Yu Hong: I came here after I graduated from college.That was in 1992.Interviewer: And what do you do now? Yu Hong: I'm a transportation engineer.Interviewer: I see.So you 're an immigrant to the United States? Yu Hong: Yes, that's right.Interviewer: What are some of the difficulties of being an immigrant in the U.S.? Yu Hong: Oh, That's not an easy question to answer.There are so many things really.I guess one of the biggest difficulties is that I don't have any relatives here.I mean, I have a lot of friends, but that's not the same thing.In China, on the holidays or the weekend, we visit relatives.It isn't the same here.Interviewer: And what do you miss the most from home? Yu Hong: Oh, that's easy, my mom's soup!She makes great soup.I really miss my mother's cooking.(3)

B: Yeah!That’s me in front of my uncle’s beach house.When I was a kid, we used to spend two weeks there every summer.A: Wow, I bet that was fun!B: Yeah.We always had a great time.Every day we used to get up early and walk along the beach.I have a great shell collection.In fact, I think it’s still up in the attic!A: Hey, I used to collect shells, too, when I was a kid.But my parents threw them out!
2.A: You know what I remember most about growing up? B: What? A: Visiting my grandparent’s house… you know, on holidays and stuff.They lived way out in the country, and my granddad had a horse named Blackie.He taught me how to ride.I just love that horse-and she loved me, too!I used to really enjoy spending time at my grandparent’s house.And every time I came back, Blackie remembered me.B: Ah, memories!

B: Good question.There aren’t enough buses on this route.A: Sometimes I feel like writing a letter to the paper.B: Good idea.You should say that we need more subway lines, too.A: Yeah.There should be more public transportation in general.B: And fewer cars!There’s too much traffic.A: Say, is that our bus coming? B: Sure.I’m going to say something about the buses.They’re too old.We need more modern buses… nice air-conditioned ones.B: And they need to put more buses on the road.A: Right.And there are too many cars downtown, and there isn’t enough parking.B: That’s for sure.It’s impossible to find a parking space downtown these days.A: I think they should ban private cars downtown between nine and five.B: Oh, you mean they shouldn’t allow any cars except taxis and buses during the regular workday.Hmm… that sounds like a really good idea.(5)1.Quite a number of things have been done to help solve traffic problems in Singapore.For example, motorists must buy a special pass if they want to drive into the downtown business district.They can go into the business district only if they have the pass displayed on their windshield.Another thing Singapore has done is to make it more difficult to buy cars.People have to apply for a certificate if they want to buy a car.And the number of certificates is limited.Not everyone can get one.There is also a high tax on cars, so it costs three or four times as much to buy a car in Singapore as it does in, say, the United States or Canada.The other thing Singapore has done is to build an excellent pubic transportation system.Their subway system is one of the best in the world.And there is also a very good taxi and bus system.(6)

B: I think the biggest mistake many people make is trying to do too much in a short time.There’s so much to see and do that you need to have a plan.It’s best to start planning before you get here, so you have information about hotels, restaurants, sightseeing, and so on.Visitors can use our Web site to get the information they need to start planning before they come here;or they can phone or fax us.Interviewer: How safe is New York City for tourists?
Spokesperson: New York is a much safer place than many people think.In fact, it’s the safest it’s been in thirty years!Interviewer: Oh, that’s good to hear!
Spokesperson: Yes, but that doesn’t mean people don’t have to be careful;tourists in New York ought to be careful, just like in any big city in the world.For students, I would say travel in groups.If you get lost, it’s easier as a group to find your way.You really shouldn’t go off on your own if you can find someone to go with you.Another thing to remember is: Don’t be afraid to ask for directions, even if your English isn’t perfect.People often stop me on the street to ask for directions, and that’s not only foreign visitors.American visitors also have trouble finding their way around;and you’ll find New Yorkers are really very friendly.Interviewer: Yes, I agree.We are!Spokesperson: Uh-huh.Interviewer: Is there any other advice you can give visitors to the Big Apple?
Spokesperson: Well, another thing to remember is not to leave anything valuable in your car if you have one.Don’t leave suitcases on the back seat where people can see them, and it’s better not to even leave them in the truck.Most cars are very easy to get into.So it’s not worth the risk.But most people have a great time when they come to New York.And you will, too.If you use your common sense.(14)

B: Yes, and then after that, all the guests were served a formal meal.While everyone was eating and drinking, lots of other guests gave short speeches or sang songs.Some of the speeches were funny.A: Sounds like fun!B: Yes, the songs and speeches are all part of the entertainment during a wedding reception.And then, at the end of the reception, each guest received a present for coming to the wedding.A: A present from the bride and groom? B: Yes, it’s a Japanese custom.A: What a nice custom!

1.A: So what kind of job are you looking for? B: Well, I haven’t made up my mind.I love working with people, and I love traveling.I don’t want a job where I’m stuck in an office all day.I want to get out and see the world.A: Are you interested in working in business? That’s where you can sometimes make good money.B: I’m not really interested in making a lot of money at this point in my life.I’ll worry about that later
2.A: What kind of career are you planning for yourself? B: I don’t know.I think I’d like to have a job where I can help people.Everybody else in my family is in law or business-you know, boring stuff like that.That’s just not for me.I know I’d like to work overseas, though.Maybe in a children’s hospital in a developing country.But that’s a long way away.I have to get into medical school first, and that’s not going to be easy!
3.A: What kind of job do I have in mind? Well, I don’t want a regular nine-to–five job.Eventually, I’d like to get into acting-maybe even break into movies.But I guess that won’t happen for a while.B: So what are you doing in the meantime? A: Well, I work out at the gym nearly every day.I need to be really fit.And I’m taking acting lessons as well so that I feel comfortable in front of the crowd.I just had some pictures taken to show to agents in the city.Would you like to see them? 1.A: We are now approaching the famous Statue of Liberty, which has welcomed visitors to New York Harbor since 1886.B: Wow!Look at it.A: Incredible, isn’t it? B: The statue was given to the United States by the people of France.It was designed by the French sculptor Bartholdi.A: It’s really huge.Do we get to go inside? B: Of course.We can climb the stairs all the way up to the crown.A: Stairs? There’s no elevator? B: Not to the top.But it’s just 142 steps!
2.Let me tell you a little more about the statue before you climb to the top.In case you’re wondering what the statue is made of, it has a framework inside that’s made of iron;the outer skin is made of copper.The copper skin is only 2.4 millimeters thick.The supporting framework inside the statue is what holds the whole thing together.The Statue of Liberty is a major tourist attraction, and every year about two million people from all over the world come here to visit it.(21)
A:The Pyramids were built more than four thousand years ago by the Egyptians.The most famous ones are on the west bank of the river Nile, outside of Cairo.They served as burial places for the Egyptian Kings.After a king’s death, his body was turned into what is called a “mummy.” The preserved it.The King’s mummy was placed inside the pyramid, together with treasures and the King’s belongings.B: The Great Wall of China is the longest manmade structure ever built.It was built to protect one of the Chinese kingdoms.Much of what exists of the wall today was built during the Ming Dynasty in the late 1400s, although parts of the wall are much older and go back to around 200 B.C.The wall is about 35 feet high, or 11 meters, and a stone roadway runs along the top of it.The main part of the wall stretches for about 2,000 miles, that is, about 3,400 kilometers.(22)

B: Well, when I graduated from drama school, I moved to Los Angeles to look for work as an actress.I was going to auditions every day, but I never got any parts.And I was running out of money.A: So, what did you do? B: I got a job as a waitress in a seafood restaurant.While I was working there, a customer offered me some work as a model.Within a few weeks, I was modeling full time.A: Wow, what a lucky break!

來到XX學(xué)院的第二個(gè)學(xué)期,我就很榮幸的參加了培養(yǎng)入黨積極分子培訓(xùn)班中級(jí)班黨課的學(xué)習(xí),在一段時(shí)間的學(xué)習(xí)里,我學(xué)到了很多,對(duì)黨的知識(shí)有了更多的了解??偟膩碚f有以下三個(gè)方面:
第一個(gè)體會(huì):我們黨成為執(zhí)政黨,是歷史和人民的選擇
我們黨已經(jīng)走過了84年的光輝歷史,在全國(guó)范圍執(zhí)政已經(jīng)56年,領(lǐng)導(dǎo)人民進(jìn)行改革開放也已近27年。在不同歷史階段,為了中華民族的解放和振興、為了中國(guó)強(qiáng)大和人民富裕,一代又一代中國(guó)共產(chǎn)黨人嘔心瀝血、奮力拼搏、無私奉獻(xiàn),在中華民族的歷史上留下了氣壯山河、可歌可泣的光輝篇章。越是學(xué)習(xí)中國(guó)近代史,越是深入研究我們黨的發(fā)展史,就越能深刻理解我們黨成為執(zhí)政黨,是歷史的選擇、人民的選擇。
首先,從黨的誕生看,中國(guó)共產(chǎn)黨是適應(yīng)社會(huì)發(fā)展,應(yīng)運(yùn)而生的中國(guó)共產(chǎn)黨是馬克思主義的革命政黨,是中國(guó)工人階級(jí)的先鋒隊(duì)。它是在特定的社會(huì)歷史條件下產(chǎn)生的。國(guó)內(nèi)矛盾日益加劇,人民民不聊生,社會(huì)呼喚一個(gè)先進(jìn)的政黨誕生。1917年俄國(guó)十月革命一聲炮響給中國(guó)送來了馬克思主義。1919年五四運(yùn)動(dòng)拉開了中國(guó)新民主主義革命的序幕。1921年,在馬克思列寧主義同中國(guó)工人運(yùn)動(dòng)相結(jié)合的進(jìn)程中,中國(guó)共產(chǎn)黨應(yīng)運(yùn)而生。這是近代中國(guó)社會(huì)矛盾發(fā)展和人民斗爭(zhēng)深入的必然結(jié)果,是客觀形勢(shì)發(fā)展的產(chǎn)物。
中國(guó)共產(chǎn)黨的成立,給災(zāi)難深重的中國(guó)人民帶來了光明和希望。它象光芒四射的燈塔,指明了中國(guó)人民的斗爭(zhēng)道路。自從有了中國(guó)共產(chǎn)黨,中國(guó)革命的面貌就為之一新了。
其次,從黨的歷程來看,中國(guó)共產(chǎn)黨是偉大、光榮、正確的黨
黨的第一次全國(guó)代表大會(huì)只有10余名黨員,然而,星星之火,可以燎原。共產(chǎn)黨人正是由于掌握著馬克思主義這個(gè)銳利的思想武器,能夠?yàn)橹袊?guó)人民指明斗爭(zhēng)的目標(biāo)和走向勝利的道路,所以中國(guó)共產(chǎn)黨能夠逐步地而又牢固地在中國(guó)的大地上扎下根來,并使自己發(fā)展成為一支不可戰(zhàn)勝的力量。在共產(chǎn)主義理想信念的指引下,如今已發(fā)展成為擁有6800萬黨員的大黨,黨員遍布社會(huì)各個(gè)階層。
八十四年的發(fā)展歷程證明,中國(guó)共產(chǎn)黨是偉大、光榮、正確的黨。這并不是因?yàn)樗鼜膩聿环稿e(cuò)誤,而是因?yàn)樗鼜膩砟軌蚩偨Y(jié)錯(cuò)誤的經(jīng)驗(yàn),從錯(cuò)誤中學(xué)習(xí),通過錯(cuò)誤的教訓(xùn)更提高對(duì)客觀規(guī)律的認(rèn)識(shí),糾正錯(cuò)誤,使錯(cuò)誤成為正確的先導(dǎo)。唯物辯證法告訴我們:事物的發(fā)展都是前進(jìn)性與曲折性的統(tǒng)一,其總趨勢(shì)是前進(jìn)的、上升的,而道路則是迂回的、曲折的。中國(guó)共產(chǎn)黨正是因?yàn)樯朴诳偨Y(jié)經(jīng)驗(yàn),修正錯(cuò)誤,自我完善,與時(shí)俱進(jìn),不斷進(jìn)取,永葆先進(jìn)性,所以共產(chǎn)黨從一個(gè)弱小的黨發(fā)展成為當(dāng)今社會(huì)一個(gè)強(qiáng)大政黨。
八十四年的歷史證明,我們黨是用馬克思列寧主義、毛澤東思想武裝起來的,高舉“鄧小平理論”偉大旗幟和“三個(gè)代表”重要思想,堅(jiān)持獨(dú)立自主、自力更生,富有革命創(chuàng)造精神的黨;是密切聯(lián)系群眾,為中國(guó)各族人民的根本利益不斷奮斗并做出最大犧牲的黨;是堅(jiān)持真理、修正錯(cuò)誤,經(jīng)得起勝利和挫折、高潮和低潮、順境和逆境的考驗(yàn),任何敵人和困難都?jí)翰坏?、摧不垮的黨。歷經(jīng)磨難而不衰,千錘百煉更堅(jiān)強(qiáng)。我們黨不愧是偉大、光榮、正確的黨。
第三,從黨取得的巨大成就來看,只有中國(guó)共產(chǎn)黨才能發(fā)展中國(guó)
84年的崢嶸歲月,在的黨領(lǐng)導(dǎo)下,中國(guó)實(shí)現(xiàn)了民族的獨(dú)立和人民的富強(qiáng),特別是經(jīng)過27年的改革開放,使得中國(guó)發(fā)生了翻天覆地的變化,取得了舉世矚
目的成就。已經(jīng)基本解決13億人口的溫飽問題,到2003年,我國(guó)人均GDP突破1000美元,按照國(guó)際公認(rèn)標(biāo)準(zhǔn)我們已經(jīng)走出了低收入國(guó)家的行列,人民生活實(shí)現(xiàn)了從溫飽到總體小康的歷史性跨越。事實(shí)充分證明,中國(guó)共產(chǎn)黨是領(lǐng)導(dǎo)中國(guó)人民不斷開創(chuàng)新事業(yè)的核心力量。
歷史條件決定了,中國(guó)人民只有在社會(huì)主義制度下奮發(fā)前進(jìn),中國(guó)才能作為一個(gè)獨(dú)立的國(guó)家屹立于世界上。如果離開共產(chǎn)黨的領(lǐng)導(dǎo),離開社會(huì)主義道路,中國(guó)就會(huì)落后,混亂以至分崩離散,落后就會(huì)挨打,受欺侮,甚至重新淪入半殖民地附屬國(guó)的地位。東歐劇變恰恰證明了這一點(diǎn)。中國(guó)人是不甘心落后的,中國(guó)共產(chǎn)黨能夠并且已經(jīng)領(lǐng)導(dǎo)中國(guó)人民擺脫落后,沿著中國(guó)特色社會(huì)主義道路前進(jìn),今后也會(huì)使我國(guó)真正成為一個(gè)富強(qiáng)的偉大的社會(huì)主義國(guó)家。這一點(diǎn),我們深信不疑,只有中國(guó)共產(chǎn)黨才能發(fā)展中國(guó),這是歷史和人民的選擇。
第二個(gè)體會(huì):要進(jìn)一步推進(jìn)黨的各項(xiàng)事業(yè),鞏固和發(fā)展來自不易的成就 黨的事業(yè)發(fā)展歷程并不是一帆風(fēng)順的,前進(jìn)的道路曲折坎坷。我們黨從誕生之日起就遭到各種反動(dòng)勢(shì)力的“圍剿”,在前進(jìn)的過程中發(fā)生過錯(cuò)誤,遭受過嚴(yán)重挫折。但是,我們黨依靠自身力量戰(zhàn)勝了各種艱難困苦,可以說是歷經(jīng)滄桑見輝煌,這正是我們黨的力量所在、偉大之處。
在新民主主義革命時(shí)期,我們黨經(jīng)受了1927年和1934年兩次嚴(yán)重失敗的痛苦考驗(yàn)。第一次是大革命的失敗,6萬多黨員只剩下1萬多;第二次是第五次反“圍剿”的失敗,紅軍不得不進(jìn)行二萬五千里長(zhǎng)征而轉(zhuǎn)戰(zhàn)到陜北。王明的“左”傾錯(cuò)誤使革命力量受到極大損失,紅軍從30萬人減到3萬人左右,共產(chǎn)黨員從30萬人減到4萬人左右。在社會(huì)主義建設(shè)時(shí)期,由于我們黨領(lǐng)導(dǎo)社會(huì)主義事業(yè)的經(jīng)驗(yàn)不多,黨的領(lǐng)導(dǎo)對(duì)形勢(shì)的分析和對(duì)國(guó)情的認(rèn)識(shí)有主觀主義的偏差,發(fā)生了“反右”擴(kuò)大化、把階級(jí)斗爭(zhēng)擴(kuò)大化的錯(cuò)誤,發(fā)生了經(jīng)濟(jì)建設(shè)急躁冒進(jìn)也就是“大躍進(jìn)”的錯(cuò)誤;后來又發(fā)生了“文化大革命”這樣全國(guó)性的、長(zhǎng)時(shí)間的嚴(yán)重錯(cuò)誤。我們黨遭受的挫折是探索前進(jìn)的道路上發(fā)生的,這是由于中國(guó)國(guó)情的復(fù)雜和特殊、客觀形勢(shì)的發(fā)展變化而沒有現(xiàn)成經(jīng)驗(yàn)可以照搬照抄,也由于對(duì)革命和建設(shè)規(guī)律的認(rèn)識(shí)需要一個(gè)過程?!笆∈浅晒χ浮?。我們黨沒有被挫折所嚇倒,沒有被困難所壓垮,更沒有在挫折和困難中迷失方向、丟掉理想信念,而是“百煉成鋼”,不斷從挫折中奮起,在戰(zhàn)勝困難中成熟起來,取得了一個(gè)又一個(gè)輝煌成就。與世界上其他蘇聯(lián)、東歐等一些大黨、老黨,由于沒有積極順應(yīng)形勢(shì)發(fā)展、及時(shí)總結(jié)執(zhí)政經(jīng)驗(yàn)而喪失了執(zhí)政地位相比較,我們的黨是幸運(yùn)的,也是成功的,更是偉大的。
(一)要堅(jiān)持活的馬克思主義
列寧說過,不能為死教條而犧牲活的馬克思主義。毛澤東同志也說過:“我們所要的是香的馬克思主義,不是臭的馬克思主義;是活的馬克思主義,不是死的馬克思主義。”馬克思主義是發(fā)展的科學(xué),它始終嚴(yán)格地以客觀事實(shí)為根據(jù)。與時(shí)俱進(jìn)是馬克思主義最重要的理論品質(zhì)。以鄧小平同志為代表的中國(guó)共產(chǎn)黨人首先從解決思想認(rèn)識(shí)上的問題入手,開展實(shí)踐是檢驗(yàn)真理的唯一標(biāo)準(zhǔn)的大討論,正本清源,通過這樣的大討論,解決思想認(rèn)識(shí)問題,高屋建瓴,撥亂反正,改革與發(fā)展也就勢(shì)如破竹。以江澤民同志為核心的第三代領(lǐng)導(dǎo)集體,從黨的十三屆四中全會(huì)以來,站在歷史發(fā)展和時(shí)代要求的高度,形成了“三個(gè)代表”重要思想,核心內(nèi)容是始終代表中國(guó)先進(jìn)生產(chǎn)力的發(fā)展要求,始終代表中國(guó)先進(jìn)文化的前進(jìn)方向,始終代表最廣大人民根本利益。這三句話既精又活,既內(nèi)涵豐富,又與時(shí)俱進(jìn)。
(二)要堅(jiān)持中國(guó)化的馬克思主義
馬克思、恩格斯在《共產(chǎn)黨宣言》公開發(fā)表的25年后告誡我們,馬克思主義基本原理要同本國(guó)實(shí)際結(jié)合起來,強(qiáng)調(diào)“隨時(shí)隨地”,也就是要根據(jù)發(fā)展著的客觀形勢(shì)、從實(shí)際出發(fā)來運(yùn)用基本原理,而不是拘泥于個(gè)別論斷,那樣只能使馬克思主義失去活力、成為僵化的教條?,F(xiàn)在學(xué)習(xí)馬恩這段話,我們?nèi)匀挥X得十分透徹深刻、發(fā)人深省。我們不能小看把馬克思主義中國(guó)化的偉大貢獻(xiàn),也不能小看把馬克思主義教條化的危害。把馬克思主義與本國(guó)實(shí)踐相結(jié)合,實(shí)現(xiàn)馬克思主義的當(dāng)?shù)鼗?,需要偉大的?chuàng)造,是一個(gè)艱難的探索過程。在國(guó)際共產(chǎn)主義運(yùn)動(dòng)最興盛的時(shí)候,世界上擁有萬名以上黨員并自稱為馬克思主義政黨的就有200個(gè)以上。但只有俄國(guó)、中國(guó)等十幾個(gè)國(guó)家建立了人民政權(quán);而這些國(guó)家今天只有為數(shù)不多的還堅(jiān)持社會(huì)主義。蘇聯(lián)、東歐等國(guó)家共產(chǎn)黨喪失政權(quán)的根本原因,就是沒有能夠真正地把馬克思主義基本原理和本國(guó)的實(shí)際緊密結(jié)合起來,和發(fā)展的形勢(shì)緊密結(jié)合起來。
(三)要堅(jiān)持和完善民主集中制
民主集中制是我們黨的根本組織原則,是無產(chǎn)階級(jí)先進(jìn)性和世界觀的必然要求,在我們黨領(lǐng)導(dǎo)革命、建設(shè)、改革和發(fā)展的每個(gè)歷史時(shí)期,都發(fā)揮了極其重要的特殊作用。
我們黨和國(guó)家的長(zhǎng)期實(shí)踐經(jīng)驗(yàn)表明,民主集中制是科學(xué)合理的有效率的制度。它辨證地規(guī)范了個(gè)人與組織、下級(jí)與上級(jí)、領(lǐng)導(dǎo)與群眾、紀(jì)律與自由、權(quán)利與監(jiān)督的關(guān)系,有利于體現(xiàn)人民群眾的根本利益和愿望,有利于個(gè)人與集體、局部與整體、當(dāng)前利益與長(zhǎng)遠(yuǎn)利益的正確結(jié)合,有利于黨的正確路線方針政策的制定和執(zhí)行,發(fā)生了失誤也能得到有效地糾正。
(四)要有堅(jiān)強(qiáng)的領(lǐng)導(dǎo)集體和忠誠(chéng)的黨員作保證
人民群眾是歷史的主人,人民群眾是歷史發(fā)展的決定性力量,同時(shí)也要看到黨的領(lǐng)導(dǎo)集體和黨員隊(duì)伍的巨大作用。對(duì)于一個(gè)無產(chǎn)階級(jí)政黨來說,取得革命和建設(shè)的勝利,還需要有英明的領(lǐng)袖人物、堅(jiān)強(qiáng)的領(lǐng)導(dǎo)集體以及忠誠(chéng)的黨員隊(duì)伍。我們黨非常重視鍛造一支忠誠(chéng)的黨員隊(duì)伍。有了一支黨性強(qiáng)、素質(zhì)高、信念堅(jiān)定、對(duì)黨和人民的事業(yè)絕對(duì)忠誠(chéng)的黨員隊(duì)伍,黨的事業(yè)就有了中堅(jiān)力量,使我們黨能夠團(tuán)結(jié)帶領(lǐng)群眾不斷前進(jìn),長(zhǎng)期立于不敗之地。為了使黨員隊(duì)伍能更好地適應(yīng)形勢(shì)任務(wù)的要求,我們黨抓住黨員先進(jìn)性這個(gè)靈魂,決定在全黨開展教育活動(dòng),就是要進(jìn)一步教育引導(dǎo)黨員堅(jiān)定理想信念,增強(qiáng)黨的意識(shí),提高自身素質(zhì),始終保持黨員隊(duì)伍的先進(jìn)性,不斷提高各級(jí)黨組織的戰(zhàn)斗力。
第三個(gè)體會(huì):發(fā)揮先鋒模范作用,努力做好一名合格的黨員
怎樣才能成為一名合格的共產(chǎn)黨員呢?這是一個(gè)該深深思考的問題,我們應(yīng)該從以下幾方面做起:
第一,強(qiáng)黨性修養(yǎng),提高政治理論水平
我們要更好的學(xué)習(xí)馬列著作、毛澤東選集、鄧小平理論和三個(gè)代表重要思想,培養(yǎng)自己的黨性修養(yǎng)。牢記入黨誓詞,堅(jiān)定信念,抵擋不良的誘惑。作為大學(xué)生,最基本的是要樹立正確的世界觀、人生觀、價(jià)值觀;作為黨員,最基本的是樹立全心全意為人民服務(wù)的思想。大學(xué)生黨員應(yīng)該清楚的知道中國(guó)共產(chǎn)黨是中國(guó)工人階級(jí)的先鋒隊(duì),是中國(guó)各族人民利益的忠實(shí)代表。就應(yīng)起到先鋒模范作用。大學(xué)生黨員應(yīng)具備較高的政治理論水平,堅(jiān)持以馬列主義、毛澤東思想、鄧小平理論和江澤民提出的“三個(gè)代表”思想為指導(dǎo),堅(jiān)持貫徹執(zhí)行黨的基本路線、方針、政策,嚴(yán)守黨的紀(jì)律,維護(hù)黨的團(tuán)結(jié)和統(tǒng)一;堅(jiān)持黨和人民的利益高于一切。
在現(xiàn)今的知識(shí)經(jīng)濟(jì)時(shí)代,科技迅速發(fā)展,我們要具有創(chuàng)新精神,從實(shí)際出發(fā),用開放的眼光看待新事物,接受新觀念。本著事實(shí)求是的態(tài)度解決問題。大學(xué)生黨員在大學(xué)里要時(shí)刻注意提高自身的素質(zhì)和修養(yǎng),能在將來的工作和生活中經(jīng)受住考驗(yàn)。
第二,加強(qiáng)文化修養(yǎng),提高自己的學(xué)習(xí)能力
學(xué)習(xí)文化知識(shí)是提高素質(zhì)的重要途徑之一。當(dāng)今世界,科學(xué)發(fā)展日新月異,學(xué)習(xí)已成為終身的事。大學(xué)生是我國(guó)社會(huì)階層中較高的層次,專業(yè)水平一定要過硬,作為準(zhǔn)教師,我們更是責(zé)任重大。我已是大四的學(xué)生了,將面臨實(shí)習(xí),這對(duì)我來說,是一個(gè)理論聯(lián)系實(shí)際的機(jī)會(huì),一個(gè)非常重要的機(jī)會(huì)。我將虛心向優(yōu)秀教師學(xué)習(xí),努力爭(zhēng)做一名優(yōu)秀的人民教師。同時(shí),多看一些書籍增加自己的知識(shí)面,豐富自己的文化底蘊(yùn),成為一個(gè)具備較高科學(xué)文化素質(zhì)的青年,擁有較強(qiáng)地社會(huì)適應(yīng)能力,較好地處理各種各樣的問題。發(fā)揮黨員的先進(jìn)性作用。
第三,加強(qiáng)與同學(xué)的聯(lián)系,帶動(dòng)同學(xué)共同進(jìn)步。
作為一個(gè)學(xué)生黨員,不僅要保持自己的先進(jìn)性,同時(shí),要有先進(jìn)性來帶動(dòng)并作為開展工作的基礎(chǔ)。要在自己不斷進(jìn)取的同時(shí),堅(jiān)持與同學(xué)互相幫助,共同進(jìn)步。全心全意為人民服務(wù)不是一句空話,認(rèn)真做好不是容易的。張思德一生默默無聞,在平凡的崗位上做出了不平凡的事。牛玉儒、鄭培民同志為黨的事業(yè)鞠躬盡瘁,奮斗了一生,贏得了百姓的稱頌。我們周圍的同學(xué)也是群眾的一部分,在學(xué)校,作為學(xué)生干部我們應(yīng)該為同學(xué)服務(wù),做好學(xué)生會(huì)工作,處處為同學(xué)著想,從不顯眼做起,從點(diǎn)滴做起。例如:發(fā)現(xiàn)周圍的同學(xué)在生活、學(xué)習(xí)上有困難時(shí),應(yīng)及時(shí)給予幫助;同學(xué)在思想上有想法,我們應(yīng)傾聽開導(dǎo);遇到個(gè)人利益與同學(xué)利益發(fā)生沖突時(shí),應(yīng)先人后己。以一個(gè)黨員的形象影響周圍同學(xué),做個(gè)好榜樣。
作為一名大學(xué)生黨員,我在認(rèn)真地學(xué)習(xí)了三個(gè)代表重要思想的同時(shí),對(duì)如何將它轉(zhuǎn)化為實(shí)際行動(dòng)也作了深刻的思考,并且及時(shí)的將其實(shí)踐于自己的實(shí)際行動(dòng)當(dāng)中。
第一、在日常的學(xué)習(xí)、工作、生活中,我要求自己充分體現(xiàn)大學(xué)生黨員與“三個(gè)代表”的結(jié)合點(diǎn)。
(一),做先進(jìn)生產(chǎn)力的有力推動(dòng)者。大學(xué)生黨員是未來先進(jìn)生產(chǎn)力的主要?jiǎng)?chuàng)造者,是推動(dòng)社會(huì)生產(chǎn)力發(fā)展的最活躍的因素之一。從這個(gè)意義上講,“三個(gè)代表”重要思想的提出,為我們大學(xué)生黨員創(chuàng)造了積極向上、開拓進(jìn)取的發(fā)展空間,有助于加深學(xué)生黨員對(duì)黨的性質(zhì)、黨的路線、方針、政策的認(rèn)同與理解。
(二),做先進(jìn)文化的積極促進(jìn)者。我們黨是中國(guó)先進(jìn)文化的代表。先進(jìn)文化是人類文明進(jìn)步的結(jié)晶,是推動(dòng)人類社會(huì)前進(jìn)的思想保證、精神動(dòng)力和智力支持。當(dāng)前我們正處在一個(gè)開放的國(guó)際環(huán)境中,特別是面對(duì)國(guó)際形式的深刻變化和各種思想文化的相互激蕩,如何在繼承和弘揚(yáng)中華民族優(yōu)秀文化傳統(tǒng)的同時(shí),積極吸收和借鑒人類一切優(yōu)秀文明成果,建設(shè)與時(shí)代發(fā)展要求相適應(yīng)的先進(jìn)文化,是我們黨所面臨的一個(gè)重大課題。我們學(xué)生黨員應(yīng)全面認(rèn)識(shí)我們黨推進(jìn)文化建設(shè)的嶄新目標(biāo),積極參與到有中國(guó)特色社會(huì)主義的文化建設(shè)中去,走在推進(jìn)社會(huì)文明進(jìn)步的前列。
(三),做維護(hù)廣大人民的實(shí)踐者。我們黨的宗旨就是全心全意為人民服務(wù),只有代表最廣大人民的根本利益,才能將人民群眾的力量凝聚起來,才能得到人民群眾擁護(hù)和支持。我們學(xué)生黨員作為大學(xué)生中的杰出代表,更應(yīng)在學(xué)習(xí)、生活和工作等方面起模范帶頭作用。在追求自身利益實(shí)現(xiàn)的同時(shí),自覺服務(wù)和滿足于最廣大人民的整體利益,并在為人民的根本利益奮斗的過程中體現(xiàn)自身價(jià)值。
第二、結(jié)合當(dāng)前的實(shí)際情況,作為一名學(xué)生黨員,要做代表先進(jìn)文化的前進(jìn)方向的模范,我要求自己切實(shí)做到以下幾個(gè)方面:
(一)堅(jiān)定信仰。積極主動(dòng)地宣揚(yáng)社會(huì)主義的先進(jìn)文化,在同學(xué)中倡導(dǎo)健康文明的生活方式,引導(dǎo)同學(xué)崇尚科學(xué),反對(duì)迷信,崇尚先進(jìn),反對(duì)落后。
(二)充分利用網(wǎng)絡(luò)資源。現(xiàn)在科學(xué)技術(shù)日新月異、互聯(lián)網(wǎng)絡(luò)飛速發(fā)展。我們要善于運(yùn)用網(wǎng)絡(luò)技術(shù)手段來拓展文化宣傳工作的空間和渠道,形成自己的網(wǎng)絡(luò)優(yōu)勢(shì),充分占領(lǐng)互聯(lián)網(wǎng)陣地,使黨旗在互聯(lián)網(wǎng)上高高飄揚(yáng),使互聯(lián)網(wǎng)在引導(dǎo)我們健康成長(zhǎng)和宣傳科學(xué)文化思想中發(fā)揮更大的作用。
(三)增強(qiáng)競(jìng)爭(zhēng)意識(shí)。我們首先要增強(qiáng)民族自豪感和自信心,并且從世界廣闊的視野和面向新世紀(jì)的胸懷,審視自己,發(fā)展自己;大力地弘揚(yáng)民族文化,振奮民族精神,實(shí)施民族文化精品戰(zhàn)略,努力提高民族文化產(chǎn)品的質(zhì)量及在國(guó)際市場(chǎng)上的競(jìng)爭(zhēng)力;旗幟鮮明地反對(duì)和堅(jiān)決地抵制資本主義及一切腐朽文化的侵蝕。
(四)努力營(yíng)造積極向上、渴求知識(shí)的文化氛圍,倡導(dǎo)文明新風(fēng),弘揚(yáng)社會(huì)正氣。我們要扎扎實(shí)實(shí)開展豐富多彩的課余文化活動(dòng),大力普及健康、科學(xué)、文明的生活方式和競(jìng)爭(zhēng)、求實(shí)、創(chuàng)新、發(fā)展的價(jià)值觀念,讓封建迷信、腐朽文化和偽科學(xué)在校園當(dāng)中無藏身之地。
(五)重視學(xué)習(xí),關(guān)心時(shí)事??茖W(xué)的理論是行動(dòng)的指南。作為大學(xué)生黨員,我們應(yīng)比較系統(tǒng)深入地學(xué)習(xí)一些黨的基本理論,學(xué)習(xí)馬列主義毛澤東思想特別是鄧小平理論。我們對(duì)時(shí)事問題及身邊的熱點(diǎn)問題,應(yīng)有較高的認(rèn)識(shí)和正確的判斷,并做好與其他同學(xué)的溝通,解除他們心中的疑惑。
(六)增強(qiáng)社會(huì)責(zé)任感,勇于承擔(dān)發(fā)展先進(jìn)文化的責(zé)任。我們大學(xué)生黨員要實(shí)踐三個(gè)代表,必須要有以天下為己任的胸襟。我們一定要有強(qiáng)烈的憂患意識(shí),增強(qiáng)堅(jiān)持和發(fā)展先進(jìn)文化的責(zé)任感、使命感和緊迫感,抓住機(jī)遇而不能喪失機(jī)遇,勇于應(yīng)對(duì)挑戰(zhàn)而不能畏縮不前,響應(yīng)黨的號(hào)召,唱響主旋律,努力為開創(chuàng)有中國(guó)特色社會(huì)主義文化事業(yè)的新局面做出自己的貢獻(xiàn)。
(七)充分發(fā)揮黨員的先鋒模范作用和組織能力。通過組織演講、辯論、詩歌朗誦、征文等活動(dòng),讓每一個(gè)同學(xué)在爭(zhēng)先創(chuàng)優(yōu)活動(dòng)中受到激勵(lì),得到鍛煉,激發(fā)學(xué)習(xí)積極性和創(chuàng)造力。
(八)要有創(chuàng)新精神。****同志明確指出:創(chuàng)新是一個(gè)民族進(jìn)步的靈魂,是一個(gè)國(guó)家興旺發(fā)達(dá)的不竭動(dòng)力。作為大學(xué)生黨員,我們?cè)趥鞑ハ冗M(jìn)的科學(xué)文化思想時(shí),手段、方法、形式要不斷創(chuàng)新,要把先進(jìn)的科學(xué)文化知識(shí)用通俗易懂的形式表現(xiàn)出來,使同學(xué)喜聞樂見,樂于接受。
第三、在日常的學(xué)習(xí)、工作、生活中,我要在同學(xué)當(dāng)中積極主動(dòng)的帶頭樹立三種意識(shí)。

一、培養(yǎng)目標(biāo)
培養(yǎng)擁護(hù)中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo),擁護(hù)社會(huì)主義制度,愛國(guó)守法,德智體全面發(fā)展,為社會(huì)主義建設(shè)服務(wù),在本學(xué)科內(nèi)掌握?qǐng)?jiān)實(shí)的基礎(chǔ)理論和系統(tǒng)的專門知識(shí),具有從事科學(xué)研究、教學(xué)、管理或獨(dú)立擔(dān)負(fù)專門技術(shù)工作能力、富有創(chuàng)新精神的高級(jí)專門人才。
二、報(bào)考條件
(一)報(bào)名參加全國(guó)碩士生統(tǒng)一考試,須符合下列條件:
1.擁護(hù)中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo),愿為社會(huì)主義現(xiàn)代化建設(shè)服務(wù),品德良好,遵紀(jì)守法,勤奮學(xué)習(xí); 2.考生的學(xué)歷必須符合下列條件之一:(1)國(guó)家承認(rèn)學(xué)歷的應(yīng)屆本科畢業(yè)生;(2)具有國(guó)家承認(rèn)的大學(xué)本科畢業(yè)學(xué)歷的人員;
(3)達(dá)到與大學(xué)本科畢業(yè)生同等學(xué)力的人員(獲得國(guó)家承認(rèn)的大專畢業(yè)學(xué)歷后滿2年,時(shí)間為從大專畢業(yè)到錄取為碩士生當(dāng)年的9月1日)。且符合我單位根據(jù)培養(yǎng)目標(biāo)提出的具體業(yè)務(wù)要求的人員; 3.年齡一般不超過40周歲;
4.身體健康狀況符合北京基因組研究所(以下簡(jiǎn)稱:基因組所)規(guī)定的體檢標(biāo)準(zhǔn)(患有傳染性疾病及不適宜做實(shí)驗(yàn)的色盲、色弱者限報(bào))。5.同等學(xué)力人員報(bào)考,還應(yīng)具備下列條件:
①已取得報(bào)考專業(yè)大學(xué)本科8門以上主干課程的合格成績(jī)(由教務(wù)部門出具成績(jī)證明或出具本科自學(xué)考試成績(jī)通知單);
②已在公開出版的核心學(xué)術(shù)期刊發(fā)表過本專業(yè)或相近專業(yè)的學(xué)術(shù)論文(為第一作者);或獲得過與報(bào)考專業(yè)相關(guān)的省級(jí)以上科技成果獎(jiǎng)(為主要完成人中前3名);或主持過省級(jí)以上科研課題。
(二)基因組所接收經(jīng)教育部批準(zhǔn),具有推薦免試資格的高等學(xué)校優(yōu)秀應(yīng)屆本科畢業(yè)生免試為碩士生。獲取免試資格的考生應(yīng)按規(guī)定提交推薦免試材料和進(jìn)行考核。接收工作將于2014年7-9月進(jìn)行。確定接收的推薦免試考生必須在國(guó)家規(guī)定的報(bào)名時(shí)間內(nèi)到本人所在學(xué)校的報(bào)考點(diǎn)進(jìn)行網(wǎng)上報(bào)名,并辦理現(xiàn)場(chǎng)確認(rèn)手續(xù)(請(qǐng)見以下的報(bào)名要求)。
三、招生名額與學(xué)費(fèi)
擬招收學(xué)術(shù)型研究生人數(shù)(含推免生)32名,擬招收學(xué)位型研究生人數(shù)(含推免生)8名。2015年中國(guó)科學(xué)院大學(xué)招收研究生將根據(jù)國(guó)家有關(guān)規(guī)定收取學(xué)費(fèi),但同時(shí)會(huì)完善研究生獎(jiǎng)助金政策,提高研究生的獎(jiǎng)助金標(biāo)準(zhǔn)。

五、考試
(一)初試
1、入學(xué)考試分初試和復(fù)試。
2、初試日期:以教育部公布的考試日期為準(zhǔn)。
3、初試科目與分值(閉卷筆試):
各專業(yè)統(tǒng)考政治理論和英語(不含聽力)外,基礎(chǔ)課與專業(yè)基礎(chǔ)課的考試科目詳見我所2015年碩士招生專業(yè)目錄。
每門科目的考試時(shí)間為3小時(shí)。
政治理論和英語科目的滿分值各為100分,數(shù)學(xué)
(一)、生物化學(xué)與分子生物學(xué)、遺傳學(xué)、細(xì)胞生物學(xué)、基因組學(xué)、計(jì)算機(jī)學(xué)科綜合(非專業(yè))、概率論與數(shù)理統(tǒng)計(jì)、生物信息學(xué)科目的分值各為150分。

政治理論、英語、數(shù)學(xué)
(一)和數(shù)學(xué)
(二)的試題,使用全國(guó)統(tǒng)一命題;

5、初試地點(diǎn):參加全國(guó)統(tǒng)考的考生到本人所在的?。▍^(qū)、市)高校招生辦公室指定的考場(chǎng)應(yīng)試。
6、初試成績(jī)基因組所上網(wǎng)公布,同時(shí)向考生寄發(fā)成績(jī)單(以此為準(zhǔn),注意查收)。
(二)復(fù)試(含英語聽力)
按照國(guó)家規(guī)定制定復(fù)試線并上網(wǎng)公布。同時(shí)通知參加復(fù)試的考生。
重點(diǎn)考察考生對(duì)專業(yè)知識(shí)掌握的深度和廣度、綜合運(yùn)用所學(xué)知識(shí)的能力、考生從事科研工作的潛力和創(chuàng)造性、是否具備碩士或碩博連讀生培養(yǎng)的潛能。
1、將由五名以上指導(dǎo)教師組成的復(fù)試小組對(duì)參加復(fù)試的考生進(jìn)行復(fù)試。參加復(fù)試的考生總數(shù)原則上不低于基因組所招收考生規(guī)模的120%左右掌握。
2、復(fù)試包括業(yè)務(wù)素質(zhì)和英語:
①業(yè)務(wù)素質(zhì)復(fù)試(口試):重點(diǎn)考查考生政治態(tài)度、思想品德、工作學(xué)習(xí)態(tài)度、團(tuán)隊(duì)合作精神、科研道德及遵紀(jì)守法等方面的基本素質(zhì)。以及大學(xué)學(xué)習(xí)情況和對(duì)專業(yè)知識(shí)掌握的深度和廣度,對(duì)知識(shí)靈活運(yùn)用的程度以及考生的實(shí)驗(yàn)技能和實(shí)際動(dòng)手能力等,了解考生從事科研工作的潛力和創(chuàng)造性。
②英語聽力、口語、閱讀測(cè)試(含翻譯科普文章一段):主要考核考生運(yùn)用英語知識(shí)與技能進(jìn)行聽說交際和專業(yè)文獻(xiàn)的閱讀與理解能力。
3、考生在復(fù)試時(shí)需提交如下材料:
①往屆生需攜帶畢業(yè)證書、學(xué)位證書原件,提交證書復(fù)印件,(應(yīng)屆本科畢業(yè)生查驗(yàn)學(xué)生證)。②思想政治品德鑒定表(加蓋黨組織公章并密封)
③應(yīng)屆生需交本科期間成績(jī)單原件(加蓋教務(wù)處或院系公章),往屆生可交復(fù)印件(必須加蓋人事部門公章)。

4、同等學(xué)力考生,加試2門不與初試科目相同的本科主干課程(筆試閉卷)??荚嚂r(shí)間每門為3小時(shí),試卷滿分為100分。
六、體格檢查
基因組所統(tǒng)一組織考生到二級(jí)甲等以上醫(yī)院進(jìn)行體格檢查。
七、錄取 基因組所根據(jù)考生入學(xué)考試的成績(jī)(含初試和復(fù)試)并結(jié)合其思想政治表現(xiàn)和學(xué)習(xí)成績(jī)、業(yè)務(wù)素質(zhì)以及身心健康狀況,按照“德智體全面衡量、擇優(yōu)錄取、保證質(zhì)量、寧缺毋濫”的原則,擬定錄取名單。其中復(fù)試不及格考生不予錄取。參加統(tǒng)考的考生可被錄取為非定向或定向委培碩士生。
定向委培考生在錄取前必須向基因組所出具“所在單位同意報(bào)考的證明材料”、同時(shí)提交本人與所在單位和基因組所三方簽署的定向培養(yǎng)合同(就讀期間必須保證全脫產(chǎn),畢業(yè)回原單位)。
錄取名單我所將通過書面及網(wǎng)頁形式通知本人和公布,被錄取考生請(qǐng)立即簽署協(xié)議書并寄至基因組所科研部……
2015年6月初基因組所將對(duì)已完成提供“思想政治品德鑒定表”、“所在單位同意報(bào)考的證明材料”、調(diào)檔、協(xié)議書和合同(定向生)簽約工作的考生寄發(fā)錄取通知書,未按要求履行手續(xù)的考生視作自愿放棄錄取資格,基因組所不再保留其錄取資格。
入學(xué)考試成績(jī)僅對(duì)本次招生有效。被錄取新生須在規(guī)定時(shí)間內(nèi)到所辦理入學(xué)手續(xù)。因故在兩周內(nèi)不能按期入學(xué)者,應(yīng)事先向研究所請(qǐng)假。未請(qǐng)假或請(qǐng)假逾期者,除因不可抗力等正當(dāng)事由以外,視為放棄入學(xué)資格。
八、調(diào)劑
符合國(guó)家調(diào)劑規(guī)定的,基因組所將協(xié)助考生辦理調(diào)劑手續(xù)(優(yōu)先在中科院系統(tǒng)內(nèi)進(jìn)行)。
九、學(xué)習(xí)年限
實(shí)行彈性學(xué)制。脫產(chǎn)碩士生學(xué)習(xí)年限一般為2年半至3年。碩博連讀(須通過考核)的學(xué)習(xí)年限一般為5年。
十、違紀(jì)處罰
對(duì)于考生申報(bào)虛假材料、考試作弊及其它違反考試紀(jì)律的行為,按教育部《國(guó)家教育考試違規(guī)處理辦法》進(jìn)行嚴(yán)肅處理。
十一、其他說明
(一)考生報(bào)名時(shí)不再出具所在單位同意報(bào)考的證明材料??忌c所在單位因報(bào)考研究生產(chǎn)生的問題由考生自行處理。若因上述問題使招生單位無法調(diào)取考生檔案,造成考生不能復(fù)試或無法被錄取的后果,基因組所不承擔(dān)責(zé)任。
(二)報(bào)考時(shí)無需填寫具體導(dǎo)師姓名,但需事先查看網(wǎng)頁公布的“2014年招生情況列表”及導(dǎo)師簡(jiǎn)介,對(duì)感興趣的專業(yè)與研究方向進(jìn)行填報(bào)。這樣,便于基因組所實(shí)行相近領(lǐng)域統(tǒng)一復(fù)試擇優(yōu)錄取考生。
(三)歡迎生物學(xué)、醫(yī)學(xué)、計(jì)算機(jī)、藥學(xué)、數(shù)學(xué)等專業(yè)的有志青年踴躍報(bào)考或推免。
(四)考生參加考試和復(fù)試期間的往返路費(fèi)、住宿費(fèi)、體檢費(fèi)和其他所需一切費(fèi)用均自理。
(五)現(xiàn)役軍人報(bào)考碩士生,按中國(guó)人民解放軍總政治部的規(guī)定辦理。
(六)本簡(jiǎn)章如有與國(guó)家新出臺(tái)的招生政策不符的,以新政策為準(zhǔn)。
第四篇:公益2.0
8月的一天,在從四川蘆山縣古城村考察完項(xiàng)目點(diǎn)出來的路上,何道峰拐進(jìn)一家小茶館等待與王石會(huì)面。等待的間隙,他靠在椅背上休息,一不小心睡了過去。常擺弄的老花鏡握在手上,耳機(jī)線垂在胸前。
告別王石繼續(xù)趕路時(shí),他自嘲:“剛才怎么睡著了?看來年紀(jì)真的大了?!?/p>
何道峰57歲,是中國(guó)扶貧基金會(huì)的現(xiàn)任執(zhí)行會(huì)長(zhǎng),也是公益慈善領(lǐng)域著名的改革派和實(shí)踐派,曾對(duì)這個(gè)官辦慈善機(jī)構(gòu)進(jìn)行過大刀闊斧的去行政化改革。
如今,何道峰又在操刀扶貧基金會(huì)一項(xiàng)新的轉(zhuǎn)型,“轉(zhuǎn)型的概念我們2007年就提出了,2010年正式寫入理事會(huì)報(bào)告?!焙蔚婪逭f,核心就是由操作型基金會(huì)轉(zhuǎn)向籌資資助型基金會(huì)。通俗點(diǎn)說,就是基金會(huì)由籌資后自己操作項(xiàng)目,變?yōu)榕嘤唾Y助草根公益組織。
不過,直到今年,扶貧基金會(huì)的轉(zhuǎn)型才正式進(jìn)入到最具突破性的階段。8月19日,全國(guó)200余家致力于農(nóng)村建設(shè)與服務(wù)的草根社會(huì)組織、基金會(huì)齊聚成都,參加由中國(guó)扶貧基金會(huì)聯(lián)合多家社會(huì)組織發(fā)起舉辦的“美麗中國(guó)·首屆鄉(xiāng)村發(fā)展公益論壇”。論壇上,扶貧基金會(huì)秘書長(zhǎng)劉文奎正式宣布,在未來3年內(nèi),扶貧基金會(huì)將投入2500萬元用于支持農(nóng)村社區(qū)發(fā)展,支持的內(nèi)容包括社區(qū)人才培養(yǎng)、社區(qū)發(fā)展支持、社區(qū)能力陪伴3個(gè)層面。2500萬元資助資金的構(gòu)成是:英特爾1000萬元,加多寶1000萬元,扶貧基金會(huì)自有資金500萬元。2007年扶貧基金會(huì)發(fā)起溪橋工程。2011年時(shí),網(wǎng)友可以通過拍攝各地農(nóng)村缺橋狀況的照片上傳,并因此獲得援建大橋的機(jī)會(huì) 2008年汶川地震后,扶貧基金會(huì)組織明星義工探訪、交流 玉樹地震后,由格桑花組織執(zhí)行的光伏電站工程,工作人員正在架起囊謙覺拉鄉(xiāng)第二小學(xué)內(nèi)的太陽能路燈 蘆山地震后,工作人員在天全縣考察災(zāi)情 2009年5月4日,什邡龍居小學(xué)內(nèi)發(fā)放愛心包裹
同日,英特爾正式宣布其在蘆山地震后向扶貧基金會(huì)捐贈(zèng)的1000萬元將用來支持災(zāi)區(qū)的災(zāi)后社區(qū)發(fā)展,草根組織可根據(jù)自身特點(diǎn)和使命設(shè)計(jì)項(xiàng)目,并向扶貧基金會(huì)項(xiàng)目合作部申請(qǐng)資金,如獲批準(zhǔn),會(huì)在半個(gè)月左右的時(shí)間內(nèi)獲得反饋。英特爾也是扶貧基金會(huì)遇到的第一家主動(dòng)要求將善款用于資助草根組織發(fā)展的捐贈(zèng)企業(yè)。
在中國(guó)慈善公益事業(yè)大爆發(fā)后,從2010年開始,一些持有全國(guó)公募資質(zhì)的大型基金會(huì)就紛紛宣布,將從操作型基金會(huì)轉(zhuǎn)向資助型基金會(huì)。如果說前者是授人以魚,后者則是授人以漁。但截至目前,還沒有一家大型基金會(huì)順利地完成這一轉(zhuǎn)身。在理想與信任、懷疑與誤解的交織中,捐贈(zèng)人、基金會(huì)、草根組織所構(gòu)成的新公益生態(tài)系統(tǒng)還在不斷尋找著最佳模式。
現(xiàn)在,拐點(diǎn)來了嗎?
中國(guó)人所熟悉的公益事業(yè)是從慈善捐款開始的。
1989年,由徐永光創(chuàng)辦的中國(guó)青少年發(fā)展基金會(huì)推出了“希望工程”,它最終成為這個(gè)國(guó)家最著名的慈善項(xiàng)目。對(duì)于國(guó)人而言,這個(gè)項(xiàng)目甚至有著慈善啟蒙的意義。但此后多年,再?zèng)]有出現(xiàn)能在影響力上與之媲美的慈善項(xiàng)目。
10年后,已經(jīng)是成功企業(yè)家的何道峰由時(shí)任國(guó)務(wù)院扶貧開發(fā)領(lǐng)導(dǎo)小組組長(zhǎng)陳俊生推薦,出任亟需轉(zhuǎn)型的中國(guó)扶貧基金會(huì)秘書長(zhǎng)。此后,他將企業(yè)管理理念引入官辦慈善項(xiàng)目管理,并在機(jī)構(gòu)改革完成后推出了新長(zhǎng)城助學(xué)計(jì)劃等項(xiàng)目,其中針對(duì)貧困學(xué)生的“自強(qiáng)班”產(chǎn)生了廣泛的影響。
最早意識(shí)到傳統(tǒng)的慈善模式已經(jīng)過時(shí)的正是徐永光與何道峰這批人。近年來,徐永光與何道峰經(jīng)常同時(shí)出現(xiàn)在行業(yè)會(huì)議上,經(jīng)歷過這個(gè)行業(yè)最初的摸索與邊界碰撞,兩人對(duì)于行業(yè)發(fā)展的看法有著頗多共識(shí)。
2007年,南都集團(tuán)出資1億元成立非公募基金會(huì)南都公益基金會(huì),由徐永光出任副理事長(zhǎng)兼秘書長(zhǎng)?;饡?huì)成立時(shí)便確定了以“支持民間公益發(fā)展”為使命,只做資助,這也是徐永光徹底離開體制后對(duì)公益行業(yè)進(jìn)行的開疆拓土式的新探索。如今不足15名全職工作人員的南都基金會(huì),資助了50余個(gè)公益項(xiàng)目,17家公益機(jī)構(gòu),發(fā)起創(chuàng)立了中國(guó)基金會(huì)行業(yè)信息服務(wù)平臺(tái)基金會(huì)中心網(wǎng),而銀杏伙伴公益組織領(lǐng)導(dǎo)人能力培訓(xùn)項(xiàng)目已是行業(yè)中最受矚目的資助項(xiàng)目之一。
1999年改革之后,扶貧基金會(huì)推出了諸多成功的慈善產(chǎn)品,為了取得捐贈(zèng)人的信任,何道峰在當(dāng)時(shí)強(qiáng)調(diào)的是制度和流程,并且要求項(xiàng)目必須由扶貧基金會(huì)自己的工作人員來操作。隨著扶貧基金會(huì)在捐贈(zèng)人,尤其是企業(yè)捐贈(zèng)人中漸漸樹立口碑,如今基金會(huì)有著14個(gè)部門,操作著6大類17個(gè)項(xiàng)目,工作人員超過了100人,這還不包括小額信貸項(xiàng)目的大量信貸員們。
“我們?cè)絹碓桨l(fā)現(xiàn)這樣下去不行。項(xiàng)目多了就招人,新項(xiàng)目一上,又招人,這就是水多了加面,面多了加水,沒完沒了。”劉文奎說,“過去我們是資源導(dǎo)向型,捐贈(zèng)人給一筆錢,他們想要把錢花在哪,我們就兢兢業(yè)業(yè)地派團(tuán)隊(duì)去花掉,用專業(yè)的工作人員,專業(yè)的項(xiàng)目管理方式。但這樣一來我們只是資金的搬運(yùn)工,主動(dòng)權(quán)有限?,F(xiàn)在我們轉(zhuǎn)型為社會(huì)問題導(dǎo)向型,在社會(huì)問題上更專業(yè),捐贈(zèng)人為解決某個(gè)問題捐款,而不是他想怎么花就怎么花了?!?/p>
見到本刊記者時(shí),何道峰正坐在去往蘆山縣古城村考察災(zāi)后重建項(xiàng)目點(diǎn)的車上。選取有代表性的農(nóng)村,通過聘請(qǐng)專業(yè)設(shè)計(jì)師,做出整村規(guī)劃,結(jié)合災(zāi)后生計(jì)恢復(fù)項(xiàng)目的災(zāi)后重建計(jì)劃,是今年扶貧基金會(huì)的項(xiàng)目之一。在他看來,“扶貧”現(xiàn)在做的事已不僅僅是慈善這個(gè)概念所能涵蓋的。公益與慈善是兩個(gè)概念,或者說,慈善是公益的初級(jí)階段。“慈善發(fā)自人的悲憫心,看重一對(duì)一的給予;公益有著更多理性色彩,看重的是更廣泛的公共利益,這是社會(huì)進(jìn)步必然的結(jié)果。” 何道峰說,當(dāng)人均gdp超過3000美元,城市化率超過50%時(shí),就會(huì)帶來一個(gè)國(guó)家的公益提速。中國(guó)的人均gdp在2008年首超3000美元,2010年城市化率超過了50%,所以中國(guó)公益已開始提速。提速的標(biāo)志是,草根公益組織數(shù)量急劇膨脹,活力旺盛。在新的社會(huì)環(huán)境中,一方面,越來越多的社會(huì)問題已不是一家機(jī)構(gòu)所能解決得了的了;另一方面,大型基金會(huì)必須從操作型基金會(huì)的龐大操作壓力中解脫出來,否則將疲于奔命。
但現(xiàn)實(shí)卻不是那么豐滿,“你要知道,如果我們第一次合作沒有辦法交出令對(duì)方滿意的答卷,他怎么會(huì)信任我們?怎么會(huì)接下來把錢繼續(xù)給我們,讓我們拿去做草根組織的資助?”最近幾年一旦有人委婉指出“扶貧基金會(huì)太聽捐贈(zèng)人的了,很多項(xiàng)目沒必要自己執(zhí)行,基金會(huì)要教育捐贈(zèng)人”時(shí),何道峰便笑。
轉(zhuǎn)型之難是顯而易見的,最大的困難在于捐贈(zèng)人的態(tài)度和理念上。民眾對(duì)于公益慈善理念的接受程度各不相同,郭美美事件之后,更多人號(hào)稱要看到“絲毫不差”的捐贈(zèng),連基金會(huì)需要收取管理費(fèi)這種常識(shí)都難以讓普通捐贈(zèng)者接受,更不用提把錢給那些做公益的人坐飛機(jī)去搞資助性項(xiàng)目了(參觀、訪問、開會(huì)、交流等學(xué)習(xí)通常會(huì)被認(rèn)為是揮霍善款)?!皩?duì)于很多捐贈(zèng)人來說,要他接受‘采購(gòu)ngo服務(wù)’就已經(jīng)很難了。他會(huì)把這個(gè)與工程的轉(zhuǎn)包聯(lián)系起來,認(rèn)為我把錢給你是信任你,你怎么又把錢給別人去花。”扶貧基金會(huì)秘書長(zhǎng)助理王軍說,“這個(gè)轉(zhuǎn)變非常緩慢,這么多年來,加多寶與河仁基金會(huì)算是轉(zhuǎn)變得較快的了。英特爾那樣的捐贈(zèng)人可遇不可求?!?/p>
作為非公募基金會(huì)的南都在籌資上基本沒有壓力,最主要的捐贈(zèng)人南都集團(tuán)又認(rèn)同他們做資助的大方向。而扶貧基金會(huì)則不是,他們籌集到的錢,捐贈(zèng)人通常已經(jīng)指定了用途,要么用于捐贈(zèng)愛心包裹,要么用于建設(shè)貧困地區(qū)的學(xué)生宿舍等等,真正能讓他們自己決定怎么花的非定向捐贈(zèng)每年都少之又少。劉文奎說,很多時(shí)候扶貧基金會(huì)不得不從自己的管理費(fèi)中抽取一部分,以進(jìn)行新項(xiàng)目和新領(lǐng)域的嘗試。
“通常大災(zāi)之后是推進(jìn)資助和合作項(xiàng)目比較好的時(shí)機(jī)。這時(shí)候的捐贈(zèng)很多,雖然指向某個(gè)地區(qū),但通常并沒有指定具體的用途和項(xiàng)目?!蓖踯娯?fù)責(zé)救災(zāi)項(xiàng)目多年,經(jīng)歷了2008年汶川地震、2010年玉樹地震和今年的蘆山地震的救災(zāi)和災(zāi)后重建工作。他發(fā)現(xiàn),在大災(zāi)中,很多捐贈(zèng)人并沒有想好捐款的具體用途,每到這種時(shí)候,他們就有比較大的空間去和捐贈(zèng)人商量,這錢是不是可以換種方法用。所以他覺得,在普遍公益慈善理念并不成熟的眼下,公募基金會(huì)和民間公益機(jī)構(gòu)合作的步子只能一點(diǎn)點(diǎn)挪著往前走。
第一步通常是基金會(huì)通過招標(biāo)購(gòu)買草根組織的服務(wù)。在草根組織初創(chuàng)期,有項(xiàng)目做便意味著不會(huì)餓死,同時(shí)還能鍛煉隊(duì)伍,積累地方資源。2008年汶川地震后,耐克捐贈(zèng)了一筆錢給扶貧基金會(huì),要求在災(zāi)區(qū)做青少年心理健康服務(wù)類項(xiàng)目。扶貧基金會(huì)與國(guó)際美慈組織一起,將美慈使用多年的國(guó)際方案本土化后起名為“加油”項(xiàng)目,由扶貧基金會(huì)運(yùn)作了一年。2009年,扶貧基金會(huì)與耐克協(xié)商對(duì)這個(gè)項(xiàng)目進(jìn)行創(chuàng)新,通過公開招標(biāo)的方式,選取5家四川本土組織繼續(xù)執(zhí)行“加油”,使之更加本地化?;谝荒甑暮献髋c信任,耐克接受了這個(gè)建議。這5家草根組織又在當(dāng)?shù)剡\(yùn)作了兩年“加油”項(xiàng)目,使之覆蓋了26個(gè)縣區(qū)、194所學(xué)校,受益兒童3000多名。這是扶貧基金會(huì)招標(biāo)草根組織服務(wù)的首次嘗試。
2010年4月玉樹地震時(shí),服務(wù)招標(biāo)和采購(gòu)得到了加多寶的支持,草根組織也從“加油”項(xiàng)目時(shí)單純的執(zhí)行者變成了設(shè)計(jì)者。青海格?;ń逃戎鷷?huì)就曾經(jīng)與扶貧基金會(huì)在這期間有過兩次合作:一次是在兩個(gè)縣的學(xué)校發(fā)放愛心包裹;一次是申報(bào)了囊謙5所小學(xué)光伏電站需求,獲批后負(fù)責(zé)電站的建設(shè)執(zhí)行。但在格桑花理事長(zhǎng)洪波看來,這都不算資助,“我們是做助學(xué)的機(jī)構(gòu),搞硬件建設(shè)并不符合機(jī)構(gòu)長(zhǎng)遠(yuǎn)發(fā)展的需求,所以這筆資助我們也算是執(zhí)行方,只是需求是我們發(fā)現(xiàn)和上報(bào)的,我們之間的關(guān)系更像是商業(yè)上的上下游關(guān)系?!?/p>
在草根組織心目中,真正的資助是雙方從項(xiàng)目合作上升為戰(zhàn)略合作的伙伴關(guān)系。資助和采購(gòu)的差別,是“伙伴與伙計(jì)”的差別,關(guān)鍵在于到底以誰的需求為主導(dǎo)。
即便如此,在這次扶貧基金會(huì)與草根組織的合作中,前者還因?yàn)閷?duì)政策的謹(jǐn)慎解讀,不得不另外引入南都基金會(huì)的資助。“做玉樹項(xiàng)目的時(shí)候,扶貧(基金會(huì))有一個(gè)關(guān)于管理費(fèi)的誤區(qū),拿了1000萬出來做項(xiàng)目招標(biāo),但堅(jiān)持要求基金會(huì)和草根組織的管理費(fèi)總計(jì)不超過10%(《基金會(huì)管理?xiàng)l例》規(guī)定的最高提取比例),基金會(huì)的管理費(fèi)是6%,留給執(zhí)行機(jī)構(gòu)的空間就非常小。”南都基金會(huì)秘書長(zhǎng)劉洲鴻回憶道,“所以那次南都出了一筆錢,幫草根組織把管理費(fèi)補(bǔ)齊?!?扶貧基金會(huì)社區(qū)陪伴計(jì)劃支持媽媽之家在寶興縣靈關(guān)鎮(zhèn)靈關(guān)中學(xué)建立親子中心
并非所有的障礙都來源于捐贈(zèng)人理念的落后,草根組織的能力不足以及行業(yè)支持體系的薄弱,也是捐贈(zèng)人和基金會(huì)在資助時(shí)有所猶疑的原因。目前國(guó)內(nèi)的大量草根組織都是在2008年以后才成立的,這是因?yàn)殂氪ǖ卣鹨l(fā)了這個(gè)行業(yè)的爆炸性增長(zhǎng),而在這之前的很長(zhǎng)一段時(shí)間里,中國(guó)的草根公益組織的增長(zhǎng)相當(dāng)緩慢,水平參差不齊,草根組織的專業(yè)能力和職業(yè)能力依然為基金會(huì)所詬病。
“把項(xiàng)目設(shè)計(jì)好了給他們都做不好,錢撥過去了,財(cái)務(wù)報(bào)告拖了兩年都交不上來,怎么資助他們做自己的項(xiàng)目?”一位在公益行業(yè)浸淫多年的人士說,因其如此,他所在的機(jī)構(gòu)目前仍以服務(wù)采購(gòu)為主要資助方式。
但更多的草根組織卻有了更多的需求?!耙娑喙娴挠跐?、益眾社區(qū)發(fā)展中心的倪凱志、心家園的但小莉、大地社區(qū)服務(wù)中心的陳濤,都是地震的時(shí)候來的,地震完了決定留下來。一方面覺得還有很多事沒做完,另一方面覺得這也是個(gè)新的機(jī)會(huì)?!彼拇ㄉ忻鞴姘l(fā)展研究中心首席研究員郭虹說,這樣的人在成都公益圈一抓一大把。他們基本都接受過恩派公益組織發(fā)展中心的孵化和培訓(xùn),也經(jīng)過了英國(guó)大使館文化處關(guān)于社會(huì)企業(yè)的啟蒙,但當(dāng)機(jī)構(gòu)發(fā)展到第6年,往往遇到瓶頸。

除了把簡(jiǎn)單的資金給予轉(zhuǎn)變?yōu)閷?duì)草根組織的戰(zhàn)略性支持,在資助時(shí)更看重草根組織的主導(dǎo)作用外,扶貧基金會(huì)還希望將自己在農(nóng)村工作中20多年的經(jīng)驗(yàn)分享給草根組織們,以達(dá)成陪伴式成長(zhǎng),并且以基金會(huì)作為平臺(tái),整合更多社會(huì)資源。這意味著扶貧基金會(huì)在這一類資助項(xiàng)目中,需要投入更多的資源和能力,并且更多地考慮對(duì)方的需求?!斑@對(duì)于我們來說,也是一次新的挑戰(zhàn),我們也需要邊摸索,邊實(shí)踐?!蓖踯娬f。

我和簡(jiǎn)·愛有太大的不同,我有自己的家,而她卻在那個(gè)所謂的家里受著痛苦;我有自己的自由,而她卻只能自己爭(zhēng)??;我有自己的驕傲,而她的驕傲總是一次又一次的被別人打破試試上,有時(shí)候也希望自己是簡(jiǎn)·愛,但我有我的無奈,我不可能是她,也不會(huì)是她,她勇敢,我卻總是自作聰明;她堅(jiān)持,我卻總是一次次的去放棄;他執(zhí)著,我去太愛改變。
我總是在不停的去展示自己,卻忘了本屬于被人的榮譽(yù)。她在面對(duì)朋友總是熱愛與關(guān)心,我真的徹底地失敗,他害怕別人知道自己的過去,而我總是用謊言來堆積過去,我無法接受別人知道我的過去是怎么樣的,但她卻在老師和朋友的關(guān)心下,努力說服自己要勇敢的去面對(duì)。
不過人總是兩面的,簡(jiǎn)·愛用樂觀的心態(tài)來面對(duì)自己的愛情,我用樂觀來面對(duì)生活,即使有時(shí)是偽裝的,但總樂在其中,簡(jiǎn)·愛的命運(yùn)石樂觀其成的,而我是逆來順受還是不甘反抗?其實(shí)我不知道。
似乎每一有個(gè)人都說簡(jiǎn)·愛是勇敢的,面對(duì)羅切斯特的城堡內(nèi)的女子,她不怕謠言,去刺探事實(shí)真相;面對(duì)于羅切實(shí)特的愛情,她不怕困哪,面對(duì)親人,她用于去交流也勇于去反抗,我覺得簡(jiǎn)·愛是偉大的,他總是勇于去表達(dá)自己的思想,不受權(quán)貴的控制,她在書中表達(dá)了自己對(duì)命運(yùn)的挑戰(zhàn),也努力的去熱愛自己的生活和生命,面對(duì)任何事都會(huì)冷靜的去思考,遇到困難也總想著為他人著想。她沒教育我生命,我卻學(xué)到了堅(jiān)強(qiáng),即使是狂風(fēng)暴雨或者是坎坷厄運(yùn),總有過去的一天,不輕易妥協(xié)。
