Your Excellency Mr.Ernesto Zedillo, Chairman of the 21st Century Council,Distinguished Guests,Ladies and Gentlemen,大家上午好。21世紀(jì)理事會是國際著名智庫，各位理事都是國際知名人士。首先，我對21世紀(jì)理事會北京會議的召開表示熱烈祝賀，對各位貴賓的到來表示熱烈歡迎。

Good morning.The 21st Century Council is a world renowned think tank whose members are of international prominence.At the outset, I wish to extend warm congratulations on the convocation of this conference in Beijing and a warm welcome to all the distinguished guests.這次會議的主題是“讀懂中國”，這不僅體現(xiàn)了21世紀(jì)理事會對中國的關(guān)注，也在一定程度上反映出國際社會希望更深入地了解中國。這一主題具有重要的現(xiàn)實(shí)意義，有助于增進(jìn)中外之間的相互理解與信任。中方對此次會議十分重視。今天下午，習(xí)近平主席將會見與會代表。昨天，李克強(qiáng)總理在會議開幕式上致辭。我想借此機(jī)會，就中國的外交政策談幾點(diǎn)看法，供各位參考。

The theme of this conference, “Understanding China”, reflects not only the Council’s keen interest in China, but also, to some extent, the desire of the international community to have a deeper understanding of China.It is highly relevant and will contribute to the mutual understanding and trust between China and the rest of the world.The Chinese side places high importance on this conference.This afternoon, President Xi Jinping will meet with the representatives of conference participants.Yesterday, Premier Li Keqiang delivered a speech at the opening ceremony.Now let me take this opportunity to share with you my views on China’s foreign policy.要“讀懂中國”，需要把中國放在世界發(fā)展的大背景下觀察。當(dāng)今世界正在發(fā)生深刻復(fù)雜的變化，呈現(xiàn)出一些不同于以往的新特點(diǎn)、新動向、新趨勢，其中以下三個方面最為突出： In order to understand China, one needs to view China in the larger context of the development of the world.The world is undergoing profound and complex changes with new features, developments and trends that are quite different from past experience.I wish to touch upon three most salient features.當(dāng)今世界，是一個發(fā)展日新月異的世界。一大批新興市場國家和發(fā)展中國家走上發(fā)展的快車道，全球30多億人正在同步推進(jìn)工業(yè)化并分享現(xiàn)代化成果，有力推動人類進(jìn)步事業(yè)向更高層次邁進(jìn)?？茖W(xué)技術(shù)突飛猛進(jìn)，世界正處在新一輪科技革命的前夜，新的增長點(diǎn)正在孕育。盡管國際金融危機(jī)的深層次影響還在繼續(xù)顯現(xiàn)，但世界大發(fā)展的態(tài)勢沒有停滯、更不會逆轉(zhuǎn)。各國普遍將謀發(fā)展置于各自內(nèi)外政策的重要位置，如何實(shí)現(xiàn)更好發(fā)展日益成為牽動國際關(guān)系的重要因素。

Today’s world is one of rapid development.Many emerging markets and developing countries have embarked on the fast track of development.More than three billion people across the world are pursuing industrialization simultaneously and sharing the benefits of modernization,effectively elevating the cause of human progress to a higher level.With rapid advancement in science and technology, the world is on the eve of a new round of scientific and technological revolution with new growth areas being created.Despite the lingering profound impacts of the international financial crisis, the world has not stopped pursuing development, still less will this course be reversed.It has become a common practice for countries to place development high on their domestic and foreign policy agenda.To realize development of higher quality has become an increasingly important factor in international relations.當(dāng)今世界，是一個變革潮流更為強(qiáng)勁的世界。國際力量對比更趨均衡，國際體系醞釀深刻變革，新興市場和發(fā)展中國家在國際事務(wù)中的代表性和話語權(quán)得到提升，二十國集團(tuán)等全球治理機(jī)制逐步成型并不斷完善。事實(shí)表明，世界上沒有任何一種發(fā)展模式可以放之四海而皆準(zhǔn)。我們應(yīng)當(dāng)與時俱進(jìn)，積極探索并不斷完善符合自身國情的發(fā)展道路，循序漸進(jìn)推動國際體系調(diào)整變革。

Today’s world is one of reform with growing momentum.The international balance of power is moving towards greater equilibrium.Deep changes are brewing in the international system.The representation and voice of emerging markets and developing countries in international affairs have been raised.Mechanisms of global governance such as the G20 have gradually taken shape and are steadily improving.What has happened shows that there is no such thing as a “one-size-fits-all” development model in the world.We must keep abreast of the times, actively explore and improve development paths suited to our respective national conditions and pursue incremental progress in adjusting and reforming the international system.當(dāng)今世界，是一個合作不斷深入的世界。隨著經(jīng)濟(jì)全球化的進(jìn)一步發(fā)展，各國相互依存達(dá)到前所未有的廣度和深度，彼此利益交融、興衰相伴、安危與共。面對層出不窮的經(jīng)濟(jì)金融問題、此起彼伏的國際地區(qū)熱點(diǎn)和日益增多的全球性挑戰(zhàn)，沒有哪個國家可以獨(dú)善其身，攜手合作、同舟共濟(jì)成為各國必然選擇。以合作求和平、以合作促發(fā)展、以合作謀安全越來越成為國際關(guān)系的主流和大勢。

Today’s world is one of deepening cooperation.As economic globalization gathers pace, interdependence among countries has reached unprecedented levels in both breadth and depth.With our interests so intertwined, we rise and fall together.And there is either security for all or security for none.Facing a host of economic and financial issues, various international and regional hotspots and a growing number of global challenges, no country can stay unscathed.Pulling together like passengers in the same boat has become the one and only option for all countries.To achieve peace, development and security through cooperation is becoming a central theme and major trend of international relations.當(dāng)今世界處于格局演變的重要階段，當(dāng)代中國處于民族復(fù)興的關(guān)鍵時期。中國的前途命運(yùn)同世界的前途命運(yùn)緊密相連。在以習(xí)近平同志為核心的黨中央領(lǐng)導(dǎo)下，中國對未來發(fā)展作出了戰(zhàn)略部署，明確了“兩個一百年”的奮斗目標(biāo)，即到2020年中國共產(chǎn)黨成立100年時，實(shí)現(xiàn)國內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入比2010年翻一番，全面建成小康社會；到本世紀(jì)中葉中華人民共和國成立100年時，建成富強(qiáng)民主文明和諧的社會主義現(xiàn)代化國家，實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢?，F(xiàn)在比歷史上任何時候都更接近實(shí)現(xiàn)我們的奮斗目標(biāo)，我們有信心、有條件、有能力實(shí)現(xiàn)既定的目標(biāo)。同時，我們也清醒地認(rèn)識到，中國改革已經(jīng)進(jìn)入攻堅(jiān)期和深水區(qū)，經(jīng)濟(jì)社會發(fā)展進(jìn)入新的階段，前進(jìn)道路上仍然面臨不少困難和挑戰(zhàn)，還需要付出長期不懈的努力。

The world structure is in an important period of evolution while China stands at a critical juncture of national renewal.China’s future and destiny are closely connected with those of the world.Under the leadership of the CPC Central Committee with Comrade Xi Jinping as the General Secretary, China has made strategic arrangements for its future development and set out the two centenary goals, namely, to double 2010 GDP and percapita income for urban and rural residents and complete the building of a moderately prosperous society in all respects when the CPC celebrates its centenary in 2020, and turn China into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious and realize the Chinese dream of the great renewal of the Chinese nation when the People’s Republic of China marks its centennial in the middle of this century.Never before have we been this close to fulfilling our goals.We are confident and well positioned to achieve the set goals.At the same time, we are also soberly aware that China’s reform has reached the crucial stage and waded into the deep water zone.In this new phase of economic and social development, we still have many difficulties and challenges to overcome and will have to make unremitting efforts for many years to come.國際國內(nèi)形勢的發(fā)展變化，對中國外交提出了新的更高要求，中國外交正站在新的歷史起點(diǎn)上。一年來，習(xí)近平主席等中國領(lǐng)導(dǎo)人成功開展一系列重大外交行動，實(shí)現(xiàn)外交良好開局，對外發(fā)出了中國外交繼往開來、勇于擔(dān)當(dāng)?shù)拿鞔_信息。中國將堅(jiān)定不移走和平發(fā)展道路，堅(jiān)定不移奉行獨(dú)立自主的和平外交政策，努力開創(chuàng)同各國合作共贏的新局面。

Developments and changes at home and abroad have put forward new, higher requirements for China’s diplomacy which now stands at a new historical starting point.Over the past year, President Xi Jinping and other Chinese leaders have made a good beginning on the diplomatic front through a series of successful major diplomatic initiatives.They have sent out a clear message that China, as a nation committed to fulfilling its responsibility, is building on past achievements and opening up new prospects in its diplomatic work.China will unswervingly follow the path of peaceful development, firmly uphold the independent foreign policy of peace, and strive for new progress in win-win cooperation with other countries.我們將統(tǒng)籌自身利益與各國共同利益，同世界各國建設(shè)更為緊密的利益共同體。我們將把本國人民的利益同世界各國人民的共同利益結(jié)合起來，在實(shí)現(xiàn)本國利益的同時，充分照顧他國正當(dāng)關(guān)切和合法權(quán)益，絕不做損人利己、以鄰為壑的事情。積極擴(kuò)大同各方利益的匯合點(diǎn)，同各國各地區(qū)建立并發(fā)展不同領(lǐng)域不同層次的利益共同體，推動實(shí)現(xiàn)人類共同利益，共享人類文明進(jìn)步成果。政治上，尊重各國自主選擇的社會制度和發(fā)展道路，在平等基礎(chǔ)上加強(qiáng)對話交流，深化戰(zhàn)略互信。經(jīng)濟(jì)上，實(shí)行更加積極主動的開放戰(zhàn)略，更好地“引進(jìn)來”、“走出去”，把共同利益的蛋糕做大。安全上，倡導(dǎo)全面安全、共同安全、合作安全理念，推動建立平等透明、開放包容的地區(qū)和國際安全合作架構(gòu)。文化上，引導(dǎo)不同文明取長補(bǔ)短、包容互鑒，為人類文明大發(fā)展、大繁榮注入新活力。

We will integrate our interests with the common interests of other countries and forge a more closely connected community of shared interests.We will combine Chinese people’s interests with the common interests of people of other countries, fully accommodate legitimate concerns and lawful rights and interests of other countries while upholding our own interests, and never pursue our own interests at the expense of those of others.We will actively expand converging interests with others, establish and develop communities of common interests with various countries and regions in different areas and at different levels, pursue common interests of the humanity, and share the fruits of progress in human civilization.In the political field, it is important to respect all countries’ independent choices of social system and development path, enhance dialogue and exchanges on the basis of equality, and deepen strategic mutual trust.In the economic field, we will be more active in carrying out the opening-up strategy, strive for better

results in “bringing in” and “going global” activities, and make the cake of common interests bigger.In the security field, it is necessary to champion the concept of comprehensive, common and cooperative security and promote the building of regional and international security cooperation architecture featuring equality, transparency, openness and inclusiveness.In the cultural field, there is a need to encourage different civilizations to draw on each other’s strengths in the spirit of inclusiveness and inject fresh vitality to great development and prosperity of human civilization.我們將統(tǒng)籌與大國、周邊及發(fā)展中國家關(guān)系，譜寫與各國友好合作的新篇章。大國關(guān)系攸關(guān)世界和平和人類福祉。中方愿與各大國一道，推動相互關(guān)系長期穩(wěn)定健康發(fā)展。今年6月，習(xí)近平主席與美國總統(tǒng)奧巴馬在加州安納伯格莊園舉行會晤，就構(gòu)建中美新型大國關(guān)系達(dá)成重要共識，為兩國關(guān)系發(fā)展指明了方向。中美新型大國關(guān)系，核心就是不沖突不對抗、相互尊重、合作共贏。中方愿與美方相向而行，不斷充實(shí)中美新型大國關(guān)系的內(nèi)涵，造福中美兩國人民和世界各國人民。我們將大力提升與俄羅斯的全面戰(zhàn)略協(xié)作伙伴關(guān)系水平，全面深化兩國各領(lǐng)域務(wù)實(shí)合作，維護(hù)國際戰(zhàn)略穩(wěn)定。進(jìn)一步挖掘和釋放中歐合作潛力，拓展雙方利益契合點(diǎn)與合作增長點(diǎn)，推動中歐全面戰(zhàn)略伙伴關(guān)系實(shí)現(xiàn)新發(fā)展。積極發(fā)展與發(fā)展中大國及地區(qū)大國的友好合作關(guān)系，共同推動構(gòu)建更加公正、合理的國際新秩序。

We will take into overall consideration the growth of relations with major countries, neighbors and developing countries and write a new chapter of friendship and cooperation with other countries.Major-country relations bear on world peace and wellbeing of the mankind.China will work with other major countries to ensure that its relations with them will enjoy long-term, steady and sound growth.Last June, President Xi Jinping and US President Obama met in the Annenberg Estate, California and reached important agreement on the building of a new model of major-country relationship between China and the United States, thus charting the course for the development ofbilateral relations.The centerpiece of the new model is non-conflict, non-confrontation, mutual respect and win-win cooperation.China will work with the United States to constantly enrich the content of the new model to the benefit of people in the two countries and the world.We will vigorously upgrade the comprehensive strategic partnership of coordination with Russia, deepen practical cooperation in various fields, and maintain international strategic stability.We will further tap cooperation potential with the EU, expand shared interests and growth areas of cooperation, and make fresh progress in China-EU comprehensive strategic partnership.We will actively develop friendly relations and cooperation with major developing countries and major regional countries and jointly work for a new international order that is more just and equitable.鄰居好，無價寶。中國越發(fā)展，就越體會到和平穩(wěn)定的周邊環(huán)境之可貴。我們始終把周邊作為外交優(yōu)先方向。前些天，我們專門召開周邊外交工作座談會，總書記在會上發(fā)表重要講話，強(qiáng)調(diào)要堅(jiān)持與鄰為善、以鄰為伴，堅(jiān)持睦鄰、安鄰、富鄰，突出體現(xiàn)親、誠、惠、容的理念，積極營造更加和平穩(wěn)定、發(fā)展繁榮的周邊環(huán)境，推動我國發(fā)展更多惠及周邊國家，實(shí)現(xiàn)共同發(fā)展。習(xí)總書記重要講話是我國外交理論和實(shí)踐創(chuàng)新的重要體現(xiàn)，不僅對于我國周邊外交，而且對我國全部外交工作都具有深遠(yuǎn)指導(dǎo)意義。

A good neighbor is an invaluable asset.The more China develops, the more it appreciates the value of a peaceful and stable neighborhood.China’s neighborhood area has always been a priority on its diplomatic agenda.As a matter of fact, we just had a conference on China’s neighborhood diplomacy a few days ago, during which General Secretary Xi Jinping made important remarks.He underlined China’s commitment to forging friendship and partnership with its neighbors and fostering an amicable, secure and prosperous neighborhood.He also highlighted

the principle of amity, sincerity, mutual benefit and inclusiveness that guides China’s efforts to build a neighborhood of greater peace, stability, development and prosperity and China’s desire to bring more benefits to its neighbors and contribute to common development through its own development.These remarks made by General Secretary Xi are an important manifestation of China’s innovation in diplomatic theory and practice.They have far-reaching importance in guiding not only China’s neighborhood diplomacy but also its overall diplomacy.發(fā)展中國家是中國外交的基石。中國同廣大發(fā)展中國家命運(yùn)相連、訴求相近、理念相通，我們始終不會忘記作為發(fā)展中國家這個“本”，將永遠(yuǎn)做發(fā)展中國家的可靠朋友和真誠伙伴。正確處理“義”和“利”的關(guān)系是中華民族傳承至今的道德準(zhǔn)則。在與發(fā)展中國家的交往合作中，我們將堅(jiān)持道義為先、義利并舉，向發(fā)展中國家提供力所能及的幫助，真心實(shí)意幫助發(fā)展中國家加快發(fā)展。

Developing countries are the foundation of the conduct of China’s diplomacy.China shares a common destiny as well as the same aspiration and vision with other developing countries.China will never forget its identity as a developing country and will always remain a reliable friend and true partner of other developing countries.A balanced approach to justice and interests is a part of the traditional code of ethics of the Chinese nation that we still observe today.In our engagement and cooperation with other developing countries, we will place justice above everything else and pursue our interests on that basis.We will do what we can to help other developing countries and give them sincere assistance to help them achieve faster development.我們將統(tǒng)籌能力、義務(wù)與責(zé)任，在力所能及的范圍內(nèi)努力為世界的和平與發(fā)展事業(yè)多作貢獻(xiàn)。以更加積極的姿態(tài)參與國際事務(wù)、發(fā)揮負(fù)責(zé)任大國作用，是新形勢下中國外交與時俱進(jìn)的重要方面。我們將旗幟鮮明地維護(hù)國際公平正義，反對任何形式的霸權(quán)主義和強(qiáng)權(quán)政治，推進(jìn)國際關(guān)系民主化。為解決國際和地區(qū)熱點(diǎn)問題發(fā)揮建設(shè)性作用，推動建立更加平等均衡的全球發(fā)展伙伴關(guān)系，積極參與應(yīng)對全球性挑戰(zhàn)的國際合作，為改革和完善國際治理體系貢獻(xiàn)更多中國力量、中國智慧。同時也應(yīng)看到，中國仍是世界上最大的發(fā)展中國家。我們將根據(jù)自身發(fā)展階段和實(shí)際條件，量力而行、盡力而為，為推動人類進(jìn)步發(fā)揮更大作用。

We will, in light of our ability, obligation and responsibility, make more contribution to world peace and development.To get more actively engaged in international affairs and play the role of a major responsible country is an important dimension of China’s diplomacy in keeping with the changing times.We will unequivocally uphold international fairness and justice, oppose hegemony and power politics in all forms, and promote democracy in international relations.We will play a constructive part in seeking solutions to international and regional hotspot issues, work to build a more equitable and balanced global partnership for development, actively participate in international cooperation to meet global challenges, and contribute more of China’s strength and vision to the reform and improvement of the international governance regime.On the other hand, we should see that China is still the largest developing country in the world.We will act as permitted by China’s current stage of development and actual conditions and strive to play a greater role in promoting human progress.我們將統(tǒng)籌自身奮斗目標(biāo)與各國人民的共同追求，共同創(chuàng)造人類更加美好的未來。中國夢是中國人民的奮斗目標(biāo)，也事關(guān)世界和平與發(fā)展。中國夢是和平夢、發(fā)展夢、共贏夢。這一夢想的實(shí)現(xiàn)既要靠中國人民自身努力奮斗，也離不開國際社會的理解、支持與合作。我們將在實(shí)現(xiàn)中國夢的歷史進(jìn)程中，不斷拓寬同各國合作的廣度和深度，為各國人民過上更加美好的生活創(chuàng)造更多機(jī)遇、開辟更大空間，使中國夢既造福中國，也造福世界。

We will pursue our own goal as part of the common pursuit of people around the world for a

brighter future of mankind.The Chinese dream is not only a goal that the Chinese people are working hard to achieve;it is also important for peace and development of the world.The Chinese dream is a dream about peace, development and win-win progress.To realize this dream requires both the hard work of the Chinese people and the understanding, support and cooperation of the international community.In this historic process of realizing the Chinese dream, we will steadily deepen and expand cooperation with other countries to create more opportunities and bigger space for people of other countries to pursue a better life.Thus the Chinese dream will benefit not only China but also the world at large.女士們，先生們：

我很高興在新年伊始來到紐約，同各位老友新朋見面。對外關(guān)系委員會作為美國最有影響、世界知名的智庫之一，在哈斯會長帶領(lǐng)下，在開展中國問題研究、促進(jìn)中美相互了解與合作方面做了大量卓有成效的工作。我謹(jǐn)對你們表示衷心感謝。

我這次應(yīng)希拉里·克林頓國務(wù)卿邀請來訪，是為胡錦濤主席即將應(yīng)巴拉克·奧巴馬總統(tǒng)邀請對美國進(jìn)行的國事訪問做準(zhǔn)備，并就當(dāng)前中美關(guān)系和雙方共同關(guān)心的重大國際地區(qū)問題交換意見。在華盛頓期間，我有幸拜會了奧巴馬總統(tǒng)，并與克林頓國務(wù)卿、多尼隆助理、蓋特納財(cái)長、駱家輝部長進(jìn)行了內(nèi)容廣泛、富有成果的會見和會談。我還同美國社會各界人士進(jìn)行了很好的交流。

回顧中美關(guān)系歷史，兩國領(lǐng)導(dǎo)人之間的高層交往一次又一次引領(lǐng)和推進(jìn)了兩國關(guān)系的發(fā)展。從1972年尼克松總統(tǒng)訪華到1979年鄧小平同志訪美，再到1997年和2002年江澤民主席訪美、2006年胡錦濤主席訪美，都是這樣。我們有理由相信，在雙方共同努力下，胡錦濤主席此次國事訪問將有力促進(jìn)新時期積極合作全面中美關(guān)系發(fā)展，提高中美務(wù)實(shí)合作水平，增進(jìn)兩國人民了解和友誼，顯示中美共同維護(hù)世界和平、穩(wěn)定、發(fā)展意愿和行動。各位朋友，胡主席此次訪美適逢奧巴馬總統(tǒng)執(zhí)政兩周年。我們積極評價過去兩年來中美關(guān)系取得的進(jìn)展。中美關(guān)系是當(dāng)今世界極為重要的雙邊關(guān)系。我們認(rèn)為，過去兩年中美關(guān)系雖然遇到一些困難，但總體上取得了重要進(jìn)展，以下領(lǐng)域尤其突出。

一是兩國高層交往和各層次溝通密切程度前所未有。中美關(guān)系在美國新一任總統(tǒng)就職后很短時間就實(shí)現(xiàn)平穩(wěn)過渡，兩國元首在24個月里7次成功會晤并實(shí)現(xiàn)國事互訪，其他各級官員也不拘形式地頻繁接觸。雙方還建立起中美戰(zhàn)略與經(jīng)濟(jì)對話、人文交流高層磋商機(jī)制，為促進(jìn)中美互信與合作搭建了獨(dú)特、有效的平臺。

二是兩國加強(qiáng)合作的強(qiáng)烈意愿和決心前所未有。2009年4月，胡錦濤主席和奧巴馬倫敦會晤中達(dá)成重要共識，雙方要共同努力建設(shè)21世紀(jì)積極合作全面的中美關(guān)系，為新時期中美關(guān)系發(fā)展指明了方向。胡主席多次強(qiáng)調(diào)，一個良好的中美關(guān)系符合兩國根本利益，有利于亞太地區(qū)乃至世界的和平、穩(wěn)定、繁榮；中國政府高度重視對美關(guān)系，將努力推進(jìn)兩國合作。同樣，奧巴馬總統(tǒng)和美國政府也高度重視中美關(guān)系，致力于加強(qiáng)兩國合作。三是中美利益交融程度前所未有。兩國同舟共濟(jì)應(yīng)對國際金融危機(jī)，推進(jìn)全球經(jīng)濟(jì)治理改革，為推動世界經(jīng)濟(jì)復(fù)蘇共同發(fā)揮了重要作用。中美經(jīng)貿(mào)關(guān)系邁上新臺階，2010年兩國經(jīng)貿(mào)總額有望達(dá)到3800億美元，中國已連續(xù)9年成為美國增長最快的主要出口市場。中國企業(yè)對美投資快速增長。截至2010年11月底，中國企業(yè)對美非金融類直接投資超過44億美元，為美國經(jīng)濟(jì)復(fù)蘇和保障就業(yè)作出了貢獻(xiàn)。兩國在能源、環(huán)境等雙邊廣泛領(lǐng)域的交流合作也在向新的廣度和深度拓展。

四是兩國人民參與中美關(guān)系進(jìn)程之廣泛、深入前所未有。目前，有12萬中國人在美留學(xué)，2萬多美國人在華學(xué)習(xí)。據(jù)中方統(tǒng)計(jì)，中美之間的旅游者每年已超過300萬，每周有110多次客運(yùn)航班往返于太平洋兩岸。中美已建立起36對友好省州、161對姊妹城市關(guān)系。這些密切交往，在中美間架起無數(shù)座友誼與合作的橋梁。

五是中美在重大國際地區(qū)問題上的溝通協(xié)調(diào)前所未有。兩國就朝鮮半島局勢、伊朗核、南亞等地區(qū)熱點(diǎn)和氣候變化、二十國集團(tuán)、聯(lián)合國改革、打擊跨國犯罪等全球性問題保持著有效協(xié)調(diào)，共同為維護(hù)世界和平安全，促進(jìn)全球可持續(xù)發(fā)展發(fā)揮了重要積極作用，使中美合作具有更加豐富的戰(zhàn)略內(nèi)涵和更加重要的全球影響。

回顧這兩年的中美關(guān)系發(fā)展，是什么使我們在合作的道路上彼此走近？我認(rèn)為，是日益增多的共同利益，是雙方為了兩國和世界人民的福祉攜手抓住機(jī)遇、共迎挑戰(zhàn)的需要，這就是21世紀(jì)中美關(guān)系的基礎(chǔ)。

盡管中美關(guān)系仍存在一些問題，中美雙方都有一個基本共識，那就是，中美關(guān)系太重要了，中美共同利益遠(yuǎn)遠(yuǎn)大于分歧，合作始終是兩國關(guān)系的主流。我們必須把分歧和矛盾放在恰當(dāng)位置上來看待并妥善處理。必須以兩國合作大局為重，加強(qiáng)風(fēng)險控制和分歧管理，不能因不同而不睦。應(yīng)確保中美關(guān)系這艘大船繼續(xù)沿著正確的航向前進(jìn)。

當(dāng)然我需要指出，應(yīng)堅(jiān)持國際關(guān)系準(zhǔn)則、中美三個聯(lián)合公報(bào)、兩國政府間的聯(lián)合聲明。這是處理雙邊關(guān)系尤其是涉及主權(quán)、安全和領(lǐng)土完整等敏感問題的基礎(chǔ)。

女士們，先生們，我愿借此機(jī)會談?wù)劥蠹叶缄P(guān)心的朝鮮半島局勢問題。

中國同朝鮮半島陸地相連，隔海相望。我們的半島政策目標(biāo)可以用“和平、穩(wěn)定、無核”六個字來概括。為此，中方一直在敦促半島南北雙方冷靜克制，推動他們接觸對話。事實(shí)說明，施壓用強(qiáng)無助于解決問題，對話協(xié)商才是根本出路。正是基于此，我們一直積極推動有關(guān)方面通過接觸對話探尋解決問題的有效辦法。我們認(rèn)為，六方會談是推進(jìn)半島無核化、維護(hù)半島穩(wěn)定、實(shí)現(xiàn)東北亞長治久安的最佳平臺和有效依托。我們呼吁盡快舉行六方會談團(tuán)長緊急磋商，在此基礎(chǔ)上適時重啟六方會談，有關(guān)各方全面、平衡履行“9·19”共同聲明，推動半島無核化進(jìn)程繼續(xù)向前走。

維護(hù)和平穩(wěn)定，實(shí)現(xiàn)無核化，是中美在半島問題上最大的共同利益和目標(biāo)。過去幾年，中美就半島有關(guān)問題開展了密切溝通和協(xié)調(diào)，進(jìn)行了很好的合作。我們要繼續(xù)攜手并與其他各方合作，共同維護(hù)半島和平穩(wěn)定，推動半島無核化進(jìn)程，實(shí)現(xiàn)東北亞長治久安。

各位記者朋友，大家上午好。今天很高興同大家見面。溫家寶總理在《政府工作報(bào)告》中已經(jīng)全面闡述了中國的外交政策和對外關(guān)系，今天我很樂意回答大家的問題。

Ladies and gentlemen, friends of the press: Good morning.It’s a great pleasure to meet you here today.In his Report on the Work of the Government, Premier Wen Jiabao outlined China’s foreign policy and external relations.Now I’m ready to answer your questions.曹衛(wèi)洲：

楊外長您好。去年這一年我們看到全球風(fēng)云激蕩不止，中國的外交也是格外引人注目。您認(rèn)為去年的國際形勢和中國的外交工作有哪些特點(diǎn)？另外，今年是“十二五”的開局之年，您能否介紹一下今年外交工作的主要安排？您對接下來這五年乃至新世紀(jì)第二個十年的中國外交有什么展望？謝謝。

Minister Yang, I’m with Xinhua News Agency and its affiliated website.The year 2010 witnesses shifting dynamics in the international situation.China’s diplomacy attracted wide attention.What do you think are the features in the international situation and China’s diplomacy last year? Can you tell us the main items on China’s diplomatic agenda for this year which is the first year of the 12th Five Years’ Plan Period? How do you envision China’s diplomacy in the next five or even ten years?(激蕩: surge – 巨浪；起伏)(引人注目: catch one’s eye;catch one’s attention)楊潔篪：

我想去年的國際形勢發(fā)展的鮮明特征，可以用“變革”和“合作”來形容。在國際金融危機(jī)后，世界經(jīng)濟(jì)在曲折中艱難復(fù)蘇，世界大變革、大調(diào)整、大發(fā)展的趨勢不斷地深入，世界經(jīng)濟(jì)治理機(jī)制的改革也在不斷向前推進(jìn)，新興經(jīng)濟(jì)體在迅速崛起。因此，我覺得世界力量的對比正在向著漸趨均衡的方向發(fā)展。

In my view, “change” and “cooperation” were the two salient(顯著的，突出的)features in the international situation in 2010.After the international financial crisis, the world economies struggled to recover.Our world continued to undergo major changes, major adjustments and major developments.Steady progress was made in the reform of the world economic governors’ structure.There was a rapid rise of emerging economies.And there was greater balance in international power.(在曲折中: under complicated circumstances)楊潔篪：

國際安全形勢我認(rèn)為總體上是穩(wěn)定的，但是不確定、不穩(wěn)定的因素也不少，雖然各國之間在這個問題、那個問題上存在著一些分歧、矛盾，但是各國的相互聯(lián)系更加密切，相互依存度更高了。以發(fā)展來促安全，通過合作來促發(fā)展，這已經(jīng)成為越來越多國家的共識。

The international security situation was, on the whole, stable.However, at the same time, destabilizing factors and uncertainties increased.In spite of some differences and disagreements between countries over issues of one kind or another, countries have become more inter-connected and inter-dependent.It has become consensus of more and more countries to pursue security through development and promote development through cooperation.楊潔篪：

去年對中國外交來講是挑戰(zhàn)之年、是進(jìn)取之年。在黨中央、國務(wù)院的正確領(lǐng)導(dǎo)下，我們辦好了喜事、辦妥了難事、辦成了大事。峰會外交成果豐碩，我們同世界各國的友好合作、關(guān)系不斷向前推進(jìn)，外交工作不斷開拓新的局面。

The year 2010 was one of both challenges and achievements for China’s diplomacy.Under the correct leadership of the Central Committee of the Communist Party of China and the State Council, we successfully hosted joyful events, properly managed thorny issues(棘手的問題)and accomplished major tasks.We achieved abundant results in summit diplomacy, advanced our friendship and cooperation with other countries in the world across the board(全面的[地]，包括所有的人在內(nèi)的[地]), and opened up new dimensions in China’s diplomatic work.(開拓: open up;develop;explore)(局面: aspect)3
