Every day, people of all ages endure hatred, injustice and humiliation because of their skin colour, descent, national or ethnic origin, or other supposedly racial characteristics.Such discrimination has underpinned oppression, poverty, slavery, genocide and war.各國人民不論年齡差異,因其膚色、世系、國家或族裔血統(tǒng)或其他所謂的種族特征,每天都在遭受仇恨、不公正和侮辱。這種歧視構(gòu)成了壓迫、貧窮、奴役、種族滅絕和戰(zhàn)爭(zhēng)的基礎(chǔ)。
The International Day for the Elimination of Racial Discrimination is an opportunity to renew our commitment to building a world of justice and equality where xenophobia and bigotry do not exist.We must learn the lessons of history and acknowledge the profound damage caused by racial discrimination.That means carefully preserving the memory of historical wrongs so we may use our knowledge to eradicate prejudice and teach tolerance, non-discrimination and respect for diversity everywhere and for all.值此消除種族歧視國際日,我們?cè)俅纬兄Z要建立一個(gè)沒有仇外心理和偏見的公正和平等的世界。我們必須牢記歷史教訓(xùn),認(rèn)識(shí)到種族歧視造成的極度破壞。這意味著,我們要仔細(xì)保存歷史錯(cuò)誤的記憶,以便我們用知識(shí)消除偏見,并教育全體人民在任何地方都要厲行容忍、不歧視和尊重多樣化。
This year marks the 50th anniversary of the International Convention on the Elimination of All Forms of Racial Discrimination and the launch of the International Decade for People of African Descent.In the past fifty years, there has been progress in the fight against racism and racial discrimination.We have seen the end of colonialism, the dismantling of apartheid and the rise of a global movement for equality.Yet, as history and current events attest, racial discrimination still presents a clear danger to people and communities in all regions.今年是《消除一切形式種族歧視國際公約》和非洲人后裔國際十年啟動(dòng)五十周年。五十年來,打擊種族主義和種族歧視斗爭(zhēng)取得了成果。我們親眼目睹了殖民主義的消亡和種族隔離的崩潰,一場(chǎng)平等運(yùn)動(dòng)在全球興起。但是,歷史和當(dāng)今事件都已證明,種族歧視仍然對(duì)各個(gè)區(qū)域的人民和社區(qū)構(gòu)成明顯的危險(xiǎn)
Lasting peace can only be built on the premise that all people have equal rights and dignity – regardless of ethnicity, gender, religion, social or other status.To that end, I urge all nations to ratify the International Convention on the Elimination of All Forms of Racial Discrimination, to promote historical accuracy and put in place robust policies and laws that will end all forms of discrimination as enshrined in the Convention.持久和平只能建立在這一基礎(chǔ)之上,即所有人民擁有平等的權(quán)利和尊嚴(yán),而不論其族裔、性別、宗教、社會(huì)或其他地位。為此,我敦促所有國家批準(zhǔn)《消除一切形式種族歧視國際公約》,并按照公約的規(guī)定,宣傳歷史的準(zhǔn)確性,制訂有力的政策和法律,結(jié)束各種形式的歧視。

Poverty focuses on decent work, meaningful employment, income-generating livelihoods.In a word: jobs.
今年紀(jì)念國際消除貧困日的活動(dòng)重點(diǎn)放在體面的工作、有意義的就業(yè)和創(chuàng)收生計(jì)??傊菏?關(guān)于就業(yè)問題。Decent and productive work is one of the most effective ways to fight poverty and build self-sufficiency.
體面的和生產(chǎn)性的工作是消除貧困和建立自給自足最有效的方法之一。Yet today, more than half the world's working population is in vulnerable employment.They lack formal work arrangements and social security, and often earn too little to provide for their families, let alone climb the ladder of economic opportunity.The global economic crisis has further pushed an estimated 64 million into poverty and unemployment is up by more than 30 million since 2007.

services.Addressing the global jobs crisis is central to changing this picture – to defeating poverty, strengthening economies and building peaceful and stable societies.

All over the world, an alarming number of adolescent girls are assaulted, beaten, raped, mutilated and even murdered.The threat of violence at the hands of family members, partners, teachers and peers grossly violates their rights, diminishes their power and suppresses their potential.全世界遭到攻擊、毆打、強(qiáng)奸、殘割甚至殺害的少女人數(shù)之多令人震驚。來自家人、伴侶、教師和同伴的暴力威脅嚴(yán)重侵犯了她們的權(quán)利,削弱了她們的權(quán)能,抑制了她們的潛力。

To end the cycle of violence against adolescent girls we must go beyond raising awareness and take action to equip girls with knowledge, skills, resources and power to determine their own path in life.We must provide them with safe transport, and access to sources of energy and water, quality health services and supportive environments that will allow them to thrive.為了消除循環(huán)不斷的侵害少女的暴力行為,我們除了提高認(rèn)識(shí)之外,還必須行動(dòng)起來,讓女童獲得知識(shí)、技能、資源和權(quán)能,從而決定自己的人生道路。我們必須為女童提供安全的交通,讓她們能夠獲得能源、水和優(yōu)質(zhì)保健服務(wù),并給她們提供一個(gè)可以茁壯成長(zhǎng)的支持性環(huán)境。

This first International Widows’ Day is an occasion to call attention to the many “firsts” that women must face when their husbands die.In addition to coping with grief, they may find themselves for the first time since marriage without any social safety net.Far too often, widows lack access to inheritance, land tenure, employment and even the means to survive.今年是第一次開展國際寡婦日活動(dòng),在這個(gè)日子里,我們呼吁人們關(guān)注婦女在丈夫死亡后必須“第一次”面對(duì)的許多問題。婦女不僅陷入悲痛,而且還可能在結(jié)婚后第一次發(fā)現(xiàn)她們沒有任何社會(huì)安全網(wǎng)。寡婦往往不能繼承財(cái)產(chǎn),沒有土地保有權(quán),不能就業(yè),甚至沒有生存的手段。

Of the approximately 245 million widows in our world, more than 115 live in extreme poverty.In countries embroiled in conflicts, women are often widowed young and must bear the heavy burden of caring for their children amid fighting and displacement with no help or support.全世界約有2.45億寡婦,其中超過1.15億人生活極端貧困。在沖突不斷的國家,婦女往往年輕就守寡,不得不在戰(zhàn)火中和顛沛流離的生活中肩負(fù)起照顧子女的重?fù)?dān),她們得不到任何幫助或支持。

“Change Our World” is more than the theme of this year’s International Youth Day;it is an injunction that
should inspire young people at all times.“改變世界”不只是今年國際青年日的主題,而且是一條激勵(lì)各個(gè)時(shí)代青年人的訓(xùn)喻。
Far too many of the world’s more than one billion young people lack the education, freedom and
opportunities they deserve.Yet despite these constraints – and in some cases because of them – young people are mobilizing in growing numbers to build a better future.Over the past year, they have achieved stunning results,overturning dictatorships and sending waves of hope across regions and around the world.在全世界10億多青年中,太多的人得不到他們應(yīng)享的教育、自由和各種機(jī)會(huì)。然而,盡管存在這些限制,有些情況下正是因?yàn)檫@些限制,越來越多的青年為創(chuàng)造更美好的未來行動(dòng)起來。過去一年中,他們?nèi)?/p>

Young people are gifted with open minds and a keen awareness of emerging trends, and are bringing their energy, ideas and courage to some of the most complex and important challenges facing the human family.They often understand better than older generations that we can transcend our religious and cultural differences in order to reach our shared goals.They are standing up for the rights of oppressed peoples, including those who suffer discrimination based on gender, race and sexual orientation.They are confronting sensitive issues in order to stop
the spread of HIV.And they are often the leading proponents of sustainability and green life-styles.青年天生思想開放,可敏銳察覺新的趨勢(shì),他們運(yùn)用自己的能量、想法和勇氣來解決人類大家庭面臨的一些最為復(fù)雜和重要的挑戰(zhàn)。他們往往比老一輩人更明白,為達(dá)成共同的目標(biāo),我們可以超越宗教和文化的差異。他們挺身維護(hù)受壓迫人民的權(quán)利,包括那些因性別、種族和性取向而遭受歧視的人們的權(quán)利。為了遏制艾滋病毒的蔓延,他們勇敢面對(duì)敏感問題。他們還常常帶頭提倡可持續(xù)性和綠色生活方式。The international community must continue to work together to expand the horizons of opportunity for these young women and men and answer their legitimate demands for dignity, development and decent work.Failing to invest in our youth is a false economy.Investments in young people will pay great dividends in a better future for
