互尊重、平等相待是核心；互利合作、共同發(fā)展是關(guān)鍵。當(dāng)今世界正在經(jīng)歷空前的大變革、大調(diào)整，中非同屬發(fā)展中國(guó)家，既面臨著加快發(fā)展的難得的歷史機(jī)遇，也面臨著紛繁復(fù)雜的全球性挑戰(zhàn)。雙方進(jìn)一步加強(qiáng)互利合作，有利于充分發(fā)揮各自優(yōu)勢(shì)，實(shí)現(xiàn)共同發(fā)展；有利于帶動(dòng)國(guó)際社會(huì)更加關(guān)注非洲，幫助非洲加快實(shí)現(xiàn)千年發(fā)展目標(biāo)；有利于促進(jìn)南南合作，提升發(fā)展中國(guó)家在國(guó)際政治、經(jīng)濟(jì)格局中的整體地位；有利于推動(dòng)國(guó)際關(guān)系民主化和國(guó)際秩序公正化，建設(shè)持久和平、共同繁榮的和諧世界。

China-Africa relations have withstood the test of international vicissitudes and maintained the momentum of robust growth.Our relationship is based on mutual support, particularly during times of adversity.It is guided by the core principle of mutual respect and equality.It is driven by our joint endeavor to pursue mutually-beneficial cooperation and common development.The world today is undergoing unprecedented changes and adjustments.We are all developing countries and face both rare historic opportunities for faster development and complex global challenges.We should enhance mutually beneficial cooperation.Cooperation between us will enable us to bring out our respective strengths and achieve common development.Cooperation between us will encourage the international community to pay greater attention to Africa and help it attain the Millennium Development Goals(MDGs)at an early date.Cooperation between us will catalyze South-South cooperation and enhance the collective standing of developing countries in the international political and economic architecture.Cooperation between us will promote democracy in international relations and justice in the international order and contribute to the effort of building a harmonious world of enduring peace and common prosperity.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，當(dāng)前，與其他地區(qū)一樣，非洲也面臨著金融危機(jī)、氣候變化等全球性問(wèn)題的挑戰(zhàn)。金融市場(chǎng)波動(dòng)，經(jīng)濟(jì)大幅下滑，外資流入銳減，一些國(guó)家和地區(qū)出現(xiàn)動(dòng)蕩，實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo)任務(wù)更加艱巨；受氣候變化的影響，水旱災(zāi)害頻繁、沙漠化加劇、物種減少、糧食減產(chǎn)、生態(tài)環(huán)境惡化，可持續(xù)發(fā)展面臨嚴(yán)重威脅。

Like other parts of the world, Africa is faced with various global challenges, including the financial crisis and climate change.Your task of meeting the MDGs has been made more difficultby the financial market volatility, sharp economic slowdown, drastic decline in foreign capital and the turmoil in some countries and regions in Africa.And your effort to achieve sustainable development has been seriously threatened by the frequent floods and droughts, the spread of desertification, extinction of some species, drop in food production and environmental degradation caused by climate change.非洲人口占世界的１／７，是發(fā)展中國(guó)家最集中的大陸，非洲的發(fā)展，是實(shí)現(xiàn)世界經(jīng)濟(jì)發(fā)展不可或缺的組成部分。作為非洲真誠(chéng)可靠的朋友，中國(guó)對(duì)非洲面臨的困難和挑戰(zhàn)感同身受。中國(guó)呼吁國(guó)際社會(huì)要增強(qiáng)緊迫感，更加切實(shí)有效地支持非洲發(fā)展。一是堅(jiān)持落實(shí)千年發(fā)展目標(biāo)的決心不動(dòng)搖，措施不減弱，切實(shí)履行對(duì)非援助承諾，積極為非洲創(chuàng)造有利的國(guó)際經(jīng)濟(jì)、貿(mào)易、金融等外部條件。二是深刻認(rèn)識(shí)非洲國(guó)家提高適應(yīng)氣候變化能力的迫切需要，理解和支持非洲國(guó)家的合理關(guān)切和訴求，把幫助非洲應(yīng)對(duì)氣候變化與提高可持續(xù)發(fā)展能力緊密結(jié)合起來(lái)，通過(guò)綜合治理，促進(jìn)非洲的全面協(xié)調(diào)發(fā)展。三是對(duì)非洲國(guó)家在應(yīng)對(duì)糧食安全、能源安全、流行性疾病等其他全球性問(wèn)題面臨的特殊困難，給予更多理解、支持和幫助。

Africa is home to one seventh of the world's population and has more developing countries than any other continent.Africa' s development is indispensable to development of the world economy.As a true and tested friend, China fully understands the difficulties and challenges facing Africa.We call upon the international community to have a greater sense of urgency and take more concrete steps to support Africa's development.First, the international community should not waver in its resolve or weaken its effort to help Africa meet the MDGs.It should take credible steps to honor the commitment of assistance to Africa and actively foster an enabling external environment of international economy, trade and finance.Second, the international community should have a keen appreciation of African countries' pressing need for stronger capacity in adapting to climate change, understand and support their legitimate concerns and demands, and help them better meet the climate challenge in the larger context of enhancing Africa' s ability for achieving sustainable development.Such a holistic approach will help Africa realize all-round and balanced development.Third, the international community should show more understanding of the special difficulties facing Africa in addressing such global issues as food security, energy security and epidemic diseases, and render them greater support and assistance.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，在新形勢(shì)下，中國(guó)愿意和非洲國(guó)家不斷深化各領(lǐng)域務(wù)實(shí)合作，全面推進(jìn)中非新型戰(zhàn)略伙伴關(guān)系。為此，我愿提出以下建議：

Under the new circumstances, China is ready to deepen practical cooperation with African countries in diverse areas and push forward in an all-round way the new type of China-Africa strategic partnership.I wish to make, in this connection, the following proposals: 第一，加強(qiáng)戰(zhàn)略協(xié)調(diào)，維護(hù)共同利益。保持高層交往勢(shì)頭，密切政治對(duì)話和磋商，就雙方共同關(guān)心的重大全球性問(wèn)題加強(qiáng)協(xié)調(diào)配合，提升發(fā)展中國(guó)家在國(guó)際體系中的發(fā)言權(quán)和代表性，共同推動(dòng)國(guó)際政治經(jīng)濟(jì)秩序朝著更加公正合理的方向發(fā)展。中國(guó)將一如既往地在國(guó)際場(chǎng)合為非洲仗義執(zhí)言，維護(hù)非洲國(guó)家的利益，同時(shí)與非洲國(guó)家加強(qiáng)應(yīng)對(duì)全球性挑戰(zhàn)策略和經(jīng)驗(yàn)方面的交流，幫助非洲國(guó)家提高應(yīng)對(duì)能力和自我發(fā)展能力。

First, strengthen strategic coordination to uphold common interests.The two sides should maintain high-level exchanges, engage in closer political dialogue and consultations and step up coordination and cooperation on major global issues of mutual interest, so as to increase the voice and representation of developing countries in the international system and jointly build a more just and reasonable international political and economic order.China will, as always, speak up for Africa and safeguard the interests of African countries on international occasions.We will make greater effort to share strategies and experience with African countries in meeting global challenges and help them enhance capacities and achieve self-development.第二，落實(shí)千年發(fā)展目標(biāo)，改善非洲民生。發(fā)展經(jīng)濟(jì)、消除貧困、改善民生，是非洲國(guó)家的首要任務(wù)。中國(guó)將繼續(xù)在力所能及范圍內(nèi)增加對(duì)非援助、減免非洲國(guó)家債務(wù)，優(yōu)化對(duì)非援助結(jié)構(gòu)，使援助項(xiàng)目進(jìn)一步向農(nóng)業(yè)、教育、醫(yī)療衛(wèi)生、減貧、清潔飲用水等攸關(guān)民生的領(lǐng)域傾斜，幫助非洲盡早實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo)。

Second, meet the MDGs and improve the livelihood of the African people.Economic development, poverty eradication and improvement of people's lives are top priorities for African countries.China will continue to increase assistance to Africa and reduce or cancel debts owed by African countries within the realm of its capabilities.We will restructure our assistance programs to better meet the needs on the ground.We will put more emphasis on agriculture, education, health, poverty reduction and clean drinking water and other areas that are vital to people's well-being when providing assistance, and help Africa attain the MDGs at an early date.第三，提升經(jīng)貿(mào)合作，實(shí)現(xiàn)互利共贏。中非經(jīng)濟(jì)互補(bǔ)性很強(qiáng)，互利合作前景廣闊。應(yīng)大力發(fā)展中非貿(mào)易，盡快扭轉(zhuǎn)今年雙邊貿(mào)易下滑態(tài)勢(shì)，積極擴(kuò)大非洲商品對(duì)華出口。中國(guó)鼓勵(lì)更多企業(yè)赴非洲投資，引導(dǎo)中國(guó)企業(yè)更多承擔(dān)社會(huì)責(zé)任，同當(dāng)?shù)厝嗣窈湍老嗵帯Ｒ褜?duì)非經(jīng)貿(mào)合作同技術(shù)轉(zhuǎn)讓結(jié)合起來(lái)，大力幫助非洲培訓(xùn)技術(shù)人員和管理人才。

Third, enhance economic cooperation and trade to realize mutual benefit and win-win progress.The strong economic complementarity between China and Africa offers us broad prospects for mutually beneficial cooperation.We should work hard to increase trade, speedily reverse the trade downturn since the beginning of this year and increase export of African goods to China.China will encourage more enterprises to invest in Africa and ask them to shoulder more social responsibilities and live in amity with the local people.We will combine economic cooperation and trade with technology transfer and take active steps to train technical and managerial personnel for African countries.第四，促進(jìn)人文交流，鞏固中非友好。中非都有著燦爛多姿的文化。雙方應(yīng)進(jìn)一步加強(qiáng)文化交流和借鑒，鼓勵(lì)雙方舉辦各種文化節(jié)、藝術(shù)展和體育賽事，支持雙方民間組織、新聞媒體、學(xué)術(shù)機(jī)構(gòu)密切聯(lián)系。中國(guó)將繼續(xù)支持非洲發(fā)展教育、衛(wèi)生、科技等社會(huì)事業(yè)，歡迎非洲各國(guó)參與上海世博會(huì)，充分展示非洲各領(lǐng)域的發(fā)展成果。

Fourth, promote people-to-people exchanges to solidify China-Africa friendship.Both China and Africa have a rich and splendid culture.The two sides should step up cultural exchanges and mutual learning, encourage the organization of culture festivals, art exhibitions and sports events, and support closer interactions among non-governmental organizations, news media and academic institutions.China will continue to support Africa in developing education, health, science and technology and other social programs.We welcome African countries to participate in the Shanghai World Expo to showcase Africa's development achievements in various fields.第五，拓寬合作領(lǐng)域，加強(qiáng)機(jī)制建設(shè)。中方愿加大對(duì)非洲和平安全事務(wù)的參與，增加對(duì)非洲一體化建設(shè)的支持，擴(kuò)大同非洲區(qū)域性組織的合作。愿與非方共同努力，推進(jìn)中非合作論壇機(jī)制建設(shè)，促進(jìn)雙方職能部門在論壇框架下開展合作，強(qiáng)化和擴(kuò)展論壇對(duì)中非關(guān)系的促進(jìn)和引領(lǐng)作用。

Fifth, expand areas of cooperation and advance FOCAC institutional building.China is willing to increase involvement in the settlement of issues concerning peace and security in Africa, provide more support to African integration and expand cooperation with sub-regional organizations in Africa.We will work with you to promote FOCAC institutional building, strengthen cooperation between the functional departments of the two sides within the FOCAC framework, and enhance and expand FOCAC's role in promoting and guiding China-Africa relations.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，中國(guó)人民對(duì)非洲人民的感情是真誠(chéng)的，中國(guó)對(duì)非洲發(fā)展的支持是實(shí)實(shí)在在的。今后不管世界風(fēng)云如何變化，我們同非洲人民的友誼不會(huì)變，與非洲深化互利合作、實(shí)現(xiàn)共同發(fā)展的決心不會(huì)變，支持非洲經(jīng)濟(jì)社會(huì)發(fā)展的政策不會(huì)變。在今后３年，中國(guó)政府將采取八項(xiàng)新舉措推進(jìn)中非合作：

The Chinese people cherish sincere friendship towards the African people, and China's support to Africa's development is concrete and real.Whatever change may take place in the world, our friendship with Africa will not change, our commitment to deepening mutually beneficial cooperation and achieving common development with Africa will not change, and our policy of supporting Africa's economic and social development will not change.During the next three years, the Chinese government will take the following eight new measures to strengthen China-Africa cooperation:

第一，倡議建立中非應(yīng)對(duì)氣候變化伙伴關(guān)系，不定期舉行高官磋商，在衛(wèi)星氣象監(jiān)測(cè)、新能源開發(fā)利用、沙漠化防治、城市環(huán)境保護(hù)等領(lǐng)域加強(qiáng)合作。中方?jīng)Q定為非洲援建太陽(yáng)能、沼氣、小水電等１００個(gè)清潔能源項(xiàng)目。

First, we propose to establish a China-Africa partnership in addressing climate change.We will hold senior officials' consultations with African countries from time to time, and enhance cooperation on satellite weather monitoring, development and utilization of new energy sources, prevention and control of desertification and urban environmental protection.We have decided to build 100 clean energy projects for Africa covering solar power, bio-gas and small hydro-power.第二，加強(qiáng)科技合作，倡議啟動(dòng)“中非科技伙伴計(jì)劃”，實(shí)施１００個(gè)中非聯(lián)合科技研究示范項(xiàng)目，接收１００名非洲博士后來(lái)華進(jìn)行科研工作，并為其回國(guó)服務(wù)提供資助。Second, we will enhance cooperation with Africa in science and technology.We propose to launch a China-Africa science and technology partnership, under which we will carry out 100 joint demonstration projects on scientific and technological research, receive 100 African postdoctoral fellows to conduct scientific research in China and assist them in going back and serving their home countries.第三，增加非洲融資能力，向非洲國(guó)家提供１００億美元優(yōu)惠性質(zhì)貸款；支持中國(guó)金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，金額１０億美元。對(duì)非洲與中國(guó)建交的重債窮國(guó)和最不發(fā)達(dá)國(guó)家，免除截至２００９年底對(duì)華到期未還的政府無(wú)息貸款債務(wù)。

Third, we will help Africa build up financing capacity.We will provide 10 billion U.S.dollars in concessional loans to African countries, and support Chinese financial institutions in setting up a 1 billion U.S.dollar special loan for small and medium-sized African businesses.For the heavily indebted poor countries and least developed countries in Africa having diplomatic relations with China, we will cancel their debts associated with interest-free government loans due to mature by the end of 2009.第四，擴(kuò)大對(duì)非產(chǎn)品開放市場(chǎng)，逐步給予非洲與中國(guó)建交的最不發(fā)達(dá)國(guó)家９５％的產(chǎn)品免關(guān)稅待遇，２０１０年年內(nèi)首先對(duì)６０％的產(chǎn)品實(shí)施免關(guān)稅。

Fourth, we will further open up China's market to African products.We will phase in zero-tariff treatment to 95 percent of the products from the least developed African countries having diplomatic relations with China, starting with 60 percent of the products within 2010.第五，進(jìn)一步加強(qiáng)農(nóng)業(yè)合作，為非洲國(guó)家援建的農(nóng)業(yè)示范中心增加到２０個(gè)，向非洲派遣５０個(gè)農(nóng)業(yè)技術(shù)組，為非洲國(guó)家培訓(xùn)２０００名農(nóng)業(yè)技術(shù)人員，提高非洲實(shí)現(xiàn)糧食安全的能力。

Fifth, we will further enhance cooperation with Africa in agriculture.We will increase the number of agricultural technology demonstration centers built by China in Africa to 20, send 50 agricultural technology teams to Africa and train 2,000 agricultural technology personnel for Africa, in order to help strengthen Africa' s ability to ensure food security.第六，深化醫(yī)療衛(wèi)生合作，為援非３０所醫(yī)院和３０個(gè)瘧疾防治中心提供價(jià)值５億元人民幣的醫(yī)療設(shè)備和抗瘧物資，為非洲培訓(xùn)３０００名醫(yī)護(hù)人員。

Sixth, we will deepen cooperation in medical care and health.We will provide medical equipments and anti-malaria materials worth 500 million yuan to the 30 hospitals and 30 malaria prevention and treatment centers built by China and train 3,000 doctors and nurses for Africa.第七，加強(qiáng)人力資源開發(fā)和教育合作，為非洲國(guó)家援助５０所中非友好學(xué)校，培訓(xùn)１５００名校長(zhǎng)和教師；到２０１２年，向非洲提供的中國(guó)政府獎(jiǎng)學(xué)金名額將增至５５００名；今后３年為非洲培訓(xùn)各類人才總計(jì)２萬(wàn)名。

Seventh, we will enhance cooperation in human resources development and education.We will build 50 China-Africa friendship schools and train 1,500 school principals and teachers for African countries.By 2012, we will increase the number of Chinese government scholarships to Africa to 5,500.And we will train a total of 20,000 professionals of various fields for Africa over the next three years.第八，擴(kuò)大人文交流，倡議實(shí)施“中非聯(lián)合研究交流計(jì)劃”，促進(jìn)學(xué)者、智庫(kù)交往合作，交流發(fā)展經(jīng)驗(yàn)，并為雙方出臺(tái)更好合作政策提供智力支持。

Eighth, we will expand people-to-people and cultural exchanges.We propose to launch a China-Africa joint research and exchange program, which will enable scholars and think tanks to have more exchanges and cooperation, share development experience, and provide intellectual support for formulating better cooperation policies by the two sides.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，５３年前，埃及成為非洲第一個(gè)與新中國(guó)建交的國(guó)家。中埃建交開啟了中非關(guān)系的新紀(jì)元。今天，在埃及召開的中非合作論壇第四屆部長(zhǎng)級(jí)會(huì)議，將成為中非關(guān)系進(jìn)一步發(fā)展的新起點(diǎn)。非洲有句諺語(yǔ)：獨(dú)行可以走得快，結(jié)伴才能走得遠(yuǎn)。中國(guó)也有句諺語(yǔ)：路遙知馬力，日久見人心。我相信，只要中非雙方同心協(xié)力、開拓進(jìn)取、平等互利，我們就完全能夠抓住機(jī)遇、戰(zhàn)勝挑戰(zhàn)，中非新型戰(zhàn)略伙伴關(guān)系就一定會(huì)邁上新的臺(tái)階，中非友誼與合作就一定會(huì)不斷地結(jié)出更加豐碩的成果。

Egypt was the first African country to enter into diplomatic relations with the People' s Republic of China.The establishment of diplomatic ties between China and Egypt 53 years ago opened a new era in China-Africa relations.Today, Egypt is playing host to the 4th FOCAC Ministerial Conference, which will mark a new starting point in China-Africa relations.There is an African proverb which says, “If you want to go quickly, go alone.If you want to go far, go together.” There is also a Chinese saying that goes, “As distance can test a horse's strength, so time can reveal a person's heart.” I am convinced that as long as China and Africago hand in hand with an enterprising spirit and cooperate on the basis of equality and mutual benefit, we will seize opportunities and overcome challenges to take the new type of China-Africa strategic partnership to a new level, and make China-Africa friendship and cooperation even more fruitful.最后，預(yù)祝本屆論壇部長(zhǎng)級(jí)會(huì)議圓滿成功！

2009年11月，中非合作論壇第四屆部長(zhǎng)級(jí)會(huì)議上，溫家寶總理代表中國(guó)政府宣布了中非務(wù)實(shí)合作新8項(xiàng)舉措。會(huì)上，中非雙方還通過(guò)了《中非合作論壇沙姆沙伊赫行動(dòng)計(jì)劃（2010至2012年）》，對(duì)未來(lái)三年的合作進(jìn)行了全面規(guī)劃。按照中方在會(huì)上做出的承諾，在經(jīng)貿(mào)合作領(lǐng)域，未來(lái)三年中方將實(shí)施八個(gè)方面的新舉措，涉及農(nóng)業(yè)和糧食生產(chǎn)，醫(yī)療衛(wèi)生和重大疾病防治，教育、培訓(xùn)和學(xué)者交流，清潔能源和衛(wèi)生用水，提供貸款，促進(jìn)貿(mào)易，減免債務(wù)，擴(kuò)大投資等內(nèi)容。

政策解讀：農(nóng)業(yè)是大部分非洲國(guó)家的支柱產(chǎn)業(yè)和優(yōu)先發(fā)展領(lǐng)域，糧食安全事關(guān)非洲的穩(wěn)定發(fā)展和脫貧減困。中國(guó)一貫重視與非洲開展農(nóng)業(yè)領(lǐng)域的合作，根據(jù)非洲各國(guó)的需求，充分發(fā)揮中方在農(nóng)業(yè)技術(shù)、人員、資金等方面的優(yōu)勢(shì)，通過(guò)傳授和推廣先進(jìn)農(nóng)業(yè)生產(chǎn)管理經(jīng)驗(yàn)和實(shí)用技術(shù)，幫助非洲國(guó)家加快農(nóng)業(yè)發(fā)展，推動(dòng)實(shí)現(xiàn)糧食自給和脫貧減困的基本目標(biāo)。2006年中非合作論壇北京峰會(huì)以來(lái)，中國(guó)政府積極落實(shí)胡錦濤主席在峰會(huì)上宣布的農(nóng)業(yè)援助措施。目前中方已在非洲啟動(dòng)了15個(gè)農(nóng)業(yè)技術(shù)示范中心援建項(xiàng)目，其中13個(gè)已開工建設(shè)。中方還派遣了104名高級(jí)農(nóng)業(yè)專家赴33個(gè)非洲國(guó)家工作。未來(lái)三年內(nèi)，中方將加快現(xiàn)有農(nóng)業(yè)技術(shù)示范中心項(xiàng)目的建設(shè)，并使援建農(nóng)業(yè)技術(shù)示范中心的數(shù)量增至20個(gè)，派遣50個(gè)農(nóng)業(yè)技術(shù)專家組到非洲開展農(nóng)業(yè)技術(shù)合作，提供政策規(guī)劃咨詢服務(wù)，培育優(yōu)良品種，傳授推廣農(nóng)業(yè)實(shí)用技術(shù)，幫助非洲國(guó)家提高農(nóng)業(yè)發(fā)展和糧食安全保障能力。

舉措二：加強(qiáng)醫(yī)療衛(wèi)生領(lǐng)域合作，幫助非洲國(guó)家改善醫(yī)療條件并提高防治瘧疾、保障人民健康的能力。為援非30所醫(yī)院和30個(gè)瘧疾防治中心提供價(jià)值5億元人民幣的醫(yī)療設(shè)備和抗瘧物資。

政策解讀：醫(yī)療衛(wèi)生領(lǐng)域一直是中非合作的重點(diǎn)領(lǐng)域。長(zhǎng)期以來(lái)，非洲人民飽受瘧疾等疾病困擾，為幫助非洲國(guó)家改善醫(yī)療條件并提高防治瘧疾、保障人民健康的能力，過(guò)去三年，根據(jù)非洲國(guó)家的實(shí)際需求，中方在非洲實(shí)施了援助30所醫(yī)院、設(shè)立30個(gè)瘧疾防治中心、提供青蒿素藥品等一系列醫(yī)療衛(wèi)生領(lǐng)域援助項(xiàng)目。同期，還派遣了900多名醫(yī)療隊(duì)員到非洲42個(gè)國(guó)家工作，累計(jì)診斷病人500多萬(wàn)人次，幫助非洲國(guó)家緩解醫(yī)療資源不足的問(wèn)題。至今，中國(guó)已累計(jì)向非洲國(guó)家派遣醫(yī)療隊(duì)員1.7萬(wàn)人次。為進(jìn)一步加強(qiáng)中非在醫(yī)療衛(wèi)生領(lǐng)域的合作，未來(lái)三年，中方將與非方共同努力抓緊完成援助醫(yī)院的建設(shè)工作，爭(zhēng)取早日投入使用。中方將繼續(xù)向有關(guān)非洲國(guó)家派遣醫(yī)護(hù)人員，向瘧疾防治中心派遣巡回專家組，并提供醫(yī)療設(shè)備和抗瘧物資。三年內(nèi)，中方還將為非洲國(guó)家培訓(xùn)3000名醫(yī)護(hù)人員。中方希望通過(guò)這些措施幫助非洲地區(qū)提高醫(yī)療水平和瘧疾防治能力，保證現(xiàn)有合作項(xiàng)目可持續(xù)發(fā)展，更好、更長(zhǎng)久地服務(wù)于非洲人民。

舉措三：加強(qiáng)教育和人力資源開發(fā)合作，幫助非洲國(guó)家提高自主發(fā)展能力。為非洲國(guó)家援助50所中非友好學(xué)校；為非洲國(guó)家培訓(xùn)2萬(wàn)人，其中包括1500名校長(zhǎng)和教師、2000名農(nóng)業(yè)技術(shù)人員及3000名醫(yī)護(hù)人員；提供150萬(wàn)美元，支持“非洲發(fā)展新伙伴計(jì)劃”的人力資源培訓(xùn)計(jì)劃。

舉措四：加強(qiáng)清潔能源開發(fā)利用和衛(wèi)生用水合作，幫助非洲國(guó)家提高適應(yīng)氣候變化、保護(hù)環(huán)境、保障人民用水安全的能力。為非洲國(guó)家援助100個(gè)沼氣、太陽(yáng)能、小水電等小型清潔能源項(xiàng)目和小型打井供水項(xiàng)目。

政策解讀：環(huán)境保護(hù)和氣候變化問(wèn)題日益成為全球關(guān)注的熱點(diǎn)。在此方面，非洲也面臨挑戰(zhàn)，需要國(guó)際社會(huì)在資金、技術(shù)、人員培養(yǎng)等方面提供幫助。中國(guó)在沼氣、太陽(yáng)能、小水電等小型清潔能源領(lǐng)域積累了較多成功經(jīng)驗(yàn)。為緩解非洲國(guó)家在發(fā)展過(guò)程中面臨的能源短缺問(wèn)題，有效應(yīng)對(duì)環(huán)境保護(hù)和氣候變化方面所面臨的挑戰(zhàn)，中方愿積極與非方開展上述領(lǐng)域的合作，傳授并推廣中國(guó)的成熟技術(shù)和做法，幫助提高非洲人民的生活水平和應(yīng)對(duì)氣候變化能力。此外，許多非洲國(guó)家還面臨著嚴(yán)重的缺水和飲用水安全問(wèn)題，目前，約有3億非洲人民生活在缺水的困境中，撒哈拉沙漠以南非洲地區(qū)有40%以上的人缺少潔凈飲用水。

為與非洲國(guó)家共同應(yīng)對(duì)氣候變化，加強(qiáng)環(huán)境保護(hù)，提高保障人民用水安全的能力，未來(lái)三年，中國(guó)將結(jié)合非洲有關(guān)國(guó)家需求和實(shí)際情況，安排實(shí)施100個(gè)沼氣、小型太陽(yáng)能設(shè)備及節(jié)能燈、小水電等小型清潔能源項(xiàng)目和小型打井供水項(xiàng)目。

舉措五：提供各類信貸資金，幫助非洲國(guó)家發(fā)展經(jīng)濟(jì)，共同應(yīng)對(duì)國(guó)際金融危機(jī)。向非洲國(guó)家提供100億美元優(yōu)惠性質(zhì)貸款，主要用于基礎(chǔ)設(shè)施項(xiàng)目和社會(huì)發(fā)展項(xiàng)目；支持中國(guó)金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，金額10億美元，幫助非洲的中小企業(yè)發(fā)展。

政策解讀：為落實(shí)中非合作論壇北京峰會(huì)成果，2007—2009年中方共向非洲提供了30多億美元優(yōu)惠貸款和20億優(yōu)惠出口買方信貸，支持了非洲國(guó)家在交通、房建、電站、港口、電信等各領(lǐng)域建設(shè)，有效地促進(jìn)了中非互利合作，帶動(dòng)了非洲經(jīng)濟(jì)發(fā)展，受到非方普遍歡迎。為進(jìn)一步推動(dòng)中非經(jīng)貿(mào)往來(lái)，幫助非洲國(guó)家盡快擺脫當(dāng)前全球金融危機(jī)的不利影響，緩解非洲發(fā)展過(guò)程中資金不足的困難，未來(lái)三年，中方將繼續(xù)向非洲國(guó)家提供優(yōu)惠貸款和優(yōu)惠出口買方信貸，貸款與項(xiàng)目相結(jié)合，主要用于公路、鐵路、港口、機(jī)場(chǎng)、電力、通訊等基礎(chǔ)設(shè)施項(xiàng)目和低造價(jià)住房等公益福利型項(xiàng)目。

非洲中小企業(yè)在發(fā)展本國(guó)經(jīng)濟(jì)、增加當(dāng)?shù)鼐蜆I(yè)、維護(hù)社會(huì)穩(wěn)定方面有著重要作用，得到非洲各國(guó)的高度重視。在當(dāng)前國(guó)際金融危機(jī)背景下，幫助非洲中小企業(yè)渡過(guò)難關(guān)并不斷發(fā)展壯大，將為非洲國(guó)家穩(wěn)定就業(yè)，繁榮市場(chǎng)，發(fā)展經(jīng)濟(jì)發(fā)揮積極的作用。為此，中國(guó)政府支持中國(guó)國(guó)家開發(fā)銀行設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，本著市場(chǎng)運(yùn)作的原則向在非洲設(shè)立的中小企業(yè)提供融資支持，幫助其發(fā)展，促進(jìn)中非雙方中小企業(yè)的合作。中國(guó)國(guó)家開發(fā)銀行正在研究制訂相關(guān)實(shí)施方案。

舉措六：進(jìn)一步推動(dòng)中非貿(mào)易健康發(fā)展。逐步給予非洲所有與我建交的最不發(fā)達(dá)國(guó)家95%的產(chǎn)品免關(guān)稅待遇，2010年年內(nèi)首先對(duì)60%的產(chǎn)品實(shí)施免關(guān)稅；在華設(shè)立“非洲產(chǎn)品展銷中心”，對(duì)入駐的非洲企業(yè)給予減免費(fèi)用等優(yōu)惠政策，促進(jìn)非洲國(guó)家對(duì)華出口；在非洲國(guó)家建設(shè)3—5個(gè)物流中心，幫助非洲國(guó)家改善商業(yè)設(shè)施條件。

政策解讀：2005年中方開始對(duì)非洲最不發(fā)達(dá)國(guó)家實(shí)施部分輸華商品免關(guān)稅待遇。2006年中非合作論壇北京峰會(huì)后，又將受惠商品范圍擴(kuò)大至478個(gè)稅目。該政策實(shí)施以來(lái)，取得了顯著效果，已推動(dòng)了超過(guò)10億美元的非洲商品對(duì)華出口。為進(jìn)一步向非洲商品開放市場(chǎng)，增強(qiáng)非洲商品的出口競(jìng)爭(zhēng)能力，今后三年內(nèi)，中國(guó)政府將逐步給予非洲所有與中國(guó)建交的最不發(fā)達(dá)國(guó)家95%的產(chǎn)品免關(guān)稅待遇。2010年年內(nèi)首先對(duì)60%的產(chǎn)品實(shí)施免關(guān)稅，屆時(shí)非洲最不發(fā)達(dá)國(guó)家輸華免關(guān)稅受惠商品可由478個(gè)稅目擴(kuò)大到4700多個(gè)稅目。這是中國(guó)根據(jù)自身的經(jīng)濟(jì)實(shí)力做出的決定，是一種單方面、自愿的給惠政策，符合WTO規(guī)則。中方正在與有關(guān)非洲國(guó)家就此辦理有關(guān)手續(xù)，爭(zhēng)取使有關(guān)非洲國(guó)家盡早受益。

設(shè)立“非洲產(chǎn)品展銷中心”也是中方推出的促進(jìn)非洲商品對(duì)華出口的重要舉措之一。中心將設(shè)在中國(guó)浙江省義烏市的國(guó)際商貿(mào)城，總面積5000平方米，重點(diǎn)引進(jìn)非洲特色產(chǎn)品，通過(guò)借助義烏國(guó)際小商品貿(mào)易的平臺(tái)作用和品牌效應(yīng)，向中國(guó)的消費(fèi)者甚至全世界推介非洲商品?！爸行摹睂?duì)入駐的非洲企業(yè)給予減免費(fèi)用等優(yōu)惠和各項(xiàng)便利。

為推動(dòng)中非貿(mào)易健康發(fā)展，幫助非洲國(guó)家改善商業(yè)設(shè)施條件，今后三年，中方還將支持有關(guān)企業(yè)在非洲國(guó)家建設(shè)3—5個(gè)功能較為完備的商業(yè)物流中心。物流中心將吸引中國(guó)和非洲當(dāng)?shù)氐纳虡I(yè)企業(yè)入駐，集中展示雙方的名優(yōu)產(chǎn)品，并提供相應(yīng)的物流服務(wù)。

舉措七：繼續(xù)支持非洲國(guó)家減貧努力，免除非洲所有與中國(guó)建交的重債窮國(guó)和最不發(fā)達(dá)國(guó)家截至2009年底對(duì)華到期未還的政府無(wú)息貸款債務(wù)。

政策解讀：自2000年中非合作論壇成立以來(lái)，中方已免除了所有與中國(guó)有外交關(guān)系的非洲最不發(fā)達(dá)國(guó)家和重債窮國(guó)截至2005年底前到期未償無(wú)息貸款，共涉及35國(guó)310筆債務(wù)。目前非洲有38個(gè)國(guó)家屬于重債窮國(guó)或最不發(fā)達(dá)國(guó)家，發(fā)展問(wèn)題依然十分嚴(yán)峻。為支持這些非洲國(guó)家落實(shí)減貧計(jì)劃，盡早實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo)，中方將繼續(xù)減免非洲所有與中國(guó)有外交關(guān)系的重債窮國(guó)和最不發(fā)達(dá)國(guó)家的到期未還債務(wù)，盡快辦理截至2009年底對(duì)華到期未還政府無(wú)息貸款債務(wù)協(xié)議，減輕非洲國(guó)家債務(wù)負(fù)擔(dān)。

舉措八：進(jìn)一步落實(shí)北京峰會(huì)有關(guān)承諾，將中非發(fā)展基金規(guī)模增加到30億美元，支持中國(guó)企業(yè)擴(kuò)大對(duì)非投資。

政策解讀：設(shè)立中非發(fā)展基金，是北京峰會(huì)對(duì)非務(wù)實(shí)合作8項(xiàng)舉措之一。自2007年6月設(shè)立以來(lái)，中非發(fā)展基金在首期10億美元項(xiàng)下已累計(jì)完成31個(gè)項(xiàng)目的投資決策，帶動(dòng)項(xiàng)目總投資合計(jì)47.3億美元，其中基金擬投資合計(jì)7.6億美元。為支持更多有實(shí)力的、信譽(yù)好的中國(guó)企業(yè)到非洲投資，中方正在推動(dòng)基金二期啟動(dòng)工作，使中非發(fā)展基金規(guī)模增加到30億美元。

An Interpretation of New Measures on Economic and Trade Cooperation from 4th Ministerial Conference

In November 2009, at the 4th Ministerial Conference of Forum on China-Africa Cooperation, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa.During the conference, China and Africa also passed the Sharm El Sheikh Action Plan(2010-2012), mapping out a comprehensive plan for the next three years of cooperation.According to the commitments made by China at the conference, in the next three years in the area of economic and trade cooperation, China will implement eight new measures in: agriculture and food production;medical care, public health, prevention and treatment of major diseases;education, training and academic exchanges;clean energy and clean drinking water;loans;trade promotion;debt exemption;and investment expansion.These new measures are the major initiatives by Chinese government to advance the comprehensive development of the new type of China-Africa strategic partnership under the new circumstances.They serve to highlight that China highly values the traditional friendly relations with Africa, and that China has the goodwill to further cooperation based on equality and mutual benefit, and build a harmonious world of enduring peace and common prosperity.China, along with Africa, will diligently implement all the actions in the new measures of economic and trade cooperation, deepen practical cooperation, and join hands to tackle the challenges of financial crisis and climate change;China will help Africa to continually improve infrastructure, and solidify the foundation for economic and social development;China will support Africa to reduce poverty, enhance agriculture, education and health care levels, and improve the livelihood of the African people;China will expand cooperation effort on human resources development, and strive to train technical and management personnel who are urgently needed for African economic and social development.Measure #1: to strengthen agricultural exchanges and cooperation, help Africa to increase food production capacity;to increase the number of agricultural technology demonstration centers built by China in Africa to 20, and send 50 agricultural technology teams to Africa.Measure Interpreted: Agriculture is the pillar industry and priority development area for most African countries.Food security is also the foundation for sustainable development and poverty reduction in Africa.China has always put a strong emphasis on agricultural cooperation with Africa.Based on the needs of each African country, China takes full advantage of its strength in agricultural technology, personnel and capital to help African countries accelerate agricultural development and achieve the basic goals of food self-sufficiency and poverty reduction, through transfer and dissemination of advanced agricultural production management expertise and applicable technologies.Since the Beijing Summit of Forum on China-Africa Cooperation in 2006, China has actively implemented the agricultural assistance measures announced by Chinese President Hu Jintao at the summit.Today, China has initiated 15 agricultural technology demonstration center projects, 13 of which are already under construction.China has also sent 104 senior agricultural experts to work in 33 African countries.In the next three years, China will accelerate construction of the existing agricultural technology demonstration center projects, and increase the total number of agricultural technology demonstration centers to 20.China will also send 50 agricultural technology teams to African to develop agricultural technology cooperation, provide consulting services for policy making and planning, develop better grain varieties, transfer and disseminate applicable agricultural technologies, and help African countries to enhance their capacity to develop agriculture and ensure food security.Measure #2: to strengthen cooperation in medical care and public health, help African countries improve medical conditions, enhance capacity for malaria prevention and treatment, as well as public health protection;to provide medical equipment and anti-malaria materials worth RMB 500 million to the 30 hospitals and 30 malaria prevention and treatment centers built by China.Measure Interpreted: Medical care and public health has always been a key area for China-Africa cooperation.For many years, the African people suffered from malaria and other diseases.In order to help African countries improve medical conditions, enhance capacity for malaria prevention and treatment as well as public health care, in the last three years, based on the needs of Africa countries, China has carried out a series of medical and health care assistance projects, such as building 30 hospitals and 30 malaria prevention and treatment centers, and providing Artemisinin medicine.China has also sent about 900 medical personnel to 42 African countries, who have performed a total of 5 million patient/diagnosis services, helping to alleviate medical resources shortage in Africa.Up to date, China has sent to Africa a total of 17,000 medical personnel.To further strengthen cooperation in medical care and public health, in the next three years, China and Africa will work together to speedily complete the hospital construction projects and bring the hospitals into service at an early date.China will continue to send medical personnel to Africa, and send visiting experts for the malaria prevention and treatment centers, and provide medical equipment and anti-malaria medicine.China will also in the next three years train 3,000 doctors and nurses for Africa.It is the hope of China that these actions will help Africa enhance its medical service and malaria prevention and treatment capacity, and ensure the existing cooperation programs can serve African people in a sustainable, progressive and enduring way.Measure #3: to strengthen cooperation in education and human resources development, help African countries enhance capacity for self-development;to build 50 China-Africa friendship schools;to train 20,000 personnel for Africa, including 1,500 school headmasters and teachers, 2,000 agricultural technology personnel, 3,000 doctors and nurses;to provide 1.5 million U.S.dollars in support of human resources training under New Partnership for Africa's Development(NEPAD).Measure Interpreted: China highly values cooperation with Africa in education and human resources development.At the Beijing Summit, China announced the initiative to build 100 rural schools and train 15,000 personnel for Africa in the next three years.Since then, China has fulfilled its pledge by building 126 schools and improving conditions at some existing schools.This will provide schooling opportunities to 30,000 African children.China has held a total of 700 training sessions for African officials and technical personnel, covering 20 areas including economic development and trade, foreign policy, defense, public administration, medical care and public health, agriculture, fishing and animal husbandry, education, radio and television program production, science

technology，culture，environment

protection, telecommunications, transportation, finance, and energy.These sessions have trained a total of 16,000 personnel by the end of 2009.To further strengthen cooperation in education and human resources development, help African countries improve capacity for self-development, in the next three years, China will build an additional 50 China-Africa friendship schools, including primary, secondary and vocational schools, with necessary furnishings and teaching equipment.China will also train 20,000 personnel in different fields for Africa, including 1,500 school headmasters and teachers, 2,000 agricultural technology personnel, 3,000 doctors and nurses.The training will focus on economic development and trade, agriculture, education, public health, environment protection, science and technology.In 2006, Chinese Premier Wen Jiabao announced during visit to South Africa that China would donate 500,000 U.S.dollars to aid NEPAD's nurses and maternity assistants training program.This program has concluded smoothly and achieved satisfactory results.To bring benefits to more African women and children, China will donate another 1.5 million U.S.dollars to support NEPAD's continuation of this training program.Measure #4: to strengthen cooperation in clean energy development and utilization, and in clean drinking water;to help Africa enhance capacity to adapt to climate change, protect environment, and ensure drinking water safety;to build 100 small-sized well digging projects for water supply and clean energy projects of biogas, solar energy and small hydro-power plants.Measure Interpreted: Environment protection and climate change have increasingly become a key global concern.In this area, Africa also faces challenges, and needs capital, technology and personnel training assistance from international community.China has accumulated some successful experiences in the areas of bio-gas, solar power, and small hydro-power plants.To alleviate the energy shortage experienced by Africa in its development process, and meet environment protection and climate change challenges, China is willing to work actively with Africa on cooperation in these fields, to transfer and disseminate proven technologies and practices from China.This will help to raise the living standard for African people, and help Africa enhance the capacity to address climate change.In addition, many African countries also face severe water shortage and drinking water safety problems.Currently, about 300 million Africans still suffer from water shortage, with more than 40% people in sub-Sahara area without clean drinking water.In order to work with Africa to address climate change, strengthen environment protection, and enhance capacity to ensure drinking water safety for African people, in the next three years, China will undertake to implement 100 small-sized well digging projects for water supply and clean energy projects of biogas, small solar energy equipment, energy-efficient lights and small hydro-power plants, based on the needs and circumstances of African countries.Measure #5: to provide a variety of loans to help Africa develop economy and overcome global financial crisis;to provide Africa with 10 billion U.S.dollars in concessional loans, mainly for infrastructure and social development projects;to support Chinese financial institutions in setting up a 1 billion U.S.dollar special loan for African small and medium enterprises(SMEs), to help the growth of African SMEs.Measure Interpreted: to implement the commitments made at the Beijing Summit, from 2007 to 2009, China has provided 3 billion U.S.dollars in preferential loans and 2 billion U.S.dollars in preferential buyer credits to African countries, supporting African development in areas such as transportation, housing, power generation, port, telecommunications.This effectively facilitated China-Africa win-win cooperation, promoted African economic development and received general acclaim from Africa.To further advance economic and trade exchanges, and help Africa quickly overcome the adverse impact of global financial crisis, alleviate the capital shortage facing development in Africa, in the next three years, China will continue to provide preferential loans and preferential buyer credits to African countries.These loans and credits will be combined with projects, to be mainly used on infrastructure development like highway, railroad, seaport, airport, electrical power, telecommunication, and public welfare projects such as low-cost housing.African SMEs play a key role in developing national economy, increasing local employment and maintaining social stability, thus drawing special attention from African governments.In the current context of global financial crisis, any measure that can help African SMEs to overcome their difficulties and continue to develop and expand would play a positive role in helping Africa stabilize employment, increase market activities and develop economy.From this perspective, Chinese government supports China National Development Bank to set up a special loan for African SMEs.This loan, in accordance with the principle of market operation, will be used to provide financing support to African SMEs to help their development and facilitate cooperation of Chinese and African SMEs.China National Development Bank is currently studying on and formulating the relevant implementation plans.Measure #6: to further advance the sound development of China-Africa trade;to phase in zero-tariff treatment to 95 percent of the products from the least developed African countries(LDCs)having diplomatic relations with China, starting with 60 percent of the products within 2010;to set up African commodities trade center in China and adopt preferential policies such as fees reduction and wavering for participating African enterprises to promote export of African commodities to China;to establish three to five logistic centers in Africa to help improve business facilities in African countries.Measure Interpreted: In 2005, China started to grant zero-tariff treatment to some commodities of African LDCs destined for China.After the Beijing Summit in 2006, China expanded the tariff exemption list to 478 kinds of products.Since the measure went into effect, it has generated considerable benefits, advancing more than 1 billion U.S.dollars worth of African exports to China.To further open market access to Africa and increase the competitiveness of African export, in the next three years, China will phase in zero-tariff treatment to 95 percent of the products from the LDCs having diplomatic relations with China, starting with 60 percent of the products within 2010.By the end of the three years, the tariff exemption list for African LDCs will be expanded from 478 to 4700 kinds of products.This policy, based on China's economic strength, is a preferential treatment on a unilateral and voluntary basis, thus is in conformity with WTO rules.China and related African countries are following the proper procedures to implement this measure, to bring benefits to these countries as soon as possible.The establishment of African commodities trade center is another important step taken by China to promote African exports to China.The center will be based in the World Trade Center in Yiwu city, Zhejiang province, with a total space of 5,000 square meters.The center will focus on products with African characteristics and promote African products to Chinese and global consumers, by leveraging the platform and brand name status of the Yiwu International Small Commodities Distribution Center.The center will adopt preferential policies such as fees reduction and wavering, as well as other conveniences for participating African enterprises.To advance the sound development of China-Africa trade and help Africa to improve business facilities, in the next three years, China will support relevant Chinese enterprises to set up three to five full-service logistic centers in Africa.The centers will attract Chinese and African enterprises to sign up and showcase their best products, and will perform logistics services accordingly.Measure #7: to continue to support poverty reduction efforts by Africa;to cancel due debts of interest-free government loans that matured by the end of 2009 owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China.Measure Interpreted: Since the launch of Forum of China-Africa Cooperation in 2000, China has canceled due debts of interest-free loans that matured by the end of 2005 owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China.This cancellation involved 310 debts from 35 countries.Currently, there are 38 heavily-indebted poor countries and LDCs in Africa, who are still facing severe development challenges.To support these 全國(guó)政協(xié)副主席孫家正出席并宣布大會(huì)開幕。中國(guó)前外交官聯(lián)誼會(huì)會(huì)長(zhǎng)吉佩定在致辭中說(shuō)，中非友誼歷史深遠(yuǎn)、基礎(chǔ)深厚。自2000年中非合作論壇成立11年來(lái)，中非友誼得到快速發(fā)展。目前，世界經(jīng)濟(jì)復(fù)雜多變，全球經(jīng)濟(jì)在復(fù)蘇當(dāng)中面臨不少困難，中國(guó)和非洲應(yīng)促進(jìn)合作，共謀發(fā)展。

來(lái)自40余個(gè)非洲國(guó)家的政要、前政要及駐華大使參加了本次會(huì)議。馬里前總理凱塔代表非洲說(shuō)，中國(guó)多年來(lái)援助非洲贏得廣泛贊譽(yù)。非中雙邊關(guān)系豐富堅(jiān)實(shí)，經(jīng)受住了國(guó)際風(fēng)云變幻的考驗(yàn)。2010年中國(guó)已首次成為非洲最大貿(mào)易伙伴。今年仍保持高速增長(zhǎng)。希望以后進(jìn)一步加強(qiáng)非中的經(jīng)貿(mào)往來(lái)。

據(jù)介紹，中非合作圓桌會(huì)議每年召開一次大會(huì)，以推動(dòng)每三年一次的中非合作論壇部長(zhǎng)級(jí)會(huì)議后續(xù)行動(dòng)的落實(shí)。

中非合作圓桌會(huì)議的基本構(gòu)想是：民間友好、合作平臺(tái)；從公共外交的角度宣介中國(guó)政府的對(duì)非政策；為中國(guó)企業(yè)與非洲國(guó)家之間的交流互動(dòng)和中國(guó)企業(yè)之間相互學(xué)習(xí)借鑒提供機(jī)會(huì)；對(duì)中國(guó)企業(yè)走向非洲進(jìn)行必要的政策指引和提供業(yè)務(wù)咨詢。

本次會(huì)議由中國(guó)前外交官聯(lián)誼會(huì)、中國(guó)人權(quán)基金會(huì)等幾家機(jī)構(gòu)發(fā)起。主題是“友誼、合作、發(fā)展、共贏”。會(huì)議期間，中國(guó)企業(yè)之間、中國(guó)和非洲企業(yè)之間、中國(guó)企業(yè)和非洲駐華使館之間將進(jìn)行對(duì)接交流或者業(yè)務(wù)洽談。一些非洲國(guó)家的駐華使節(jié)還將介紹本國(guó)投資的機(jī)會(huì)和政策。

由科技部和國(guó)家發(fā)改委聯(lián)合舉辦的碳收集領(lǐng)導(dǎo)人論壇（CSLF）第四屆部長(zhǎng)級(jí)會(huì)議于2011年9月19-23日在北京舉行。科技部長(zhǎng)萬(wàn)鋼、國(guó)家發(fā)改委副主任解振華、美能源部長(zhǎng)朱棣文及CSLF成員國(guó)的部長(zhǎng)級(jí)高官和政府官員，國(guó)際組織、國(guó)內(nèi)外企業(yè)、大學(xué)、研究機(jī)構(gòu)和其他利益攸關(guān)方的代表近500人出席會(huì)議。

萬(wàn)鋼介紹了中國(guó)在CCUS相關(guān)技術(shù)政策、研發(fā)示范、能力建設(shè)、國(guó)際合作等方面開展的一系列工作。萬(wàn)鋼指出，未來(lái)十年將是決定全球CCUS技術(shù)未來(lái)發(fā)展最重要的時(shí)期，中方愿與各方一道，共同推動(dòng)CCUS技術(shù)的發(fā)展。

13億國(guó)撥經(jīng)費(fèi)力挺儀器研制

今年初，為貫徹落實(shí)《國(guó)家中長(zhǎng)期科學(xué)與技術(shù)發(fā)展規(guī)劃綱要（2006-2020年）》，推動(dòng)我國(guó)重大科研儀器設(shè)備自主研制工作，中央財(cái)政撥專款設(shè)立國(guó)家重大科研儀器設(shè)備研制專項(xiàng)。按照《國(guó)家重大科學(xué)儀器設(shè)備開發(fā)專項(xiàng)資金管理辦法（試行）》的規(guī)定，國(guó)家自然科學(xué)基金委每年安排專項(xiàng)資金5億元，科技部每年安排經(jīng)費(fèi)8億元。即首年總投入達(dá)13億元的“國(guó)家重大科研儀器設(shè)備研制專項(xiàng)”已經(jīng)起程。

前不久，科技部、財(cái)政部聯(lián)合召開2011國(guó)家重大科學(xué)儀器設(shè)備開發(fā)專項(xiàng)工作會(huì)議，啟動(dòng)重大科學(xué)儀器設(shè)備開發(fā)專項(xiàng)。近日，國(guó)家自然科學(xué)基金委召開重大科研儀器設(shè)備研制專項(xiàng)第一屆專家委員會(huì)會(huì)議，布局對(duì)建議入選項(xiàng)目的考察及評(píng)審工作。

中國(guó)研制成功世界首個(gè)快速連續(xù)反應(yīng)仿人機(jī)器人

仿人機(jī)器人“悟”和“空”10月9日在浙江大學(xué)智能系統(tǒng)與控制研究所一張標(biāo)準(zhǔn)的乒乓桌前正式向世人亮相，并開始了他們的首次乒乓球“公開對(duì)決賽”。這是目前世界上首個(gè)宣布研制成功的、具有快速連續(xù)反應(yīng)能力的仿人機(jī)器人。該機(jī)器人身高1.6米，體重55公斤。

“對(duì)手”擊球的瞬間，機(jī)器人對(duì)面的攝像機(jī)以每秒120幅圖像的速度捕捉球的運(yùn)動(dòng)軌跡，并在瞬間把信息回傳給機(jī)器人的“眼睛”，通過(guò)“大腦”的快速處理，機(jī)器人在瞬間就完成了對(duì)球的位置、速度、角度、運(yùn)動(dòng)軌跡和落點(diǎn)的計(jì)算，并計(jì)算出最優(yōu)的應(yīng)對(duì)路線和最佳回球姿勢(shì)，整個(gè)反應(yīng)時(shí)間在50－100毫秒之間。最后的0.4秒，機(jī)器人揮動(dòng)手臂，把球準(zhǔn)確地送向了對(duì)方，對(duì)落點(diǎn)的判斷誤差不到2.5厘米。

浙江大學(xué)機(jī)器人實(shí)驗(yàn)室主任熊蓉介紹，作為科技部863計(jì)劃的重點(diǎn)課題，“悟”和“空”是課題組歷時(shí)4年研制成功的。作為第三代仿人機(jī)器人，“悟”和“空”更加完美：他們不僅外形、體重和真人無(wú)異，而且全身?yè)碛?0個(gè)可以各司其職、自由活動(dòng)的關(guān)節(jié)，僅手臂就能做7個(gè)自由度的運(yùn)動(dòng)，十分靈活。不僅如此，機(jī)器人還采用了中國(guó)第一個(gè)工業(yè)自動(dòng)化國(guó)際標(biāo)準(zhǔn)――以太網(wǎng)實(shí)時(shí)控制技術(shù)（EPA），使機(jī)器人的反應(yīng)速度更快。

中國(guó)新疫苗可應(yīng)對(duì)禽流感疫情

近日，中國(guó)哈爾濱獸醫(yī)研究所國(guó)家禽流感實(shí)驗(yàn)室研究員陳化蘭及其團(tuán)隊(duì)研制出一種新型疫苗，該疫苗在防范鴨瘟病毒的同時(shí)，能夠阻斷H5N1禽流感在鴨子之間的傳播。該成果已發(fā)表于《病毒學(xué)雜志》網(wǎng)絡(luò)版。世界糧農(nóng)組織（FAO）、世界衛(wèi)生組織（WHO）及世界動(dòng)物衛(wèi)生組織（OIE）均認(rèn)為，該成果能夠有效預(yù)防和應(yīng)對(duì)H5N1疫情的爆發(fā)。

在國(guó)家杰出青年基金和“973”項(xiàng)目的支持下，陳化蘭指導(dǎo)課題組選擇以鴨瘟減毒活疫苗為載體進(jìn)行新疫苗研發(fā)實(shí)驗(yàn)。經(jīng)過(guò)5年攻關(guān)，陳化蘭課題組研制出能夠同時(shí)對(duì)H5N1禽流感和鴨瘟提供免疫保護(hù)的基因工程重組二聯(lián)活疫苗，實(shí)現(xiàn)了一種活疫苗可同時(shí)有效預(yù)防H5N1和鴨瘟兩種重大傳染病的良好效果。而且，新疫苗使用成本低，養(yǎng)殖戶易于接受。目前正在進(jìn)行疫苗的田間試驗(yàn)，明年將可能正式投產(chǎn)。

大容量組裝式變壓器研制成功

10月8日，由衡陽(yáng)變壓器有限公司自主研制的500kV級(jí)世界最大容量1000MVA/500kV三相強(qiáng)油風(fēng)冷自耦現(xiàn)場(chǎng)組裝式變壓器一次性通過(guò)全部出廠試驗(yàn)和型式試驗(yàn)，各項(xiàng)性能指標(biāo)均優(yōu)于技術(shù)協(xié)議。此次通過(guò)出廠試驗(yàn)和型式試驗(yàn)的產(chǎn)品，是衡陽(yáng)變壓器有限公司為攀枝花變電站研制開發(fā)的百萬(wàn)千伏安容量的現(xiàn)場(chǎng)組裝式變壓器，也是迄今為止國(guó)產(chǎn)容量最大、電壓等級(jí)最高、運(yùn)輸條件苛刻、結(jié)構(gòu)復(fù)雜、組裝難度最大的現(xiàn)場(chǎng)組裝式變壓器。該產(chǎn)品解決了線圈組拆卸、現(xiàn)場(chǎng)套裝抗短路能力和組裝變電磁能、現(xiàn)場(chǎng)干燥工藝等技術(shù)難題，以及大型變壓器無(wú)法運(yùn)往邊遠(yuǎn)山區(qū)的世界性難題，是我國(guó)超高壓、大容量現(xiàn)場(chǎng)組裝式變壓器實(shí)現(xiàn)國(guó)產(chǎn)自主化戰(zhàn)略的一次重大突破。

我國(guó)成功發(fā)射法國(guó)W3C通信衛(wèi)星

2011年10月7日16時(shí)21分，我國(guó)在西昌衛(wèi)星發(fā)射中心用“長(zhǎng)征三號(hào)乙”運(yùn)載火箭將法國(guó)泰雷茲阿萊尼亞宇航公司制造的W3C通信衛(wèi)星成功送入預(yù)定軌道。火箭升空約26分鐘后，西安衛(wèi)星測(cè)控中心傳來(lái)的數(shù)據(jù)表明，星箭分離正常，衛(wèi)星準(zhǔn)確進(jìn)入近地點(diǎn)206公里、遠(yuǎn)地點(diǎn)35973公里、軌道傾角26.1度的地球同步轉(zhuǎn)移軌道，發(fā)射獲得圓滿成功。

W3C衛(wèi)星是法國(guó)泰雷茲阿萊尼亞宇航公司為歐洲通信衛(wèi)星公司研制的大功率廣播通信衛(wèi)星，質(zhì)量5.4噸，裝載Ku、Ka波段轉(zhuǎn)發(fā)器，設(shè)計(jì)壽命15年，可提供電視廣播、寬帶、視頻、數(shù)據(jù)傳輸、互聯(lián)網(wǎng)等服務(wù)。

天宮一號(hào)將對(duì)地球進(jìn)行光譜探測(cè)

載人航天工程空間應(yīng)用系統(tǒng)副總設(shè)計(jì)師張善從近日表示，天宮一號(hào)將安排開展空間材料科學(xué)、空間環(huán)境探測(cè)和對(duì)地觀測(cè)三個(gè)方面的空間科學(xué)實(shí)驗(yàn)。在對(duì)地觀測(cè)方面，天宮一號(hào)將實(shí)驗(yàn)一種高分辨率光譜相機(jī)，實(shí)現(xiàn)對(duì)地球進(jìn)行光譜探測(cè)。

目前天宮一號(hào)已進(jìn)入距離地面354千米的近圓軌道，并展開在軌測(cè)試工作。據(jù)介紹，這次天宮一號(hào)對(duì)地觀測(cè)將首次實(shí)驗(yàn)短波紅外光譜儀探測(cè)，天宮一號(hào)上使用的對(duì)地觀測(cè)設(shè)備與遙感系列衛(wèi)星星載對(duì)地觀測(cè)設(shè)備不同，后者使用的技術(shù)與設(shè)備都具有較高的成熟度，可直接應(yīng)用；前者則注重實(shí)驗(yàn)性質(zhì)，實(shí)驗(yàn)成功后觀測(cè)設(shè)備才會(huì)用于衛(wèi)星使用。張善從說(shuō)，未來(lái)中國(guó)的載人空間站也將是一個(gè)長(zhǎng)期有人照料的國(guó)家級(jí)太空實(shí)驗(yàn)室，將支持幾十個(gè)到上百個(gè)學(xué)科空間實(shí)驗(yàn)的開展。

天宮一號(hào)航天員生命保障系統(tǒng)啟動(dòng)運(yùn)行

10月1日從中國(guó)航天員中心獲悉，天宮一號(hào)環(huán)境控制和生命保障系統(tǒng)已經(jīng)啟動(dòng)，轉(zhuǎn)入自主運(yùn)行。目前，天宮一號(hào)中維持氧氣、二氧化碳、濕度、溫度、氣壓等指標(biāo)的系統(tǒng)正以無(wú)人方式運(yùn)行。據(jù)悉，此次飛行任務(wù)對(duì)艙內(nèi)微生物指標(biāo)和可吸入顆粒物指標(biāo)提出了嚴(yán)苛要求。天宮一號(hào)首次搭載了微生物凈化裝置，將來(lái)可為航天員打造高度潔凈的生活環(huán)境。

中國(guó)散裂中子源將動(dòng)工

據(jù)了解，中科院與廣東省共建的散裂中子源經(jīng)過(guò)幾年的選址、論證、設(shè)計(jì)以及設(shè)備研制、調(diào)試等前期工作，即將于近期破土動(dòng)工。該項(xiàng)目由中科院和廣東省共同建設(shè)，選址于廣東省東莞市，規(guī)劃用地1000畝。第一期工程用地400畝，將于2017年前后建成。項(xiàng)目預(yù)計(jì)總投資為22億元人民幣，其中國(guó)家投資17億元，廣東省配套投資5億元。

籌建過(guò)程中，中科院高能所已與東莞理工學(xué)院合作建立聯(lián)合實(shí)驗(yàn)室，為散裂中子源的建設(shè)服務(wù)。此外，中科院高能所還與散裂中子源所在地的大朗鎮(zhèn)合作建立中子科學(xué)與技術(shù)聯(lián)合實(shí)驗(yàn)室，旨在加強(qiáng)散裂中子源和民用核技術(shù)產(chǎn)業(yè)園的產(chǎn)業(yè)對(duì)接。散裂中子源的建成一方面將促進(jìn)傳統(tǒng)產(chǎn)業(yè)的升級(jí)換代，另一方面將引起新興產(chǎn)業(yè)的興起與飛躍。建成后周邊地區(qū)將由此帶動(dòng)而打造30平方公里的科學(xué)城。

我國(guó)將自主建造第一艘極地科考破冰船并公開征名

據(jù)國(guó)家海洋局極地考察辦公室介紹，目前，中國(guó)新建一艘極地科學(xué)考察破冰船的項(xiàng)目已得到國(guó)家發(fā)改委正式批復(fù)，現(xiàn)正進(jìn)入實(shí)施階段，即將向國(guó)內(nèi)外開展設(shè)計(jì)招標(biāo)，并將在國(guó)內(nèi)自主建造。根據(jù)計(jì)劃，國(guó)家海洋局將在11月正式推出征名方案。

根據(jù)設(shè)計(jì)規(guī)劃，該破冰船將采用國(guó)際先進(jìn)的最優(yōu)船型設(shè)計(jì)，電力推進(jìn)系統(tǒng)，破冰等級(jí)為PC3(即在兩極水域混有陳冰的次年海冰中，破冰厚度不低于1.5米海冰加0.2米雪)，連續(xù)破冰速度2－3節(jié)；舶總尺度為長(zhǎng)100－120米、寬20－24米，最大吃水9米，輕載排水量8000噸級(jí)，續(xù)航力2萬(wàn)海里，載員90人，自持力60天。該破冰船今后將與“雪龍”號(hào)極地科學(xué)考察船一起，同時(shí)實(shí)施南北極多學(xué)科綜合考察，這兩艘破冰船還可以聯(lián)合國(guó)內(nèi)其他的海洋考察、大洋調(diào)查船只，根據(jù)不同計(jì)劃進(jìn)行編組，組建一支現(xiàn)代化的極地科學(xué)考察船隊(duì)。

語(yǔ)音及語(yǔ)言信息處理國(guó)家工程實(shí)驗(yàn)室揭牌儀式近日在中國(guó)科技大學(xué)舉行。實(shí)驗(yàn)室將依托中國(guó)科大建設(shè)語(yǔ)音合成研究室、語(yǔ)音識(shí)別研究室自然語(yǔ)言處理研究室、智能人機(jī)語(yǔ)音交互研究室等11個(gè)核心技術(shù)研究室，并依托中國(guó)科技大學(xué)訊飛建設(shè)語(yǔ)音及語(yǔ)言技術(shù)研究及工程化應(yīng)用的技術(shù)研發(fā)平臺(tái)、設(shè)計(jì)開發(fā)平臺(tái)、測(cè)試驗(yàn)證平臺(tái)和技術(shù)應(yīng)用重大示范平臺(tái)，進(jìn)一步整合源頭核心技術(shù)研究資源并通過(guò)工程化平臺(tái)形成產(chǎn)業(yè)界急需的先進(jìn)科技成果，不斷提升智能語(yǔ)音技術(shù)與產(chǎn)業(yè)的核心競(jìng)爭(zhēng)力。作為我國(guó)智能語(yǔ)音領(lǐng)域唯一的國(guó)家級(jí)研究平臺(tái)和合肥市首個(gè)國(guó)家工程實(shí)驗(yàn)室，該實(shí)驗(yàn)室將在未來(lái)2-3年內(nèi)構(gòu)建成為我國(guó)語(yǔ)音及語(yǔ)言戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展平臺(tái)，進(jìn)一步提升我國(guó)在語(yǔ)音及語(yǔ)言技術(shù)領(lǐng)域的自主創(chuàng)新能力和核心競(jìng)爭(zhēng)力。
