The most important purpose of my visit is to make preparations for the meeting between President Hu Jintao and President Barack Obama in London in early April.Yesterday, I had good discussion with both Secretary Clinton and Secretary Geithner.We covered a wide range of issues, including the bilateral agenda and regional and international affairs, and reached much consensus.Both sides agree that solid ground work has already been done by the two sides for the very important London meeting between our two heads of state.Today I will have the honor of meeting President Obama and Vice President Biden.I'll also see National Security Adviser General Jones.Let me say that the two sides share the view that the upcoming meeting between our two presidents in London is of great significance for China-US relations in the new era.Both sides are committed to pushing forward this vitally important relationship between our two countries.今年初，中美兩國隆重紀(jì)念了建交30周年。我和許多新老朋友一道參加了各項活動。撫今追昔，感觸很多。中美關(guān)系在過去30年的大發(fā)展，是當(dāng)年對中美關(guān)系最樂觀的人都沒有預(yù)料到的。常有人問，在人類面臨重大機(jī)遇和挑戰(zhàn)的21世紀(jì)，中美關(guān)系的戰(zhàn)略基礎(chǔ)是什么？這也是我經(jīng)常思考的問題。

Early this year, our two countries held big celebrations of the 30th anniversary of diplomatic relations.I attended these commemorative events with many old and new friends.A review of the past gives me a lot of food for thought.The tremendous progress of China-US relations goes well beyond what those who were most optimistic about this relationship 30 years ago ever expected.People want to know, in the 21st century when mankind faces major opportunities and challenges, what is the strategic foundation of China-US relations.This is a question that I often ask myself too.我以為，中美關(guān)系的戰(zhàn)略基礎(chǔ)就是兩國為維護(hù)世界和平穩(wěn)定而承擔(dān)的重大而特殊的責(zé)任。作為聯(lián)合國安理會常任理事國成員，作為世界上最大的發(fā)展中國家和發(fā)達(dá)國家，中美一直在眾多國際事務(wù)中保持著密切的磋商、協(xié)調(diào)與互利合作。從處理復(fù)雜棘手的地區(qū)熱點問題到反恐、防擴(kuò)散、打擊跨國犯罪，從應(yīng)對氣候變化、能源環(huán)保等全球性挑戰(zhàn)，到在公正、合理的基礎(chǔ)上對國際體系進(jìn)行必要的改革等等，幾乎找不到不需要中美合作的領(lǐng)域。正是這種在全球范圍的全面合作將中美兩國和兩國人民聯(lián)系在一起。

I for one believe the strategic foundation of China-US relations lies in our major and unique responsibility of maintaining world peace and stability.As permanent members of the UN Security Council and as the world's largest developing country and largest developed one respectively, China and the United States have maintained close consultation, coordination and mutually beneficial cooperation in many international affairs.We have worked together to manage complicated and tough regional hotspot issues, fight terrorism, proliferation and transnational crimes, meet global challenges such as climate change, energy and the environment and undertake necessary reform in the international system based on justice and equity.One can hardly find an area where China-US cooperation is not needed.Comprehensive cooperation in the global sphere has tied our two countries and peoples to each other.我以為，中美關(guān)系的戰(zhàn)略基礎(chǔ)就是在促進(jìn)全球經(jīng)濟(jì)可持續(xù)發(fā)展方面不斷擴(kuò)大的共同利益。當(dāng)今世界各國相互依存、利益交融達(dá)到前所未有的程度，已經(jīng)形成你中有我、我中有你的“利益共同體”。尤其是在當(dāng)前國際金融危機(jī)不斷擴(kuò)散和蔓延的背景下，中美兩國最大的共同利益就是同舟共濟(jì)、相互支持、共渡難關(guān)，盡早走出當(dāng)前危機(jī)，為實現(xiàn)世界經(jīng)濟(jì)新一輪增長作出應(yīng)有的貢獻(xiàn)。即使明天世界經(jīng)濟(jì)的列車駛?cè)胼^為平坦的地區(qū)，它也需要中美兩國的引擎聯(lián)手拉動持續(xù)前進(jìn)。

I for one believe the strategic foundation of China-US relations lies in our ever expanding common interests in promoting sustainable economic development in the world.We live in a world where countries are more interdependent with their interests more closely interconnected than at any time in history.At a time when the international financial crisis continues to spread and develop, the primary common interest of China and the United States is to weather the storm together like passengers in the same boat and support each other to get through the tough times and emerge from the crisis victorious.We should make due contribution to bringing about a new round of world economic growth.Even when the train of world economy drives into fairly smooth areas one day, there will still be the need for China and the United States, the two big engines, to jointly push it forward on a continuous basis.我以為，中美關(guān)系的戰(zhàn)略基礎(chǔ)就是兩國人民源遠(yuǎn)流長的友好交往和文明互鑒。作為兩個豐富多彩、民族多元的國家，中美兩國人民了解對方的愿望都很強(qiáng)烈，我們兩國在社會文化領(lǐng)域的交往日趨活躍、深入，十多個小時的空中距離阻擋不住每天5000多人次、每年200多萬人次往返于太平洋兩岸。中美兩國人民這種日益密切的交往與互動所產(chǎn)生的能量巨大，影響深遠(yuǎn)，將會使人們更加懂得文明是五彩繽紛的，世界是多樣化的，各國是應(yīng)該和諧相處的。

I for one believe the strategic foundation of China-US relations lies in the longstanding friendship and mutual-learning between our peoples.They cherish a keen interest in each other's diverse culture and a strong wish to know each other better.Social and cultural exchanges between our two countries are becoming increasingly dynamic and intensive.The geographical distance of 10-plus hours' flight has not stood in the way of interflow between the Chinese and Americans.Each day, over 5,000 people travel across the two sides of the Pacific Ocean.Ever closer exchanges and interaction between people of our two countries contain enormous energy and have far-reaching impact.They will make people better appreciate the fact that the world is a diversified place, human civilizations are colorful and all countries should live in harmony.面對深刻演變的國際形勢和日益增多的全球性挑戰(zhàn)，中美關(guān)系發(fā)展迎來了新的歷史機(jī)遇。中美兩國維護(hù)世界和平與穩(wěn)定的責(zé)任更加重大，共同利益日益增多，合作空間無比廣闊。21世紀(jì)的時代潮流是交流合作、互利共贏。那種損人利己、以鄰為壑、你輸我贏、你興我衰的國與國競爭信念和模式應(yīng)該成為歷史，因為其鼓吹者必定是最大的輸家。中美兩國應(yīng)當(dāng)而且能夠在實現(xiàn)中美雙贏和共建美好世界方面作出更大的共同努力。

In the face of the profound changes in the international landscape and mounting global challenges, China and the United States have a new historic opportunity for the development of their relations.Our two countries shoulder greater responsibilities for world peace and stability, have more common interests and enjoy broader prospects for cooperation.Exchanges, cooperation and mutual benefit should be the defining features of the 21st century.Gone should be the days when countries competed at the expense of each other's interests under a zero-sum mentality because those who preach such a competition approach and model are bound to be the biggest losers today.China and the United States should and can set an example in achieving win-win progress and making greater joint efforts for an even better world.令人高興的是，在美國新政府正式就職以來的50天里，中美雙方共同努力，實現(xiàn)了兩國關(guān)系的平穩(wěn)過渡。兩國高層和各部門之間已經(jīng)建立起良好的工作關(guān)系。胡錦濤主席與奧巴馬總統(tǒng)進(jìn)行了通話，就推動新時期中美關(guān)系的發(fā)展達(dá)成了重要共識?？肆诸D國務(wù)卿訪華取得了成功，增進(jìn)了雙方的相互了解與合作。兩國在諸多雙邊和多邊領(lǐng)域繼續(xù)保持密切溝通與協(xié)調(diào)?！昂玫拈_始是成功的一半”。這一良好開局為新時期中美關(guān)系的發(fā)展奠定了基礎(chǔ)。

We are happy to see that in the past 50 days since the new US administration took office, our two countries have worked together and ensured a smooth transition of our relations.The two sides have established good working relations at the top level and between various government departments.President Hu Jintao and President Obama talked by phone and reached important agreement on advancing China-US relations in the new era.Secretary Clinton paid a successful visit to China last month, which contributed in a big way to our mutual understanding and cooperation.The two countries have maintained close consultation and coordination in bilateral and multilateral areas.“A good beginning is half the success.” This good start has laid the groundwork for the further growth of China-US relations.現(xiàn)在，我們要把目光投向更長遠(yuǎn)的未來，設(shè)計好今后幾年乃至更長時間的中美關(guān)系藍(lán)圖，共同推動兩國關(guān)系沿著健康穩(wěn)定的軌道不斷向前發(fā)展。

We should now set our sight on the longer term and draw up a good blueprint for China-US relations in the coming years.We should make concerted efforts and promote sound and steady growth of our relations.推進(jìn)新時期的中美關(guān)系，要堅持從戰(zhàn)略高度和長遠(yuǎn)角度出發(fā)，牢牢把握兩國關(guān)系的正確方向。

To advance China-US relations in the new era, we should adopt a strategic and long-term perspective and keep the relations on the right track.奧巴馬總統(tǒng)在今年1月底與胡主席通話時表示，美方愿與中方發(fā)展更加積極和更富建設(shè)性的關(guān)系?？肆诸D國務(wù)卿上月訪華時對我說，美中關(guān)系正迎來一個積極合作的新時代。對于美方的積極態(tài)度，我們表示歡迎。我們認(rèn)為，面對當(dāng)今世界一系列重大、緊迫議題，中美擁有更加廣泛的共同利益和合作基礎(chǔ)，中美關(guān)系的戰(zhàn)略意義和全球影響進(jìn)一步上升。新時期中美應(yīng)更加全面、深入，兩國應(yīng)本著相互尊重、求同存異、合作共贏的原則，共同把中美關(guān)系提升到一個全面的新的合作水平。

During his telephone conversation with President Hu Jintao at the end of last January, President Obama stated the US commitment to a more positive and constructive relationship with China.Secretary Clinton said to me during her visit to China last month that US-China relations are embracing a new era of positive cooperation.We welcome such statements from the US side.We believe that China and the Unites States now have more common interests and a broader foundation of cooperation on a series of major and pressing issues facing today's world.The strategic significance and global influence of China-US relations have further increased.Our relations in the new era should be broader and deeper, and we should work together in an all-round way to raise China-US relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.“相互尊重”，就是尊重國際法和國際關(guān)系的基本準(zhǔn)則，客觀理性看待對方，尊重對方選擇的發(fā)展道路，尊重對方的核心關(guān)切，不做有損對方主權(quán)、安全和發(fā)展利益的事?！扒笸娈悺?，就是保持和突出兩國關(guān)系積極面，對于分歧要力爭解決，不能解決的可以暫時放一放。要努力防止中美合作大局受到干擾?！?合作共贏”，就是要不斷加強(qiáng)務(wù)實合作與利益交融，積極應(yīng)對全球化帶來的機(jī)遇與挑戰(zhàn)，實現(xiàn)共同發(fā)展和進(jìn)步，并為促進(jìn)世界和平與發(fā)展作出積極貢獻(xiàn)。

Mutual respect means that we should respect international law and norms governing international relations, view each other in an objective and sensible way, respect each other's choice of development path and core interests, and refrain from doing anything that may harm each other's sovereignty, security or development interests.Seeking common ground while shelving differences means that we should preserve and highlight the positive aspects of our relations.We should work hard to resolve differences and put aside those that cannot be resolved for the time being, so that they will not stand in the way of the overall development of our relations.Cooperation for win-win results means that we should expand practical cooperation and converging interests, actively respond to the opportunities as well as challenges brought by globalization, pursue common development and progress and make contributions to world peace and development.推進(jìn)新時期的中美關(guān)系，要保持密切的高層交往和各級別對話交往，不斷鞏固兩國關(guān)系的政治基礎(chǔ)。

To advance China-US relations in the new era, we should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.多年來，兩國領(lǐng)導(dǎo)人通過訪問、會晤、通話、通信等方式，就事關(guān)兩國關(guān)系的重大問題保持著密切溝通，為兩國關(guān)系持續(xù)健康穩(wěn)定發(fā)展提供了重要保障。兩國議會、軍隊和政府各部門之間也就共同關(guān)心的問題開展著富有成效的交流與合作。兩國還建立了范圍廣泛、形式多樣的對話合作機(jī)制。這些做法行之有效，應(yīng)該堅持下去。

Over the years, leaders of our two countries have maintained close communication on major issues concerning China-US relations through mutual visits, meetings, telephone calls and correspondence.These exchanges have given a strong boost to the sustained, sound and steady growth of our relations.The legislatures, militaries and government departments of the two countries have also engaged in productive exchanges and cooperation on issues of mutual interest.And the two countries have put in place diverse mechanisms for dialogue and cooperation in a wide range of areas.All these are effective ways to promote our relations and should therefore be maintained.再過半個月，胡錦濤主席與奧巴馬總統(tǒng)就要在倫敦舉行會晤。這將是美新政府就職后兩國元首第一次面對面接觸，雙方都高度重視，正加緊準(zhǔn)備。我相信，在雙方的共同努力下，此次會晤一定能取得成功，為中美關(guān)系今后的發(fā)展指明方向。胡主席也已邀請奧巴馬總統(tǒng)在雙方方便的時候訪華，我們期待著他早日成行。

In two weeks' time, President Hu Jintao and President Obama will meet in London.It will be the first meeting between our heads of state since the new US administration came into office.Both sides attach great importance to this meeting and are making intensive preparations for it.I am confident that with joint efforts of the two sides, the meeting will be a great success and chart the course for the future growth of China-US relations.President Hu Jintao has invited President Obama to visit China at a mutually convenient time and we look forward to his early visit

經(jīng)過一段時間協(xié)商，中美雙方已就建立“中美戰(zhàn)略與經(jīng)濟(jì)對話機(jī)制”達(dá)成原則協(xié)議，并商定了該機(jī)制的有關(guān)安排。我們希望與美方共同努力，早日啟動這一對話機(jī)制的運(yùn)作，通過雙方繼續(xù)加強(qiáng)就共同關(guān)心的戰(zhàn)略性、全局性、長期性問題的討論，不斷增進(jìn)兩國相互信任與合作。

Through consultation, the two sides have agreed in principle to establish the “China-US Strategic and Economic Dialogues” mechanism and decided upon the relevant arrangements for the mechanism.We hope the two sides will work together and launch this mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, we will further enhance mutual trust and cooperation.推進(jìn)新時期的中美關(guān)系，要積極拓展兩國互利合作，為兩國關(guān)系添加新動力。

To advance China-US relations in the new era, we should expand mutually-beneficial cooperation and inject fresh impetus into the relations.當(dāng)前優(yōu)先重點是就應(yīng)對國際金融危機(jī)加強(qiáng)合作，共同維護(hù)和促進(jìn)世界金融經(jīng)濟(jì)穩(wěn)定。今年，中國政府將重點實施4萬億元政府投資計劃，其中中央政府?dāng)M新增1.18萬億元，從擴(kuò)大內(nèi)需、振興產(chǎn)業(yè)、發(fā)展科技、完善社會保障等方面全面推進(jìn)經(jīng)濟(jì)增長。有關(guān)措施已初見成效，近來中國經(jīng)濟(jì)已呈現(xiàn)回暖跡象。我們還將新增貸款5萬億元以上，以改善金融調(diào)控，保證貨幣信貸總量滿足經(jīng)濟(jì)發(fā)展需求。我們對中國經(jīng)濟(jì)保持平穩(wěn)較快發(fā)展是有信心的。我們高度關(guān)注美國政府為穩(wěn)定金融市場、刺激經(jīng)濟(jì)復(fù)蘇采取的有關(guān)舉措，衷心希望這些措施收到良好效果，推動美國經(jīng)濟(jì)盡快好轉(zhuǎn)。這有利于美國，有利于中國，也有利于世界。

The priority for China and the United States at the moment is to tackle the international financial crisis through intensified cooperation and work together to maintain and promote world financial and economic stability.Let me in this connection say a few words about what China will do to counter the financial crisis this year.The Chinese Government will focus on the implementation of a four trillion yuan investment program, including 1.18 trillion yuan that will come from the central budget.This program will kick-start growth by boosting domestic demand, reinvigorating industries, developing science and technology, and improving the social safety net.Some of these measures have already produced initial results, as evidenced by the recent signs of economic recovery.We will issue more than five trillion yuan of new loans to help enhance financial regulation and support economic growth with adequate money and credit supply.We are confident that we will maintain steady and relatively fast economic growth this year.We have been following closely measures taken by the US Government to stabilize financial markets and stimulate economic recovery.We sincerely hope these measures will achieve the desired results and restore the US economy to growth soon.This is in the interest of the United States, China and the rest of the world.金融危機(jī)爆發(fā)以來，中美進(jìn)行了密切、有效的溝通與協(xié)調(diào)，為推動國際社會合作應(yīng)對危機(jī)發(fā)揮了重要的作用。我們愿與美方一道，進(jìn)一步加強(qiáng)宏觀經(jīng)濟(jì)政策對話，共同反對保護(hù)主義，為穩(wěn)定國際金融市場、促進(jìn)世界經(jīng)濟(jì)增長作出新的貢獻(xiàn)。我們也愿與美國等有關(guān)各方一道，推動倫敦金融峰會在華盛頓金融峰會的基礎(chǔ)上取得積極成果。在困難形勢面前，中美更需要努力擴(kuò)大雙邊經(jīng)貿(mào)合作的深度和廣度，妥善處理摩擦和分歧，強(qiáng)化兩國抵御危機(jī)沖擊的紐帶。

Since the outbreak of the financial crisis, China and the United States have engaged in close and effective communication and coordination, and played an important part in the international efforts to tackle the crisis.China is ready to strengthen macroeconomic policy dialogue with the United States, work with you to oppose protectionism, and make fresh contributions to the stability of international financial markets and growth of the world economy.We also want to work with the Untied States and other countries for positive outcomes at the London G20 summit on the basis of the achievements of the Washington summit.In times of hardships, it is all the more important for China and the United States to broaden and deepen bilateral trade and economic cooperation, properly handle possible frictions and differences, and forge a stronger bond to weather the crisis.中美在氣候變化和能源環(huán)境問題上擁有重要共同利益。我們兩國政府都把維護(hù)能源安全、發(fā)展清潔能源和節(jié)能減排放在國家發(fā)展戰(zhàn)略的突出位置。我們愿與美方就有關(guān)問題加強(qiáng)對話與磋商，積極開展在節(jié)能、新能源、可再生能源等領(lǐng)域的務(wù)實合作，并在“共同但有區(qū)別的責(zé)任”原則基礎(chǔ)上，與有關(guān)各方一道推動年底哥本哈根會議取得成功。

Of equal sensitivity are issues related to Tibet.Tibet is an inalienable part of China's territory and Tibetan affairs are exclusively China's internal affairs.Since the launch of democratic reform 50 years ago, Tibet has made remarkable progress.Its economy has registered rapid growth, various undertakings have advanced by leaps and bounds, average life expectancy has almost doubled and people's living standards have improved steadily.The fine traditional culture of Tibet has been well preserved, and the people there enjoy all rights prescribed by law.I hope that people from various sectors in the United States will appreciate these facts, and understand and respect the Chinese people's position of upholding state sovereignty and territorial integrity.推進(jìn)新時期的中美關(guān)系，要大力促進(jìn)兩國人民對話交流，增強(qiáng)支持兩國關(guān)系發(fā)展的社會基礎(chǔ)。

再過兩周，胡錦濤主席就要踏上美國的土地。在中美重新打開交往大門40周年和21世紀(jì)第二個十年伊始之際進(jìn)行的這次訪問，是中美雙方承前啟后，推進(jìn)新時期兩國關(guān)系的重大安排，必將產(chǎn)生重大而深遠(yuǎn)的影響。

訪美期間，胡錦濤主席將與奧巴馬總統(tǒng)共同規(guī)劃新時期中美合作藍(lán)圖，并就共同關(guān)心的重大問題廣泛、深入交換意見。訪美期間，胡主席也將發(fā)表重要講話，并廣泛接觸美國各界人士，系統(tǒng)闡述中國政府的內(nèi)外政策和發(fā)展新時期中美關(guān)系的重要主張，并向廣大美國人民、特別是美國青少年發(fā)出積極參與中美友好事業(yè)的邀請。

中美兩國政府有關(guān)部門、民間機(jī)構(gòu)和企業(yè)界都在以極大的熱情為胡主席此訪積累務(wù)實合作成果。雙方有望在經(jīng)貿(mào)、能源、環(huán)境、基礎(chǔ)設(shè)施建設(shè)、人文、科技等廣泛領(lǐng)域簽署一系列合作文件，宣布諸多新的合作項目。

回顧中美關(guān)系歷史，兩國領(lǐng)導(dǎo)人之間的高層交往一次又一次引領(lǐng)和推進(jìn)了兩國關(guān)系的發(fā)展。從1972年尼克松總統(tǒng)訪華到1979年鄧小平同志訪美，再到1997年和2002年江澤民主席訪美、2006年胡錦濤主席訪美，都是這樣。我們有理由相信，在雙方共同努力下，胡錦濤主席此次國事訪問將有力促進(jìn)新時期積極合作全面中美關(guān)系發(fā)展，提高中美務(wù)實合作水平，增進(jìn)兩國人民了解和友誼，顯示中美共同維護(hù)世界和平、穩(wěn)定、發(fā)展意愿和行動。各位朋友，胡主席此次訪美適逢奧巴馬總統(tǒng)執(zhí)政兩周年。我們積極評價過去兩年來中美關(guān)系取得的進(jìn)展。中美關(guān)系是當(dāng)今世界極為重要的雙邊關(guān)系。我們認(rèn)為，過去兩年中美關(guān)系雖然遇到一些困難，但總體上取得了重要進(jìn)展，以下領(lǐng)域尤其突出。

一是兩國高層交往和各層次溝通密切程度前所未有。中美關(guān)系在美國新一任總統(tǒng)就職后很短時間就實現(xiàn)平穩(wěn)過渡，兩國元首在24個月里7次成功會晤并實現(xiàn)國事互訪，其他各級官員也不拘形式地頻繁接觸。雙方還建立起中美戰(zhàn)略與經(jīng)濟(jì)對話、人文交流高層磋商機(jī)制，為促進(jìn)中美互信與合作搭建了獨特、有效的平臺。

二是兩國加強(qiáng)合作的強(qiáng)烈意愿和決心前所未有。2009年4月，胡錦濤主席和奧巴馬倫敦會晤中達(dá)成重要共識，雙方要共同努力建設(shè)21世紀(jì)積極合作全面的中美關(guān)系，為新時期中美關(guān)系發(fā)展指明了方向。胡主席多次強(qiáng)調(diào)，一個良好的中美關(guān)系符合兩國根本利益，有利于亞太地區(qū)乃至世界的和平、穩(wěn)定、繁榮；中國政府高度重視對美關(guān)系，將努力推進(jìn)兩國合作。同樣，奧巴馬總統(tǒng)和美國政府也高度重視中美關(guān)系，致力于加強(qiáng)兩國合作。三是中美利益交融程度前所未有。兩國同舟共濟(jì)應(yīng)對國際金融危機(jī)，推進(jìn)全球經(jīng)濟(jì)治理改革，為推動世界經(jīng)濟(jì)復(fù)蘇共同發(fā)揮了重要作用。中美經(jīng)貿(mào)關(guān)系邁上新臺階，2010年兩國經(jīng)貿(mào)總額有望達(dá)到3800億美元，中國已連續(xù)9年成為美國增長最快的主要出口市場。中國企業(yè)對美投資快速增長。截至2010年11月底，中國企業(yè)對美非金融類直接投資超過44億美元，為美國經(jīng)濟(jì)復(fù)蘇和保障就業(yè)作出了貢獻(xiàn)。兩國在能源、環(huán)境等雙邊廣泛領(lǐng)域的交流合作也在向新的廣度和深度拓展。

四是兩國人民參與中美關(guān)系進(jìn)程之廣泛、深入前所未有。目前，有12萬中國人在美留學(xué)，2萬多美國人在華學(xué)習(xí)。據(jù)中方統(tǒng)計，中美之間的旅游者每年已超過300萬，每周有110多次客運(yùn)航班往返于太平洋兩岸。中美已建立起36對友好省州、161對姊妹城市關(guān)系。這些密切交往，在中美間架起無數(shù)座友誼與合作的橋梁。

五是中美在重大國際地區(qū)問題上的溝通協(xié)調(diào)前所未有。兩國就朝鮮半島局勢、伊朗核、南亞等地區(qū)熱點和氣候變化、二十國集團(tuán)、聯(lián)合國改革、打擊跨國犯罪等全球性問題保持著有效協(xié)調(diào)，共同為維護(hù)世界和平安全，促進(jìn)全球可持續(xù)發(fā)展發(fā)揮了重要積極作用，使中美合作具有更加豐富的戰(zhàn)略內(nèi)涵和更加重要的全球影響。

回顧這兩年的中美關(guān)系發(fā)展，是什么使我們在合作的道路上彼此走近？我認(rèn)為，是日益增多的共同利益，是雙方為了兩國和世界人民的福祉攜手抓住機(jī)遇、共迎挑戰(zhàn)的需要，這就是21世紀(jì)中美關(guān)系的基礎(chǔ)。

盡管中美關(guān)系仍存在一些問題，中美雙方都有一個基本共識，那就是，中美關(guān)系太重要了，中美共同利益遠(yuǎn)遠(yuǎn)大于分歧，合作始終是兩國關(guān)系的主流。我們必須把分歧和矛盾放在恰當(dāng)位置上來看待并妥善處理。必須以兩國合作大局為重，加強(qiáng)風(fēng)險控制和分歧管理，不能因不同而不睦。應(yīng)確保中美關(guān)系這艘大船繼續(xù)沿著正確的航向前進(jìn)。

當(dāng)然我需要指出，應(yīng)堅持國際關(guān)系準(zhǔn)則、中美三個聯(lián)合公報、兩國政府間的聯(lián)合聲明。這是處理雙邊關(guān)系尤其是涉及主權(quán)、安全和領(lǐng)土完整等敏感問題的基礎(chǔ)。

女士們，先生們，我愿借此機(jī)會談?wù)劥蠹叶缄P(guān)心的朝鮮半島局勢問題。

中國同朝鮮半島陸地相連，隔海相望。我們的半島政策目標(biāo)可以用“和平、穩(wěn)定、無核”六個字來概括。為此，中方一直在敦促半島南北雙方冷靜克制，推動他們接觸對話。事實說明，施壓用強(qiáng)無助于解決問題，對話協(xié)商才是根本出路。正是基于此，我們一直積極推動有關(guān)方面通過接觸對話探尋解決問題的有效辦法。我們認(rèn)為，六方會談是推進(jìn)半島無核化、維護(hù)半島穩(wěn)定、實現(xiàn)東北亞長治久安的最佳平臺和有效依托。我們呼吁盡快舉行六方會談團(tuán)長緊急磋商，在此基礎(chǔ)上適時重啟六方會談，有關(guān)各方全面、平衡履行“9·19”共同聲明，推動半島無核化進(jìn)程繼續(xù)向前走。

維護(hù)和平穩(wěn)定，實現(xiàn)無核化，是中美在半島問題上最大的共同利益和目標(biāo)。過去幾年，中美就半島有關(guān)問題開展了密切溝通和協(xié)調(diào)，進(jìn)行了很好的合作。我們要繼續(xù)攜手并與其他各方合作，共同維護(hù)半島和平穩(wěn)定，推動半島無核化進(jìn)程，實現(xiàn)東北亞長治久安。

女士們，先生們，朋友們，在座各位專家學(xué)者在各自的研究領(lǐng)域造詣精深，也是重要的“輿論領(lǐng)袖”。你們的研究成果、文章著作，對美國對華民意和輿論導(dǎo)向具有重要影響。希望中美兩國學(xué)術(shù)界多交流、多合作，共同把中國和美國客觀、真實、全面地介紹給兩國人民，讓更多兩國民眾認(rèn)識到中美合作的重要意義，讓中美友好更加深入人心。

中國和美國，一個是最大的發(fā)展中國家，一個是最大的發(fā)達(dá)國家，在一個全球化的世界里擁有巨大的共同利益，擔(dān)負(fù)維護(hù)世界和平、促進(jìn)共同發(fā)展的重大責(zé)任。這是一項前無古人的事業(yè)。我們需要以勇氣和智慧攜手創(chuàng)造友好相處、共同發(fā)展的新型大國關(guān)系。

--We have worked vigorously for the proper settlement of hotspot issues.China is committed to upholding the international nonproliferation regime, and safeguarding peace and development on the Korean Peninsula and in Northeast Asia.We maintain that the Iranian nuclear issue should be resolved peacefully through diplomatic negotiations and that efforts should be made to pursue a long-term solution to the issue.China supports parallel progress in both the political process of the Darfur issue and the deployment of the peacekeeping operation.We urge the various factions in Darfur to come to the negotiating table and conclude a peace agreement at an early date.We strongly support and actively participate in all international efforts that are conducive to peace in the Middle East.We hope that the parties concerned will seize the opportunity and take concrete steps to move the situation in that part of the world toward relaxation and stability.朋友們：
