Information and communication technologies have transformed the global landscape.They power the world economy and have become the great enablers of modern society, helping people communicate across distances and cultural divides, facilitating trade and commerce, and providing access to critical resources such as healthcare and education.信息和通信技術(shù)改變了全球面貌。這些技術(shù)為世界經(jīng)濟(jì)提供動力,有力推動了現(xiàn)代社會的發(fā)展,幫助人們逾越溝通的距離和文化差距,為貿(mào)易和商業(yè)提供便利,并提供獲取保健和教育等至關(guān)重要資源的機(jī)會。
Recent events around the world, in particular in North Africa and the Middle East, have also highlighted the catalytic role that mobile phones and social media can play in galvanizing public opinion against repression.And in the aftermath of natural disasters that have struck with greater frequency and force, we have seen how these technologies are a vital part of the aid response, establishing lines of communication that can save lives, reunite families and help emergency relief reach people in need.世界各地、特別是北非和中東近期發(fā)生的事件還突出說明,手機(jī)和社交媒體可在激發(fā)反對壓制的公眾輿論方面發(fā)揮催化作用。此外,我們已看到,在越來越頻繁、破壞力越來越大的自然災(zāi)害發(fā)生后,信息和通信技術(shù)可在救援中發(fā)揮關(guān)鍵作用,開通通信線路可拯救生命,使家人團(tuán)聚,并幫助陷于困境的人們獲得緊急救濟(jì)。
The theme of this year’s observance, “Better life in rural communities with ICTs”, highlights the need to harness the full potential of ICTs for the benefit of the world's rural population.Seventy per cent of the developing world's 1.4 billion extremely poor people live in rural areas.Their lives can be transformed as we connect village schools to information and knowledge on the Internet, bring telemedicine to far-flung rural health centres, provide accurate weather information to farmers and fishermen, and supply up-to-date market information to producers.今年慶祝活動的主題、“借助信息和通信技術(shù)讓農(nóng)村社區(qū)生活更加美好”,突出的是有必要充分利用信通技術(shù)的潛力,造福世界農(nóng)村人口。在發(fā)展中國家14億赤貧人口中,70%的人生活在農(nóng)村地區(qū)。如果我們將鄉(xiāng)村學(xué)校與因特網(wǎng)的信息和知識連通,將遠(yuǎn)距醫(yī)學(xué)送抵偏遠(yuǎn)的農(nóng)村保健中心,讓農(nóng)民和漁民獲得準(zhǔn)確的天氣資料,讓農(nóng)業(yè)生產(chǎn)者得到最新市場信息,這些赤貧者的生活可以改變。

The International Day of Non-Violence marks the birth date of one of the doctrine's leading voices, Mahatma Gandhi.“Non-violence”, Gandhi said, “is the greatest force at the disposal of mankind.”
國際非暴力日正是堅守此項信念的主要代言人之一圣雄甘地的誕辰日。甘地說,“非暴力”“是人類最偉大的武器”。
We at the United Nations strive to harness the power of non-violence to overcome prejudice, end conflict, and cultivate mutual respect and understanding among peoples and countries.Indeed, the creed of non-violence echoes through the United Nations Charter: “To practice tolerance and live together in peace with one another as good neighbours”;“to ensure...that armed force shall not be used, save in the common interest.”

We work every day to bring these lofty principles to life.We do this by promoting human rights, seeking to resolve conflicts through peaceful means, campaigning to eliminate violence against women, working to achieve the Millennium Development Goals, and building bridges across cultures and countering hatred and extremism everywhere.我們每天都致力于將這些崇高原則落實在現(xiàn)實生活中。我們?yōu)榇舜龠M(jìn)人權(quán)、尋求以和平手段解決沖突、發(fā)起消除對婦女的暴力行為的運動、努力實現(xiàn)千年發(fā)展目標(biāo)、建造跨越文化的橋梁,以及反對任何地方出現(xiàn)的仇恨和極端主義。

This first International Widows’ Day is an occasion to call attention to the many “firsts” that women must face when their husbands die.In addition to coping with grief, they may find themselves for the first time since marriage without any social safety net.Far too often, widows lack access to inheritance, land tenure, employment and even the means to survive.今年是第一次開展國際寡婦日活動,在這個日子里,我們呼吁人們關(guān)注婦女在丈夫死亡后必須“第一次”面對的許多問題。婦女不僅陷入悲痛,而且還可能在結(jié)婚后第一次發(fā)現(xiàn)她們沒有任何社會安全網(wǎng)。寡婦往往不能繼承財產(chǎn),沒有土地保有權(quán),不能就業(yè),甚至沒有生存的手段。
In places where a widow’s status is linked to her husband, she may find herself suddenly shunned and isolated.Marriage – whether she desires it or not – may be the only way for a widow to regain her footing in society.在寡婦的地位與丈夫緊密相聯(lián)的地方,寡婦可能發(fā)現(xiàn)人們突然躲避她,她陷入孤立無援的境地。無論寡婦是否愿意,結(jié)婚可能是她在社會重新立腳的唯一途徑。
Of the approximately 245 million widows in our world, more than 115 live in extreme poverty.In countries embroiled in conflicts, women are often widowed young and must bear the heavy burden of caring for their children amid fighting and displacement with no help or support.全世界約有2.45億寡婦,其中超過1.15億人生活極端貧困。在沖突不斷的國家,婦女往往年輕就守寡,不得不在戰(zhàn)火中和顛沛流離的生活中肩負(fù)起照顧子女的重?fù)?dān),她們得不到任何幫助或支持。

In today's world, telecommunications are more than just a basic service – they are a means to promote development, improve society and save lives.This will be all the more true in the world of tomorrow.在當(dāng)今世界,電信不僅僅是一項基本服務(wù),而是一種促進(jìn)發(fā)展、改進(jìn)社會和拯救生命的手段。未來的世界將更是如此。
The importance of telecommunications was on display in the wake of the earthquake which devastated Haiti earlier this year.Communications technologies were used to coordinate aid, optimize resources and provide desperately sought information about the victims.The International Telecommunications Union(ITU)and its commercial partners contributed scores of satellite terminals and helped to provide wireless communications to help disaster relief and clean-up efforts.在今年初發(fā)生了摧毀海地的地震之后,電信的重要性體現(xiàn)出來。通信技術(shù)被用來協(xié)調(diào)援助、優(yōu)化資源和提供迫切需要的傷之人員的信息。國際電信聯(lián)盟及其商業(yè)伙伴捐贈了數(shù)十部衛(wèi)星終端,并幫助提供無線通信服務(wù),以協(xié)助救災(zāi)和清理工作。
