Road crashes kill nearly 1.3 million people every year, and leave millions more injured or permanently disabled.Impaired driving, unsafe roads and other dangers shatter lives in a matter of seconds.道路交通事故每年造成近130萬人死亡,數(shù)百萬人受傷或終身殘疾。酒后駕駛、不安全的道路和其他危險可在瞬間毀滅生命。
The Decade can help thwart this needless loss of life.行動十年將有助于減少這種不必要的生命損失。

今天,我們慶祝一個特殊的新年,它的年號不同凡響,是2000年。走進新千年之際,有許多事是我們許多人都應(yīng)該感恩的。世界大部分地區(qū)平安無事。我們大多數(shù)人比自己的父母和祖父母受的教育多,預(yù)期壽命長,享有更大的自由和更廣泛的選擇。
新世紀(jì)帶來新的希望,但也可能帶來新的危險,或者是老危險換上了可怕的新形式。有些人擔(dān)心,經(jīng)濟變化會毀掉我們的就機會和生活方式。又有些人擔(dān)心偏見、暴力或疾病會蔓延。還有一些人擔(dān)心,人類活動可能毀掉生命賴以存在的全球環(huán)境。誰也不能確實知道,這每一種危險到底有多么嚴(yán)重。但是我們知道,這些危險有一個共同點:它們都是不尊重國界的。即便是最強大的國家,如果單獨行動,或許也無法保護其公民免受這些危險之害。在人類歷史上,我們從未像現(xiàn)在這樣休戚與共。只有共同面對,我們才能掌握自己的命運。

FOR THE NEW MILLENNIUM
My dear friends all over the world,Today we celebrate a special New Year with a momentous number: the Year Two
Thousand.As we move into a new Millennium, many of us have much to be thankful for.Most of the world is at peace.Most of us are better educated than our parents or grandparents, and can expect to live longer lives, with greater freedom and a wider range of choices.A new century brings new hope, but can also bring new dangers-or old ones in a new and alarming form.Some of us fear seeing our jobs and our way of life destroyed by economic change.Others fear the spread of bigotry, violence or disease.Others still are more worried that human activities may be ruining the global environmenton which our life depends.No one knows for sure how serious each of these dangers will be.But one thing they have in common: they do not respect state frontiers.Even the strongest state, acting alone, may not be able to protect its citizens against them.More than ever before in human history, we all share a common destiny.We can master it only if we face it together.And that, my friends, is why we have the United Nations.Through the United Nations, we are working together to preserve peace;to outlaw weapons that kill and maim indiscriminately;to bring mass murderers and war criminals to justice.Through the United Nations, we are working together to defeat AIDS and other epidemics;to control climate change;to make clean air and water available to everyone.Through the United Nations, we are working together to ensure that the global market benefits all of us, freeing the poor to lift themselves out of poverty.Through the United Nations, we are working together to make human rights a reality for everyone ?to give all human beings real choices in life, and a real say in decisions that affect their lives.In all these areas and more, the United Nations is working for you.But it can do little without you.After all, it belongs to youthe peoples of the world.And therefore it can work much better with your help and your ideas.My friends, the new millennium need not be a time of fear or anxiety.If we work together and have faith in our own abilities, it can be a time of hope and opportunity.It's up to us to make it so.Politics and World Affairs

上個月,領(lǐng)導(dǎo)人在紐約聚集一堂,共商應(yīng)付這些挑戰(zhàn)的共同對策。
無論是富國還是窮國的領(lǐng)導(dǎo)人,都作出了具體的政策承諾,倘若這些政策得到充分落實,可在今后十年中將饑餓和貧窮減少百分之五十。

Corruption afflicts all countries, undermining social progress and breeding inequality and injustice.腐敗困擾著所有國家,它阻礙了社會進步,也滋生了不公平和不公正。
When desperately needed development funds are stolen by corrupt individuals and institutions, poor and vulnerable people are robbed of the education, health care and other essential services.當(dāng)急需的發(fā)展資金被腐敗的個人和機構(gòu)竊取時,窮人和弱勢群體接受教育、保健和其他基本服務(wù)的機會就被剝奪了。
Although the poor may be marginalized by corruption, they will not be silenced.In events across the Arab world and beyond this year, ordinary people have joined their voices in denouncing corruption and demanding that governments combat this crime against democracy.Their protests have triggered changes on the international scene that could barely have been imagined just months previously.窮人或許會被腐敗邊緣化,但他們不會保持沉默。今年在整個阿拉伯世界乃至更多地方發(fā)生的事件中,普通民眾團結(jié)起來,異口同聲地譴責(zé)腐敗行為,并要求政府打擊這種反民主的犯罪行為。他們的抗議活動導(dǎo)致國際局勢發(fā)生了僅僅幾個月之前仍難以想象的變化。

The United Nations Convention Against Corruption is a powerful tool in the fight.I urge all governments that have not yet ratified it to do so without delay.I also call on governments to include anti-corruption measures in all national programs that support sustainable development.《聯(lián)合國反腐敗公約》是這一斗爭中的強大工具。我敦促所有仍未批準(zhǔn)這一《公約》的各國政府從速予以批準(zhǔn)。我還呼吁各國政府將反腐敗措施納入所有支持可持續(xù)發(fā)展的本國方案。
The private sector, too, stands to gain enormously from effective action.Corruption distorts markets, increases costs for companies and ultimately punishes consumers.Companies can create a more transparent global economy through anti-corruption initiatives, including the work of the United Nations Global Compact.私營部門若能采取有效行動,則也會獲益良多。腐敗行為扭曲了市場,增加了公司的成本,而最終受損害的則是消費者。各公司可以通過包括聯(lián)合國全球契約的工作在內(nèi)的反腐敗舉措,創(chuàng)造一個更加透明的全球經(jīng)濟。
On this International Anti-Corruption Day, let us pledge to do our part by cracking down on corruption, shaming those who practice it and engendering a culture that values ethical behavior.值此國際反腐日之際,讓我們承諾做出自身應(yīng)有的貢獻,即打擊腐敗,唾棄腐敗者,并樹立崇尚德操的文化。
