一、戰(zhàn)役背景
(一)九一一事件
美國總統(tǒng)布什向世界宣布美軍要在阿富汗打一場樣式很特殊的反恐怖戰(zhàn)爭,以徹底消滅制造九一一事件的幕后黑手及其同盟者塔利班武裝。
(二)塔利班組織和美國互不信任
在戰(zhàn)爭爆發(fā)之前大約一周,美國總統(tǒng)喬治布什向塔利班政府發(fā)出最后通諜,要求他們:
1.把蓋達(dá)高層成員交給美國 2.釋放所有被監(jiān)禁的外國人
3.保護(hù)在阿富汗的外國記者、外交人員、支援人員
4.讓美國人員檢查所有訓(xùn)練營,證實(shí)它們?nèi)勘魂P(guān)閉
塔利班政府則拒絕與美國對話,并指與非穆斯林領(lǐng)袖對話是對他們的侮辱。但他們也透過在巴基斯坦的大使館要求美國提供證據(jù)讓他們自行在伊斯蘭法庭起訴拉登。后來他們提出把拉登移送到中立國。但喬治·布什拒絕這些條款。
(三)聯(lián)合國對塔利班發(fā)出最后通牒
聯(lián)合國安理會在2000年12月19日要求塔利班移送拉登到美國或第三國就1998年的爆炸案接受起訴,以及關(guān)閉所有武裝訓(xùn)練營,否則將會制裁阿富汗。

阿富汗方面:

美軍阿富汗一處營區(qū)2005年10月份駐阿富汗美軍發(fā)生所謂“焚尸門事件”,塔利班武裝分子聲稱美軍利用焚尸當(dāng)成心理戰(zhàn)術(shù),2005年10月21日美國表示戰(zhàn)場上可能有所謂所謂“虐尸”事件是屬于衛(wèi)生處理。美國在阿富汗實(shí)際上是有一個(gè)心理戰(zhàn)單位“美國陸軍第913心理戰(zhàn)小組”。
(六)戰(zhàn)爭結(jié)束
2012年5月2日,正在對阿富汗進(jìn)行突擊訪問的美國總統(tǒng)奧巴馬在喀布爾郊外的巴格拉姆空軍基地表示,阿富汗戰(zhàn)爭即將結(jié)束。
2014年12月28日,阿富汗首都喀布爾舉行了宣告儀式,駐阿富汗國際維和部隊(duì)指揮官在儀式上收起部隊(duì)軍旗以示戰(zhàn)爭結(jié)束。美軍撤離阿富汗在即,但喀布爾遭受的塔利班武裝襲擊日益增多。
2014年12月29日,美國總統(tǒng)奧巴馬宣布耗時(shí)13年之久、逾兩千名美國士兵為之犧牲,花費(fèi)超過1萬億美元的阿富汗戰(zhàn)爭正式結(jié)束。
四、戰(zhàn)役評價(jià)和啟示
此次戰(zhàn)爭可以說是一場美國發(fā)起的另一場越南戰(zhàn)爭,它沉重打擊了美國的帝國主義侵略的囂張氣焰。在一定程度上,它反映出了信息化戰(zhàn)爭的弊端,他也為打贏信息化戰(zhàn)爭提供了一定的依據(jù)。在這場戰(zhàn)爭中我們不難看出現(xiàn)階段信息化戰(zhàn)爭的基礎(chǔ)仍是機(jī)械化戰(zhàn)爭,這個(gè)基礎(chǔ)存在也必將存在很長時(shí)間。在這場戰(zhàn)爭中暴露出了信息化戰(zhàn)爭花費(fèi)過大,在進(jìn)行信息化戰(zhàn)爭時(shí),往往是國家自身經(jīng)濟(jì)實(shí)力的斗爭,是對一個(gè)國家能否承受信息化戰(zhàn)爭巨大消耗的比拼。就拿美國來言,其在戰(zhàn)爭中平均每天花費(fèi)是一億元,在戰(zhàn)爭激烈時(shí)花費(fèi)
對于我國這種人口眾多而土地面積巨大的大型國家之間的戰(zhàn)爭,在戰(zhàn)爭初期可以采取雙方互相以巡航導(dǎo)彈等精確制導(dǎo)武器對于高價(jià)值經(jīng)濟(jì)或者戰(zhàn)略目標(biāo)以及對軍工產(chǎn)業(yè)、工業(yè)生產(chǎn)能力節(jié)點(diǎn)、工業(yè)薄弱環(huán)節(jié)和高精度設(shè)備儀器工廠的毀滅性打擊以求在最大程度上毀傷敵制造能力。這種行為是最基本的也是損失較大的攻擊方式。而如果我們將我們的工業(yè)發(fā)展平衡至全國,將我們的工廠尤其是關(guān)鍵的具有高價(jià)值的工廠分布于山區(qū)和內(nèi)陸,在地下建立完整的工業(yè)體系和高質(zhì)量高水平的工業(yè)再生產(chǎn),基礎(chǔ)工業(yè)再造以及工業(yè)生產(chǎn)能力。加強(qiáng)在全國可以快速轉(zhuǎn)化工業(yè)、制造業(yè)發(fā)展變化為軍事工業(yè)、軍事制造業(yè)的水平,那么在戰(zhàn)爭過程中,我軍將保持旺盛的活力和火力打擊能力。大國之間的信息化戰(zhàn)爭往往較量的是制造業(yè)水平和能力,工業(yè)完備體系,經(jīng)濟(jì)體量和韌性。是在經(jīng)過第一輪毀滅性打擊之后的重建能力和再制造再發(fā)展能力。誰的制造業(yè)水平高,誰的工業(yè)體系完善,誰能更快地完成戰(zhàn)時(shí)經(jīng)濟(jì)、戰(zhàn)時(shí)工業(yè)、戰(zhàn)時(shí)體制的轉(zhuǎn)化,誰能更快地制造第二輪打擊所需武器裝備往往誰就掌握了主動權(quán),掌握主動權(quán)的一方往往是掌握勝利的一方。在中后期則可以根據(jù)敵方的損失情況進(jìn)行適當(dāng)?shù)膽?zhàn)爭形態(tài)的轉(zhuǎn)變,但要保證敵人的生產(chǎn)力水平和制造能力始終低于我。這種發(fā)展方式在很大程度上可以降低我方的損失,并爭取最終勝利。這種方式在全面常規(guī)戰(zhàn)爭和核戰(zhàn)爭時(shí)優(yōu)勢尤為突出。

帕內(nèi)塔說,離開伊拉克的美國軍人深知,他們?yōu)橐晾巳嗣耖_啟一個(gè)歷史新篇章作出了貢獻(xiàn),他們將伊拉克人民從暴政中解放出來,使他們對繁榮與和平的伊拉克充滿希望。他說,很多美國和伊拉克人民都為此“灑下了熱血”。
將近4500名美軍和數(shù)以萬計(jì)伊拉克人在2003年開始的伊拉克戰(zhàn)爭中喪生。
帕內(nèi)塔說,伊拉克現(xiàn)在要為自己的未來負(fù)責(zé),但美國仍將是伊拉克的一個(gè)伙伴并且在伊拉克保持“顯著”外交力量。
