With almost billion people travelling abroad each year, tourism has become a powerful economic sector, a passport to prosperity and peace, and a transformative force improving millions of lives.每年有近12億人出境旅游，旅游業(yè)已經(jīng)成為一個(gè)強(qiáng)勁的經(jīng)濟(jì)部門(mén)，它既是實(shí)現(xiàn)繁榮與和平的途徑，也是改善千百萬(wàn)人民生活的變革力量。

Everyone has the right to access leisure and tourism services on an equal basis.Yet 1 billion people around the world living with disability, along with young children, seniors and persons with other access requirements, still face obstacles in accessing fundamentals of travel such as clear and reliable information, efficient transportation and public services, and a physical environment that is easy to navigate.Even with modern technologies, those with visual, hearing, mobility or cognitive impairments are being left behind in many tourism destinations.人人有權(quán)平等享有休閑和旅游服務(wù)，但是全世界10億殘疾人以及兒童、老人和具有其他無(wú)障礙要求的人，在獲得明確可靠的資訊、高效的運(yùn)輸和公共服務(wù)以及方便游客的實(shí)際環(huán)境等基本旅游服務(wù)方面仍然面臨障礙。即使在有現(xiàn)代技術(shù)的今天，許多旅游目的地對(duì)于視聽(tīng)、行動(dòng)和認(rèn)知障礙者而言仍是遙不可及。

Accessibility is both an important market opportunity and central to responsible and sustainable tourism policies and business development strategies.I encourage policy makers, destination planners and companies working with people with special needs to work together to remove all barriers, mental and physical, to travel.On this World Tourism Day, let us recognize that all people can and should be able to participate in tourism and enjoy unforgettable travel experiences.無(wú)障礙旅游既是重要的市場(chǎng)機(jī)會(huì)，也是負(fù)責(zé)任和可持續(xù)旅游政策及旅游發(fā)展戰(zhàn)略的關(guān)鍵所在。我鼓勵(lì)決策者、目的地規(guī)劃者以及為特殊需求者提供服務(wù)的公司，共同努力消除參與旅游所面臨的各種心理和身體障礙。值此世界旅游日，讓我們確認(rèn)所有人都能夠、也都應(yīng)該參與旅游，享受難忘的旅游經(jīng)歷。

9月19日，由世界旅游城市聯(lián)合會(huì)和重慶市政府聯(lián)合舉辦的XX世界旅游城市聯(lián)合會(huì)重慶香山旅游峰會(huì)在重慶開(kāi)幕。聯(lián)合國(guó)副秘書(shū)長(zhǎng)泰格奈沃蓋圖，世界旅游城市聯(lián)合會(huì)理事會(huì)主席、北京市市長(zhǎng)王安順，重慶市市長(zhǎng)黃奇帆，國(guó)家旅游局副局長(zhǎng)杜江出席開(kāi)幕式并致辭。本次峰會(huì)主題為“共享經(jīng)濟(jì)和世界旅游城市發(fā)展”，旨在為促進(jìn)城市旅游業(yè)的轉(zhuǎn)型升級(jí)和創(chuàng)新發(fā)展提供新的思路和解決方案。有85個(gè)城市以及40家機(jī)構(gòu)的約400位嘉賓參加本次峰會(huì)。焦作市旅游局局長(zhǎng)趙衛(wèi)星、焦作市旅游局副局長(zhǎng)李建陽(yáng)代表會(huì)員城市焦作，參加本次旅游峰會(huì)。

世界旅游城市聯(lián)合會(huì)成立于XX年，是北京聯(lián)合柏林、洛杉磯、巴塞羅那等世界著名旅游城市共同發(fā)起成立的非政府組織，是世界上首個(gè)以旅游城市為主體的全球性國(guó)際旅游組織，總部設(shè)在北京，也是首個(gè)總部落戶(hù)中國(guó)、落戶(hù)北京的國(guó)際性旅游組織，主要會(huì)員遍布五大洲，現(xiàn)有會(huì)員數(shù)量174個(gè)。焦作市是首批加入的會(huì)員城市。香山旅游峰會(huì)是世界旅游城市聯(lián)合會(huì)推動(dòng)世界旅游城市之間交流合作的主要平臺(tái)，至今已舉辦四屆。

國(guó)家旅游局副局長(zhǎng)杜江出席開(kāi)幕式并致辭，杜江在致辭中表示，城市與旅游業(yè)的發(fā)展互相依存、相互促進(jìn)。作為全球首個(gè)以城市為主體和第一家總部設(shè)在中國(guó)的國(guó)際旅游組織，聯(lián)合會(huì)自成立以來(lái)，積極促進(jìn)各國(guó)城市間的旅游交流，不斷探索通過(guò)旅游發(fā)展推動(dòng)城市建設(shè)、展示城市形象、提升市民生活質(zhì)量的新思路、新途徑，影響力日益提升。當(dāng)前，中國(guó)旅游業(yè)已進(jìn)入大眾化和產(chǎn)業(yè)化發(fā)展的時(shí)代，不僅成為新常態(tài)下中國(guó)經(jīng)濟(jì)發(fā)展的生力軍，也為世界各國(guó)、各地區(qū)旅游業(yè)發(fā)展帶來(lái)了新的契機(jī)。

為實(shí)現(xiàn)上述目標(biāo)，我們將注重處理好郵政基本公共服務(wù)領(lǐng)域和競(jìng)爭(zhēng)性領(lǐng)域、產(chǎn)業(yè)升級(jí)和加快發(fā)展以及發(fā)揮行業(yè)管理作用和尊重市場(chǎng)規(guī)律三個(gè)方面的關(guān)系，重點(diǎn)抓好五個(gè)方面的工作：一是著力激發(fā)市場(chǎng)主體新活力。注重引導(dǎo)、培育企業(yè)的創(chuàng)新驅(qū)動(dòng)發(fā)展新動(dòng)力。增強(qiáng)發(fā)展后勁，構(gòu)建現(xiàn)代郵政業(yè)發(fā)展的管理機(jī)制和技術(shù)體系。推動(dòng)市場(chǎng)主體加快建立現(xiàn)代企業(yè)制度，完善多種所有制并存、多元市場(chǎng)主體競(jìng)合、多層次服務(wù)共生的郵政市場(chǎng)新格局。促進(jìn)提高市場(chǎng)集中度，保證行業(yè)各種所有制經(jīng)濟(jì)依法平等使用生產(chǎn)要素，公平參與市場(chǎng)競(jìng)爭(zhēng)，提升行業(yè)的開(kāi)放型經(jīng)濟(jì)水平。二是著力完善保障監(jiān)督郵政普遍服務(wù)的長(zhǎng)效機(jī)制。強(qiáng)化郵政基礎(chǔ)設(shè)施建設(shè)，設(shè)有郵政局所的鄉(xiāng)鎮(zhèn)比重達(dá)到100%，行政村通郵率和城鎮(zhèn)居民信報(bào)箱安裝率明顯提高。加強(qiáng)郵政服務(wù)的質(zhì)量管理，完善郵件處理和運(yùn)輸?shù)陌踩Ｕ洗胧哟笃毡榉?wù)標(biāo)準(zhǔn)監(jiān)督檢查力度，健全郵政普遍服務(wù)綜合績(jī)效考核機(jī)制，形成責(zé)權(quán)統(tǒng)一的郵政普遍服務(wù)保障與監(jiān)督機(jī)制。三是著力提升行業(yè)科技水平和自動(dòng)化、標(biāo)準(zhǔn)化、信息化應(yīng)用水平。加快收寄、分揀、運(yùn)輸、投遞等環(huán)節(jié)生產(chǎn)裝備及新技術(shù)的研發(fā)和推廣運(yùn)用。開(kāi)發(fā)渠道豐富、規(guī)范有序的運(yùn)輸和配送資源市場(chǎng)，提升郵政和快遞網(wǎng)絡(luò)的承載能力。四是著力促進(jìn)協(xié)調(diào)發(fā)展。優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，促進(jìn)區(qū)域協(xié)調(diào)發(fā)展，促進(jìn)產(chǎn)業(yè)聯(lián)動(dòng)發(fā)展。依托綜合交通運(yùn)輸體系，推動(dòng)企業(yè)功能整合和服務(wù)延伸，融入產(chǎn)業(yè)鏈、服務(wù)鏈和供應(yīng)鏈，提升產(chǎn)業(yè)層次，促進(jìn)與電子商務(wù)、制造業(yè)等協(xié)同發(fā)展。五是著力加強(qiáng)行業(yè)文化建設(shè)。以踐行社會(huì)主義核心價(jià)值體系為核心，努力建設(shè)面向現(xiàn)代化、具有行業(yè)特色的文化體系。

今年以來(lái)，中央把“穩(wěn)增長(zhǎng)”戰(zhàn)略放在更加突出的位置，強(qiáng)調(diào)堅(jiān)持穩(wěn)中求進(jìn)，穩(wěn)中有為，把發(fā)展服務(wù)業(yè)作為打造經(jīng)濟(jì)“升級(jí)版”的重要戰(zhàn)略舉措，堅(jiān)持生產(chǎn)性服務(wù)業(yè)和生活性服務(wù)業(yè)并舉，堅(jiān)持現(xiàn)代服務(wù)業(yè)和傳統(tǒng)服務(wù)業(yè)并舉，著力把服務(wù)業(yè)打造成經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的新引擎。郵政業(yè)作為重要的基礎(chǔ)性產(chǎn)業(yè)，廣泛服務(wù)于經(jīng)濟(jì)社會(huì)發(fā)展和人民生活。我們要在國(guó)家郵政局和陜西省委、省政府的正確領(lǐng)導(dǎo)下，按照科學(xué)發(fā)展跨越發(fā)展的決策部署和建設(shè)“三個(gè)陜西”的要求，以轉(zhuǎn)變發(fā)展方式為主線，以惠民強(qiáng)業(yè)為目標(biāo)，以轉(zhuǎn)型升級(jí)為核心，以構(gòu)建公平公正、競(jìng)爭(zhēng)有序的郵政市場(chǎng)環(huán)境為保障，加快行業(yè)科學(xué)發(fā)展步伐，顯著提升郵政業(yè)對(duì)經(jīng)濟(jì)社會(huì)發(fā)展的支撐能力，加快建設(shè)與小康社會(huì)相適應(yīng)的現(xiàn)代郵政業(yè)，為建設(shè)西部強(qiáng)省、富裕三秦百姓作出新的更大貢獻(xiàn)。
