Secretary-General’s Message on World AIDS Day

December 2013

On this World AIDS Day, I am more optimistic than ever.Much of the world is accelerating progress in

responding to HIV.There are significant decreases in new infections and deaths, and we are making good progress in realizing our target of ensuring 15 million people have access to antiretroviral treatment by 2015.This is crucial to halting and reversing the AIDS epidemic for good.

But, as revealed in the UNAIDS World AIDS Day Report for 2013, there are still worrying signals that some regions and countries are falling behind. We are making advances in reaching vulnerable populations through efforts to eliminate stigma and discrimination, but there is still much to do to end this problem. We must recommit to breaking the remaining barriers, including punitive laws and social exclusion, so we can reach all people who lack access to HIV treatment and services.

To create conditions for an AIDS-free generation, we must also step up efforts to stop new HIV infections among children and ensure access to treatment for all mothers living with HIV.I especially urge action to end the discrimination and violence against women which cause terrible harm and increase risk of HIV infection and death from AIDS.

I commend all partners that are making significant contributions to the Global Fund to fight AIDS,Tuberculosis and Malaria, which is one of the most important sources of funding for the global response.Major economies are leading by example, ensuring sustained resources for the response to AIDS and other diseases. Many low-and middle-income countries have also significantly increased domestic expenditure on AIDS

responses. All deserve our full support as they explore financing options to promote long-term sustainability of the response to AIDS beyond 2015.

There is still much to do.If we want a future free of AIDS we will need continued investment, commitment and innovation to reach the vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. On this World AIDS Day, let us resolve to consign AIDS to the pages of history.

World Oceans Day is an opportunity to reflect on the importance of oceans to humankind's sustainable development. It is also a time to recognize the many severe challenges related to oceans. These range from depleted fishery resources, the impacts of climate change and the deterioration of the marine environment to maritime safety and security, labour conditions for seafarers and the increasingly important issue of migration by sea.

Some of these concerns have arisen since the adoption of the United Nations Convention on the Law of the Sea.The progressive development of the law of the sea through the Convention and related instruments is meant to contribute to the sustainable development of the oceans and seas as well as to the strengthening of international peace and security, the equitable and efficient utilization of ocean resources, the protection and preservation of the marine environment and the realization of a just and equitable economic order. As such, the law of the sea provides a flexible and evolving framework for adapting to new challenges.

The ecosystem functions that oceans provide, and their importance to the global economy, deserve particular attention as we look ahead to next year's Rio +20 United Nations Conference on Sustainable Development. For that reason, the theme of this year's observance is “Our oceans: greening our future”.

All activities and policies related to oceans and the marine environment need to acknowledge and incorporate the three pillars of sustainable development: environmental, social and economic.Only then can we achieve the development objectives set by the international community. On this year's World Oceans Day, I urge governments and all sectors of society to embrace our individual and collective responsibility to protect the marine environment and manage its resources in a sustainable manner for present and future generations.

UN Secretary-General Ban Ki-moon’s message for World Oceans DayJune, 2010

Oceans play a key role in our daily lives. They are integral to sustainable development and an important frontier for research. As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life. This research has great potential to advance human well-being.

But, if we are to fully benefit from what oceans have to offer, we must address the damaging impacts of human activities. The diversity of life in the oceans is under ever-increasing strain.Over-exploitation of marine living resources, climate change, and pollution from hazardous materials and activities all pose a grave threat to the marine environment. So does the growth of criminal activities, including piracy, which have serious implications for the security of navigation and the safety of seafarers.

Much action is already being taken within the framework of the 1982 United Nations Convention on the Law of the Sea — our “constitution for the oceans”.More than 15 years after the Convention’s entry into force, it continues to act as our guide. But if we are to safeguard the capacity of the oceans to service society’s many and varied needs, we need to do much more.On this second annual commemoration of World Oceans Day, I urge Governments and citizens everywhere to acknowledge the enormous value of the world’s oceans — and do their part in ensuring their health and vitality.

Secretary-General's Message on World Tourism DaySeptember 2010

I am delighted that the UN World Tourism Organization is celebrating this year‘s World Tourism Day under the theme ?Tourism and Biodiversity‘.Despite repeated global pledges to protect the planet‘s species and habitats – and the goods and services they provide – the variety of life on Earth continues to decline at an unprecedented rate.Human activities are the cause. This year – the International Year of Biodiversity – provides a timely

opportunity to focus on the urgency of safeguarding biodiversity for the wealth, health and well-being of people in all regions of the world.

Tourism and biodiversity are closely intertwined.Millions of people travel each year to experience nature‘s splendour. The income generated by sustainable tourism can provide important support for nature conservation, as well as for economic development.Furthermore, sustainable tourism can help to raise awareness among tourists and local communities of the importance of biodiversity to our everyday lives.

Through initiatives such as its ―Sustainable Tourism – Eliminating Poverty‖ project, and its collaboration with the UN family, national tourism authorities and the private sector, the World Tourism Organization is helping to highlight the links between tourism, poverty alleviation and biodiversity. The tourism community is becoming increasingly aware of its

responsibility. And indeed there is much the sector can contribute to protecting biodiversity, including by integrating simple measures such as managing tour groups to minimize disturbance to wildlife or buying supplies only from sustainable sources.

On this World Tourism Day, I commend the tourism community for its growing recognition of the importance of conserving the diversity of life on Earth, and I urge all partners to strengthen their commitment to sustainability.

UN Secretary-General Ban Ki-moon’s Message for World Tuberculosis DayMarch, 2010

As we approach the target year of 2015 for reaching the Millennium Development Goals, there is good news to report in the fight against tuberculosis(TB).The world is on track to reverse the spread of this airborne killer.Deaths from TB continue to decline. These gains owe much to the many health-care providers ?? governmental and non-governmental ?? patient advocates and others who have helped to treat and cure 36 million people since 1995.As a result, about 6 million lives have been saved. Our challenge now is to maintain this momentum.

The theme of this year’s observance of World TB Day is “On the move against tuberculosis”.The international community is indeed on the move on several fronts.Affected communities now know more about TB, thanks to public awareness campaigns.Financing for TB control continues to grow through mechanisms such as the Global Fund to Fight AIDS, Tuberculosis and Malaria.UNITAID is supporting the provision of urgently needed medicines and diagnostics. The World Health Organization is providing policy innovation and coordinating technical support as the disease continues to evolve. The UNAIDS [Joint United Nations Programme on HIV/AIDS] campaign, “No More People Living with HIV Dying of TB”, is promoting greater awareness of these interlinked epidemics. The research community has created pipelines of new diagnostics, medicines, and potential vaccines, moving forward after decades of neglect.

But progress should never distract us from the challenges. The numbers are still staggering.Last year, TB claimed 1.8 million lives, making it the second biggest infectious killer of adults worldwide.TB ranks among the top three killers of women of reproductive age.Rates of new TB illness are falling in all regions, but not yet in all countries.Overall, rates of decline are far slower than needed.Lapses in control drive the rise of multidrug-resistant TB, which is far more costly and difficult to treat, and remind us of the constant risk of setbacks.

The international community has set a goal of universal access to prevention and treatment for all forms of TB, in adults and children, and among people living with HIV.In this day and age, no one should be dying from TB.On this World TB Day, let us stay “on the move”in this important fight.
