I'm delighted to come to Washington again in this beautiful spring with flowers in full

bloom.Two years ago, Secretary Clinton and I met here, and we together envisioned

the establishment of a mechanism of China-US people-to-people exchange.One-and-a-half years ago, President Obama paid a visit to China.With a strategic

vision, our two presidents made an important decision of establishing a new bilateral

mechanism to facilitate people-to-people exchange between the two countries.One

year ago in Beijing, Secretary Clinton and I launched this mechanism together.Yesterday, Under Secretary Judith McHale and Vice Minister Hao Ping reviewed the

achievements of this mechanism over the past year.The progress is encouraging.Thanks to this mechanism, the people of our two countries, especially the students of

elementary schools, high schools, and universities, have been able to appreciate the

charm of the diverse cultures of our two countries and experience the joy of getting to

know and understand each other.Last January, during President Hu Jintao's

heart-to-heart exchange.” People-to-people exchange is a bridge for promoting

understanding and trust between states and between peoples.It also provides an

inexhaustible driving force for deepening China-US relations.At present, there are

I'm most happy that after eight hours of intensive consultations yesterday, our two

aggression.More than 30 million Chinese made the ultimate sacrifice for this noble cause.Over 2,000 American aviation personnel laid down their lives on Chinese soil.Their moving stories are still being told.I have kept an old photograph which tells about how my father, an army commander during the war against Japanese aggression, and his soldiers risked their lives to rescue American pilots.During the exchange between China and the United States was reopened thanks to the “ping-pong diplomacy”.The small ball gave a push to the big globe.Since then, China-US relations have embarked on the journey of improvement and development.Yesterday evening, I had the privilege of meeting with a number of trailblazers, builders, and witnesses of the over forty years of China-US relations, including Dr.Kissinger, Dr.Brzezinski, and General Scowcroft.We reviewed the remarkable path of our relations and envisioned an even brighter future.We all believe that thanks to the efforts of several generations of leaders of the two countries, the China-US relationship has become one of the most vibrant, promising and strategically influential bilateral relationships in the world.A relationship based on mutual respect and mutual benefit will not only bring benefits to the people of China the United

now covers a wide range of areas and takes place at multiple levels.Cooperation in such areas as education, science and technology, culture, sports, women's issues and youth has reached a new height.Several dozen programs under the consultation mechanism have been implemented effectively, benefiting hundreds of thousands of people directly.美國(guó)“十萬(wàn)人留學(xué)中國(guó)計(jì)劃”和中國(guó)“三個(gè)一萬(wàn)”教育項(xiàng)目進(jìn)展順利，有4.3萬(wàn)美國(guó)學(xué)生來(lái)華留學(xué)，美45個(gè)州7100多名中小學(xué)校長(zhǎng)、教師、大中小學(xué)生以及2100名大學(xué)生獲專項(xiàng)獎(jiǎng)學(xué)金和漢語(yǔ)橋培訓(xùn)項(xiàng)目資助來(lái)華讀書，美留學(xué)生占來(lái)華留學(xué)生的8%，美國(guó)已成為中國(guó)國(guó)際學(xué)生第二大來(lái)源國(guó)。與此同時(shí)，中國(guó)亦成為美國(guó)國(guó)際學(xué)生的最大來(lái)源國(guó)，The US “100,000 Strong” initiative and China's “Three Ten-thousand Programs” are underway smoothly.A total of 43,000 American students have come to China to study.Over 7,100 elementary and high school principals and teachers and elementary, high school and college students from 45 American states have come to study in China with the support of the Chinese Bridge scholarships, and 2,100 American college students have come to study in China under the CPE Study-in-China scholarships.American students account for 8% of the international students in China, making the US the second largest source of international students for China.On its part, China is now the largest source of international students for the were 158,000 Chinese students in the US in the academic year of 2010-2011.More than 4,300 Chinese students have received support from China's 10,000 PhD scholarships program.There are more than 300 million people in China enrolled in 56 different foreign language courses including English.In the US, more than 5,000 public colleges, high schools and elementary schools now offer Chinese language course and a total of 81 Confucius Institutes have been established.Over 200,000 American students are learning the Chinese energy and agricultural science and technology have become the new highlights of mutually beneficial cooperation between our countries.Chinese ballet, drama and opera have entered American theaters and communities.The China-US Women's Leadership Exchange and Dialogue(Women-LEAD)has been very fruitful.America's Ivy League colleges are working with Chinese universities to implement the Youth RME Partnership Program in China.Many American sports professionals are in China coaching basketball, baseball, softball and tae kwon do teams.People-to-people exchange in various fields is flourishing and bearing rich such an occasion, I could not help but mention an NBA star from New York, Stephon Marbury.He now plays for the men's basketball team of Beijing.On March 30, his team won the Chinese Basketball Association(CBA)champion for the first time in the team's 27 years of history, and it was Marbury who contributed the most to the win.I was one of over 80 million viewers in China believed to have watched the match on TV.Marbury became a hero for locals in Beijing overnight.He once mentioned his “Beijing dream”, and now his dream has come true.He has over ten million fans in China and won the one and only “Great Wall Friendship Award” given by the Beijing mayor.In addition, Marbury has his own sports footwear brand in China.The “Beijing story” of Marbury and the “American story” of Yao Ming tell us that people-to-people exchange has such exuberant vitality that it can bridge cultural differences and close gaps between different social relationship is currently at a crucial time when we must build on past achievements and set the course for future development.Due to our different social systems, cultural traditions and development stages, suspicions, doubts or even misgivings between us are sometimes inevitable.Yet they should never be an obstacle to cooperation.We should “range far our eye over long vistas.” Faced with common challenges and responsibilities, the right thing to do is to enhance trust, dispel misgiving, seek common ground and reserve differences.Only inclusiveness, understanding, equality and cooperation will lead to win-win progress.It is based on these considerations and with the important agreement and full support of our presidents that Madam Secretary and I established the consultation mechanism.我們欣喜地看到，人文交流注重挖掘民間合作潛力，拉近了兩國(guó)人民的距離，深化了彼此的了解，化解著某些偏見(jiàn)。We are pleased to see that people-to-people exchange has focused on tapping the potential of cooperation between our peoples.As a result, our peoples feel closer to each other, mutual understanding has deepened and some bias is fading away.A constructive and cooperative spirit is growing between the two spring, helps build firm public support for China-US relations and cement the friendship between our two agree with what Madam Secretary said in her recent speech that “across both of our countries, citizens of all kinds shape and pull and add to this relationship” and that “engaging their talents, ideas and energies makes the China-US relationship far deeper and more durable than anything our governments could do on our own.” People-to-people exchange has greatly enriched the content of China-US relationship and has made our relations more resilient, vigorous and durable in face of various challenges.也因此，人文交流高層磋商機(jī)制同戰(zhàn)略與經(jīng)濟(jì)對(duì)話機(jī)制相輔相成、相得益彰，人文交流與政治互信、經(jīng)貿(mào)合作一起，構(gòu)成了中美關(guān)系的三大支柱。This is precisely what makes the mechanisms of the CPE and the S&ED supplement and bring out the best of each other.People-to-people exchange, political mutual trust, and economic and trade cooperation have become the three pillars of China-US relationship.1971年“乒乓外交”以來(lái)的歷史表明，中美交往的閘門一旦打開(kāi)，人民間的往來(lái)便勢(shì)不可擋，從涓涓細(xì)流發(fā)展成澎湃江河。人民是推動(dòng)中美關(guān)系的真正動(dòng)力，是創(chuàng)造歷史的主角！What we have seen since the Ping-Pong Diplomacy of 1971 is a stream of unstoppable exchanges between our peoples growing into a surging river once the gate is open.People are the true force pushing China-US relationship forward and the true hero of history.國(guó)務(wù)卿女士，Madam Secretary,女士們，先生們，朋友們，Ladies and Gentlemen,Dear friends,老子說(shuō)，“道生一，一生二，二生三，三生萬(wàn)物”。經(jīng)過(guò)三輪中美人文交流高層磋商的成功運(yùn)行，我們有理由相信，中美人文交流的道路會(huì)越走越寬，發(fā)展前景會(huì)更加廣闊。我們要鞏固成果，深化前行，進(jìn)一步夯實(shí)中美友好的社會(huì)和民意基礎(chǔ)。這里我愿提出三點(diǎn)倡議：As the ancient Chinese philosopher Lao Zi put it, “The Tao produced One;One produced Two;Two produced Three;Three produced All Things.” With the success of three rounds of consultation, we have every reason to expect greater possibilities and broader prospects for people-to-people exchange.We need to consolidate what we have achieved, seize the opportunity to forge ahead and further solidify the foundation of popular support for our friendship.Here I would like to make the following three proposals.第一，讓我們共同努力，推動(dòng)人文交流縱深發(fā)展，使之更好地服務(wù)于中美構(gòu)建21世紀(jì)新型大國(guó)關(guān)系的歷史任務(wù)。First, we should work together to deepen people-to-people exchange and let it better serve the historical task of shaping the China-US relationship into a new type of relations between major countries in the 21st century.2011年1月，胡錦濤主席和奧巴馬總統(tǒng)就中美共同建設(shè)相互尊重、互利共贏的合作伙伴關(guān)系達(dá)成重要共識(shí)，為中美關(guān)系的未來(lái)指明了方向。In January 2011, President Hu Jintao and President Barack Obama reached important agreement on building a cooperative partnership based on mutual respect and mutual benefit, charting the course for the development

of China-US relations.今年2月，習(xí)近平副主席訪美期間，就如何實(shí)現(xiàn)這一目標(biāo)，提出兩國(guó)要攜手走出一條大國(guó)間和諧相處、良性競(jìng)爭(zhēng)、合作共贏的新型道路。While visiting the United States in February this year, Vice President Xi Jinping pointed out that to realize this objective, our two countries should work together to open a new path of relationship between major countries featuring harmonious coexistence, sound competition and win-win cooperation.國(guó)務(wù)卿女士最近也說(shuō)過(guò)，要尋找一個(gè)古老問(wèn)題的新答案，書寫一個(gè)守成大國(guó)和新興大國(guó)相遇時(shí)，與過(guò)去截然不同的未來(lái)。Madam Secretary, you said recently that we are now trying to find a new answer to an ancient question of what happens when an established power and a rising power meet, and to write a future that is entirely different from the past.建設(shè)新型大國(guó)關(guān)系是中美關(guān)系史乃至國(guó)際關(guān)系史上一項(xiàng)創(chuàng)舉。Building a new type of relationship between major countries is a pioneering undertaking in both the history of China-US relations and the history of international relations.只有登高望遠(yuǎn)，著眼大局，尊重各國(guó)對(duì)自身發(fā)展道路的選擇，切實(shí)尊重彼此核心利益和重大關(guān)切，堅(jiān)持不懈地增進(jìn)戰(zhàn)略互信，妥善處理分歧和敏感問(wèn)題，才能實(shí)現(xiàn)合作共贏，推動(dòng)中美關(guān)系健康穩(wěn)定向前發(fā)展。Only by standing higher, taking a long-term and overall perspective, appreciating each other's development paths, earnestly respecting each other's core interests and major concerns, unswervingly increasing strategic mutual trust and handling differences and sensitive issues appropriately can we achieve win-win cooperation and keep China-US relations on the track of sound and steady development.目前，兩國(guó)正通過(guò)加強(qiáng)戰(zhàn)略溝通、深化經(jīng)貿(mào)合作等多種渠道不斷探索。國(guó)之交在于民相親，人文交流理應(yīng)在構(gòu)建新型大國(guó)關(guān)系中展現(xiàn)獨(dú)特優(yōu)勢(shì)、發(fā)揮更大作用。Currently, our two countries are exploring various channels such as strengthening strategic communication and deepening economic and trade ties.Amity between people holds the key to sound relations between states.People-to-people exchange naturally has unique advantages and a bigger role to play in building a new type of relations between major countries.第二，讓我們共同努力，進(jìn)一步充實(shí)中美人文交流的內(nèi)涵，使之“源頭活水”不斷、“細(xì)水長(zhǎng)流”永遠(yuǎn)。機(jī)制的成功運(yùn)行，為中美人文交流持久發(fā)展奠定了基礎(chǔ)、積累了經(jīng)驗(yàn)。Second, we should work together to enrich the content of China-US people-to-people exchange, adding fresh ideas and sustaining its growth for the long run.The success of the CPE has laid the foundation and accumulated experience for the sustainable development of China-US people-to-people exchange.“問(wèn)渠哪得清如許，為有源頭活水來(lái)”。只有與時(shí)俱進(jìn)，充實(shí)新內(nèi)容，豐富新形式，人文交流的長(zhǎng)河才會(huì)源源不斷、滾滾向前。As a poem reads, “Why is the water so clear in the pool? It is because fresh water keeps coming from the springhead.” By keeping pace with the times, adding new content and increasing the variety of activities, we will ensure that the flow of people-to-people exchange will never go dry and will surge onward.我們要堅(jiān)持以人為本，面向民眾，完善官民并舉的格局，在中美友好省州、友好城市等更多層面開(kāi)展人文交流，在青年、婦女、媒體之間開(kāi)展各具特色的活動(dòng)，使人文交流覆蓋更加廣泛、主體更加多元，進(jìn)入尋常百姓家。We should stay people-oriented and improve the structure of the exchanges by encouraging both public and private participation.People-to-people exchange should be carried out at more levels such as between sister provinces/states and sister cities.Youth, women and media groups may engage in exchanges with their unique features.In short, we should extend the range of people-to-people exchange, attract diverse participants, and increase the participation of the general public.今天下午將舉行中美省州教育廳長(zhǎng)對(duì)話。雙方將開(kāi)展高職院校與社區(qū)學(xué)院的合作，中方還將推動(dòng)基礎(chǔ)教育領(lǐng)域的“中美教師交流計(jì)劃”。這些將成為人文交流的新亮點(diǎn)。This afternoon, provincial and state education leaders will hold a dialogue.Our two countries will set in motion the cooperation between vocational schools and community colleges.China will launch the China-US Teacher Exchange Program in the field of elementary education.These will become new highlights in our people-to-people exchange.我們還應(yīng)進(jìn)一步消弭人文交流的障礙，為人民彼此來(lái)往提供更加便利的條件。最近美方宣布將提升中國(guó)公民赴美簽證的處理能力與速度，我們對(duì)此表示贊賞，并愿與美方共同探討兩國(guó)簽證便利化措施。

We should also remove remaining obstacles to people-to-people exchange and further facilitate mutual visits.We appreciate the recent announcement from the US side that it will increase the handling capacity and quicken the process with regard to US visa application for Chinese citizens, and we are ready to explore mutual visa facilitation measures together with the US side.第三，讓我們共同努力，推動(dòng)中美人文交流超越雙邊范疇，使之成為不同國(guó)家和諧共處、不同文明融合共生的典范。Third, we should work together to move beyond the bilateral scope while promoting people-to-people exchange and, in doing so, set a fine example of a harmonious relationship between different countries and coexistence of different

civilizations.21世紀(jì)是經(jīng)濟(jì)全球化、世界多極化深入發(fā)展的世紀(jì)，信息網(wǎng)絡(luò)等技術(shù)的發(fā)展大大縮短了人們的距離，各國(guó)已形成相互依存的命運(yùn)共同體。The 21st century is a century of deepening economic globalization and greater trend towards a multi-polar world.Progress in information and the Internet technologies have significantly shortened the distance between people, and countries of the world have become one community sharing interests and a common destiny.“兼相愛(ài)，交相利，必得賞”。國(guó)家之間、文明之間、人民之間應(yīng)以超越前人的智慧和勇氣，努力實(shí)現(xiàn)持久和平，共同建設(shè)和諧世界。Countries, different civilizations and people should “respect each other, seek mutual benefit and share the reward.” They should show greater wisdom and courage than their predecessors, strive to build lasting peace and work together for a harmonious world.為此，必須擴(kuò)大人文交流，化解分歧，培育共識(shí)。中美人文交流高層磋商機(jī)制正是順應(yīng)這一趨勢(shì)的創(chuàng)舉，不僅在中美之間收獲了成果，而且產(chǎn)生了示范效應(yīng)。To this end, people-to-people exchange should be further expanded with a view to resolving differences and cultivating common grounds.The China-US CPE is a pioneering effort along this line.In addition to producing bilateral outcomes, this mechanism plays an exemplary role.前不久，我訪問(wèn)歐洲，正式啟動(dòng)中國(guó)與歐盟、中國(guó)與英國(guó)的高級(jí)別人文交流機(jī)制就是明證。展望未來(lái)，中美兩國(guó)社會(huì)交往的深度和廣度將進(jìn)入一個(gè)新階段，兩國(guó)同世界的關(guān)系也將進(jìn)入一個(gè)新境界。Recently, I visited Europe and officially launched the high-level people-to-people exchange mechanisms with the EU and the UK respectively.This testifies to the exemplary role of our consultation mechanism.Looking ahead, China and the United States will enter a new stage of exchanges between Chinese and American societies with growth in both depth and breadth, and reach a new height in both our relations with the rest of the world.我們期待，人文交流不僅能助力中美構(gòu)建新型大國(guó)關(guān)系，也將為世界不同歷史文化、社會(huì)制度、發(fā)展階段的國(guó)家和諧共處提供有益啟示。We hope that in addition to being part of the efforts to build a new type of relationship between China and the US as two major countries, people-to-people exchange will also offer useful reference for harmonious coexistence of countries with different histories, cultures and social systems and at different development stages.今天恰逢中國(guó)的青年節(jié)。中美人文交流根基在民眾，希望在青年。我期待更多中美青年加入到人文交流中來(lái)，學(xué)習(xí)對(duì)方的語(yǔ)言，了解對(duì)方的歷史與現(xiàn)狀，包容理解彼此差異，Today coincides with the Chinese Youth Day.China-US people-to-people exchange is rooted in our peoples and its success depends on the young generation.We hope more and more Chinese and American young people will participate in people-to-people exchange, learning each other's language, appreciating each other's history and current development, and understanding and accommodating the differences between them.常懷友好之心，常做友好之事，演繹更多的“美國(guó)故事”和“中國(guó)故事”，為兩國(guó)人民的福祉、為世界的和平與繁榮不斷做出新貢獻(xiàn)。With friendship in mind and with building friendship being their mission, our young people will be able to live out their “China stories” and “American stories”, and make fresh contribution to the welfare of the two peoples and world peace and prosperity

43.中國(guó)大體協(xié)將于2016年7月選派41名全國(guó)優(yōu)秀的高校體育管理人員赴美國(guó)圣母大學(xué)進(jìn)行為期1個(gè)月的留學(xué)。44.中國(guó)大體協(xié)將于2016年8月組織中國(guó)大學(xué)生女子足球聯(lián)賽的全明星隊(duì)赴美訪問(wèn)，期間將與南加州大學(xué)、加州大學(xué)洛杉磯分校、亞利桑那州立大學(xué)和猶他大學(xué)的女足隊(duì)進(jìn)行友誼比賽、研討交流、訓(xùn)練互動(dòng)等豐富多樣的活動(dòng)。

45.中國(guó)大體協(xié)和國(guó)家留學(xué)基金委將于2016年9月至12月選派209名學(xué)校體育教練員前往美國(guó)亞利桑那州立大學(xué)和猶他大學(xué)進(jìn)行為期三個(gè)月的留學(xué)，項(xiàng)目涉及籃球、田徑、游泳和拉拉操。

46.中國(guó)大體協(xié)將于2016年11月在上海舉辦第五屆中美大學(xué)生體育文藝周系列活動(dòng)，期間包括NCAA男籃常規(guī)賽（哈佛大學(xué)和斯坦福大學(xué)比賽）、中美大學(xué)生男籃友誼賽、中美大學(xué)體育教育峰會(huì)、教育展等多姿多彩的交流比賽和藝術(shù)聯(lián)歡活動(dòng)。

47.中國(guó)大體協(xié)將于2016年12月上旬在美國(guó)舉辦中美高校體育論壇，屆時(shí)由國(guó)內(nèi)省市教育廳/教委、高校領(lǐng)導(dǎo)、教練員等近40人組成的代表團(tuán)將赴美交流研討。

48.中國(guó)大體協(xié)將與教育部國(guó)際司于2016年共同舉辦“留動(dòng)中國(guó)”來(lái)華留學(xué)生體育活動(dòng)，邀請(qǐng)美國(guó)等國(guó)家來(lái)華留學(xué)生參加體育比賽、歌舞及演講等才藝展示活動(dòng)，進(jìn)一步增進(jìn)中美青年間的理解和友誼。

（五）支持兩國(guó)教育機(jī)構(gòu)高水平戰(zhàn)略合作，推動(dòng)人才培養(yǎng)和合作辦學(xué)項(xiàng)目

49.繼續(xù)支持中美大學(xué)開(kāi)展智庫(kù)合作。2016年，北京大學(xué)將與斯坦福大學(xué)合作舉辦中美大學(xué)智庫(kù)論壇；復(fù)旦大學(xué)將與加州大學(xué)圣地亞哥分校合作舉辦首屆中美大學(xué)智庫(kù)對(duì)話。

50.繼續(xù)支持清華大學(xué)與黑石集團(tuán)開(kāi)展“蘇世民學(xué)者項(xiàng)目”，培養(yǎng)具備卓越領(lǐng)導(dǎo)能力、了解中國(guó)社會(huì)文化的未來(lái)領(lǐng)袖。

51.支持北京大學(xué)燕京學(xué)堂開(kāi)設(shè)中國(guó)學(xué)碩士研究生項(xiàng)目，為世界范圍內(nèi)的學(xué)生搭建溝通中國(guó)和世界的橋梁。

52.支持中國(guó)人民大學(xué)附屬中學(xué)與創(chuàng)新人才教育研究會(huì)成立“中美人文交流與教育合作平臺(tái)”。

二、科技領(lǐng)域

1.舉辦“中美+”清潔爐灶國(guó)際發(fā)展論壇：2016年第七輪中美人文交流高層磋商期間，科技部擬舉辦“中美+”清潔爐灶國(guó)際發(fā)展論壇，加強(qiáng)中美雙方清潔爐灶科研交流與合作，通過(guò)共同研發(fā)適合發(fā)展中國(guó)家需要的清潔爐灶，節(jié)約能源降低污染排放，減少疾病。

2.中美科技合作協(xié)定續(xù)簽：《中美科技合作協(xié)定》由鄧小平同志與美國(guó)總統(tǒng)卡特于1979年1月在美簽署，實(shí)現(xiàn)了兩國(guó)建交后雙方官方合作零的突破，后歷經(jīng)多次續(xù)簽，繼承和發(fā)揚(yáng)了雙邊科技合作的良好傳統(tǒng)?？萍疾咳f(wàn)鋼部長(zhǎng)與美國(guó)白宮科技政策辦公室主任霍爾德倫代表兩國(guó)政府于2016年4月如期簽署《中美科技合作協(xié)定延期議定書》。3.中美衛(wèi)生領(lǐng)域諒解備忘錄續(xù)簽：《科技部與美國(guó)衛(wèi)生與公眾服務(wù)部衛(wèi)生健康醫(yī)藥科學(xué)合作諒解備忘錄》于2016年5月10日到期，科技部與美國(guó)衛(wèi)生與公眾服務(wù)部擬于2016年擇期續(xù)簽諒解備忘錄，促進(jìn)中美醫(yī)藥衛(wèi)生領(lǐng)域科技合作。

4.中美化石能議定書續(xù)簽：科技部與美國(guó)能源部擬就《中美化石能技術(shù)開(kāi)發(fā)與利用合作議定書》續(xù)簽事宜進(jìn)行磋商，并積極推動(dòng)于2016年完成議定書續(xù)簽，促進(jìn)中美化石能領(lǐng)域科技合作。

5.建設(shè)上海張江波士頓企業(yè)園：上海張江波士頓企業(yè)園建設(shè)將積極推動(dòng)中國(guó)融入全球創(chuàng)新體系，發(fā)揮中美科技合作的輻射帶動(dòng)作用。2016年2月，科技部、上海市、美國(guó)馬薩諸塞州等高級(jí)別代表共同出席了上海張江波士頓企業(yè)園項(xiàng)目啟動(dòng)儀式，共同推動(dòng)省州園區(qū)科技創(chuàng)新合作，為中美人文交流和科技合作增添新內(nèi)涵。雙方擬于6月6日或7日本輪磋商期間，在華舉辦上海張江波士頓企業(yè)園揭牌儀式暨“中美科技園區(qū)合作創(chuàng)新論壇”（暫定名）。

6.“中美+”科技行動(dòng)計(jì)劃：科技部與美國(guó)國(guó)務(wù)院擬在兩國(guó)及第三國(guó)共同感興趣且有合作基礎(chǔ)、有助于共同應(yīng)對(duì)全球挑戰(zhàn)的領(lǐng)域開(kāi)展合作，推動(dòng)“中美＋科技行動(dòng)計(jì)劃”，雙方擬將清潔爐灶作為行動(dòng)計(jì)劃首個(gè)優(yōu)先領(lǐng)域，并將根據(jù)雙方共識(shí)增加新的合作領(lǐng)域。

7.創(chuàng)建部州科技創(chuàng)新合作機(jī)制：科技部擬與美國(guó)馬薩諸塞州政府探討共同舉辦研發(fā)產(chǎn)業(yè)化合作論壇，邀請(qǐng)產(chǎn)學(xué)研等各界代表參加，在交流研討中促成實(shí)質(zhì)性合作。

8.大科學(xué)工程和研究計(jì)劃的交流與合作：科技部擬與美國(guó)國(guó)務(wù)院等部門加強(qiáng)在國(guó)際大科學(xué)工程和研究計(jì)劃方面的信息交流和政策協(xié)調(diào)，包括探討共同發(fā)起國(guó)際大科學(xué)工程和研究計(jì)劃的可能性；探討互相開(kāi)放國(guó)內(nèi)大科學(xué)工程并加強(qiáng)合作的可能性；舉辦中美大科學(xué)工程和研究計(jì)劃管理研討會(huì)等。

9.建立中美科技政策與管理實(shí)踐領(lǐng)域的交流與合作：科技部鼓勵(lì)中國(guó)科研機(jī)構(gòu)（中國(guó)計(jì)量院等）與美國(guó)國(guó)家標(biāo)準(zhǔn)與技術(shù)研究院在《中美科技合作協(xié)定》框架下開(kāi)展合作研發(fā)項(xiàng)目，并提供相關(guān)支持。

10.推進(jìn)無(wú)錫市與麻省理工學(xué)院（MIT）合作：科技部支持無(wú)錫市錫山區(qū)與麻省理工學(xué)院產(chǎn)業(yè)聯(lián)盟辦公室（MIT－ILP）共建無(wú)錫錫山MIT－ILP國(guó)際技術(shù)轉(zhuǎn)移中心，共建創(chuàng)新創(chuàng)業(yè)合作平臺(tái)，推進(jìn)錫山企業(yè)與MIT開(kāi)展技術(shù)合作研發(fā)，數(shù)據(jù)庫(kù)共享，加快科技成果轉(zhuǎn)化。雙方人員定期交流互訪，共同舉辦高層技術(shù)論壇。

11.四川大學(xué)華西醫(yī)院與賽默飛世爾科技公司的合作：科技部支持四川大學(xué)華西醫(yī)院加強(qiáng)與賽默飛世爾科技公司的合作，包括建立“現(xiàn)代臨床病理聯(lián)合實(shí)驗(yàn)室”，在組織樣本庫(kù)、蛋白組學(xué)及分子診斷等學(xué)科建設(shè)領(lǐng)域聯(lián)手打造院企合作平臺(tái)等。

12.中美清潔能源合作：科技部萬(wàn)鋼部長(zhǎng)與美國(guó)能源部莫尼茲部長(zhǎng)擬于2016年7月在北京共同主持中美清潔能源聯(lián)合研究中心（CERC）第八次指導(dǎo)委員會(huì)會(huì)議。雙方擬就清潔煤、清潔汽車、建筑節(jié)能、能源與水、中重載卡車能效等領(lǐng)域的合作交換意見(jiàn)，并就二期合作進(jìn)行探討。

13.簽署中美清潔能源聯(lián)合研究中心（CERC）合作議定書補(bǔ)充協(xié)議：科技部、能源局與美國(guó)能源部擬于2016年擇期簽署CERC議定書的補(bǔ)充協(xié)議，正式確認(rèn)中重載卡車能效合作作為CERC二期新增領(lǐng)域。

14.舉辦中美化石能議定書協(xié)調(diào)人會(huì)：科技部與美國(guó)能源部擬于2016年下半年在美舉辦2016中美化石能議定書協(xié)調(diào)人會(huì)。雙方擬回顧議定書框架下電力系統(tǒng)、清潔燃料、能源與環(huán)境技術(shù)等6個(gè)附件的合作進(jìn)展，推進(jìn)優(yōu)先領(lǐng)域的務(wù)實(shí)合作。

15.舉辦第3次中美環(huán)境研究聯(lián)合工作組會(huì)：科技部與美國(guó)環(huán)保署擬于2016年在美舉辦第3次中美環(huán)境研究聯(lián)合工作組會(huì)，共同商討環(huán)境科技領(lǐng)域合作，拓展合作領(lǐng)域并不斷豐富合作機(jī)制。

16.中美衛(wèi)生科技領(lǐng)域研討會(huì)：科技部與美國(guó)衛(wèi)生與公眾服務(wù)部、國(guó)立衛(wèi)生研究院擬于2016年擇期在華召開(kāi)中美衛(wèi)生科技領(lǐng)域研討會(huì)，雙方擬就衛(wèi)生科技領(lǐng)域相關(guān)議題進(jìn)行深入探討，并就未來(lái)合作提出進(jìn)一步建議。

17.科技部與美國(guó)心臟協(xié)會(huì)合作：在科技部與美國(guó)心臟協(xié)會(huì)合作諒解備忘錄的基礎(chǔ)上，科技部擬于2016年推動(dòng)美國(guó)心臟協(xié)會(huì)與中國(guó)的合作伙伴建立良好關(guān)系，進(jìn)一步在醫(yī)療學(xué)術(shù)交流和在華推廣實(shí)施心肺急救培訓(xùn)兩方面開(kāi)展合作，造福人民。

18.中美科技人員交流計(jì)劃：科技部與美國(guó)國(guó)家科學(xué)基金會(huì)擬于2016年6月至8月繼續(xù)在華舉辦2016中美科技人員交流計(jì)劃，接收美方優(yōu)秀博士研究生約40名，在中方導(dǎo)師指導(dǎo)下開(kāi)展研究，為兩國(guó)青年科研人員未來(lái)研發(fā)合作搭建平臺(tái)。

19.中美青年科技論壇：科技部與美國(guó)國(guó)務(wù)院擬于2016年下半年共同在華舉辦第十屆中美青年科技論壇，在美舉辦第十一屆中美青年科技論壇。論壇將為兩國(guó)青年科研人員提供交流平臺(tái)、建立科研合作聯(lián)系。

20.中國(guó)青年科學(xué)家訪美計(jì)劃：科技部與美國(guó)國(guó)務(wù)院擬于2016年下半年共同執(zhí)行第五批中國(guó)青年科學(xué)家訪美計(jì)劃，選派10名中國(guó)科技工作者赴美訪問(wèn)美政府、大學(xué)和科研機(jī)構(gòu)，與美方科研人員開(kāi)展交流。

21.科技主題工作組會(huì)議：高層磋商期間，科技部與美國(guó)國(guó)務(wù)院將共同舉辦科技主題工作組會(huì)議，就在人文交流方面擬共同開(kāi)展的科技領(lǐng)域活動(dòng)進(jìn)行討論。

22.舉辦中美農(nóng)業(yè)科技合作聯(lián)合工作組第14次會(huì)議：科技部與美國(guó)農(nóng)業(yè)部擬于2016年8月在華共同舉辦中美農(nóng)業(yè)科技合作聯(lián)合工作組第14次會(huì)議。雙方擬回顧中美農(nóng)業(yè)旗艦項(xiàng)目下農(nóng)業(yè)生物技術(shù)等優(yōu)先領(lǐng)域以及擬新增優(yōu)先領(lǐng)域合作進(jìn)展，并就未來(lái)合作進(jìn)行探討。

23.舉辦中美技術(shù)轉(zhuǎn)移與創(chuàng)新協(xié)作大會(huì)：科技部擬于2016年支持建立中美國(guó)際技術(shù)轉(zhuǎn)移協(xié)作網(wǎng)絡(luò)，并支持舉辦首屆中美技術(shù)轉(zhuǎn)移與創(chuàng)新協(xié)作大會(huì)及相關(guān)專題活動(dòng)。24.國(guó)際技術(shù)轉(zhuǎn)移合作：科技部擬會(huì)同國(guó)家外專局等中方單位與北美技術(shù)經(jīng)理人協(xié)會(huì)共同建立國(guó)際技術(shù)轉(zhuǎn)移標(biāo)準(zhǔn)化培訓(xùn)課程體系，組織示范培訓(xùn)，并依托地方政府建立中美國(guó)際技術(shù)轉(zhuǎn)移合作培訓(xùn)基地。

25.舉辦中美合作創(chuàng)新高端論壇：科技部擬擇期舉辦中美合作創(chuàng)新高端論壇，邀請(qǐng)美國(guó)前政要、智庫(kù)、學(xué)者，共同探討氣候變化、環(huán)境污染、糧食安全等全球性重大挑戰(zhàn)，通過(guò)科技創(chuàng)新來(lái)應(yīng)對(duì)挑戰(zhàn)。

26.共建中美創(chuàng)新創(chuàng)業(yè)孵化平臺(tái)：科技部支持中國(guó)科技產(chǎn)業(yè)化促進(jìn)會(huì)、綠圃（北京）科技控股有限公司聯(lián)合美國(guó)斯坦福大學(xué)亞太中心、美國(guó)KRW投資公司，在廣東省科技廳和東莞市人民政府支持下，開(kāi)展系列旨在促進(jìn)中美創(chuàng)新孵化聯(lián)動(dòng)的活動(dòng)。擬于2016年5月正式啟動(dòng)“東莞常平國(guó)際創(chuàng)新港”建設(shè)，建立“中美創(chuàng)新孵化信息共享平臺(tái)”，舉辦“中美創(chuàng)新孵化論壇”、“中美創(chuàng)業(yè)訓(xùn)練營(yíng)”、發(fā)起設(shè)立“中美創(chuàng)客家園基金”，建設(shè)中美創(chuàng)客路演平臺(tái)。

27.北京航空材料研究院與美國(guó)加州大學(xué)歐文分校合作：科技部支持北京航空材料研究院與美國(guó)加州大學(xué)歐文分校于2016年4月在增材制造領(lǐng)域簽署科技合作協(xié)議，北京航空材料研究院將選派1－2名青年專家赴歐文分校開(kāi)展技術(shù)交流與聯(lián)合研究。

28.哈爾濱工程大學(xué)與德州農(nóng)工大學(xué)合作：科技部支持哈爾濱工程大學(xué)與德州農(nóng)工大學(xué)深化在核安全與核能和平利用領(lǐng)域科學(xué)研究、科技人才培訓(xùn)合作，支持雙方聯(lián)合制定哈工程德州農(nóng)工聯(lián)合學(xué)院戰(zhàn)略方案。

29.哈爾濱工程大學(xué)與田納西大學(xué)合作：科技部支持哈爾濱工程大學(xué)與田納西大學(xué)在核安全與核能和平利用領(lǐng)域開(kāi)展聯(lián)合科學(xué)研究和學(xué)術(shù)交流，雙方積極參與核安全國(guó)際聯(lián)合研究中心的研究工作。

三、文化領(lǐng)域

1.2016年下半年，中國(guó)對(duì)外文化交流協(xié)會(huì)擬與華盛頓州政府簽署《中國(guó)對(duì)外文化交流協(xié)會(huì)與美國(guó)華盛頓州政府關(guān)于支持建立文化交流伙伴關(guān)系的諒解備忘錄》。

2.2016年下半年，文化部擬組派學(xué)者、專家、藝術(shù)家赴美舉辦“中國(guó)文化創(chuàng)新領(lǐng)袖巡回演講”活動(dòng)。

3.2016年下半年，中國(guó)兒童藝術(shù)劇院將與美國(guó)蒙大拿州米蘇拉兒童劇院互派藝術(shù)團(tuán)到對(duì)方國(guó)家演出。

4.2016年7月，中國(guó)現(xiàn)代舞作品《生長(zhǎng)》將應(yīng)邀參加美國(guó)舞蹈節(jié)演出。

5.2016年8月，根據(jù)《中國(guó)對(duì)外文化交流協(xié)會(huì)和美國(guó)史密森學(xué)會(huì)關(guān)于開(kāi)展文化合作的諒解備忘錄》，文化部將邀請(qǐng)美國(guó)史密森學(xué)會(huì)代表團(tuán)訪華。

6.2016年8月底至9月初，四川樂(lè)山歌舞團(tuán)現(xiàn)代舞《斷層線》將赴洛杉磯演出。

9.2016年9月，文化部將組派多家演藝機(jī)構(gòu)代表赴美國(guó)參加美國(guó)中西部藝術(shù)聯(lián)盟年會(huì)及演出交易會(huì)。

11.2016年10月，上海京劇院《王子復(fù)仇記》將赴芝加哥哈里斯劇院演出。

18.2017年1月，中國(guó)文化傳媒集團(tuán)和上海國(guó)家對(duì)外文化貿(mào)易基地將組派中國(guó)團(tuán)組參加洛杉磯藝術(shù)博覽會(huì)。

19.2017年初，美國(guó)托馬斯·杰斐遜基金會(huì)將與中國(guó)國(guó)家圖書館合作，在中國(guó)國(guó)家圖書館舉辦《托馬斯·杰斐遜－創(chuàng)建美國(guó)》展覽。

20.2017年2月至5月，南京博物院和舊金山亞洲藝術(shù)博物館將合作舉辦“漢代考古發(fā)現(xiàn)展”。

21.2017年3月至7月，紐約大都會(huì)藝術(shù)博物館將和中國(guó)國(guó)家文物局共同舉辦《秦漢文明展》。

四、衛(wèi)生領(lǐng)域

1.中美衛(wèi)生對(duì)話

雙方?jīng)Q定在中美人文交流高層磋商期間，舉辦中美衛(wèi)生對(duì)話，突出中美間與人文交流相關(guān)的衛(wèi)生合作和伙伴關(guān)系，探索其他潛在合作。

2.“中美百名醫(yī)院院長(zhǎng)互訪計(jì)劃”

雙方?jīng)Q定繼續(xù)實(shí)施“中美百名醫(yī)院院長(zhǎng)互訪計(jì)劃”，進(jìn)一步促進(jìn)交流與合作。

3.“青年衛(wèi)生骨干千人交流計(jì)劃”

雙方?jīng)Q定繼續(xù)實(shí)施和擴(kuò)大“青年衛(wèi)生骨干千人交流計(jì)劃”，加強(qiáng)衛(wèi)生人員交流、培訓(xùn)和合作研究。

4.第六屆中美健康峰會(huì)

在中國(guó)國(guó)家衛(wèi)生和計(jì)劃生育委員會(huì)和美國(guó)衛(wèi)生與公眾服務(wù)部的支持下，中美健康峰會(huì)組織將于2016年9月在中國(guó)西安舉辦第六屆中美健康峰會(huì)。

5.第三屆中美醫(yī)院管理研討會(huì)

國(guó)家衛(wèi)生計(jì)生委人才交流服務(wù)中心與美中醫(yī)療衛(wèi)生合作項(xiàng)目將共同在華舉辦第三屆中美醫(yī)院管理研討會(huì)。

6.中美健康城市論壇

2016年11月19日至20日，中國(guó)國(guó)家衛(wèi)生計(jì)生委、全國(guó)友協(xié)、美國(guó)衛(wèi)生與公眾服務(wù)部、姊妹城市國(guó)際組織將共同在江西南昌舉辦中美健康城市論壇。論壇將重點(diǎn)關(guān)注健康城市與非傳染性疾病問(wèn)題。

7.美中醫(yī)療衛(wèi)生合作項(xiàng)目

美國(guó)貿(mào)易發(fā)展署將同國(guó)家衛(wèi)生計(jì)生委人才交流服務(wù)中心開(kāi)展衛(wèi)生合作項(xiàng)目，資助2期赴美培訓(xùn)班，并在華舉辦6次研討會(huì)，研討議題重點(diǎn)為醫(yī)療技術(shù)、最佳實(shí)踐和政策制定。上述活動(dòng)中，美方公立和私營(yíng)部門醫(yī)療衛(wèi)生專家將與中國(guó)各地專家共同討論醫(yī)療衛(wèi)生面臨的機(jī)遇和挑戰(zhàn)。

8.非傳染性疾病——以國(guó)際訪問(wèn)者領(lǐng)袖項(xiàng)目為重點(diǎn)

2016年9月，實(shí)施美國(guó)國(guó)務(wù)院國(guó)際訪問(wèn)者領(lǐng)袖項(xiàng)目，重點(diǎn)關(guān)注非傳染性疾病。

9.乳腺癌 在中國(guó)國(guó)家衛(wèi)生計(jì)生委和美國(guó)衛(wèi)生與公眾服務(wù)部的共同支持下，全國(guó)婦聯(lián)與美國(guó)高盛集團(tuán)公司等今年將繼續(xù)合作提高對(duì)乳腺癌和宮頸癌的認(rèn)識(shí)，提升省級(jí)層面相關(guān)能力。

10.心血管疾病

12.第三屆西湖青年論壇

2016年6月，美國(guó)中華醫(yī)學(xué)基金會(huì)與四川大學(xué)公共衛(wèi)生學(xué)院將共同在成都舉辦第三屆西湖青年論壇，對(duì)青年學(xué)者進(jìn)行研究方法學(xué)與最佳實(shí)踐等內(nèi)容的培訓(xùn)。

13.中國(guó)住院醫(yī)師培訓(xùn)精英教學(xué)醫(yī)院聯(lián)盟師資開(kāi)發(fā)研討會(huì)

2016年9月，美國(guó)中華醫(yī)學(xué)基金會(huì)與中國(guó)住院醫(yī)師培訓(xùn)精英教學(xué)醫(yī)院聯(lián)盟將聯(lián)合舉辦關(guān)于臨床師資發(fā)展的研討會(huì)。

2.美國(guó)職業(yè)籃球協(xié)會(huì)（NBA）與宋慶齡基金會(huì)合作，邀請(qǐng)北京私立匯佳學(xué)校的學(xué)生于2016年1月28日至2月4日赴美國(guó)休斯敦和洛杉磯訪問(wèn)，觀摩NBA比賽，與當(dāng)?shù)氐那嗌倌昊@球俱樂(lè)部隊(duì)進(jìn)行練習(xí)賽，并參加青少年籃球講習(xí)班。

3.中國(guó)籃球協(xié)會(huì)派國(guó)家青年女籃隊(duì)赴美參加國(guó)際邀請(qǐng)賽并訓(xùn)練（2016年5月）。4.NBA派教練員赴中國(guó)大連參加中國(guó)籃球協(xié)會(huì)舉辦的中高級(jí)教練員培訓(xùn)班，為中國(guó)教練員授課（2016年5－6月）。

5.NBA將派裁判員赴中國(guó)蘇州，為中國(guó)籃球協(xié)會(huì)舉辦的裁判員培訓(xùn)班授課（2016年6月）。

6.中國(guó)籃球協(xié)會(huì)派國(guó)家青年籃球隊(duì)赴美進(jìn)行里約奧運(yùn)會(huì)賽前訓(xùn)練并與當(dāng)?shù)鼐銟?lè)部隊(duì)進(jìn)行友誼賽（2016年6月）。

7.美國(guó)職業(yè)籃球協(xié)會(huì)（NBA）將邀請(qǐng)中國(guó)籃球協(xié)會(huì)的聯(lián)賽官員和裁判員赴美國(guó)拉斯維加斯參加為期7天的全球裁判員培訓(xùn)班（2016年7月）。

足球

17.體育使者項(xiàng)目：2016年5月15－28日，為慶祝美國(guó)女子足球隊(duì)獲得第一次女足世界杯冠軍25周年，前1991年國(guó)家隊(duì)成員琳達(dá)·漢密爾頓和前助理教練勞倫·格雷格赴成都、上海、廣州訪問(wèn)兩周。此訪是體育使者項(xiàng)目之一，旨在幫助年輕女性、少數(shù)群體和移民群體等提高在性別平等、女性成長(zhǎng)、價(jià)值觀多樣化方面的權(quán)益。

18.體育訪問(wèn)者項(xiàng)目：2016年7月，美國(guó)國(guó)務(wù)院將邀請(qǐng)來(lái)自成都、廣州、上海的女子足球教練團(tuán)組赴美訪問(wèn)10天。此項(xiàng)目將圍繞美國(guó)教育法第九篇修正案（注：針對(duì)不同性別受教育的平等權(quán)利），向來(lái)訪者介紹該法案如何改變了美國(guó)的體育、教育和社會(huì)。該活動(dòng)是與美國(guó)足球協(xié)會(huì)和華盛頓足球聯(lián)隊(duì)合作的。

19.美國(guó)職棒大聯(lián)盟發(fā)展中心贊助支持中國(guó)運(yùn)動(dòng)員學(xué)生在國(guó)內(nèi)外大學(xué)就讀，并參加中國(guó)棒球聯(lián)賽和美職棒比賽，以及在包括教練、管理、選材等棒球職位進(jìn)行全職工作。

冬季運(yùn)動(dòng)和冬奧會(huì)合作

20.北京2022年冬奧組委與美國(guó)滑雪協(xié)會(huì)分別于2015年10月和2016年5月一同訪問(wèn)了美國(guó)猶他州帕克城，就籌辦北京2022年冬奧會(huì)合作事宜進(jìn)行了探討。

21.2016年5月27日，中美第一個(gè)滑雪度假村合作項(xiàng)目對(duì)外公布，美國(guó)斯闊谷高山草甸度假村與中國(guó)北京云頂花園宣布建立寬領(lǐng)域的戰(zhàn)略聯(lián)盟。云頂花園是北京2022年冬奧會(huì)的自由式滑雪和單板滑雪比賽場(chǎng)地。

22.美國(guó)滑雪協(xié)會(huì)將與中國(guó)滑雪協(xié)會(huì)官員會(huì)晤，就簽訂兩協(xié)會(huì)之間的合作諒解備忘錄進(jìn)行探討（2016年6月）。

23.歷時(shí)7個(gè)月的美國(guó)美式足球社交媒體展示，通過(guò)25條發(fā)布內(nèi)容和9部視頻共吸引了超過(guò)一百萬(wàn)的訪客。該活動(dòng)不僅宣傳了美國(guó)文化、分享了歷史傳承，在社交媒體上的互動(dòng)也拉近了美方與美式橄欖球聯(lián)盟中國(guó)分部以及數(shù)百名中國(guó)美式橄欖球聯(lián)賽運(yùn)動(dòng)員的聯(lián)系。

24.中國(guó)武術(shù)協(xié)會(huì)與亞利桑那大學(xué)合作，派團(tuán)赴美進(jìn)行武術(shù)宣傳推廣，并舉辦武術(shù)段位制培訓(xùn)（2016年5月）。

健身氣功

25.中國(guó)健身氣功協(xié)會(huì)先后派專家赴美進(jìn)行健身氣功宣傳推廣，并進(jìn)行教學(xué)培訓(xùn)（2016年6月、2016年10－11月間）

國(guó)際象棋 26.中國(guó)國(guó)際象棋協(xié)會(huì)邀請(qǐng)美國(guó)國(guó)際象棋隊(duì)來(lái)華參加中美國(guó)際象棋對(duì)抗賽（2016年5月）。

29.中國(guó)航空運(yùn)動(dòng)協(xié)會(huì)邀請(qǐng)美國(guó)模擬飛行隊(duì)來(lái)華參加中美模擬飛行對(duì)抗賽（2016年11月）。

特奧交流

30.2016年3月，國(guó)際特奧會(huì)與中國(guó)34所學(xué)校（包括特殊教育學(xué)校和普通學(xué)校）簽訂了諒解備忘錄。

31.作為今年的重點(diǎn)交流項(xiàng)目，國(guó)際特奧會(huì)將從中國(guó)的融合學(xué)校選派20名青年（包括智力殘疾和非智力殘疾）于2016年11月赴美國(guó)北卡羅來(lái)納州訪問(wèn)。目前負(fù)責(zé)團(tuán)隊(duì)正在制定當(dāng)?shù)卦L問(wèn)日程和活動(dòng)。

六、婦女領(lǐng)域

1.提高反家庭暴力意識(shí)：美國(guó)國(guó)務(wù)院全球婦女事務(wù)辦公室將與全國(guó)婦聯(lián)合作，在美國(guó)駐華企業(yè)中開(kāi)展中國(guó)《反家庭暴力法》的宣傳倡導(dǎo)，提升他們對(duì)該法的認(rèn)知程度。

2.中國(guó)婦女領(lǐng)導(dǎo)者交流對(duì)話會(huì)：全國(guó)婦聯(lián)與美國(guó)國(guó)務(wù)院全球婦女事務(wù)辦公室合作，于2017年第八輪中美人文交流高層磋商期間聯(lián)合舉行第九屆中美婦女領(lǐng)導(dǎo)者交流對(duì)話會(huì)。

3.第三國(guó)合作：美國(guó)國(guó)務(wù)院全球婦女事務(wù)辦公室和全國(guó)婦聯(lián)將就在一個(gè)太平洋國(guó)家促進(jìn)婦女創(chuàng)業(yè)進(jìn)行實(shí)質(zhì)性磋商，設(shè)計(jì)合作項(xiàng)目。

七、青年領(lǐng)域

（一）中美青年政治家交流項(xiàng)目

1.2016年下半年，邀請(qǐng)美國(guó)青年政治家代表團(tuán)訪華，增進(jìn)中美青年精英的了解、信任和友誼。在華期間，繼續(xù)舉辦中美青年思想者圓桌會(huì)議，加強(qiáng)中美青年領(lǐng)袖之間的思想碰撞。

2.2016年下半年，派遣中國(guó)青年代表團(tuán)訪美，促進(jìn)中國(guó)青年精英與美國(guó)政治、經(jīng)濟(jì)、社會(huì)各界人士進(jìn)行深入交流與對(duì)話。

（二）中美學(xué)生領(lǐng)袖交流項(xiàng)目

3.2016年下半年，邀請(qǐng)美國(guó)常青藤聯(lián)盟學(xué)生理事會(huì)代表團(tuán)訪華，舉辦中美學(xué)生領(lǐng)袖對(duì)話。

4．中國(guó)青年政治學(xué)院與美國(guó)哈佛大學(xué)、福特漢姆大學(xué)開(kāi)展赴美訪學(xué)和學(xué)生學(xué)分學(xué)位項(xiàng)目。

（三）中美青年職業(yè)人士研修交流項(xiàng)目

5.繼續(xù)開(kāi)展“中國(guó)－耶魯青年領(lǐng)導(dǎo)者對(duì)話”赴美培訓(xùn)項(xiàng)目，通過(guò)學(xué)習(xí)、借鑒、交流中美創(chuàng)新理念和實(shí)踐，提高優(yōu)秀中國(guó)青年的創(chuàng)新意識(shí)和創(chuàng)新能力。

6.繼續(xù)開(kāi)展以中國(guó)青年公務(wù)員、青年教師和青年工作者為主要對(duì)象的培訓(xùn)項(xiàng)目，包括邀請(qǐng)美方專家來(lái)華培訓(xùn)、組織中國(guó)青年公務(wù)員和團(tuán)干部赴美開(kāi)展培訓(xùn)等。

As I am looking forward to my visit to the United States to co-chair, with Secretary of State John Kerry, the Sixth Annual China-U.S.High-Level Consultation on People-to-People Exchange(CPE)themed Mutual Learning and Win-Win Cooperation, I would like to convey my sincere greetings and best wishes to the American people.中美兩國(guó)雖相距遙遠(yuǎn)，但兩國(guó)人民的友好交往卻源遠(yuǎn)流長(zhǎng)。早在200多年前，美國(guó)商船“中國(guó)皇后”號(hào)就抵達(dá)中國(guó)廣州，開(kāi)啟了中美人民交往的歷史。70多年前，中美并肩抗擊法西斯，并在勝利后與英國(guó)、法國(guó)、蘇聯(lián)等國(guó)共同創(chuàng)立了聯(lián)合國(guó)。40多年前，中美運(yùn)動(dòng)員用“乒乓外交”拉開(kāi)了兩國(guó)關(guān)系的序幕。多年來(lái)，中美關(guān)系雖經(jīng)風(fēng)雨，但人員往來(lái)、人文交流從未停止。特別是在應(yīng)對(duì)氣候變化、突發(fā)災(zāi)害、反對(duì)恐怖主義等全球性挑戰(zhàn)面前，兩國(guó)政府和人民總是攜手并肩，通力合作。去年以來(lái)，兩國(guó)共同開(kāi)展抗擊埃博拉援非行動(dòng)，受到國(guó)際社會(huì)廣泛贊譽(yù)。

Although China and the United States are far from each other geographically, the people of our two countries have nonetheless a long history of friendly exchanges.More than 200 years ago, the U.S.commercial vessel the Empress of China visited Guangzhou Port of China, opening the history of exchanges between the two peoples.More than 70 years ago, China and the United States fought shoulder to shoulder against fascist forces.After achieving victory, the two nations, together with other countries including Britain, France and the former Soviet Union, founded the United Nations.More than 40 years ago, Chinese and American table tennis players paved the way for the establishment of official relations between the People’s Republic and the United States via “ping-pong diplomacy.”

Over the years, despite twists and turns in our bilateral ties, people-to-people exchanges have never ceased.Particularly in the face of global challenges such as climate change, natural disasters and terrorism, our two governments and peoples have worked together hand in hand.Since last year, both our countries have assisted African countries in their fight against Ebola, and won widespread acclaim from the international community.2009年，兩國(guó)元首推動(dòng)建立中美人文交流高層磋商機(jī)制，為人民友好交往搭建了更加廣闊的平臺(tái)。6年來(lái)，這一機(jī)制圍繞教育、科技、文化、體育、婦女、青年、地方交流等領(lǐng)域，取得近300項(xiàng)務(wù)實(shí)成果。目前，中美間每17分鐘就有一個(gè)航班起降，2014年有430萬(wàn)人次來(lái)往于太平洋兩岸。有49萬(wàn)名中國(guó)青年在美學(xué)習(xí)，超過(guò)10萬(wàn)美國(guó)青年到中國(guó)學(xué)習(xí)。去年僅中國(guó)75所高校接待來(lái)訪美國(guó)學(xué)者1.2萬(wàn)人，召開(kāi)中美學(xué)術(shù)研討會(huì)217次。中美結(jié)成了逾240對(duì)友好省州和城市。兩國(guó)人文交流呈現(xiàn)前所未有的發(fā)展態(tài)勢(shì)。

In 2009, the Presidents of our two countries promoted the launch of CPE, putting in place a broader platform for friendly exchanges between our people.In the past six years, nearly 300 programs have been launched under the CPE to promote exchanges in the areas of education, science and technology, culture, sports, women, youth and subnational cooperation, all of which have yielded substantial results.At present, there is one flight taking off or landing between China and the United States every 17 minutes.The year 2014 saw a total of 4.3 million trips made by Chinese and American people across the Pacific Ocean.During the past six years, a total of 490,000 Chinese youngsters have studied in the United States, more than 100,000 American youngsters have studied in China.Last year alone, 75 Chinese universities hosted approximately 12,000 American scholars, and 217 symposiums were held jointly by China and the United States.So far, there are more than 240 pairs of sister provinces, states and cities between our two countries.Indeed, the growth of people-to-people exchanges between our two countries is unprecedented in history.今年中美人文交流的內(nèi)容更加豐富。我們將舉行中美青年創(chuàng)客大賽、第二屆中美大學(xué)校長(zhǎng)論壇、第七屆中美婦女領(lǐng)導(dǎo)者交流對(duì)話會(huì)、中美埃博拉及全球衛(wèi)生安全研討會(huì)、中美聯(lián)合在華推廣實(shí)施心肺急救培訓(xùn)計(jì)劃專場(chǎng)宣介、中美二戰(zhàn)合作圖片展等。我真誠(chéng)希望在雙方的精心呵護(hù)與培育下，中美人文交流這棵大樹(shù)能夠結(jié)出更加豐碩的成果。

This year, people-to-people exchanges between our countries are even more colorful, as exemplified by such events as the China-U.S.Young Maker Competition, the Second China-U.S.University President Roundtable, the Seventh China-U.S.Women’s Leadership Exchange and Dialogue, China-U.S.Symposium on Ebola and Global Health and Safety, a joint promotion of cardio pulmonary resuscitation training, and a joint photo exhibition on World War II.I sincerely hope that with meticulous care from the two sides, the tree of people-to-people exchanges between our two countries will grow bigger and bear even larger fruits.中國(guó)有句古話，唯以心相交，方能成其久遠(yuǎn)。中美兩國(guó)雖然文化不同，制度各異，但只要彼此敞開(kāi)心扉，相互尊重，求同存異，就可以跨越任何鴻溝，讓兩國(guó)關(guān)系的道路越走越寬。我們期待與美方一起，推動(dòng)人文交流與政治互信和經(jīng)貿(mào)合作相互交織、相互促進(jìn)，成為促進(jìn)人民相知相識(shí)的“探路者”、深化兩國(guó)各領(lǐng)域合作的“鋪路者”、構(gòu)建中美新型大國(guó)關(guān)系的“護(hù)路者”，為兩國(guó)人民的美好生活與世界和平發(fā)展作出新的更大貢獻(xiàn)！
