On this World AIDS Day, I am more optimistic than ever.Much of the world is accelerating progress in

responding to HIV.There are significant decreases in new infections and deaths, and we are making good progress in realizing our target of ensuring 15 million people have access to antiretroviral treatment by 2015.This is crucial to halting and reversing the AIDS epidemic for good.值此世界艾滋病日，我比以往任何時候都更為樂觀。世界很多地區(qū)都加快了應(yīng)對艾滋病毒工作的進(jìn)展速度。新感染人數(shù)和死亡人數(shù)大幅下降，我們還在實(shí)現(xiàn)確保到2015年有1 500萬人可得到抗逆轉(zhuǎn)錄病毒治療這一目標(biāo)方面取得良好進(jìn)展。這對永遠(yuǎn)制止和扭轉(zhuǎn)艾滋病流行至關(guān)重要。

I commend all partners that are making significant contributions to the Global Fund to fight AIDS,Tuberculosis and Malaria, which is one of the most important sources of funding for the global response.Major economies are leading by example, ensuring sustained resources for the response to AIDS and other diseases.Many low-and middle-income countries have also significantly increased domestic expenditure on AIDS

World Oceans Day is an opportunity to reflect on the importance of oceans to humankind's sustainable development.It is also a time to recognize the many severe challenges related to oceans.These range from depleted fishery resources, the impacts of climate change and the deterioration of the marine environment to maritime safety and security, labour conditions for seafarers and the increasingly important issue of migration by sea.世界海洋日使我們有機(jī)會思考海洋對人類可持續(xù)發(fā)展的重要性。這也是一個認(rèn)識到與海洋相關(guān)的很多嚴(yán)峻挑戰(zhàn)的時機(jī)。這些挑戰(zhàn)涉及諸多方面，從漁業(yè)資源的枯竭、氣候變化的影響和海洋環(huán)境的惡化，到海上安全與保障、海員的工作條件和越來越重要的經(jīng)由海路移徙問題。

Some of these concerns have arisen since the adoption of the United Nations Convention on the Law of the Sea.The progressive development of the law of the sea through the Convention and related instruments is meant to contribute to the sustainable development of the oceans and seas as well as to the strengthening of international peace and security, the equitable and efficient utilization of ocean resources, the protection and preservation of the marine environment and the realization of a just and equitable economic order.As such, the law of the sea provides a flexible and evolving framework for adapting to new challenges.其中一些關(guān)切問題是在《聯(lián)合國海洋法公約》通過之后提出的。海洋法通過該《公約》及相關(guān)文書得到逐步發(fā)展，意在促進(jìn)海洋的可持續(xù)發(fā)展，并推動加強(qiáng)國際和平與安全，公平有效地利用海洋資源，保護(hù)和養(yǎng)護(hù)海洋環(huán)境以及實(shí)現(xiàn)公正和公平的經(jīng)濟(jì)秩序。因此，海洋法是適應(yīng)各種新挑戰(zhàn)的一個靈活和不斷發(fā)展的框架。

Oceans play a key role in our daily lives.They are integral to sustainable development and an important frontier for research.As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life.This research has great potential to advance human well-being.海洋在我們的日常生活中發(fā)揮著關(guān)鍵作用，是可持續(xù)發(fā)展的有機(jī)組成部分，是重要的科研前沿地帶?？茖W(xué)家正在對海洋進(jìn)行前所未有的深入探索，他 們不斷發(fā)現(xiàn)新形式的海洋生物。這一研究很有可能為人類謀取福祉。

I am delighted that the UN World Tourism Organization is celebrating this year‘s World Tourism Day under the theme ?Tourism and Biodiversity‘.Despite repeated global pledges to protect the planet‘s species and habitats – and the goods and services they provide – the variety of life on Earth continues to decline at an unprecedented rate.Human activities are the cause.This year – the International Year of Biodiversity – provides a timely

As we approach the target year of 2015 for reaching the Millennium Development Goals, there is good news to report in the fight against tuberculosis(TB).The world is on track to reverse the spread of this airborne killer.Deaths from TB continue to decline.These gains owe much to the many health-care providers ?? governmental and non-governmental ?? patient advocates and others who have helped to treat and cure 36 million people since 1995.As a result, about 6 million lives have been saved.Our challenge now is to maintain this momentum.到2015年實(shí)現(xiàn)千年發(fā)展目標(biāo)，這一目標(biāo)日期正向我們靠近。此時此刻，結(jié)核病防治領(lǐng)域的形勢良好。全世界正按計劃扭轉(zhuǎn)這一通過空氣傳播的致命疾病的傳播率。結(jié)核病致死率繼續(xù)下降。這些成績在很大程度上歸功于自1995年以來協(xié)助治愈了3600萬患者的許多保健服務(wù)提供者，包括政府和非政府提供者，以及患者代言人和其他方面。由于這些努力，約600萬人的生命得以拯救。我們現(xiàn)在面臨的挑戰(zhàn)是如何保持這一勢頭。

But progress should never distract us from the challenges.The numbers are still staggering.Last year, TB claimed 1.8 million lives, making it the second biggest infectious killer of adults worldwide.TB ranks among the top three killers of women of reproductive age.Rates of new TB illness are falling in all regions, but not yet in all countries.Overall, rates of decline are far slower than needed.Lapses in control drive the rise of multidrug-resistant TB, which is far more costly and difficult to treat, and remind us of the constant risk of setbacks.但我們決不能因這些進(jìn)步而忽視存在的挑戰(zhàn)。一些數(shù)字仍是令人震驚的。去年，結(jié)核病奪去了180萬人的生命，使此病成為全世界成年人的第二大致命傳染病。結(jié)核病是育齡婦女的三大致命疾病之一。結(jié)核病新病例比率在所有區(qū)域都在下降，但并非在每個國家都是這種情況?？傮w來看，下降速度遠(yuǎn)低于必要的比率。控制失效導(dǎo)致耐多藥結(jié)核病病例上升，而此類結(jié)核病的治療要困難許多，也昂貴許多。這提醒我們要時刻牢記挫折風(fēng)險。
