尊敬的非洲駐華使團(tuán)長(zhǎng)、多哥大使塔?阿馬閣下，各位使節(jié)，各位朋友，Your Excellency Mr.Nolana Ta Ama, Dean of the African Diplomatic Corps, Ambassador of the Republic of Togo,Diplomatic Envoys,Dear Friends,下午好！在中非合作論壇第四屆部長(zhǎng)級(jí)會(huì)議即將召開(kāi)之際，外交部舉辦“中非合作論壇”主題開(kāi)放日，我謹(jǐn)代表外交部對(duì)各位朋友的到來(lái)表示熱烈的歡迎。今天參加活動(dòng)的公眾中，有的曾憑借高超的醫(yī)療技術(shù)為非洲人民服務(wù)多年，有的曾將青春與汗水拋灑在坦贊鐵路上，有的通過(guò)經(jīng)貿(mào)往來(lái)為中非人民創(chuàng)造機(jī)會(huì)與財(cái)富，還有的是我們對(duì)非工作外交官的親朋好友，大家都在通過(guò)自己的努力，以各種方式支持中非關(guān)系發(fā)展，澆灌著中非友誼之花。今天在座的，還有來(lái)自非洲各國(guó)的使節(jié)、留學(xué)生和媒體朋友，你們?yōu)榇龠M(jìn)中非相互了解和理解發(fā)揮著不可替代的作用。在這里，我愿對(duì)所有到場(chǎng)的朋友們說(shuō)一聲，為了中非合作和友誼，大家辛苦了，謝謝你們！

中國(guó)和非洲同為人類文明發(fā)祥地，友好交往源遠(yuǎn)流長(zhǎng)，最早可追溯到公元前2世紀(jì)。歷史上傳為佳話的是，中國(guó)明代航海家鄭和七下西洋，曾4次到過(guò)現(xiàn)在的索馬里、肯尼亞等東非沿岸，至今留下許多動(dòng)人的傳說(shuō)。20世紀(jì)中葉，隨著新中國(guó)的誕生和廣大非洲國(guó)家相繼獲得獨(dú)立，中國(guó)與非洲國(guó)家陸續(xù)建立了外交關(guān)系，中非友好續(xù)譜新篇。半個(gè)多世紀(jì)以來(lái)，中非傳統(tǒng)友誼和務(wù)實(shí)合作經(jīng)受住了時(shí)間和國(guó)際風(fēng)云變幻的考驗(yàn)，歷久彌堅(jiān)。

Both China and Africa are cradles of human civilizations.Our friendship and exchanges can be traced back to the 2nd Century AD.It is worth noting that in the Ming Dynasty, Chinese navigator Zheng He led a fleet to the Western Seas on seven voyages, and, for four times, he reached the east coast of Africa, which are now Somalia and Kenya.Many of his stories are still told today.In the mid 20th Century, after the People's Republic of China was founded and most African countries gained independence, China and African countries established diplomatic relations, opening a new chapter in the annals of our friendship.In the past fifty years and more, China-Africa traditional friendship and practical cooperation have withstood the test of time and changes in the international arena and emerged even stronger.進(jìn)入21世紀(jì)，為了共謀發(fā)展，同迎挑戰(zhàn)，中國(guó)和非洲友好國(guó)家共創(chuàng)了中非合作論壇，從2000年到今天，已走過(guò)了9個(gè)春秋。在中非雙方的高度重視和精心培育下，論壇機(jī)制日臻完善，作用日益突出，影響不斷擴(kuò)大。

At the dawn of the 21st Century, China and friendly African countries jointly launched FOCAC in 2000 to seek development and meet challenges together.Over the past nine years, China and Africa have given top priority to and put much time and energy into FOCAC.With full-fledged mechanisms, FOCAC is playing a bigger role with increasingly greater influence.論壇是引領(lǐng)中非友好的旗幟。2000年首屆部長(zhǎng)級(jí)會(huì)議中非建立“長(zhǎng)期穩(wěn)定、平等互利的新型伙伴關(guān)系”，2003年第二屆部長(zhǎng)級(jí)會(huì)議中非雙方提出進(jìn)一步鞏固和發(fā)展“長(zhǎng)期穩(wěn)定、平等互利、全面合作的新型伙伴關(guān)系”，2006年北京峰會(huì)上胡錦濤主席代表中國(guó)政府宣布深受非洲國(guó)家歡迎的8項(xiàng)舉措，中非領(lǐng)導(dǎo)人一致同意建立和發(fā)展中非新型戰(zhàn)略伙伴關(guān)系，論壇引領(lǐng)中非友好合作關(guān)系又好又快地向前推進(jìn)。

Under the flag of FOCAC, China-Africa friendship has flourished.At the First Ministerial Conference in 2000, we committed ourselves to a new China-Africa partnership featuring long-term stability, equality and mutual benefit.At the Second Ministerial Conference in 2003, we set out to boost comprehensive cooperation under this new partnership.At the Beijing Summit in 2006, President Hu Jintao announced, on behalf of the Chinese government, eight measures that have been well received by African countries.Chinese and African leaders agreed at the summit to build a new type of China-Africa strategic partnership.FOCAC has acted as a spearhead in the sound and fast growth of China-Africa friendly relations and cooperation.論壇是中非進(jìn)行集體對(duì)話的重要平臺(tái)。雙方在論壇框架下建立了部長(zhǎng)級(jí)會(huì)議、外長(zhǎng)級(jí)政治對(duì)話、高官級(jí)會(huì)議和論壇中方后續(xù)行動(dòng)委員會(huì)與非洲駐華使團(tuán)磋商等機(jī)制。部長(zhǎng)會(huì)每三年舉行一屆，輪流在中國(guó)和非洲國(guó)家召開(kāi)。中非雙方利用論壇這一平臺(tái)，就中非關(guān)系和共同關(guān)心的國(guó)際和地區(qū)問(wèn)題深入交換意見(jiàn)，協(xié)調(diào)雙方立場(chǎng)，加強(qiáng)相互支持。

FOCAC is an important platform for China-Africa collective dialogue.Under it, there are mechanisms including ministerial conference, political dialogue at the foreign ministers' level, senior officials' meeting and consultations between the Secretariat of the Chinese Follow-up Committee of FOCAC and the African diplomatic corps in China.The ministerial conference takes place every three years in China and Africa alternately.FOCAC has brought China and Africa together for in-depth exchange of views on our relations and international and regional issues of common interest, and for better coordination and stronger mutual support.論壇是中非開(kāi)展務(wù)實(shí)合作的有效機(jī)制。每屆部長(zhǎng)會(huì)都制定既具指導(dǎo)性又切實(shí)可操作的綱領(lǐng)性合作文件，對(duì)會(huì)后三年雙方各領(lǐng)域合作進(jìn)行全面規(guī)劃。論壇已成為中非友好合作的一大國(guó)際品牌，受到國(guó)際社會(huì)的廣泛關(guān)注，對(duì)發(fā)展中國(guó)家間加強(qiáng)合作具有示范作用，也帶動(dòng)了國(guó)際社會(huì)更加重視非洲并加大對(duì)非投入。

FOCAC is an effective mechanism for China-Africa practical cooperation.Every ministerial conference has adopted feasible plans to guide cooperation across the board in the next three years.FOCAC has become an international brand of China-Africa friendship and cooperation, drawing worldwide interest.It showcases the strengthened cooperation among developing countries and encourages the international community to pay more attention to and increase input in Africa.再過(guò)一周，論壇第四屆部長(zhǎng)級(jí)會(huì)議將在埃及沙姆沙伊赫召開(kāi)。中國(guó)國(guó)務(wù)院總理溫家寶將同埃及總統(tǒng)穆巴拉克和部分非洲國(guó)家領(lǐng)導(dǎo)人一起出席開(kāi)幕式，并發(fā)表重要講話。中國(guó)政府還將宣布對(duì)非合作新舉措。相信這次會(huì)議將在新形勢(shì)下進(jìn)一步推動(dòng)中非關(guān)系的發(fā)展，成為中非友好史上新的里程碑。

In a week's time, the Fourth FOCAC Ministerial Conference will take place in Sharm El Sheikh, Egypt.Chinese Premier Wen Jiabao, together with Egyptian President Hosni Mubarak and some other African leaders, will attend and speak at the opening ceremony.He will announce the Chinese government's new measures for cooperation with Africa.I believe this conference will further promote the growth of China-Africa relations in the new era and become another milestone in the history of China-Africa friendship.朋友們，Dear Friends,中國(guó)人民同非洲人民是心心相印的朋友、兄弟。不管是過(guò)去、現(xiàn)在，還是將來(lái)，中國(guó)人民都

The Chinese people are bosom friends and brothers of the African people.We cherish our traditional friendship with the African people, and take African people as our reliable and trustworthy all-weather friends.Looking back, we are proud of our friendship.Looking ahead, we need more people, young Chinese and Africans in particular, to deepen and strengthen China-Africa friendship.We have every reason to be confident that our two peoples will work together to bring our cooperation to a higher plane and make our friendship even more fruitful!

尊敬的哈桑副外長(zhǎng)，尊敬的讓·平主席，各位同事，女士們，先生們：

在聯(lián)合國(guó)千年發(fā)展目標(biāo)高級(jí)別會(huì)議召開(kāi)的重要時(shí)刻，中非新朋老友再次聚集一堂，就重大國(guó)際和地區(qū)問(wèn)題交換看法，為中非合作深入發(fā)展規(guī)劃前景，具有重要意義。在此，我首先對(duì)各位同事與會(huì)表示衷心感謝和熱烈歡迎！

去年11月，中非合作論壇第四屆部長(zhǎng)級(jí)會(huì)議在埃及沙姆沙伊赫成功舉行，成為中非關(guān)系發(fā)展新的起點(diǎn)。在不到一年的時(shí)間里，中非雙方攜手努力，推動(dòng)落實(shí)會(huì)議成果，成效顯著。中方新8項(xiàng)舉措全面推進(jìn)，免債、免關(guān)稅、提供優(yōu)惠貸款、設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款等舉措逐步實(shí)施，“中非科技伙伴計(jì)劃”和“中非聯(lián)合研究交流計(jì)劃”先后啟動(dòng)，援建清潔能源項(xiàng)目、農(nóng)技示范中心、中非友好學(xué)校取得積極進(jìn)展。在論壇的引領(lǐng)下，中非政治交往更加密切，務(wù)實(shí)合作更加深入，人文交流更加頻繁，推進(jìn)新型戰(zhàn)略伙伴關(guān)系的意愿更加堅(jiān)定。我相信，在中非雙方共同努力下，論壇部長(zhǎng)會(huì)成果一定能夠得到全面、有效落實(shí)，并把中非合作推向新的高度！

各位同事，女士們，先生們，當(dāng)前，國(guó)際形勢(shì)繼續(xù)發(fā)生復(fù)雜深刻的變化。世界多極化和經(jīng)濟(jì)全球化深入發(fā)展，國(guó)際格局正經(jīng)歷重大的調(diào)整與變革。和平、發(fā)展、合作的時(shí)代潮流更加強(qiáng)勁，多邊主義和國(guó)際關(guān)系民主化深入人心。與此同時(shí)，國(guó)際金融危機(jī)深層次的影響還在不斷顯現(xiàn)，世界經(jīng)濟(jì)復(fù)蘇的脆弱性和不平衡性進(jìn)一步突出。國(guó)際和地區(qū)熱點(diǎn)問(wèn)題此起彼伏，氣候變化、能源資源、糧食、公共衛(wèi)生安全等全球性問(wèn)題日益突出，國(guó)際形勢(shì)中仍存在諸多不穩(wěn)定不確定因素。

非洲的和平與發(fā)展既面臨重要機(jī)遇，也需要應(yīng)對(duì)嚴(yán)峻挑戰(zhàn)。近年來(lái)，非洲總體形勢(shì)繼續(xù)朝積極方向發(fā)展，和平穩(wěn)定大局進(jìn)一步鞏固，經(jīng)濟(jì)復(fù)蘇勢(shì)頭良好。非洲國(guó)家加強(qiáng)聯(lián)合自強(qiáng)，積極參與國(guó)際事務(wù)，在重大全球性問(wèn)題上的集體影響力不斷上升。但我們也看到，非洲局部地區(qū)和平穩(wěn)定局面仍較脆弱，一些熱點(diǎn)問(wèn)題長(zhǎng)期得不到解決，恐怖主義、海盜、傳染病、氣候變化等非傳統(tǒng)安全威脅上升。國(guó)際金融危機(jī)對(duì)非洲經(jīng)濟(jì)、社會(huì)的沖擊增加了非洲按期實(shí)現(xiàn)千年發(fā)展目標(biāo)的難度。

今年是聯(lián)合國(guó)制定千年發(fā)展目標(biāo)10周年。我們齊聚聯(lián)大，肩負(fù)著推動(dòng)落實(shí)千年發(fā)展目標(biāo)的重要使命。昨天，中國(guó)國(guó)務(wù)院總理溫家寶在聯(lián)合國(guó)千年發(fā)展目標(biāo)高級(jí)別會(huì)議上全面闡述了中國(guó)政府在發(fā)展問(wèn)題上的立場(chǎng)，并宣布了中國(guó)支持發(fā)展中國(guó)家發(fā)展的重要舉措。我們希望國(guó)際社會(huì)能進(jìn)一步凝聚政治共識(shí)，增加發(fā)展投入，保障發(fā)展資源，以更加有效的行動(dòng)幫助非洲盡早實(shí)現(xiàn)千年發(fā)展目標(biāo)。

各位同事，女士們，先生們，中非合作是促進(jìn)非洲和平與發(fā)展的重要力量，也是促進(jìn)世界和平與發(fā)展的重要力量。當(dāng)前，中非關(guān)系發(fā)生了歷史性變化，已超出雙邊關(guān)系范疇，影響著世界發(fā)展進(jìn)程。我們應(yīng)從戰(zhàn)略高度進(jìn)一步加強(qiáng)中非合作，實(shí)現(xiàn)共同發(fā)展，并為提升發(fā)展中國(guó)家在國(guó)際政治、經(jīng)濟(jì)格局中的整體地位，推動(dòng)建立更加公正、合理的國(guó)際政治、經(jīng)濟(jì)秩序作出積極貢獻(xiàn)。中方愿與非方一道，在以下幾方面加強(qiáng)團(tuán)結(jié)合作：

第一，擴(kuò)大多邊合作，積極應(yīng)對(duì)全球性挑戰(zhàn)。共同推動(dòng)國(guó)際經(jīng)濟(jì)金融體系改革，支持增加發(fā)展中國(guó)家在國(guó)際金融機(jī)構(gòu)中的代表性和發(fā)言權(quán)，強(qiáng)化國(guó)際金融機(jī)構(gòu)的發(fā)展和減貧職能。中方支持非洲在國(guó)際經(jīng)濟(jì)事務(wù)中發(fā)揮更大作用，支持增加非洲在二十國(guó)集團(tuán)和國(guó)際貨幣基金組織中的代表性和發(fā)言權(quán)。致力于加強(qiáng)同非洲在重大全球性問(wèn)題上的合作，共同推動(dòng)國(guó)際社會(huì)關(guān)注發(fā)展中國(guó)家訴求，維護(hù)發(fā)展中國(guó)家正當(dāng)權(quán)益。中方愿在南南合作和中非合作論壇框架下，同非方一道加緊建設(shè)“中非應(yīng)對(duì)氣候變化伙伴關(guān)系”，推動(dòng)坎昆會(huì)議取得積極成果。

第二，深化務(wù)實(shí)合作，加緊落實(shí)千年發(fā)展目標(biāo)。共同推動(dòng)國(guó)際經(jīng)濟(jì)秩序和貿(mào)易體系向有利于發(fā)展中國(guó)家的方向轉(zhuǎn)變，為發(fā)展中國(guó)家實(shí)現(xiàn)千年發(fā)展目標(biāo)創(chuàng)造良好的外部環(huán)境。推動(dòng)國(guó)際社會(huì)尤其是發(fā)達(dá)國(guó)家加大對(duì)發(fā)展問(wèn)題的支持和投入。中方將認(rèn)真落實(shí)溫總理宣布的有關(guān)支持發(fā)展中國(guó)家發(fā)展的重要舉措，以及中非合作論壇第四屆部長(zhǎng)級(jí)會(huì)議成果，幫助非洲提升自主發(fā)展能力，早日實(shí)現(xiàn)千年發(fā)展目標(biāo)。

第三，加強(qiáng)安全合作，推動(dòng)實(shí)現(xiàn)非洲持久和平。中方將大力支持非盟等地區(qū)組織加強(qiáng)自身維和能力建設(shè)，呼吁國(guó)際社會(huì)，特別是聯(lián)合國(guó)加大對(duì)非盟在索馬里維和行動(dòng)的支持。中方反對(duì)任何旨在干擾和阻礙非洲熱點(diǎn)問(wèn)題和平解決進(jìn)程的行徑，支持非盟在國(guó)際刑事法院起訴蘇丹領(lǐng)導(dǎo)人問(wèn)題上的立場(chǎng)。中方將繼續(xù)通過(guò)各種渠道建設(shè)性參與非洲熱點(diǎn)問(wèn)題的解決，積極參與聯(lián)合國(guó)在非洲維和行動(dòng)。

第四，完善機(jī)制合作，繼續(xù)拓展論壇發(fā)展空間。中非合作論壇既是中非友好的產(chǎn)物，也是中非合作不斷深化的重要平臺(tái)和“助推器”，在中非關(guān)系中發(fā)揮著不可替代的作用，也已成為國(guó)際對(duì)非合作的知名“品牌”。中非雙方都有責(zé)任維護(hù)好、發(fā)展好中非合作論壇，不斷完善論壇機(jī)制建設(shè)，豐富論壇內(nèi)涵，創(chuàng)新合作模式，使之更緊密地契合時(shí)代的脈動(dòng)，更好地促進(jìn)中非關(guān)系，造福于中非人民。

Your Excellency Deputy Foreign Minister Mr.Ibrahim A.Hassan Your Excellency Chairman Jean Ping, Dear Colleagues, Ladies and Gentlemen, I declare the beginning of the second round of ministerial political consultations between China and Africa.At the important moment when the United Nations meets for the High-level Plenary Meeting on the Millennium Development Goals(MDGs), we are once again gathered here to exchange views on major international and regional issues and draw up plans for deeper China-Africa cooperation in the future.Our meeting today is indeed of great significance.I wish to first extend sincere thanks and warm welcome to all the colleagues present.Last November, the Fourth Ministerial Conference of the Forum on China-Africa Cooperation(FOCAC)was successfully held in Sharm El Sheikh of Egypt.It marked a new starting point of China-Africa relations.In less than one year, notable results have been achieved in delivering the outcomes of the conference, thanks to our joint efforts.The eight new measures announced by China are being followed through across the board.Steps have been taken to implement the measures regarding debt relief, tariff exemption, concessional loans and the establishment of a special loan for small and medium-sized African businesses.The China-Africa Science and Technology Partnership and China-Africa Joint Research and Exchange Program have been launched in succession.And good progress has been made in building the clean energy facilities, agricultural technology demonstration centers and China-Africa friendship schools in Africa.Under the guidance of FOCAC, China and Africa have strengthened political exchanges, deepened practical cooperation and expanded cultural and people-to-people interactions.The two sides now have an even stronger will to advance the new type of China-Africa strategic partnership.I am confident that with the concerted efforts of China and Africa, the outcomes of the FOCAC ministerial conference will be implemented in a comprehensive and effective way and China-Africa cooperation will reach a new high.Dear Colleagues, Ladies and Gentlemen, We are witnessing complex and profound changes in the international situation.The world is moving further towards multi-polarity and economic globalization, and the global architecture is going through major adjustments and transformation.The trend of the times towards peace, development and cooperation has gained stronger momentum.And multilateralism and greater democracy in international relations now enjoy more popular support.On the other hand, the underlying impact of the international financial crisis is still being felt and the fragility and imbalance of world economic recovery has become more evident.International and regional hotspot issues keep flaring up.And global issues such as climate change, energy and resource security, food security and public health security have been thrown into sharp relief.There still exist many destabilizing factors and uncertainties in the international situation.Africa faces both important opportunities and severe challenges in pursuing peace and development.In recent years, the situation in Africa has on the whole been moving in the positive direction.Peace and stability have been strengthened and the economy has shown good momentum of recovery.African countries have intensified efforts to seek greater strength through unity and actively participated in international affairs.Their collective influence on major global issues has been on the rise.Yet we are also aware that peace and stability in some parts of Africa is still fragile.Some long-standing hotspot issues remain unresolved, and non-traditional security threats, including terrorism, piracy, communicable diseases and climate change, are looming large.The impact of the international financial crisis on the African economy and society has added to Africa’s difficulty in achieving the MDGs as scheduled.A harmonious world of enduring peace and common prosperity would not be possible without peace and development in Africa.We believe that development is the foundation for peace in Africa.Conflict and poverty often come hand in hand and form a vicious cycle.If Africa is to achieve durable peace and stability, it needs to speed up economic and social development and let all the people share the benefits of development.We support African countries in peacefully settling their disputes through consultation and negotiation, and encourage them to vigorously pursue development by giving full play to their strength in resources and advantage of being a late starter.We maintain that the development path of Africa should be a choice for the African people to make.Every country needs to take a path suited to its national conditions if it wants to achieve development.We respect the sovereignty of African countries and their right to independently choose their development paths.We believe that the African people have the wisdom and ability to achieve economic prosperity and social progress through their own unremitting efforts.We call on the international community, developed countries in particular, to earnestly fulfill its responsibility of helping Africa achieve development, faithfully honor its commitment of aid increase, debt relief, market access and technology transfer, work for positiFZSve, comprehensive and balanced outcomes at the Doha round negotiations, and create a favorable external environment for the development of African countries.It is of particular importance for developed countries to deliver as soon as possible their commitments of financial support and technology transfer to Africa for combating climate change, and help Africa build stronger capacity for adapting to and tackling climate change.This year marks the tenth anniversary of the adoption of the UN MDGs, and we are gathered here at the UN General Assembly with the important mission of pushing for their attainment.At the High-level Plenary Meeting on the MDGs yesterday, Premier Wen Jiabao set out the Chinese government’s position on the issue of development, and announced a series of important measures that China will take in support of the development of other developing countries.We hope that the international community will build up political consensus, increase input in development, secure development resources, and take more effective actions to help Africa meet the MDGs at an early date.Dear Colleagues, Ladies and Gentlemen, China-Africa cooperation is an important force for peace and development in Africa and the world at large.China-Africa relations have gone through historic changes and moved beyond the bilateral scope.Our relations now impact the course of world development.We should further enhance China-Africa cooperation from a strategic perspective and pursue common development.We should work together to raise the overall status of developing countries in international political and economic landscape and to build a more just and equitable international political and economic order.China stands ready to strengthen unity and cooperation with Africa in the following aspects: First, expand multilateral cooperation and actively meet global challenges.We should jointly push forward the reform of international economic and financial systems, support stronger representation and voice of developing countries in international financial institutions, and work to reinforce the development and poverty reduction functions of these institutions.China supports a bigger role for Africa in international economic affairs and stronger representation and voice of Africa in the G20 and IMF.We will continue to strengthen cooperation with Africa on major global issues.China and Africa should work together to encourage the international community to be attentive to the needs of developing countries and jointly uphold the legitimate rights and interests of developing countries.China will, within the framework of South-South cooperation and FOCAC, work with Africa to speed up the building of a China-Africa partnership in addressing climate change and push for positive outcomes at the Cancun conference.Second, deepen practical cooperation and speed up the implementation of the MDGs.We should make concerted efforts to facilitate a shift in the international economic order and trading system that is conducive to developing countries, and create a sound external environment for them in meeting the MDGs.We should urge the international community, developed countries in particular, to step up support and input in development.China will earnestly implement the important measures announced by Premier Wen for supporting the development of developing countries and the outcomes of the Fourth Ministerial Conference of FOCAC to help Africa raise capacities for self-development and achieve the MDGs.Third, enhance security cooperation and promote enduring peace in Africa.China will lend strong support to the African Union(AU)and other regional organizations in building their peacekeeping capacities, and call on the international community, the UN in particular, to scale up support for the AU’s peacekeeping operation in Somalia.China opposes any attempt to disrupt and impede the peaceful resolution of hotspot issues in Africa, and supports the AU’s position on the International Criminal Court’s indictment against the Sudanese leader.China will continue to play a constructive role through multiple channels in helping resolve the hotspot issues in Africa and take an active part in the UN peacekeeping operations in Africa.Fourth, improve cooperation mechanism and further expand the scope of FOCAC development.FOCAC is both a fruit of China-Africa friendship, and an important platform and “propeller” for deeper China-Africa cooperation.It plays an irreplaceable role in China-Africa relations, and has become a well-known “brand” in international cooperation with Africa.China and Africa have the shared responsibility to keep FOCAC in good shape, improve its institutional building, enrich its substance, and explore innovative models of cooperation, so that FOCAC can, in keeping with the trend of the times, play a bigger role in promoting China-Africa relations and bring greater benefits to the people of China and Africa.Thank you.

We live at a time when the world is undergoing major changes and adjustments.The ever deepening globalization has brought both rare opportunities to mankind and extensive challenges to the international community.The international financial crisis is spreading to every cornor of the world and affecting the development agenda of all countries.New uncertainties have emerged in regional hotspot issues, impacting the evolution of the international security situation.Global issues such as climate change, energy security, environmental degradation, worsening poverty, spread of communicable disease and proliferation of weapons of mass destruction(WMD)are becoming increasingly acute.They already have and will continue to make a profound impact on international relations.這一切昭示我們，世界正變得越來(lái)越小，國(guó)與國(guó)、人與人之間的距離越來(lái)越近，大家同處“地球村”，同乘一條船。在這個(gè)各國(guó)利益交融、休戚相依的時(shí)代，與世界隔絕不可能實(shí)現(xiàn)真正的發(fā)展與繁榮，獨(dú)善其身不可能實(shí)現(xiàn)持久的和平與穩(wěn)定。同舟共濟(jì)、互利共贏，應(yīng)成為各國(guó)的共同選擇。All this shows that our world is becoming smaller and countries and peoples are getting closer to one another.We all live in a “global village” and are like passengers in the same boat.As countries are more than ever interdependent with their interests closely interconnected, no one can expect to achieve true development and prosperity in isolation, or secure durable peace and stability on one's own.Our only choice is to confront challenges together and pursue mutual benefit and win-win progress.朋友們：

Minister Yang, I’m with Xinhua News Agency and its affiliated website.The year 2010 witnesses shifting dynamics in the international situation.China’s diplomacy attracted wide attention.What do you think are the features in the international situation and China’s diplomacy last year? Can you tell us the main items on China’s diplomatic agenda for this year which is the first year of the 12th Five Years’ Plan Period? In my view, “change” and “cooperation” were the two salient(顯著的，突出的)features in the international situation in 2010.After the international financial crisis, the world economies struggled to recover.Our world continued to undergo major changes, major adjustments and major developments.Steady progress was made in the reform of the world economic governors’ structure.There was a rapid rise of emerging economies.And there was greater balance in international power.(在曲折中: under complicated circumstances)楊潔篪：

The international security situation was, on the whole, stable.However, at the same time, destabilizing factors and uncertainties increased.In spite of some differences and disagreements between countries over issues of one kind or another, countries have become more inter-connected and inter-dependent.It has become consensus of more and more countries to pursue security through development and promote development through cooperation.楊潔篪：
