Excellencies, Distinguished delegates, Ladies and gentlemen,The biennial UNCTAD World Investment Forum is the most important event for the international investment community and its stakeholders.It provides a unique platform for interaction among global leaders,senior policymakers,corporate executives,investors, investment promotion agencies,and investment experts and practitioners from many countries around the world.The presence of more than 400 investment leaders from 116 countries from all parts of the investment community demonstrates the importance that international investment has gained as an engine of growth and development.Over the next three days,we will examine the challenges and opportunities for global investment in a post-crisis economy,which will be addressed by the following events:
1.The World Leaders Investment Summit will discuss the new international investment landscape in the post-crisis era.It will identify policy options for maximising the developmental benefits of foreign investment and how to take advantage of a new emerging economic and policy landscape.2.The Ministerial Round Table will address investment policy coherence in the post-crisis environment,including balancing investment liberalisation and regulation,and enhancing coherence between national and international investment policies.3.The High-level Tripartite Conference will identify the most prominent issues related to FDI and the impact of investment on sustainable development.Key topics include: world investment prospects,re-strategising investment promotion and promoting green investment.4.The 2010 International Investment Agreements Conference will reflect on the key development challenges facing the IIA regime and how it can leverage tangible development benefits in a post-crisis economy.5.The Sustainable Stock Exchanges Conference 2010 will examine how stock exchanges can promote sustainable business practices and responsible capital markets,which will ensure stable growth and positive development outcomes.6.The Special Conference on Promoting Responsible Sovereign Lending and Borrowing will provide an opportunity to discuss the need for a recognised set of principles for borrowers and lenders that promotes sustainable debt and credit conditions.7.The 8th Meeting of UNCTAD and the International Chamber of Commerce(ICC)Investment Advisory Council will discuss how investment can used to tackle the foreseeable shortfall in achieving the Millennium Development Goals(MDGs).8.Finally,the‘Investment Showcase’events will include presentations from individual countries on climate change-related investment.Other events include the launching of the G15 of Law Schools network dedicated to academic exchange on international investment law,and the UNCTAD Investment Promotion Award 2010, as well as various networking banquets,luncheons and dinners.All of these events will contribute towards the Forum’s main overall objective:to better understand the challenges and opportunities that the post-crisis investment landscape presents to all of us,and in particular to developing countries.In this new phase of globalisation –perhaps even a phase where we will see a retrenchment of globalisation–a new generation of investment policies will be needed.Such policies must encourage the transformation towards a low carbon economy,and the need for investment to work for development and the achievement of the MDGs.UNCT D’s World Investment Report 2010 provides information and analysis on some of these topics,as well as data on current trends in FDI.As such,the Report is offered as the main reference document to the World Investment Forum.Lastly,I would like to express my personal gratitude on behalf of UNCTAD to everyone who is attending the Forum,including the numerous organizations and associations that have partnered with us in the organisation of this year’s events.Your presence and contributions to the Forum’s discussions will help make this event a success and advance UNCT D’s mission to assist developing countries make investment work for development.For their practical support and hospitality,I wish to express UNCT D’s appreciation for the marvellous co-operation extended to us by the Ministry of Commerce,Fujian Province and the City of Xiamen.I also wish to acknowledge the partnership with the 14th China International Fair for Investment and Trade(CIFIT),which will be opened tomorrow morning.So without further deliberation,I would like now to declare the World Investment Forum 2010 officially open.原文鏈接:http://

For the first time in history, more people live in cities and towns than in rural areas.In a parallel trend, the burden of world poverty is also shifting from sparsely populated rural areas to densely populated cities.By mid-century, urban dwellers will count for seven out of every ten people.Most of this explosive growth is occurring in developing countries.Rapid, unplanned urbanization is expanding slums and informal settlements and municipal authorities are struggling to cope.城鎮(zhèn)人口有史以來第一次超過農(nóng)村人口。與此平行的另一趨勢是,世界貧窮的負(fù)擔(dān)也從人口稀少的農(nóng)村地區(qū)轉(zhuǎn)移到了人口密集的城市。到本世紀(jì)中葉,城鎮(zhèn)居民將占總?cè)丝诘氖种摺_@種爆炸式的增長大都發(fā)生在發(fā)展中國家。快速而無計(jì)劃的城市化造成越來越多的貧民窟和非正規(guī)住區(qū),市政當(dāng)局正窮于應(yīng)對(duì)。
The disparity in people's income, opportunities, living conditions and access to services is most vividly reflected by the mirror of public health.The threats are numerous: inadequate sanitation and refuse collection;industrial and traffic pollution;infectious diseases that thrive on squalor and crowded conditions;high rates of tobacco use;physical inactivity;unhealthy diets;crime, violence and the use of harmful substances.人們的收入、機(jī)會(huì)、生活條件和可獲服務(wù)極為不均,這最為清晰地反映于公共衛(wèi)生方面。面臨的威脅難以勝數(shù):環(huán)衛(wèi)設(shè)施和垃圾清收不足;工業(yè)和交通污染;在骯臟和擁擠的情況下容易滋生的傳染?。粺熋癖姸?;不愛鍛煉身體;不健康的飲食;犯罪、暴力和使用有害物質(zhì)。
To a large extent these problems lie beyond the direct control of the health sector.Improving urban health therefore requires sound policies across all areas of government and awareness among all sectors of society.The broad family of UN agencies and programmes is involved in this effort: working to reduce air and noise pollution, traffic congestion and crime;helping to improve housing, sanitation and food and water safety.這些問題在很大程度上超出了衛(wèi)生部門的直接控制。因此,改善城市衛(wèi)生需要在政府工作各個(gè)領(lǐng)域?qū)嵤┙∪恼?,需要社?huì)所有部門都認(rèn)識(shí)到這一問題。聯(lián)合國廣大的機(jī)構(gòu)和方案參與了這項(xiàng)工作:努力減少空氣和噪音污染、交通擁堵及犯罪現(xiàn)象,幫助改善住房、環(huán)境衛(wèi)生以及食物和用水安全。
Although the threats to health in cities are many, there is also reason for optimism.The root causes of urban health problems are known.So, too, are the methods for dealing with them.On World Health Day 2010, more than 700 cities from around the world will share their success stories.Together, these policies, interventions and best practices show how we make cities healthy places to live.城市衛(wèi)生面臨的威脅有很多,但也有樂觀的理由。城市衛(wèi)生問題的根本原因眾所周知。因此,處理這些問題的方法也很明了。在2010年世界衛(wèi)生日,世界各地700多個(gè)城市將分享它們的成功故事。這些政策、措施和最佳做法共同可以向我們展示如何使城市成為健康生活之地。
Many problems can be solved through better planning and more effective use of standards and the legislation needed to enforce them.Actions need not be complex or costly.Interventions with a demonstrated impact range from using urban gardens and farms to promote nutrition education and physical activity to communities working together to reduce crime and violence.On this World Health Day, let us act to make our cities more nurturing for all.Urban health matters!

The First World Investment Forum sponsored by UNCTAD in 2008 played a positive role in improving the global investment environment and promoting investment cooperation.The theme of this year's forum, “Investing in Sustainable Development”, meets the aspirations of countries in the world, developing countries in particular, for promoting economic development through foreign investment attraction, and contributes to the attainment of the United Nations Millennium Development Goals.Let me take today's opportunity to express my deep regards to UNCTAD for the important contribution it has made over the years for upholding and advancing the interests of developing countries.當(dāng)前,在國際社會(huì)共同努力下,世界經(jīng)濟(jì)正逐步擺脫國際金融危機(jī)陰影,走向復(fù)蘇,但復(fù)蘇的基礎(chǔ)不牢固、進(jìn)程不平衡,存在較大不確定性。中國在應(yīng)對(duì)國際金融危機(jī)沖擊過程中,堅(jiān)持改革開放,堅(jiān)持奉行互利共贏的開放戰(zhàn)略,按照通行的國際經(jīng)濟(jì)規(guī)則擴(kuò)大市場準(zhǔn)入,推進(jìn)貿(mào)易自由化和投資便利化,堅(jiān)持加快經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變,著力擴(kuò)大國內(nèi)需求,增加居民消費(fèi),堅(jiān)持按照主動(dòng)性、可控性、漸進(jìn)性原則,穩(wěn)步推進(jìn)人民幣匯率形成機(jī)制改革。2009年,中國吸收外資達(dá)到900億美元規(guī)模,位居世界第二。今年上半年,中國新批準(zhǔn)設(shè)立外商投資企業(yè)1.2萬家,實(shí)際使用外資514億美元,同比分別增長19%和21%;中國境內(nèi)投資者共對(duì)全球111個(gè)國家和地區(qū)進(jìn)行了直接投資,實(shí)現(xiàn)非金融類對(duì)外直接投資178億美元,同比增長44%。這為中國經(jīng)濟(jì)在國際金融危機(jī)沖擊下率先實(shí)現(xiàn)回升向好奠定了重要基礎(chǔ),也為世界經(jīng)濟(jì)復(fù)蘇作出積極貢獻(xiàn)。
Thanks to the concerted efforts of the international community, the world economy is gradually moving out of the shadow of the financial crisis and heading towards recovery.However, such recovery is neither firmly established nor balanced, and there are still significant uncertainties down the road.While countering the impact of the international financial crisis, China has adhered to the policy of reform and the win-win strategy of opening-up.We expanded market access in line with universal international economic rules, advanced trade liberalization and investment facilitation, and accelerated the transformation of economic development pattern, with focus on expanding domestic demand and boosting household consumption.Following the principles of independent initiative, controllability and gradual progress, we steadily pushed forward the reform of the RMB exchange rate formation mechanism.In 2009, China attracted a total of US$90 billion in foreign investment, ranking the second in the world.In the first half of this year, China approved 12,000 new foreign-invested enterprises with a paid-in investment of US$51.4 billion, up by 19% and 21% year-on-year respectively.Also in 2009, domestic investors from China made direct investment in 111 countries and regions, and China's outward direct investment in non-financial sectors totaled US$17.8 billion, which represents a 44% year-on-year increase.All this has laid an important foundation for the early recovery of the Chinese economy against the backdrop of the international financial crisis and contributed positively to global economic recovery.堅(jiān)持對(duì)外開放基本國策,堅(jiān)定不移地發(fā)展開放型經(jīng)濟(jì)、奉行互利共贏的開放戰(zhàn)略,是改革開放30多年來中國經(jīng)濟(jì)持續(xù)快速發(fā)展的一條成功經(jīng)驗(yàn)。招商引資、擇優(yōu)選資,促進(jìn)“引資”與“引智”相結(jié)合,是中國對(duì)外開放的重要內(nèi)容。截至2010年7月,中國累計(jì)設(shè)立外商投資企業(yè)69.8萬家,實(shí)際使用外資1.05萬億美元。目前中國22%的稅收、28%的工業(yè)增加值、55%的進(jìn)出口、50%的技術(shù)引進(jìn)、約4500萬人的就業(yè),都來自外商投資企業(yè)的貢獻(xiàn)。對(duì)外開放、吸引外資是互利共贏的。對(duì)中國來說,通過持續(xù)吸引外資為國家現(xiàn)代化建設(shè)提供了必要的資金、先進(jìn)的技術(shù)和寶貴的管理經(jīng)驗(yàn)以及眾多國際化人才。對(duì)外商投資企業(yè)來說,則贏得了可觀的投資回報(bào),不少在華外商投資企業(yè)成為其母公司全球業(yè)務(wù)的增長亮點(diǎn)和利潤中心。聯(lián)合國貿(mào)發(fā)會(huì)議最新調(diào)查顯示,目前中國依然是全球最具吸引力的投資東道國。
To follow the basic state policy of opening-up, unswervingly develop an open economy and pursue a win-win strategy of opening-up is a useful experience that has underpinned the sustained and rapid development of the Chinese economy over the past 30 years and more.To attract foreign investment, pick competitive foreign investors and bring in “financial resources” and “intellectual resources” both at the same time is an important element of China's opening-up policy.By July 2010, a total of 698,000 foreign-invested enterprises had been established in China, registering a paid-in capital of US$1.05 trillion.Today, in China, 22% of tax revenues, 28% of added industrial value, 55% of foreign trade, 50% of technology import and some 45 million job opportunities are contributed by foreign-invested enterprises.Opening to the outside world and attracting foreign investment are mutually beneficial and complementary.For China, continued introduction of foreign investment has provided necessary fund, advanced technologies and valuable managerial expertise and many global-minded talents to support the country's modernization drive.For foreign enterprises, investing in China has generated handsome returns.Many foreign-invested enterprises in China have become the growth engines and profit centers of their parent companies' global business.The latest UNCTAD survey shows that China is still the most appealing host for investment in the world.近年來,中國全面把握對(duì)外開放階段性特點(diǎn),按照完善內(nèi)外聯(lián)動(dòng)、互利共贏、安全高效的開放型經(jīng)濟(jì)體系的要求,總結(jié)實(shí)踐中的成功經(jīng)驗(yàn),把“引進(jìn)來”和“走出去”更好地結(jié)合起來,創(chuàng)新對(duì)外投資和合作方式,支持企業(yè)在研發(fā)、生產(chǎn)、銷售等方面開展國際化經(jīng)營。截至2009年底,中國共在境外設(shè)立企業(yè)1.3萬家,境外企業(yè)資產(chǎn)總額超過1萬億美元,對(duì)外投資存量已達(dá)2457億美元,投資區(qū)域遍布全球177個(gè)國家和地區(qū)。目前,中國正在加快推進(jìn)各種形式的對(duì)外投資合作,培育發(fā)展中國的跨國公司,支持有實(shí)力的企業(yè)建立國際營銷網(wǎng)絡(luò),加強(qiáng)境外基礎(chǔ)設(shè)施建設(shè)合作,規(guī)范發(fā)展對(duì)外勞務(wù)合作,積極推動(dòng)境外經(jīng)貿(mào)合作區(qū)建設(shè),緩解我國生產(chǎn)能力過剩、內(nèi)需不足的矛盾,推動(dòng)國內(nèi)產(chǎn)業(yè)轉(zhuǎn)型,帶動(dòng)相關(guān)產(chǎn)品和服務(wù)出口。
In recent years, we have worked in line with the characteristics of the different stages of opening-up, and the requirements to improve an open economic system that focuses on both domestic and international markets, that promotes win-win and mutually beneficial cooperation, and that emphasizes security and effectiveness.And we have actively summed up our successful experience in past years.We better coordinated our “inviting in” and “going global” strategies, adopted new ways of conducting overseas investment and cooperation and supported enterprises to develop international operation in research and development, production and distribution.By the end of 2009, China had set up a total of 13,000 overseas enterprises with overall assets reaching more than US$1 trillion, and had made US$245.7 billion of overseas investment in 177 countries and regions.We are stepping up efforts to facilitate various forms of overseas investment cooperation, develop our own multinational companies and support well-positioned enterprises to establish international sales distribution networks.We are working to strengthen overseas infrastructure construction cooperation, and develop overseas labor contract cooperation in a well-managed fashion.And we are actively advancing the construction of overseas economic and trade cooperation zones.Our aim is to alleviate the tensions between overcapacity and weak domestic demand, stimulate industrial transformation at home and, at the same time, promote exports of relevant products and services.中國在推進(jìn)開放型經(jīng)濟(jì)過程中,還通過各種方式幫助發(fā)展中國家增強(qiáng)自主發(fā)展能力、改善民生,縮小南北差距。比如,中國向國際貨幣基金組織增資500億美元,明確要求將資金優(yōu)先用于最不發(fā)達(dá)國家;設(shè)立100億美元的中國-東盟投資合作基金,向東盟國家提供150億美元信貸支持,促進(jìn)了地區(qū)經(jīng)濟(jì)金融形勢穩(wěn)定;向上海合作組織其他成員國提供100億美元的信貸支持,向非洲國家提供100億美元優(yōu)惠貸款,免除了非洲重債窮國和最不發(fā)達(dá)國家債務(wù);逐步給予所有同中國建交的最不發(fā)達(dá)國家95%的產(chǎn)品進(jìn)口免關(guān)稅待遇,幫助發(fā)展中國家減緩國際金融危機(jī)沖擊、減輕就業(yè)壓力、穩(wěn)定經(jīng)濟(jì)形勢。今后,我們還將推動(dòng)更多中國企業(yè)“走出去”,深化南南合作,真心誠意幫助發(fā)展中國家提高經(jīng)濟(jì)發(fā)展能力。
In the process of building an open economy, China has worked in various forms to help developing countries enhance self-development capacity, improve the livelihood of their peoples and narrow the North-South gap.For instance, China made an additional contribution of US$50 billion to the IMF replenishment plan, making it clear that the fund should be used to support least developed countries on a priority basis;China inaugurated a China-ASEAN Investment Cooperation Fund of US$10 billion, and provided US$15 billion of credit support to ASEAN countries, to help promote regional economic and financial stability.China provided US$10 billion of credit support to members of the Shanghai Cooperation Organization, US$10 billion of concessional loans to African countries, and cancelled debts owed by heavily-indebted poor countries and least developed countries in Africa;China gradually introduced zero-tariff treatment to 95% of exports from all the least developed countries with which China has diplomatic ties, and helped developing countries mitigate the impact of the international financial crisis, ease the employment pressure, and stabilize the economic situation.We will encourage more Chinese enterprises to “go global”, and will continue to deepen South-South cooperation, and truly help developing countries raise economic development capacity

First, we continue to foster an open and transparent legal environment.China's socialist market economy is an economy based on the rule of law, and its investment environment is protected by laws that are open and transparent.In the thirty years and more of China's reform and opening-up, we have amended, on four occasions, the Catalogue for the Guidance of Foreign Investment Industries, and in each amendment, our focus has been to further expand the scope of market access and optimize foreign investment structure.Since China's accession to the WTO in 2001, we have effectively promoted investment facilitation and transparency of the investment environment.We have steadily improved laws and regulations guiding foreign investment, increased decision-making transparency, better regulated administrative behavior, made timely information release of development programs, industrial policies, access criteria and industry developments.Recently, the Chinese government promulgated the Several Opinions of the State Council on Facilitating the Use of Foreign Investment, and introduced a series of innovative measures to optimize foreign investment utilization structure, expand areas of opening-up and diversify foreign investment utilization.To be more specific, we will encourage more foreign investment in high-end manufacturing industries, high-tech industries, modern services industries, new energy, energy-saving and environmental protection industries.We will encourage foreign investors to move to and increase investment in the central and western regions, and develop labor-intensive industries meeting environmental requirements in the central and western regions.We will encourage foreign investment to participate in the reorganization, restructuring, merger and acquisitions of Chinese enterprises in the form of equity purchase, merger and acquisition, expand channels of funding for foreign-invested enterprises in China, and give a better play to the role of foreign investment in scientific innovation, industry upgrading and balanced regional economic development.二是繼續(xù)致力于營造公平競爭的市場環(huán)境。發(fā)展離不開競爭,競爭必須公平。中國政府鼓勵(lì)自主創(chuàng)新的政策是覆蓋中國境內(nèi)所有企業(yè)的,也是適用于依法在中國設(shè)立的一切外商投資企業(yè)的,可以說,這是廣泛開展國際合作條件下的開放式創(chuàng)新。今年4月,中國通過面向國內(nèi)外投資者公開征求意見,對(duì)“自主創(chuàng)新”產(chǎn)品的認(rèn)定標(biāo)準(zhǔn)進(jìn)行了調(diào)整,確認(rèn)外商投資企業(yè)是“中國制造”的組成部分,同中國本土資本投資企業(yè)適用同樣的原產(chǎn)地規(guī)則,享受一視同仁的平等國民待遇。當(dāng)前,中國政府正在以認(rèn)真負(fù)責(zé)的態(tài)度對(duì)待加入世貿(mào)組織《政府采購協(xié)定》談判。對(duì)涉及政府資金的采購和建設(shè)項(xiàng)目,中國政府將采取公開透明的辦法,讓內(nèi)外資企業(yè)及其產(chǎn)品享受平等的待遇。2009年,在對(duì)1.2萬個(gè)機(jī)電產(chǎn)品采購項(xiàng)目開展的國際招標(biāo)中,外商投資企業(yè)中標(biāo)數(shù)占項(xiàng)目總數(shù)的55.4%。
Second, we continue to build a market environment for fair competition.Development will not be possible without competition which, in turn, demands fair play.The Chinese government's policy to encourage indigenous innovation applies to all enterprises in China and therefore cover all foreign-invested enterprises lawfully set up in China.This is an open and creative move taken in the broader context of international cooperation.Last April, after publicly soliciting opinions from Chinese and foreign investors, China made adjustments to the criteria for accreditation of “indigenous innovation-based products”.According to the new criteria, foreign-invested enterprises are also producers of “Made in China” goods and therefore enjoy equal country of origin and national treatment as their fully Chinese-funded counterparts.The Chinese government is approaching the negotiation to join the WTO Government Procurement Agreement with a responsible attitude.The Chinese government will make all procurement and construction projects involving government budget open and transparent to Chinese-and foreign-invested enterprises and their products alike.As a matter of fact, foreign-invested enterprises won 55.4% of all bids in the international tendering conducted for 12,000 mechanical and electric products procurement programs in 2009.三是繼續(xù)致力于營造穩(wěn)定有序的經(jīng)營環(huán)境。中國政府高度重視知識(shí)產(chǎn)權(quán)保護(hù),近20多年來建立了比較完整的保護(hù)知識(shí)產(chǎn)權(quán)體系。2008年,中國制定了《國家知識(shí)產(chǎn)權(quán)戰(zhàn)略綱要》,把保護(hù)知識(shí)產(chǎn)權(quán)提升為國家戰(zhàn)略。2006至2010年,中國連續(xù)5年實(shí)施保護(hù)知識(shí)產(chǎn)權(quán)行動(dòng)計(jì)劃。中國政府不斷加強(qiáng)知識(shí)產(chǎn)權(quán)行政執(zhí)法力度,開展了打擊網(wǎng)絡(luò)侵權(quán)盜版等多個(gè)專項(xiàng)治理行動(dòng)。今后,中國政府將繼續(xù)完善市場體系,消除市場壁壘,維護(hù)市場秩序,保護(hù)投資者利益,使包括外商投資企業(yè)在內(nèi)的各類市場主體做強(qiáng)做大有用武之地、發(fā)展經(jīng)營無后顧之憂。同時(shí)中國還將進(jìn)一步完善保護(hù)知識(shí)產(chǎn)權(quán)的體制機(jī)制、法律法規(guī),為廣大投資者和權(quán)利人提供更加有力有效的保護(hù)。歡迎外商投資企業(yè)對(duì)中國查處侵犯知識(shí)產(chǎn)權(quán)的行動(dòng)和成效繼續(xù)予以配合和監(jiān)督。
Third, we continue to build a steady and orderly business environment.Intellectual property rights(IPR)protection is high on the agenda of the Chinese government, and a series of relatively full-fledged IPR protection systems have been instituted over the last two decades.In 2008, China developed the Outline of the National Intellectual Property Strategy, upgrading IPR protection to a national strategy.The five years between 2006 and 2010 witnessed the introduction of a host of annual IPR protection action plans.The Chinese government has reinforced IPR protection law enforcement via a number of special campaigns against online IPR infringement, piracy, etc.In the years ahead, the Chinese government will continue to improve the market system, remove market barriers, maintain market order and protect the rights and interests of investors, so that all market players, foreign-invested enterprises included, not only enjoy their rightful place in the Chinese market but will also grow their business on a sustainable basis.China will also improve systems, mechanisms, laws and regulations designed for IPR protection to offer more effective and efficient protection to investors and IPR owners.We welcome continued cooperation and supervision of foreign-invested enterprises on China's actions and progress in regulating IPR infringement.中國致力于不斷優(yōu)化投資環(huán)境、不斷提高利用外資質(zhì)量,已形成寬領(lǐng)域、多層次、全方位對(duì)外開放格局,制造業(yè)、農(nóng)業(yè)的絕大部分領(lǐng)域和100個(gè)服務(wù)貿(mào)易部門都已對(duì)外開放,中國將繼續(xù)致力于成為全球最具吸引力的投資東道國。這些事實(shí)表明,中國的比較優(yōu)勢依然存在,投資環(huán)境依然為眾多外商投資企業(yè)所看好。進(jìn)入改革開放新階段的中國,正在把轉(zhuǎn)變對(duì)外經(jīng)濟(jì)發(fā)展方式同轉(zhuǎn)變國內(nèi)經(jīng)濟(jì)發(fā)展方式結(jié)合起來,加快形成經(jīng)濟(jì)全球化條件下參與國際經(jīng)濟(jì)合作和競爭的新優(yōu)勢。

What we have is an open world and an open global economy.Under such circumstances, all countries need to develop an open economy if they were to accelerate development.The pace of growth of an open economy hinges on how wide it opens, and its prospect is determined by how well it opens.China will expand the breadth and depth of opening-up to deepen opening-up along the coast, accelerate opening-up in the hinterland and upgrade opening-up of the border regions.We will promote reform, development and people's living standards all through opening-up.In so doing, we will make fresh contribution to strong, sustainable and balanced growth of the world economy and advance economic globalization in a balanced and all-win direction that benefits all countries

Oceans play a key role in our daily lives.They are integral to sustainable development and an important frontier for research.As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life.This research has great potential to advance human well-being.海洋在我們的日常生活中發(fā)揮著關(guān)鍵作用,是可持續(xù)發(fā)展的有機(jī)組成部分,是重要的科研前沿地帶??茖W(xué)家正在對(duì)海洋進(jìn)行前所未有的深入探索,他們不斷發(fā)現(xiàn)新形式的海洋生物。這一研究很有可能為人類謀取福祉。
But, if we are to fully benefit from what oceans have to offer, we must address the damaging impacts of human activities.The diversity of life in the oceans is under ever-increasing strain.Over-exploitation of marine living resources, climate change, and pollution from hazardous materials and activities all pose a grave threat to the marine environment.So does the growth of criminal activities, including piracy, which have serious implications for the security of navigation and the safety of seafarers.但是,如果我們希望充分得益于海洋所能帶來的惠益,我們就必須消除人類活動(dòng)產(chǎn)生的破壞影響。海洋生物多樣性正日益面臨更大壓力。對(duì)海洋生物資源的過度開發(fā)、氣候變化及有害物質(zhì)和活動(dòng)所致的污染,這些都對(duì)海洋環(huán)境構(gòu)成嚴(yán)重威脅。犯罪活動(dòng)的增加,包括海盜行為,同樣也是嚴(yán)重威脅,對(duì)航行安全和海員的安全有著嚴(yán)重影響。
Much action is already being taken within the framework of the 1982 United Nations Convention on the Law of the Sea — our “constitution for the oceans”.More than 15 years after the Convention’s entry into force, it continues to act as our guide.But if we are to safeguard the capacity of the oceans to service society’s many and varied needs, we need to do much more.On this second annual commemoration of World Oceans Day, I urge Governments and citizens everywhere to acknowledge the enormous value of the world’s oceans — and do their part in ensuring their health and vitality.已開始在1982年《聯(lián)合國海洋法公約》框架內(nèi)采取許多行動(dòng),該公約是我們的“海洋憲法”。該公約生效已有15年之久,但它仍是我們的行動(dòng)導(dǎo)向。然而,如欲保障海洋服務(wù)于人類社會(huì)多種多樣需要的能力,我們還需要做更多工作。在此世界海洋日兩周年活動(dòng)之際,我促請(qǐng)各國政府和世界各地公民認(rèn)同世界各大洋的巨大價(jià)值,各盡所能,確保各大洋的健康和活力。
