My predecessor Dag Hammarskj?ld once said: “Never for the sake of ?peace and quiet? deny your own experience or conviction.” Like my distinguished forebear, I take this lesson to heart.我的前任達格哈馬舍爾德曾經(jīng)說過:“不要為?和平與寧靜?而否定自己的經(jīng)驗或信念。”如我的前輩一樣,我將把它銘記在心。

I am delighted to be here on this beautiful campus at one of the world's oldest centers of learning.Nanjing has long been one of China's most historic cities.It has seen dynasties rise and fall.It has endured natural disasters and the worst atrocities of war.Today, Nanjing is at the heart of China's growth, and this university is playing a central role.很高興能來到這里,來到這個美麗的校園,這是世界最古老的學(xué)府之一。南京一直以來都是中國最具歷史意義的城市之一。它曾經(jīng)經(jīng)歷了起起伏伏,遭遇了各種自然災(zāi)害,以及最嚴重的戰(zhàn)爭創(chuàng)傷。今天,南京是中國發(fā)展的中心城市,而南京大學(xué)則在其中發(fā)揮了關(guān)鍵的作用。

Every time I come to China I marvel at its dynamism, the breath-taking speed at which it is changing.I saw this today on the new Huning High Speed Railway from Shanghai.Three hundred kilometres in just over an hour.This is not even your fastest train.Last week China introduced the world's fastest scheduled service between Shanghai and Hangzhou.And I read in the news that China is a front-runner to build a super-fast computer.China is, indeed, a country on the move.每次我來到中國,都被中國所展現(xiàn)出來的活力深深地折服,同時我也贊嘆于中國發(fā)生日新月異的變化。今天,這一點再次得到了印證。從上海到南京的滬寧高鐵只需僅僅一個小時便可完成300千米的行程。但這卻不是中國速度最快的火車。上周,中國速度最快的高鐵滬杭高鐵開通了。并且,從新聞中我獲知中國在制造超速計算機領(lǐng)域也是個世界領(lǐng)跑者。中國,的確是個不斷前進的國家。

Yesterday and this morning, in Shanghai, I visited Expo 2010, the first to be hosted in a developing country.The theme of the Expo is “Better City, Better Life”.We have entered the urban century.More than half the world's population lives in towns and cities.This presents considerable challenges but also massive opportunities for sustainable development and improving people's well-being.Yesterday, at the China Pavilion, I saw some of the possible solutions: compact urban design, mixed land use, mass transit systems, renewable energy, low carbon living.China is becoming a world leader in pioneering these concepts.This, for me, is one of the most significant aspects of China's development.、、今天早上在上海,我參觀了2010年世博會,這是第一屆在發(fā)展中國家舉辦的世博會。本屆世博會的主題是:“城市,讓生活更美好。”我們已經(jīng)迎來了一個城市化為特征的世紀,超過世界人口的一半都居住在城鎮(zhèn)中。這帶來了很多巨大的挑戰(zhàn),同時也給予了很多的機遇,實現(xiàn)可持續(xù)發(fā)展、提高人民生活水平的機遇。今天,在中國館,我看到未來許多的可行措施:緊湊的城市布局、土地的多重利用,可再生能源,低碳生活等等。中國在推動實現(xiàn)這些理念方面是一個世界領(lǐng)導(dǎo)者。這,在我看來,是中國發(fā)展最具意義的一個方面。
You are aware of the problems and challenges inherent in your push for growth and development.You are discussing them and you are acting to solve them.But let us be under no illusion.The road ahead is long and hard.It is full of potholes.The Chinese people should be proud of their remarkable achievements in lifting millions out of poverty.The world's most populous country is its fastest growing economy.You have become the world's largest manufacturer and exporter.But you are also the world's greatest emitter of greenhouse gases, the price of feeding the consumption habits of people in developed countries.你們深知在實現(xiàn)發(fā)展與進步過程中所面臨的問題與挑戰(zhàn)。你們正在著手研究,并采取行動加以解決。但是,請不要盲目自信。前方的道路漫長而曲折,充滿著變數(shù)。中國人民應(yīng)當為其消除貧困工作所取得的顯著成績而感到驕傲。世界人口最多的國家確實世界發(fā)展速度最快的經(jīng)濟體。你們已經(jīng)成為世界最大的制造商與出口國。但是,你們也是世界上最大的溫室氣體排放國家,這是為發(fā)達國家消費型生活習慣買單的代價。
As China rises from poverty, its people, too, will seek more material comforts.You are the fastest growing market for cars in the world.Seven of the world's ten most polluted cities are in China.隨著中國消除貧困的努力不斷取得成效,中國人民也將越來越注重物質(zhì)生活的質(zhì)量。你們是世界上發(fā)展速度最快的汽車市場。世界十大污染最嚴重的城市有七個都在中國。
Your environmental footprint is growing daily.Ten years of close regulation have seen China's forests start to recover, but your paper mills and furniture makers contribute to the loss of forests in Russia, Indonesia and Brazil.你們的環(huán)保步伐每天都在向前邁進。十年的禁伐規(guī)定已經(jīng)使中國的森林開始恢復(fù),但是你們的造紙廠、家具制造商仍然在砍伐著俄羅斯、印度尼西亞和巴西廣闊的森林。
Ladies and gentlemen,女士們、先生們,It is right to ask whether such growth is sustainable in China.我們有必要詢問,這樣一種發(fā)展方式是是可持續(xù)的嗎?
Fortunately, China is asking itself these questions.幸運地是,中國也詢問自己這個問題。
In fact, many of these questions were raised during recent discussions on the next five-year plan for economic and social development.Increasingly, China is not only fighting poverty.It is also beginning to fight the side-effects of prosperity--climate change and environmental degradation.You have set a target of controlling biodiversity loss by 2020, backed by state funds.China's biodiversity action plan designates 35 priority conservation areas, covering 23 per cent of the country.事實上,許多相關(guān)問題已在最近經(jīng)濟社會發(fā)展五年計劃中得到提出。中國的工作越來越不僅僅是努力消除貧困,它也開始著手應(yīng)對繁榮發(fā)展帶來的負面影響——氣候變化和環(huán)境惡化。你們已經(jīng)通過政府財政支持為中國設(shè)立了一個控制生物多樣性損失的目標,截止日期是2020年。中國保護生物多樣性行動計劃指定了35個最重要的保護區(qū),面積覆蓋全國土地的23%。
And you are investing in the low-carbon economy, more than 34 billion dollars last year, more than any other nation, including Germany, the other investment leader, double what the United States spent.Three of the top 10 global wind turbine makers are in China.You command half the global solar market.Indeed, the world's first solar energy billionaire is Chinese.These facts tell me that China is serious about sustainable development.We all need to get serious about sustainable development.同時,你們也積極投資于低碳經(jīng)濟,去年分配了340億美元的資金,比其他投資大國包括德國都多。數(shù)額是美國投資額的兩倍。世界十大風力渦輪機制造商有三個在中國。在世界范圍內(nèi),你們統(tǒng)領(lǐng)了太陽能半個市場。的確,世界首位太陽能發(fā)展領(lǐng)域的億萬富翁是個中國人。這些事實告訴我們,中國非常重視可持續(xù)發(fā)展。
That is why, in August, I established a new High Level Panel on Global Sustainability, co-chaired by the Presidents of Finland and South Africa.I am sure you will be pleased to know that Dr.Zheng Guoguang, Administrator of the China Meteorological Administration, and a distinguished alumnus of this university, is a member of the Panel.I have asked this Panel to offer a vision for sustainable development and prosperity for a planet under increasing pressure.I have asked them to find integrated solutions to the global challenges of poverty, climate change, water, food, and energy security.These problems are interconnected.The Panel will report back by the end of 2011.Its work will venture into many issues, many sectors, many cross-cutting areas.I have asked the Panel members to think big, to be bold and ambitious not to shy away from controversy.And I have asked them to be strategic and practical.Their recommendations must be politically viable and lead to tangible progress.Their findings will feed into intergovernmental processes, such as the climate change negotiations.They will play a key part in the Rio 2012 Earth Summit, twenty years after world leaders agreed on Agenda 21, our blueprint for sustainable development.On all these areaswe will depend on China's leadership.這也是為什么今年八月,我與芬蘭總統(tǒng)、南非總統(tǒng)共同主持了全球可持續(xù)問題高級別小組。中國氣象局局長鄭國光先生也是這個高級小組的成員,并且,讓大家感到高興地是,他也是貴校的杰出校友。我已經(jīng)懇請小組展望人類未來實現(xiàn)可持續(xù)發(fā)展和在越來越大的壓力下實現(xiàn)地球繁榮的可能性。我也請求小組為全球應(yīng)對各種挑戰(zhàn),包括貧窮、氣候變化,水危機、食品危機以及能源安全提供綜合解決方案。小組將在2011年底提供解決報告。這一工作將涉及多個領(lǐng)域,穿插于多個問題之中。我要求小組成員放開他們的思維,大膽想象,不要逃避分歧。同時,我還要求他們具有戰(zhàn)略性眼光,務(wù)實工作。他們的相關(guān)建議需要在政治上可行,讓工作獲得實實在在的進步。他們的研究成果將在政府間交流中得到討論,包括氣候變化談判。他們將是2012年里約熱內(nèi)盧地球峰會的主要組成部分,這離世界各國領(lǐng)導(dǎo)人提出21世紀議程——實現(xiàn)可持續(xù)發(fā)展的藍圖,已經(jīng)過去20年了。在所有問題中,無論是可持續(xù)發(fā)展還是氣候變化,我們都將依賴中國的領(lǐng)導(dǎo)。
On climate change, I thank the Government of China for hosting the latest round of talks under the UN Framework Convention on Climate Change in Tianjin.I am pleased that we are seeing some progress on important issues, such as adaptation, technology cooperation and steps to reduce deforestation.I also believe there has been some progress on financing, both on mobilizing 30 billion dollars of fast-start funding over the next three years and also on the 100 billion dollars a year envisioned by 2020.I am, however, concerned about slow progress in other areas.Among them: setting mitigation targets, monitoring and verification, and the future of the Kyoto Protocol.We must not allow momentum to stall.We must not jeopardize the gains we have made.在氣候變化問題上,我感謝天津市政府在聯(lián)合國氣候變化框架公約下主辦的最近一輪談話。我非常高興地看到,在許多重要問題上,例如適應(yīng)發(fā)展、技術(shù)合作,減少森林砍伐上,我們?nèi)〉昧艘恍┻M步。同時,我也相信,在資金支持上也有著一些進步。在未來30年,300億美元將作為快速啟動資金獲得使用。并且在2020年之前,每年投入1000億美元的承諾。然而,在其他一些領(lǐng)域,我也非常擔憂其停滯不前的發(fā)展。例如設(shè)立減排目標、監(jiān)督核查機制以及京都議定書的有效期問題。我們一定不能讓經(jīng)濟發(fā)展的勢頭停滯。我們一定不能危及我們已經(jīng)取得的成績。The UNFCCC process must go forward in Cancun in December.I am therefore calling on all member states, all governments of the world to work together in a spirit of compromise and common sense.Progress on adaptation, technology cooperation, deforestation and finance can achieve powerful results, results that can offer hope and change the lives of hundreds of millions of people, particularly the world's poorest and most vulnerable.十二月,聯(lián)合國氣候變化框架公約將繼續(xù)在坎昆推進。因此,我呼吁各國政府共同努力,發(fā)揚互諒互讓的精神。我們在適應(yīng)新發(fā)展、技術(shù)合作,減少森林砍伐以及加大投資力度方面以及取得了許多有力的成果。這些成果給我們帶來了希望,可以改變數(shù)以億計人民的生活,尤其是世界最貧窮、最脆弱人民的生活。
Ladies and Gentlemen,F(xiàn)riends, 女士們先生們,朋友們,I think people in China understand this.You know the power of nature.You know the dangers of natural catastrophe that climate change can unleash.The drought in southeast China this year was the worst in living memory.The floods that followed tested the Three Gorges Dam to near-capacity.And hundreds of people in northwest Gansu province recently lost their lives in the country's worst mudslides in decades.我想在中國的你們都懂得。你們懂得自然的威力。你們懂得氣候變化所能帶來的自然災(zāi)害。今年發(fā)生在中國東南部的旱災(zāi)是記憶中最慘痛的。緊接著發(fā)生的洪災(zāi)挑戰(zhàn)了長江三峽水壩的極限。最近,中國西北部甘肅省發(fā)生了幾十年來最嚴重的泥石流,奪取了數(shù)以千計人民的生命。
But China is also seeing the other side of the coin.You see the economic potential of low carbon growth.The message is clear: the more we delay, the more we will lose in competitiveness, in resources, in human lives.We must take action now to reduce climate risks, strengthen our resilience, and support developing countries in order to build a clean energy future that is safer, healthier and more prosperous for all.可是中國也看到了事情的另一面:你們可以看到發(fā)展的經(jīng)濟潛能。這個訊息其實再清楚不過:我們拖延得愈久,在競爭力上、資源上、生命上,需要付出越大的代價。我們一定要即刻行動起來,減低氣候風險,加強我們的應(yīng)對能力,并支持發(fā)展中國家以潔凈能源建立一個更安全、更健康、更繁榮的未來。
China can and must lead the way.China's people have a legitimate right to development.But we know that the world's resource base cannot support the consumption patterns seen in the industrialized countries.China must seek a different route the path of sustainability.You already have a concept for it, I believe, a vision of an “All-around Xiaokang Society by 2020.” The idea is to shift from the old paradigm of “development first” to a new model, a model of sustainable growth, a model that puts far greater emphasis on social equity and environmental sustainability.China is known as a great exporter.Making Xiaokang a reality, perhaps, will ultimately become China's great export, its gift to humankind.Let China be the country to show the way ahead.Let China show the world how to live comfortably, in harmony with the environment and leaving none of its citizens behind.中國有這個能力,并且一定要起到領(lǐng)導(dǎo)作用。中國的人民都有著追求發(fā)展的合法權(quán)益。但是,我們都知道,世界的資源庫并不足以支持工業(yè)化國家里所見到的消費模式。中國必須另找出路 —— 一條邁向可持續(xù)發(fā)展的道路。我相信,你們已經(jīng)有所概念,一個以2020年全民小康為目標的社會的愿景。這代表著一個從“發(fā)展為第一目標”的舊有模式,轉(zhuǎn)換成一個新的模式-一個以可持續(xù)發(fā)展為重心的模式,一個注重社會公平的模式,一個強調(diào)環(huán)境的可持續(xù)性發(fā)展的模式。中國是一個出口大國。也許,實現(xiàn)小康社會,將成為中國一個重要的出口產(chǎn)品 ——一份對人類的禮物。讓中國向世界指明前進的道路。讓中國向世界展示如何可以舒適生活,可以與環(huán)境和諧共存,并且讓所有公民都享受福祉。
Ladies and gentlemen,女士們,先生們,The eyes of the world are on China.As the world's largest developing country as its fastest growing economy as an increasingly important development partner, China is a leader across the United Nations agenda.As a member of the Security Council's Permanent Five, China is central to UN decision making from conflict prevention to peacekeeping and peacebuilding.整個世界都在關(guān)注著中國,作為世界最大的發(fā)展中國家,世界發(fā)展最快的經(jīng)濟體,世界越來越重要的發(fā)展伙伴,中國在聯(lián)合國的議程中扮演著一個領(lǐng)導(dǎo)的角色。作為聯(lián)合國安全理事會中五個常任理事國之一,中國在許多領(lǐng)域,從預(yù)防沖突、參與維和行動,到建設(shè)和平方面,在聯(lián)合國決策中都有著舉足輕重的地位。
China has a long history, stretching back thousands of years.Today, China is once again on the rise and I believe this rise is beneficial to the rest of the world.With this rise...with all this progress come great expectations and great responsibilities.We live, increasingly, in an era of global challenges global crises that no one nation can solve alone.Nations can effectively advance these common interests only if they stand by the same values and principles.For me, we find those common values and shared principles in the UN Charter as well as the body of international agreements...that are the foundation of our common quest for development, peace and security and human rights.In all this, we need China's full engagement.We need China's leadership.中國有五千年的歷史,源遠流長。今天,中國再一次崛起。我相信,這將有利于整個世界。伴隨著發(fā)展和進步,中國也被寄予了巨大的期望,肩負了重大的責任。今天,我們生活在一個越來越充滿挑戰(zhàn)的時代中,而這些問題都不是任何一個國家單獨可以解決的。只要我們都本著相同的價值和原則,各個國家都激昂有效地維護我們的共同利益。我認為,聯(lián)合國憲章中所體現(xiàn)的共同價值與原則,以及各個國際條約本身都是我們共同尋求發(fā)展、和平、安全和維護人權(quán)的基礎(chǔ)。所有這些,我們都需要中國的完全參與。我們需要中國的領(lǐng)導(dǎo)模范作用。

We will press ahead---with fresh thinking, fresh approaches, a strong sense of leadership and political will.The Millennium Development Goals Summit showed our collective determination.World leaders came together with concrete national plans to meet the Millennium Development Goals by 2015.They agreed on a responsible and mutually accountable partnership, a partnership that will better the lives of billions of people within our generation我們將奮勇向前對教育、體面工作、保健、小戶農(nóng)業(yè)、基礎(chǔ)設(shè)施和綠色能源進行明智的投資;讓婦女走上前臺至關(guān)重要。
