今天，我們歡聚一堂，共同慶祝非洲人民的重要節(jié)日—“非洲日”。我謹(jǐn)代表中國政府和人民，向各位非洲駐華使節(jié)，并通過你們，向非洲國家政府和人民致以熱烈的祝賀！

44年前的今天，非洲統(tǒng)一組織的成立標(biāo)志著非洲國家和人民在爭取民族解放、促進(jìn)團(tuán)結(jié)統(tǒng)一的道路上邁出了歷史性的一步，5月25日這一天永遠(yuǎn)載入了非洲的史冊。2002年，非洲聯(lián)盟正式接過非洲統(tǒng)一組織的旗幟，擔(dān)負(fù)起維護(hù)非洲和平穩(wěn)定、實現(xiàn)非洲發(fā)展振興的重任，非洲國家聯(lián)合自強(qiáng)進(jìn)入一個新的發(fā)展階段。今年是非盟誕生5周年，今年的“非洲日”具有特殊的意義。

過去5年里，在非盟和非洲國家不懈努力下，非洲和平穩(wěn)定局面繼續(xù)鞏固，區(qū)域合作和一體化進(jìn)程穩(wěn)步推進(jìn)，經(jīng)濟(jì)增長勢頭強(qiáng)勁，在國際事務(wù)中的集體影響力不斷上升。今天的非洲是一個充滿希望的大陸，是一片渴求發(fā)展的熱土，處處涌動著蓬勃向上、奮發(fā)進(jìn)取的生機(jī)與活力。

盡管非洲和平與發(fā)展事業(yè)仍面臨一些挑戰(zhàn)，但我們相信，在非洲國家政府和人民的共同努力下，在國際社會的關(guān)注和支持下，非洲一定能夠克服發(fā)展道路上的困難，不斷取得更大的進(jìn)步！

各位使節(jié)、各位朋友，2006年是中非關(guān)系史上值得銘記的一年。在這一年里，中非合作論壇北京峰會成功舉行，確立了政治上平等互信、經(jīng)濟(jì)上合作共贏、文化上交流互鑒的中非新型戰(zhàn)略伙伴關(guān)系。胡錦濤主席代表中國政府宣布了旨在加強(qiáng)中非務(wù)實合作、支持非洲國家發(fā)展的八項政策措施。北京峰會的召開，深化了中非傳統(tǒng)友誼，推動了中非關(guān)系向更高層次、更大范圍、更廣領(lǐng)域發(fā)展，成為中非關(guān)系史上一座新的里程碑。

同樣在這一年里，胡錦濤主席和溫家寶總理相繼訪非，非洲9位總統(tǒng)來華進(jìn)行國事訪問。中非經(jīng)貿(mào)合作碩果累累，教育、文化、衛(wèi)生等領(lǐng)域合作進(jìn)一步加強(qiáng)，在國際事務(wù)中一如既往地相互支持、密切配合。中國積極參與聯(lián)合國在非洲的維和行動。1300多名中國維和軍事人員身處聯(lián)合國在非維和行動的第一線，直接投身于促進(jìn)非洲的和平與穩(wěn)定的偉大事業(yè)。

各位使節(jié)、各位朋友，落實北京峰會成果特別是中國政府的八項政策措施，是今年中國對非洲工作的重中之重。今年1月底至2月上旬，胡錦濤主席訪問非洲8國，將峰會成果送到非洲人民手中。4月，中國全國政協(xié)主席賈慶林訪問非洲4國。近日，全國人大常委會委員長吳邦國訪問埃及，進(jìn)一步推動了落實峰會成果的進(jìn)程。

目前，中國已與17個非洲國家簽署了新的援助協(xié)議，與14個國家簽署了免債議定書，與23個國家辦理了免關(guān)稅換文，與5個國家簽署了優(yōu)惠貸款框架協(xié)議。我相信，隨著峰會成果的全面落實，非洲國家和人民一定能夠更多、更好地從中受益！

祝非洲大陸繁榮昌盛、人民幸福！

Respected State Councilor Tang Jiaxuan,Your Excellency Ambassador Eleih Elle Etian, Dean of the African Diplomatic Corps in China,Your Excellency Ambassador Afare Apeadu Donkor of the Republic of Ghana, Rotating President of the African Union,Your Excellencies,Ladies and Gentlemen, Dear Friends,Today, we are meeting here to celebrate the “Africa Day” – an important festival of the African people.On behalf of the Chinese Government and people, I would like to extend my warm congratulations to you, and, through you, to the governments and peoples of African countries!

Forty-four years ago today, the Organization of African Unity(OAU)was established, which was a historic step taken by African countries and peoples for liberation, solidarity and unity.The 25th of May thus became a special day in the annals of Africa.The African Union(AU)formally succeeded the OAU in 2002, shouldering the important responsibility of maintaining peace and stability and achieving development and renaissance in Africa.African countries entered a new stage in their efforts to develop themselves through unity.This year marks the fifth anniversary of the AU, thus giving this year's “Africa Day” special significance.Thanks to the unremitting efforts made by the AU and African countries in the past five years, peace and stability in Africa have been strengthened, regional cooperation and integration promoted, economic growth maintained, and Africa's collective standing in the international arena has risen.Africa today is a continent full of hope;it is a continent brimming with vitality and a continent thirsty for development.Africa still faces challenges in its cause of peace and development.But we are confident that with the concerted efforts of the governments and peoples of African countries and with the commitment and support of the international community, Africa can surely overcome the difficulties on the road of development and make steady progress!

Your Excellencies, Dear Friends,The year 2006 was a memorable year in the history of China-Africa relations.The Beijing Summit of the Forum on China-Africa Cooperation was successfully held this year, establishing a new type of strategic partnership between China and Africa featuring political equality and mutual trust, economic win-win cooperation and cultural exchange.On behalf of the Chinese Government, President Hu Jintao announced

eight policy measures aimed at strengthening China-Africa cooperation in practical terms and supporting the development of Africa.The Beijing Summit deepened China-Africa traditional friendship, elevated our relations to a higher level, and expanded the scope of their growth.The Beijing Summit has become a new milestone in the history of China-Africa relations.Also in 2006, President Hu Jintao and Premier Wen Jiabao visited Africa, and presidents from nine African countries paid state visits to China.China-Africa economic cooperation and trade flourished.Bilateral cooperation in education, culture, public health and other areas was further enhanced.China and Africa continued to support and cooperate closely with each other in international affairs.China took an active part in the United Nations peacekeeping operations in Africa.Over 1,300 Chinese military personnel participated in UN peacekeeping operations in Africa, contributing their share to promoting peace and stability in Africa.Your Excellencies, Dear Friends,To build on the success of the Beijing Summit, and particularly to implement the eight policy measures of the Chinese Government, is high on China's Africa agenda.President Hu Jintao visited eight African countries late January through early February, delivering on the pledges made at the Summit to the African peoples.Mr.Jia Qinglin, Chairman of the Chinese People's Political Consultative Conference, visited four African countries in April.The recent visit to Egypt by Mr.Wu Bangguo, Chairman of the Standing Committee of the National People's Congress, further ensured the carrying out of follow-up activities of the Summit.China has signed new aid agreements with 17 African countries and protocols on debt relief with 14 African countries, exchanged letters on tariff exemption with 23 African countries, and signed framework agreements on preferential loans with 5 African countries.I am confident that the full implementation of the decisions of the Summit will bring more benefits to the African countries and peoples.May Africa enjoy prosperity!

For China, this has also been an eventful year.We celebrated the 60th

anniversary of the founding of the People's Republic of China and New China's diplomacy.Over the past six decades, particularly the past three decades or more since reform and opening up, historic changes have taken place in China, and China's destiny is now more than ever closely linked with that of the world.We are working hard to foster a peaceful international environment conducive to our development and contribute to world peace and development with our own progress.China has played an active and constructive role in the international endeavor to tackle global challenges, ranging from the

international financial crisis to climate change, and from food, energy,resources and public health security to terrorism.China's friendly ties with other

Both China and Africa are cradles of human civilizations.Our friendship and exchanges can be traced back to the 2nd Century AD.It is worth noting that in the Ming Dynasty, Chinese navigator Zheng He led a fleet to the Western Seas on seven voyages, and, for four times, he reached the east coast of Africa, which are now Somalia and Kenya.Many of his stories are still told today.In the mid 20th Century, after the People's Republic of China was founded and most African countries gained independence, China and African countries established diplomatic relations, opening a new chapter in the annals of our friendship.In the past fifty years and more, China-Africa traditional friendship and practical cooperation have withstood the test of time and changes in the international arena and emerged even stronger.進(jìn)入21世紀(jì)，為了共謀發(fā)展，同迎挑戰(zhàn)，中國和非洲友好國家共創(chuàng)了中非合作論壇，從2000年到今天，已走過了9個春秋。在中非雙方的高度重視和精心培育下，論壇機(jī)制日臻完善，作用日益突出，影響不斷擴(kuò)大。

Under the flag of FOCAC, China-Africa friendship has flourished.At the First Ministerial Conference in 2000, we committed ourselves to a new China-Africa partnership featuring long-term stability, equality and mutual benefit.At the Second Ministerial Conference in 2003, we set out to boost comprehensive cooperation under this new partnership.At the Beijing Summit in 2006, President Hu Jintao announced, on behalf of the Chinese government, eight measures that have been well received by African countries.Chinese and African leaders agreed at the summit to build a new type of China-Africa strategic partnership.FOCAC has acted as a spearhead in the sound and fast growth of China-Africa friendly relations and cooperation.論壇是中非進(jìn)行集體對話的重要平臺。雙方在論壇框架下建立了部長級會議、外長級政治對話、高官級會議和論壇中方后續(xù)行動委員會與非洲駐華使團(tuán)磋商等機(jī)制。部長會每三年舉行一屆，輪流在中國和非洲國家召開。中非雙方利用論壇這一平臺，就中非關(guān)系和共同關(guān)心的國際和地區(qū)問題深入交換意見，協(xié)調(diào)雙方立場，加強(qiáng)相互支持。

FOCAC is an important platform for China-Africa collective dialogue.Under it, there are mechanisms including ministerial conference, political dialogue at the foreign ministers' level, senior officials' meeting and consultations between the Secretariat of the Chinese Follow-up Committee of FOCAC and the African diplomatic corps in China.The ministerial conference takes place every three years in China and Africa alternately.FOCAC has brought China and Africa together for in-depth exchange of views on our relations and international and regional issues of common interest, and for better coordination and stronger mutual support.論壇是中非開展務(wù)實合作的有效機(jī)制。每屆部長會都制定既具指導(dǎo)性又切實可操作的綱領(lǐng)性合作文件，對會后三年雙方各領(lǐng)域合作進(jìn)行全面規(guī)劃。論壇已成為中非友好合作的一大國際品牌，受到國際社會的廣泛關(guān)注，對發(fā)展中國家間加強(qiáng)合作具有示范作用，也帶動了國際社會更加重視非洲并加大對非投入。

FOCAC is an effective mechanism for China-Africa practical cooperation.Every ministerial conference has adopted feasible plans to guide cooperation across the board in the next three years.FOCAC has become an international brand of China-Africa friendship and cooperation, drawing worldwide interest.It showcases the strengthened cooperation among developing countries and encourages the international community to pay more attention to and increase input in Africa.再過一周，論壇第四屆部長級會議將在埃及沙姆沙伊赫召開。中國國務(wù)院總理溫家寶將同埃及總統(tǒng)穆巴拉克和部分非洲國家領(lǐng)導(dǎo)人一起出席開幕式，并發(fā)表重要講話。中國政府還將宣布對非合作新舉措。相信這次會議將在新形勢下進(jìn)一步推動中非關(guān)系的發(fā)展，成為中非友好史上新的里程碑。

In a week's time, the Fourth FOCAC Ministerial Conference will take place in Sharm El Sheikh, Egypt.Chinese Premier Wen Jiabao, together with Egyptian President Hosni Mubarak and some other African leaders, will attend and speak at the opening ceremony.He will announce the Chinese government's new measures for cooperation with Africa.I believe this conference will further promote the growth of China-Africa relations in the new era and become another milestone in the history of China-Africa friendship.朋友們，Dear Friends,中國人民同非洲人民是心心相印的朋友、兄弟。不管是過去、現(xiàn)在，還是將來，中國人民都

For China, this has also been an eventful year.We celebrated the 60th anniversary of the founding of the People's Republic of China and New China's diplomacy.Over the past six decades, particularly the past three decades or more since reform and opening up, historic changes have taken place in China, and China's destiny is now more than ever closely linked with that of the world.We are working hard to foster a peaceful international environment conducive to our development and contribute to world peace and development with our own progress.China has played an active and constructive role in the international endeavor to tackle global challenges, ranging

from the international financial crisis to climate change, and from food, energy, resources and public health security to terrorism.China's friendly ties with other countries have been further consolidated and strengthened through our joint response to challenges.

The year 2010 has been an important year for the overall world economy to emerge from the shadow of the financial crisis and embark on the track of recovery.Reform of the international

economic system has gathered momentum, while multilateralism and win-win cooperation have won greater popular support.On the other hand, the world economic recovery remains fragile and uneven.Global challenges such as climate change, energy security, food security and disaster prevention and reduction have become more pronounced.Hotspot issues have heated up from time to time, and factors bearing on peace and development have got more complex and diverse.In the face of complex and profound changes on the world scene, all countries have worked hard to pursue peace through cooperation and promote development through enhanced stability, displaying a strong resolve to meet challenges with concerted efforts.During this process, the mutually beneficial cooperation between China and other countries has further deepened, our exchanges in the political, economic, cultural and other fields expanded, and our coordination and cooperation in the reform of the international system and multilateral affairs strengthened.This has been a year marked by closer links, greater interactions and stronger cooperation between China and the world, and by China's new contributions to world peace, stability and development.2010年也是中國和平發(fā)展進(jìn)程中不平凡的一年。我們戰(zhàn)勝青海玉樹地震、舟曲特大泥石流等自然災(zāi)害，確保經(jīng)濟(jì)平穩(wěn)較快發(fā)展，成功舉辦上海世博會、廣州亞運(yùn)會，順利完成嫦娥二號衛(wèi)星探月任務(wù)。在這一過程中，我們得到了世界各國的廣泛理解和真誠幫助。在此，我愿向各國政府及各位駐華使節(jié)對中國的寶貴支持表示衷心的感謝。

The year 2010 has also been an eventful year in the course of China's peaceful development.We have overcome such natural disasters as the Yushu earthquake and the massive Zhouqu mudslide.We have ensured the steady and relatively fast economic development, successfully hosted the Shanghai World Expo and the Asian Games in Guangzhou, and accomplished the Chang'e-2 lunar probe mission.In all these efforts, we have received broad understanding and sincere help from other countries.I wish to take this opportunity to express heartfelt thanks to all the governments and to you, diplomatic envoys in China, for the valuable support.女士們、先生們：

The year 2011 marks the beginning of the second decade of the 21st century.The world will continue to move towards multi-polarity, while the process of global economic recovery and reform will further evolve.Countries will engage in deeper cooperation and interactions as they endeavor to transform their economic development patterns and enhance overall national strength in the post-crisis era.Next year marks the start of the implementation of China's 12th five-year
